THE subject of taxes appears to engage our attention altogether too lightly. At least it would seem that, notwithstanding the increase in the cost of government, and its concomitant increased taxation, little constructive work is being done with a view to solving the problem of increased taxes. I believe that the inattention of the public generally to the subject of increased taxation is due largely to the fact that shareholders are not advised of the amount of taxes paid by industry. Were companies to advise their shareholders the amount of monies paid or payable out of each year's earnings for taxes in one form or another, and were such amounts compared with the amounts available for distribution to shareholders, the effect would be a general demand for more equitable taxation methods. While I am not unmindful of the burdens and inequities in taxation confronting industry generally, I believe that the mining industry in this Province does not fully appreciate the burden represented by the costs of taxation. My reason for this belief is based partly upon1the fact that no serious effort has so far been made to devise some means By which the mining industry in British Columbia might protect itself against the ever-increasing burden of taxation. In addition to this fact the widely diverse nature of mining in British Columbia makes the accumulation of comparable data a problem which, so far as I can ascertain, has never been attempted in a manner which would be authoritative. It should not be necessary to cite the effects of this burden upon any one mining company or upon any branch of the mining industry, such as coal mining, placer mining, base-metal mining, or the precious-metal mines. In my opinion, the operation of our mines by large corporations is conducive to the payment of taxes with much less protest than would be the case were the taxes being taken out of the earnings of just a few partners or a very few shareholders. We appear to be too unmindful of the taxes, paid by mining companies, of a kind that are not so prominently brought to our attention as are the taxes which are calculated upon the taxable income of the company at the end of its fiscal year. British Columbian mining companies pay many other taxes besides those which are calculated upon taxable income. Among these are school taxes, property taxes, gasoline taxes, mineral taxes, coal royalty, to say nothing of fuel-oil tax, sales tax, and excise taxes.

[Permissible electric cap lamps represent a workable balance between the amount of light needed and the various limiting conditions, such as the weight the miner can carry conveniently, cost of the lamp, including upkeep, and adequacy or practicability of the lamp as regards safety, mechanical strength, and general performance. Other things being equal, the coot desirable lamp is one that gives the greatest amount of useful light. Conversely, with a given amount of light the most desirable lamp is one that its the most efficient respecting weight, cost, and performance.]

It may be said that the history of gold in the Black Hills begins with one of South Dakota's most. interesting relics, the so-called Thoen Stone, now in the Adams Memorial Hall at Deadwood. This slab of reddish sandstone, about 14 in. square, was found in by Louis and Ivan Thoen, at the base of Lookout Mountain, near Spearfish, a town in the northern foothills of the Black Hills uplift. Both sides of the stone bear clearly legible inscriptions. One side reads: Came to these hills in 1833. Seven of us, De Lacompt, Ezra Kind, G. W. Wood, T. Brown, R. Kent, Wm. King, Indian Crow. All ded but me, Ezra Kind. Killed by Indians beyond the high hills. Got our gold June 1834. On the reverse side: Got all the gold we could carry. Our ponys all got by the Indians. I hav lost iny gun and nothing to eat, and Indians hunting me. Attempts were made to trace these men. Relatives of Brown were found in Missouri, and it was learned that he had left for the West in 1832, with one Kent. Kind's relatives were also found, and stated that he had started West the same year. None of them had been heard from since their departure. So Kind failed to get out with "all the gold we could carry"; 15 years later California became the center of the first great gold rush, and the Hills waited 40 years for their gold to be rediscovered. It is interesting to speculate on what might have been "the course of Empire" had this little group won through. The history of Dakota, of Montana, indeed, of all the Northwest, might have been very different. When, late in 1875, the goldseekers arrived, they passed quickly northward from the first discovery near Custer, and soon were established on Deadwood Creek, along which, as well as for short distances above the mouths of its tributary streams, Blacktail and Bobtail, placer operations went forward vigorously. These placers were near the northern outcrop of the Homestake ore-body. Their gold was partly derived from this, perhaps in greater quantity from the erosion of the conglomerate or cement deposits, of Potsdam time, themselves a "fossil placer" or beach deposit formed by

