There were 63 fatalities in the California petroleum industry in 1929, the largest number in any year since 1923 and an increase of 34.0 per cent over 1928, when 47 men lost their lives in the drilling, producing, manufacturing, and marketing divisions of the industry. It will be observed from the accompanying chart that after following a consistent decline for 4 years, the fatality curve turned upward in 1923 and advanced sharply in 1929. Although this increase in fatalities coincided with a period of intensive development it tends to indicate some laxness in the industry during a period of increased hazards. Intensive drilling campaigns are usually started hurriedly and conducted with a great demand for speed, and the result is that accident-prevention work is too often relegated to a position of minor importance.

FOK, many years the officials of the Magma Copper Co. mine at Superior, Ariz., have had to contend with adverse conditions underground in the form of high rock temperatures, hot water, and high relative humidity. These conditions in the mine have been such that working the mine would have been impossible were it not for the constantly expanding and improved sys- tem of ventilation to produce bearable conditions in the working places. Results that have already been achieved make an interesting study of what can be done along those lines. From the time the mine was first opened in 1910 it has been hot. An idea of the conditions that have persistently been encountered can be obtained from parts of the mine that are not being worked at present or that do not yet have sufficient ventilation. Virgin rock temperatures as determined in drill holes at the faces range from 104° to 116°*. An observation made at the face of No. 5 West footwall drift on the 2800-ft. level.

The flooding process was originally the result of accidents to casing and tubing, but it has gradually passed from an accidental condition to a definite engineering procedure. In spite of the general sheetlike char-acter of the major sand body, the position of shale bands, their thickness, the size of the grain and variations in effective porosity all give the sand different characteristics in different layers and in different places in the same layer. This condition has an important influence on the movement of flood oil and water, and on the yield per acre, as well as a bearing on what shall be considered the best method of handling flood wells. . A valuation takes into consideration six factors: (1) Flooding methods, of which four have been in common use, as follows, in order of effective recovery, (a) circular flood, (b) line flood, (c) five-spot and (d) five-spot with delayed drilling; (2) recovery per acre, which is definitely related to the oil content, the porosity, the method of flooding, the spacing program, and the continuity of the water supply; (3) the rate of production per well per day, which is definitely related to the mcthod of flooding, the oil content and the porosity of the sands; (4) the operating cost of the well, including royalty, overhead, taxes, etc. (Operating costs are usually expressed as unit cost per barrel.); (5) the expected price per barrel. It is safer to use the average price over a number of years than to attempt to forecast future price fluctuations. The discount factor (the sixth factor) used in appraisal of Bradford flood properties should be less than that commonly applied to other properties, because the hazards of operations have been reduced almost to those of a manufacturing industry.

The material that composes the roof in coal mines differs in strength according to variations in its physical nature and characteristics. Some material such as limestone and massive sandstone, (free from slits) and carbonaceous shale or bone, will often remain in place in narrow work without the use of timber or other means of support, but in wide places the use of supports becomes a real necessity. Roof material composed of shale, fire clay or small laminations of sandstone, or shale or sandstone interspersed with laminations of thin coal, presents conditions that call for timber support in both narrow and wide work. However, in narrow work such unstable roof material may be taken down until the strata assume an arch that is self-supporting for overlying firm strata such as a roof coal, a touch weather-resisting, shale, sandstone, or limestone. The proper support of the roof in roadways used for haulage or travel adds to the economy of operation by preventing delays in transportation and increases the safety of those who travel these roadways.

Introduction In opening up a new country, one of the most vital problems is that of transportation Without roads, railways, or water routes, development is very slow because these are the arteries through which the life-blood of the country flows. British Columbia is unusually fortunate in having along its western coast, for some 600 miles, a stretch of inside water unequalled, for comfortable and safe navigation, by any other similar stretch of ocean in the world. This solves in a general way the major north and south transportation problem for the coast section, and offers comparatively cheap rates for the shipping of all commodities. The principal cities and centres of distribution will naturally grow up on the coast. These cities, however, must have methods of communication with the hinterland, and it is the necessity of supplying these, as feeders to the principal ports, which presents problems of considerable magnitude.

