Real gross national product increased at a larger-than- expected annual rate of 8.3 percent in the first quarter of 1984, with both consumption and investment spending increasing significantly in real terms (table 1). Residential and nonresidential fixed investment increased at annual rates of 25.7 and 14.6 percent during the first quarter of 1984, and investment in nonresidential structures, which declined in 1983, also increased during the first quarter of 1984, nearly attaining its 1982 level. The annual level of personal savings increased $27.7 billion, while the personal savings rate (the ratio of personal savings to disposable income) increased to 5.8 percent during the first quarter. The increase in the personal savings rate comes as welcome news to analysts concerned over the flow of loanable funds to the private sector and the impact on interest rates in 1984 of increased private and Government demands. U.S. Minerals Industry Performance A major upswing in the performance of the metal mining sector occurred during the first quarter of 1984, with production increasing almost 11.2 percent from January to March, The recovery of the metal sector is also reflected in the performance of primary metal industry profits, which were positive during fourth quarter 1983 following seven consecutive quarterly losses (table 1). Two thousand nine hundred more metal mining production workers were employed in February 1984 than in February 1983.

Acid ferric sulfate solution has been used for heap and dump leaching of low-grade chalcopyrite ores and is being considered as a possible lixiviant for the hydrometallurgical processing of copper sulfide concentrates. For many years, researchers have attempted to explain the leaching behavior of chalcopyrite, since the reaction rate kinetics are extremely slow and seem to be significantly influenced by the nature of the reaction product. A summary of conclusions drawn from reported literature on chalcopyrite leaching is found in the paper by Munoz, Miller, and Wadsworth(1) and more recently by Dutrizac.(2) Lowe(3) and Jones and Peters (4) attributed rate control to a surface reaction. Linge,(5) Dutrizac,(6) Bauer,(7) and researchers at the University of Utah(1,8) reported that the reaction rate is limited by transport in the chalcopyrite lattice or through the elemental sulfur reaction product layer. Munoz et al.(1) presented a model, derived from the Wagner theory of oxidation, which is based on the formation of a protective sulfur layer with rate control by electron transport through the insulating sulfur layer. Crystallization of ammonium paratungstate (APT) is frequently the last effective purification step in producing high-purity tungsten. However, crystallizer mother liquors are often several times higher in tungsten than predicted by the solubility of APT. The formation of heteropoly anions, particularly those containing phosphorus and silicon, is largely responsible. Solubility of tungsten in APT mother liquor can be linearly correlated with the concentration of these and other impurities. The problem can be overcome by direct treatment of the crystallizer feed solution with alum. By appropriate treatment, the aluminum hydroxide flocculates and is easily filtered, resulting in a purified low-aluminum crystallizer feed from which high APT yields can be attained.

Thirty years ago, the appearance of a female mining engineer, geologist or miner in a company, union or mine environment would have been unthought of, unwelcomed and violently opposed. Twenty years ago, the intellectual perception of the news that women were interested in becoming mining engineers, geologists and miners had been accepted by the industry-but no one wanted to be the first to hire one of these exotic creatures. Ten years ago, those who had been most vehemently opposed to the philosophical idea of women working in these areas were faced with competent, productive engineers, geologists and miners-who only incidentally happened to be women-and began hiring them. Historically, of course, one can always find the isolated individual who worked in these areas-the first female graduate of the Colorado School of Mines with a mining engineering degree graduated in 1903-but the concept of woman as professional engineer was very slow in arriving in the United States. The few who worked as miners generally worked in small family enterprises, such as some of the coal mines in both Eastern and Western United States. Others accompanied husbands or sons into wilderness areas searching for gold and other precious metals.

Traditionally the mining industry has been lagging in application of computers in their daily or long range plan activities compared to other industries. The question then remains as to how the technology of higher computing capacity for less cost is going to affect the mining industry and how the lukewarm reception of engineers in acceptance of computerized mine planning in the past is going to change because of the new wave of high techology. These questions and the reasons for the lack of usage of computerized mine planning systems by engineers will be evaluated in this paper. In addition, alternatives available to the mining industry will be analyzed and the direction of the future "user friendly" software will be discussed.

