"The earliest known use of cobalt was to make blue glass in Mesopotamia before 2000 B.C.E. Since then, innovations across many diverse industrial sectors transformed cobalt into an essential commodity for contemporary society. The physical and chemical properties of the element cobalt and its alloys and compounds make them indispensable for a variety of applications, including aircraft engines, hybrid electric vehicles, machine tools, missile guidance systems, petroleum refining and smartphones. As a major industrialized nation, the United States is a leading consumer of cobalt and cobalt-containing products. However, with few exceptions, U.S. cobaltcontaining ore deposits are of low cobalt grade. Historically, U.S. cobalt mine and refinery output have not met domestic cobalt demand. As a result, U.S. cobalt chemical and alloy producers need to procure most of their cobalt from the international market, which can become susceptible to supply risk.The 1978 Cobalt Crisis illustrates supply risk. At that time, the Democratic Republic of the Congo (DRC) (then known as Zaire) was the world’s leading producer of mined and refined cobalt. An insurgent invasion of the country’s copper-cobalt mining region during a period of high cobalt demand and low producer inventories caused a temporary supply shortage in the international market. The monthly average cobalt spot price increased from $18/ kg ($8/lb) before the crisis to $99/kg ($45/lb) seven months later. The high price and concern about potential disruptions in supply prompted manufacturers to reduce or substitute for cobalt where possible, and encouraged increased recovery of cobalt from scrap. The DRC has regained its position as the leading producer of mined cobalt globally and continues to be characterized by high governance risks (U.S. Central Intelligence Agency, 2015; World Bank, undated). This article will present current and historical world cobalt production trends, which can help inform discussion about the variety of international supply chain risks consequential to its trade."

"The Coeur d’Alene mining district in northern Idaho was first discovered more than 130 years ago and has been the most prolific silver producer in the United States. The Lucky Friday Mine of Hecla Mining Co. (Fig. 1) is the oldest (76 years) and deepest mine in the district, producing approximately 725 t/day (800 stpd) from narrow, vertical lead-zinc-silver veins. Cut-and-fill stoping is currently employed at depths to about 2.3 km (7,500 ft) below ground surface, making it one of the three deepest mines in the western hemisphere. The #4 Shaft, a winze collared at approximately 1.8 km (5,900 ft) below surface and extending to a depth of nearly 2.9 km (9,600 ft), was recently completed to exploit the high-grade 30 Vein, whose resource has been identified to at least 3 km (9,700 ft) in depth.As with other deep mines worldwide, a number of challenging engineering issues occur, including: high in situ rock stress, squeezing ground, seismicity, high in situ rock temperature that requires refrigeration, diesel equipment that generates diesel particulate matter (DPM) requiring high ventilation airflow rates and long travel times for worker transport to mining areas.This article describes the methods that Hecla Mining Co. has employed during the past 50 years to combat these issues, with emphasis on the current efforts to implement continuous, mechanical mining with automated or teleremote operation and to introduce electric and battery-powered equipment to minimize refrigeration and ventilation requirements for the removal of DPMs.Geology and in situ stressThe host rock mass is an extremely thick sedimentary sequence (the Belt Series) that has been tilted vertically by mountain building. The rock mass in the current section of the mine consists of weak, heavily foliated argillites and stronger, bedded silty-argillites termed siltite. The vertical veins (80° to 85° dip) are parallel to the foliation with an approximate width of around 3 m (10 ft). There are two regional, vertical faults that parallel the vein; one forming the hangingwall of the orebody and one approximately 90 m (300 ft) in the footwall. Additionally, there are several thin, rough northdipping faults that occur in the footwall of the vein which terminate on the major vertical faults.Both the argillite and vein package rock have moderate strength, with uniaxial compressive strength averaging about 100 MPa (14,700 psi with a range from about 70 to 125 MPa), and are moderately abrasive, with CERCHAR abrasivity index of 2 to 3. The major in situ stress is horizontal and oriented in a northwest direction with magnitude about 1.5 times the vertical stress. Consequently, the Lucky Friday stress magnitude at depth is analogous to significantly deeper South African gold operations."