In the year 1875, the Pennsylvania Supreme Court, acting on incorrect information concerning the production of oil and gas, established what has become the law of the land for the governing of oil production. While the decision was ideal for the refining monopoly which was completed in that year, there is no evidence that the court was in any way influenced by that refining monopoly. The evidence indicates that the court accepted the view of the royalty owner and independent oil producer. Throughout the life of the refining monopoly it accepted this law, which was so evidently to its advantage in securing cheap raw material. The same policy continued until the development of the exhaustion theory and the entry of the various units of the former monopoly into the production of crude oil. It is curious that no one doubted the new theory of shortage sufficiently to feel the need of changing the law. When the theory entered the economic field sufficiently to raise crude oil prices beyond justification it shortly disproved itself, but by this time the question of split ownership in producing fields made a change from legal error to justice too complicated to be undertaken by the large companies. Not even the ardent advocate of unit operation dared to carry the question to the United States Supreme Court, which has never been asked to pass on the complete question. The impossible position of the producing industry, hemmed in on one side by court law compelling wasteful production and on the other by the national law against cooperation, lasted until the demoralization of 1927 led to cooperation within a state and under state guidance. Since that time control of production has grown with the bringing in of each new field and at this time has the active support of the Department of the Interior in such ways as are definitely legal. As in 1875, the royalty owner and independent producer are opposing by all possible means the rational conduct of the business of producing crude oil. This is one of a series of papers dealing with mining methods and costs prepared under the sponsorship of end in cooperation with the United States Bureau of Mines. The mining methods described in this paper are those used in one of the large mines producing fluorspar in the Kentucky-Illinois fluorspar field, located in southern Illinois and western Kentucky on the Ohio River. The occurrence of ore and the methods of wining are similar to those in other mines in the district; therefore information regarding methods and the results obtained should be of interest. Improvements in methods have been made as experience developed the need of them. The trine is situated at Rosiclare, Ill., on the Illinois Central Railroad, and shipments are also made b r barge on the Ohio River.

This paper has been confined to the consideration of the working of thick seams, from six feet to sixteen feet, which are pitching at about thirty degrees to the horizontal. The discussion has been limited to these set conditions because they are the ones of commonest occurrence in the Southern Alberta bituminous coal district, because, from the point of view of safety, thin seams are more easily worked, and because a discussion of all the possible combinations of thick and thin seams pitching at angles varying from zero to ninety degrees with the horizontal would involve a task impossible in the time available. It has been assumed that the mine makes gas freely and that the coal is friable and tends to make inflammable dust which is highly explosive. Since the problem requires the taking into account means of maintaining a high proportion of lump coal, it is further assumed that lump coal commands a price considerably higher than the price which can be obtained for run-of-mine or for slack coal. Figure 1, tabulating the various factors which must be considered and their relation to each other, indicates diagrammatically the complexity of the problem. Any method of working becomes divided into two distinct components, the active workings of the mine and the old abandoned workings. While these are in a measure distinct, they are nevertheless inter-related, as shown in the diagram.

For the benefit of those who are not familiar with the history of the western Provinces-Manitoba, Saskatchewan, and Alberta-as regards our natural resources, a few words of explanation may be in order before taking up the consideration of the Mines Act of 1930. In 1867, The British North America Act was passed by the Imperial Parliament. That Act, which is our constitution, created a union between the provinces of Nova Scotia, New Brunswick, and Upper and Lower Canada (now known as Ontario and Quebec respectively) under the name of the Dominion of Canada. Provision was made therein for embracing other parts of Canada from time to time. That portion of Canada which today comprises the Provinces of Manitoba, Saskatchewan, and Alberta and the lands to the north of them, was then known as Ruperts Land and the North West Territory. In the year 1670, King Charles II had granted by Letters Patent to Prince Rupert and his associates, known as ?The Governor & Company of Gentlemen Adventurers of England, Trading into Hudson's Bay?, commonly known as the Hudson's Bay Company, the lands and territories therein described, being roughly all the lands adjacent to and west of Hudson's bay; also the gold and silver to be found or discovered therein and other rights as more fully described in said Letters Patent. The land so granted was called 'Ruperts Land'.

Introduction The increasing importance of the gypsum industry in Canada is evidenced by the fact that the production has increased from 473,129 tons valued at $809,632 in 1909 to 1,205,846 tons valued at $3,622,007 in 1928, an increase of over 155 percent in quantity, and of 347 percent in value, in the 20-year period. Although the export trade in crude gypsum still forms a large proportion of the industry, it is gratifying to see that the home consumption is steadily increasing, and while the percentage of the crude gypsum mined that is manufactured into the calcined products in the country is only 16.8 per cent, its value is practically 50 per cent of the total gypsum production of the whole country. It is to be hoped that each succeeding year will see an increase in the amount manufactured in Canada, and, with the steady growth of the country and a serious endeavour to capture a part at least of the world market in gypsum products, the outlook for the industry is decidedly promising. The value of gypsum as a commercial commodity has been known from the time of the early Egyptians; in fact its value for certain purposes has been known so long chat the date of the discovery of its peculiar properties is unrecorded.

