IN the relations that exist between capital and labor in this country, there is a bright as well as a dark side. After many years of distressing conditions of labor and a plentiful supply of propaganda, it is doubtful that the doctrine of the class struggle, however defined and stated, has been embraced by any influential and numerous elements of our population. Extreme and uncivilized methods of conflict, whether they be the labor spy as used by the employer or the sit-down strike by organized, labor, have come to be abandoned as the result of the pressure of sober and distinterested public opinion. Unwise terms of our law of trade unions and the unbridled zeal of its administrators show some slight signs of being revised in the light of 'experience and the protests of the law's own beneficiaries. At the point where labor policy touches economic conditions, the two powerful factions in the American labor movement appear to look with a less friendly eye on the bewildering succession of economic experiments and to have a deep nostalgia for a simpler and more prosperous economy.

IT IS becoming increasingly evident to management that it has other obligations than merely to earn dividends for stockholders. The head of one of America's largest organizations has stated it in these words: "There rests upon them a far broader responsibility than the mere production of goods and services, or solely the interests of their stockholders. They must assume the important obligation, through proper policy, of attuning industry to a rapidly changing world, from social as well as economic standpoints." Stockholders might as well reconcile themselves, therefore, to the fact that management cannot always put their interests first in the obligation of business enterprise: and that the legitimate requirements of customers and employees have acquired a new significance which must be recognized if the business of today is to prosper.

DEEPEST hole in the earth, and deepest producing oil well in the world-such is well No. K.C.L. A-2, of the Continental. Oil Co., completed on April 12 in the San Joaquin valley about four miles west of Wasco, Calif. It penetrated the earth's crust to a depth of 15,004 ft.- almost three miles-a depth that exceeds by over 2200 ft. that of the previous record holder in western Texas. It is now producing oil from sands at a depth from 13,092 to 13,- 175 ft., which is about 1500 ft. deeper than the record formerly achieved in Louisiana. Continental's new well was bottomed in what is possibly Domengine-Avenal Eocene sand, and is producing from the Middle Miocene equivalent to the Rio Bravo sand.

THROUGHOUT its history the American iron and steel industry has constantly striven to improve the quality and reduce the cost of its products. No one needs to be told how well it has succeeded. Its success in making steel products at such a low cost has been achieved mainly through large-scale production. While costs have gone down as the rate of production and the degree of mechanization increased, quality of product has been actually improved. Thus high-tonnage records are important only in the light of high quality of the steel. Quality is the watchword! Continual improvement in quality has come as a result of research, not only in the laboratory but in the large commercial units in the plant. In fact, so many operations of the industry are on such a huge scale that experimental work must be done under commercial operating conditions so every progressive steel plant is a research laboratory.

FOR many years geologists have felt that mining companies should adopt a more liberal policy in the publication of their reports. The increasing usefulness of the geologist to the mining profession in recent years demands that consideration be given to this question. Prior to 1900, the call for geologists of high reputation by mining companies was probably mainly in connection with lawsuits arising from the interpretation of rights or ownership as defined by the "Law of the Apex," and from problems such as finding the continuation of the vein or whether the vein followed was the main one or a branch. In this period of generally increasing taxes of various kinds, one hears less complaint by mining companies about the high cost of workmen's accident compensation than was the case a few years ago, the reason perhaps being that other and more pressing phases of the tax problem now over shadow the heavy expenditures for compensation premiums which a few years ago were considered a severe burden on the mining industry. Nevertheless, the financial expenditures of the mining industry in higher compensation benefits and hospitalization or in higher premium rates, or both, instead of being less have actually increased in many States in the past year. In the spring of 1937, proposals for increased benefits to injured employees in compensation, hospitalization, or medical aid were actively before legislatures in California, Connecticut, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Massachusetts, Michigan, Minnesota, New Mexico, Oregon, Pennsylvania, South Carolina, Texas, Utah, Washington, Wyoming, and possibly other States. In some cases, the proposed increases in benefits were so much greater than expenditures for similar items in the past that premium rates per $100 of payroll would almost certainly rise sharply. At this same time, occupational-disease-compensation coverage also was under consideration by legislatures in Arkansas, California, Delaware, Idaho, Indiana, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and Washington. Sooner or later (and probably within the next few years) occupational-disease compensation will be accorded practically as wide recognition as accident compensation receives at present, and, unquestionably, mining in all of its branches will be affected more or less drastically. Hence, the present outlook is that the mining industry, in company with practically all other industrial activities, will be confronted by materially higher compensation costs than those of the past or the present, to which rather violent exception has been taken, at least in some States and at some times.

