Corus Umuiden, formerly Hoogovens, was the first steel plant in Europe after Voest to introduce oxygen steelmaking. In the decision-making process contacts with Dofasco in Canada about the production of formability steel grades were crucial. In developing oxygen (LD-) steelmaking high liquid steel output rates had to be combined with accurate process control. For ingot casting static models with input control and sampling during interrupted blowing were sufficient to deliver liquid steel within the required carbon, phosphorus, sulphur and temperature windows. Computers were introduced to perform the complicated charge calculations. Continuous casting called for strict control of composition and temperature at process end point and made predictable timing crucial. Dynamic control was introduced based upon sub lance measurements and waste gas analysis. Reliable disposable measurement sensors were developed in a concerted international action. Dissolved oxygen at blow end deteriorated the quality of low carbon aluminium killed steel grades. Blowing gases through the converter bottom improved process kinetics, resulting in lower carbon-oxygen products, yield increase and better phosphorus removal and generated new families of hybrid blowing processes. Introduction of secondary metallurgy facilities such as argon stirring stations, vacuum degassers and ladle furnaces relieved the demands for strict BOF end point control. Desulphurisation of hot metal became standard practice. In regions with scrap shortage hot metal desiliconisation followed by dephosphorisation, was introduced in the blast furnace cast house and hot metal transfer ladles. Later redundant converter vessels were used for pre-treatment, resulting in a two-stage process. The fundamentals of oxygen steelmaking are described and a vision on the future is presented.

Although environmental and sustainable development reporting has now become widespread in the Australian mining and minerals processing sector, there remains a great deal of diversity in reporting contents and practice. Moreover concerns remain about the effectiveness of reporting for delivering the companyÆs business case for sustainable development as well as for communicating sustainable development performance to a range of external stakeholders. This paper therefore reviews the status of sustainable development reporting in the Australian minerals processing industry. Pertinent international and national developments are briefly captured, leading to a discussion of the framework for integrating sustainable development reporting with sustainable development management (as proposed by the World Business Council for Sustainable Development). This leads to a discussion of the results of a comparative review of sustainable development reports of a cross-section of eight Australian resource companies. Best practice elements are highlighted in regard to reporting on company context, governance, performance and assurance.

Extensive gold mining activity û dominantly alluvial û has taken place in the Sofala-Wattle Flat district since the 1850s.This work will have located most, if not all, of the visible sources for the gold in current stream systems.Also, there are many gold bearing elevated Tertiary alluvial terraces in the district which may confuse possible gold signals from primary hard rock sources in the streams.Associated element signatures eg As and other chalcophiles, will discriminate non-alluvial signatures but will not necessarily distinguish non gold bearing mineralisation.Both trace elements and conventional gold analyses will dominantly re-identify known occurrences. Conventional BCL sampling is considered misleading as experience from the Oberon area to the south of Sofala demonstrated that BCL sampling was very sensitive û perhaps too sensitive.All occurrences û major or minor û of gold will be detected (Gatehouse, 1992). To improve on BCL sampling, a small, -120# sample with selective duplication was recommended to screen coarse-grained gold anomalism and a program of sampling covering an area thought to be prospective was enacted.Samples returning anomalous Au were analysed in duplicate and if the results demonstrated reproducibility, indicating fine gold only, the sample site was assigned a high priority.It was found that most of the reproducible samples clustered in one area û Spring Gully. The results of this sampling program led to immediate identification and, ultimately, the successful delineation of the Spring Gully gold deposit near Wattle Flat.

Mining and mineral processing makes a vital contribution to AustraliaÆs national export income, and our society today is critically dependent on its products. Despite the importance of this industry, its operations often come under scrutiny because of its high potential impact on local environments û both social and ecological. The challenge for the minerals industry today is to make the most responsible and best possible use of the national resource base, maximising overall resource utilisation.Research efforts and industry implementation of improvements have been moving in this direction for a considerable time already, and the industry has a long history of process innovation and improvement in Australia. Examples range from the early development of gold cyanidation and mineral flotation to more recent work undertaken under the auspices of AMIRA or through the various CRCs and research organisations such as the AJ Parker CRC for Hydrometallurgy, the Cooperative Research Centre for Mining Technology and Equipment and the Julius Kruttschnitt Mineral Research Centre.However, the nature of research and innovation in the mining and mineral processing sector is changing, as the industry itself copes with the pressures introduced by globalisation, industry consolidation and commodity price cycles. Large firms that have historically maintained a tradition of corporate technology and a culture of innovation are moving to outsource their technological and research competencies and are adopting æfast-followerÆ mentalities. At the same time, the challenges of sustainable development that need to be addressed are many-faceted, multidisciplinary, and require a holistic approach for significant achievements to be realised. Many sustainability issues, particularly those pertaining to environmental and safety issues, are shared across large sections of the minerals industry, and are seen as æindustryÆ problems beyond the scope of a single company.In this environment, collaborative research efforts are becoming the dominant mechanisms for building on past innovations and ensuring the continued success of the mining and mineral processing industries within a framework of sustainable development.

