Before the World War the use of zirconium and its compounds was largely experimental and confined almost wholly to Germany and Austria . Occasionally small lots of zirconium ore had been produced in the United States ( 1,000 pounds in 1869 , 26 tons in 1883 , and 3,000 pounds in 1903 ) and used (with monazite ) in the manufacture of various lighting devices , especially incandescent gas mantles ; but it was not until 1906 that the discovery of the natural zirconium oxide in large quantities near Sao Paulo , Brazil , first gave promise that a zirconium industry eventually might be developed . Edward Rietz , who worked the Brazilian deposits , interested German chemists in extending the use of zirconium , and by 1911 trade journals were listing German firms as manufacturers of compounds or products derived therefrom . For a time zirconia was one of the various oxides used in the Nernst lamp . It was used also for crucibles and hearths as refractory material ; in the manufacture of chemical utensils ; in enamels ; in the place of bismuth subnitrate for defining Röntgenray pictures of the stomach ; as a pigment ; in medicine ; and in a number of other ways . The Germans were credited also with producing a remarkable zirconium steel , which , it was claimed , was much superior to other alloy steels . During the World War the United States Government investigated the possibilities of zirconium , as well as those of other steel -hardening elements , and a large automobile manufacturer actually purchased a substantial quantity of ore with the purpose of employing zirconium in automobile steels . Immediately after the armistice the Government ceased its investigations ; but despite the difficulties experienced by various investigators in reaching concordant results , interest in the use of zirconium as a steel -hardening agent , as well as in other uses of the element and its compounds , continued . In 1918 the Foote Mineral Co. , which had been interested in zirconium for several years , was exploiting the deposit in Brazil formerly worked by the Germans and was supplying zirconia in the form of ore , brick , and cement for refractory and other purposes . About the same time the Electro Metallurgical Co. , which before the entrance of the United States into the war was experimenting with zirconium alloys , supplied in tonnage quantities the demand for these alloys . In 1919 it was reported that American manufacturers , after several years of research, were producing in commercial quantities pure zirconium oxide , which was finding a place in the manufacture of small refractory articles , scorifying dishes , crucibles , tubes , and one- piece furnace linings . In 1920 the lowering of the price of zirconium metal powder ( because of improved metallurgical methods ) promised the production of the metal on a semicommercial scale . In 1924 the Titanium Alloy Manufacturing Co. introduced a new opacifying agent , " Opax , " made from zircon . A year or two later some of the large pottery manufacturers became interested in the use of zirconium oxide as an opacifying agent , the increased production of titanium pigments having resulted in the production of zirconium as a by-product at a price that could compete with tin oxide . In 1928 it was reported that the industrial use of zirconium oxide was increasing steadily in the manufacture of brick , crucibles , and other refractory products , such as high- temperature cements . "In cooperation with The Edison Electric Illuminating Co. of Boston, Mass., a survey was conducted in 1929 and 1930 by the United States Bureau of Mines to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by this company. The territory served approximates 650 square miles and includes 46 cities and towns. The transmission and distribution systems are on overhead construction and underground wires and cables run in underground conduits and manholes. There are 17,000 manholes on the system, and also an area in Boston proper served by the Edison tube system. These conduits and manholes are laid in various types of streets from the most modern type of cement roadbed to the older type of loose macadam. The conditions as found could be considered as typical of any public utility in the electric-light and power field. The survey extended over a period of about a year beginning in June, 1929, and ending in July, 1930, and during this time 1,765 different manholes were tested and a total of 4,068 tests were made.Previous to starting the actual survey, one of the writers, G. W. Jones, spent considerable time in Boston determining the best methods of practical· test procedure. In this work cooperation was given by John Campbell, superintendent, special service department, who for a number of years has been making a study of explosions in underground street areas and preventive measures in Boston and various cities.After this preliminary investigation the tests were continued by employees of the Edisun Company. Copies of all records of tests were forwarded to the United States Bureau of Mines Pittsburgh Experiment Station so that the writers were in close touch with the progress of the survey, and changes could be made in the test procedure whenever deemed necessary."

