Introduction The economics of open-pit mining de¬pend heavily on the cost of overburden removal. It is necessary to maintain a pit slope as steep as possible. Steeper slopes lower the volume of overburden to be handled, thus lower the cost of material handling. There is, however, a limit to which the pit slopes in any given situation can be steepened. Steepening beyond this point could jeopardize the pitwall stability, ren¬dering it unsafe. It might even result in curtailment of pit production. Several factors affect the stability of pitwalls. Some are natural, such as topogra¬phy and regional and local geology. Others are man made, such as pit geometry, ground water management, equipment, drilling and blasting, and the type of excavation. Greater control can be exercised in the latter with proper planning and by following a set of procedures based on field experiences. This article deals with one such control¬lable factor - drilling and blasting. The eco¬nomics of steeper pit slopes is discussed, followed by a record of drilling and blasting practices in western Canadian surface mines. Microprocessor-based instrumentation and its application to blasthole drilling is also described. Economics of steeper pit slopes The economics of steeper pit slopes is not a new issue. It should be reinforced, though, that pit slopes must be as steep as possible to ensure maximum recovery of minerals at a minimum stripping ratio. For operating, economic, and safety reasons, different pit slopes are maintained during different phases of pit development. Figure 1 shows a hypothetical ore body, cylindrical shape, with a radius of 225 m (740 ft) and located 30 m (100 ft) beneath the surface. The mining operations are planned at two different slope angles of 25° and 40°. The ultimate pit depth was established on the basis of the criterion of "break even pit." The variation of the stripping ratio at differ¬ent mine levels is shown in Fig. 2. Table I summarizes the eco¬nomics involved for two pit slopes, 25° and 40°. Figure 3 presents the profits during the life of the mine for these two pit slopes. This study shows that steeper slopes for an open pit operation are far more advanta¬geous than flatter slopes. But, what is the optimum slope at any one point in the life of a moving pit? And how can the stable slopes be maintained over the short- and long-term? Canadian blasting practices A survey of blasting practices in western Canadian surface coal mines revealed that, at most mines, hard consolidated overburden is drilled and blasted. Blastholes are drilled with rotary crawler-¬mounted rigs using bits in the 220 to 310 mm-diam (8.5 to 12 in.-diam) range. Typi¬cal hole depths are 12 to 18 m (40 to 60 ft) to accommodate the pit bench heights of 12 to 15 m (40 to 50 ft). For a 12-m (40-ft) high bench, a typical hole will be 14.6 m (48 ft) deep including the subgrade drilling of 2.6 m (8.5 ft). Half of this hole will typically be a powder column and half will be stemmed. For a 15-m (50-ft) bench, a typical hole will be up to 18 m (66 ft) deep including the subgrade drilling. Drilling patterns are usually 9 m (29.5 ft) spacing and 9 m (29.5 ft) burden. De¬pending on local geology and hole diameter selected, drilling patterns of 8 x 8 m, 8.5 x 7.3 m, and staggered patterns of 11 x 5.5 m

New and improved benefication techniques are available to allow the production of clay minerals of exceptionally high purity. This is particularly true for kaolins and smectites. Wet processing techniques including particle size separation, high intensity magnetic separation, chemical leaching, flotation, and selective flocculation are described and results and applications are discussed. The blending of clay minerals with other minerals provide opportunites to make special ceramic materials such as cordierite and other minerals which have very special ceramic properties including low heat expansion, high fired strength, low absorption, and other desired qualities.

"IntroductionThe mining industry has made slow but steady progress toward the automation of mineral processing plants over the last 35 years. The stimulus to automate is associated with important economic and hidden benefits, so that today, the latest in instrumentation and technology is being employed.This chapter assesses the status of instrumentation justified economically, defines levels of control and certain fundamentals of feedback control loops, describes typical sensors employed in concentrator circuits, summarizes control strategies employed therein, and briefly highlights trends in integrated plant control.Current Status of AutomationAs early as 1948, the mining industry began to show interest in automation, probably because of its close association with the petroleum industry. By 1958, some regulatory control had been achieved in various sections of a concentrator, particularly in crushing circuits. Successes were attributed primarily to the reliability of sensors employed in the corresponding control scheme. By 1961, computers had appeared on the scene, initially, for data logging purposes.From 1958 to 1965, very few new control strategies had been implemented. Guidelines in vogue at this time appeared to be:- Install proven automation, unless a good instrumentation department exists at the concentrator.- Do not bite off too much instrumentation at one time.- Do not purchase on price alone; instrumentation must function in the concentrator environment.- Do not purchase automatic control equipment to be fashionable.Such guidelines were employed1 because of a lack of: (a) quantitative process knowledge, (b) reliable primary sensors, (c) initiative to try something new, (d) trained personnel, and (e) understanding that older concentrators could justify automation in many situations."

