In any discussion on the subject of mine-safety, it is well to honestly face the fact at the outset that mining is a hazardous occupation and that certain inherent dangers attach to the work, which, in spite of the greatest vigilance on the part of everyone concerned, will from time to time exact their toll of in jury or death from the underground worker. Great progress has been made of late years in narrowing down the range of these necessary risks, and, illustrative of what can be done along these lines by concerted effort, it is pleasing to read from time to time of large operating mines running for weeks, months, a year or more, without a single lost-time accident. To achieve any results in the work of accident prevention it is necessary, first, to have a definite goal, such as a no-accident period, be it a week, a month, or a year, to aim at; and, second, to set up definite standards to work by. The legal code of regulations should form the basis of all standards of work at every mine and should, for this reason, cover as far as possible all conceivable phases of operation. This represents the ideal, but in practice it is unattainable, largely because of the many variables that must be considered, due to the divergence in the scale of operations and to differing geological conditions at the different mines. Hence it becomes necessary for the operator who wishes to attain the maximum in the establishment of high standards of safe operation to so amplify the code as to meet the peculiar requirements of his operation.

The only way in which the difficult problems of classification of coal for the manufacture of by-product coke can be solved is to analyze them by the use of scientific data. It is very easy to adopt classifications for coal for the manufacture of by-product coke along certain lines; we can easily say that for a certain class of metallurgical operation coke made from bituminous coal must not contain more than so much sulfur or more than so much ash and should yield certain returns in the by-products, tar, ammonia, benzol, gas, etc. Those points we are fairly clear on and I think it is hardly worth while to discuss them because I presume that they are familiar to most of us who have any occasion either to make coke or to use it. But there is a field in the manufacture of coke which we know very little about. For example, we are operating a plant on a certain mixture of coal. Suddenly our blast-furnace man or the user of the coke tells us the coke is not as good as it was before. The coke is analyzed and the coal is analyzed. Everything seems to be about the same as it was— the ash is the same, there is no more sulfur, and so on—but the coke, for the use to which it is put, particularly in the blast furnace, is wrong. What happens? The management decide to try a slightly different coal mixture. They do not necessarily raise the total hydrocarbons, the volatile matter in the mixture, nor change the sulfur or the ash, but they do make a change which improves the value of the coke for metallurgical use. The reason for this difficulty, as I see it, is the " combustibility " of the coke—I hesitate to use the word, but it is the best one I have available. Combustibility of Coke We know now that the combustibility of coke is a very vital point in many metallurgical processes and I think one of the most notable instances of the proof of this is the experience of the Carnegie Steel Co. in the production of coke at its Clairton plant. At the beginning of the war, about 13 years ago, a conference was called in Washington to lay plans for pooling the coals of the United States. A careful review of the various systems of classification then extant showed none well adapted to the needs of coal pooling. The system of Tidewater pools then adopted, using numbers to distinguish one pool from another, was based on typical coals of different localities. At that time, the writer undertook the preparation of such a practical classification. Aside from drawing on his experience of over 20 years in the coal fields of the United States, reaching from the Pacific Coast and the Rio Grande to Rhode Island, he first examined and carded all of the large collection of coals in glass jars made by and for M. R. Campbell. Next, he carded all of the descriptions of coals he could find in the U. S. Geological Survey bulletins and elsewhere, as well as practical tests of coals by the Navy and other organizations and then took account of every published coal analysis of the U. S. Geological Survey and U. S. Bureau of Mines. A study of this information, involving thousands of recomputations, led to the presentation of a paper on "A Use Classification of Coal" before this Institute at the Chicago meeting, September, 1919. That classification was unique (1) in a classification based on "standard coal" which included moisture, but used standardized ash, sulfur and nitrogen, (2) in using physical properties to distinguish the major classes or orders, (3) in recognizing British thermal unit values in the minor subdivision, (4) in the large number of classes recognized (thirty-six), (5) in proposing mineral names for all classes, (6) in proposing a letter code for the several classes for practical use, (7) in proposing a code for expressing what has commonly been called "grade" of the coal, the grade code to be combined with the rank code to designate and describe a coal. The writer still thinks that the principles then offered, though not necessarily the exact proposals, are valid and desirable in any practical classification. This paper is the second of a series of progress reports on a study, of the hydrometallurgy of manganese which is being conducted in an endeavor to make possible utilization of the large deposits of low-grade domestic manganese ores that occur in several States. There are at least four processes in which a knowledge of the action of SO2 gas on manganese oxides at elevated temperatures may prove of value. One ,of these involves dissolution of manganese from ores. The Bureau of Mines has investigated the hydrometallurgy of manganese by a process in which SO2 gas, a waste product at many smelters, is passed into water to form a solvent for manganese. Although Several manganese minerals acre readily dissolved, rhodochrosite (MnCO3) was attacked but superficially.§. Recent experiments have shown that a roast at 650 to 900°C converts the manganese of rhodochrosite to a form that is quickly dissolved by a weak SO2 solution. Introduction of smelter gases containing as much as 5 per cent SO2 during such a roast would not add much to the cost of the operation and might result in the formation of considerable water-soluble manganese sulphate.

