Unlike the first predicted deep-sea mining (DSM) boom 35 years, the public response to the re-emergent possibility of DSM is this time round is not entirely optimistic, with serious economic, social, and environmental concerns being voiced. In the intervening years, the troubling notion of the ‘resource curse’ has been popularized, whereby the economies of developing nations rich in natural resources (agriculture, minerals, and fuels), paradoxically appear to fare more poorly than their brethren who have fewer such resources. There have been a variety of explanations and counter-arguments regarding why the resource curse occurs, including how it can be ‘escaped’, and even some disagreement on whether it in fact does occur. Nevertheless, many commentators appear to agree that that the quality of governance is strongly implicated in the socioeconomic success, or failure, of these resource-dependent nations, and could indeed be the deciding factor. Unlike nations with diversified economies, the majority of the income from natural resource economies, in the form of royalties and rents, flows through national government; hence, good governance and fiscal management is of particular concern.

Recovery of gold from gold ores has been driven by the available technology and its configuration in the process plant flow sheet.Conventional practice in test work programs has the ore being ground fine (to 106 or 75 microns) to ensure liberation ahead of leaching or flotation. This paper identifies that, in many cases, gold and gold sulfide carriers will liberate and be recovered to a concentrate at much coarser sizes.There is an exponential increase in energy consumption relative to particle size reduction. This impact becomes extreme when comparing crushing a product to 1 mm against grinding to 75?microns.The resultant reduction in energy consumption when liberating and separating at 1 mm or coarser compared to grinding to 75 microns can be in the order of 15 kWh/t or 60 per cent of energy in the comminution circuit.Recovery of free gold and gold sulfide carriers by preconcentration (using continuous gravity devices such as the InLine Pressure Jig), combined with flotation of the fine gold and gold carriers, can result in significant power savings.There are multiple locations within the flow sheet that can be targeted using this process, including recovery in the cyclone underflow of existing plants, preconcentration ahead of the plant or complete greenfield, low-energy process plants designed from first principles based on data from a Gekko developed test work regime.We will describe the process of defining mineralogy in the laboratory and the decision-making process through to actual applications in the field.Several examples will be provided, including a South African Witwatersrand gold ore, several Australian gold ores and others, indicating the benefits of this process and where it has been brought to commercial reality.CITATION:Gray, A H, Davies, M and Theletsane, G, 2014. Randgold Resources’ Loulo-Gounkoto Complex is one of the largest gold mining operations in Mali, West Africa. The mine, which is situated on the western border with Senegal, treats more than 4 Mt/a of ore through a conventional three-stage crushing and ball milling circuit followed by a carbon-in-leach plant. Ore supply is achieved by a combination of open pit and underground mining, with the majority of the ore supply sourced from the Gara and Yalea underground mines situated approximately 2 km and 6 km respectively from the gold plant.In 2011, Randgold Resources commissioned Golder Associates to perform an evaluation study for providing structural backfill to both the Gara and Yalea underground mines using the current gold plant tailings. The test work performed as part of the evaluation study concluded the need for a tailings cycloning and dewatering facility capable of producing slurry at a solids concentration of 65 per cent with a particle size distribution that had minimum 25 per cent passing 20 µm and less than 5 per cent of -5 µm material. Tailings desliming was required to ensure a consistent feed quality to the paste preparation plants and to ensure that the system would be capable of handling variation in the feed composition from the gold plant.WorleyParsons, previously TWP Projects, was contracted by Randgold Resources to complete the engineering design for the slurry preparation plant, whilst Golder Associates was retained to complete the engineering design of the two paste preparation plants.This paper discusses the test work, design considerations and engineering design of the slurry preparation plant, termed the ‘intermediate plant’, as well as all ancillary facilities required for the delivery of the deslimed slurry to the paste preparation plants located at the two underground mines.CITATION:Swanepoel, M, du Toit, G and Gillot, P L, 2014. The Newmont Tanami Operations are located in the Northern Territory, approximately 550 km north-west of Alice Springs. The Granites process plant commenced operations in 1986 as a 300?000 t/a ball mill / carbon-in-leach (CIL) plant and has undergone numerous expansions between that time and the current day, with project-to-date gold production exceeding 6.5 Moz. Annual plant throughput has exceeded 2.8 Mt/a while processing a blend of open pit material and ore from the Callie Deeps underground mine, with annual gold production exceeding 400 koz. In 2013 the operation processed 1.8 Mt of underground ore for the production of 323 koz of gold.This paper reviews the operation and expansion of The Granites process plant since the mid to late 1980s with particular focus on the gravity gold recovery circuit. The Tanami ores contain significant levels of free gold, and gravity recovery has long been an integral component of the metal recovery process at the Granites plant. In the 1989 best-seller The 7 Habits of Highly Effective People, the author, Stephen Covey, highlights the importance of maintaining not only ‘production’, but also, ‘production capacity’. When operating a modern flotation concentrator, production is often measured in terms of concentrate tonnage, tonnes milled and plant utilisation. There are very few metrics