"On April 4, 2017, the largest earth-pressure-balance tunnel boring machine (TBM) ever built finally completed its 2.7-km (1.7-mile) journey beneath Seattle, WA, nearly four years after it began boring the SR-99 tunnel that will eventually replace Seattle’s Alaskan Way Viaduct.By now, readers of this publication are familiar with the ordeal that began on Dec. 6, 2016, when the machine overheated and shut down. Until that point, the TBM, named Bertha, had grabbed headlines for being the largest in the world with a 17-m (57.6-ft) diameter face. But after the incident that stopped the progress, the headlines suddenly stopped focusing on the engineering marvel of the tunnel project and began asking what went wrong. Just 300 m (1,000 ft) into the tunneling journey the machine was stuck, unable to move forward and impossible to retract.The project’s contractors, Seattle Tunnel Partners,(STP JV) – a design-build consortium comprised of Dragados - USA, Tutor Perini, say a 20-cm (8-in.) steel well-casing buried in the path of the machine caused the problems that halted the TBM. The Washington State Department of Transportation (WSDOT) disagrees, and the issue over who ultimately pays for the repairs is now with the courts.Eventually, engineers determined the best way to get Bertha back to work was to dig a 36-m (120-ft), deep concrete lined shaft pit in front of the machine and lift the 1.8-kt (2,000-st) cutterhead out for repairs. The repairs took two years but eventually the machine resumed mining in January 2016. In April 2017, the TBM finished building the tunnel, breaking through at the tunnel’s north end near Seattle’s Space Needle, with little to no ground surface movement measured on the entire alignment.While the cause of the TBM breakdown and who should pay for repairs was debated above ground, the work below ground continued. David Sowers, deputy program administrator, engineering and program management with WSDOT, told Mining Engineering during the 2017 Cutting Edge Conference in Seattle that in addition to the technical marvel that the tunnel became, the fact the parties involved were able to work through the unprecedented challenge is a great example of how to overcome challenges on massive projects."

"The Industrial Internet of Things (IIoT), a concept that combines sensor networks and control systems, has been employed in several industries to improve productivity and safety. U.S. National Institute for Occupational Safety and Health (NIOSH) researchers are investigating IIoT applications to identify the challenges of and potential solutions for transferring IIoT from other industries to the mining industry. Specifically, NIOSH has reviewed existing sensors and communications network systems used in U.S. underground coal mines to determine whether they are capable of supporting IIoT systems. The results show that about 40 percent of the installed post-accident communication systems as of 2014 require minimal or no modification to support IIoT applications. NIOSH researchers also developed an IIoT monitoring and control prototype system using low-cost microcontroller Wi-Fi boards to detect a door opening on a refuge alternative, activate fans located inside the Pittsburgh Experimental Mine and actuate an alarm beacon on the surface. The results of this feasibility study can be used to explore IIoT applications in underground coal mines based on existing communication and tracking infrastructure.IntroductionThe U.S. approach to health and safety in mining has historically been reactive in the sense that health and safety regulations and mandates have traditionally been passed as a result of tragic mining accidents. An example of this is the Mine Improvement and New Emergency Response Act (MINER Act) of 2006, which was passed as a result of several mining accidents where tracking of and communication with underground personnel were severely limited. While this reactive approach has led to the development and implementation of highly impactful safety interventions and safety practices, there exists a technological revolution that can shift the paradigm toward a proactive approach based on preventative methods: Internet of Things (IoT).IoT is the network of physical objects, or “things,” embedded with electronics, sensors and connectivity to enable that network to achieve greater value and service by exchanging data with the manufacturer, operator and/or other connected devices (Atzori, Iera and Morabito, 2010; Gubbi et al. 2013). It should be noted that IoT has been defined from various perspectives, and hence numerous definitions exist in the literature. The apparent ambiguity of the IoT definition might be due to the fact that IoT is syntactically composed of two terms: the Internet and things. The first word pushes toward a network-oriented vision, while the second tends to put the focus on generic objects. The traditional Internet can be viewed as an internet of computers, so things connected to the Internet are computers only. IoT extends the internet by allowing other generic things that are commonly found in daily life, such as refrigerators and cars, to be interconnected through the Internet, thus creating a bridge between the virtual world and the physical world"

