MANY interesting papers, opportunity of seeing o1d friends, and an exposition showing all that is latest in equipment, all were factors in bringing a large crowd to Detroit during "Metal Week," October 2-6. The Institute's Iron and Steel and Institute of Metals Divisions held technical sessions at the Statler Hotel on October 4 and 5, and that hotel was also headquarters for the American Society for Steel Treating and the American Society of Mechanical Engineers, both of which also had technical sessions. The American Welding Society and the Wire Association met at the Book-Cadillac Hotel, and the exposition was staged at Convention Hall, out Woodward Avenue. All in all it was a big week for men interested in metal working. One of them stated to your reporter on the train en route to Detroit that this was the one convention that he never missed, and doubtless others felt the same way about it.

FROM prehistoric times to our own day man has struggled against extremes of climate. Human life, originating in semi-tropical or temperate areas, was unable to progress into the northern latitudes until fire was discovered and some form of clothing provided. It was found possible to maintain life even in the hottest parts of the tropics, but only at a great sacrifice of comfort and efficiency compared with the more temperate zones, or in cooler areas with the protection of clothing and artificial heat. It was no accident, but the natural result of climatic conditions, that efficiency became the greatest and civilization the most advanced in areas where the natural climate was favorable, or in cooler zones where protection against severe cold could be se-cured by relatively simple methods of conserving or producing heat.

A GREAT CURTAILMENT of field activities among the geophysicists occurred last year, especially in prospecting for the common metals. In gold, however, an "outstanding achievement . . . was made by the engineers of Consolidated Goldfields. Here the suboutcrop of the Main Reef Series was traced from Middelvlei through properties of the westward area, a distance of from 30 to 40 miles. Here Drs. Reineche and Krahman prospected with the aid of a sensitive magnetometer and established the singularities of the various beds which heretofore had not been sufficiently appreciated. Several underlying shale beds were used to determine this suboutcrop under the dolomite. This area promises to be the equivalent of one-half the size of the present gold fields and to rank in value with the Far East Rand." The present temperature compensated magnetometers permit accurate field observations to less than 5 gammas. Since magnetic anomalies may have their origin due to a change of elevation as well as to the outcropping of a bed of another magnetically different material, intimate geological knowledge is of great assistance in the interpretation of these measurements. To what extent magnetic measurements reflect the basement when the material is homogeneous, consisting primarily of red granite, was determined by members of the Bureau of Mines and described by Dr. J. H. Swartz. Because of the diverse causes of magnetic anomalies, some of which were discussed and correlated by Stratton and Joyce upon known conditions, magnetometer measurements are often difficult to interpret.

CHICAGO in the last week of June fulfilled all its promises to the visiting engineers except one. This holds true with respect to the activities of the Regional Meeting of the A. I. M. E. in particular and of Engineers' Week in general. No one expected to find much of the beautiful in the outward aspects of the Fair-the Century of Progress Exposition, to be more formal; but they expected novelty, color, and startling lighting effects at night, and they were in no sense disappointed. It has been said that the architecture is a portent of the style of the buildings of the future; most who have seen the Fair hope that this forecast will prove inaccurate. As to the exhibits themselves, they are splendid. They are in keeping with the theme of the Exposition-a Century of Progress in science, in engineering, in the industries based upon them. No attempt will be made here even to suggest the exhibits that are most interesting. There are plenty for every one; and any member of the Institute who has the opportunity should by all means visit Chicago before the end of October.

APPARENTLY unperturbed by any misgiving as to ill luck connected with the mystic number thirteen -for there were exactly that number of Directors on deck-the Board held two sessions on Tuesday, Feb. 21. , . Between the executive session at 5:15 p. m. and the general session at 8:30 p. m., 28 Section and Division delegates were wests of the Directors at dinner. Committee chair- " men and past officers brought the attendance to 75. Messrs. McAuliffe, Merica, Mudd and Tally had expressed their intention to be at the Directors' meeting, but each was prevented unavoidably at the last minute. At the executive session of the Board, J. V. W. Reynders was unanimously chosen to fill the unexpired term of Dr. Becket as Director: and Eugene McAuliffe in like " manner was selected to become Vice-president to fill the vacancy created hy Dr. Becket's assumption of the Presidency. Upon nomination of President Becket the following Executive Committee was appointed: Frederick M. Becket, chairman; Howard N. Eavenson, H. A. Guess, J. V. W. Reynders and William Wraith; and the Finance Committee was appointed as follows: Henry Krumb, chairman; Paul D. Merica and H. G. Moulton. Karl Eilers was reelected Treasurer and A. B. Parsons was re- elected Secretary to serve for the ensuing year, whereupon the executive session was adjourned.

