A 2 1/2 inch diameter probe containing a high resolution gamma ray spectrometer was developed for downhole ore grade assays to depths of 6,000 feet. Tests have been conducted on the characteristics of this tool for in-situ determinations of uranium by means of natural gamma ray counting, and of copper, silver, gold, iron and coal quality by means of neutron-induced gamma rays. Application of the technique for improved carbon-oxygen logging in oil fields is promising. The probe contains a cryogenically cooled high purity germanium detector and a 4,000 channel spectrum analyzer. Gamma ray spectra are digitally transmitted up the cable to the truck-mounted data processing system. We found that uranium can be assayed directly in different types of formations independently of the degree of geochemical disequilibrium by counting the relatively weak 1.001 MeV gamma ray of protactinium-234m. Neutron activation work shows that in-situ determinations of copper, silver, iron and coal quality are technically feasible. In carbon-oxygen oil well logging the technique allows an accurate determination of carbon, oxygen, hydrogen, chlorine, silicon, calcium and iron, and shows promise of providing an improved oil/water differentiator.

Introduction The Surface Mining Control and Reclamation Act (PL 95-87) lays a new challenge before the surface mining industry by requiring that prime farmlands must be reclaimed to equivalent or higher levels of yield as nonmined prime farmland in the surrounding area (section 510d). We must now evaluate the situation and plan a mining and reclamation program that will achieve that objective. We must recognize that soil and land needs vary with intended land use and climatic setting. Also, various site conditions determine the potential for constructing a productive soil and the best procedures to accomplish that end. It is necessary to plan the land reconstruction program on a site by site basis in order to achieve the best results. Discussion The Prime Land Concept Terms like prime agricultural land have been used loosely for many years to refer to lands that are highly productive and well suited to agricultural use. The concept of what qualified as prime land varied considerably from one geographic area to another and from one person to another. Vast deposits of lignite occur in the Gulf Coast states and northern plain states. Lignite resources are cited to be over 43 billion tons in the Gulf Coast states. An additional resource of 16 billion tons are reported in North Dakota (Jackson, Smith, 1981). All lignite in the U.S. is mined at present by the open pit method. Draglines and scrapers are primarily used to remove the overburden. Bucket-wheel excavators are also being considered for new mines in the planning stages. Lignite seams are mined using front-end loaders, shovels and trucks, or Easi-miners. The depositional environment of lignite is weak sedimentary soils and rock. Ground water is often encountered within the mining depth. Surface water resulting from heavy rainfall or snow melt contributes to the problems of mining. Mining depths of up to 60 m (200 ft) are under consideration. Draglines exert additional loads on the highwalls and spoil piles. The combination of any number of these factors may cause instability of the slopes. Bearing pressure, trafficability, and settlement can also be a problem for excavation and loading equipment.

Its initial acceptance was based on the recognition of its refractory properties by European research workers in the middle to late 1920's. Initial U.S. olivine production began in the early 1930's in North Carolina and continues there today. Olivine also is produced in the State of Washington and in other countries.

The Federal Coal Management Program represents the culmination of several years of effort by the Department of the Interior (001) to reformulate the manner in which coal owned by the United States is leased and developed. These efforts began in 1970 with a study by the Bureau of Land Management (BLM), which indicated that unless drastic changes were made in. the federal coal leasing procedures, federal coal lands would be leased almost for the asking while production of coal from those lands had been decreasing. Consequently, informal action was taken in 1971, which resulted in no further leasing being authorized until February, 1973. At that time, a formal moratorium on most coal leasing was established, with exceptions granted only for leases needed to satisfy short-term needs such as maintaining existing mines or supplying reserves for new contracts in the immediate future. This leasing policy embodied a long term objective of developing an entirely new planning system for federal coal leasing, as well as to schedule the preparation of a programmatic impact statement for this new system. As a result of the 1973 moratorium and the ensuing application of short-term criteria, only 10 federal coal leases (covering approximately 30,177 acres) were issued from February, 1973, through January l, 1976.