Introduction The importance of the preservative treatment of mine timbers need scarcely be stressed here. Increasing the life of mine timbers will reduce one of the major costs of mining and also conserve the available timber supply which lies within easy access of the mines. When treated, several species of timber may be used which otherwise could not be considered, owing to their short life. Another feature which should appeal to the mining industry is that wood preservatives are a mine product, and the benefit to be derived from the increased consumption of wood preservatives due to the example set by mine owners is not inconsiderable. Mine timbers may be divided into three classes when considering preservative treatments. (1) Timber obviously not profitable to treat owing to long natural life or short period of time in service. (2) Timber that obviously should receive protection from decay. (3) Timber installed in locations where the length of service required will depend on future developments, so that preservative treatments might or might not prove to be a profitable investment.

This paper describing the mining practices at the Teck-Hughes mines at Kirkland Lake, Ontario, is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in various mining districts. HISTORY Prospecting was begun in the neighborhood of Kirkland Lake in 1906, but staking did not take place until 1911. Gold-bearing veins were discovered by surface trenching in 1913 on the mining claims which now make up the Teck-Hughes Gold Mines (Ltd.). A small mill was erected in 1916 after the completion of some underground exploration. A transmission' line was built in 1917 to the camp to provide adequate power for a vigorous underground campaign. Also in 1917 the present management took control operations since 1916 have been continuous,' with a steady increase in production to date.

DURING the war period of quicksilver activity there were a number of departures from what may be termed the classical quicksilver metallurgy. Attempts were made to beneficiate low-grade ores by gravity concentration and flotation; mechanical furnaces began to replace the Scott furnace and the vertical coarse-ore furnaces, and condensers of sewer tile and redwood tanks were used in place of the older brick and stone condensing chambers. Other developments that have occurred during the current period of quicksilver activity are mainly in the nature of improvement and further refinement of those started during the war period. Each period of quicksilver activity has been accompanied by the proposal of various new processes, including wet methods for the treatment of quicksilver ores and innovations in furnaces, retorts and condenser equipment. As far as the author knows, nothing of economic significance in the way of "new processes" has been developed. There is in fact no real need for any essentially new process for the treatment of quicksilver ores; the direct furnace treatment is simple and inexpensive. Moreover, with rare exceptions, the quicksilver industry has no complex or refractory ore problems corresponding to those which are receiving more and more attention from metallurgists in other branches of the nonferrous field. Under these conditions improvements in quicksilver metallurgy must be looked for through the adaptation of current developments in engineering and metallurgy generally to the particular needs of quicksilver practice rather than through the invention of new processes.