This was one of the main reasons that led the California Legislature to enact the Surface Mining and Reclamation Act of 1975 (SMARA). The Mantos Blancos copper-silver district is located in northern Chile about 45 kilometers northeast of Antofagasta, as shown in Figure 1. Disseminated and veinlet copper and copper-iron sulfides containing economically significant silver values are hosted by andesitic to rhyolitic volcanic rocks of probable Jurassic age (Chavez, 1983). Field, mineralogical, textural and lithochemical evidence show that three major alteration types may be recognized within the district: (1) district-wide sodium metasomatism, manifested as albitization of feldspars and development of albite veinlets and pore-fillings, (2) local to widespread, incipient to intense addition (chloritization) or removal (bleaching) of magnesium and iron and (3) local to widespread, moderate to intense hematitization, usually spatially associated with bornite-digenite-covellite (as specularite) or digenite-covellite-chalcocite (as red hematite staining with or without specularite) mineralization. Carbonatization, occurring as veins, veinlets, vesicle fillings and irregular patches of calcite, varies in magnitude of development but is widespread. Sericitization of feldspars and groundmass is only locally intense yet is generally present as incipient alteration throughout the district. The district-wide albitization of the Mantos Blancos volcanic sequence has altered what were originally more potassic and calcic, less sodic, rocks to what are now more properly referred to as keratophyres (Battey, 1955; Gilluly, 1935, Hughes, 1975). The petrographic and lithochemical characteristics of the three major alteration types noted above are summarized below.

The relationship of various genetic classifications of graphite, their properties and general applications are reviewed. The classifications being amorphous, flake, high crystalline (vein) primary synthetic graphite and secondary graphite. The properties discussed are size, carbon, sulfur, ash content, general chemical analysis and degree of graphitization of each type. The major sources for natural and synthetic graphite powders are discussed in addition to factors which govern the cost as well as the supply. The economics of graphite are basically determined by the consumer and the end application. Graphite is a strategic mineral and is on the government stockpile list.

The Bureau of Mines examined the effects of high humidity and water droplets on the GCA Corp. real-time aerosol monitor (RAM--l). which uses a lO4mm cyclone preseparator. Tests were conducted both in a laboratory and in a full-scale model mine entry. The laboratory tests were conducted in a test chamber saturated with moisture and water droplets. Under these extreme conditions. the RAM-I responded by indicating dust concentrations of 1-1/2 to 2 mg/m3? although the air was dust free. Within the first 2 h of each test. water accumulated in the cyclone and affected the cyclone particle separation characteristics. resulting in readings of 3 to 4 mg/m3. In addition. condensation formed inside the RAM-I case and affected the liquid crystal display (LCD). However. the full-scale mine entry tests revealed that the RAM-I can function ac-ceptably in an atmosphere of water vapor and water droplets similar to the most severe conditions found in an underground mine.

The Government of Belize maintained strict control over spending in 1982 as a means of protecting its import-dependent economy against the effects of a general worldwide recession. The modest economic performance was not expected to differ substantially from the $152 million2 gross national product (GNP) estimated for 1981. Exports and reexports were expected to decline in 1982, partly as a result of the Mexican peso devaluation. Imports were also expected to decline slightly in 1982, but the overall trade deficit was projected some-what higher than the $44 million experienced in 1981. On September 21, 1982, Belize became an independent state. As a result, the new Government became eligible for assistance from international organizations such as the International Monetary Fund, the International Bank for Reconstruction and Development (World Bank), and the United Nations Development Program (UNDP). Belize's independence from its former status as a colony of Great Britain was marred somewhat by the unsettled territorial dispute between Great Britain and Guatemala. Guatemala declared Belize was a part of Guatemala and. therefore. refused to recognize it as an independent state. Negotations between Great Britain and Guatemala continued without resolution.

The Koongarra uranium deposit was discovered in August 1970 by Noranda Australia Limited. Denison Mines Limited acquired the rights of ownership in October 1980 and has continued the 'struggle' to bring the proposed mine, containing approximately 13 300 tonnes of U308 of Indicated ore and having a value of $1 billion (1984 dollars), into operation. During the 14 years that have passed, the owners have found it necessary to deal with numerous Federal, State and Territory government departments, aboriginal representatives, handle thousands of communications, attend and convene countless meetings and spend millions of dollars. Technical Support, one of several major organizational units in the Mine Safety and Health Administration, provides technical assistance to the mining community in all areas of health and safety. One of its many areas of expertise is noise control. Depending upon the needs of the operator or inspector, the services provided can range from locating major noise sources to actually building noise controls. Over the years a vast amount of knowledge has been obtained as to what will work and what will not. DESIGN GOALS While many noise controls have been developed for mining equipment and operations, the most acceptable (ergo successful) have achieved the following design goals: - a noise level reduction of at least 5 decibels; - minimum interference with production; - inexpensive to install; and - effective in reducing low frequency noise.