This circular is part 3 of the third paper (entitled "Excavation") of a series summarizing the technical problem; involved in the production and preparation of sand and gravel. Part 1 discussed the use of power shovels, draglines, and excavator cranes. Fart 2 discussed the use of power scrapers, slackline cableway excavators, and hydraulic monitors. This circular discusses the use of the hydraulic, clamshell, ladder, and dipper dredge. Part 4 to follow will discus the use of haulage equipment, and subsequent parts will discuss the application of both excavating and haulage equipment to various types of deposits. HYDRAULIC DREDGE Judged by the number of installations and the tonnage produced, as recorded in part 1 of this circular, the hydraulic or pump dredge is the most popular type of underwater sand and gravel excavator.

FROM AN OLD MANUSCRIPT THE text for this contribution to the history of the Patio process is a page taken from a Spanish manuscript of Bartholomé Arzaj Sanches y Uela, now in the possession of the library of Brown University (see Figure 1). I owe the photographic print to the courtesy of the librarian. The date, as will be seen, is 1577. The subject is the treatment of silver ores at Potosi, in old Peru, but in modern Bolivia. The group of drawings (see Figure 1) is entitled "Arrangement of the machines in which the ores of silver are ground on the bank of Potosi, the one of two batteries and the other of one". First, top-left, we have the sketch of a "machine of one battery" operated by a water-wheel. From this mill the water runs in part along an aqueduct supported by pillars to the two-battery mill and in part down the hillside, where men are at work with "tubs, which are called cochas, in which are washed the charges of ore and amalgam". Along the top of the page are shown the "various offices in which are stored the copper, the salt, the ucha [llama dung, used for fuel], the lime, and other materials for the re-duction of the ores". To the right of these are "apartments and warehouses in which is stored the ore brought down from the mountain"?the cerro de Potosi. Through the arched portal come the "sheep [llamas] on which is brought down the ore". To this is added a reference to "the second gate, which closes the whole works". On the level above the aqueduct are seen six men carrying skin-bags that contain water. This is being sprinkled on the ore. On the extreme right are six more of these water-carriers. Next comes the two-battery mill. The mortero, or mortar, is marked on the right. Another description says, "Stone, on which the stamps crush the ore, which is called a mortar". To the left of these are indicated "screens of wire in which the ore is sifted after it has been crushed". Farther to the left, near the ore-washers, is a "shed, in which is placed the metallurgist to test the ore of the boxes". Along the left side of the page are sundry buildings, one of which is labelled a "shed in which are placed the cones of silver". Near it, lower, to the right, is the "furnace, in which are roasted the sulphides to facilitate treatment". Farther to the right is the "place where the Indians mix the charges of sulphide ore, which is called a buitron". Alongside is a "buitron in which the charges are prepared for reduction". Inside is a container, to which are attached the words "measure, called topo" On the extreme right is "another buitron in which the Indians mix the ores with their feet, as well as the heaps for the preparation of the reduction". Near the bottom, on the extreme left, is the "chapel where the holy sacri¬fice of the mass is celebrated". Under the first buitron is the "place where they dry the moist ores, called pãpear".