One phase of the Bureau of Minest work in the field of health and safety is the promotion of safe, satisfactory, and reliable respir atory protective devices. To insure that such devices will be available, the Bureau has established schedules of what it considers the minimum re- quirements for oxygen breathing-apparatus,3 gas masks, hose masks,5/ and mechanical filter-respirators (a schedule of requirements for hose- type supplied-air respirators is being prepared). Approval of oxygen breathing-apparatus is given by the Safety Division; approval of other types of respiratory equipment is given by the Health Division, both divisions being in the Health and Safety Branch, Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules. THE Workmen's Compensation Ace defines Silicosis as "a fibrocic condition of the lungs caused by the inhalation of silica dust sufficient co produce a lessened capacity for work". This fibrocic condition muse exhibit a specific appearance in the X-ray picture of the chest-an appearance which is not characteristic of several lung conditions which can cause lessened capacity for work and which are not due co silicosis. The layman is sufficiently familiar with this subject co know chat, as far as our knowledge goes, quartz is one of the principal objectionable factors in the production of this condition. He should also know that silicosis respects neither geographical nor industrial boundaries. It is as much a factor in some industrial processes (e.g. foundry work, sandblasting) as it is in mines handling ores containing quartz. Its development co a recognizable stage is usually a matter of many years. As yet, its cure is unknown. Its prevention is possible in varying degrees. The layman should also know that the development of fibrosis may be accelerated by breathing in, or living in, any atmosphere containing dust. Few normal adults, particularly those above a certain age, have clear lungs, and fibrosis in varying degrees is noted in the farmer, the steel worker, the clerk, and many others in varied occupations. It is not restricted to miners. Medical and industrial journals, and at times the press, are crammed with data pertaining to this subject, much of which is misinformation. This is particularly true of certain !laces where the preventive and compensation measures for the good o those earning their livelihood in an industry in which silicosis may be contracted are not so far advanced as in our own Province. A great many of these publishings are alarming to the layman. They leave him with the impression that he is taking his life in his hands if he elects to work underground, particularly in a gold mine-that he has at once sold his heritage of health and chat sooner or later he will succumb to the ravages of this ailment. Nothing could be farther from the truth. Actually, under present conditions in Ontario mines, a very small percentage of the men employed ever become impaired by silicosis to the extent chat they must withdraw from the industry. I propose to tell you briefly something of this subject as it affects our mines.

The admission ticket had been signed, on the recommendation of my old and beloved teacher, Bobby Richards, by General Francis A. Walker at the time President of the Massachusetts Institute of Technology, an institution familiarly known as M. I. T. I immediately proceeded to take advantage of that privilege by departing for Steelton, Pennsylvania, where I understood I was eagerly awaited by the educated officials of the Pennsylvania Steel Company. I was some. what disappointed at the casualness of my reception and at being tucked away in that preserve closet of steel works known as the chemical laboratory. This paper constitutes the third progress report on a national survey of the use of detachable bits in metal mines. It presents comparative costs of drilling with conventional and detachable bits and describes the operating practice in rock drilling and the reconditioning of drill steel and bits at 10 mines not discussed in previous reports.3/ ACKNOWLEDGMENTS This report has been prepared with the assistance and cooperation of the officials and staff members at the mines visited. THE study of diamond drill results at the Lake Athabaska property of Athona Mines, Limited, and the co-ordination of information secured, has demanded extensive application of methods for interpreting true conditions, both structurally and from the point of view of ore outlook. This work was in charge of a capable engineer, who, as the result of exhaustive study of the drill cores, has been able to issue maps and plans exceeding the expectations of the majority of engineers and geologists who visited the field during the past summer (1935); that is, having in view the fact that staking of the property had been completed but a few months beforehand and that geological conditions were practically unknown up to the time drilling began in April. The following pages present an outline of the work of the assay and engineering offices in co-ordinating and interpreting the results of the drilling. The writer desires to acknowledge the suggestions offered by A.P. Beavan, geologist and engineer at Athona Mines, whom he assisted during the drilling campaign, and also the co-operation of the drilling contractor's employees. The geological map, mine plans, and forms accompanying the paper are from the Company's engineering office files.