This paper deals with an occurrence of radium ore near Wilberforce, Haliburton county, Ontario, upon which development work has recently been undertaken and which seems more likely to prove of commercial grade than any other deposit' of radioactive minerals hitherto found in Canada. This occurrence is sometimes called the Richardson property, after Mr. W. M. Richardson, the discoverer, and will be so referred to in the present paper. Occurrences of radioactive minerals are not uncommon in eastern Canada, and a number are recorded in the literature. The earliest of such references is probably that in Geology of Canada, 1863, where is mentioned an occurrence of uraninite at Mamainse, on the east shore of lake Superior. The mineral was first described by J. L. Leconte, in 1847, under the name of coracite, and was said to occur in a two-inch vein at the contact of trap and syenite. Search for this locality in recent years has proved unsuccessful. Obalski, in 1894, mentions (1) the occurrence of uraninite at a mica mine near Murray Bay, Que. In 1903, Obalski records (2) tests made on this uraninite by Rutherford and the Curies and the determination in it of the then newly-discovered element radium. In 1901, he mentions (3) the occurrence of uraninite at the Villeneuve mica mine, on the Lievre river, and of samarskite at the Maisonneuve mica mine, in Berthier county.

In preparing this paper, an attempt was made to obtain results of plant-scale carbonization tests on washed and unwashed coal from the same mine. A letter. in which the following questions were asked was sent to some 50 coke-oven superintendents and others who might be interested; "What is the influence of washing coal on: (1) The chemical and physical properties of coke, as for example, the size the amount of breeze, the fracture, strength, cell-structure, etc. (2) The quantity and quality of gas and by-products. (3) The capacity of the ovens. (4) The composition of the coal. "Your general opinion, as well as any specific data or results of tests, on this important subject will be arc greatly appreciated."

It is very easy to reduce iron ore at a temperature well below its melting point and produce a more-or-less-pure metal which can be used directly for implements, tools, or machines. This simplicity has been the cause of much money loss by persons who were so satisfied with the successful operation of a process that they paid all too little attention to the commercial aspects of it. How easy a direct process is may be gleaned from the fact that it was practised with some -success by primitive man, and has been in almost continuous operation in one form or another for a period of probably 4,000 years. The production of steel in ton lots, beginning about 1860, brought a new phase into the economic situation, which, however, had been already greatly modified in 1784 by Henry Cort's invention of purifying pig iron. Direct processes survived both of these revolutions, under special geographical conditions, even up to the last few years of the nineteenth century, but ceased to have any general use as the basis of supply for structural, machine, or tool industries even in countries which could have manufactured iron by a direct process, but, instead, imported the product of established iron and steel processes. And this is still the situation today, notwithstanding the invention of an incredible number of 'new' processes since 1900, most of which are abandoned, and only survived as along as their financial backers were willing and able to Jose money. Probably none of these processes failed to work pretty well, and all seemed to show a handsome profit on paper.

Freedom from whatever exposes one to danger or from liability to cause, danger, or harm; safeness: hence, the quality of making safe or secure, or of giving confidence, justifying trust, insuring against harm or loss. (From Webster.) The meaning of the word "Safety" by Webster is very explicit, clear, and plain. It is not obscure or imperceptible. What man, woman or child is not familiar with this word? A mere word by itself, but indifference to its significance means the difference between life, death, permanent or partial disability, or injury. There is no question about a safety program being expensive. It is-it produces no commodity-but when properly organized and with a definite goal in view it will pay 'a dividend by increasing the efficiency of the human worker.

This paper describing the mining practices at the Engels mine is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Engels Copper Mining Co. operates two mines about 3 miles apart in Plumas County. Calif. Both mines send ore to the same mill, and the methods of the larger, or Engels mine, are described in this paper. Between 800 and 1,000 tons of 1-3/4 to 2-1/2 per cent copper ore are mined daily from this mine by a shrinkage method. Connection is made with the Western Pacific Railroad at Paxton by the Indian Valley Railroad, which is 22 miles long and operates a daily mixed train to the mine.

THE phenomenon of air-hardening is well known in connection with special steels. It occurs when the rate of decomposition of austenite to marten- site is so retarded that it takes place on free cooling in air rather than on more rapid cooling in a quenching bath. If an air-hardening steel is quenched sufficiently rapidly it will remain in the soft austenitic state, while if it is cooled very slowly it will again become soft owing to growth of the carbide particles. It depends on a critical adjustment of the decomposition velocity and diffusion rate, and such alloys are rather rare, especially in the non-ferrous field. In carrying out some experiments on some copper- rich copper-cobalt alloys, the author found that these possess very marked air-hardening properties. The alloys are covered by a patent issued to M. G. Corson (1,723,022-1919), which states that an alloy containing between 2 and 5 per cent cobalt is hardened by simple quenching from above 850° C.