The work performed by the Royal Commission on Mining Subsidence is likely to prove of permancnt value, less perhaps for the conclusions it has reached and for the recommendations it has based upon these than for the admirable exposition which it affords of the law concerning mining subsidence and of the legal status of the person who has suffered damage by reason of such subsidence, as also of him whose working has caused the damage. The Commission was appointed by Royal Warrant in the middle of 1925 and delivered its final report in the middle of 1927. The terms of reference to the Commission were as follows: "To consider the operation of the law relating to the support of the surface of the land, and of buildings or works on or under the surface, by underlying or adjacent minerals; to enquire into the extent and gravity of the damage caused by subsidence owing to the extraction of minerals and the incidence of the resulting liability; and to report what steps should be taken, by legislation or otherwise, to remedy, equitably to all persons concerned, any defects or hardships that may be found to arise in existing conditions." Report on the Doncaster Area The Commission submitted an interim report at the end of 1925, which referred solely to one area, usually spoken of as the Doncaster area, and recommended that a Commission of a more technical character be appointed to investigate this particular case. This recommendation was acted upon, and the Commission thus appointed reported early in 1928. Here it is necessary only to indicate the nature of the special problem that had to be solved, the proposed solution being mainly of local interest. The Doncaster area consists of about 330 sq. miles of low-lying land in the southeasterly portion of Yorkshire and adjoining parts of Lincolnshire and Nottinghamshire. No less than 78 per cent, of this land lies below the 25-ft. contour line, and a good deal is even below high-water level. It includes a large tract of land known as Hatfield Chase, swampy ground which has always been a source of trouble on that account, so much so that in 1626 a Dutchman, Cornelius Vermuyden, was called in by King Charles I to devise and execute schemes of drainage for its reclamation. Introduction The technical library in the service of industry is gradually becoming a well recognized and important part of all progressive industrial organizations. The larger mining, metallurgical, and chemical firms of Canada are establishing extensive reference libraries in connection with their research and operating departments in order that the members of the organization may keep abreast of the rapidly developing fields of engineering in which they are interested. It is the purpose of this paper to point out the usefulness of such a department in any industrial organization, to give a general outline of a system for filing and dispensing information, and to outline briefly the literature to be consulted and the procedure to be adopted in instigating a literature search. The technical library falls under the classification known as 'Special Libraries', and is quite different from the general library in that it is a storehouse of facts and owes its value to the ready presentation of information required for each specific case, and in a form most ready for use. The library brings all the available information relative to the interests of the corporation from without the plant to the organization within, and also keep in touch with each department of the organization.

Preliminary Treatment of Quicksilver Ores At Sulphur Bank, in the treatment of old dump material left by the early operators, wet screening is being used as a preliminary step in concentration ahead of flotation. Power shovels and trucks are used to deliver some 400 tons of ore per day to the lower terminal of a hoist, which in turn discharges the material at the top of the screening plant. Wet screening is carried on in two stages. Depending on the character of the material, 1-in. or 2-in. punched screens are used on the first trommel.

Y.—One thought lias been running through my mind during the wholc of this meeting and that is that the scientific and the practical men must recognize very clearly their interdependence. The value of scientific classification of coal is going to be of the very greatest importance to the users, the practical men. Is not the scientific investigation and the great amount of work that is being done in a measure at least lost to the world? Therefore the scientific investigations and the practical needs of the users should bo brought as close together, and the work should be done as closely together, as possible; that is, the scientific man should know what the practical man needs, and the practical man should not feel that the scientific man is merely a theorist. Scientific investigation is going to have a great effeet and be of great valuc to the practical man who is trying to solve his problems. In the subject which I discussed' for instance, we must look to the scientific man to tell us why coal cokes in one way and not In another and why certain coals will do certain things and others, which appear on the surfacc to be generally similar, do not act in the same way. Need or Physical Data on Coal H. J. Rose, Pittsburgh, Pa.—There is a subject which is a sort of hobby of mine; that is, the need for what might be called critical tables of constants for coal. The chemist has big volumes giving constants, such as the density, solubility, specific heat, thermal conductivity and all other physical and chemical data that have been determined for chemical compounds. Data arc also available on many common materials, for example, the density, hardness, modulus of rupture or maximum crushing strength of swamp white oak as compared with some other wood. In fact, physical data for practically cvery hype of wood commercially produced in the world can he found. In the same way the metallurgical man has handbooks giving the properties of alloys, etc., but we havc very little tabulated information about coal. Our principal reference works are the volumes published by the U. S. Bureau of Mines on the proximatc and ultimate analysis and calorific values of coals of the United States. That is 3 pioncer work of enormous value, but we have reached the point where we need more diversified information. Mr. Fulweiler raised the question of the relative strength of the different coals and cokes. Dr. Campbell and Dr. Ashley wanted to have some information on the resistance of coal to air slacking. It was brought out in the discussion that we want to know something about the coking properties of coal. There are any number of physical tests that we need, such as the thermal conductivity of certain coals, the coefficient of expansion, or the coefficient of friction; or other constants. A smattering of such information is scattered through the literature; for instance, a research worker in Wales will report a coefficient of expansion on Wclsh coals and one in South Africa will report something else for one or two kinds of African coals, hut it is difficult to find the information that is needed on our own coals. [During the past several years a great deal of discussion has centered around the question of the permissible limit of sulphur content in fuels for automotive and aviation motors. Under certain conditions of operation, sulphur in motor fuels causes the formation of corrosive substances which attach bearings, wrist pins, and other parts of engines. On the other hand, in making gas¬oline from certain stocks, the gasoline fraction normally contains a relatively large proportion of sulphur compounds. By the generally used processes of reducing the sulphur content, a significant part of the gasoline fraction is lost as motor fuel, and added expenses are entailed for chemicals, labor, and other process costs. This condition has been an economic burden to some refiners of high-sulphur crudes. In some instances the treating losses have been rather severe and the treating costs relatively high, but the data presented in this paper indicate that the reduction of sulphur content of motor fuel is a problem to a relatively small number of refiners and of little or no concern to the remainder; in fact, more then 90 per cent of the 153 samples analyzed passed the Federal specification requirement, which limits the sulphur content to 0.10 -nor cent. 3 This report is based upon the results of an examination for sulphur content, Doctor test, copper strip corrosion, and color of the samples collected during January, 1930, for the twenty-first semiannual gasoline survey of the Bureau of Mines. The results of the gravity and distillation tests of the survey were published as Report of Investigations 2995. The numbering of the samples given in this report is the same' as in Report of Investigations 2995; for example, No. 25 of this report is the same sample as No. 25 of Report of Investigations 2995.]

Although not of the same importance as electrical conductivity, the capacity for conducting heat is nevertheless a very important property of metals and alloys. A knowledge of thermal conductivity is of value in selecting alloys for many purposes and in the calculation of the efficiency of apparatus which is being designed. Unfortunately, the determination of thermal conductivity is extremely slow and tedious, consequently few data have been obtained. A further reason for the lack of information is that there has long been an impression that the thermal conductivity of an alloy is directly proportional to the electrical cónductivity and that it can therefore be calculated from the latter. The Wiedmann-Franz-Lorenz law of constant ratio of the two conductivities holds with a considerable degree of precision for all the pure metals, but appreciable deviations occur in certain alloys—particularly those containing nickel—and it seems difficult to predict exactly what the ratio will be. Therefore direct determinations of thermal conductivity should be made whenever the results are needed with any accuracy. This research is intended eventually to cover all the alloys of copper that are of commercial importance, including the binary alloys of copper with zinc, tin, aluminum, nickel, silicon, manganese, cadmium and phosphorus, and the ternary alloys copper-nickel-zinc, copper-nickel-silicon, copper-manganese-silicon, copper-zinc-tin, etc. Most of these alloys are customarily used in the wrought condition and therefore were tested in the form of annealed rods. A limited number of sand castings were also obtained and examined. This paper contains a complete review of all the previous work that has been done on copper alloys, and includes a detailed description of the apparatus and method of procedure used in the present research, together with the new results obtained on the copper-zinc series, which is the only one completed at the present time. Subsequent papers describing the other alloys will contain the experimental results and discussion only. In the present very highly competitive condition of the bituminous coal business, it is becoming increasingly apparent that coal mines which do not lend themselves to efficient mechanization cannot long survive. It would seem that those mining operations best fitted to survive the struggle for existence are burdened with the considerable capital and maintenance cast of carefully selected mechanical and electrical mining equipment. The ever changing conditions of coal mine operations require equipment which is adaptable to a variety of uses; and investigation of the mechanical and electrical equipment in most mines will show that the operating duty of much of this equipment is considerably different from that duty for which it was originally selected. And it would appear that one of the essential qualifications for a successful mine management is a marked ability to get satisfactory operating results from equipment which has been transferred from some other operation, rebuilt, rearranged, or in some way adapted to the job at hand. As a striking example of such mechanical ingenuity, many of us recall that the first longwall jigging conveyor used in Nova Scotia was built in Sydney Mines from odds and ends in the scrap pile at a total cost of less than $50.