that focus directly on flotation equipment condition in relation to performance, which is analogous to Covey’s production capacity principal. It is evident on many mine sites that flotation equipment condition is not monitored on a proactive basis and that the prevailing culture is to wait for a failure, before addressing an issue.This paper discusses examples of how poor equipment condition can lead to production loss through poor metallurgical performance. Actual examples are given where these problems have occurred in operating plants. Opportunities to improve mill operations are often cited by mining companies and recognised in many concentrators spread throughout the world but are not always followed through. Copper-molybdenum concentrator operations are challenged by a continuously increasing list of detrimental factors. They include deteriorating ore characteristics and poor mineralogical information on deeper ores, water quality and availability, steel wear and increasing power costs. Rapidly declining productivity, sustainability and environmental factors, new taxes, mining industry global skill set shortages, to name but a few, must also be considered. The days of maximising value by just increasing production or simple cost cutting are fading and will not be sufficient for the future of more complex mineral processing operations and larger plants. As a result, FLSmidth’s Global Process Technology Group has launched a plant and process optimisation program based on mineralogical and metallurgical surveys.Copper-molybdenum concentrators of the future need a paradigm shift. Modelling and simulation tools alone are not the answer to complex mineralogical associations and larger scale equipment and operations. Detailed area by area review aimed at identifying process constraints in terms of equipment and operating practice in conjunction with robust diagnostic work, ie mineralogical and metallurgical characterisation, are mandatory for process optimisation. The navigational beacon, for all operations who want to remain competitive, will be ‘process efficiency’. Since the use of automated mineral analysers has become more readily available and reliable, mineralogical-metallurgical plant surveys have proven themselves as the most efficient tool for optimising plant performance.The following paper will illustrate how operations can move toward eliminating under-performing flow sheets, fixing run-away flotation conditions, maximising individual process equipment performance, preventing shortcuts in Bond work index testing which may cause the failure of comminution models and minimising costly and time-consuming ‘debottlenecking’. As previous plant surveys have shown, the net project cash flow can be increased by 50 to 200 per cent if a combination of robust ore characterisation and plant process mineralogy is performed. The combined plant survey approach has been demonstrated successfully in a multitude of operations. In an environment of decreasing ore grade, increasing costs and uncertainty with respect to commodity prices, the industry could benefit from evaluating alternative technologies and innovative circuit configurations. The flexible circuit approach suggests that the design of grinding circuits can be adapted to changes in feed properties and economic conditions. Advances in modelling and simulation are enabling metallurgists to predict the performance of more complex circuit configurations with increased confidence. Ore variability information and processing costs may be used as modelling inputs to determine the optimum processing conditions at a given time. A case study has been completed demonstrating the value of combining a flexible circuit with a model-based optimisation of the process. Ore properties and equipment performance data obtained in operating plants have been used to model and simulate flexible circuit configurations.This paper explores strategies to introduce flexibility to existing circuit configurations when processing ores with high variability. Multicomponent models incorporated in the model developers’ kit (MDK) allow the simulation of more complex and flexible circuits. This capability enables demonstration of the potential to enhance metal production through adapting processing routes according to the ore type being processed. Treating an ore blend from five different deposits at Newgold’s Peak Gold Mine (PGM) has always been a challenge due to the inherent variability between each of the orebodies.Operating the processing plant at PGM with a ‘normal’ level of process control and a good operations and metallurgical team has allowed the processing plant to achieve above the name plate design at 102 t/h and recoveries in the order of 92.8 per cent for gold and 88.4 per cent for copper.With a company value and culture of striving for continuous improvement, PGM implemented the Manta Cube® system, an advanced process control system, for the semi-autogenous grinding (SAG) mill, gold leach circuit and tailings thickener over a 12-month period throughout 2012 and 2013.The overall benefits of implementing the Manta Cube® system has led to an increase in mill throughput of at least two per cent, improved SAG mill liner life, a ten per cent decrease in cyanide consumption and a reduction in flocculant of at least 30 per cent with no detriment to the gold and copper recoveries.The entire project had a payback period of less than two months, and the combined benefits resulted in an overall increase in revenue of at least $5 million per annum. Andean countries (Chile, Peru, Bolivia and Argentina) have 42 semi-autogenous mills (SAG) in operation and there are more than 30 projects in the pipeline that consider SAG mills. At the end of the next decade, the total amount of SAG mills in this area will likely be close to 100.There is a lot of reliable operational information collected by JRI Ingenieria Sociedad Anonima, the author’s engineering company, for more than 20 years and processed by statistical software, to be used as a reference for design basis of future projects or to improve operations by comparison. JRI Ingenieria Sociedad Anonima has reliable information related to the performance of more than 50 per