Provide mine personnel with a convenient means of determining the optimum installation geometry of roof trusses in bedded roof. Background Mine operators frequently ask the following questions concerning roof truss installations: 1. Where should the bearing plates or brackets be placed or where should the inclined holes be started? 2. At what angle should the holes for the inclined chords or angle holts be drilled? 3. What tension should be put into the inclined chords so as to achieve the most effective results for the effort and expense? Truss hardware manufacturers have responded to these questions with answers based on what seems to work best. While designs based on past experience are frequently reliable, there was a need for a rational approach that could accommodate a variety of conditions. The Bureau has developed a procedure that enables mine operators to optimize roof truss installations in bedded roof.

"Diesel exhaust soots were assayed in the Ames Salmonella typhimurium histidine reversion assay system using TA 98, the soots being applied as the following preparations: dispersion in dipaimitoyl glycerophosphoryl choline (DPL), dispersion in dipalmitoyl phosphatidylethanolamine (DPP!), and dispersion in dipalmitoyl phosphatidic acid (DPPA) in physiological saline, and in physiological saline without added surfactant. The extracts of soots by dichloromethane / dimethylsulfoxide (DCM/BHSO) were also assayed. Studies were performed both with and without :IQ microsomal activation of the soot preparations. The DPP! and DPPA surfactants were chosen as phospholiridz with two palmitic acid moieties esterified to a glycerol as is the case with DPL, but with hydrophilic groups having different electrophilic characters. The soots, without S9 activation, showed mutegenic activity when extracted in the conventional procedure with DCM/DMSO. The mutagenic activity of soots dispersed in DPL was quantitatively comparable to, and in some cases greater than, the activity expressed by an equal mass of soot extracted by DCM/DMSO. Soots in other surfactantpreparations, DPP! and DPPA, also expressed positive mutagenic activity. Praincubation with S9 microsomal enzyme fraction reduced the activity of solvent extracted soots, and greatly diminished the activity of DPL dispersed soots. Initial sister chromatid exchange (SCE) assays using the Chinese hamster V79 cell line indicated DPL dispersed soot also can cause SCR in mammalian cells. Results thus far suggest that surfactant suspended or ""solubilized"" respirable soot particles could provide a mechanism for transport and expression of mutagens in the lung."

The use of froth flotation as a means of separating and upgrading sulfide mineral concentrates is standard industrial practice throughout the world. It is ap-parent from observing the industrial practice of sulfide mineral flotation over the last decade that progress is being made in optimizing the operating aspects of flotation. Examples of this are the availability of improved instrumentation and related computer control devices, the modification of mechanical flotation cell designs, the introduction of column cells, better reagent dosage control, blending of feed ores, increasing attention to coarse and fine particle separations, the successful introduction of new frother chemistries, etc.

In 1985 the Pittsburgh Energy Technology Center (PETC) of the U.S. Department of Energy (DOE) conducted a study to evaluate the emerging selective agglomeration processes (Killmeyer, 1985). This paper covers a recent similar study evaluating an associated technology, the emerging advanced froth flotation processes. This study has goals similar to those of the 1985 study: to evaluate the emerging froth flotation technologies collectively and determine how far they have progressed in their ability to clean ultrafine coal, and to assess the differences among the participants. The major concern again in this study was not the level of development, nor the economics of each individual process but only the current technical performance.