"Mining companies want to be in a position to move quickly and seize a favorable market or to keep their key staff productively busy. One of the problems for these companies is the time required to compensate for unavoidable impacts that the mine will have on the natural environment and to gain environmental permits. All too often, circumstances that were favorable when the project was proposed have become less favorable by the time all the hurdles have been cleared.Accordingly, many mining companies are interested in ways they can inject more predictability into their timelines for gaining environmental permits, shorten those timelines, and be more certain of getting the permits they need to carry out their next project.One increasingly popular way to do this is through a relatively new kind of service — the mitigation bank.Mitigation banks purchase property or easements through property that has been impacted by agricultural, industrial or resource activity. They then turn it around from an environmental point of view. This might include restoring streams and wetlands so that fish and aquatic organisms can survive, and animals have habitat and food to flourish.Appropriate native species of plants including trees and shrubs are planted, and steps may be taken to introduce wildlife to the new habitat. In some cases, a special focus is placed on creating habitat for rare and endangered species of plants or animals.The property is inspected by regulatory authorities, coordinated through an interagency review team (IRT). If the property is determined to be effective as natural habitat, the mitigation bank is then issued credits that it can then sell to development projects that are creating an unavoidable permitted environmental impact elsewhere. A mining company, for example, would buy credits to offset the aquatic impacts due to construction of a mine, access roads and other infrastructure — as required by the Section 404 Clean Water Act permit that governs those unavoidable aquatic impacts. The mitigation bank used for offset must have an IRT-approved service area that includes the location of the impacts."

Since its development, the functional performance equation for ball milling (McIvor, 1988) has facilitated a new understanding of industrial circuit cause and effect relationships, leading to significant strides in operational performance. Success stories of this approach to plant circuit performance improvement are now too numerous to list. Finch and McIvor (circa 1986) also discovered that the functional performance mill grinding rate at the size of interest was the same cumulative grinding rate that is calculated from mill feed and discharge size distributions using a first-order rate equation. By calculating these cumulative grinding rates for all screen sizes, a complete ball mill model is generated (as used by Finch and Ramirez, 1981). Others in industry, Hinde and Kalala (2009), for example, have noted the same. Lacking the complexity needed to maintain their interest, most researchers have ignored this model, broadly opting instead for Epstein’s (1948) characterization of grinding as a chemical reaction, combining selection rate and breakage size distribution functions. The much simpler ball mill model has previously been incorporated into a proprietary circuit modeling program (McIvor, 2005) and used for plant improvement work (for example, see McIvor and Finch, 2007, and McIvor, 2014). Now, by combining this business-friendly ball mill model with optimization criteria from functional performance analysis, a circuit modeling system (including the needed supplementary steps to assure successful plant implementation of circuit design changes) is at the disposal of every plant metallurgist, grinding equipment/ material provider and circuit designer.