[Stimulative methods of production, whereby the total recovery of oil from natural reservoirs is increased, have come into considerable prominence during the past 15 years. In many oil-producing areas properties considered ready for abandonment by ordinary producing methods have responded to some form of stimulation, and their economic lives have been extended. The stimulative method having widest application is the injection of air or gas into the reservoir formations through selected input wells and is commonly referred to as the ?gas drive." As a result of the many successful "gas-drive" operations operators are depending more and more upon this method for increasing the ulti¬mate recovery of oil from their properties. A number of factors influence the efficiency of different gases as propulsive agents in recovering oil from sands. Gases of high density and viscosity shrew a tendency toward a slightly higher efficiency than those of lower density and viscosity. The solubility of the gas in the oil also affects the efficiency of oil recovery. Not only does dissolved gas decrease the viscosity of the oil, but dissolved gas that expands from solution in the oil tends to increase the effectiveness of a "gas drive." Interfacial tension between the oil and the gas and its effect upon the recovery of oil by gas injection are factors of which little is known. Dr. A. G. Loomis5 expressed the opinion that interfacial tension probably plays a minor role in the recovery of oil, except under conditions that produce a gas-oil foam. In connection with the above physical properties that influence the action of a pressure medium, control of the injected volume of the pressure medium is perhaps the major factor. The rate ofg;as injection determines to a great extent the amount of slippage and the resulting efficiency of the operation. The importance of volume control is realized when one considers that frequently it is the only factor that is under complete control of the operator.]

So MUCH has already been written on this vast subject of ground movement and subsidence, and so many data collected and commented upon, that in this paper the author proposes to confine himself to the submission of some plans showing what has actually occurred in the mining of several of the orebodies which have, come under his direction during the last 20 years or so at Rio Tinto, Spain. Some notes are added for the purpose of describing the plans. The author does not attempt to give his opinion as to the reasons why the subsidences have occurred in the manner in which they are found, but confines himself to giving as true a picture as possible of the movements that have taken place.

One by one new metals come to share the burden of modern industry. Long before the Christian era potters and glass workers employed fine and costly blue pigments that contained cobalt. Cobalt blue class has been found in the tombs of the Egyptians and in the ruins of Troy, and many of the colors used by the ancient Greeks and Romans contained cobalt. The ancients, however, were apparently unaware that the colors they used were caused by cobalt, and it was not until late in the 17th century that the existence of the element was recognized, Writers in the Middle Ages referred to "cobalos" as an evil spirit that haunted mines and caused trouble to the miners. Subsequently the German worms "Kobold," meaning goblin, came to be applied to any baffling mineral and particularly to minerals that resembled ores but failed to yield metal when smelted. Even to-day there is something of an air of mystery about cobalt, and a medieval cloak of secrecy still surrounds many of the metallurgical processes employed in its production. "Zaffre" was mentioned about the middle of the sixteenth century by Biringuccio, and in 1735 the metal war, first prepared by G. Brandt. To preparation of cobalt compounds, however, must have been carried on in at least a small way ever since the opening of the silver-cobalt deposits of Schneeberg in 1470. By 1790 there were 25 works engaged in the industry, rust of them located in Saxony, but the total output of these works probably did not exceed 300 tone of cobalt annually, mostly in the fore of smalt. The smalt which contained approximately 6 per cent cobalt was sold in Venice in 1520 at about 16 cents a pound. A few refineries in Holland supplied the Irish linen trade, contributed a farce amount to the Dutch linen industries, and alto provided smaller quantities for the manufactuer of litmus in Holland. IN order to clarify and amplify the existing data concerning the action of the cementing material in cemented tungsten carbide alloys, the authors have initiated this investigation of the entire range of cobalt-tungsten carbide alloys. Inasmuch as the ultimate objective is relative to what actually goes on during the sintering of cemented tungsten carbide materials, this work was necessarily restricted to heat treatments similar to those used in actual production of these materials. In the course of numerous experiments, the authors have noted several conditions that indicated that there was a solubility to be considered. Among these factors are the following: 1. Many of the alloys showed a much larger amount of binding constituent to be present than could possibly be accounted for by the cobalt content. 2. In many areas, grains of the carbide constituent are much larger than the particles of carbide originally added. In addition, these grains are of very regular contour. 2a. In samples of cemented tungsten carbide which had been fused in the atomic hydrogen torch in the presence of excess hinder constituent, immense grains are formed, and their shapes are very regular. This is also true when the cemented tungsten carbide of 13 per cent. Co content is fused alone in the atomic hydrogen torch. Contrary to general expectation, chemical analysis of this material, after fusion in the atomic hydrogen torch, checks the analysis of unfused material. 3. In making the cemented tungsten carbide materials by the process of exerting the pressure at the time of heating a certain portion of the contents squeezed out of the mold. Chemical analysis has shown that this material contains approximately 12 to 20 per cent. of tungsten. The microstructure shows a cored dendritic structure interlaced with eutectic network, and some graphite, as shown in Fig. 1. 4. Thermal analysis of these materials has consistently indicated an arrest point close to 1350° C.