Introduction Up to the present, the operation of small mills for the treatment of gold ores has not been favoured in Canada to the extent that it has in other countries. For instance, a list of the operating properties in Southern Rhodesia, published in The Rhodesian Mining Journal of November, 1934, shows for the month of September, 1934, that there were over 500 small mills treating less than 50 tons per day, and the majority of these between 5 and 25 tons. They are operated by individuals, syndicates, and small mining companies. It is presumed that the operations are profitable, although from the published figures of the tonnages treated and the yields, it is difficult for one familiar with Canadian operations to understand how this can be possible, in the majority of cases. Most of these small mills employ stamps with plate amalgamation and with, occasionally, tables to produce a concentrate. Enquiries have been received from many parts of the world respecting milling practice suitable for small gold mines and the type of plant used in Canada. The tenor of these enquiries leaves the impression that the majority of the writers assume that the practice would be similar at all small properties. This, of course, is not the case. Conditions vary widely, and what would be a suitable mill for a typical Nova Scotia ore would not necessarily be wholly adaptable to many ores in Ontario, Quebec, or British Columbia. This paper has been written with the intention of inviting discussion, and it is hoped that, by such discussion, the subject will be more fully dealt with than has been possible in the time at the disposal of the writer. Only more or less standard principles and practices have been dealt with, and, purposely, no reference has been made to plants using mills of the Hadsel, the Nutt, or the Gibson type. As there is available but little reliable information on the costs of installation and operation of small mills, it is also hoped that those contributing to the discussion of milling practices for small mines will be in a position to give these data for the benefit of those contemplating the erection of small plants in Canada. Although it is difficult to generalize, it can be said that there are three types of gold mills commonly used at small mines: (1) Amalgamation and Gravity Concentration; (2) Amalgamation and Flotation; and (3) Cyanidation.

"INTRODUCTION During the past 4 or 5 years the frequent occurrence of bumps in coal mines of the Cumberland field, in Harlan County, Ky., and Wise County, Va., has caused much apprehension among miners and mining officials of that region.These bumps have caused many deaths and injuries, and have been increasing in frequency. Eight men were killed and a number injured by bumps in the first 4 months of 1934. Their unpredictable occurrence and the usual absence of any preliminary warning tremors or sounds, such as ordinarily precede a large fall of roof, cause fear of other bumps and impair the morale of mine workers.Acknowledgments This report on bumps in coal mines of the Cumberland coal field of Kentucky and Virginia is based on an investigation made at the urgent request of .the Harlan County Coal Operators Association, through James F. Bryson, director of safety of the association, to the Director of the United States Bureau of Mines, following a series of disastrous bumps in. Harlan County, Ky., and Wise County, Va. The request was granted and the writer detailed to undertake the investigation, which was made in June 1934.The officials of certain operating companies in the Cumberland field gave every facility for examining the conditions accompanying bumps in their mines. This paper covers the salient features of the occurrence and mining of sheet mica in the United States and the preparation of mica for market; presents the results of a study of the physical properties of domestic and foreign micas, which the author hopes may he of interest to every mica user, as it definitely answers many questions as to the suitability of various minas for particular purposes; and discusses mica-trade conditions and the future outlook for the domestic mica industry. As no cure is known for silicocis after it has developed, prevention is the only effective remedy. There are two main lines of approach to the problem of dust-disease prevention in industry - the engineering, through control of dust production, and the medical, through selection of workers by examination; success probably depends upon a combination of the two. Hatch (146) considers the following measures essential to a complete, well-balanced program of control of the dust hazard in industry: 1. Selection of workers by means of physical examinations in order especially to eliminate those with tuberculosis and other disorders of the respiratory system. 2. Reduction of the duct concentration below the standard of permissible dustiness through adequate moans of dust control and good housekeeping. 3. Limiting the frequency and duration of employment in the dusty occupations, thus reducing the rate of deposition of dust in the lungs. 4. Routine measurement of the effectiveness of the dust-control program by means of periodic medical examinations and duct surveys.

Every few weeks United States newspapers of 25 or 30 years age ran scare-heads telling of some mine disaster, which was a first-page attraction for a day or two and then was forgotton until another disaster occurred a few weeks later. Interspersed with these disasters were the so-called sniping mine accidents, causing the death of one or two mine workers. The summation of all types of mine fatalities usually exceeded 3,000 a year. In the period 1906-10, inclusive, there wore 84 major explosion disasters (or about 17 per year) in united States coal mines; the fatalities resulting from those disasters numbered 2,388 for the 5-year period. These frightful catastrophies helped to cause the total number of fatalities in our coal mines for the 5 years (including the fatalities from major explosions) to reach the enormous total of 13,288, an average of 2,658 per year. In addition, some hundreds of other typos of mining accidents swelled the annual fatality list to upwards of 3,000. This admittedly deplorable condition created so much Nation-wide comment that Congress was impressed with the necessity of having something done by the Federal Government with a view to trying to halt at least sonic of the excessive loss of life in our mines; in consequence, the Bureau of Mines was created and began to function in July 1910.