cent of the Andean SAG plants.The paper presented considers a set of graphs that summarise the collected and verified SAG plants technical data. "Lucky Strike and Menez Gwen are two hydrothermally active sites located along the border of the Azorean plateau, southwest of the Azores islands where the alteration processes affecting basaltic rocks are prominent (Costa et al., 2003). Here we report on a slabby brecciated rock, abundant at both Lucky Strike and Menez Gwen, composed mainly of basaltic fragments cemented by hydrothermal precipitates from warm fluid circulation system. Research reveals that hydrothermal alteration takes place mainly by replacement processes, in which silicification is dominant (Costa et al., 1997 and Costa, 2014).Petrographic observations, including scanning electron microscopy (SEM), microprobe analysis, and mass balance studies made on basaltic fragments within the breccia show that silicification is one of the main processes resulting from hydrothermal fluid circulation. This alteration process leads to complete replacement by silica, in extreme cases, forming an impermeable cap that may contribute to the formation of sub-seafloor sulphide deposits, including examples in the geological past."

Installation of flotation equipment is a lengthy and intricate process involving conceptual design, detailed design and layout, equipment installation, equipment commissioning and handover prior to the plant commencing operation. During these steps, mistakes are often made that lead to increased costs and/or schedule delays in bringing the new equipment online.This paper presents a series of recommendations for the installation and commissioning of flotation equipment to minimise mistakes and ensure that plant production commences efficiently with a minimum of resources. The advice herein is based on lessons learnt from recent flotation equipment commissioning. Large metallurgical complexes are substantial users of energy, water and assets. To improve the effectiveness of energy and assets the quality of the data and events become paramount for real-time operational management. A lack of resources at the local operations and at the enterprise makes it impossible to process the sea of information and many projects have failed. As such, a novel approach for implementation of continuous improvements at the local level and innovations at the strategic level was implemented at all operating plants at Anglo American Platinum. Sixteen concentrators, three smelters and two refinery process systems were integrated to scale the information for manufacturing services at the local and enterprise level. The new capability of an enterprise real-time monitoring and diagnosis software infrastructure was available to implement many business strategies in tandem. Mineral and metallurgical processing knowledge is used to simplify the implementation of the data model. As such, asset monitoring, energy, production and process control management were implemented in an integrated approach reusing the same data but with different context and time horizons to have a standard methodology for local root cause analysis. This paper will highlight a sustainability management approach to change and empower the local and strategic team to collaborate using a new approach for adaptive reporting and condition-based event management and notifications. The results based on the integrated and collaborative team efforts will be presented. In most instances, the application of high-chrome grinding media results in an increase in the recovery of the valuable mineral(s). The authors have published data from a number of plant-based case studies, which indicate that it is not unreasonable to expect a recovery increase in the vicinity of 1.5 to 2.0 per cent for a copper ore. It is of interest to understand where the increase in recovery is coming from. That is, is the additional copper recovery the result of improved fine particle flotation or is it due to an improvement across all size fractions?This paper aims to answer this question. Laboratory flotation tests were completed using forged steel and a high-chrome alloy on a volcanogenic massive sulfide copper ore. The unsized data indicated that the application of high-chrome grinding media to this ore resulted in an improvement in both copper recovery and copper concentrate grade. A detailed kinetic analysis of both the copper sulfide and gangue minerals was completed that clearly shows that the change to a more inert grinding media produced significant increases in the flotation rate constants (both fast and slow) across all size fractions. It is also possible to observe that the change in pulp chemistry has resulted in a decrease in the flotation kinetics of the -20 micron pyrite, while the coarse pyrite recoveries have increased, presumably because of an increase in the flotation of the chalcopyrite/pyrite composite particles.CITATION:Greet, C J, Jacques, S and Kinal, J, 2014. "Earth provides natural resources, such as fossil fuels and minerals that are vital for human life. As the global demand grows, especially for strategic minerals, commodity prices rapidly rise. Thus there is an identifiable risk of increasing supply shortage for minerals. Hence a major element in a long-term economic strategy must be, to ensure security of supply for these strategic minerals. In this rapidly changing global economic landscape, deep sea mining has gone from a distant possibility to a likely reality within just a decade.Although deep sea minerals extraction was investigated in the 1970’s, it was abandoned because of changing commodity economics, advances in on-land exploration techniques, growing concern on environmental impact, and political and legal aspects with regard to ownership issues. The developmental data from those days, if still available, are not adequate to allow engineering and building of an integral system for extraction of deep sea minerals without additional R&D work. Thus, deep sea mining is yet to attain a Technology Readiness Level (TRL) sufficient to successfully undertake deep sea mining operations, from resource discovery to resource assessment and to resource exploitation [Blue Mining, 2014]."

