Dolan, assistant general manager of the Maryland plant of Bethlehem Steel Company, of Sparrows Point, and Harry E. McDonnell, superintendent of blast furnaces of Weirton Steel Company of Weirton, W. Va., representing the blast-furnace section.

Therefore, we arc going to allocate the time to these different questions so that we will try to be finished by 4:30; from then until 5 o'clock, if any of you have any questions on subjects not related, you will be free to ask them. Mr. Morton and I have changed the order of the questions. Instead of what is now first, we have put No. 3 first, progress on basic-roof construction, inasmuch as we feel that it is quite important. At this time, H. S. Robertson, of Harbison-Walker, is going to give you a short talk, with slides, on what has been done to date on this subject.

I received a telegram yesterday from Mr. J. H. Nead saying that he regretted circumstances had come up which prevent his attending the meeting, but that arrangements have been made and Mr. T. S. Washburn, of Inland Steel, will act as the Co-Chairman in his stead. We are sorry, of course, that he cannot be here at this conference. We have, therefore, asked Mr. James J. Bowden, chief metallurgist of Republic Steel Corporation, Cleveland, to act as Chairman and Mr. Tom Washburn to act as Co-Chairman. I will turn the meeting over to these gentlemen at this time.

McKune, superintendent of the Open-Hearth Department of our company. Many of you will remember Mr. McKune for his long attendance at these meetings, for the intelligent interest he took ill them, as well as for his innovations in steel-production practices.

I am happy to welcome you to the twenty-third conference of the National Open-Hearth Committee, and our joint conference with the Blast Furnace Committee, of the American Institute of Mining and Metallurgical Engineers. It is appropriate that, for our fifteenth year anniversary, we should meet in the hotel and the city where this Open-Hearth Committee was inaugurated in 1925. At that first meeting, only a handful of men from a number of steel companies met to discuss ways and means to start a movement to improve the practical and metallurgical technique of open-hearth operations among independent manufacturers, as the United States Steel Corporation had carried on for many years.

WE cannot but marvel at the fact that fire is necessary for almost every operation. It takes the sands of the earth and melts them-now into glass, now into silver, minium or other lead or some substance useful to the artist or physician. By fire, minerals are disintegrated and copper produced; in fire is iron born and by fire is it subdued; by fire, gold is purified; by fire, stones are burned for the binding together of the walls of houses.... Fire is the immeasurable, uncontrollable element, concerning which it is hard to say whether it consumes more or produces more." Thus wrote Pliny in his "Natural History," that great collection of fact and error which constitutes the principal contemporary description of Roman technology and which until the seventeenth century was the authority most often quoted and requoted by those who wrote on metals, as on many other subjects.