COMPLAINT has been made that in the literature of economic geology the work of the "company or practical" mining geologists does not get enough attention. I propose to attempt to overcome this com¬plaint in reference to one important lead-mining district, that of the Coeur d'Alene in northern Idaho. Furthermore, I will assume that the reader is not so much interested in the geology of the district as in the methods of application used and incidents that have arisen in the work. All the important discoveries of ore in the Coeur d'Alene were made without benefit of geology. Certainly I would not claim the reputed discoverer of the Bunker Hill mine as a fellow geologist. It appears also that the mines were operated quite successfully for many years without geological specialists, though doubtless certain properties were visited at long intervals by such men as Waldemar Lindgren. It was known that the ores occur in quartzite, graywackes and slates as stated by J. R. Finlay in 1903. (TRANS., VOL. 33.) He described the ore as occurring in typical fissure veins that occupy fault-planes of indeterminate displacement. The Bunker Hill lode was based on a definite fissure with the mineralization all on the hanging-wall side, extending as far as 300 ft. from the fissure.

THE NRA Administrator's casual reference to the coal code as the next "pineapple" to be fixed was a conservative estimate of his job. This thorny and adamantine morsel now looms as a critical test of NRA. A failure in coal supplies would have the gravest potentialities in the Administration's program at this time. And the loss of prestige from a breakdown of the enforcement machinery in this initial large-scale test of strength would accentuate the incipient indications of insurrection in other directions. General Johnson has had a difficult task. It involves problems festering for a quarter of a century. A succes¬sion of Presidents have been glad to tide over their respective regimens with inconclusive expedients; they have been baffled by the complexities of the technical angles and hopelessly irreconcilable concepts of powerful conflicting interests with large issues at stake.

Since Honda and Murakamil in 1918 proposed their constitutional diagram of the carbon-free iron-tungsten system, considerable effort has been expended by several investigators in attempts to define more positively the structural features of the alloys. The existence of an intermediate phase corresponding to the formula Fe3W2 (68.7 per cent W) was proposed from evidence of a purely metallographic nature by one of the present authors2 in 1926. Since that time the identity of this phase has been confirmed by Arnfelt3 and by Takeda,4 both of whom employed X-ray methods as well as the microscope and the chemical analysis of isolated microconstituents. According to Arnfelt, Fe3W2, as crystallized from the iron-rich melts at a temperature above 1450° C., contains by analysis 68.7 per cent W. The lattice of this phase is characterized by trigonal symmetry. Arnfelt, moreover, proposed a second intermediate phase formed at some temperature between 1450" and 1000" C. by a peritectoid reaction involving Fe3W2 and the iron-rich solid solution. A melt containing 25 per cent W was cooled to 1000" C. and heated for 100 hr. The precipitated tungsten-rich constituent was separated and found by analysis to contain 62.6 per cent W. This composition agrees closely with that represented by the formula Fe2W (62.2 per cent W). Diffraction patterns from the concentrated precipitate showed a hexagonal unit cell. Takeda confirmed the data of Arnfelt regarding Fe3W2 but was unable to detect Arnfelt's second intermediate phase. While Takeda failed to describe in detail the treatments employed, he stated that in alloys containing 40 per cent W which were quenched after heating at various temperatures between 1200" and 1450" C. no evidence of the second phase (Fe2W) was observed 'either in the microstructure or in the diffraction patterns of isolated residues. He therefore considered the existence of this low-temperature hexagonal compound as disproved.

Introduction The last two or three decades have been marked by striking developments in methods of mining and tunnelling. In view .of increased competition and various economic factors, intensive ' mining has been largely practised, and no effort seems to have been spared to increase outputs and lower the cost of production. In metalliferous mining, the compressed-air rock-drill has effected marked savings in this direction, while in coal mining, the coal-cutting machine has revolutionized mining methods and materially contributed to economical working. Yet, for many years, little or no advance was made in methods of handling the rock, or coal, once it had been successfully broken. Loading by hand is, undoubtedly, the most laborious occupation in the whole of mining operations, and it is also the greatest single item that enters into the cost of production. In view of this, the lag of improved handling methods behind the process of winning the rock or coal is rather surprising. The point, however, was appreciated by mining men, and the introduction of various forms of conveyors and loaders is the result. The belt conveyor, the chain conveyor, the shaker conveyor, and the mechanical shovel entered various parts of the field, but it was left to scraping to provide a method of both conveying and loading. From the pure loading point of view, the choice lies between mechanical shovels and scraper loaders. While it is realised that each of these machines has applications peculiar to itself, yet it should be realised that much work which has hitherto been done by mechanical shovels can be done equally effectively with scraper loaders and at a considerable saving both from the point of view of initial outlay and upkeep.