"INTRODUCTION In a previous report3 prepared for the American Gas Association, the influence of washing coal on coke properties and on gas and by-product yields was discussed on the basis of answers to questionnaires sent to coke-oven superintendents and a review of the literature on the subject. This review indicated that the elimination of free impurities by cleaning coal improved coke quality by (a) reducing ash and sulphur, (b) decreasing clinker trouble in burning the coke, (c) diminishing cross fractures in the coke, resulting in greater resistance to breakage on handling, and less small coke and breeze, and (d) greater uniformity in chemical composition and physical properties of coke. Washing also reduced the sulphur in coke and gas and increased the yield of gas and by-products per ton of dry coal charged.This paper is supplementary to the previous report and presents some experimental data obtained with Pittsburgh bed coal from Pennsylvania and Mary Lee bed coal from Alabama.ACKNOWLEDGMENTSGrateful acknowledgment is made to F. Of the many angles from which coal can be studied it is evident that some have a direct and others have only an indirect bearing on its physical or chemical nature . The more drastic the treatment employed in an investigation , the more inferential become the conclusions permissible from the experimental evidence obtained . Thus , ultimate and proximate analyses tell something concerning age , behavior on carbonization , and possible industrial usefulness , but nothing regarding structure or composition in the larger sense . Strong oxidation reveals the fact that benzenoid , pyrrol , and furane rings are prevalent in the chemical substances present , and milder oxidation indicates that the mass of coal , as in the case of the peats and lignites , is humic in character . But beyond such points of information , very little additional can be gained by the use of these more or less vigorous measures . To gain wider knowledge of the actual constituents of coal substance as found investigators have worked out systems of separation by means of solvents , of which a large number have been employed at various times both singly and in combination . The list of solvents includes petroleum ether , benzene , toluene , xylene , ethyl ether , alcohol , acetone , carbon bisulphide , pyridine , quinoline , aniline , phenol , tetralin , glycol ethyl ether glycol ethylether acetate , glycol methyl ether , glycol diethyl ether , pine oil , mesityl oxide furfural , benzaldehyde , ethylene oxide , rosin , caustic potash in solvents , amyl alcohol plus pyridine , chloroform , carbon tetrachloride , acetylene tetrachloride , naphthalene , and others . Once a coal has been extracted it has become common practice to subdivide the extract by means of partial solution in other and weaker solvents . Thus , we find the oily and solid bitumens of Fischer ( 1 ) , 3 Bone ( 2 ) and others ; the alpha , beta and gamma constituents of Wheeler ( 3 ) ; the classification of Novak and Hubacek ( 4 ) embracing oils , resins A , resins B , bitumens An , bitumens Bn , and bitumens Cn ; Crussard's ( 5 ) malthenes , asphaltenes , and carbenes , borrowed from asphalt terminology; and the 40 or more subdivisions of the phenol extract of coal worked out by Frazer and Hoffman ( 6 ) . Perhaps the primary object of interest in these many researches has been to find the coking principle of coal , and to study it and to learn why certain coals form hard , wellfused cokes , and others merely fall to pieces during carbonization . The origin of the various constituents of the gas and tar , the temperature at which each forms , and something of the mechanism of their synthesis have also been sought , as well as new bases for adjudging rank .