The application of the law of supply and demand to the sale of crude oil is generally conceded, but the motives underlying the buyer's (refiner's) demands are not always obvious to the seller (producer). In some cases this obscurity has led to the conclusion that the refiner may be unnecessarily particular when he selects one crude and rejects another. This preference, however, is very largely the reflection of the refiner's product demands and the quality of the stocks obtainable from the selected crude. The purpose of this paper is to point out critical characteristics of the major classes of refined products and to show how crudes vary in their suitability for such products. With relatively few exceptions, available processing methods and addition agents make it theoretically possible to produce any type of refined product from any crude source, although it may not be economi-cally sound to do so. The widespread application of thermal cracking for converting higher boiling stocks into gasoline is well known. More recently cracking and refining in the presence of catalysts9 have been developed, as well as various processes for polymerizing lighter hydro-carbons into gasolines having desirable characteristics.6 For several years, selective solvents have been applied commercially to refining inferior quality kerosene, Diesel fuel and lubricating oil distillates .3 Improved methods for refining lubricating oils from crude residua,4 formerly suitable only for fuel, are now in use and a number of special solvent processes are available for dewaxing lubricating oils to low pour point.5 These improved refining methods have been developed not only to meet the demand for improved product quality but also to enable the refiner to obtain quality products from crude sources that would not yield such products by the older refining methods. In many cases, the utilization of these modern refining tools necessi-tates an appreciable expenditure for equipment as well as added manufac-turing costs, and their application therefore must be justified economically. Despite the availability of such tools, the added processing costs involved and yields obtainable may render their application entirely impractical. WE should indeed feel proud and satisfied with the accomplishments of our great mining and metallurgical. industries during the past quarter of a century, for they have vastly exceeded those of any previous period of like duration. 1 feel that Canadians, and particularly those in the mining industry, should know more concerning the important role our industry will be called upon to play in the present war. Our Empire metals will be an outstanding factor in this conflict. Every man connected with the industry, from the lowest paid labourer to the highest official, can feel proud that his every effort results in more and more production of those metals which will help to give the Empire supremacy. He can feel assured that, by sticking to his job and by putting his whole heart into his work, he is making a contribution towards winning the terrible struggle in which our Empire and our gallant French allies are engaged. These two great peoples will have ro bear the brunt of the task of ridding the world of the menace of those who would set up force. and might in the place of right and justice in the settlement of international affairs. As the present European crisis developed, it became evident that they, alone, would have to accept the challenge and fight the enemies of Democracy to ensure the survival of the small nations of Europe and, indeed, of the great democratic powers themselves. The acquisitive eye of the German leaders had looked far ahead and they had realized that the eastern European states, already reeming with population, were no solution to Germany's space problem; but they thought that these states could be gobbled up one by one, each in turn strengthening Germany's might until it could successfully challenge France and England. No glimmer of doubt dimmed their vision. The two great democracies once subdued, they could proceed to seize Canada and the United States. This clone, they would have an abundance of room to expand, as well as those resources-grain, timber, cotton, nickel, iron, lead, zinc, copper, gold, silver, sulphur, oil-which German statesmen have always coveted. Von Ribbentrop, von Alvensleben, Bernstorff, and many others have made exhaustive studies of our resources. German rulers had been told that the French would not fight and that the British could not. They knew of the rust on the British war machine. There was no cloud in the sky; their fond dream was at last robe fulfilled.

"INTRODUCTION Coal is a compressed mass of heterogeneous, macerated, metamorphosed plant remains that have collected in the earth's crust. Probably no two beds of coal have identical properties, and different parts of the same bed may vary considerably when measured by some of the many empirical tests that have been developed to classify or differentiate the properties of coal. Because of this great variability in properties, the commercial processing of coal to produce coke and byproducts has developed largely as an art based on experience, rather than as a science. Much empirical chemical research, however, has been and is being conducted on coal carbonization, and this work is of practical value in obtaining larger yields of gas and byproducts and in the improvement of the physical properties of the coke.Both ultimate and proximate analyses have been used for correlating purposes. 3/ In the United States the proximate analysis is used for the classification of coal according to rank and grade. The proximate analysis can be employed usefully in the coal—carbonization industry because separation of the combustible matter of coal into volatile matter and fixed carbon is, in fact, a small carbonization test conducted on 1 gram of coal heated in a platinum crucible.Small—Scale Laboratory Coking Tests,Many empirical tests have been devised for determining the coking properties and measuring the yield and quality of gas and byproducts obtainable from various coals. These tests, made on samples ranging from 25 grams (about 1 ounce) to 5 kilograms (11 pounds), furnish information that is roughly proportional in practical value to the size of the sample carbonized. However, the cost of the carbonization test also increases with the amount of the sample, so that for preliminary surveys of a number of coals, samples of 25 to 1,000 grams usually are employed."

"INTRODUCTION The development of methods for determining the total quantity of crude oil that a given pool could be expected to produce in the future and the well-spacing and drilling programs most likely to result in the recovery of the maximum quantity of oil at the minimum cost became problems of acute concern to American oil producers and petroleum engineers during the second decade of the twentieth century, The United States faced what seemed at that time to be a serious shortage of petroleum, and it appeared that the constantly increasing demand for petroleum and its products could not be adequately supplied. Undrilled prospective acreage, which until then had been plentiful, seemed to be getting scarcer, competition was increasing, the margin of profit to the producer was shrinking, and the need for developing constructive policies of conservation appeared paramount. As a result of physical and economic changes then taking place within the petroleum industry prompted by the seemingly uncertain future, accurate knowledge pertaining to the probable future production of oil wells and of oil lands especially was needed and greatly desired. Furthermore, the need for obtaining the maximum quantity of oil from known fields caused technical information - which up to that time had not been deemed essential to the successful and profitable operation of oil lands - to be sought eagerly. The need for technical information, such as methods for determining future reserves of oil and the rate at which the oil could be obtained under a specific program of drilling, was emphasized further with the passage of the Revenue Act of 1918, and oil producers with enough income to place them in the taxable class were compelled, for the first time, to report their taxable income 4/ to the Treasury Department."

