The objective of this U.S. Bureau of Mines study is to calculate an accurate, reliable estimate of chromium and nickel content of stainless and heat-resisting steel produced in the United States. The columbium, manganese, molybdenum, titanium, tungsten, and vanadium contents of this steel are also calculated. Such contents are required for estimating the quantity of alloying element recovered from recycled stainless steel and consumed by market sectors. In this investigation, the elemental fraction of stainless and heat-resisting steel was calculated as the ratio of the weight of element contained in stainless steel to the weight of stainless steel produced. The elemental fraction has been calculated as a time-averaged, grade-averaged value. The elemental fraction was averaged from 1962 through 1983, and averaged over the grades for which production was reported by the American Iron and Steel Institute during that time period. The 1962-83 average elemental fraction of U.S.-produced stainless and heat-resisting steel was calculated for chromium to be about 0.17 ± 0.01; columbium, 0.00014 ± 0.00003; manganese, 0.015 ± 0.005; molybdenum, 0.004 ± 0.001; nickel, 0.07 ± 0.01; silicon, 0.009 ± 0.001; titanium, 0.0004 ± 0.0001; tungsten, 0.0001±0.00003; and vanadium, 0.00003±0.0000l.

The Lynne deposit is a volcanic-to volcaniclastic-hosted, Zn-Pb-Cu-Ag orebody located in the early Proterozoic magmatic terrain of northern Wisconsin. As of February 1991, core drilling has partially delineated a multi-million ton, near-surface, disseminated to massive sulfide deposit. The deposit is hosted by a gently dipping sequence of fragmental rhyolites, felsic tuffs, less abundant dacite to andesite flows, and fine-grained volcanic sediments. The deposit is broadly conformable With the host rock stratigraphy, but the ore zones thicken and coalesce in the central part of the deposit.

Artificial neural networks (ANN) are of growing interest in a wide variety of applications. Pattern recognition, speech processing, financial analysis, signal processing and process control are at present the most successful ones. This paper is an attempt to illustrate the potentiality of ANN applied to mineral processing. An introduction to the technology of ANN is first proposed to describe the various components and to explain the various phases encountered in setting up a network. Then examples are given to illustrate the use of ANN dynamic modelling of mineral processing units or plants and in process control.

Anchored sheep pile is normally used in deep excavations, many of which only require stability in accordance with Terzaghi theory. In this paper, based on the experience, new lateral earth pressure method is adopted taking account into interaction among soil, anchors and sheet piles so that a group for the project under very difficult conditions and very severe requirments, especially, for the displacements are determined according to that mentioned above. During and after construction, displacements monitoring were carried out for about four months, which was proved that there was a little difference between calculation and practice.

The U.S. Bureau of Mines has been investigating methods and technology that may improve safety and production when applied to existing mining machines. Toward those goals, the Bureau has developed navigation systems that provide machine positional information while in the production area. This research has been limited in the past because the Bureau had only one type of mining machine to do experiments. Addressing this problem, the Bureau, along with Carnegie Mellon University, has developed a generic vehicle emulator, in the form of a wheeled vehicle with an onboard computer, known as the Locomotion Emulator, that provides a software-selectable vehicle emulation package. Preliminary testing by the Bureau has shown that the emulator can accurately imitate the maneuvers of the software selected vehicle type. Now the Bureau can test their navigation systems on different vehicle types without having to procure each of the vehicles. This report completely describes the emulator as well as all the modes in which it can be operated.

A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants' ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry's knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation's first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States' earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America's foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. The Chaucha porphyry copper/molybdenum deposit was discovered by a United Nations team of geologists working with a ?counter- part" team of staff of the Ecuadorian government's General Directorate of Geology and Mines (DDGM) in July 1968. The exploration program formed the latter part of phase I work plan of a two-phased exploration project financed by the United Nations Development Programme and initiated in late 1964. The author was a team geologist during the period 1965-1967 and subsequently project manager for the period 1968-1972. The Chaucha property lies some 10 km (6 miles) east of the north- south-running western boundary of what was known as Operation Area No. 5. This area of some 10 500 km2(4050 sq miles) is a square truncated to the southeast and centered on the city of Cuenca, the major provincial capital (Azuay Province) of southern Ecuador. The eastern half of the exploration area is dominated by the Cretaceous- Tertiary sedimentary valley (basin) of Cuenca (Caar-Azuay) and its related drainage area. The western half, in which Chaucha lies, is dominated by the high Cordillera Occidental volcanic plateau and the western erosional valleys of the Andes draining to the Pacific. The valley that dominates the eastern part of the area [I500 m (4920 ft) above sea level] is transected by the Pan-American Highway. Because of increased agricultural activity associated with the Cuenca Valley, the area is reasonably well covered by a road network of varying quality. The high western area up to 4000 m (13,120 ft) in altitude is largely barren and completely inaccessible by vehicle. The geological reconnaissance map of the region is shown in Fig. 1.

The U.S. Bureau of Mines is conducting research to evaluate the potential for developing an in situ leach mining process that will selectively extract manganese from oxide ores, leaving gangue relatively undisturbed. To accomplish this, a geochemical approach, based on deposit-specific information such as mineralogy and geology, is used to constrain the operating parameters of the system. Among the studies being conducted are (1) leaching experiments to define reaction mechanisms and kinetics, (2) detailed petrologic characterization at the microscopic scale to assess Mn distribution and leaching efficiencies, (3) deposit characterization and evaluation, and (4) development of potential Mn recovery schemes. Data from these studies are being used to develop engineering design information for an in situ mining process. Specific details of the Bureau's research project are discussed, including results obtained to date.

In other words, for what purposes are such valuations prepared? This may be the direct purchase of a property or group of properties from a third party, but could also be the opportunity to develop a new operation or expand an existing one.A very simple objective in making any kind of investment is to make our shareholders richer than they would otherwise have been. That is, to make investments whose value to shareholders exceeds the consideration required to acquire them. Thus the investment decision focusses on the difference between an asset's value and its cost.This distinction between ""value"" and ""cost"" is an important one. Study of a company's balance sheet may tell a lot about the cost of this company's assets, but very little about their value. Then again, it is sometimes argued that a business should be bought because this will result in assets being acquired for less than their replacement cost. This merely compares one cost with another, it says nothing about value."

Dunn has written an excellent paper providing a wealth of advice on what is often the most costly consumable in the mineral processing plant. As he pointed out, grinding media selection and quality control can play a major role in successful plant operation. Owing to the economic importance of this topic, there are some important factors related to media sizing that I believe merit further comment. Dunn made reference to a slightly simplified version of the Azzaroni (1981) equation and pointed out its successful use for the Henderson SAG and Climax ball mills.

Thin seam mining presents unique challenges when management or economic conditions require significant productivity increases. These challenges are increased depending upon the presence of various external factors such as labor unions, Federal and state regulations, and market characteristics. This paper explores the turn-around situation occurring at Tanoma Mining Company (TMC), a medium-sized underground coal mining company in central Pennsylvania, USA. Using a systematic approach of improving management controls and direction, labor relations, and communications, coupled with an intensive upgrade/rebuild/replacement program for equipment and systems used at the mine, TMC has begun reversing its' cashflow position from negative to positive within two years.