Three hundred and twenty-eight mines and quarries, representing 36 States, took part in the twelfth yearly accident-prevention contest conducted by the United States Bureau of Mines and known as the National Safety Competition. Four underground mines and one open-cut mine (which represents the quarry and open-cut mine group), each the leader in its group, were awarded the ?Sentinels of Safety? trophy. Relative standing in the contest" was determined by the number of days lost from accidents in proportion to the total number of man-hours worked. Since 1925, when the National Safety Competition was inaugurated, an increasing interest has been taken in it by mining and quarrying companies as a means of stimulating mine and quarry safety by competition among similar plants. Each participating plant can, on a basis of its standing and record in the contest, determine to what extent its safety program is succeeding or to what extent it needs strengthening. With this information, each company that has a low standing in the contest can intensify its safety-promotion efforts the following year to obtain a lower rate and possibly win the trophy or achieve honorable mention in the competition. Except for 1929, the National Safety Competition of 1936 represented more man-hours of employment than any other year since the yearly contests began.

The Bureau of Mines is operated to assist in promoting economic development through increased efficiency in the mining, preparation, treatment, and utilization of mineral substances; to aid in conserving mineral resources through preventing waste; and to help the mining industry improve health conditions and increase safety. Accomplishment of those ends is sought through investigation of scientific, technologic, and economic problems of the, mineral industries and dissemination of resulting information. Building materials of mineral origin constitute an important product of mining, and the Bureau makes studies of these in the various fields mentioned. The following commodities come within this classification: Asbestos, anhydrite, asphalt, cement, clay and clay products, diatomite, dolomite, glass and mineral wool, granite, greenstone, gypsum, lightweight building materials, lime, limestone, magnesite, marble, sand, sand and gravel, sandstone, sand-lime brick, slate, soapstone, and trap rock.

A novel method of extinguishing a mine fire in a stowed or gob-filled area by employing liquid carbon dioxide under high pressure eras used recently with success at the President (Prasident) coal mine, Bochum, Germany, as reported by P. Cabolet in Gluckauf (Apr. 24, 1937, p. 393) The use of carbon dioxide gas as a fire-fighting agent in surface plants and in ships is now general practice in the United. States, but when it has been tried for extinguishing fires in mines in large areas more or less confined by stoppings it has not been successful. Examples of the latter method of attempting to fight mine fires are given in Bureau of Mines Bulletin 229, Fifty-Nine Coal-Mine Fires; How They Were Fought and That They Teach, by G. S. Rice, J. VT. Paul, and 14. VT. von Bernewitz (1927). The reason for its nonsuccess may be either that the stoppings are not tight or that the roof and pillars are more or less fissured and enough air passes into the area to sustain a slow fire, whether of spontaneous origin or produced by gas explosion or other source of ignition.