"Hard rock mines move large volumes of material, which can cause the conveyors that are essential to this movement to suffer lots of problems, including carryback, spillage, dust and belt wander. Many of these issues are created at the transfer points where the belts are loaded.This article provides an overview of the latest transfer point systems that incorporate safety and serviceability by design as well as a report on recent projects. One project is the Conveyor B Transfer at the Coeur Rochester silver mine near Lovelock, NV. Here, performance was improved with the installation of belt support cradles, engineered chute walls with external wear liner, and a compact dust collector. A second project is the improvement of belt support idlers and skirtboard sealing in a long loading zone of a conveyor under the concentrator at an Arizona copper mine.The importance of transfer pointsConveyors are essential in mine material handling. Their performance will often make the difference in mine productivity and profitability. A key to conveyor performance is the transfer points where the conveyor belt is loaded and discharges. At these transfer points, many of the problems encountered with the conveyor system are created.The problems that arise at the transfer stations include off-center and segregated loading, mistracking, blockages and plugging. And there are a variety of problems originating with fugitive material — cargo released in the form of carryback, spillage or airborne dust — that are created or exacerbated in the transfer points. These fugitive materials turn into other conveyor-related problems, including shortened component life, unplanned outages for conveyor maintenance, unexpectedly high labor costs for maintenance and cleanup, worker health and safety problems and issues with community relations. The U.S. Mine Safety and Health Administration estimates that 85 percent of conveyor maintenance is a result of fugitive material at conveyor transfer points.Technologies to improve transfer pointsA number of techniques to improve the performance of conveyor transfer points have been developed. "With desert temperatures climbing high at Caterpillar’s Tinaja Hills Demonstration and Learning Center near Tucson, AZ in September, a group of editors were given a reprieve from the sun and stepped inside the new Cat Minestar Command Center. The movie theater-like temperatures inside were a welcome relief, and the computer screens stationed around the room were an indication of not just how much things have evolved in the mining equipment sector, but also a peek into the future of where mining is headed.Equipment manufacturers like Caterpillar have always had to deal with peaks and valleys in demand that come with mining, perhaps never more so than in the last five years. Sudhanshu Singh, global product manager for Caterpillar, said that in one month in 2012, at the height of the mining Super Cycle, Caterpillar produced more than 150 large mining trucks (haul trucks that carry 136 t/150 st or more). By contrast, Caterpillar produced about 80 of those trucks in the full year of 2016. Between 2012 and 2016, Caterpillar saw its profits drop by 40 percent.“This shows how cyclical the industry is, and it is a testament to the strength of Caterpillar to be able to tolerate the wide swings,” said Singh. Demand for commodities is once again on the rise as are commodity prices with many signs pointing toward a recovery for the mining sector, and Caterpillar has positioned itself for the recovery. During its 2017 press event in September, company officials emphasized that Caterpillar has added strength in its technology divisions by forming new partnerships and adjusting its operating plan.“At the heart of our enterprise strategy is the operating & execution (O&E) model, a strategic framework to identify areas of the business that either create or consume the most value,” said Caterpillar chief executive officer, Jim Umpleby. “Using the O&E model as a guide, we gain a deeper understanding of where we have a competitive advantage, which is key to generating high returns.”"

"A heterogeneity study was conducted at Erdenet Copper Mine in Erdenet, Mongolia, to determine the fundamental sampling error associated with blasthole sampling. Using a custom-designed radial sector sampler , six large blasthole samples were collected to perform the test developed by Pierre Gy to estimate the constitutional heterogeneity factor for several types of ore. The study investigated the entire sampling protocol, from mine site to analytical laboratory, and quantified the contributions to total fundamental sampling error (FSE) of the various stages of sampling and sample preparation. The total relative standard deviation (RSD) of sampling error was determined to be ±32 percent and ±49 percent for copper and molybdenum, respectively. A classical statistical analysis conducted on the data confirmed the level of RSD native to the mine. About 95 percent of the sampling error was produced from one step in the sampling protocol, that of reducing the 1-kg (2.2-lb) sample to a 50-g (0.1-lb) sample for chemical analysis. To minimize the FSE, the use of a slightly different protocol is recommended. The 1-kg sample (2.2-lb) should first be crushed to a 0.2 cm (0.08 in.) particle size. A 250-g (0.5-lb) split should then be taken and finely ground, from which a 50-g (0.1-lb) split should then be taken. These simple steps will reduce the FSE to ±7.9 percent and ±17 percent for copper and molybdenum, respectively. The modified sampling protocol effectively reduces to zero the probability of misclassification of low-grade ore. IntroductionThe Erdenet copper-molybdenumopenpit mine is located in Erdenet in Orkhon province, Mongolia. The Erdenetiin-Ovoo copper-molybdenum deposit is 1.5 to 3 km (0.9 to 1.8 miles) wide and about 25 km (16 miles) long (Erdenet Mining Corp., 2016). Chalcopyrite, bornite covellite and chalcocite are among the major minerals found in the deposit. The mine processes approximately 26 Mt/a (29 million stpy) of ore."