"The use and development of scientific disciplines involved in heat transfer technology, related in general to steel masses and in particular to batch annealing, is demonstrated.The measurable benefits of cooperation are tabled; on industry's side, this includes a 10 to 20 per cent decrease in annealing time, and a corresponding higher productivity potential. The returned benefits to the academic engineer include the development and refinement of new computer algorithms related to heat transfer mechanisms.IntroductionThe object of this discussion is not really to describe an improvement in the batch annealing operation, but to use the project as an example of joint work between industry and the academic field. Both parties have derived a number of substantial benefits. These benefits will be listed, of course, but the batch anneal project will be used just as a typical example of cooperation. Why it happened will be explained, what actually happened will be described and finally some thoughts about areas in the field of heat transfer, where cooperation will continue in the future, will be highlighted. The paper will close with a message.Industry OverviewAt the outset, perhaps it should be understood that, in general, the Research Department at Dofasco believes that the universities and their staff are not destined for the problem-solving role in industry. Its opinion is that the university staff is best suited to the gathering and dissemination of knowledge. There are other more professional problem solvers for industry, including the steel industries' own individual investigation groups. Dofasco, therefore, looks to its academics for consultation. It benefits by bouncing ideas off them, and through rubbing shoulders with them in such a way that their knowledge can be tapped, and thus establish more effective scientific routes. In addition, the younger and brighter engineer s can broaden their scope through the intellectual contact with experts. The university professors can, it is believed, benefit through closer contacts with result-orientated research. They can also develop an appreciation of the fiscal control necessary for industrial investigations, without government subsidies, grants, etc., and with massive overheads."

Although chlorine oxidation has been found to be effective in destroying the CN ion, an excess of chlorine is needed to drive the reaction to completion. This often results in the formation of residual chloramines, which are toxic to aquatic life and often regulated by various states. The interhalogen, bromine chloride (BrCl), has been found to be just as effective but without the formation of persistent, residual chloramines. The hydrolysis and subsequent disproportionation of the highly-polar BrCl molecule essentially yields a solution of hypobromous acid (HOBr) and nonoxidizing hydrochloric acid (HC1). Studies have been carried out to directly compare the mechanism of CN destruction with chlorine and bromine chloride.

An approach for predicting the development of mineral resources on public lands has been developed as an aid to resource agencies. It consists of new techniques for evaluating the economic potential of the resource, the uncertainty about mine cost estimates, and the uncertainty about the occurrance of mineral deposits. New mineral sup- plies from inferred and hypothetical resources can be predicted by using these techniques. A case study illustrates their application in predicting development of copper resources in western Montana.

Significant resources grading less than about 1 % nickel occur in magmatic sulfide deposits of two types. In the Mt. Keith type, extensive zones of disseminated nickel sulfides occur in the central portions of certain synvolcanic dunite-peridotite sills of komatiitic affinity in Archean greens tone terranes. In the Duluth type, disseminated copper-nickel sulfides occur near the basal margins of intrusions of flood basaltic affinity associated with intracontinental rifting. In both types, the parent magmas became saturated with sulfide following the onset of fractional crystallization and the separation of the immiscible sulfide melt was accompanied by the precipitation of a relatively large proportion of silicates. The abundant silicate crystals impeded the coalescense and accumulation of the sulfide droplets with the resulting formation of large but low grade deposits.

Although trace amounts of Indium are found in many ores, commercial production of the metal has come almost exclusively from residues, flue dusts and slags generated by Zinc recovery operations. Our paper attempts to summarize the various approaches used to recover Indium from these by-products. Some comments on production and price trends are included as well as our views on future availability.

