An electrochemical coal oxidation model involving heterogeneous kinetics is presented. This model was tested by collecting current transient data on three coals assaying different ash content under varying operating conditions such as particle size, temperature, and % solids. In all cases, the model fitted the data very satisfactorily. Three intrinsic rate constants, namely mass transfer coefficient of Fe(II) Ions diffusing from solution to the anode (kma), mass transfer coefficient of Fe(II) Ions diffusing from solution to the coal surface (kmc), and chemical rate constant for coal oxidation with respect to Fe(III) at coal surface (k), were calculated. It was interesting to note that in this system, the mass transfer at anode was as important as the chemical reaction at the coal surface. The validity of this model was further demonstrated through a comparison of the activation energy of coal oxidation: firstly, by utilizing calculated chemical rate constant and assuming Arrhenius' type of relationship: secondly, by utilizing conventional approach using limiting current values. The comparison revealed that agreement was quite close. This kinetic analysis is useful because such a model can be used in predicting the intrinsic rate constants so that the relative importance of mass transport can be rationally analyzed.

An overview of the evolution of computerized mine planning and design has been given, emphasizing the need for a knowledge-based system for planning and design of underground coal mines. An outline for the development methodology and procedure has been provided. Problem structuring guidelines have been used to incorporate intelligence and integration to the design modules. A skeletal model for a mine planning and design expert system has been prescribed, and the development process has been documented in detail. A feasibility prototype has been developed to test the structure of the skeletal model and to ensure completeness of the design process. The feasibility prototype development and its contribution toward proto typing has been addressed in this paper. At present, prototype development is underway. The prototype is expected to be avail-able for testing and implementation in early 1991.

In June, 1989, the U.S. Bureau of Mines, undertook a 9-day evaluation of the tin resource potential of the Sleitat Mountain tin deposit. Significant tin-tungsten mineralization is associated with quartz-topaz-white mica-tourmaline greisen alteration of a multi-unit, 57 Ma, peraluminous, granite stock which intrudes Cretaceous Kuskokwim Group flysch deposits. The granite comprises marginal biotite-, intermediate biotite-muscovite-, and central zinnwaldite-granite units, interpreted as a zoned alteration system. Major vein mineralization is confined to two east-west-trending zones of steeply oriented tabular lenses of greisen interleaved with mildly altered granite. Cassiterite is the dominant ore mineral while arsenopyrite, loellingite, wolframite, pyrite, sphalerite, chalcopyrite, and bismuth-oxides are present in minor to trace amounts. The north and south greisen zones are estimated to contain an inferred resource of 128 to 212 million lbs Sn in 28.6 million st of mineralized rock. An 1,800-lb representative bulk sample contained 0.37% Sn, 0.04% W and 17 ppm Ag and is considered an average grade estimate for the deposit. Drill testing by Cominco Alaska Exploration indicates that substantial widths of high-grade tin mineralization are included within the lower grade disseminated mineralization. Depth of deposit erosion is substantial and there exists a high probability for placer tin deposits.

The U.S. Bureau of Mines mine fIre diagnostic methodology to locate and monitor fIres in abandoned mines and waste banks is based on the controlled sampling of the mine atmosphere to determine changes in the concentration of hydrocarbons desorbed from heated coal. To provide background data for this methodology, a laboratory study was conducted in which samples of coal and coal waste were heated under controlled conditions. Gas samples from the combustion furnace were analyzed for standard gases CO2 and CO and for the C1 to Cs hydrocarbons. In all tests, the concentration of desorbed hydrocarbons increased during heating and decreased during cooling. A dimensionless hydrocarbon ratio, Rl, was developed as the signature for heated coal. For bituminous coals, the value of Rl increases during heating of coal samples and decreases during cooling of the same samples. Generally, Rl values of 100 or more indicate coal sample temperatures of at least 100° C. The emission of higher molecular weight hydrocarbons from anthracite samples was very low, resulting in relatively low Rl values at all temperatures. Data from fIeld projects confIrmed these results.

The operation of mobile mining equipment near the crest of stockpiles and wastedumps is a potentially hazardous practice which often results in localized slope failures. A limit plasticity approach to determine the total admissible weight for moving loads near slope crests is presented. A three-dimensional analysis provides an upper bound solution to the load that can be applied to the top of the slope (dump point), and it also provides the critical distances of the load from the slope crests. The analysis accounts for the inertial forces generated by the deceleration of a moving load (e.g., a dump truck), and it also includes the drag resistance of the front wheels if the brakes are engaged. The results can be utilized to determine the safe operating distances for mobile equipment from the slope edge. This presentation will discuss the application of limit plasticity to the development of the local three-dimensional collapse mechanism. An example with realistic parameters also will be presented.