"Diesel-powered equipment has allowed the mining industry to raise production rates and significantly improve productivity, as it is rugged, mobile and reliable, but its widespread use in underground mines has generated concerns regarding the exposure of mine workers to harmful diesel engine exhaust gases and particulate components such as diesel particulate matter (DPM), which has recently been classified as a human carcinogen by the International Agency for Research on Cancer. The agency expressed further concerns that workers’ exposure to high DPM concentrations can increase the risk of cardiovascular, cardiopulmonary and respiratory illnesses. Three emerging technologies could have the ability to replace dieselpowered equipment and remove DPM from underground mines: fuel-cell-powered mining equipment, battery-powered mining equipment and advanced material handling systems. This paper reviews them and assesses whether they have reached the point where the pollutants emitted by diesel-powered equipment can be removed from underground mines through the introduction of zero-emission mining equipment and power systems. Information is also provided from the results of a feasibility study, including a detailed cost benefit analysis, carried out at six Canadian and nine U.S. underground mines, which looked at the possibility of replacing diesel-powered production equipment with fuel-cell-powered equipment. The remarkable pace at which battery technology is progressing is also reviewed, and the feasibility of replacing diesel-powered mining equipment with battery-powered equipment is assessed. IntroductionHazardous pollutants in underground mines. Why is it important to remove diesel particulate matter (DPM) from underground mines? Over the past 40 years, diesel-powered equipment has allowed the mining industry to achieve rising production rates and major improvements in productivity, as the diesel engine is an economical source of power and diesel-powered equipment is usually rugged, mobile and reliable. On the negative side, the toxicity of some diesel exhaust gases is well known (Grenier et al., 2001), and the widespread use of diesel-powered equipment in underground mines has generated increasing concerns about the occupational exposure of mine workers to harmful diesel engine exhaust gases and particulate components such as DPM. Diesel equipment also entails other hazards like heat and humidity. Exposure to excessive heat can cause heat illnesses, such as heat rash, heat exhaustion and heat stroke (Donoghue, 2004; Roghanchi et al., 2016), and a hot and humid underground environment negatively affects the efficiency of the workforce, which may result in a decline in production output (Roghanchi et al., 2017)."

"The United States coal mining industry is currently experiencing a decline in both demand and commodity price while facing implementation of more stringent air and water pollution regulations. Company profits have decreased significantly, forcing several major companies to declare bankruptcy. The industry was required to adapt to survive. Many of these companies have adjusted by abandoning mines; the last two decades have seen a drastic decrease in the number of mines. To discover the primary causes of this downturn, three major aspects must be studied: properties of abandoned mines, commodity history and regulatory impact. Trends since 1994Each year, U.S. coal mines are required to submit data on a variety of categories to the U.S. Mine Safety and Health Administration (MSHA) and the U.S. Energy Information Administration (EIA). This data include administrative records, production values and information regarding the attributes of the mined material and the mine itself. Each year since 1996, EIA has released a report summarizing the data from two years prior. Additionally, MSHA maintains a database containing a collection of all the most current data. These resources are the primary sources for the figures included in this article. There are several items to note regarding this data:1. The EIA reports from 2016 and 2017 were not released at the time of writing this report.2. The MSHA data set is actively maintained as information is provided. This means the data for 2016 is from June 27, 2016 and data for 2017 is from Aug 24, 2017. All other points represent the end of-year values.3. Each of the figures only includes data pertaining to active mines. EIA defines active mines as both active and temporarily idled mines, and inactive mines as nonproducing and abandoned mines. MSHA separates all four into separate categories, though this paper combines the MSHA values according to the EIA definition for the purpose of comparison."