Amid the violent economic changes of recent years that have affected Canadian gold-mining operations so deeply, the discovery and early developments of Kirkland Lake might easily be overlooked. There was more than one "false dawn" for the district before developments finally established the fact of a superb mineralized zone extending through the present operating properties. Never far from the railway, Kirkland Lake has had the benefit of direct rail service for many years. The pioneer discovery on which the first mill and cyanide plant was erected was the "Tough-Oakes," this property being on what is now the eastern end of the producing area; some time later, the "Lake Shore" was discovered at the present center of the district, and a small plant was built upon it also. Both of these early treatment plants were of pre-war design. Progress in gold metallurgy has caused a gradual change in cyanide practice since the early days at Kirkland Lake, which may be observed in the various plants now operating there. From the beginning, it was recognized that Kirkland Lake ores were more responsive to cyanidation than to alternative recovery methods, and that their mineralization contained gold in very finely divided form. Although sulfides and tellurides are present, the quantity is small, being in the order of 1 or 2 per cent by weight, so that gravity concentration is undesirable, since gold is not confined to the sulfides. Some complication is offered by the presence of tellurides, which have caused lengthy controversy over their importance in recovery methods, but which are now generally regarded as less harmful in the light of increasingly high recoveries being obtained. Nevertheless, finely divided gold intimately associated with sulfides in the presence of tellurides; and occurring in the hard Kirkland Lake porphyry ore, substantially free from natural slime-forming constituents, indicates fine grinding. This has been the universal practice although the degree of grinding has varied a little among the different mills and is considerably finer now than formerly. The natural condition as outlined caused the establishment of fine grinding at an early stage in the development of Kirkland Lake, during the period of valuation of gold at, $20.67 per ounce. The Roan Antelope Copper Mines Ltd. are situated in the north central part of Northern Rhodesia, at an altitude of 4000 ft. and 13" south of the Equator. The town site (Luanshya) is well situated and enjoys among other things a really temperate climate for 10 months of the year. The two spring and summer months, October and November, while hot and humid, do not bring any great discomforts as compared with many other mining camps. Strictly modern brick homes, with electric lights, purified water, telephone and water-borne sewage, add to the comfort of the employees. A rainfall of approximately 60 in. per year furnishes ample water for both industrial and domestic purposes. The rainy season generally begins in October and lasts through until March. As much as 3 to 4 in. is recorded in 24 hr., but this offers no difficulties because the runoff is very rapid. The property is connected by a 24-mile branch line from Ndola with the main line of the Beira-Mashonaland and Rhodesia Railways Ltd. Practically all supplies from overseas are transported over this line from Beira, 1743 miles distant on the east coast in Portuguese East Africa. The mine output also leaves Africa from this port. Passenger service is principally via Cape Town or Durban, a distance of about 2100 miles to either port. The Imperial Airways maintain a service from Cape Town to Croydon, taking 9 days for the trip. Connections can be made with this service at Broken Hill, 150 miles south of Luanshya, by either rail or automobile. Thus, after several days of travel through virgin bush, a visitor arrives at a typically modern town site in the heart of Africa. Every development in mining, milling and smelting practice is used to advantage. This paper discusses prospecting for lode gold and lists the principal lags and. regulations pertaining to locating; lode claims on public lands. It is a preprint of a part of a bulletin being prepared by the United States Bureau o Mines entitled "Equipping, Developing and Operating Small Gold Mines". The increased interest in gold mining manifested during the past few years (1932-1935) bas stimulated prospecting. Many adventurers have taken to the field to search for now gold deposits. A. large percentage of them have had no previous experience in prospecting for lode gold; this paper has been written with the tope that it might assist these newcomers.

The important place in the economic life of the country that is occupied by the United States Geological Survey and the various state surveys is appreciatcd by most members of our Institute. To the public at large, the functions of these surveys are no doubt largely unknown, and taken for granted. Possibly a realization of the value of the work of these government branches is brought home most fully to that group of our members whose duties as examining engineers and mining geologists take them to mines and prospects in many different parts. The examining engineer or geologist is usually seeking for a judgment on the value of an enterprise from the standpoint of the useful minerals that may or may not be present; he must also attempt some prediction as to future market prices. On his opinion rests the determination of the expenditure of money, which rendered into other language means the expenditure of human effort. An opinion on an exploring venture or the reasoning out of the probable extensions of an orebody requires among many other things a background of knowledge covering the geologic horizons not only of an immediate area but of the surrounding area, a knowledge of the structural geology and of the causes that have operated to form the ores as they are. The great storehouses of this knowledge are the statistics, reports and maps issued by the various geological surveys. They supply the groundwork for additional observations. To these, reference is always made when going into a new district. The technique of work in the field and laboratory, and to some extent the hypotheses that underlie our methods of approach, have been formed by men such as Van Hise, Leith, Kemp, Spurr, Emmons and Lindgren, who developed their powers in the service of the geological surveys. In addition to whatever originality of thought, or power to observe facts and analyze them, may be our portion, we require, in the application of the arts and sciences, a knowledge of what has already been done. We stand on the shoulders of those who have gone before, and the extent of our vision often depends upon the thoroughness with which we form earlier work into one whole and make use of it.

Mr. Chairman and Gentlemen: I accepted your Chairman's invitation to speak to a group of experts in this field with the greatest hesitation, because I know little or nothing about it. Certainly I can make no detailed suggestions, or suggest planning along very definite lines. You cannot do that sort of thing in a vacuum, and as I have suggested, my knowledge of the whole oil problem is next to nothing. It is possible that as a student of our public law, constitutional law particularly, for a number of years, I have acquired a perspective that may enable me to offer, for what they are worth, some general thoughts on these problems. I think that nothing in the whole field of law requires more definitely and clearly the functional approach than does the problem of a sound legal solution of the difficulties of the oil and gas industry. The industry is dealing with substances that are peculiar, and one must know how those substances act and what has been the history of the industry, to undertake to make anything like specific suggestions. I certainly am not qualified.

THE POWER SCRAPER The power scraper is a younger member of the various forms of gravel excavators. It is a mechanized enlargement of the slip scraper and other scrapers which depend upon animals for power and has a greater range of operation from a single set-up than any other excavation unit except the slackline cableway excavator.

Not long after electrically driven equipment was introduced into coal mines it became apparent that the spark-producing parts, such as controllers and motors, required safeguards to prevent the ignition of mine gas that might come into their vicinity. Many of the early designs attempted to provide protective enclosures having ventila¬tion and relief for pressures if ignition should occur within. The principal feature of the Davy safety lamp, namely, the wire gauze, was employed widely for this purpose. Other devices were developed to reduce the temperature of products of combustion escaping through the protected openings to a value below that which would cause ignition of surrounding explosive atmospheres. Although many such devices performed their intended function satisfactorily under laboratory conditions they were not so satisfac¬tory when subjected to the rigorous conditions encountered under¬ground. Corrosion, mishandling, and accumulations of grease and dirt reduced or destroyed their protective qualities after a period of service in the mines. In the United States this has led to abandon¬ment of special devices in favor of what is called " total enclosure " which means that no regular provision is made for ventilation and release of pressure but rather that the housings or enclosures are built strong enough to withstand the explosion pressures without rupture. As a further protection the joints usually are made of broad, closely fitting surfaces. It is impractical to make such joints absolutely gastight in ordinary machine practice when provision must be made for partial or complete disassembly to facilitate ad¬justments and repairs. Therefore, when an explosion occurs within such enclosures flames may escape through the joints. If the latter are broad enough and not separated too widely, however, the flames will be cooled by contact with the metal surfaces (flanges) of the joints, by rapid expansion, or by both cooling and expansion, with the result that an explosive atmosphere surrounding the enclosure will not be ignited. Summary Statement The following notes on the geology of the Grand Lake coalfield are intended to be introductory to a second paper being read at this meeting, which paper will describe the earlier and the more modern mining methods. The coal industry of the Grand Lake coalfield is centred chiefly within a three-mile radius of Minto, but minor operations are dotted over an area of approximately 50 square miles extending easterly to the vicinity of Chipman and Coal Creek (see Figure 1). The coal comes from one seam of Pennsylvanian age. The seam varies in thickness from 16 to 30 inches and lies almost horizontal at depths of 0 to 125 feet. It has been mined and prospected over an area of approximately 150 square miles, but in a portion of this area the commercial possibilities have been destroyed by erosion. The industry is the oldest of its kind in North America, but it did not at tract particular publicity until about 1914. Since that date, mining methods have improved and the output has rapidly increased until, in 1934, it amounted to 271,335 long tons, and furnished employment for about 1,000 men (1). Approximately 73 percent of this amount was produced by the Minto Coal Company, the Miramichi Lumber Company, the Avon Coal Company, and Welton and Henderson, and 25 per cent by the Rothwell Coal Company, Harvey Welton Limited, G. H. King, the Reade Construction Company, and the Newcastle Coal Company. The remainder was produced by J. W. Carter, G. D. Crossman, T. H. Swift, C. S. Yeamans, and several other small operators. The coal is won by underground mining, except in the case of the Reade Construction Company, and a minor operation by Ashfield and Pieton, who have employed open stripping. It is mined only as required to fill definite orders, and is loaded directly into cars for shipment. In 1934, the larger mines did not operate full time, and the production could easily have been increased if markets had been available. The coal is sold in four grades: screened or lump, run of mine, slack, and stripping. The chief market is with the railways and commercial plants, with a fair amount for domestic purposes.