The Carson Hill mine of the Carson Hill Gold Mining Corporation is at Melones, Calaveras County, Calif. It is one of the numerous mines on the Mother Lode of California. The property extends for 8,400 feet along the outcrop of that important vein system. The elevation at the haulage level is about 1,000 feet above sea level. The Bureau of Mines receives frequent requests for information on the treatment of mercury ores, but as its own and almost all other publications on mercury are out of print, the Bureau has prepared this circular on the metal for the prospector and operator of small mines and plants. Mercury, commonly though improperly termed ?quicksilver?, is the only common metal that is liquid at ordinary temperatures. Mercury is used in the amalgamation of gold and silver, in power boilers, explosives, friction-less bearings, laboratory apparatus, lamps, medicine, paint, rectifiers, and for ?silvering.? The last mentioned is being superseded by silvering with silver. The use of mercury boilers may increase when they are thoroughly understood, but amalgamation is -being replaced to some extent by the use of corduroy and other collecting mediums, such as jigs and flotation cells.

This paper describes the operations of the St. Joe Mining & Milling Co. in Boulder County, Colo., as of June 1936. Later a brief visit was made to the mine in September 1936; information obtained at that time has also been recorded. The company operates a gold mine, the Grand Republic, in the Sugar Loaf mining district; a 100-ton flotation mill in Lefthand Canyon near Gold Hill; and a custom sampling punt, the Boulder Ore Sampling Works, at Boulder, Colo.

Advocates of health and safety in mining have found themselves confronted in recent years with what might appear to be contradictory procedures with regard to dust occurrence in mines and what appear to be suitable methods or measures to give the mines and mine workers a maximum measure of protection against dust. A concerted and relatively effective drive has been made to introduce rock dust into bituminous and lignitic coal mines to prevent or limit explosion and fire disasters, while an equally determined effort has been and is now being made to curb rock dust or to eliminate it from air in metal mines to prevent or at least limit the occurrence of miners' consumption and other diseases. Both procedures are logical even though the efforts appear to be of an opposing nature. While rock dusting has not been applied in coal mines nearly as universally or as effectively as could and should be done, nevertheless a careful analysis of the record of the past 10 years indicates that the amount of rock dusting that has been done has resulted in the saving of a minimum? of 200 lives annually certainly no small achievement. Largely but by no means wholly due to the use of rock dusting, the number of fatalities from explosions and fires in our coal mines in the last 4 years haw been reduced more than 75 percent as compared with the 4-year period 1911-15, the first years of the existence of the United States Bureau of Mines, which was brought into existence in 1910 largely to try to do something about reducing the disgracefully high fatality occurrence from explosion disasters in our coal mines. Hence, rock dusting has been given at least a. trial and has proved its effectiveness definitely.

THE investigation herein described had its beginning in the chemical laboratory of the Department of the Interior, Calgary. After the transfer of the natural resources to the Province of Alberta in 1930, the laboratory was closed and the investigation discontinued, but in 1933, with the permission of the Director of the Mines Branch, the work was again taken up and brought to completion. OBJECT OF THE INVESTIGATION The object of the investigation as originally planned may be stated as follows : (1) To determine the chemical composition of the limestone formation underlying Turner Valley gas field. (2) To identify 'beds' in the limestone, if such existed, with definitecharacteristics which would mark them from immediately overlying and underlying measures. (3) To relate information acquired on the composition of the limestone to the occurrence of oil and gas in the particular section examined. Definite information was lacking as to the exact chemical composition of the limestone and of its variations in composition at various depths. The formation was generally referred to in the field as the 'dolomitic' limestone, but the depth to which the dolomitized zone extended and the degree to which the limestone generally had become dolomitized were not known. Jn the drilling and logging of wells, the recognition of suitable 'markers' in the various formations is a matter of some importance. Markers are generally relatively small but widespread members of a formation, which have some characteristic property, of colour, composition, or form, by which they may be identified, and with them, consequently, the formation of which they form a part. In the formations above the limestone in Turner Valley, a number of well defined and easily recognized markers are known to geologists, drillers, and others interested in the field. Many of these markers Hand out in sharp contrast to adjoining measures and are therefore easily recognized; in others, the contrast is less sharp, with consequent difficulty in identification.