Your interesting and well-written paper brings up the issue of the purpose or use of a mineral property appraisal, specifically the value of these evaluations when the quality and quantity of the mineral resource to be exploited have not been thoroughly investigated. I am not a practicing professional in regards to valuation of limestone investment opportunities. I simply wish to make a few generic observations about the appraisal process in order to stimulate meaningful thinking by appraisal professionals whose reports may be reviewed by professional investors and "laypersons" alike. It is my contention that the analysis given in your paper is very thorough, considering the data that was made available to you. But I would not like to be the person responsible for investment decision making without having a feel for the risk involved. Therefore, the reviewer must classify this type of analysis as relatively "subjective" because they have not received an indication of the inherent risk involved in exploiting a mineral resource. This risk can best be quantified by using probabilistic methods in conjunction with the quality and quantity of the mineral to be produced. Most appraisals passively ignore this problem. Specifically, you have accurately identified the various costs and values entering the economic appraisal process. These can usually be quantified with a great deal more certainty than the capability of the resource to provide 25 years of quality material. Also, in Cases A (West Virginia)and B (Alabama), you are fortunate enough to have previous operations data. What if there had never been production from these properties? How does a potential mineral property investor evaluate the resource capability to meet various projected financial outcomes without spending a good deal of up-front capital to drill and delineate enough quality resources for a 20-plus year operation. These questions pose a substantial risk to any potential mineral investor. Only probabilistic methods should be used to quantify this type of problem, short of drilling and metallurgical testing. Improved models continue to be produced for the major pits which Increase confidence levels required by Gold Fields management and provide the basis for more accurate long and intermediate term mine planning. Various kriging and non-kriging estimation techniques are used at Gold Fields -Chimney Creek Mine. This paper reviews the modeling histories and, current procedures used to construct these models with particular emphasis on the North Pit deposit.

The small scale alluvial gold mining industry in Papua New Guinea (PNG) is c.irrently the only form of small scale mining carried out in this country. It already contributes significantly to the economy with current production estimated at 2 000-2 500kg per year. Until recently, small scale alluvial gold mining has been confined to simple panning and sluicing of high grade alluvial and colluvial deposits. Traditionally the small scale miner in PNG has only worked gravels with gold grades in excess of 500mg/m3. Grades of this order are required to justify the hard physical labour involved ~n hand operated small scale mining methods. .he introduction of higher throughput technologies such as trommels fed by hydraulic excavators has the effect of altering what constitutes an economically viable deposit. Mechanised techniques allow for the consideration of grades of almost half that level. The potential and opportunities for utilising this type of small scale mechanised mining in PNG are enormous with large areas of ground with gold grades running in excess of 250mg/m3 and often up to 2000mg/m3 throughout the country. An assessment of the current operating economics of this technology in the PNG context is the principal objective of this paper. Small to medium scale mechanised mining can potentially contribute significantly to the PNG economy particularly as it lies within the react-, of many PNG businessmen. Its potential is currently somewhat limited by a general lack of infrastructure and is also constrained by socio-political factors.

The success of steep slope (>20°) contour mining depends on many factors. Most important is the selection of the mining method that best suits the premining site conditions environmentally and economically. These conditions can be divided into three categories: • Geometric conditions - machine limitations, slope stability restrictions, erosion capacity; • Physical conditions - material properties, rock strengths, ability to dig, driving surfaces; and • Chemical conditions - acid-base relationships, blending or selective placement of overburden. This article incorporates these conditions by conceptually modeling compliance-oriented contour mining methods, particularly haulback methods, using the combined front-end loader (FEL)/ truck, tractor/scraper, and FEL-truck and scraper. Engineering analyses, including machine selection, sequencing, ease of varying production rates, slope requirements (for stability and running surfaces) and drainage requirements can be performed after the geometric constraints dictated by in situ conditions and regulatory requirements have been conceptualized. Once all generalized geometries have been established, reduction to idealized, three-dimensional views is achieved. These are then reduced to two-dimensional symbolic models, mainly plan views but also elevations and sections. Equipment activities and operations are then conveniently overlayed. Without this simple, two-dimensional reduction, technology transfer remains awkward and non-analytical.