The prevention of accidents from falls of roof and coal requires a considerable amount of personal judgment , for conditions are different even in adjoining working places in the same mine , and conditions may change from hour to hour even in the same working place as the coal is shot down and loaded . Experience has shown that many men can not or do not exercise enough care to protect themselves from injuries ; moreover , where the foremen have been made directly responsible for the safety of the men under them , accidents from falls of roof and coal have , in many instances , been reduced as much as 50 per cent . There is now no question that careful , constant , and intensive supervision is essential in preventing acci- { dents and more especially accidents of this class . Falls of roof and of coal account for approximately 50 per cent of all coal mine accidents and annually result in the death of approximately 1,000 men and cause lost - time injury to approximately 50,000 men . These and other accidents are recurring with little or no diminution , usually not because of the lack of knowledge of safe and dangerous practices , or of the technique of safety , but largely because of the lukewarm interest of major executives in safety or the failure of mine officials to formulate and to enforce common - sense rules and regulations . When failure is the outcome of a sincere attempt of the managing officials to teach safety to the miner , the fault may usually be attributed to misguided effort . Various solutions for the problem of eliminating accidents from falls of roof or coal have been suggested , some of which are : Standard system of timbering for the specified mining districts ; departure from the room-and - pillar system to a more concentrated system of mining ; more intensive supervision - that is , 1 section foreman for every 25 loaders instead of 1 section foreman for 75 , 80 , or even more loaders the practice in most mining districts . - However , investigations conducted by the writer at numerous mines operated by a number of mining companies in several districts show that employees and officials alike are inclined to work under loose and unsupported roof , relying solely on the " drummy " sound and on their judgment and experience as to whether the roof will stay in place for one hour or for several hours . With but few exceptions , men who had been injured by falls of roof or ccal or were found working under loose and unsupported roof , admitted that they knew of the possibly unsafe condition , but it was their opinion that the roof or coal was not loose enough to fall for some time .

The Mining Law of 1910 , with amendments of 1914 and 1928 , is at present in force in the Dominican Republic . The first and basic mining law of the Republic was passed in 1876 , and although numerous changes and amendments have been made from time to time , the new laws and amendments thereto have not changed the original or basic law materially . However , these enactments have materially changed the legal methods governing the exploitation of the mineral resources of this country and have added new regulations and requirements to those concerning certain specific minerals , etc. The original or basic law still exists as it was first promulgated to protect the rights of the Dominican Republic itself , the rights of the landowner , and the rights of prospectors in general . The Mining Law of 1876 remained in force , without amendment , until it was superseded by the law of May 25 , 1904 , an enactment modeled after the Mexican mining law and designed especially to encourage the investment of

Magnesite is of importance primarily as a refractory material for lining steel furnaces , although substantial amounts are used in the production of flooring compositions and other building materials and for certain chemicals , notably epsom salts . Since consumption for all of these purposes is largely in the eastern United States and domestic deposits are situated in California and Washington , this country's magnesite mining industry , which was created largely by war- time conditions , has subsequently been sustained by tariff protection .

I. 2965) the authors gave references to articles covering (1) the effect of temperature on the equilibrium 2C0 - CO2 + C, (2) experimental work that has been done on learning the gases existing at various elevations in columns of burning coke, (3) extension of this work to the tuyere zone of an iron blast furnace, and (4) the paper itself gave similar analyses of the gaseous oxides of carbon at the tuyere zone of a lead blast furnace and showed the temperatures obtaining there. There were also references in the above paper to the literature on (5) how the lead compounds likely to be present might be ex¬pected to react. A careful study of the original articles selected as references will give a good background for the present work.The following very brief recapitulation may be convenient before considering the tuyere zone in the blast furnaces at Kellogg. The ""producer gas reaction"" (1) of course goes to the left at increasingly higher rates of speed with increase of temperature. When air is blown upward through a grate and a column of hot fine coke alone, oxygen as such penetrates from some 2 to 3 inches only, under the conditions obtaining as to the amount of surface exposed per unit volume of air. When air is blown at about 20 pounds pressure through the tuyeres in the side of an iron blast furnace into a column of coarse coke (plus furnace charge) it may penetrate for 30 inches before the oxygen is entirely used, burning first largely to CO2. Within wide limits, the rate of feeding air into the furnace has practically little effect on the composition of the gases obtaining in the fuel bed of fine coke, this being true particularly of the gases leaving the bed. Some 10.5 inches above the grate the gases contained 22 per cent of CO by volume, and a little further up the CO2 had practically disappeared. This gave the familiar three zones in both the iron blast furnace and the gas producer; in order of entry of the air, in the first the oxygen burned largely to CO2, in the second the CO2 was reduced to CO, and the third the CO2 was practically absent. In the furnaces at Tooele, conditions were somewhat erratic but the first two zones were present, there being, however, no zone in which CO2 and 02 were both entirely absent."