Section 516 of Public Law (PL) 95-87, commonly known as the Surface Mining Control and Reclamation Act of 1977 (SMCRA), requires that underground coal mine operators must 'adopt measures consistent with known technology in order to prevent subsidence causing material damage to the ex- tent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predict- able and controlled manner..." Implied in the constraints of Section 516 (b) (1 of SMCRA is a determination of what constitutes "material damage" to surface structures and renewable resource lands, and the capacity for sequential land use following underground mining. This Study was undertaken in an attempt to provide quantitative guidelines for estimating material damage to a wide variety of surface structures and renewable resource lands. Surface structures studied included buildings, bridges, railroads, highways. pipe- lines, d~, embankments, and water reservoirs. Damage criteria for buildings developed in this study along with details of the adopted methodology have been presented elsewhere (Bhattacharya et al.) (1). and will not be repeated here. Similar guidelines for renewable resource lands have also been discussed (Singh and Bhattacharya) (2)

From Alaska to Florida and California to Maine, the National Forest System (NFS) is host to unprecedented levels of prospecting and development. The NFS is large (191 million acres), geologically attractive from the mineral standpoint and relatively unexplored. Significant recent finds and developments involve silver, gold, platinum group metals, molybdenum, cobalt and phosphates. Exploration and development are closely regulated, but most of the NFS is open. The Forest Service endeavors to be a good host to the mineral industry, but increasingly is asked or forced to delay or disapprove mineral projects to protect the environment.

Three filter cloth fabrics commonly used in drains for coal waste embankments were tested by the Bureau of Mines for clogging behavior and deterioration under simulated field conditions. The objective was to provide guidelines for the mining industry for the proper selection and use of filter cloths to assure safer embankments at mine waste disposal sites. The filter cloths were tested with three coal waste samples in stand-pipes used to simulate coal mine waste disposal environments. Two of the cloths showed a tendency to become clogged with fines from the wastes. One waste caused clogging by precipitating an iron-silicon compound on the test cloths. No apparent cloth deterioration resulted from exposures to the simulated coal waste environments. (The exposures ranged from 2 to 12 months.) In other tests, exposures to waters in the pH range of 2 to 12 and to reagents used in coal-preparation plants resulted in insignificant or no deterioration, as measured by tensile strength. However, long exposures to sunlight (ranging from 4.6 to 6 months) caused major deterioration in two of the cloths (86-and 98-pct losses in tensile strength) and slight deterioration in the third cloth (9-pct loss in strength).

Disseminated epithermal gold metallization occurs within a breccia unit interpreted to be a submarine debris flow. Cold is associated with oxidized pyrite, fluorite, and jasperoidal silica. A minimum of 9 million tons of open-pittable mining reserves will be cyanide heap leached as run-of-mine ore at a rate of 1.0 million tons per year. Careful evaluation of the combined results of successive sampling projects has established the pit plan, mineable reserves, and process metallurgy of the operation. The sampling procedure utilized for a given test depended upon geological interpretation as well as the procedures, successes, and failures of previous tests. This paper summarizes the sampling and testing procedures of the development effort in light of the project goals and attendant problems in achieving them.

Case histories of water problems in underground mine shafts and tunnels are outlined to illustrate varying degrees of sophistication in grouting techniques currently applied in such construction. The interception of water underground can be one of prior knowledge, i. e., the site investigation provides necessary data to plan a grouting program prior to construction start, or excavations may encounter "changed conditions" or unplanned water. The latter includes catastrophic inflows and emergency situations where the structural integrity of a building or concrete shaft lining are jeopardized. The presentation of this paper outlines some applications of grouting work in underground mine construction throughout the United States in a variety of geological provinces and for a variety of minerals.

We are all no doubt aware that with today's high costs it is more important than ever to get the maximum possible return on capital invested in the mining industry. Screening is an important and often costly process in the size classification of industrial minerals and for this reason alone it is essential for both managers and operators to fully understand what type of screening equipment is best suited for a particular application and why. The advent of elastic materials such as rubber and polyurethane have added a new dimension to the process of screening. It is important to understand why the physical properties of these materials can be of benefit in the screening process, and recognise which type of screening applications best take advantage of these orooerties.

A practical analysis of the three basic elements of a mining shovel's productive capacity. Payload Speed Reliability Improved dipper fill factor is explored referring to the latest generation of wide dippers combined with higher "bank horsepower" capabilities of modern drive systems. Cycle time improvement is reviewed including overall attachment geometry and coordination of motions. A specific case study is detailed. Basic reliability of welded structures, machinery components, and electrical systems are related to operating costs. Three basic elements determine a mining shovel's long term productive capacity: 1) Average payload per cycle. 2) Average cycle time; and 3) Reliability. This paper deals with productivity gains that are possible with existing shovels as well as new equipment.