One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators. On behalf of my agency, the Mine Safety and Health Administration, I would like to add my appreciation that all of you could be here today. Previous dust symposia over the years have proved the value of close cooperation among universities, government agencies, and professional societies in advancing knowledge of dust research and development in the interest of miners and the industry. I'll just comment briefly on MSHA's part of the overall effort by all parties to control miners' exposure to respirable coal dust and other airborne dusts. As you know, our agency's congressional mandate is to do what is necessary to assure that miners will have safe and healthful workplaces. In the area of coal mine health, this has meant joining with the mining community in a continuous campaign to keep respirable dust and quartz levels below applicable standards to prevent or reduce disabling coal workers' pneumoconiosis and silicosis arising from excessive exposure to respirable quartz. Currently, our agency is processing about 120,000 coal dust samples taken by MSHA and company people during the year and about 8,000 samples taken from metal and nonmetal mining operations. Our dust program, like other MSHA programs, has benefited from increased computerization of records. The attack on CWP has had the highest priority of government and industry. The goal has been to sharply reduce social costs of suffering victims and their families as well as the associated future payments under the black lung benefits program. During the 1989 fiscal year, about 104,000 former miners received about one and a half billion dollars in benefits. Since the program began, nearly 25 billion dollars have been paid out. Much progress has been made in lowering dust levels in coal mines since the standard of two milligrams per meter of air was established in 1972. Before that time, there was a 4-to-10-percent probability of a miner developing coal workers' pneumoconiosis at typical pre-1972 exposure levels. However, under the maximum respirable dust levels allowed today, this probability has been reduced to about 1 percent. Since average dust levels are lower today, we can expect fewer miners to develop CWP in the future. Out goal continues to be elimination of both coal workers' pneumoconiosis and silicosis in both coal and nonmetal mining. In 1985, MSHA revised its coal mine quartz policy to allow mine operators to submit dust samples used in setting the quartz standard. Previously, only single MSHA samples were used. Even though less than half of the mine operators have taken advantage of this change, it has provided a larger population of samples for analysis then before. Also the policy allows operations that are on a reduced quartz standard to have the standard reviewed every six months. In underground coal mining, the job of roof bolter typically has higher than normal exposures to quartz. About 45 percent of respirable dust samples from roof bolting operations contain more than 5 percent quartz and therefore are put on a reduced quartz standard. One objective of the policy revision was to improve miners' health by follow-up monitoring, and this is being done with roof bolting jobs. MSHA studies of surface coal mining operations have provided data showing that bulldozer operators and highwall rotary drill operators often have high exposure to quartz dust, and our agency is directing enforcement efforts to reducing this hazard. Concentrations of minerals between 3.5 and 5 specific gravity such as ilmenite, rutile and zircon in large accumulations of sand constitute "heavy mineral" placers. Two fundamentally different modes of formation characterize "trap" and "bed" placer variants. Smaller and generally higher grade trap placers form during sediment erosion or reworking. Because of their smaller size, they rarely yield economic heavy mineral deposits. They become economic, either if they contain more valuable "heavies" such as gold, or, if they occur within or near much larger but lower grade bed placers. Bed placers form during sediment accumulation episodes in any environment and lithofacies where mineral supply and fluid dynamics are favorable. Three heavy mineral deposits are discussed to illustrate bed placer geology and how trap placers occur with and relate to them.

The Cove gold-silver deposit is located 50 km southwest of Battle Mountain, Nevada and 1.5 km northeast of the McCoy Mine. Total proven and probable reserves are 48.7 Mt (53.7 Mst) with an average grade of 1.85 g/t (0.054 oz/st) Au and 87.1 g/t (2.54 oz/st) Ag. Mineralization is hosted by Triassic carbonate and siliciclastic rocks in two separate orebodies. Oxide ore consists of disseminated gold and silver in clay-altered, manganese-flooded limestone. Sulfide ore is dominated by pyrite-sphalerite-galena veins in siliciclastic rocks and sandy dolomite. Gold and silver occur in the native state, associated with the base metal sulfides. Mineralization is interpreted to be the distal expression of a porphyry system. The McCoy gold (copper) deposit is interpreted to be the proximal expression of the same system.