The mine of the Alpha Portland Cement ..Co., Iroaton, Ohio, ..working in. a. bed of limestone 96 feet thick at a depth of approximately 510 feet below the surface, has established a won¬ derful safety record, having operated 6 years—frcra September 21, 1926,. to September 21, 1932 - without a lost-time accident. This mine, with 61 to 86 employees (average 68) and daily output of 1,000 to 1,200 tons of limestone, operated 1,041 days during the 6-year period, or the equivalent of 578,894 man-hours of exposure. ...... ... . Immediately above the limestone is a 20-foot .bed of hard..sandstone.. At present about 10 feet of limestone is left up as. a roof and.about. 42 feet is being extracted. Of the lower portion of the bed it is believed that about. 25 feet. ..immediately below . the .present workings is suitable for cement and will be extracted later. The mine workings are reached by two rectangular concrete shafts, one a 2-compartment hoisting shaft and the other a 2-compartment air and escape shaft- In the latter shaft one compartment is used as an airway and the other, as a cage compartment fo.r a man and material cage. .. . - . The tipples at both the air shaft: and. hoisting shaft are-of steel. The.ground landings at both shafts are fenced in with hand-operated gates in front of the cage compartments.- The two shafts and the crushing plant, which .is.a part of the hoisting shaft-tipple structure, are adjacent to the mill buildings. The rock is hoisted on self-dumping cages in 4 ton capacity, end-gate, steel cars. An electric hoist with automatic overwind device is used at both the main shaft and air shaft. The controls for the main hoist are in the tipple where the engineman is stationed and from which point he has an unobstructed view of both the ground, landing and the cage coming into the dump.

Electrical apparatus and circuits began to be used in mines about 50 years ago. A search of the literature on mining reveals that in 1882, umping was being done by electricity in some aines of England. One account tells of a small electric locomotive being used in 1882 "to drive eight corves loaded with coal" in a mine near Dresden. In an account of his visit to some English mines, en American in 1892 mentions that he saw underground electric signals, lights, pumps, hoists, and one revolving- cutter-bar 19wall mining machine,. Among the carl electrical installa- tions in the United States was an electric locomotive in the Lykens Valley Coal Co. mine at Lykens Valley, Pa., in 1887. In 1889 the Sperry electric coal digger was being tried out. Tarce mining machines were placed in the Prospect mine, East Palestine, Ohio, in 1890. An electrical pumping plant was put in oneration during 1892 in the Woodward mine of the Delaware, Lacka- rahma & Western Railroad Co. Thus we Almost coincident with the proposed use of this new servant in under- ground workings, came the thought of making it safe in gassy mines. find an account of a design for a protected stationary electric mine lamp proposed by Edison in 1831. Enclosed-type motors rere developed in the United States and shiped to English collieries about 1903. From those early beginnings there has been continuous progress until to-day one finds hundreds of pieces of specially designed electrical apparatus distributed in American coal mines and in mines of nearly all important coal-producing countries. Along with introduction of this equipment grew the idea of the necessi- ty of government aid, in standardization. In most coal-mining countries to- day the governments either directly or indirectly have a considerable in- fluence in guiding the design of electrical equipment intended for use in Pasay mine