Beasley, the smelter superintendent, and his staff members.THE BLAST FURNACE AND PLANTThe general lay-out of the recently built (1917) Bunker Hill plant has been given in the technical press in articles that were cited in Report of Investigations 3088. In addition it may be noted that the description of an ideal smelter given by Riddell 5 a year later fits the Bunker Hill smelter very well, with some changes, such as the location of the stack, made necessary by topography. For purposes of this article on the blast furnace it may suffice to state that the plant is one of the ""side hill location"" type. The various successively lower benches may roughly be considered as made for (1) the stack, (2) Cottrells and bag houses, (3) Dwight and Lloyd sintering machines with the equipment or bins for handling or mixing the feed and storing the finished product, sinter, and (4) the blast furnace feed floor with a slightly rising gradient to the bottom of the bins for sinter, feed, and take. The lowest bench (5) might be considered that of the blast furnace tapping floor at which or at appropriately slightly lower elevations are located the units for softening, refining, and treating precious metals, and for casting and loading lead. A very careful study of grades was made in order to be able to handle the products easily. All units were left with at least one end open to permit expansion of the plant, it desired, and each unit was separated from the other, evidently so that the operators on one level would be annoyed as little as posssible with the products made on another."

Beasley, the smelter superintendent, and his staff.INTR0DUCTI0NIt has been noted that the gases issuing from the top6 of the charges in the International Smelting Co.'s furnaces at Tooele, Utah, were very similar in composition to the gases from the top of the iron blast furnace, as they contained about 26 per cent of CO and 12 per cent of C02, the rest of the constituents being mainly nitrogen with a very little hydrogen and oxygen. It has been seen that where the column of coke was sufficiently high, the production of C0 gas to carry out the reduction of lead ores was accomplished in about the same manner as in a gas producer. In some cases, there was a little oxygen in the ""top gas"" -- usually not over a few tenths of a per cent, but at times amounting to several per cent. The presence of this gas was attributed to irregularities in operation that permitted air to come up through the tuybres to the surface without meeting any coke that was incandescent. Only a hundredth of a per cent or so of sulphurous oxides was present in the gases issuing from the top of the furnace."

"REASONS FOR AND PURPOSE OF WORKIn 1924 the United States Public Health Service was requested to undertake a special study of stream pollution. At that time the proposal that the United States Bureau of Mines take up the study was made by the Public Health Service because in point of training and experience the personnel of the latter was considered not to be as well, suited to this type of investigation as was that of the Bureau of Mines. H. Foster Bain, then Director of this bureau, promised to undertake the work, and, accordingly, field investigations were begun in the spring of 1925. The problems of mine-drainage wastes and of gas-house and coke-oven waste were investigated in the laboratory, and a method of treatment by sodium hydrate and benzol was found to be promising. The idea was obtained by A. C. Fieldner, chief engineer of the Bureau of Mines experiment stations, while in Germany in 1924, where he was shown a practical application of the process, but no information was obtained as to definite chemical or mechanical processes. Because of the then pending American patent application by the German firm, we made no attempt to develop our findings further. Shortly after, a similar method of treatment was developed in the United States, and since that time we have devoted our attention entirely to mine drainage. This paper is a presentation of some general facts and information gathered during the past five years on coal-mine drainage.SCOPE OF WORKAt the time our work was begun there was such a diversity of opinion on the whole subject and apparently so little was accurately known, that it was decided to undertake a basic study from which (1) certain definite information might be evident, and (2) what might be considered side issues of the original investigation would be suggested for subsequent study.A stream in a district thought to be representative of those in low to average sulphur bituminous coal fields and another in a high sulpbur district were selected for study, A fair (weber of factors entered into the tentative selection of these streams, the chief ones being their accessibility and freedom from other industrial or domestic pollution, besides, of course, the presence of mine drainage in these streams."