"The global underground construction and tunneling industry is in pretty good shape. Billions are being spent in shoring up aging infrastructure in the United States and other places, and new underground projects are being put out for bid.With each new project, comes new equipment, technology and tunneling methods. So it is incumbent on tunneling professionals to constantly improve their knowledge of the profession. This is where spending a few days with other underground construction professionals can assist the tunneler in keeping up.Every two years, tunnelers and underground construction engineers, contractors, suppliers, designers and owners from around the world gather for the Rapid Excavation Tunneling Congress (RETC). The 2017 conference was held in June in San Diego, CA. The UCA of SME puts on the conference.This years’ RETC attracted 1,400 attendees. The accompanying sold-out exhibit totaled 188 service and equipment suppliers. In addition, the conference had the UCA of SME bookstore, where the new History of Tunneling in the United States book was introduced. And a short course on tunnel rehabilitation was featured.Technical programmingRETC 2017 featured nearly 100 technical presentations. Topics covered the breadth of the global underground construction industry. Here is a sampling of a few. The proceedings from the conference is available from SME, 303-948-4200, www.smenet.org.Accomplishing extraordinary tasks as a machine supplier for Metro Doha: The construction of the Metro Doha in the State of Qatar established a modern, safe, efficient and integrated public transportation network. Upon final completion of multiple phases, the network will comprise four metro lines with a length of 216 km (83 miles) and 100 stations. Phase one comprises 112 km (43 miles of underground tunnels (56 km or 22 miles of twin-tube tunnels). Twenty-one earth pressure balance tunnel boring machines (TBM) were deployed by the four different joint ventures. The project was initiated, managed and supervised by the owner, Transport Authority Qatar Rail.Phase two of the Doha Metro will start upon the completion of Phase One in 2019 (Qatar Vision 2030). The owner placed full faith in the manufacturer’s abilities to deliver equipment of high quality, state of the art standards within the given time frame. This paper focused on the manufacturer’s scope of delivery and on the supplier’s high standards of quality in production, logistics and services."

"Once the primary fuel source for the United States and the economic backbone for communities from Appalachia to Wyoming, coal has been on a steady decline since the mid 1990s, and is now at the center of political debate in the United States.The political spectrum of the United States is divided on the future of coal and its place in the energy sector. The coal mining industry and the communities that rely on coal have increasingly been pitted against forces that wish to regulate coal to the history books.In 2008, President Obama launched what many have called his war on coal, and during his eight years in office, he pushed through numerous pieces of regulations and legislation and that he said were aimed at reducing carbon emissions, but that others viewed as direct assaults on the domestic coal industry. Obama led the United States delegation to Paris to sign the Paris Accord in 2016, a 196-country agreement pledging that the United States would do its part to reduce carbon emissions. His administration also instituted clean air, power and water regulations that added extra environmental burdens to many industries, but perhaps none more so than the coal industry.In this month’s lead feature, “A study of U.S. coal mine closures since 1994” (page 18), the impact of the war on coal, and other factors, can be seen in text and figures. Author Jacob Brinkman and coauthors Jay Schafler and Catherine Johnson scoured the data of the U.S. Energy Information Administration (EIA) and the U.S. Mine Safety and Health Administration (MSHA) to show how coal production and mines have been impacted since 1994 and how the years 1994 to 2000 and 2008 to 2016 were particularly hard on the industry.For example, in 1994 there were 2,354 coal mines in the United States. Currently, there are 1,035 mines in operation.In 2016, then candidate Donald Trump promised to end the war on coal and to put coal miners back to work. In 2017, President Trump has followed up on those promises. He announced plans to withdraw the United States from the Paris Accord, signed an executive order designed to undo the Clean Power Plan put in place by President Obama, halted the research on the health effects of mountaintop removal coal mining, directed the U.S. Environmental Protection Agency (EPA) to revise the guidelines of waste water from power plants and has touted that more than 1,000 coal miners have returned to work since he was elected."