Site-based case studies (including data collected from industrial surveys) and their application in evaluating circuit performance, have a significant role in developing reliable process models. Such models are useful to both plant metallurgists and researchers. Appropriate process models enable the plant metallurgist to assess the impact of different operational parameters on the overall circuit performance. They also provide the researcher with a detailed understanding of process behaviour in response to changes in ore characteristics and process conditions (ie plant throughput, ore competence, ore type). Thus enabling the identification of effective operating factors, and allowing them to be ranked in order of their influence on the process response, which eventually develops into a process control tool in the hands of plant operators.The above approach has been developed and applied at the Julius Kruttschnitt Mineral Research Centre (JKMRC) separately for both comminution and flotation processes. In recent years, the JKMRC has attempted an integrated approach by developing process models that incorporate the impact of upstream processes on downstream processes. This is not possible using the traditional approach of separate comminution and flotation surveys, so conducting integrated plant surveys is crucial for success in developing integrated process models. This paper summarises industrial experience gained while conducting such an integrated plant survey at Glencore’s Ernest Henry Mining operation near Cloncurry in north Queensland. An appropriate approach should be taken to enable the alignment of different requirements from different processes during the plant survey. The mining industry uses many types of mineral and metallurgical plants to produce saleable product from ore mined. Plant design history has left current operations with a mixture of manual operation and various forms of automated process controls. Consequently, we typically see high-variability in the continuous operations together with a shortfall in the attainment of full capacity or higher utilisation of consumables.At a level of best practice, ‘operational performance excellence’ focuses on process control, using automation and control systems to deliver process optimisation. This more sophisticated delivery is a great deal more difficult than the first stage of equipment selection/installation. It includes the appropriate selection of the right instrumentation and control system, key process knowledge, individuals with a solid control engineering background/experience and the essential backing/support of the operations management team together leading to higher-value delivery. Robust solutions can be realised, considerably minimising process variation, thus leading to process optimisation. This approach results in an easier, efficient and safer process while providing considerable returns for the plant owners.How variable are your processes, and do you maintain optimised process performance with dedicated resources, modern instrumentation, ‘best practice’ control systems and performance monitoring tools? In 2013, Rio Tinto Iron Ore (RTIO) produced 251 Mt from 15 mines in Western Australia. Throughout the mines, Ore Reserve models are used for long-term and medium-term mine planning. Grade control data aids the accuracy of short-term planning. Reconciliation of models with grade control data is important for maintaining confidence in predictions from the models, understanding the limitations of the models, and identifying issues that may require further work.There are a large number of sites and models, with more than 200 professionals involved in different parts of the reconciliation process. Regular meetings of all involved and enabling effective communication are important in the reconciliation process.Reconciliation data is gathered and processed through a web-based system; Grade Block Reconciliation System. This system cuts each grade block against the required model, stores the results, and allows users to view and analyse the data. Development of this system has occurred over a number of years and all Rio Tinto Iron Ore mine geologists and resource geologists now use it as standard to report reconciliation results. The results can be viewed in many ways including by different time periods or benches. Graphing the results assists identification of trends. Centralising and standardising reconciliation has allowed easier comparison between sites. Flexibility in the system allows users to customise reports to manage issues unique to their particular site.In parallel with system development, substantial effort has been put into ensuring mining professionals get together to discuss and understand reconciliation issues. To facilitate this there are now regular sessions, including site visits. Issues are assessed on a case-by-case basis and decisions on how best to address the issues are made by the relevant stakeholders. Ore definition for final stope planning is often a challenging prospect in underground (UG) gold mines which exhibit high geological and grade variability. Unlike the grade control (GC) scenario in an open pit (OP), the ability for the mining geologist to plan a sampling campaign which effectively characterises the underlying mineralisation is fraught with difficulty. UG sampling patterns are strongly clustered and typically not dense enough to characterise the spatial and statistical properties. Very commonly, sample volumes are not large enough to provide a reliable grade