The Other South Pacific Island states extend from Palau, also called Belau, near the Philippines in the west, to French Polynesia in the east. However, a number of countries and territories have been omitted, from this chapter because their mineral production was insignificant to the local economy. These include the French over-seas territories of French Polynesia and Wallis and Futuna Islands; independent states, including Kiribati, Marshall Islands, Micronesia, Palau, Tonga, Tuvalu, and Vanuatu; the New Zealand freely associated state of the Cook Islands, and the New Zealand dependency of Niue. What mineral production existed in these islands was limited to construction materials such as coral reef limestone, crushed stone, and sand and gravel in minor quantities solely for domestic consumption. FIJI The mineral industry of Fiji continued to be dominated by gold, although this sector contributed less than 1 % to the gross domestic product (GDP) of the country. Gold and silver together ranked second in value among the country's exports. Fiji's economy contracted 11% during the 8-month period following the first, on May 14, of two military coups. Although the island nation had been a member of the British Commonwealth of Nations since its independence on October 10, 1970, Fiji's membership terminated with the emergence of the Republic or Fiji on October 15.

An accepted statement of fact is that, next to agriculture, transportation is the second most important industry in the world. The transportation networks of the United States have greatly contributed to our nation's growth and prosperity. The objective here is to make the reader aware of the need for communication between geologists, mining engineers, purchasing agents, and transportation managers. Only through a cooperative effort is it possible to reap the benefits of transportation in the industrial minerals field. Transportation is often thought of in terms of trucks, rail cars, barges, and covered wagons. There is much more. Corning Inc. Corning Glass Works is a worldwide organization with more than $2 billion in annual sales. It supplies more than 60,000 different products a year to some 47,000 customer firms and millions of individual consumers. Corning operates 32 of its own plants worldwide and is also an investor with a 50-50 or minority position in 24 affiliated companies in 11 countries. Corning competes in four broad business categories: • specialty glass and ceramics; • consumer housewares; • laboratory sciences; and • telecommunications Binding these four sectors together is the glue of technology. Coming's research laboratory, established in 1908, was one of the first in American industry. That early commitment to research has never wavered. Today, Corning spends annually on research and devel¬opment, as a percentage of sales, at double the average rate for all manufacturing industry in the US. Some 1500 scientists, engineers, and support personnel are now employed at the company's research and development centers in the US, Japan, and France. Petalite background A family of materials melted conventionally as a glass, then converted by special processing to a ceramic was invented in 1957. One of the basic minerals in this glass ceramic product is petalite. Petalite is a monoclinic mineral with a framework silicate structure and a low iron content, about 0.06% Fe2O3. Petalite is found in very few places throughout the world and no commercial petalite deposit has been found in the United States. Sizable deposits occur in Zimbabwe, Southwest Africa, Brazil, Australia, the Soviet Union, and Sweden. Coming's purchasing and geology departments located a source of petalite with proven reserves in what was then known as Rhodesia. The supplier was Bikita Minerals. The relationship with Bikita was one in which Bikita supplied bulk ore that Corning processed into a finished material at its US facility. This bulk ore method of shipment resulted in high losses through contamination and processing. It also caused tank upsets at the Corning plant because of iron contamination picked up through the numerous handlings of this product in bulk. The relationship with Bikita continued until 1965 when the white political leadership of Rhodesia declared its independence from Great Britain. This led to the imposition of international sanctions. The sanctions were lifted in 1980 and the relationship with Bikita was reestablished in 1983.

"1. INTRODUCTIONIn the past two decades, low-grade gold and silver ore bodies in the United States have been exploited by heap leaching, primarily with sodium cyanide solutions. This method has proven to be a viable alternative to conventional milling due to its low capital and operating costs. Successes have been made, particularly in Nevada, where ores are well oxidized and the climate is conducive to this method. in recent years, heap leaching has been tried in northern latitudes with some success, however, in using this method, operators face more severe limitations than do their neighbours to the south.This paper evaluates the limitations of heap leaching with particular emphasis on northern climates and introduces an alternative method to recover precious metal values in a continuous vat. This proprietory technology, known as the Mackie Vat Leaching Jig, shows promise, with improved gold recovery and potential to operate in cold climates.2. WHAT ARE THE LIMITATIONS TO HEAP LEACHING?Heap leaching of non-refractory ores is subject to the following limitations:1. Minimum amount of free gold and nuggets in the ore.?. Minerology of the ore--accessibility of gold to lixiviant.3. Minimum particle size and size distribution of crushed product to allow percolation of lixiviant through the heap.4. Minimum amount of clays or clay-like slimes that can cause coating of ore particles and channelling of lixiviant.5. Minimum strength of ore particles or agglomerations to allow economic height of heaps to be built.6. Amount and suitability of real estate.7. Amount and type of precipitation.8. Ambient temperatures.9. Possible poorer lixiviant diffusion.10. Possible lower oxygen content in dissolved cyanide solution with higher heaps, particularly with ice and snow cover."