Introduction The purpose of this paper is to interest mining men in the economic possibilities of sand deposits suitable for modern foundry work. Many members of the profession are constantly travelling over the country and it is felt that some knowledge of the necessary properties of foundry sands will enable these men t0 recognize such deposits. It is the experience of the writer that good sands suitable for the varied work of a foundry, such as that of the Consolidated Mining and Smelting Company, at Trail, are almost impossible to obtain from western Canadian sources. It is hoped that the following discussion may arouse some interest in the search for such sands. Sands are used in foundries for two purposes. The main use is for making moulds suitable for receiving hot metal. The mould must retain the? required shape until the metal has solidified. The second use of sand in the foundry is as an abrasive in sand blasting. This is a relatively minor use, and consequently will not be dealt with in detail. Any coarse sand with a high content of quartz will serve this purpose, but round-grained sands are superior to angular types, because they have not the same tendency to shatter on impact with the casting. Sand plays an extremely important part in the successful production of sound castings. This is more evident today than ever before, due to the greater variety of castings and alloys, each of which requires special sand characteristics. Poor sand is responsible for a great many foundry troubles which formerly were attributed to bad? metal; in fact, one investigator goes so far as to say that ninety per cent of bad castings can be traced directly to the sand. Very little of the vast amount of sand distributed over the earth's surface is suitable for moulding. It is the purpose of this paper to describe briefly the properties which are essential in good moulding sand. Sand for this work must be able to withstand the wash and hydrostatic pressure of molten metal, and yet be sufficiently porous to allow the gases generated in the mould to escape.

Both drilling and production in Rumania showed increases in 1934 over 1933. The drilling totaled 1,138,000 ft. and production 63,500,-000 bbl., being increases of 50 and 15 per cent, respectively. During the year production gradually increased from 155,000 bbl. per day in January to 180,000 bbl. in September, and then declined slightly to the end of the year. The increases were largely due to competitive drilling in the Gura Ocnitei field (including west extension to Viforata). Wells completed during the year totaled 238, of which 215 were oil producers. The outstanding development of the year was the discovery by Steaua Romana of what appears to be a major field at Bucsani. Other important discoveries were a three-mile west extension of the Gura Ocnitei fault to Viforata and a five-mile east extension of the Moreni field to Calinesti. Strictly speaking, the latter cannot as yet be called an extension. Oil sands have been corded in the Meotic, and in all probability production will be established in 1935.