"When l hear - I normally remember 10 percent When I hear and see - I can remember 15 to 25 percent When I hear, see, and do - I usually remember up to 50 percent" While this is not a truism in relation to each and every individual; on the average, this is the case. If we use this as a premise in training operator and maintenance personnel, then it must be obvious that we can't rely on a mere presentation, even one which includes the needed classroom participation and/or hands on work, to do a thorough job and to make this personnel totally proficient - 100 percent proficient. We have to have some other device some other means to make this a continuing process, a process wherein the people can grow in knowledge while performing their normal duties. We have to feel that the words "normal duties" are the key to the whole program. If you would ask a crusher operator what his duty is, he might say "To run this crusher so that we produce 250 tons per hour of a minus 13mm (minus 1/2 ") product." A maintenance man could say "To fix the unit when there is a problem." Both of these answers are legitimate but, they are only a part of the total picture. In order for each of these individuals to do the best job, he must know not just the specifics about the machine he works with or on - he must know the interrelation of all the machinery in the crushing circuit - how the efficiency of each machine affects the others - why a minor problem on one piece of equipment can generate a major problem for another unit which follows it or precedes it. In short, you cannot separate machine operation and maintenance from the application of the equipment in the crushing circuit - and obtaining this knowledge must be a part of the normal duty of crushing plant personnel. As an example a crusher - any crusher - is designed to crush oversize material. It is not designed to accept feed which is already at or less than the required product size. If sized material goes to the crusher, increase wear results by using the crusher as a chute or the crushing chamber can be clogged up with the fines. This latter point is particularly true with cone crushers, especially in the third (Short Head) stage of crushing. When a Gyradisc is used (fourth stage crushing) it is even more critical that the product be removed before the material goes to the crusher. The crusher cannot control this - the screen ahead of the crusher does. The screen must be of adequate size and be functioning properly to allow the crusher to work at optimum. Screening is both an art and a science. Since there are so many variables which affect the output of the screen, it is always best to have a screen which is larger than the sizing calculations dictate. The screens are the most important elements in the circuit. Without screens, specification materials cannot be made and the size of the screen will ultimately aid or hinder your ability to get the most production possible out of the plant. The Bureau of Mines has conducted field studies in coal mines through- out the United States to determine the effectiveness of electromagnetic techniques in locating miners trapped underground following a mine accident. Data from these tests have been used to generate models of expected signal and noise distributions as found above mines throughout the coalfields. These distributions have aided in placing the expected performance of a through-the-earth electromagnetic communications technique into a probabilistic framework. Results show that at a 10-pct false alarm rate, the expected probability of detecting a miner's signal from a depth of 1,000 ft is 54 pct; at 500 ft it is 95 pct. These depths exceed the actual depths of 90 pct and 50 pct, respectively, of U.S. coal mines. Sensitivity studies have shown that at a depth of 1,000 ft, for every 3 db of improvement in signal-to-noise ratio, the probability of detection increases 6 to 8 pct.

As production of ground limestone increased our Company found it had an enviromental problem with limestone dust from our hammer mills. With the quarry and processing plant situated within 1 klm of a small township of 5000 people dust collection became essential. Regulations under the Clean Air Act 1972 also had to be complied with. Prior to this any demand for lime flour had been met by the use of a small drier and ball mill. Both expensive to operate. Dust emitting from the mills would amount to over 4000 tonnes per year. The cost savings were obvious. We had a better product which was essentially a by-product. Faced with a surplus of a very useful, but difficult product to handle we considered the possibility of disposing of it on the agricultural market.

Results of a comprehensive investigation of the impact of underground mine waste disposal on the health and safety of miners are presented. Information was gathered through an extensive search of American and foreign literature and personal communication with professionals in private industry and government. All conceivable health and safety hazards directly or indirectly related to underground mine waste disposal are analyzed, catagorized, and ranked on an industry-wide basis. Positive health and safety effects are analyzed and ranked in a similar way. Both potential and known hazards and positive impacts are included. Recommendations on abatement techniques for the various hazards are presented. Case histories of a fill-related accident in a metal mine and a health hazard associated wtih coal waste backfilling are included and causes and possible abatement procedures are discussed. The rule of management in the promotion of health and safety in backfilling operation is discussed.