INTRODUCTION The first phase of the Los Angeles Metro Rail Project consists of 7.1 km (4.4 miles) of subway and stations running through downtown Los Angeles from Union Station to MacArthur Park. Shank-Ohbayashi has two of the tunnelling contracts on this initial phase: A-171 and A-146. Contract A-171, the Wilshire/Alvarado Line, involves tunnel construction beneath 7th Street from the 7th/Flower Station to the Wilshire/Alvarado Station. The project consists of the excavation and lining of 3000 m (9900 ft) of twin-bore, 6.7 m (22 ft) excavated diameter, 5.5 m (18 ft) finished diameter subway tunnels. Contract A-146, the 5th/Hill to 7th/Flower Tunnels, comprises 1220 m (4000 L.F.) of twin-bore tunnel identical in cross section to the tunnels in Contract A-171. The majority of the excavation on Contract A-171 is beneath city streets in a weak siltstone/claystone bedrock with cover varying between 10 m and 25 m (32 ft and 82 ft) to the street surface. Approaching the 7th/Flower Station some fine-grained alluvium is encountered. The tunnels on both contracts are excavated with an open face digger equipped shield. On Contract A-146 the tunnel alignment is a 305 m radius curve of approximately 550 m (1800 L.F.) length underneath several multi-storied buildings of various construction. Excavation is still ongoing on Contract A-146. The contractor's choice for initial tunnel support on both contracts is a system of precast concrete segments similar to what the contractor had used on 7 miles of tunnel in Phoenix, Arizona, for the Arizona Department of Highways.

Engineering education has become a matter of national concern, at last, so I would like to talk about the links between the mining industry, the universities and technological developments. The Australasian mining industry and the mining schools have collaborated closely since the first school was established in 1871 and during those years there were a series of remarkable technological developments. For example:In the late 1880s George AndersoIl Richard developed chloride leaching of gold at Mt Morgan. This made a large difference to the wealth of Mt Morgan Mining Ltd.In the mid 1890s Robert Sticht demonstrated that pyrite smelting was an economically feasible process at Mt Lyell and the wealth which came to Mt Lyell Mining Co from his outstanding work made it one of the great companies in the country.During the first 15 years of this century flotation was developed at Broken Hill and it has proved to be one of the great technological inventions of this century.In the 1920s G K Williams started his outstanding work on lead smelting and refining at Port Pirie, this was work which ultimately re-wrote the text book on lead metallurgy and established Port Pirie as the mecca for lead metallurgists.In the 1920s also Frank Stillwell, later joined by Austin Edwards, established the new science of mineragraphy at the University of Melbourne. They were both great geologists, both were superb scientists and oddly enough both were outstanding athletes.In the 1930s Dr Ian Wark, a man in the front rank of Australian scientists of any period, started his outstanding work on flotation, work which resulted in a text book which remains a leader in its field today.In the 1930s also Arnold Black at Broken Hill South Ltd picked up the work which had been done at Mt Lyell many years previously and eventually wrote the papers on hydraulic fill which demonstrated that he led the world in fill technology. What a remarkable story of achievement it was, it laid the groundwork for the great industry we have today. It was possible because the industry was well supported by outstanding university schools and I would like to talk about some of these.

The Bureau of Mines evaluated synthetic fluorspar as a substitute for natural fluorspar flux in basic cupola ironmaking. The synthetic fluor-spars tested were prepared from waste fluosilicic acid generated during the processing of fluorapatite ore. The cupola trials showed the synthetic products to be the equivalent of natural fluorspar from an operational standpoint. However, wet scrubber sampling showed that substantial losses of volatilized fluorine occurred from the cupola during operation. The losses during synthetic fluorspar trials considerably exceeded those from natural fluorspar trials. Laboratory viscosity testing, using a high-temperature rotational viscometer, confirmed this finding and indicated that fluorspar volatility in slags is related to slag basicity. Synthetic fluorspar is accordingly recommended more for highly basic cupola operation (>1.3 basicity) than for neutral or acid operation, because of the increased potential for pollution and baghouse filter detezioration"