For nearly 30 years the Bureau of Mines has contended that mine explosions can be prevented and has pointed out to the industry ways and means by which they could be avoided. The record of co2l-mine explosions • during the past fiscal ?Bar bears out the :Bureau1s contention, inasmuch as fewer men were killed by coal-mi~e e:xplosions in the United States during that year than in :gi_y corresponding 12 months in the history of coal mining in the United States, insofar as records are available; and more than a year has elapsed since·a major explosion (in which five or more men were killed) has occurred, this being t.1-J.e first continuous 12- month period without a major coal-mine explosion disaster in the United States in more than 60 years. The methods of preventing mine e:iiplosions are well known to experienced, well-informed persons cngnged in coal mining. Despite this knowledge, many coal-mine operutors continue to use practices and methods that they should know have resulted in countless explosions, and mine workers persist in following past procedure or in breaking safety rules and practices almost certain eventually to result in disaster. ' Virtually all explosions are the result of human failure, such as carelessness or neglect by officials or workers or others. These human failures can be corrected chiefly by ed.ucation and proper and adequate supervision and strict discipline. In some instances mine officials are ·lax, careless, poorl~• informed, and often incompetent; end in many instances miners have repulsed the introduction of known preventive methods because of sheer obstinacy, ignorance, heedlessness, or possibly fear that the operator was trying to o'bta.in some unfair adva.,.'1. tago or would neglect some other phase of accident or e,:plosion prevention. The number of completed petroleum refineries in the United States continued to decline in 1938, but the total capacity to process crude oil increased materially. This information was obtained in connection with the Bureau's annual canvass of refinery capacity as of January 1, 1939. In spite of the addition of a half dozen plants in Illinois and the inclusion in this year's list of several more "pot-stills" in Montana, the total number of plants, and inactive, declined from 551 on January 1, 1938, to 538 on January 1, 1939. was entirely in shut-down plants, as the number of operating plants rose from both active The decline 431 to 435. Yost of the plants dismantled were situated in Wyoming and Texas, parts or several from the latter being transported to Illinois. About 10 more East Texas refineries were dismantled in 1938, leaving about 15 plants in the field, only 8 of which were operating on January 1, 1939. Although the total completed capacity increased from 4,351,151 barrels on January l, 1938, to 4,508,555 barrels on January l, 1939, the operating capacity declined, and the inactive capacity increased about 50 percent, or from 380,955 to 574,770 barrels. These shifts in capacities reflect the comparative slump in the refining industry in 1938 after the prosperous year 1937. Daily average crude runs in 1938 were 3,192,000 barrels, from which it may be figured that the operating ratio for the active units was about 81 percent of crude and for all completed equipment 74 percent. The highest daily throughput in 1938 was about 3,400,000 barrels, at which time the reserve capacity represented in the active equipment was at least 500,000 barrels, in addition to about that much capacity shutdown. In an emergency, much more reliance could be placed on the reserve capacity of the active equipment, as much of the shut-down capacity is obsolete at present specifications and prices. Regarding obsolescence, the refiners reported 418,165 barrels of their idle capacity in good condition on January l, 1939 and 156,605 barrels in poor condition. However, it is probable that the former reflects an optimistic viewpoint. Refinery activity, as represented by new construction and dismantling, declined materially in 1938. The new capacity added in 1938 was 378,350 barrels compared with 394,680 barrels in 1937. Probably 1939 will see a much larger decline, as the new capacity under construction on January 1, 1939, totaled only 142,250 barrels compared with 283,020 barrels the preceding year. The capacity represented by the new plants was negligible throughout