Among the unforeseen consequences of the 1973 Arab oil embargo has been a considerable array of new or increased taxes on the so-called energy minerals. These taxes will be the subject of this report. Both Federal and State taxes have been enacted, but I will be concerned mostly with state severance taxes and particularly those on uranium. Severance taxes are considered to include all taxes having the distinctive feature of being applied on a natural resource at the stage of extraction. The tax may be based on units of production or on value, and if on values it may be on gross value or on gross value less either arbitrary or cost-related deductions. The tax has a number of aliases - resource excise tax, conservation tax, privilege tax, mining excise tax, ad valorem production tax, and more - and this makes comparison of tax burdens among states difficult. The windfall profit tax on oil is an example of a severance tax at the Federal level. Severance taxes are an established feature of state tax systems, but they continue to be a controversial issue, and proposals to raise or modify existing severance taxes are regularly submitted to the legislatures of the Western energy producing states. No concensus exists as to what is a reason- able and proper level of severance taxation or to the form it should take. The taxes which have been adopted by the various states reflect the interaction of a variety of interests and the specific circum- stances in each state. What follows is a summary of theoretical, practical, and emotional viewpoints and arguments that surface in any statehouse in which a severance tax bill has been introduced. The New Mexico experience will be heavily relied upon. THE ECONOMISTS Marginal effects. A severance tax which is based on a gross percentage of revenue or on units of production is a constant addition to variable costs, and to the mine operator has the same effect as any other increase in operating costs. The direction of these effects is straightforward: the tax will cause the property to have a lowered present value, to be mined at a lower rate than without the tax, raise the minimum grade that will be mined, lead to lower total recovery, make marginal properties sub-marginal and discriminate in favor of richer, more profitable operations (Lockner, 1965; Steele, 1967). In the short run, production facilities are fixed and imposition of a severance tax will have little effect on production levels. In the longer term, capital is mobile and investment and exploration expenditures will shift from minerals and jurisdictions with high taxes to those with low taxes. Over a considerable range of taxation the effect will be to change the relative position of the taxing state, but an overly optimistic evaluation of the capacity of mineral producers to absorb a tax can bring an industry to a halt. It is generally acknowledged that imposition of high severance taxes on taconite in Minnesota stopped development completely, and that only the adoption of a constitutional amendment limiting the amount of taxes that could be imposed in the future brought the firms back and encouraged them to make the huge investments required (Weaton, 1969). A tax which is a percentage of the net operating income (gross revenue less cash operating costs) does not influence the cut-off grade for recovery nor change the time preference for extraction, and hence, is free of the negative features of the tax applied to gross revenues or units of production. In theory it is a more efficient tax but relative administrative complexity and inherent difficulty in predicting revenue have discouraged its use. The Wyoming severance tax on uranium, which uses grade of ore as well as price in establishing taxable value, is the most cost related, and hence, the most neutral and efficient of the various state severance taxes on uranium. Economic rent. Despite the discrimination and the anti-conservation aspect inherent in most severance taxes, economists generally endorse their use because they are seen as a vehicle to appropriate rents - that is, returns greater than the long-run competitive supply price. Conspicuous examples of supposed economic rents are the returns to oil producers because of the OPEC cartel, the returns of the uranium producers under AEC buying contracts in the 19501s, and the high prices obtained by the uranium producers for contracts entered into in the 1976-1979 period. Mining of coal in the Western states is believed by some to generate huge economic rents because of the OPEC caused increase in price of a competitive fuel (McLure, 1978, p. 261), and possibly because of clean air regulations favoring the burning of low-sulfur coal. In theory, such surplus returns could be taxed completely away without affecting supply. In practice, the situation is more complex (Steele, 1967, pp. 234-236); economic rent of mineral production is an elusive quantity involving as it does replacement costs, and technical and market risk, and it, like beauty or pornography, probably exists mostly in the eye of the beholder. Rent may also be perceived to be present in the upper portion of a cyclic market which also has a downside. Where rent exists, it is almost certain to be short-lived - cartels self- destruct, government subsidies end, competitive adjustments occur - but the taxes imposed to capture it tend to be immortal. There is little doubt that the perception of un- usual and undeserved (obscene) profits in the mid- and late 1970's was a major factor in the adoption of energy mineral taxes strikingly higher than had been previously considered. Good morning ladies and gentlemen of the AIME. I was doubly pleased when Toby Yu asked me to present to you my thoughts on the past, the present, and the future of bulk transportation by barge. My first pleasure comes from sharing with you the subject that has been my career for many years. I love this industry in the same way Mark Twain loved our rivers. Somehow, I can find in all of the activities that make up this crazy barge business the same sort of excitement that he found in "steam boating." The second reason for my enthusiasm is that Toby carefully pointed out that the presentation had to be kept to a maximum of 15 minutes. I can promise you that I will hold to his maximum time limit.