This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." "INTRODUCTION AND OBJECT OF EXPERIMENTAn explosion in and rupture of a gas-tight switch box on an electric loader in a mine located near Pittsburgh indicated that the cause was an internally generated inflammable gas-air mixture. This led to the suspicion that moisture condensation or ""other unusual conditions might have caused a spark or are across the surface of the material and that the heat may have created a carbonized path across the synthetic plastic base which would then conduct a large current with the generation of considerable heat and thermal decomposition of the base materials base in the box which exploded gave every indication that this series of events had taken place, and accordingly it was desired to determine what explosive gases such a decomposition of these insulating materials would produce.ACKNOWNLEDGMENTSThe desirability of making this investigation was suggested to the authors by L. "The Workman's Compensation Law of Indiana, enacted in 1915, amended in 1917, 1919, 1923, and 1927, and in 1929 named the Indiana Workmen's Compensation Act of 1929, provides for a weekly compensation for disability due to accidents of 55 per cent of the average weekly wage of the employee, to start on the eighth day of disability. Compensation is computed from a maximum and minimum weekly wage of $30 and $16, respectively. Thus, the maximum weekly compensation is $16.50 and the minimum $8.80; the total compensation paid is not to exceed $5,000.In addition to the compensation the employer is required to pay all medical, surgical, hospital, and nurse fees for a period of 30 days and may be required to pay such fees for an additional 30 days at the direction of the Industrial Board of Indiana. In the case of fatalities the employer must contribute $100 toward funeral expenses.The law also stipulates that ""the employer shall keep a record of all injuries, fatal or otherwise, received by his employees in the course of their employment,"" also that the employer shall report within one week of their occurrence all accidents that cause either the death of the employee or the loss of more than one day's work. However, no standard form is furnished or required by the industrial board on which the employer shall keep a record of accidents, neither is he required to report the time of return to work of the injured employee unless the period of disability exceeds seven days and the accident thus becomes compensable. Hence, no record is kept of noncompensable accidents other than the first report sent to the industrial board by the employer.If the employer were required to keep a complete and concise record of all accidents, in duplicate, on a special form either furnished or required by the board, giving all of the essential data in regard to the accidents, and if he were required to submit a copy of this record to the board at the end of the fiscal year, the data thus assembled would not only be of material assistance to the board, particularly in making up its annual report, but would also furnish information of much value in the study of accident causes and what may be done to remove them.Those industries that have made marked progress in reducing accidents keep such records, as it is only through a full knowledge of how accidents occur that intelligent steps can be taken to prevent their recurrence. Unfortunately, the mining industry as a whole in Indiana has not kept pace with many other industries in reducing accidents, and it is urged as an aid to improvement that a thorough and complete record of mining accidents be kept."

The objective of this circular is threefold: First, to describe briefly the various modes of occurrence of sand and gravel. Second, to emphasize the need for adequate prospect¬ ing and exploration prior to the expenditure of funds for development and plant construction. Third, to describe various methods of prospecting and exploration and their application to the several modes of occurrence of sand and gravel. Sand and gravel may be found in nearly every county or township in the United States. Commercial deposits, however, are by no means so widespread. The introduction of concrete and the consequent impetus given to consumption of gravel and sand aggregates has seriously depleted deposits in some congested areas. Increasing re¬ strictions in the specification requirements for marketing sands and gravels have further narrowed the economic areas. On the other hand, the combination of increasing transportation costs and decreasing selling prices has forced the decentralization of gravel production. As a result smaller, intermittently operated, and widely scattered portable or semiportable unit plants have been encroaching on the territory formerly supplied from centrally located pits with large tr.atment plants. Generally speaking, the small portable plant can not produce any great variety of ma¬ terials to as exacting specifications nor as economically as the large permanent plant.

To those concerned in attaining greater safety to life and incidentally to property in coal mining, the meeting of representatives of the national mine safety research organiza¬ tions of the principal coal-producing countries, which was called by the Safety in Mines Research Board of Great Britain at its experimental station near Buxton, should have deep significance. It is notable, first, because it meant the friendly cooperation of countries not many years ago engaged on either side in the great World War; and second, because of the remarkable degree of agreement in the essential fundamental factors and methods of attaining greater safety in coal mines when it is considered that the questions were approached by different paths and that the applications dealt with widely differing natural conditions and national points of view. Varying views, of course, were held as to the relative importance of certain factors, but the differences were of detail rather than of principle. When the meeting adjourned it was unanimously agreed that such meetings should be continued annually and that the greatest benefit was to be derived by close cooperation in the exchange of data. Belgium, France, Germany, Great Britain, and the United States were represented by one or several members of the respective national research organization. It is of interest to note that this research work in Belgium, France, and Germany is supported directly by na¬ tional organizations of mine operators or owners but placed under a scientist appointed by the respective Government, thus giving the work official standing. In Great Britain the work is carried on by a Government board, consisting of persons connected with the coal¬ mining industry or in mining research, appointed by the Secretary for Mines, to direct the work of research of the Mines Department. It does not, however, come under its inspection service. Its work is supported by a penny-a-ton tax on output of coal. In the United States the mine-safety research work is directly supported by the Federal Government.