"The fly-ash problem of the smoke-abatement engineer - who now might well be titled, ""Smoke and Fly-Ash Abatement Engineer"" - starts with the necessity for him to know what fly ash really is, what plants really create it, and how much is being created. Fly ash in this connection may be defined as all solid particles emitted to the atmosphere as a result of the combustion of fuel.COMPOSITION OF FLY ASHMuch can be learned about fly ash by studying samples with a strong magnifying glass or, preferably, a high-power microscope. As an example, figure 1 is a photomicrograph of an underfeed-stoker fly ash weighing 23.7 pounds per cubic foot, which passed a baffle-type cinder catcher and was caught by a Cottrell precipitator. Figure 2 shows a similar fly ash made at a higher stoker rating and weighing 36.2 pounds per cubic foot. The lighter ash contains more light, unconsolidated ash than the heavier. In both instances some of the ash has been fused to a glass, as is indicated by the spherical particles resembling marbles; however, the heavier dust contains more and larger spheres. With the faster burning and higher air pressures occurring at the higher burning rates, more of the larger fused spheres reached the precipitator.Such studies of fly ash frequently make possible correct determination of its source. For example, the Supreme Court Building, one of the finest of the Federal buildings in Washington, was having considerable difficulty with fly ash from some outside plant. It was thought to come from a nearby apartment house. A fly-ash trap was installed there, and care was taken in the operation of their underfeed stokers. The fly-ash nuisance continued. Microscopic examination of the fly ash found about the building compared with samples taken from the stack of the apartment house showed to the surprise of the accusing building superintendent that the present source was elsewhere. By the same means, the source was found to be a plant about ore-half mile away."

"The Southern Experiment Station of the Bureau of Mines, United States Department of the Interior, in cooperation with the University of Alabama, is investigating the preparation of pulverized coal for fuel. In this study the relative amount of surface in various products and samples had to be assessed. Because of the familiarity with screens and because of the simplicity of using the inverse ratio of the opening for ascertaining the amount of relative surface in the respective sizes, screens down to and including 270-mesh were used. This choice was made in full cognizance of the irregularity of screens, but it seemed that if the same screens were used throughout all the tests the relative values would be satisfactory.In dealing with the subsieve sizes, pneumatic elutriation was used to make several fractions to extend the sizing analysis into the range of hypothetical screens. This kind of a sizing analysis was thought necessary because it is familiar to all operators, and, furthermore, it is amenable to several ways of plotting curves that bring out the characteristics of various coals and various methods of grinding.The method of obtaining the data from which to set up the hypothetical screen scale is the subject of this paper. It consists in determining the average projected area of the particles in the respective elutriated products. By extending the ""area method"" to sieve sizes, a factor is found that may be applied to the subsieve sizes, and thus the scale is projected in a regular manner. This method avoids contentions about specific surface and steers clear of ""average diameter"" except as material sized on screens may be said to have an average diameter."

"The National Safety Competition of 1938, the fourteenth of its kind conducted by the Bureau of Mines in which bronze trophies known as Sentinels of Safety are awarded to winning companies, has just been completed and the results are presented here.With 345 mines and quarries competing, more than in any previous year except 1931, the contest revealed low accident rates at many of the enrolled plants and, which is even more remarkable, it revealed 113 mines and quarries at which no lost-time accidents occurred during the contest year.The Sentinels of Safety trophies, provided by The Explosives Engineer magazine, were awarded to four underground mines, one open-pit mine, and one quarry. Each employee of the winning plant was awarded a Certificate of Honor by the Bureau of Mines in recognition of the employee's part in helping his company to win the trophy. In addition to the award of trophies, a Certificate of Honorable Mention was awarded to each of the mines and quarries in second, third, fourth, and fifth places in their respective contest groups and also to each mine and quarry that worked 30,000 or more man-hours without a lost-time accident. Ninety-two such certificates were awarded for 1938. Twenty-three other mines and quarries also operated without an accident but worked less than 30,000 man-hours, the minimum required by the contest rules for award of Certificates of Honorable Mention.Previous to 1938, five trophies were awarded annually in the National Safety Competition. For the 1938 contest a sixth trophy was provided by The Explosives Engineer so that open-pit mines and quarries, two classes of operations that previously had been included in one group in the competition, might have separate awards."