Introduction In presenting this paper on the water-power resources of the Province of Manitoba, it was considered that a brief resume of the power resources of Canada, of the power already developed, and its utilization in the industries 9f the country, would be of particular interest in showing the rapid progress that has already been made. Amongst Canada's national assets, water power occupies a foremost place because of the facilities it provides for the development of her other great natural resources. The rapid development of the mining, pulp and paper, and general manufacturing industries, and the concomitant growth in urbanization, with its numerous demands for domestic, commercial, and municipal service power, have combined to stimulate hydraulic development to a point surpassing even the most sanguine predictions of a few years ago. With the bringing into operation during 1928 of hydraulic turbines aggregating over 550,300 h.p., and of a further 378,400 h.p. in 1929, Canada's total hydraulic development at the end of 1929 amounted to over 5,700,000 h.p., and in this year, 1930, the active construction in hydro-electric plants throughout the country totals in excess of 1,600,000 h .p.

Recent changes in metallurgical practice, particularly those in flotation, have altered greatly the functions of the different units of a copper smelter. Gangue minerals are removed from the feed so much more thoroughly that the reverberatory furnace, once virtually a concentrator in which a low-grade ore was concentrated into a rich matte by virtue of the removal of gangue elements as slag, has become very largely a melting furnace in which the rich flotation concentrates are rendered molten so that they may be converted. Moreover, since the proportion of matte to slag in the reverberatory furnace output is greater than it was formerly, the amount of converter slag returned to the reverberatory for cleaning is, in comparison to the amount of slag actually formed in that furnace, also much larger. In some cases, approximately half of the reverberatory dump slag may have originated in the converter. The increase in the proportion of convertor slag to total slag produced has brought about certain consequences not entirely desirable. Converter slags contain a high percentage of iron and therefore are high in specific gravity and are very basic. A considerable guantity of magnetite, both dissolved and suspended as solid crystals, is always a component, The basic nature of the ordinary converter slag and the presence of the suspended magnetite crystals make impossible the reduction of the copper content of the slag below approximately 1 per cent by even the most prelonged settling, and a re-treating process is necessary. At present, general practice in western copper smelters is to return the converter slag molten to the reverberatory furnace. Here dilution by mixing, with slag formed in the reverberatory furnace and reaction with raw sulphides and siliceous materials in the reverberatory feed reduce the magnetite and increase the silicates to the point necessary for a satisfactory dump slag.

Brief Economic History of Quicksilver in the United States Quicksilver ore was first discovered in the United States at what was later the New Almaden mine in California, in the year 1824. Production also began here, but not until 1850, when it was stimulated by the active demand caused by gold-mining operations. Prospecting for quicksilver was active, high-grade ores were found and ample production lowered the price from $100 per flask in 1850 to about half that figure for the greater part of the next 10 years. During the succeeding decade, many new quicksilver mines were found; production increased at a time when the local demand diminished, so that most of the product was exported. The third decade of quicksilver mining in the United States witnessed the development of the pan amalgamation process, particularly in Com-stock silver-mining operations. A suddenly increased demand sent prices soaring, the all-time peak of quicksilver production followed, and the highest price was soon replaced by the lowest one on record. About fifteen years age some mines in western Canada commenced using Diesel engines, partly for development work but also for operations on quite a large scale. In the Eastern mining field, the Diesel engine made its appearance some eight years ago and has since, at quite a number of mining plants, proved to be a reliable and economical prime mover. As a result, it is today used more extensively than could have been foreseen only a few years ago, and it is reasonably safe to predict that the next few years will see the Diesel engine utilized to a still greater extent in the Canadian mining industry. It is not much more than thirty years since the first Diesel engine was put in operation. During the early years of this century, the Diesel engine took, so to say, its first faltering steps in public service. Since then it has reached a high state of perfection, and its importance has grown in a most remarkable way, until today it is used in practically every field where power is required. It is slowly but surely superceding steam for a great many purposes, as, for instance, for ship propulsion. While in 1921 only about 8 per cent of all tonnage launched was motor-driven, the proportion had grown to 38 per cent in 1927, and for 1929 it was slightly over 45 per cent. Some of the finest passenger liners afloat are Diesel-driven. In the early days, Diesel engines were built only in comparatively small units. Today engines with a capacity per unit of up to 10,000 horsepower, or even more, are being built for marine and stationary purposes.

The following is a description of the methods employed at the Eureka-Asteroid mine, which is situated on the Gogebic range, at Ramsey, Mich. The mime is operated by the Castile Mining Co. under the direction of Oglebay Norton & Co. This paper has been prepared in accordance with an outline furbished by the United States Bureau of Mines, and in one of a series, on mining methods and costs covering the principal minim operations throughout the United States.