I read a book the other day called Opportunity 2000. The book, Opportunity 2000, talks about what's going to happen in the next nine or ten years as we propel ourselves through the 1990s into the 219 century. The book, Opportunity 2000, is a futuristic book, somewhat like Megatrends. It said that by the year 2000, baby boomers will be old people, and when you got here before the baby boomers, how does that make you feel? It said that there will be more women in the American work place by the year 2000 than men. The book, Opportunity 2000, discusses diversity. The big challenge for the 1990s is ?diversity?. We'll have the D-word in the 1990s. We had the G-word in the 1980s ? ?global.? Diversity in terms of more immigrants, more minorities, more females into the American work place, but also value systems diversity. We'll have to deal and adapt to four different generational clusters in dealing and interacting with employees and management in the 1990s-value systems diversity. WHY DO AN AUDIT? There is increased enforcement of environmental laws and regulations at State and Federal levels with attendant steep fines and even the possibility of jail sentences. We are all aware of environmental and public health and safety incidences (i.e., Love Canal, Bhopal) which have led to stringent laws and regulations (i.e., CERCLA, RCRA, SARA). In some cases, the courts have specified that a company institute an audit program as a condition of settlement of claims which related to lack of environmental control. The U.S.EPA issued an Environmental Auditing Policy Statement in the November 8, 1985 Federal Register (pp. 46504-46508) which encourages the use of environmental auditing by regulated entities. Elements of what EPA considers to be an effective environmental auditing program are outlined and briefly explained. These factors combine to indicate why there is a growing number of companies which have instituted an audit program. Briefly, the program can and should be used to monitor compliance with environmental regulations and corporate policy, to prevent violations, to improve policies and procedures, to raise the level of environmental awareness, to encourage communication among operations and all management levels about environmental problems, and to measure risks and control costs. AMAX Inc. has had an environmental audit program since the early 1970's. The AMAX Environmental Affairs Department, working with the Law Department, oversees and coordinates environmental audits and analyzes the findings which an audit reveals. Facilities are audited on a regular schedule; those having the greatest potential for environmental liabilities are audited at least annually; other facilities are audited less frequently. The question of who performs the AMAX audits was settled in favor of the audit team being independent of personnel from the facility being surveyed. Other methods of auditing could be the following: - Independent contractor (Appendix A) - Combination of independent contractor and in-house staff - Self-audit by site personnel The merits and demerits of who should conduct the audit can be analyzed to suit your particular needs. Next you need to decide on the procedure for the audit and the form for reporting and follow up. Environmental publications referenced in Appendix B can be helpful to you at this point. After deciding on the form of auditing, a schedule is prepared and followed to the closest extent possible. This schedule should be published and distributed to the sites so facilities know when they are being audited. This is not designed to be "a game of hide and seek." Various elements of the AMAX Audit Program are as follows: Team selection Pre-visit preparation Site visit Exit interview Report Using the audit Follow-up Team Selection The usual make-up of the team is the audit manager, the environmental specialist who normally provides assistance to the site or has knowledge about the operation, and a legal representative if his or her schedule allows. The legal representative will review the findings of the audit team if a personal visit is not timely or necessary. Size of the team can be expanded, but a minimum of the audit manager and the environmental specialist is best. Two sets of observations are better than one. The environmental specialist can also provide the rapport which is beneficial to creating the appropriate tone so that the site people will be as cooperative as possible. This is not to be an antagonistic exercise.

Results of selective flocculation of natural ores containing two or more minerals and of synthetic mineral mixtures do not usually agree with what is expected on the basis of the results from single mineral tests (Acar and Somasundaran, 1985). This is mainly due to the ionic species released by the minerals, which act differently under different pH values. The objective of this investigation was to study 1) the surface chemical composition of selected sulfide minerals-natural chalcopyrite and pentlandite and synthetic covellite, millerite, and pyrrhotite-and 2) the changes brought about by the dissolved mineral species. Electron Spectroscopy for Chemical Analysis (ESCA) was used to perform the surface analyses.