"INTRODUCTION The reduction of washery losses of marketable coal is a phase of coal preparation important to many of the Alabama coal producers. The problem has wide scope, and this report deals with but one of its several aspects. The investigation on which this report is based was made by the Southern Experiment Station of the Bureau of Mines with the cooperation of the Alabama By-products Corporation and the University of Alabama. The Alabama Byproducts Corporation provided samples of table middlings from its Colta washery on the Mary Lee bed at Flat Creek, Ala.PRACTICE AT THE COLTA WASHYAt Colta run-of-mine coal is crushed in a hammer mill in closed circuit with 5/16-inch square-mesh vibrating screens and tabled without classification on eight rectangular-deck wet tables. The coal is more friable than the bone normally present, and hence the bone is concentrated in the coarser sizes. An unclassified feed of this character can not be tabled with high efficiency to low ash content because of the sizing action of a concentrating table, which is such that when the tables are adjusted to exclude the coarse bone from the washed coal, a large amount of fine coal is lost in the middlings. At the time this investigation was undertaken there was no market outlet for middlings, with the result that middling products had to be discarded with the refuse."

"Part 1. REDUCTION AND USE OF OXIDANTSSUMMARYA study has been made of the volumetric determination of molybdenum by reduction in the Jones reductor, receiving the reduced solution in a mixture of ferric alum and phosphoric acid, and titrating with standard oxidizing agents. In addition to potassium permanganate, which has long been utilized for this titration, potassium dichromate and ceric sulphate have been found to be applicable. The latter oxidants have been found to be especially useful in the form of dilute solutions for the determination of small amounts of molybdenum. The tests revealed that certain internal indicators give excellent results in these titrations.Reason for These ExperimentsThe following study was initiated with the hope of providing the mining and metallurgical industries with an accurate and rapid technical method for the determination of molybdenum in such low-grade materials as ores, rocks, tailings, steels, and alloys containing less than 0.3 percent molybdenum. Although the experimental work was designed with this purpose in mind, many of the results are applicable to material containing a higher percentage of molybdenum.While the Bureau of Mines had an experiment station in Colorado, considerable analytical work was done on what were then (up to about 1923) classed as rare metals. One of these was molybdenum; and in Bulletin 212, Bonardi's (1) 3/ 60-page chapter covered all methods for the analysis of molybdenum."

"During the past several years, alunite from the Marysvale (Utah) region has been the subject of investigation by the Electrometallurgical Section of the Bureau of Mines. The nature and occurrence of this mineral, with considerable data on the Utah deposits, together with a number of results of preliminary experiments, have been given in a previous report. 6/ The geology of the Marysvale region has been reviewed recently. 7/The present paper reports the results obtained by a method involving the sintering of alunite with boric acid and subsequent treatment of the sinter to produce alumina and potassium sulphate.The preliminary work just mentioned had given indications of the separation of sulphate salts high in potassium from fusions of alunite with borax glass.During the course of further work along those lines, fusions of boric acid and alunite were tried. No separation of salts was obtained, but it was observed that rather complete removal of so3 from the alunite occurred and that the sinter could be leached with water to give a solution contain¬ing most of the potash and a residue containing most of the alumina. The area discussed herein, commonly known as the North Texas district, embraces the following 10 counties: Archer, Baylor, Clay, Cooke, Foard, Hardeman, Knox, Montague, Wichita and Wilbarger. It is underlain by two major structural features. The northernmost portion of the district, including Coolie, Montague, northern Clay, Wichita, Wilbarger, Foard and Hardeman Counties, is underlain by the system of buried mountains known as the Red River uplift, which is parallel to and closely related to the Wichita-Amarillo uplift of Oklahoma and the Texas Panhandle. While the presence of a great majority of the numerous oil fields of the area is traceable to this feature, the production in Archer, southwestern Clay and southeastern Baylor Counties is due to the influence of what is known as the Cisco arch (so called because of its influence on Cisco deposition), the axis of which extends in a northwest-southeast direction across southwestern Wichita County into Archer County. Developments during 1938 Important discoveries in the district were considerably more numerous and of more economic importance than for several years. In addition to a number of small, relatively unimportant discoveries and to the usual local extensions to the various producing fields in the several counties, at least eight fields, most of them apparently of considerable areal extent and importance, were found. The Helmerich and Payne, Incorporated and Blackwell Oil and Gas Company No. 1 Wilson. 4 miles southeast of the town of Holliday, in north central Archer County, encountered a pay of Strawn age at a depth of 3841 to 3858 ft., and was completed for an initial production of 1952 bbl. T'his well opened a new deep pool in the K. M. A. producing zone 8 miles southeast of the K. M. A. production. Subsequently an additional deeper horizon, also of lowcr Strawn age, was discovered by wells that failed to yield commerecial oil from the horizon of the discovery well.