After an early career in Australia and Ghana, Harris moved to Peru in 1955 to join Cerro de Pasco Corp., owner of several mines with one of the most complex metallurgical operations in the world. "Mining companies have included quantifying uncertainty, or at least risk, as a requirement of project justification for many years. However, many times this process lags behind the traditional mine planning process and the results are rarely used to improve the plan. Nearly every parameter used in a mine plan is an estimate and the mine planning engineer should recognize, and even embrace, the inherent uncertainty in those parameters and its effect on their forecast results. While many of the uncertainties are beyond the scope of the traditional mine plan (e.g. global market uncertainty, socio-political uncertainty, environmental uncertainty), some uncertainties can, and should, be included in the mine planning process.Many mining engineers have incorporated techniques such as Monte Carlo Simulation or Discrete Element Simulation to understand the range of productivity that can be expected for an operation, but most still rely upon one estimated model for what is likely the critical component of technical uncertainty, the geologic resource. Modern geostatistical methods can provide multiple orebody realizations to provide a thorough unbiased picture of the geologic uncertainty. However, most traditional mine planning techniques are not formulated to allow for multiple (100-200) realizations of each material quality/grade parameter.Commercial software companies and research groups are progressing with development of tools that can incorporate geologic uncertainty, and even optimize extraction plans in the uncertain environment. Unfortunately, this author believes that a significant number of mining operations will not be able to adopt these techniques due to the computational requirements of the advanced techniques and the costs associated with implementing proprietary software. In an attempt to encourage mining engineers to embrace the inherent uncertainty in their mine plans, this article presents a cost-effective alternative that can be developed in-house, at any mine, to schedule mid- to long-term mine plans while continuously monitoring the uncertainty in the results. The aim of this article is that by demonstrating the usefulness of such a system, mining companies will encourage engineers, geologists and geostatisticians to find ways to incorporate this powerful data into their processes and procedures."

At that time the financial markets were on the verge of collapse and my presentation described the issues. Unfortunately I was correct, and global markets went into a steep nosedive, creating the largest economic downturn since the Great Depression.In hindsight, there were plenty of signs that this was coming. The Supercycle had created massive new wealth. This wealth was largely invested in the United States due to the country’s political stability and credit worthiness. In 2004, the large investment banks convinced the U.S. Securities Exchange Commission (SEC) to allow them to triple their borrowing leverage ratios. This made the banks more vulnerable to market volatility. The banks then lent money to NINJAS - people with no income, no job and no assets. Even worse was the fact that these unqualified home owners used adjusted-rate mortgages (ARMs) which they, of course, intended to refinance prior to interest rates rising. These mortgages were then bundled up by the banks and sold to investors as “safe” investment products. The money flowed into these products because the rating agencies gave these instruments high marks. These same agencies earned their fees from the very same banks seeking high ratings. (No conflict there). Private debt exploded and peaked out in 2008.These mortgage products were sold in an unregulated shadow banking system and the ARMs came due. Toxic mortgage default rates skyrocketed and the mortgage-backed securities collapsed in value. This house of cards had a negative feedback loop that accelerated the market crash and resulted in more than $1.5 trillion being lost in the securitization sector, a 47 percent decline in the Dow Jones Industrial Average, foreclosure rates skyrocketing and housing prices collapsing. The financial markets were in a nosedive."

There are more than 100 antimony minerals, although the sulfide mineral stibnite is the main one.Antimony enters the supply chain either as a result of mining (primary production) or recycling (secondary production). China has by far the largest antimony resources and is, as a result, the world’s center for antimony mine production. In 2016, it accounted for more than three quarters of the global mine supply out of a world production figure of 130 kt (143,000 st), according to the U.S. Geological Survey. The biggest, and most high-grade deposits are found in southern China, with the largest mines located in Hunan, Guangxi and Yunnan provinces. Tajikistan, Russia, Australia and Bolivia are the largest mine producers outside China. A new antimony project in Oman made progress in 2016, producing first metal in April 2016 in test facilities, and then ordered three furnaces for a 26 kt/a (28,600 stpy) antimony metal and oxide smelter that is due on stream in late 2017.Antimony ingot production is not as widespread as is antimony mine production, owing to the high levels of pollution that are associated with antimony smelting. It is for this reason that smelting has been largely confined to China and other Asian countries, where environmental legislation is less stringent.Antimony oxide production is undertaken on four continents with China being the biggest producer. There is also a considerable amount of oxide production in Europe — which relies on imported feedstock, mostly from China. Antimony also enters the supply chain through recycling. Lead containing antimony is produced in a number of countries, mainly in secondary lead smelters. Typically, a blast furnace charge containing used or discarded battery plates, type metal or bearing metal is reduced to lead bullion, which is refined in reverberatory furnaces and melting pots. In the main, the antimony recovered is consumed in metallurgical applications. China was the biggest secondary antimony producer in 2016, and accounted for 25 retardants and lead-acid batteries. Flame retardants accounted for roughly 50 percent of consumption in 2016 with batteries representing about 25 percent. Other end uses include plastics and heat stabilizers, ceramics and glass and a variety of metallurgical applications. Demand has been sluggish since the global financial crisis, mostly because key markets failed to recover strongly from the downturn, particularly in Europe."

