What separates the support of mining openings from the support of similar civil engineering structures is the fact that mine openings have to survive large deformations as a result of changing stress conditions induced by progressive mining. Steel fibres impart to concrete and shotcrete a high degree of ductility which not only allows the shotcrete and concrete linings to absorb important rock movements but also to increase its bearing capacity by a redistribution of the loads. A range of applications will be discussed technically and economically.

When I wrote the Railroad portion of "Mining Engineering" magazines 94 Powder River Basin (PRB) Coal Article I described to you some definite destinations the Railroads had in mind. As with many destinations, the ones I wrote of turned out to be merely stops on the way to places that we have yet to reach. Somewhere along the way we discovered that making it better is a continuous process not just something that you can do in phases I, II, III, & IV. We always knew this I suspect, but perhaps not at the awareness level that exists in RR environments in 1997. The purpose of this article is to update the 94 article, which I could do very quickly. Everything I told you we were going to do in 94 is done, end of story! But in addition to making it a very short article it would not be telling you the things RR has done beyond what we were planning in 94 and for the future.

Many underground mining operations use Split Set friction stabilizer bolts for rock support. Currently, however, little has been done to quantify the effects of various rock mechanics and operational parameters on the capacity of frictional support systems. The strength of Split Sets is usually measured by means of a pull test wherein a jacking force is applied to the bolt and a slip load is obtained. In order to evolve a rational design procedure for this type of support, an extensive database of over 900 pull test results from more than 50 mines through- out North America has been assembled and analyzed. Associated relevant rock mechanics parameters (rock type and quality) and operational details (drilling method, bit size, drive time, time to pull test) were also obtained, as completely as possible, for each test. Analysis of the information has yielded several charts that relate pull-out strength to relevant parameters and simple statistical analyses were conducted where necessary. Quantified distributions for pull-out strength were also produced for several operating conditions. The factors that most significantly affect bolt strength have been identified and specific applications to design are discussed. The information presented will assist mining engineers in designing safer and more economic support using Split Sets.

"Dunsmore, Sarah E., and D. Eugene Rannels. Extracellular matrix biology in the lung. Am. J. Physiol. 270 (Lung Cell. Mol. Physiol. 14): L3-L27, 1996.-The lung and other organs are comprised of both cellular and extracellular compartments. Interaction of these components modulates physiological function at the organ, cellular, and subcellular levels. Extracellular components in the gas-exchange region of the lung include both noncellular interstitium and basement membranes. Connective tissue elements of the interstitium in part determine ventilatory function by contributions to tissue compliance and to resistance of the diffusion barrier. The basement membrane underlies cells of both the alveolar epithelium and the capillary endothelium; basement membrane components exert biological effects on adjacent cells through receptormediated interactions. This review emphasizes current knowledge concerning the composition and biological activity of extracellular matrix in the alveolar region of the lung. Matrix synthesis and turnover are also considered. Directions for future research are suggested in the context of current knowledge of the lung and other model systems. EXTRACELLULAR MATRIXEXTRACELLULAR MATRIX is a general term that encompasses components of the basement membrane and interstitial connective tissue. The extracellular matrix has many functions. It provides structural support, compartmentalizes tissues by separating epithelium or endothelium from interstitium, and serves as a physical barrier. Both in vivo and in vitro studies show that extracellular matrices also affect cell shape and function. The matrix elicits a variety of cellular responses, including adhesion and spreading, changes in cytoskeletal organization and differentiation, formation of focal contacts and stress fibers, stimulation of proliferation and migration, induction of polarity and gene expression, alterations in metastatic activity, and outgrowth of cell processes (for review see Refs. 387, 462). Cellmatrix interactions play roles in embryonic development and organogenesis (for review see Refs. 1, 91), in wound healing (for review see Refs. 145, 327), iri metastasis (for review see Refs. 430, 431), and in angiogenesis (for review see Refs. 185, 186). The extracellular matrix is the subject of a large volume of literature. In 1994, over 1,000 articles contained extracellular matrix in the title or abstract. After a brief discussion of key aspects of extracellular matrix biology, this review will focus on the extracellular matrix of the lung."

The mine of the year 2020 will need to be based on a new way of mining. It will employ technology in a paradigm that assumes responsibility for sustainable development: taking account not only economic but also ecological and social issues. This will require a holistic approach to mine design and planning, considering all controlling factors and impacts (technical, economic, environmental and social). A national collaborative strategy is required to address the several options that exist for the development and application of 2020 mining technology. Key issues in implementing 2020 mining technology will also relate to human resources, in terms of employment, skills and education. A need exists to proactively prepare for 2020 through development of a comprehensive education and training strategy.

ERIC GUTIERREZ, Knowledgescape: Our next speaker is Randy Ynchausti. He's the director of development, Knowledgescape systems division, of EIMCO Process Equip- ment Company. The title of Randy's talk is "An Expert Control System for Phosphate Beneficiation." RANDY YNCHAUSTI: System integration. How does the systems integrator survive when caught between plant engineers, plant management, and third-party engineering firms, and stay within the budget of the corporate goals? I'm not sure that anyone knows how to do all of that on one project. Results are critical when we talk about how systems integrators work with operating people, how the operating people want systems integrators to work with them, and how both groups work together so that at the end of a project, you have been provided with solutions that meet your needs and solve your problems at a fair price. How does the integrator's role change when working with different types of professionals, such as plant managers, plant engineers, engineering firms, or other system integrators? Finally, what is the dynamics of people working with machines and providing services and solving needs? The average number of employees per pound of copper processed has decreased significantly during the past 15 years. I would dare to generalize and say that the average number of employees per whatever unit of measure we have in whatever industry we work in has decreased over the last 15 years. From a system integrator's perspective, there are some clients who lack a bit of internal expertise as corporate downsizing occurs, and that's one reason why we go out to system integrators or third-party vendors and buy things from them to solve our problems. Downsizing really amounts to savings, but more than that, I think Brian expressed this and I agree with him, it also amounts to a cost. Unfortunately, most of us count the savings and none of us count the cost in that approach. It's easy to count the savings, which is one reason why we count it so quickly. Maybe that also accounts for why we set our pencils down so quickly after we get that dollar value. Maybe we should pick that pencil up every once in awhile and refigure the expense, the cost to us, and determine what we're going to pay during the next year or two or three in losing that expense, or that staff. In 1995, Congress abolished the Bureau of Mines in the Department of Interior but preserved the safety and health research functions being performed at the Pittsburgh and Spokane Research Centers. These functions were transitionally housed in the Department of Energy before permanently merging with the National Institute for Occupational Safety and Health (NIOSH), Department of Health and Human Services, in October 1996. Since the merger of the former Bureau with NIOSH, there has been an active evaluation of ongoing research activities, significant interaction with stakeholders, and the development of a process leading to "data informed" priority setting. This presentation will review current surveillance information concerning the level of injury and disease from mining work and will discuss how research priorities are evolving to improve the contribution of research to the prevention of injury and disease.

In the majority of industrial operations recovering gold and silver by hydrometallurgical means, cyanide is the predominant lixiviant. However, as an economic alternative, production of massive quantifies of silver chloride was done on an industrial scale in the nitrous-sulfuric acid pressure leaching of a refractory precious metals concentrate. This proven process required no cyanide. Thus, because of the large volumes encountered during day-to-day plant operation, the need for efficient and low cost methods of silver chloride precipitation, reduction and materials handling was mandatory. As such, this paper covers the evolution of plant scale precipitation, filtration, washing, reduction and control of silver chloride processing. As well, an in-depth description of the unique leaching system is included.

JOHN HAMRIC: Our next speakers are Richard Ghent, manager of environmental health and safety for CF Industries, Hardee Phosphate Complex, in Wauchula, Florida. Richard has 20 years' experience with environmental health and safety affairs. He has a bachelor of science degree from the University of South Carolina. With him is Daniel Warnock, who is supervisor of safety and training also at the Hardee Phosphate Complex. Daniel's experience is in safety programs and electrical training. Their presentation is "Regulations Versus Management Practice." RICHARD GHENT: Written procedures give structure to safety programs. At their best, they are brief and understandable to facility personnel and clearly identify roles and responsibilities. At worst, they attempt to recite the entire regulation they are intended to address. Some regulations, such as OHSA's Hazard Communication Standard, require employers to develop, implement, and maintain a written program. As written programs and procedures are developed, some basic questions arise: Is the program designed to achieve compliance with regulatory requirements or does management expect the program to go beyond compliance to some higher level of performance? Management may have difficulty in measuring and communicating performance expectations in safety. A facility with 4 million safe work hours does not suddenly become unsafe the day their safety record is broken. Generally, management expects safety programs to meet regulatory requirements and to protect the employer from enforcement actions and fines from regulatory agencies. Management also expects that safety programs will result in a safer work environment with fewer incidents, accidents, and near misses. But it is difficult to know when a safety program has succeeded. If the program is expected to go beyond compliance, what other standards should be included (e.g., ANSI standards, company management practices, lessons learned from inspections and audits, recommendations from safety committees, etc.) in the

This paper focuses on two sites in the Mount Pleasant - McCormacks Bay area of Christchurch where residential development has taken place either within or immediately adjacent to former quarries for the extraction of volcanic rock. At the Quarry Road site less overburden was dumped on adjoining land around the turn of the century, and c.1980 dwelling and related construction took place on approximately 6 m of relatively loose fill material without the recognition of its presence or geotechnical characteristics. Subsequent settlements led to abandonment of a swimming pool and the underpinning of the 3-storey architect-designed house, whilst litigation brought by the owner resulted in findings of negligence against both the architects and engineers. At the Tramways Quarry site the Council approved subdivision of the former quarry area in the early 1980s without requiring any geotechnical evaluation of batter stability or related issues. During development it became apparent that significant blast damage had occurred to rock faces, necessitating a variety of remedial measures, and that waste materials had been dumped down faces without regard to long-term stability. Both case studies confirm the requirement for careful documentation of former quarry sites by territorial local authorities as part of their administrative function, and for detailed engineering geology and geotechnical evaluation of such areas prior to any residential use of the land.

GEORGE WEINMAN: Our first group leader for the discussion, "Ups and Downs of Downsizing," wishes to remain anonymous. ANONYMOUS PRESENTER: When George and Jamie asked me to do this, I thought a while about what to say and went through several variations of what I’ll present today. I came up with the title "Ups and Downs of Downsizing." A lot of downsizing has occurred in all of our industries-mining in particular. While this downsizing has gone on there's no doubt that all of us produced more and more, probably with less and less people and less and less resources. But I contend that there's also a big downside associated with this. I disagree with a point made in the keynote presentation yesterday, the point being that vendors are bringing new technology to us. I can agree that the major changes associated with equipment and similar items are being brought to us by vendors. But I do contend that there's an awful lot that's getting away from us-especially if you factor in the integrated supply or the strategic alliance or the various and sundry related purchasing techniques. I contend that we are missing a lot of, let's call it, lesser technology; not major equipment changes, but different tools, different techniques for doing things, different left-handed widgets. The integrated suppliers, to some degree, are bringing this to us; but I am concerned about the small guy who comes up with a good idea but deals through integrated suppliers rather than having direct contact with plant people. They're probably going to go somewhere else and market their wares. That's what I'm hearing from a lot of smaller vendors. I also think that we are losing a lot of our knowledge base. Every time you shrink an organization somebody leaves. The bottom line: less people. When a person leaves-and I don't care who he or she is, be it the janitor who's cleaning the bathroom, the operator, the engineer-when that person leaves there's some knowledge that goes with that per- son. And sometimes that knowledge is quite valuable. I've worked more or less at the plant "low." I can't tell you how many excellent, viable projects have come from people who said, "Look here. There's a better way of doing this." And, you know, they were right. Now, maybe they didn't have the resources or the expertise to develop these ideas into full projects, but they had that basic idea. Someone may say, "Well, if we put a no. 6 skyhook here, so we can lift this particular pump without bringing a crane from 30 miles away ...." No. 6 skyhooks are a bit expensive, but what if we put together a little structural steel here or whatnot?

How often does one hear that a recent feasibility study was not a success? Alternatively, when scope of the feasibility study was sent out to tender there was a large discrepancy in tendered prices. If the tendered prices were to be compared to the consumer market, for instance the purchase of a car, where the concept is transport in a controlled and safe manner, prices vary by large factors, but then so do the specifications. In the case of a feasibility study, prices should be within a tighter margin as the tenderers are all quoting against the same concept and specification. Why do these discrepancies occur? Price discrepancies will in every likelihood be attributed to two main factors; one, the perceived amount of work and two, the ability of the bidder to carry the risk associated with the feasibility study. It is, therefore, important that the scoping of the feasibility study covers the detailed requirements as clearly as possible stating what level of accuracy is required. The feasibility study is one of the first activities in the life of a project. The study, like the project it is investigating, is subject to the constraints of time, cost and quality. Its primary objectives are to demonstrate the viability of a project within the outlined scope and constraints.

In this paper, the author offers a personal view of what the next 30 years holds for mineral processing. Restating that mineral processing will remain a vibrant industry in raw material production, growth opportunities in waste management are identified. The processing sequence familiar now (mining ?mineral processing ?extraction) will become more interwoven. In situ processing (i.e., milling underground) will evolve from concept to demonstration. Opportunities to exploit physical properties altered in chemical (pyro- and hydro-) processing will present themselves. In primary grinding, the path to AG/SAG milling will progress with little deviation but opportunities in regrinding are wide open. Flotation will see the trend to designing bubble/particle reactors accelerate simultaneously with a vigorous response from mechanical cell suppliers. Gravity separation remains a bastion of the lone inventor but this author anticipates that the new lines will come from the waste management business. The paper concludes with the examination of the “research cycle” and identification of growth in small “high tech” companies and university research centres

Simulation is increasingly being used to analyse mineral processing operations and explore efficiency options. Engineers that use simulation are rightly concerned with the quality and applicability of the underlying models. However, many of these models have a significant empirical component, and the best structure for this component may not be apparent. There is an opportunity to improve the quality and application range of these models by exploring potential structures for this empirical element. One approach to this problem is the use of structural optimisation, which is a formalisation of the model development process. This method searches through a family or hyper-structure of candidate models for a model that is optimal with respect to some measure of model quality. This method has been applied to the modelling of an industrial flotation circuit. The result was a model that was a significant improvement over a number of standard models reported in the literature. Structural optimisation provides a method to compare potential models in a systematic and efficient way, and hence to improve the structure of process models.

Methane Rating has been developed from a need, in South Africa, for quick and simple measurement of coal face methane characteristics. It employs proven existing direct measurement methods, adapted specifically for rapidly advancing coal face conditions, to deal with the short term high release rates encountered during continuous miner coal cutting. The Rating is a comparative value, relative to the normal or average conditions encountered within a maintained data base. The seam gas content and the initial emission rate are plotted against each other on a graph, where they are compared with the average conditions to obtain the rating. The higher the seam gas content, and the higher the initial methane release rate, then the higher the Methane Rating, on a scale of 1 to 4. Methane being released from a newly mined coal sample is measured once underground, from a sealed gas-tight canister. The sample is returned, still sealed, to surface and milled to rapidly release the remaining methane. It is later intended that the milling process is also completed underground. Applications include the identification of changing methane conditions, outburst prone conditions, methane emission against advance, and mining in devolatilised coal.

"An investigation was conducted to describe topologically close packed (TCP) phase instability as' a function of composition in the advanced ·Ni-base superalloy Rene N6. TCP phases are detrimental to overfill high-temperature performance of Ni-base superalloys because of their brittle nature and because they deplete the Ni-rich matrix of potent solid solution strengthening elements. Thirty-four variations of polycrystalline .Rene N6 determined from a design-of-experiments approach were cast and homogenized at 13 l5°C for 80 hours followed by exposure at 1093°C for 400 hours to promote TCP formation. The alloys had the following composition ranges in atomic percent: cobalt 10.61 to 16.73, Mo 0.32 to 1.34%, W 1.85 to 2.52%, Re 1.80 to 2.11%, Ta 2.36 to 3.02%, Al 11.90 to 14.75%, and Cr 3.57 to 6.23%. Physical and chemical characteristics of all microstructures obtained were described using various analytical techniques. From these observations, a mathematical description of TCP occurrence (s and P phase) was generated for polycrystalline Rene N6.IntroductionNi-base superalloy single crystals represent the state-of-the-art for turbine engine airfoil application as they offer the best balance of properties to allow for the high operating temperatures required: for efficient engine operation.1 Current trends in alloy design take advantage of improved creep rupture strength with the addition .of higher levels of refractory elements. 2 In .particular, the addition of significantly higher levels of Re in third generation superalloys is key for both microstructural stability and creep rupture strength. 3 While the presence of the refractories is thought to provide strength benefits from solid solution hardening, a tendency for alloy instability in the form of topologically-close-packed (TCP) phases or secondary reaction· zone (SRZ) ·phenomena accompanies the high refractory content. 3 The formation of these phases in sufficient amount is detrimental to the overall high temperature performance of Ni-base superalloys because of their brittle nature and because they deplete the Ni-rich matrix of potent solid solution strengthening elements.4 The tendency for a particular composition to form TCP may not be immediately known since the precipitation of TCP phases in Ni-base superalloys is nucleation controlled, thereby requiring long times at elevated temperatures to precipitate. 5 They preferentially nucleate along the octahedral planes of the Ni-base superalloys, usually in areas of refractory metal enrichment at grain boundaries or inside dendrites.5-6 In Rene N6, two closely related TCP phases, a and P, have been observed.2"

The Mt Lyell Mine at Queenstown, Tasmania was re-opened in 1995 by Copper Mines of Tasmania Pty Ltd, a wholly owned subsidiary of Mt Lyell Mining Co Ltd. The re-opening followed over 100 years of copper and gold mining at Mt Lyell. Major changes in practice were implemented across the site. Preventing further damage to an already disturbed environment was a major priority. Sublevel caving, at a lower cut-off grade, replaced open stoping for the deep underground mining. Development and later stoping are handled by a contractor, National Mine Management Pty Ltd, in the largest underground contract awarded at the time. Large scale sublevel caving was new to Mt Lyell and not widely practised in Australia, requiring studies and systematic development of the method, particularly in drilling and blasting. Rehabilitation and upgrading of mine infrastructure have been and will continue to be a challenge. The mine has, since 1995, returned to being a stable producer with potential for growth.

Cyprus Sierrita Corp. has developed a training program that has led to several significant improvements in safety performance and productivity. Truck productivity has increased 6% as measured by truck cycle times. Increased skill levels and awareness on the part of the mine's operators are due to the new training effort. Costs associated with productivity training have been about $185,300. This includes program development and execution costs, as well as lost productivity during the training itself. These costs are offset by $1.9 million in savings attributable to the increased skill levels of technicians due to the training effort. Cyprus Sierrita is a subsidiary of Cyprus Amax of Englewood, CO. The company operates a copper and molybdenum mining and processing facility south of Tucson, AZ, near the town of Green Valley. The Cyprus Sierrita operation produces about 109 kt/a (240 million lbs/ year) of copper, 11.3 kt/a (25 million lbs/year) of molybdenum, 31.1 t/a (1 million oz/year) of silver and 1.8 t/a (4,000 lbs/year) of rhenium. The opera¬tion employs 770 people at the site. About 200 of these employees work in the mine operations. Mining at Sierrita uses standard open-pit techniques. Crews of 43 people rotate on 12-hour shifts. Hourly technicians are nonunion and do not use rigid job classifications to define pay. Rather, the system is designed to pay employees for what they are able to do. Administering this effort requires that training opportunities are provided to those people who desire them. Successful training opportunities al¬low people to gain skills. The more skills an employee can demonstrate, the higher his or her "tech level." Many organizations are realizing that continual improvement in health and safety relies on addressing the potential for various forms of human error. Of these, violations are often the most frequent form associated with accidents. These occur when an individual, or individuals, deliberately contravenes established and known safety rules. They have been associated with up to 90% of accidents and incidents in some industries and yet rarely receive the systematic attention they deserve in the promotion of safety. This paper presents underlying motives which cause violations. These can vary significantly from mine to mine and from job to job. Managers need some measure of attitudes to determine the underlying motives behind violations if they are to determine effective strategies for promoting safe behaviour. Questionnaires form the starting point to address attitudes and the motives behind rule violations. The choice of the most suitable questionnaire, however, will vary from organization to organization. Guidelines on the choice of questionnaire are offered.

Alaska is in competition with the rest of the world for exploration dollars. Providing a "seed package" of airborne geophysical data for the state's numerous mining districts encourages companies to begin more detailed exploration in more areas than they could have afforded on their own. When data are already available, the initial risk decreases for people involved in exploration. Airborne magnetic and electromagnetic data help ge¬ologists and geophysicists determine what rocks and structures are present under overburden and vegetation. These data form a fundamental package that exploration companies want before intensively exploring most regions. Individual mining companies have conducted their own geophysical surveys during the past several decades. However, these data are not available to other companies. The companies able to afford geophysical surveys have less money for ground exploration after purchasing expensive, private geophysical data. Therefore, they are not able to explore as many places as they might. Additionally, since data are not shared with other exploration companies, the proprietary surveys do not foster intercompany competition to move projects forward. Individual prospectors and small companies can not afford their own geophysical surveys. "It is more often than not the grassroots exploration efforts of the smaller operator that leads to significant discoveries," said Klaus M.