estimate of the surrounding rock. These factors critically affect our ability to accurately map out ore positions and estimate metal quantities.At Sunrise Dam, traditional UG sampling and modelling techniques have proven to be an unreliable strategy for successful stope planning and extraction. The problem was first observed during the final cut-back in the open pit for which the mineral resource model was constructed from UG diamond drilling. Open Pit grade control reconciliations were strongly positive for both tonnage and grade compared to the resource model. Underground workings missed significant quantities of ore which was laterally defined by open pit reverse circulation (RC) GC drilling. Upon examination it was realised that the cause of the problem was one of inadequate sample density and sample support, the implications of which potentially affected the entire UG mine.As part of a broader study into underground grade control procedures, detailed reconciliation of initial stope production from the GQ domain also pointed to inadequate sampling as a major constraint to effective grade control and reserve conversion.To overcome this deficiency, dense 115 mm wet RC grade control drilling and conditional simulation modelling has been successfully implemented with the intent to replicate the grade control process in the open pit. The increase in sample density and sample volume has proven to be a very effective tool for mapping out highly complex mineralisation. There is much debate on the Competent Persons qualifying criteria for providing classified resource estimates for public reporting. The CRIRSCO family of codes including the JORC Code, SAMREC, PERC and NI43–101, require Competent Persons to have at least five years ‘relevant’ experience and belong to professional bodies. These codes provide further, albeit vague, guidelines to assist individuals with their personal decision to take on the mantle of ‘Competent Person’. There is a risk, however, that these qualifying criteria can result in ill-prepared Competent Persons whose actions and recommendations would undermine their own reputation and that of the organisations that employ them; the integrity of the profession and the principles based reporting systems; as well as the stability of stock markets that rely on these estimates.Based on doctoral study on the development of professional competency within the mining industry, this paper presents an evaluation of the suitability of the current qualifying criteria as well as an analysis of alternative criteria. The research included a series of interviews with industry experts and an online survey of resource geologists. Semi-structured interviews provided a sense of experts’ expectations and interpretation of the current definition of ‘Competent Person’. The comprehensive online survey included a self-assessment, a series of situational questions designed to evaluate responses to typical resource geology scenarios and a set of open-ended questions relating to factors contributing to competency development.A summary of the data analysis, interpretation of the results and a set of recommendations for revised ‘Competent Person’ qualifying criteria are presented. This paper contributes to the conversation on what makes a person suitably qualified to report classified resource estimates and provides practical targets that can be used in the professional development of resource geologists.CITATION:Coombes, J, 2014. The principles of three-dimensional geological modelling are well understood and routinely used. Sample data is collated and geostatistical tools used to ensure that sample data is suitable for its end use, which is typically a block model that is appropriate for mine planning. What has become increasingly apparent is that physical rock properties and geotechnical parameters need to be incorporated into the three-dimensional geological model to create an integrated mine model.The approach to the collection of geotechnical information is not as highly prescribed and controlled as collection of geological data. Commonly, the geotechnical data set is incomplete and inconsistent, with little consideration of what the end use will be by those collecting the data, or how the geotechnical data might relate to the geological data. In some cases, specific geotechnical investigation programs are completed, yet correlation between those programs and previously collected data is rarely undertaken to the same level of diligence as found in the geology field.There are some obstacles that need to be considered when attempting to incorporate geological parameters, such as grade, lithology, and geological domains with geotechnical information such as rock quality designation (RQD), rock mass rating (RMR), rock strength, and geotechnical domains into the same three-dimensional block model. Interpolation or geostatistical estimation methods used for grade estimates might not be appropriate for many components in rock characterisation, particularly search geometries. A number of examples are provided to illustrate issues underlying some of the data collection procedures, and their effects on three-dimensional geotechnical modelling.The example presented attempts to highlight generally observed shortcomings in the collection of geotechnical information, parameters which need to be considered when combining geological and geotechnical data into the same model, and the benefits of having a combined block model from the beginning of a project.CITATION:Zunica, K and Penney, A R, 2014.