"The mining industry suffers from a number of incorrect perceptions, one of which is that it is an outdated industry that has not changed for hundreds of years. But the truth of the matter is that mining is a vibrant, highly complex industry that not only employs highly skilled and educated professionals but is also often on the cutting edge of technology. It is an industry with projects that are ever-evolving and among the most challenging engineering feats in the world.Take for instance the U.S. 53 Highway Relocation project in Virginia, MN. While more of a civil engineering job than a traditional mining project, it is still a complex engineering challenge taking place in a mining environment that has called on the skills of eight state agencies, three federal agencies, a host of contractors and many consultants, including many from the local mining industry in the Iron Range of Minnesota.In 1960, the Minnesota Department of Transportation (MnDOT) constructed U.S, Highway 53 on a private easement owned by US Steel that cut across a massive taconite deposit. MnDOT constructed the highway with the agreement that if the highway needed to be moved to access the taconite deposit before 1987, US Steel would foot the bill. And if the move was required after 1987, the responsibility would fall to MnDOT. In 2010, MnDOT received the notice that the highway would have to move as property owner United Taconite planned to access the ore, setting in motion one of the greatest engineering challenges, and the highest risk project, in the history of the states’ transportation department.Pat Huston, U.S. Highway 53 Relocation project manager, opened the 90th SME Minnesota Section Conference in Duluth, MN on April 19 with a presentation about the project that includes 5 km (3.2 miles) of fourlane highway and a new 345-m (1,132-ft) bridge that will be the tallest in Minnesota when it is completed later this year.“This project was not business as usual,” Huston told the packed crowd. “Highway 53 connects Canada and the Iron Range to Duluth and Lake Superior. "The Pittsburgh Mining Research Division of the U.S. National Institute for Occupational Safety and Health (NIOSH) conducted underground evaluations in an attempt to quantify respirable rock dust generation when using untreated rock dust and rock dust treated with an anticaking additive. Using personal dust monitors, these evaluations measured respirable rock dust levels arising from a flinger-type application of rock dust on rib and roof surfaces. Rock dust with a majority of the respirable component removed was also applied in NIOSH’s Bruceton Experimental Mine using a bantam duster. The respirable dust measurements obtained downwind from both of these tests are presented and discussed. This testing did not measure miners’ exposure to respirable coal mine dust under acceptable mining practices, but indicates the need for effective continuous administrative controls to be exercised when rock dusting to minimize the measured amount of rock dust in the sampling device IntroductionTwo recent regulations have modified operators’ rock dusting schedules in order to meet compliance standards. First, the 80 percent incombustible requirement in intake entries has increased both on-section and out by the- section rock dusting. Secondly, the recent change to the respirable dust regulation has increased the number of respirable dust samples taken per sampling cycle. Previously, when only five samples were needed bimonthly, rock dusting could be scheduled to not interfere with the respirable dust sampling schedule.The significant number of samples now required under new regulations, combined with the need to maintain 80 percent total incombustible content in active mining areas, require the schedules for respirable dust sampling and rock dusting to overlap. Although rock dust is considered a nuisance dust in relation to U.S. Mine Safety and Health Administration (MSHA) sampling, these overlapping schedules raise concerns about the amount of rock dust that potentially is included in the sample. Additionally, the respirable dust maximum was lowered from 2.0 mg/m3 to 1.5 mg/m3 effective Aug. 1, 2016, increasing concern that rock dust contamination may be an issue (MSHA, 2016). Currently, the acceptable practice is to apply administrative controls such as keeping the miners upwind during rock dust application, or to schedule rock dusting during a maintenance shift when the number of miners present is lower."