"PURPOSE OF INVESTIGATIONOf more than 300 bituminous mines examined by Crichton 5 and his assistants in connection with litigation in Indian Creek Valley, Payette County, Pa., only four were found to have alkaline water. That work and many observations from of the authors have shown the general prevalence or acid drainage from bituminous coal mines. In connection with investigations pertinent to coal-mine drainage that are being conducted by the United States Bureau of Mines, it was noted with considerable interest therefore, that a mine in the Thick Freeport bed about 20 miles north of Pittsburgh had no acid water in the workings, As it was thought that this condition might be common to all mines,this condition in this bed most of them were visited, samples of the outflow and from different parts of the mine inside were examined, and such general information as was available was gathered.ACKNOWLEDGMENTSThe authors acknowledge with thanks the courteous assistance of mine officials in connection with collecting the data for this paper, and of the analytical and coal laboratories of the Bureau of Mines for analyses."

This circular is intended to present in brief form the statutory provisions of Pennsylvania regarding mining operations, in force at the end of the 1931 session of the legislature. lo reference is made to general laws which affect mining only incidentally in common with other subjects, such as the workmens compensation law. The statements have been condensed as far as practicable, and provisions not deemed of general interest, such as matters dealing only with administrative details, have been omitted. This circular obviously is not written with such particularity as to be of great value to the legal profession, but it is hoped that it will be beneficial to the mining industry in giving this information in a relatively compact form. At the end of each paragraph the statute from which it is derived is cited to facilitate reference to the text of the law. It is planned to publish additional circulars from time to time dealing with the mining laws of other States. Any criticisms of the form of publica- tion followed herein, or suggestions aimed at the improvement of future circulars, will be welcomed.

"INTRODUCTION In compliance with those provisions of the organic act establishing the Bureau. of Mines which relate to improvement of health conditions of persons engaged in the mining, preparation, or treatment of mineral substances, sanitary surveys have been made of towns and villages housing the coal miners, metal miners, and mill and smelter employees of Utah.The purpose of the surveys is to afford studies of conditions prevailing in the various mining and smelter towns so far as concerns housing, water supplies, sewage disposal, refuse disposal the handling of foodstuffs, general sanitation, wash and. change houses, and the control of preventable diseases, all of which directly or indirectly have a bearing on the health and efficiency of employees and their families. Certain other factors have been added to the general sanitary surveys such as school and recreational facilities, which have a decided influence on contentment and efficiency. Through comparisons of favorable and unfavorable conditions and practices, and the dissemination of such information, improvements can be effected which will benefit both the employees and the employers.ACKNOWLEGMENTSAcknowledgment is made of the many courtesies shown by the officials of companies and towns visited. In some instances the towns were entirely under the control of officials of mining companies, being on company property whereas, in other instances, the towns wars incorporated not under company management. "INTRODUCTION Compressed air for operating coal-mining equipment is seldom considered in conjunction with modern methods and appliances. But the Jamison Coal & Coke Co. has proved the economy and efficacy of compressed air for this purpose at its Mine 8 near Farmington, 8 miles west of Fairmont, Marion County, W.. Va., and the mining industry as a whole concedes its superior safety in gassy or dusty coal mines.The uses for compressed air in coal mining are now generally associated with such equipment as coal punchers, chain-breast machines, and to a lesser extent the ""radialaxe"" type of mining machines.Electricity has rapidly superseded compressed air for power in coal mines during the past 20 years; and in the last few years the general, and often unwise, use of electricity at the face region has taken on added impetus through the widespread use of mechanical loading equipment.Some of the unfavorable results of this increased use of electricity are shown in the growing number of mine explosions and fires of electrical origin. In the past four years 59 explosions of this type took the lives of 672 men, or 74.8 per cent of the total number of deaths from explosions were due to explosions of electrical origin.3In 1926, an explosion in Mine 8 of the Jamison Co. killed 19 men. The exact source of ignition was not determined, although it was definitely decided that it was of electrical origin and probably was at an electric coal-cutting machine.Prior to this disaster the company had done some experimenting with compressed-air-driven mining machines, and its Mine 9 had been completely equipped with air-driven chain-breast machines; a few of these machines were also in use in Mine 8. The explosion, however, gave impetus to the adoption by this company of compressed air for operating face equipment. The chain-breast machines were as satisfactory as electric machines of the same type; but the trend in the industry was toward faster cutting machines, which required less physical exertion on the part of the operating crews. A track-mounted machine of the arcwall type was found to be suitable for the conditions and system of mining, so that one of these operated by compressed air was developed by the Jeffrey Manufacturing Co. working with the officials of the Jamison Co.The first of these machines was installed in the latter part of 1926 and additional machines were delivered from time to time, until at present there are nine of them in the mine. Necessary improvements have been made, with the result that a fast-cutting, easily handled, efficient, and safe mining machine has been developed for cutting the hard Pitts¬burgh bed coal of the Fairmont field."