This final report contains the results of all work performed under BOM Grant J0333905. A preliminary systems analysis of coarse-particle coal slurry pipelines as a haulage method for longwall mining systems was performed. Two exhaustive literature surveys on state-of-the-art longwall mining and slurry transport technologies were prepared. Two representative longwall systems were designed, one with conventional haulage and one with slurry haulage. These two systems were then compared on the bases of cost, safety, and reliability. The conclusions were that for the case of a two-face longwall mine, a coarse slurry transport system does not have a clear-cut cost advantage over a conventional (conveyor-hoist) system. However, indications were that a cost advantage could occur under different analytical conditions such as: (1) a larger scale mine, (2) if intangible benefits were quantified, and (3) if new generation technology rather than currently available technology were applied to the study. Budget and time constraints prevented exploration of these conditions.

A technique was developed for sampling and analyzing airborne dusts in diesel-operated, underground, metal, and nonmetal mines. Samples were taken using personal respirable samplers, operated as area samplers, and an 11-stage cascade impactor. Real-time particle size distribution and concentration measurements were made with a quartz crystal micro-balance cascade impactor and a portable electrical aerosol analyzer. The materials characterized were minerals (by XRD), elements (by XRF), particle size distribution and concentration (gravimetrically), and organic constituents (by HPLC). The method was used to characterize dusts generated at the chute pulling operations on the main haulage level of an underground tungsten mine. Analysis showed that respirable dust concentration ranged from 0.8 to 2.3 mg/m3. It consisted of silica (3-7%); organic constituents from diesel exhaust (0.11-0.31 mg/m3 equivalent airborne concentration); and mineral dust (39-100%). The remainder was diesel exhaust particles. It was concluded that size selective sampling may be used to estimate the ratio of diesel exhaust to nondiesel dusts in the respirable fraction.

A single boom roof bolting machine was outfitted with measurement and recording systems for detecting changes in machine parameters while drilling. The purpose of this instrumented bolter or "smart drill" is to detect changes in roof conditions from the machine parameters of penetration rate, thrust, rotation rate, torque, rejected light from rock cuttings, and vibration of the roof during drilling. The system was demonstrated underground in coal mine conditions and showed correlation between rock type and drilling parameters.

Beneficiation of phosphate in the southeastern United States generates a slurry of finely divided clay. These clay-wastes are impounded to allow the particulates to settle. The aggregation of phosphatic clay-slime wastes and slimes produced from potash beneficiation by microbial processes was studied using several bacterial species known to produce polymeric substances. Experiments included flocculation capacity of clay-slimes by whole cells, the determination of respiratory activity of whole culls in the presence of phosphatic clays, observation of clay flocculation rates by polymers derived from these organisms, and clarity of polymer-flocculated clay suspensions. The polymer-producing organisms exhibited little capacity for flocculating phosphate and potash clay-slimes. Fungal spores of Cladosporium cladosporioides (isolated from a phosphate clay-waste impoundment), when agitated with clay-slime for several days, caused the clay to form pellets. Separation of the clay/fungal pellets (density 1.1 g ml-1) from the process water might he possible using a screening technique. Studies with C. cladosporioides included the determination of suitable energy substrates and supplements for growth, absorption studies of a pigment produced by the organism, determination of the time required for bioflocculant production by the organism, and an elucidation of the conditions required for the pelletization of clay-slimes by the fungus.