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. INTRODUCTION Geotechnical engineers play a major role in tunnel design primarily because tunnels are constructed entirely within the ground. In general, this role can be divided into two major tasks: subsurface investigations and project design. Under subsurface investigations, it is necessary for the geotechnical engineer to accurately describe the ground in which the project will be built. Under project design, it is necessary for the geotechnical engineer to work together with other members of the design team to make certain that the tunnel fulfills its intended purpose at least cost. Given in the paper are the authors' opinions about what constitutes an adequate scope of services for these two tasks on a tunneling project. SUBSURFACE INVESTIGATIONS o Background Study All subsurface exploration programs for tunnels begin with a thorough investigation of background information about the proposed site. Such background information includes geologic, reports topographic maps, aerial photography, and case history reports of other nearby tunnels. Once completed, it is necessary to study the background information so that the proper scope and magnitude of subsurface exploration work is performed in a manner that provides maximum input to a knowledge of those intact and rock mass properties that are important for an understanding of the entire ground mass. "ClassificationClassification is a combination of mechanical and hydraulic operation which separates a pulp into two portions according to their respective settling rate. The finished product, the overflow, is removed from the other product, sand, which requires further grinding.Pulp is the uniform suspension of solids in a liquid. Overflow is the fines and therefore the more slowly settling portion of the pulp which is carried over the top of the classifier by the flow of water; sand is the coarser and more rapidly settling portion of the original pulp which is discharged from the classifier by the mechanical action of the rakes or conveyed out by a ""screw"" .Selective classification is classification that has for its object the concentration of the heavy constituents of the original pulp in the sand product so that it may be ground finer than the lighter constituent.Classification is used as follows:I. To make a size separation, for example, a sand-fines separation so that each product may be given a different treatment.2. For closed circuit grinding so that the maximum size of particles entering the circuit is limited, and so that the useful work is increased by enabling the mill to operate mainly on the particles that require the reduction.3. For differential grinding of the heavy mineral constituent and the gangue. In this case, the heavy mineral is concentrated in the sand product and is reduced further, while the lighter gangue material overflows the classifier.The selection of the proper size and type of classifier is determined by the function required, the character of the ore, and the tonnage to be handled, the initial cost and the operating cost."

Some operational difficulties have been encountered in the transfer of carbon-in-pulp technology to Australian conditions. Many gold mines? are located in remote and arid areas where the available ground water is highly saline. There is a gradual depletion of free milling oxidised gold ore reserves resulting in the necessity to treat deeper primary sulphide .deposits which can be refractory. Some near-surface ore-bodies and tailing dumps are contaminated by natural vegetative matter which can interfere with the adsorption of gold from the cyanided pulp,. Advances which have been? made include potable water conservation in elution, a new type of regeneration kiln, inter-stage screens, alternative leaching systems transportable carbon-in-pulp plants and efficient open-cut mining methods. Academic and applied research is well supported by government and industry and the results are normally rapidly disseminated and put into practice by the gold mining industry.

"IntroductionSafety and training in the mineral industry will always be issues that are hotly debated and discussed.The nature of the mining industry, where people and equipment work in close quarters deep below the earth's surface, attracts a great deal of public attention and concern, especially in the areas of safety and related training activities. This concern has been carried over into the mineral processingsector which is, of course, a vital part of the mining industry.It is therefore imperative that mining people closely examine the policies, procedures and programs presently in place to determine if they meet the needs of the industry and its employees. Everyone stands to benefit: the companies, employees and the mineral industry as an important segment of the Canadian economy.Phrases such as ""Safety First"", ""Safety is Number One"", have a role to play in industrial safety programs but in reality are a shallow approach to the magnitude of the challenge. An industry must produce its products in a cost-effective way, with good employee relations. None of these objectives can be successfully achieved unless accompanied by good safety performance. Accidents both on and off the job result in very poor efficiency, high costs and poor employee relations.This chapter, Safety and Training, outlines those major areas that the author believes are necessary components for an industrial safety, health and training program, but are not all inclusive. More will surely be added as additional problem areas requiring attention are identified. The major sections discussed are: Development and Implementation of a Safety Program; Occupational Health; Training; and Audit Procedures.The author has drawn on his experience as both a mill superintendent, mine manager and superintendent of safety, health and training. The approach developed at loco Metals Manitoba Division is frequently used in this paper with examples and excerpts to better illustrate the subject, but does not represent the full scope of programs in place in the Division."