As you know, NIOSH is the part of the United States Public Health Service with responsibility for conducting and supporting research leading to prevention and control of occupational diseases and injuries. Some years ago, NIOSH went through a process of identifying and leading occupational health and safety problems in the United States. Candidate problems were evaluated in terms of the number of people affected, the importance of the effects, and how amenable the conditions are to preventive interventions. Lung diseases were ranked first on the resulting list. Diseases from mining continue to contribute substantially to this unfortunate position of prominence. The work of the Generic Center is one of many answers to this critical problem. Although the research is often expressed in terms of dust characterization or dust control, the reality is that high dust levels are much like high blood pressure. No one cares about hypertension per se. We are concerned about the consequences of exposure to untreated high blood pressure--heart disease, kidney disease, and stroke. Similarly, if dusts were truly only a nuisance, there would be little justification for the diverse research program supported by the Bureau of Mines or by NIOSH. But mineral dusts do cause a range of significant health problems: pneumoconiosis, bronchitis, and emphysema. The research supported by the Center is aimed at doing something about them. Within a public health approach to occupational health, we have a hierarchy of interventions. Primary prevention of problems is prevention at the source: solving a problem before it affects a worker. What we call secondary prevention is an attempt to identify health problems at a sufficiently early stage that some intervention will interrupt the disease process or the development of significant impairment. Tertiary prevention refers to rehabilitation of the worker who has already suffered significant loss of function. At NIOSH, and in the Generic Center research programs, the focus is on primary prevention. Basic investigations into those things about specific dusts that promote or reduce toxicity is critical for our understanding of how to prevent disease. Also, the search for engineering solutions to reduce or control dust generation is essential to solving problems of dust over-exposure. But until the engineers create the foolproof safe environment, it will also be necessary to discover better ways to identify the earliest markers of disease. To do this, we must explore and explicate the basic mechanisms of disease through laboratory investigations as well as human observation and physiologic testing. The unique opportunity provided by the Generic Center program and highlighted in this diverse program over the next few days is that these efforts are being carried out in multiple disciplines concurrently. Also, there are periodic small and large gatherings such as this one where investigators have the chance to get together, formally present papers, and informally stimulate each other's progress towards disease prevention. To ignore the potential for this cross-cutting interaction would be a significant loss. To take full advantage of it is potentially revolutionary. I recently pulled out a book I hadn't read since I was an undergraduate. It specifically concerns the nature of intellectual ferment surrounding the development of the concept of a sun-centered rather than an earth-centered universe in the sixteenth century. The book is about more than developments in astronomy: it is a discussion of the nature of scientific revolutions. Scientific revolutions result from the brilliance, insight, and good fortune of the few superimposed on the evolutionary work of the many. They both cause and reflect significant itellectural and social ferment. For example, the revolutionary work of Copernicus in recognizing the limitations of the concept of an earth-centered universe reflected contemporaneous developments in optics, mathematics, physics, economics, and philosophy.

A pilot scale study was performed to evaluate the potential for gravity concentration of gold from -13 mm (-1/2"), crushed ore from Ester Dome, Alaska. 9.04 tonnes (9.94 tons) of crushed ore were sampled and processed through a Pan-American jig -Wifley table pilot plant. Plant products were sampled for assay and material balance calculations. Gold recovery through one stage of jigging and two stages of tabling was 17.4% at a concentration ratio of 615:1. Concentrate grade was 766.3 g/tonne (22.4 oz/ton). The feed grade to the plant was calculated at 1.71 g/tonne (0.050z/ton). Jig tailings, primary table tailings and secondary table tailings grades were 1.44 g/tonne (0.042), 1.30 g/tonne (0.038), and 5.47 g/tonne (0.16 oz/ton) respectively. Significant, coarse, free milling gold values were shown to remain in the jig tailings. Concentrate mineralogy is discussed.

As per the current conceptual design presented by the Department of Energy, the exploratory shaft facility (ESF) becomes a part of the repository if the Yucca Mountain site is found suitable for repository development. Therefore, the design of the ESF should be compatible with the performance requirements for the repository. The construction methods selected should limit to the extent practical, the degree and the extent of damage to the surrounding rock mass. The ESF construction and operation should be compatible with the site data gathering activities, such as geological, thermomechanical, hydrological and geochemical testing.

In Electric Arc Furnace (EAF) steelmaking, dust emissions are collected in a baghouse to prevent their escape to the Environment. This fine dust, predominantly iron oxide, also contains oxides of various other metals introduced into the EAF from the scrap charge. For example, mixed or galvanized scrap brings with it zinc, lead, and small quantities of cadmium which preferentially accumulate in the collected off-gas dust. Stainless steel scrap brings chromium into the charge, some of which also makes its way into the baghouse dust as hexavalent chromium-containing oxides. Because many of the contained heavy metal oxides are water-leachable, the U. S. Environmental Protection Agency has listed EAF dust as a hazardous waste which, as of August 8, 1988, cannot be 1andfi11ed without first being treated. Moreover, beginning August 8, 1991, all dusts with zinc concentrations of 15% or greater will be required to undergo high temperature thermal treatment to remove the heavy metals prior to any further disposal. This deadline represents several EPA-granted time extensions to the original requirements; extensions which were granted to allow for further development of process technologies.