"The pendulum in Ottawa has swung dramatically from fiscal policy to monetary policy over the last several years. International trends indicate that the pendulum has to start its swing the other way, if Canada's mining industry is to maintain its preeminent position in the global mining arena. This article, which is based on a paper presented by the author at the 37th Annual Meeting of the Newfoundland Branch of CIM, identifies these trends and how they could interact with Canadian policy.IntroductionThe title of this paper is not a very imaginative or catchy one, but it states the topic quite succinctly, if not tersely. This paper looks into a crystal ball to see what might be in store for mine financing over the balance of the current decade.In the event that the reader feels some trepidation about the prospect that such a paper could seek to be the definitive work on the subject, it should be made clear at the outset that this is not the case. The author is, after all, not an economist, a scholar, a financial analyst, or a soothsayer, but is rather a simple accountant who has been closely involved with the mining industry, and the financing thereof, for some twenty years.The paper recognizes that, while a mine may be born when production begins, the mine is conceived when exploration starts. As this act of conception is obviously an essential part of mining, the financing of exploration is also covered in this paper. To attain a focus, this paper approaches the topic of mine financing in the nineties as follows: first, the major emerging forces in the industry are identified: and, second, the implications of each of these forces on financing are considered."

A team of researchers at the University of Kentucky, working under a USBM contract, developed over 65 simulation exercises for teaching and testing problem-solving and decision-making skills to miners and mining engineers. These skills involve both improving judgment and decision making in mine emergencies and enhancing the learning of real-world engineering design principles. The exercises are ideally suited for either latent image format or for computer-aided instruction. Exercise features are summarized, the structure and field testing of typical exercises described, and sample frames of individual exercises presented. Empirical data are summarized that describe the effectiveness of using these short, time-efficient performance tasks that simulate real problems and that provide immediate corrective feedback for teaching and testing critical skills. The melted product has physical properties allowing its use as a substitute for aggregate in cement and asphaltic construction. "American Barrick has always balanced its aggressive operating approach with a conservative financial strategy. In fact, what enables their mining team to pursue such aggressive plans with confidence is the conservative financial strategy adhered to by the company. These policies are built on a prudent mix of gold linked financings, equity and gold price hedging.This paper outlines these policies and focusses in particular on American Barrick's gold price hedging program.IntroductionThe company's balance sheet at the end of 1990 clearly shows the wisdom of its conservative policies. Total assets have grown to over US$1 billion; cash has grown to US$312 million and shareholders' equity to US$645 million. All amounts included in this paper are quoted in U.S. dollars. Increased gold production and an effective gold price hedging program also combined to produce record income from operations, earnings and cash flow in 1990.The first half of 1991 is also indicative of the benefits of the company's conservative financial policies. Increasing production, together with its comprehensive gold hedging program, has generated increased earnings, even in a period of falling gold prices.All year-over-year numbers for the first six months are up. Gold production was 36% higher; earnings of $40.2 million $ 0.30 per share - were 46% higher than 1990.Barricks revenue continued to increase despite gold prices remaining unchanged during 1990. Barrick's hedging policy protects the company from falling gold prices on the basis that the upside looks after itself. Their hedging program - including various goldlinked fmancings - enabled Barrick to realize an average price of $437 per ounce of gold sold in 1990, compared with the Comex average gold price for the year of $384 per ounce."

Groundfall accidents have been the leading cause of fatalities in the underground coal mining industry for many years. Statistics from the Mine Safety and Health Administration (MSHA) indicate that approximately half of the victims of these fatal accidents were in an area where no devices had been installed to support the mine roof. This report was prepared by the U.S. Bureau of Mines to provide guidance to operators of underground mines concerning the use of techniques that may help to keep miners from going under unsupported mine roof. The report is divided into two major sections. The first section reviews the findings from several areas of empirical research pertaining to strategies for convincing employees to avoid unsafe acts and/or adopt self-protective behaviors. The strategies are (1) incentives and feedback, (2) disciplinary actions, (3) training (primarily fear communications and behavioral modeling), and (4) nondirective techniques. This literature review has a broad focus and should be helpful in making decisions about how to encourage a wide variety of types of self-protective behaviors. The second major section of the report presents an analysis of each strategy's potential for keeping miners away from unsupported roof.

Will Rogers unwittingly commented on the essence of evaluations when he said: "We don't know what they don't know!" In so doing, he explained why managers have an obligation to verify that their personnel really know what is expected of them. Rogers further stated that "What we know may not be so!" Here, he suggests that managers must establish the correctness of facts on which they make decisions concerning the future of their organizations. Yet, there are some managers who may not have considered this basic wisdom. These are perhaps the ones who shun a solid, fact-finding evaluation. Instead, they trust to guesswork as a basis for attempting improvement. Without realizing it, they may be making incorrect decisions harmful to the very organization they are trying to improve. Unfortunately, an attitude of avoiding evaluations often permeates whole organizations when their managers fail to appreciate their importance. Recently, the following was found prominently displayed in the office of a maintenance manager. Regrettably, the facts of a subsequent evaluation established how imprudent his attitude was:
