The Rochester Mining District is located some twenty-five miles NE of Lovelock, Nevada. The District was discovered and named in the 1860's by prospectors from Rochester, New York. For a number of years, they worked Rochester Canyon, sinking shafts and inclines and making open cuts. After reaching a depth of approximately eighty feet, the miners tapped an underground channel and were driven from these workings by a strong flow of water leaving pumps in the shaft and barely escaping with their lives. With the Rochester workings no longer accessible, the miners went to the southeast and established the Relief Mining District. About 1881, gold was found in the gravel at the mouth of American Canyon, to the east of Rochester. These placers were worked until 1895, first by the Americans who reportedly took out $1 000 000, and later by the Chinese who mined the gravel with great skill. It was estimated that the Chinese took out as much as $10 000 000.

Planning the use of South Africa's energy resources, especially coal, is of the utmost importance. The State and the mining industry require reliable official estimates of the economically mineable coal reserves for planning purposes. An overview of al the previous reserve estimates is given, with specific attention to the two most recent estimates-those of Petrick and De Jager. The differences between these two estimates are highlighted. The following important aspects are discussed: . the need to update the information regarding South Africa's mineable coal reserves, . the necessity of understanding and agreement between the coal-mining industry and the State department responsible for updating the coal-reserve data, and . the importance of the specific assumptions used in the updating of the data. A downward adjustment of mineable reserve figures is proposed, and the factors that influence the meaningful exploitation of the coal reserves are discussed. A recommendation is made as to how the Waterberg coal reserve should be exploited, and it is concluded that the Soutpansberg Coalfield cannot be exploited economically in the foreseeable future. An evaluation of the status of the coal-export trade is made and compared with the assumptions and targets set at the start of the coal-exportation scheme. The comparison shows the extent to which the exploitation of the coal reserves is being negatively influenced by the current market situation. Recommendations are made regarding planning for the coal-export market, and the aspects that have to be taken into account to keep South Africa in the export market are identified. Reference is made to the fact that the present unrestrained wage and salary adjustments, which show a total disregard of South Africa's poor productivity record, require serious thought and speedy rectification if the country is to survive in the export market. A salary and wage strategy must be developed to suit the specific needs of the Republic of South Africa.

This final report on Bureau of Mines Contract J0338028 presents the results of a research effort to predict incipient failure in electric-power-system components. The development of continuous monitoring techniques to detect an incipient failure would represent a significant improvement in system maintainability, availability and safety, This report describes the analytical and experimental aspects of the project. Mathematical models have been developed to study the behavior of cables and motors which are undergoing a deterioration process. These models allow a detailed study of the effect of deterioration on the component's terminal characteristics and performance. The efficacy of using negative-sequence monitoring is a reliable indication of deterioration has been established. Techniques for assessing the sensitivity of the prediction algorithm to component deterioration have been presented. An approach for modelling electrically-excited vibrations, and including these in the algorithm, has been presented.

The lining of the tunnel and shafts for a new section of New York City's- water system required extensive components to produce, deliver and place a continuous tunnel linning. The project placed approximately 153,000 CM (200,000 cy) of concrete for 5,340 M (17,520) of drill and blast 7.3 M (24 ft.) ID tunnel, located at depths of 152 M (500 ft.) to 213 M (700 ft.) . This section of tunnel will be connected to the surface water distribution system via four shafts of varying diameters ranging from 5.8 M (19 ft.) ID to 1.5 M (5 ft.) ID . All work was done beneath the streets of Manhattan under the rigid constraints of the City of New York and the Bureau of Water Supply regulations.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. Introduction Federal and state laws enacted to regulate coal mining and the accompanying public concern about the adverse effects that mining might have on land use have focused much attention on the subsidence of the land surfaces over underground mines. Some questions asked are: • Will abandoned mines subside in the future even though they have exhibited no surface adjustment to date? • If so, when will subsidence take place? • Can a specific surface area be affected by subsidence more than once? • What surface form will the subsidence feature take? • Is there any way to predict when subsidence will occur and end? An attempt is made here to address these questions insofar as it is possible with available data and experience of evaluation of subcritical extraction conditions. Mining that results in subsidence features can be classified as supercritical, subcritical, and critical with respect to the minimum span lengths of the worked-out rooms (Fig. 1). A complete basin will not develop fully immediately over subcritical conditions because the span lengths of the entries are less than the critical dimension (Wardell, 1983). Passageways, entries, and room-and-pillar panels are all included in the subcritical category. Because of the short span lengths, subcritical mining conditions tend to be stable over the life of the mine unless adverse geologic conditions exist (Gray et al., 1974; Dunrud, 1976). Various roof control and support procedures are employed to maintain entry stability during mining. Little information exists concerning the time factor of subsidence over areas of subcritical extraction. Data that have been collected relate to longwall mines, whereby the cavity sizes are designed large enough to induce caving behind the working faces so that complete subsidence at the surface occurs within a short period of time. The UK's National Coal Board (1975) has reduced the enormous amount of data it has collected to empirical correlations and has published these correlations in its Subsidence Engineers Handbook. The handbook states that "None of the foregoing remarks applies to pillar and stall working," with respect to the section discussing the time factor of subsidence caused by longwall mining (National Coal Board, 1975, p. 40). To understand and evaluate how time relates to subsidence above room-and-pillar mines, one must first recognize how mine cavities deteriorate and fail. The propagation of failure to the surface must then be studied, and, finally, the failures that are manifest at the surface in the form of depressions accompanied by both compressional and tensional movements must be investigated. Failure of mine cavities Any cavity beneath the earth's surface represents a condition of nonequilibrium and tends to close with time. Failure of cavities in a subcritical mine can be classified as failure of the roof, failure of the floor, failure of the supports (pillars, cribs), and elastic rebound of the rock. One mode of failure may dominate, but generally combinations of the four will occur. Also, initial instability of geologic materials and structural features and in situ stress may be unknown factors that can contribute to cavity failure. Roof failure is the most obvious opening stability problem in most operating mines. The bridging capabilities of the roof rock are dependent on the rock's material strength, geologic discontinuities, and reaction to humidity changes in the air of the mine. This type of failure may vary in magnitude from gradual flaking to massive roof falls. Mine floor instability can be manifest in the form of a general heave over a broad area or of individual pillar punching. The weaker and thicker the immediate floor material, the more prone a mine is to experience floor problems. Water seeping into an area can soften the underclay, reduce its bearing capacity, and precipitate failure of support for the overburden.

Introduction A study was completed that investigated the enrollment in mining engineering programs in 24 universities and colleges. All programs considered in the study award four-year bachelor of science degrees in mining engineering. They also provide all the engineers for the mining industry and a large portion of the geotechnical engineers working on environmental problems, storage of hazardous waste, civic, and Federal government underground projects. The numbers used as the base for the study are those reported by each program to SME-AIME and published yearly (SME, 1986). Data for the study came from the period 1975-1985. Also, since some programs include students in related disciplines and special categories, such as cooperative students, a few inaccuracies were unavoidable. A 23-page document has been prepared that reports on the overall picture of current enrollment, the trends, and discusses the results, perceived effects, and what can, or should, be done. There has been an obvious, and dramatic decrease in total undergraduate enrollment since the late 1970s. In 1978, 3117 students were enrolled. In the 1985 fall semester, enrollment was 1022, less than one-third. There were 485 seniors, 265 juniors, 147 sophomores, and 125 freshmen. The downward trend in total enrollment is likely to continue for at least another two years. Class size The catastrophic drop in enrollment is shared by all programs across the country. It does not discriminate between types of programs, coal or hard rock mining, or location. In general, 1985's enrollment is about 30% of whatever the maximum enrollment was in any program, though this varies from the teens to 50%. The latter percentage occurs only for some programs with special circumstances, particularly new programs not well established in the late 1970s. The beginning of the decline in enrollment has occurred at slightly different times as affected by the demise of each program's local industry. The numbers in each class produced from a specific freshmen year (Fig. 1) are worthy of comment. The dramatic drop in enrollment for all classes after 1982 is clearly demonstrated. The timing coincides with the general downturn in the mining industry, when many employed engineers were laid off and new graduates could not find jobs. Also, significantly fewer students are being attracted to mining programs as freshmen. The number of seniors shown seems inappropriate. Where did so many seniors come from and why are so few graduates produced? There is an increasing trend for students to take four-and-a-half or five years to graduate. Therefore, they are counted twice, once when they are first classed as seniors and again the following year. Some students purposely delay graduation to obtain more summer work experience and take additional courses. They believe that this gives them a better

This is the fourth annual tabulation that gives mineral royalty information. The table presents previous information plus about two dozen new entries. In addition to the royalty information, some entries show the cost of purchased reserves. Last year's tabulation appeared in two issues, to accommodate all of the information. This year the format has been changed slightly so the table can be printed in one issue. This year's table presents the commodities in the same sequence as last year. Sand and gravel information appears first, followed by: crushed stone for aggregate; other stone; industrial sand; other industrial minerals; energy minerals (coal, oil shale, uranium); and finally metals. As always, a caveat relates to factors that influence the reserve values. The data should serve only as a general reference. The table is not intended to present an absolute scale of reserve costs. Several factors influence the value of mineral commodities. These factors include: • location and transportation costs (especially significant for most industrial minerals); • market conditions for both the commodity and the company acquiring the right to mine it; • quality or grade of the deposit as it reflects the amount of processing and beneficiation necessary to produce the finished product; • and legislative restrictions and conditions for mining a given material at a given site. These and other factors will influence reserve costs of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity; the location (either by state, US geographic area, or Canadian province); the cost (R for royalty and P for purchased cost); and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. The units may refer to cubic yards (/yd), cubic feet (/cuft), tons (/T) (2000 lbs) or acres (/A). 1 cu yd = 0.76m3 1 cu ft =0.28m3 1st = 0.9 t7 1 acre = 0.40 ha or m2 In several cases the royalty is a percentage of the finished products, sale price and is levied against either the amount produced or the amount sold. There are many reasons why the US mineral and primary metals industry is in its present state. Undoubtedly, a flood of imported goods in all sectors is playing a major role in the plight of our raw materials industry. Domestic industry is becoming increasingly aware of the importance of its international competitiveness. And we are beginning to wonder what is happening to our technological edge. A number of factors affect the international competitiveness. Engineers cannot do much about some of these factors - labor costs, tax policy, government relations, interest rates, dollar strength, and labor-management relations. Something can be done about technology, however. Some say technology is so easily transferable today. But I would like to believe that we have the ability to apply it better than others. Not too many years ago, "made in Japan" meant cheap and shoddy products. Today, Japan has completely changed its image. The US is beginning to feel the threat from Japan's low-cost, defect-free products with dependable delivery. With worldwide recession and the strength of the dollar, we were shocked at the sudden weakness that developed in America's industries, not only in the international market, but domestically as well. What went wrong and what can we do about it? Senior executives from 300 large American manufacturing companies were surveyed. These executives believe US companies must: • invest in more efficient plants and equipment (27%); • invest in more research and development (23%); • improve the quality of service to customers (23%); and • adopt more aggressive marketing tactics and strategies (14%). Are we not doing enough research? The US has nearly four times as many people engaged in research and spends four times as much for research as Japan (Fig. 1). There is little doubt about the excellence of the US performance in basic science as indicated by the number of Nobel prize recipients. Japan has produced only four winners since World War II. Look at technology trade of five countries (Fig. 2). Again, US performance has been remarkable. An interesting observation here, is that the United Kingdom, another country with economic woes, is also in the black, West Germany and Japan, both with trade surpluses, are net technology importers. It is apparent that the US' performance in the commercialization of new knowledge is much more in question. Japan had $50 billion of trade surpluses with the US last year, which led to some friction between Washington, DC and Tokyo. Comparing the technology trade of Japan and the US in more detail, Japan imports disproportionately large amounts of technology from the US and Europe. This data is rather old, 1978, but the general trend is not too different even today. It is generally believed that scientific research leads to innovative technology, then to economic payoff. But, after seeing the current technological challenge by Japan, we are forced to change this traditional view. Investment in research may eventually lead to economic payoff, but not directly. There is a middle ground between new knowledge and its commercialization. This is an area where the Japanese have been successful. Until the 1970s, many western companies licensed patents to Japan for quick profits. But, in recent years, these companies have become more discrete about the terms of technological transfer. As a result, a number of scientists and engineers are expressing deep concern over the future of technological developments in Japan. Introduction The growing role of Colombia as a major supplier of internationally traded steam coal has been widely discussed in the industry. Although Colombian coal has been produced and exported in small quantities for a number of years, the country's position as a major coal exporter began in earnest in 1985 with the first commercial exports from the Cerrejon North Block Project. The mine is located on the Guajira peninsula in northeast Colombia, about 145 km (90 miles) from the coast (Fig. 1). In addition to the mine itself, the project involves construction of a dedicated railroad and port. This forms a modern, efficient, and integrated system. The project is embodied in a 50-50 association contract between International Colombia Resources (Intercor), a wholly-owned subsidiary of Exxon, and Carbocol, the Colombian state coal company. Intercor and Carbocol share investment and operating expenses equally. Intercor has the additional responsibility of managing operations on behalf of the partners. Each partner is entitled to 50% of the coal produced, and each markets its share separately. The project is a multi-seam, truck and shovel operation, based on large reserves (2 to 3 Gt or 2.2 to 3.3 billion st) of high quality bituminous coal. Exports began in the first quarter of 1985, at modest levels through what is called Early Coal Facilities. The permanent coal handling system began operation in February 1986. Production will increase rapidly in each of the next few years, reaching the design capacity of 15 Mt/a (16.5 million stpy) in 1989. Based on available resources, however, the resource will support expansion, and continued growth in production into the 1990s is feasible. Importance of transportation The success of a new coal export venture, such as Cerrejon, depends heavily on efficient transportation. In the international coal industry, overland and ocean transport can in some cases account for 40% to 50% of the final value of the product. Many coals, such as western US subbituminous coals, cannot reach export markets at all because of their low heat content and great distance from export markets. By the same token, low-grade resources are often commercially attractive for local markets even in the face of competition with much higher quality coals from distant sources. Figure 2 shows the growth in steam coal imports into Europe, the largest trading market. Through

Several factors contributed to continued declines in mineral-exploration activity in the US in 1985. Low metal prices and, what appears to be worldwide chronic excess capacity in copper, molybdenum, lead, and uranium, have resulted in mineral-exploration expenditures remaining anemic. Economic recovery could result in a healthier mining industry and more cash flow to fund exploration. This is because general economic activity and US mining industry activity have historically been closely linked. However, as the worldwide economic recovery has expanded, the mining sector has continued its downward slide. New cuts in industry exploration budgets in 1985 shocked those who thought the exploration situation could not become worse. Some personnel and equipment had been redirected from base metals exploration to precious metals in the past few years. Last year, continued reductions in exploration sent many professionals out of the mining industry. Recent staff reductions or consolidations of operations were made by Noranda, Chevron, Molycorp, and other exploration companies. The latest data from the Society of Economic Geologists (SEG) summary of exploration statistics show that professional staff at year end in major US exploration companies (domestic and foreign operations) fell from 2355 in 1981 to 1868 in 1983 and 1277 in 1984. By the end of 1985, two economic trends were established that could improve the future profitability of mining and hence exploration. First, the price of crude oil began a decline. If sharply reduced energy prices increase worldwide economic expansion, the substantial excess capacity in some of the base metals industries could disappear, and prices could improve. Furthermore, if energy price declines reduce mining and processing costs significantly, metals may recapture some lost markets. The decline in oil revenues has already encouraged some oil-producing countries, such as Venezuela, to look toward development of mineral resources to earn foreign exchange for debt repayment. Second, the decline of the dollar by 21% during 1985 could also help US producers meet foreign competition. During 1985, industry restructuring continued as many oil companies sold off mining subsidiaries and minerals properties. Gold, silver in new discoveries Precious metals continued to dominate the announcement of new discoveries and exploration projects in 1985. A review of domestic exploration and development activities reported in several industry journals shows that 60% to 80% of these projects were directed primarily at precious metals, particularly gold. Base metals exploration activities frequently involved polymetallic deposits with gold or silver values. Because much of this exploration was done on identified targets (on-property exploration), the decrease in wildcat or grassroots (off-property) exploration may be more substantial than indicated by reductions in total exploration activity. Significant gold discoveries in 1985 included several in Nevada, among them the Genesis property of Newmont (near the Carlin mine), Goldfields' discovery of the Chimney deposit in Humboldt Co., and Freeport's discovery of two mineralized sites near Jerritt Canyon. Gold exploration continued to be focused in the western US and Alaska, but gold production starts at the Haile mine in South Carolina, and the Ropes mine in Michigan as well as Amselco's feasibility studies on deposits near Ridgeway, SC, are evidence that gold exploration is not limited to the West. The dominance of gold projects in exploration is not limited to the US, as demonstrated by gold dis¬coveries and exploration projects in Australia, Brazil, Canada, the Caribbean region, China, Guinea, Ivory Coast, South Africa, the South Pacific islands, and Thailand. From the standpoint of US metal miners, it is perplexing that worldwide exploration and development is also taking place in copper, zinc, tungsten, and other metals with depressed prices. During 1985, the US Geological Survey's efforts to map the sea floor of the Exclusive Economic Zone shifted from the Pacific Coast to the deep water areas of the Gulf of Mexico and to areas off the coast of Puerto Rico and the Virgin Islands. An atlas containing sea-floor maps of the west coast area was published as US Geological Survey Miscellaneous Investigations Series Map 1-1792. Results of the 1985 surveys are expected to be published by January 1987. Exploration trends - Statistical evidence Data from the SEG showed continued decline in the US mining industry's exploration expenditures through 1984. The share of US companies' domestic exploration expenditures directed toward base and precious metals has increased from 51% to 84% from 1980 to 1983 and to 86% in 1984. US mining companies spent about $0.67 of each exploration dollar in 1984 in the US. However, this represents an increase from earlier years. The 1983 data also show that firms spending more than $5 million on exploration accounted for 77% of exploration expenditures. If enthusiasm is a requirement, the coordinator of the Total Concept program is a dynamic, exciting leader with a lot of potential to keep the program a vital and progressive effort for many years. Art Meyer is entering his third year as the leader of the Total Concept. He is using his years of experience in the industry to emphasize the basics required for the course, and has also instituted new programs. Meyer began his career, after graduation from CSM as geological engineer in 1950, with St. Joe Lead. He held other responsible positions with Amax and Rocky Mountain Energy. He can answer any questions that may crop up or find the right resource person for those questions. Additions to the 18-year-old curriculum instituted since Meyer became coordinator are the study of industrial minerals and strategic minerals. The industrial minerals portion of the course includes visits to a major sand and gravel operation, in addition to lectures on the subject. Much of the strategic minerals requires study and lectures, since Colorado is not a big production state in these commodities. How does the director arrive at new additions or deletions to the program? "It's very simple," he says. "We listen to questions posed by the students, recommendations by industry people who know what is important, and feed-back from course alumni." Alumni feedback from this course has been extremely gratifying, according to Meyer. Other ideas are constantly surfacing, ideas that will be implemented as time and resources permit. One of the most gratifying results of the Total Concept program from an alumnus was the development of a complete teacher and student package by John Christiansen, a teacher at Cherry Creek High School near Denver. The course so excited Christiansen that he envi¬sioned an energy and minerals course to fill a perceived gap in science education on the high school level. The draft package was so attractive that it was sponsored and the publication costs guaranteed by the Society of Mining Engineers. Today, under the leadership of the Mineral Information Institute, the package is in use in several states and has gained enthusiastic acceptance. Other alumni have launched their efforts to broaden the scope of the existing science education by instituting courses or special seminars. One recent alumnus, Dick Will, class of 1984, who was sponsored by the Denver Mining Club, is conducting a science seminar based on his experiences with the Total Concept program. Meyer will be speaking at this seminar, as well as other industry speakers from the SME GEM Committee Speaker's Bureau. Jane Dianich, another alumna, brought her students at Kent Country Day school, also near Denver, into the mainstream of resource education by taking them on abbreviated field trips similar to those she experienced while in the program. She also has been a vocal supporter of the organization and available to speak to other teachers on the value of the experience. George Wright, of the Lake School and a second sponsoree of the Denver Mining Club, admits he came into the program because the six credit hours given toward his continuing education requirement were attractive. He then stayed on to become an ardent advocate of the mining industry. In his own words, "I'm a convert." Wright has developed a slide presentation and has lectured to teachers and students as well as presenting his views to the Denver Mining Club. He has also indicated a willingness to participate with other organizations who need speakers. The value of these speakers and teachers is obvious, according to Meyer. "They represent a respected segment of the public and are not too `tainted' by association with an industry that is too often under criticism from various groups. They represent, in effect, a citizen's advocacy of the industry, which is an invaluable asset to us all." One of Meyer's concerns about the program is that the out-of-state student rate attendance is declining. He is hoping that more AIME sections around the country will become involved in the scholarship program of the Total Concept. Total cost is about $1200 per student. "The rewards to their sections could be tremendous, with the same kind of participation we get here with speakers, citizen advocates, and interested persons," he said. Teachers say that the course improves their teaching and knowledge in a number of subjects including biology, history, economics, career planning, environmental data, science, math, geography, physics, and chemistry. The recent interest in hazardous waste management has sharpened the desire to learn more about this. And Meyer foresees another segment of the course to emphasize this subject. "One of the most valuable resources we have is the field trip program. The course would probably be meaningless without this opportunity to get out into the field where these folks can see what actually happens. The 45 students are taken by van on eight trips, one each week, and the long trip to Colorado's Western Slope. During this long adventure, the students visit underground mines, including CSM's Edgar, open-cut and underground coal mines, precious metals mines, and oil shale properties. They also have opportunities to meet with mine personnel at each of these stops. These field trips fill another function. Living together and exchanging ideas helps the teachers come up with new concepts for the classroom work - expanding their horizons. "As long as we have a mining industry, this effort will continue to grow," Meyer said, "and will fulfill a need within the public education and public relations area of the industry. We need the support. I have dozens of comments from teachers who attest to the value of this program. They understand. The mining industry must continue to do its part."

Charles Morris Minerals engineers have a new opportunity to shape their industry's future. They can help secondary school teachers in their own communities improve their scientific knowledge and thus be better prepared to teach their students. Local sections of AIME and other groups are being asked to sponsor expense-aid scholarships for teachers who complete the summer field course A Total Concept of the Mining Industry. Now in its 18th year, the six-week summer course is presented by the Colorado Mining Association Education Foundation Inc., in cooperation with the Colorado School of Mines Office of Special Programs Continuing Education. The course will be held June 9 through July 18. "In the past, we have been successful in soliciting support for teacher-scholars from many organizations, corporations, and individuals within the industry," said John Robertson, Jr., Foundation chairman. "Now we hope to enlist the help of engineers at the grass roots level in identifying qualified local teachers and giving them what it takes to participate in this continuing education program." Robertson said the course provides secondary school teachers, counselors, and administrators with a working knowledge of the mining and metallurgical industries. It also helps teachers recognize career opportunities for their students. "With the industry facing a challenging new era, we must have teachers who can relate the excitement of this challenge to their students. They will inspire future generations of resource finders, developers, and managers," he said. More than 670 teachers in 27 states, including 45 graduates of the "class of '85" have completed the course and gained six semester hours of graduate credit. The Foundation's Planning and Curriculum Committee meets regularly to develop the course outline and recruit the faculty. Lecturers are selected on their ability to communicate with people not familiar with the industry. Last year, 67 faculty members came at their own time and expense to discuss their specialties, ranging from exploration to marketing. Normally, teachers receive scholarship aid in the form of tuition and fees, and transportation and meals while on field trips. Expense-aid scholarships cover room and board on campus for those beyond the Denver-Metro area, and travel to and from Golden. "We hope to broaden the appeal and the geographical range of the program," Robertson said. Inspiration for the field summer program for teachers came in 1967 from a mining engineer, the late C.L. (Lindy) Barker, a 1931 graduate of the Colorado School of Mines. Barker and a group of concerned individuals convinced the Colorado Mining Association to accept sponsorship of the course in 1968. The Colorado School of Mines and its Office of Special Programs and Continuing Education agreed to be a co-sponsor to give it accreditation and provide physical facilities and coordination. The first course was held in 1969. Operating funds were solicited from industry to pay tuition, course material, the cost of a course coordinator, field trips, and overhead. Through the years, personal contact by an industry representative has been the most effective teacher recruiting tool. Through expense-aid scholarships provided by local sections of professional organizations, such as AIME, as well as CSM alumni and other friends, there will now be a greater incentive for more teachers to get to know the minerals industry and pass that knowledge on in the classroom.

Introduction Only a person fresh from an information vacuum could not know the status of this nation's economy. The inability of the US to compete in the world marketplace is manifested in many industries, from shoes to computer chips, from cars to copper. What industry will next fall prey to world competition? Perhaps the question should be, what insustry will next fall prey to declining productivity? American industry is being forced into an era where the focus must be on productivity, quality, cost control, and competition in the world marketplace. It is approaching a change that could rival the American Industrial Revolution. The future of the US is bright only if it can increase productivity by trying different and new ways to manage its businesses and people. Unlike the easy successes during the 60s and 70s, success in the decades ahead will depend on an ability to compete in the world market. Any operation can achieve unlimited productivity by developing the resources within its employees. As an industry, mining has harvested the earth's resources. As an industry in trouble, it now has to learn to tap human resources to release the energy and creativity in each person. Recently, I worked with a mining operation to reopen a mine and implement a different management approach. The extensive changes resulted in a 50% reduction in cash cost of producing silver (from $0.40 to $0.19/g or from $12.50 to $6 per oz). Thus, an unprofitable mine became an attractive business venture without technological changes or significant capital infusion. The operation is union-free, in spite of being in a highly unionized area. The mine implemented a real productivity improvement process called "gain-sharing." Employees now recognize their individual success is tied to the success of the business. They recognize the day of the free lunch is over for mining employees. This paper will explore three areas related to productivity: • some of the unspoken "whys" of the mining industry's paralysis and how management has caused unproductiveness in mining operations; • major components of a productivity improvement process; and • characteristics common to companies with successful productivity plans. Unspoken whys When things go wrong, everyone tends to point a finger at someone, anyone. This industry has blamed every conceivable person, corporate group, government agency, foreign government, and private group for its failures. The fault finger will not work anymore. Nobody is listening. It is a characteristic of winners in management to assume responsibility for less than acceptable performance. Excellent people tend to blame others less for problems. Everyone involved in mining should shoulder part of the blame for the industry's illness. Is the problem low prices or our high operating costs? To regain our status in the world marketplace and increase our productivity, we need to painfully and honestly talk about our mistakes.

Ventilation requirements to maintain these pollutant levels below their threshold limit values and Federal and local mine air quality standards are discussed. The required reclamation of land disturbed by surface coal mining often results in the creation of some over steepened slopes which are prone to rapid erosion and sediment production. This natural activity on such slopes is not desirable nor allowed under current regulations. Experience has indicated that novel approaches must be devised to address the problem. Research conducted on field sites in Missouri has indicated that construction, during the reclamation and grading processes, of a man-made drainage system will control the erosion. The drainage system must replicate or exceed the natural system in terms of drainage density and channel frequency. Basic design considerations will be summarized in this paper and field results shown.

The term "resultant load vector" is defined as the representation of the forces applied to a longwall roof support element by strata activity through a single, quantifiable measure of support resistance. The relatively complex kinematics of the shield structure prohibits determination of support resistance simply from the summation of leg forces. In the research reported in this Bureau of Mines study, the mechanics of the shield structure were evaluated, and a technique was developed whereby the resultant shield loading could be determined by instrumenting supports with pressure transducers and strain gauges to measure leg, canopy capsule, and lemniscate link forces. This technique has been laboratory tested in the Bureau's Mine Roof Simulator. Functional relationships among variables were assessed, and confidence intervals were established for prediction of the resultant load vector parameters. Resultant load measurements were taken on five instrumented shields on an active longwall face in Colorado. Results were analyzed and found to be consistent with shield mechanics and anticipated roof behavior. Benefits to be derived from this research, future efforts, and long-range goals are discussed.

Universities have had a long history in the education of geology graduates, Analysis of this history reveals a record of success, as judged on a world basis. However there have been significant changes in the last 20 years that have impacted on the ability of universities to continue to provide their traditional style of geology education. These changes have increased in the last 10 years. In the teaching side, there has been a change in expectations. Additionally the increasing workload decreases the value of each academic to perform the tasks needed by the new education. In the area of research, the funds provided have continued to decline, in both real and absolute terms, and it is now necessary for universities to seek out funds to pay for their postgraduate research. Additionally, the universities have slipped into the error of what cahn only be termed "academic incest", and research student mobility has decreased to an undesirable level, stifling initiative and new ideas in a number of cases, The only solution is for Government monies to be "directed" - ie that the postgraduate student must leave his or her original university in order to receifve the research stipend/scholarship. On the government front, the government and its agencies have not adequately analysed and recognised the need for the redirection of education and research funds into the needy areas of science and technology, especially those that related to the minerals area.

In 1985, at the request of the Bureau of Land Management, the Bureau of Mines studied a 50,57U-acre portion of the 90,345-acre Twin Peaks Wilderness Study Area (CA-020-619A) in order to evaluate its identified resources. The area studied is located about 45 miles northeast of Susanville, CA, in Lassen County, CA, and Washoe County, NV. The area is underlain by Tertiary volcanic, volcaniclastic, and intrusive rocks. Quaternary stream, lake, and landslide deposits overlie the older rock. There are no mines or mining claims in the study area. One mineral resource, pozzolan, was identified. Mining claims, inactive in 1985, have been staked adjacent to or near the northwest corner of, and also southeast of, the study area. Examination and sampling of 17 mineralized sites, delineated mostly by prior geochemical surveys, showed at least 30 million tons of subeconomic pozzolan resources and small or low-grade occurrences of gold, silver, copper, lead, zinc, nickel, molybdenum, zeolites and clay.

"The basal type uranium deposits in south central British Columbia occur within unconsolidated, late Miocene fluvial paleochannel sediments that overlie major fault zones within the Okanagan Highlands Intrusive Complex. Prior to the formation of mineralization, paleovalleys containing host sediments were flooded by Pliocene valley basalts of the Plateau Basalt Formation. Five uranium deposits have been outlined to date, of which the Blizzard (4020 tonnes U) and TYee (650 tonnes U) are the largest. The basement intrusive complex underlying the deposits varies in age from early Cretaceous to Eocene and is comprised of quartz monzonite, granodiorite, Coryell monzonite, porphyritic granite and pegmatite.The mineralized host sediments comprise a complex sequence of interfingering conglomerates, arkosic sandstones and mudstones. Organic material is abundant in many, but not all, mineralized beds. Uranium mineralization is present in the form of uranous (ningyoite) or uranyl (saleeite, autunite) phosphates coating clastic grains and filling voids. Because of very strong reducing conditions related to large concentrations of marcasite and organic material, ningyoite is the only uranium mineral in the Tyee deposit, whereas the Blizzard deposit contains a more complex assemblage of minerals (saleeite, autunite, ningyoite). The observed paragenetic sequence of mineral precipitation in the Blizzard deposit (autunite-saleeite-ningyoite) indicates that the uranyl minerals, saleeite and autunite, are primary. Small amounts of Zn, Ni, Co and Mo have been introduced into the Blizzard deposit whereas Mo is the only non ore-forming element enriched in the Tyee deposit. Mn is the only depleted element in both deposits."