The chief object of the Electrical Section of the United States Bureau of Mines is the study of causes and means of preventing accidents resulting from the use of electricity in mines . A large part of this work for the last 20 years has been the inspection and testing of mining equipment under the provisions of schedules which give the minimum requirements considered essential for the safety of equipment intended for use at or near the working faces of dusty or gassy mines . During the first few years of this work , particular attention was paid to the explosionproof features of the various accessories such as motors , controllers , and other parts . The knowledge of the essentials necessary for safe designs of enclosures has since been augmented by field experience and by data obtained in testing a large number and variety of designs . With our present knowledge it would seem that a disproportionate stress was placed on making the various enclosures explosionproof , but not enough thought was given to the danger from wiring and connections outside of explosionproof enclosures . The list of equipment that has met minimum requirements for safety and has been approved as permissible by the Bureau of Mines includes storage - battery locomotives , power trucks , drills , loading machines , conveyors , cutting machines , room hoists , pumps , concrete mixers , and rock-dusting machines . The wiring on some of the machines is comparatively simple and sometimes , except for the trailing cable , may be entirely within the explosionproof enclosures . In general , there is outside wiring between enclosures , and on the larger machines the wiring may be extensive and complicated . In considering the safety of wiring for mining machinery , attention must be given the severe service and unfavorable surroundings imposed by mining conditions . Some of the matters that require consideration are : ground . The lack of care of the exterior wiring to be expected in the average mine . The lack of adequate periodic inspection of the wiring . The absence of adequate facilities for satisfactory inspection and repairs under- The severe conditions of moisture , dirt , mechanical injury , and low voltage encountered in mining service .

The American public has at all times been prone to discuss important questions that call for consideration and adjustment. Debatable subjects upon which sides may be taken always receive unusual prominence, but other questions equally important may be neglected. The real "paramount issue," calling for remedial action, is the ever-increasing number of deaths caused by preventable accidents. This matter demands the attention of the entire American people; the importance of accident prevention can not be overemphasized, and in many phases of American life, especially among the mining and allied industries, far too little real attention has been given the importance of conserving life and limb by accident prevention. ACCIDENTS COMPARED TO WAR AS A CAUSE OF DEATH Harry T. Hoffman, Wyoming labor commissioner, writes the following: It is one of the peculiar complexes of this rapidly moving age that we all stand aghast at the horrors of war and view with appar- ent indifference the greater havoc of industrial peace. Did you ever stop to think that approximately twice as many people were killed by accidents in the United States in 1929, as there were American soldiers killed in the entire period of the World War? Every employer and every worker should be thoroughly aroused over the tremendous toll levied against industrial forces by accidents which are largely preventable and develop a faith in safety efforts that will fire them with a zeal as pronounced as that of their religion or their patriotism. Let us remember safety-first to the end that the workman shall live to enjoy the fruits of his labor; that his mother shall have the comfort of his arm in her age; that his wife shall not be untimely a widow; that his children shall have a father; that crip- ples and helpless wrecks who were strong men shall no longer be a by-product of industry.

Lime is used extensively in the various industries. The National Lime Association in an excellent and recent bulletin lists 23 important in- dustries in which lime plays a vital role; and it thereby justifies the statement that "Lime is one of the most versatile and widely used reagents in the chemical and industrial world." There is, however, one application of this "universal" reagent which has not been mentioned. It is the use of lime in the flotation of ores. An appreciable percentage of the lime produc- tion is consumed by ore-dressing plants. The uses of lime throughout all the industries are more or less re- lated, but "lime" is a broad term; the varieties of lime are more mumerous than the limestones from which it is made, and its use involves a complicated technique. The interrelated application and growing importance of lime in flotation warrant this additional publication on the various "limes," with emphasis on those uses related to the function of lime in flotation. ཁྐྲ་ Lime in water treatment, cyaniding, and amalgamating will be men- tioned, after which its use in flotation will be taken up. This compendium was prepared by the Mississippi Valley Experiment Station of the United States Bureau of Mines and the Missouri School of Mines and Metallurgy, Rolla, Mo.

For many years Illinois has been one of the leading coal producers in the United States and as such its safety record has compared very well with the other large coal producing States , both in tons produced and millions of man -hours of exposure per fatal accident . ( See Table 25 in Bureau of Mines Bulletin 293. ) During the 10-year period from 1917 to 1926 , inclusive , the average production in the United States per fatal accident was 278 , 109 tons . The aver age for the State of Illinois for the same period was 409,249 tons . Illinois produced 450,464 tons per fatal accident, and in 1928 produced 390,630, tons , or an average of 419,721 tons for the 12- year period from 1917 to 1928 , inclusive . In 1927 During the year 1929 , the shipping mines of the State made a decided improvement in their record over any previous year . Table 1 shows the monthly production and the tons produced per fatal accident . During 1928 and 1929 safety work was actively carried on in Illinois . Safety meetings were held with mine officials , representatives of the State. De partment of Mines , and the United States Bureau of Mines . At these meetings mine hazards and accidents were discussed and remedies suggested for : their elimination in the future . It is believed that first - aid training was to a considerable extent instrumental in reducing accidents and in making the good safety records in Illinois during 1928 and 1929. During these years ( as well as in 1926 and 1927 to a somewhat less extont ) en intensive rirst-aid training campaign was con ducted in Illinois by the officials and members of the United Mine Workers of America , coal companies, State Department of Mines and Minerals , and the U. S. Bureau of Mines , Every first -aid class was made a safety meeting ; where accidents and general safety were discussed freely while teaching first aid. During this time , anproximately 25,000 persons were trained in first aid, and 17 coal companies were issued certificates for having 100 per cent of their employees. trained in first aid. Since January 1 , 1926 , more than 40,000 have received first -aid training in and around Illinois mines , and including those who received training previous to this date , it is believed that at least 90 per cent of the miners in Illinois have received first -aid training . This state ment is based on the fact that the labor turnover in Illinois is not large .

Safety devices and guards are often looked upon as the last word in safety by the men around the shop or large industrial plant . However , thorough knowledge of the details of their jobs and of the dangers attending them are even more important . It should be unnecessary for all men to go through the experience of the first man to meet an unknown danger , but that appears to be about the only way by which many learn . Practically every danger connected with the job around a mine , blast furnace , steel mill , foundry , coke oven , cement mill , or other operation , was encountered for the first time by someone , and if he was fairly fortunate he either got hurt or just missed being injured and lived to tell his " budaies " how it happened; he spread the knowledge of that particular danger . Sometimes , but not often , a man can foresee a danger . If he could always be on guard and remember everything he had ever learned and also know everything that had happened to the other fellow , and then let that knowledge keep him aware of the dangers in his own immediate " job , " so that he would work the safe way for both himself and the other fellow , he would have what safety engineers call " safety consciousness . " Being safety conscious is a fine attribute , as it really means knowing all about one's job . A man who is really safety conscious is one of the best and most efficient workmen in the whole plant . The boss wants men of that kindmen who want to learn and who try to learn every little detail about their jobwhere there is danger of spoiling the heat or getting burned by hot metal in a steel plant or of loading rock instead of coal or ore in a mine . Such men know how to do whatever job they are on easily and with the least amount of hard work and at the same time get it done as quickly as possible with safety . A man who is safety conscious has to nearly all intents and purposes developed eyes in the back of his head , if he is in a big mill where there if something going on all around him . These eyes are not real eyes , but they are what might be termed a sixth sense which he has developed by his experience in the mill as well as in other dangerous work which he may have done before in other plants . There may be occasions when a man's safety consciousness will leave him for just a short time ; this is likely to happen when he is thinking about a quarrel he had with his wife which has not been cleared up happily , or perhaps when he has bought too many things on installment and with sickness at home

"The United States Bureau of Mines, in the interest of the prevention of injuries and fatalities in coal mines, has engaged in a study of the circumstances and conditions under which falls of roof and coal contribute to coal-mine accidents, and this publication is devoted to the result of a study conducted in mince developed in the Pittsburgh or No. 8 coal in eastern Ohio.To emphasize the need of this study a statement of the fatalities which have resulted from falls of roof is presented, followed by a brief description of the field and its geology. The mining methods, regulations, and timbering practices are presented and discuss, as well as supervision and discipline, all of which are important factors in the control of the roof and the prevention of falls of roof material that are liable to result in injury to the underground workmen.During the five-year period, 1924 to 1928, there were 10,820 fatalities in the cool mines of the United States, of which number 5,573 or 51.5 per cent resulted from fells of roof material, such as draw slate or roof coal, and of coal from the fact or sides. These fatalities generally occur singly, consequently they are given little publicity compared with major disasters consulting from explosions which, during the same five-year period, amounted to only 17.8 per cent of the total fatalities.Seven,mines in eastern Ohio, each typical, of mines in its locality, have been carefully studied, and the result of this study is herein presented so the information may be and beneficial to all who may be operating mines having,similar natural or physical conditions.In general, it will be found that measures taken to prevent injuries or fatalities from falls of roof as well as other safety measures, will have the effect of increasing the efficiency and economy in mining operation. The result of the study so far made on the falls of roof problem indicates that such features as mine management, supervision, inspection, discipline, character of roof, timbering methods, and blasting have a direct bearing on any scheme that may be evolved to prevent injury or loss of life by falls of roof."

"In the United States there are hundreds of underground and surface (inside and outside) inclines at coal mines on which trips of cars are continually being run with coal, rock, supplies, and men. The safety of the men and prevention of damage to the slopes depend, excluding the personal element of the hoist-man, on the strength and condition of the wire cable, draw bars, and the couplings, and on the links of chains and pins as well. Within a recent period of four weeks there have been two runaway trips, one on the surface and one underground; it seems desirable to call attention of mechanical engineers and others at coal mines to the need for closer and more frequent inspection of the cable, draw bars, coupling links and pins, derailing devices, wheels, brakes, and other parts of cars or trips on which men are hauled on inclines. This bureau has never published anything on this class of accident heretofore.How frequently runaway trips occur is not known. If no serious injury or fatalit has to be reported to the State authorities, a number of such happenings may occur and not be mentioned outside of the immediate vicinity of the mine.Runaway trips can and do result in considerable loss of life, in injuries, and damage, either at or near the place of the break, or throughout a mine by causing an explosion of gas or coal-dust or both, This report is restricted to a study of the mechanical and physical phases of car trip construction and of the metal of couplings and ropes; derailed trips are not included and may be the subject of another paper. There is no need to mention gas accumulations, coal-dust and rock-dusting, open lights, protected power lines, and permissible equipment, because these have all been well covered in Bureau of Mines publications which have been widely distributed and partly or wholly reprinted by others.Most of the items regarding the runaway trips tabulated have been abstracted from reports made respectively by Clarence Hall, W.O. A study of the accident statistics in the coal mining industry convinces one that an organized effort must be put forth to prevent the vast destruction of human life in this industry . The fatality rate in Pennsylvania has not improved in the past several years and during 1928 it was higher than the average for the period 1916 to 1927 , inclusive . Although the accident rate for this State is less than that of the coal mines of the United States as a whole , nevertheless the rate is unduly high ; however , there are many companies which have exceptionally good records as regards both fatal and nonfatal accidents . A study of the methods used by some of these relatively good- record companies to reduce accidents in their mines shows that they exert an organized effort to prevent accidents , and that their safety organizations usually affect every employee in and about the mine from the highest official to the check boy . The chief executive must be actively and personally interested in accident prevention if real safety results are to be obtained ; when he shows this interest it is almost invariably reflected in the officials under him and throughout the organization . Safety organizations vary in form and are readily changed or adapted to the varying conditions found in the bituminous field . The companies whose organizations were studied in preparing this report are all getting good results , and it is their opinion that the safety organizations have been a big factor in obtaining these results . At their request the identity of some of the companies whose organizations were studied has not been divulged in this paper , but this does not affect the value of the information concerning their safety organizations .