One of the more difficult topics to address concerns the effects of vibration on historic structures. Not only blast induced vibration, but also vibration from other transient and semi-continuous sources like, traffic, human activity, and environment forces. A common question might be, “What level of blast-re l a ted PPV is considered safe?” A review of some of the papers available from the ISEE Explosives Reference Database on CD ROM shows that 0.50 inch per second was often used. It was not clear on what basis this value was selected except that it represents the low frequency limit for plaster developed by the United States Bureau of Mines in RI 8507. In another case, a limit of 0.20 inch per second was mentioned, apparently simply because it was ten times less than 2.00 inches per second.

In 1996, the Dominican Republic operation of Falconbridge (Falcondo) developed a 5-year Process Control Plan in conjunction with the corporate Process Control group located in Sudbury, Ontario, Canada. This plan was further refined into an analysis of the areas of the highest potential economic return for the company with the reduction shaft furnace operation being the most promising. Historically, the reduction plant, which comprises 12 shaft furnaces, has been the bottleneck of ferronickel production. Since 1996 there has been a history of control development, and the current status is that all 12 furnaces are using advanced model-based multi- variable predictive control. The combination of advanced process control (APC), improved control system performance and improved process information management has resulted in an increased throughput of 6% per shaft furnace and a reduction in operating costs of 4.5 US cent/lb of Ni. A study was undertaken to investigate the relationship between the quantity and value of economic demonstrated resources discovered for 12 mineral commodities over a ten year period and the expenditure required to yield such mineable resources. The results showed that for every dollar spent on exploration, there is an apparent in-ground average value of around $54 dollars contained in the economic resources found. While this appears to be a satisfactory return, it should be remembered that more than 99.9% of exploration programs are judged to be failures because a viable ore body or mineral deposit was not proved up. What is behind this seeming paradox?   The fundamental truth behind mineral exploration is the fact that the more you explore, the more you find, and that one success will often lead to further discoveries. It appears that one rich and viable deposit creates such surplus that its inherent high value ('the pot of gold') makes up for all the failures. In short, mineral exploration is a high risk business with uncertain returns. However, with skill, enthusiasm, experience and venture capital, it can yield larger than normal returns for the brave and the fortunate.   Analysis of exploration expenditure and economic resources discovered for the period 1987 to 1996 revealed that the apparent in-ground value of economic ore discovered per dollar of exploration expenditure varied from a high of $429 for iron ore and $261 for bauxite to a low of $22 for gold and for lead, and $5 per dollar of diamond exploration expenditure. Preliminary conclusions drawn on the reasons for the variations observed include the inherent ease or difficulty of discovery for different mineral commodities which may in some cases, relate to the natural prospectivity of Australia as a whole. Layered deposits like iron ore and bauxite appear to yield higher in-ground value returns on the exploration dollar. To some explorationists, this may be considered as seemingly obvious, but it may have more to do with very large-exploration tenement grants pursued by various Australian State Governments in the early 1950s and 1960s than the apparent ease of delineating a stratabound deposit.   Despite the apparent relatively low in-ground value produced by the gold exploration dollar of $22, the 5660 tonnes of gold discovered in this ten year period was worth $9.1 billion and representing over a quarter of the new mineral wealth created in the ten years to 1996. This contribution, along with that from the other minerals discovered over the period, led to a significant boost to Australia's export income and standard of living.   It is concluded that, given the nexus between the amount of mineral exploration expenditure and the quantity of new resources likely to be discovered, this knowledge may help policy makers seek to influence the rate of resource discovery in countries like Australia for the benefit of the nation.

The Epithermal and Mesothermal Gold Prospectivity modelling projects carried out by Crown Minerals provided explorers in New Zealand with a new compilation of historical exploration data combined with new geological information from the GNS QMap 1:250,000 scale mapping project. These data were used to produce predictive mineral potential maps for gold mineralisation in New Zealand. The aim of these projects, to stimulate mineral exploration and investment in exploration, has been successful with eight new companies acquiring new tenement positions and committing significant exploration expenditure to exploring in New Zealand in the coming years. The projects were done at a national scale and consequently not all exploration data were compiled into the prospectivity models. Several of the new companies recognised the value of the prospectivity modelling work and committed exploration funds to continue the modelling process. They recognised a need to compile the remaining data and run the models again to allow detailed exploration targeting. Detailed data compilations including digitising historic exploration stream sediment sample, rock chip sample, soil sample and drilling data has been completed. New models have been completed in Otago for mesothermal gold mineralisation and in the Coromandel and Northland for epithermal gold. The new models have been compared with the original regional scale models and used to target prospect scale exploration. This work has allowed exploration models for epithermal and mesothermal mineralisation in New Zealand to be refined. More importantly this work has identified significant areas with potential to host gold mineralisation with little or no systematic geochemical data including soil sampling or drilling. Exploration work programs have been designed to acquire these missing data and exploration funds have now been committed to test the areas highlighted by the prospectivity modelling. In summary, the Epithermal and Mesothermal Gold Prospectivity modelling work has successfully attracted new investment and ideas to the exploration scene in New Zealand. The projects had an estimated cost of NA$250 000 and will in the next two years, just through exploration expenditure, attract more than NZ$10 M in investment. If a mine is discovered the return on investment will be considerably greater.

The ability to design a beneficiation process for a new orebody based on particular feed characteristics is a powerful and practical tool. A new technique has been developed where beneficiation outcomes can be calculated by combining feed size-by-size chemical analysis, mineralogy, liberation and particle characteristics with a series of simple theoretical unit separation models rather than a simple mass balance approach or an exhaustive beneficiation test program. The new technique provides the ability to rapidly identify ore types that have the potential to meet product specifications whilst also rejecting others that will not meet specification even if a perfect separation was achieved. Beyond the broad scale decision making process, practical mineral separation curves from actual plant data can be used to more closely simulate the proposed process. This approach reduces the amount of laboratory and pilot plant work necessary by targeting what process stages will be required, increases early rejection of uneconomic options, identifies problematic ore types or unit operations and is a step towards estimation of final grade and recoveries achievable in potential circuit configurations.

The need to better understand and develop strategies to improve instantaneous shovel productivity at the Cadia Hill Open Pit Mine (CHM) instigated the development of the æShot to ShovelÆ project. This project has involved the implementation of a drill and blast (D&B) information management system to capture current and future experience. Equally important has been the manual monitoring of shovel productivity and direct use and analysis of high precision GPS and productivity data logged by ModularÆs Dispatch System. The analysis of this type of data was facilitated with the application of GIS based software (ie MapInfo). This has shown to be a powerful medium to display, interpret and assess this type of spatial information on a blast-by-blast basis. Cadia HillÆs well-defined D&B processes supplemented with the application of the above systems are providing a unique capability to assess and better understand the impact of both muckpile conditions and operator proficiency on instantaneous loading productivity. This is facilitating the definition of appropriate optimisation strategies in both drilling and blasting and operator proficiency training. This paper gives a summary of the work conducted in the æShot to ShovelÆ project, describes the engineering tools being implemented and discusses preliminary findings and their practical implications.

In the bench blasting, the realisation of an economic, and safe blasting is only possible with a reliable blasting design on condition that considering all sequential activities such as drillingblasting, excavation-loading, haulage, crushing (especially primer crushing). Here what we mean with a good, and reliable design is that ensures an almost displaced, adequately swelled muckpile with desired fragmentation degree for the loaders effectivity, and succesive usage. Meanwhile it must also has no environmental problems such as ground vibration, air blast, and rock flyings, or at least these matters have to be minimised. Two main parameters which have generally being questioned to achieve a safe and economic design on any rock conditions, are specific charge, and burden. In the condition of determining these elements, the other blasting parameters could be calculated according to them, and the blasting design could be completed. Within the scope of this study, it was aimed to determine the optimal blasting conditions of gypsum which is major rock unit of overburden at Sivas Celestine open pit mine. First of all, the engineering (mass, and material) and digging difficulty classifications of gypsum were done according to the current classification systems by using the results of field and laboratory studies. Then the blasting system which was being used on all rock units, was considered, and the necessary data were obtained. After previewing the site properties, predesigns were done, and applied by adopting Langefors design model. The necessary adjustments were done before, during, and after the shots, and the applications were observed. In order to determine, and record the data from each shots properly, a practical form was developed, and all data were transfered to these forms which give information about the blasting results such as muckpile displacement, and height, average particle size, back break, and rock fly existence, number of boulders etc. The blasting parameters such as burden, hole diameter, hole inclination, the amount and position of primers, bench height, delay sequence, and blasting geometry were considered for the iteration of each shots. During the applications, ANFO, gelatine dynamite, and electric delay detonators were used as explosives.

The intent of this manual is to provide guidelines for inspectors of drilled shaft construction otherwise referred to as drilled piers, caissons or bored piles. It should also be helpful to train beginning geotechnical engineers with limited first hand experience or for geotechnical engineers who are training inspectors. It is expected that the general guidelines and procedures described here will be supplemented by local geotechnical engineers working in a particular region based on local practice and experience. Since drilled shaft construction procedures vary widely based on local geology and size of project, an all-inclusive manual is not considered practical. This manual focuses on traditional topside inspection for routine drilled shaft construction. Other inspection and evaluation methods that rely on electronic equipment are available, but these methods require extensive training and experience in the interpretation of results. These more sophisticated methods of drilled shaft inspection and evaluation are common in construction, but they are usually provided by specialty subconsultants. The subconsultant will typically submit a report for each shaft, which will be reviewed by the geotechnical engineer. Other manuals are available to describe the electronic methods of drilled shaft inspection.

In the construction field and to a lesser degree in mining, flagman are often necessary to move traffic and or pedestrians through work zones. Everyone readily recognizes that they are essential for the safety of the general public and the employees on the job. What is not often considered is the safety of the flagmen themselves. Actually, let’s call these employees “flaggers” recognizing the fact that there are as many women as men doing this job. The first problem we need to overcome is the misperception that flagging is a low skill function that can be done by any untrained employee. The reality is that the flagger works in a very hazardous position with serious responsibility for the safety of his fellow employees and the public at large. And to do this job properly re q u i re s that the flagger receive sufficient training before being sent out to the highway. It is also necessary to convince the flagger of the value and importance of their job in order to motivate them to do a professional job.testing, documentation of both, and accurate re c o rdkeeping are key aspects of HM126F. Of course, training and documentation requirements will vary depending on the type of operation involved, and there may be some differences in the application of requirements depending on your jursdiction. Nonetheless, failure to train and properly document such training can result in heavy fines and/or penalties.

Good Morning. Thank you for your kind welcome, Lyle and thank you for having me here today. I spoke at the fall meeting of the Utah state RMCMI in Price and it's nice to be invited back. I can see by the program that you have two great days of interesting and informative meetings, including the mine rescue team exhibition and the safety recognition award presentations. As you all know, I am here standing in for Dave Lauriski, who is in China with Secretary of Labor Chao. As you also know, Utah is near and dear to his heart - and so is the Rocky Mountain Coal Mining Institute. I want to assure you Dave would be here if it were at all possible. But it is my good fortune that I could come in his place. We have made great progress as an Agency thanks to the hard work and dedication of MSHA's employees. But we are always looking for new ways to solve problems and continue to send more miners home safe and healthy every day. And we have been working on some great ways to do that, including thinking strategically. During my presentation today I'm going to talk about where the Agency is in terms of our transformation to the MSHA of the 21st century, a little bit about how we got to be where we are, and then describe our roadmap to the future state. And I'm going to focus on the significance of our plan and the planning process to demonstrate the implication for the mining industry. Former President Dwight Eisenhower once said, "In preparing for battle I have always found that plans are useless, but planning is indispensable." Now I do like Ike, but I would have to take exception to the first part of the sentence. I have found plans and the planning process to be indispensable - the plan to give me a roadmap to my goal, and the process to focus me on the steps I must take to get there. We all know that having a strategic plan makes the difference between success and failure. We've seen it time and time again, in business, in our lives - and in government: Having a strategic plan is crucial to success. And the process of making the strategic plan is crucial to its success. Putting together a workable strategic plan - a good roadmap - that will successfully lead you to your goals requires a thorough, careful process that takes into account each factor that you may encounter along your way to success, as well as those with whom you will travel. In order to talk about our current plan I want to take you back to three years ago, when Dave Lauriski went to Washington to lead MSHA. He knew that change was in the air. The "Pile Prediction Event" at the ASCE GeoInstitute's Deep Foundation Conference in February 2002 involved prediction of drivability and capacity of three 14m long, 324mm diameter, closed-toe pipe piles driven into loose to compact fine sand to slightly silty sand. Predictors were provided the results of two soil borings and three cone penetrometer tests, as well as type and model of hammer to be used for the pile driving. A total of 33 persons submitted predictions. As to penetration resistance distribution, many predictions were far below actually observed values. As to capacity in compression, the predicted values ranged from 270KN through 2,340KN with a mean of 1,070KN. As to capacity in tension, the predicted values ranged from 100KN through 1,650KN. The maximum load applied to the compression pile in the static loading test was 1,25OKN, at which no more reaction load was available. The reaction system for the tension test failed early in the test. CAPWAP analysis on End-of-Driving blows showed capacities at the end of the driving for the push and pull piles of 670KN, and 710KN, respectively. No restrike tests were made. Additional CPT soundings indicate that the pile driving had densified the soil. Static analysis and calculations from the CPT indicated that capacities ranged from 1,000KN through 2,000KN. The paper presents the data and discusses the various methods of determining pile capacity and addresses influence of set-up Lessons useful for future similar events are indicated.

Electronic detonators have been commercially available to the mining industry worldwide for over ten years. It is estimated that total cumulative global sales will have reached 25 million units by the time of the Conference in February 2004. This is below 0.2% of all detonator types sold during this period. Perhaps 20 million will have been used underground in South African gold, diamond and platinum mines. These will have been produced by South African companies, in South Africa for South African customers. Here efforts have met with greater success and in 2003 fully 5 million, or 3% of local detonators sold, could be of an electronic type. However, it is estimated that about US$7.00 (R50.00) has been expended on R & D, manufacturing facilities and marketing, for each unit so far sold. Large sums of money continue to be spent. Despite the apparent success in South Africa, is it justified? Electronic initiation systems have not produced significant technical benefits to the end-user underground nor corporate profits to the supplier. Some doubt they ever will (even from the large surface operations where the price per unit is much higher). A conclusion might be that they have failed. In 1998 Smit and Pistorius wrote a paper titled “Implications of the Dominant Design in Electronic Initiation Systems in the South African Mining Industry”. This ISEE paper seeks to summarise and review the conclusions of the earlier work. These were: that a dominant design had not yet emerged; the type of connector and the way in which detonators are connected and programmed would be a strong determinant influencing the development of a “winning” product; technical aspects rarely solely determine which becomes the dominant design (marketing, social and economic factors often have a strong influence); electronic initiation systems were an emerging technology for the underground gold mining industry in South Africa and because it was under severe cost pressure the mines would look to them to raise productivity and hence profits; finally, as a dominant design begins to emerge, one could expect a number of players to exit from the industry.

Regardless of the care exercised by a blaster, seismic and acoustic effects produced by blasting can be disruptive and alarming to many people. With the general trend toward larger blasts, increased population, and urban sprawl, as well as sensational accounts of explosives - related incidents by the news media, fear and concern often leave residents searching for damage to their property. As a result, many blasting companies today find themselves at the center of litigation at an accelerating rate. Obviously, the best strategy for handling vibration and airblast complaints is to operate in a manner that does not create grounds for them in the first place. During the bidding process, ask questions. See the actual site to perf o rm an “exposure analysis.” Collect as many facts as possible before blasting including geological issues, contractual obligations, zoning, historical use of site, disruption of daily life to local residents, demographics of the surrounding area, as well as any unfavorable public opinions or prejudices connected with local construction projects or mining operations. A consultation with local pre-blast firms may assist in tracking down previous problems in the area.

The concept of sustainable development is not new to the mining industry. Many people involved with mining have argued that the industry throughout the world has always supported the communities where they operated. They say that the mining industry was employing sustainable development practices before the phrase became fashionable. The mines employed residents and supported the local economy through tax payments and the purchase of goods and services from local businesses. In many cases, mining companies have built medical facilities and contributed money, equipment and services to local schools. In modern times, mining companies have donated reclaimed land to the local communities for use as parks and recreational facilities.

"There's no such thing as quality assurance; only quality control ... by inspection. "(1) A common misunderstanding in the procurement and construction of custom designed, fabricated pressure vessels and piping systems is that quality assurance can be achieved by simply referencing codes, standards, ISO 9002, QMS or other such programs in the contract documents. In the authors' experience, nothing could be further from the truth, not detrimental to the performance of the equipment than the exclusion of inspection activities and reliance upon warranties and "fit-for-purpose" clauses. Likewise, the expectation that fabricators, suppliers, or third party inspectors can provide such assurances is also unrealistic where they have limited knowledge of the process, material selection criteria, or limited technical resources. The development and successful execution of a quality assurance program is a collaborative effort by engineers, designers, material suppliers, equipment fabricators, and field inspectors with the full understanding and support of the end user.This paper presents an outline of the quality control activities undertaken by the authors for several recently completed and on-going hydrometallurgical projects. The activities include: prequalification of fabricators and sub-vendors, shop audits, material validation testing, material source control and verification, positive material identification of weld metal overlay, specialised welding inspection, contamination control for titanium and titanium-clad fabrication, eddy current and mass spectrometer (helium) leak testing of shell-and-tube heat exchangers, hot cycle testing of titanium clad equipment, tolerance verification for refractory lined equipment, final inspection and cleaning.
