INTRODUCTION Radioactive deposits were observed in 1972 in some of the Upper Silesian coal mines. They were located mainly in the drains in galeries and on the inside surfaces of water pipes. They also caused some problems by accumulating in water pumps. It has been postulated that the deposits are produced by natural radioactive waters seeping from the rocks. Investigations were initiated to answer the following questions: - What is the composition and the amount of radioactivity in the deposits? - What radioisotopes are present in the water? - How are the radioactive deposits formed? - Do the radioactive waters also occur in other mines? - How does the radioactivity of the water depend on chemical composition? - What is the origin of the radioactive water? - Does the water and the deposits cause radiation hazards for miners? -How can the radiation hazard be reduced? METHODS OF MEASUREMENT Determination of Radium Isotopes in Water The commonly used methods of radium determination in water are either based on measurements of the radioactivity of 222Rn which is in equilibrium with 226Ra, or on the detection of alpha particles of the radium radioisotopes after chemical separation of radium from the water sample. The method based on radon activity measurements is very sensitive and does not require any chemical Separation, but it can be used for determination of 226Ra from the uranium series only, because the thorium daughter 220Rn has too short a half-life (55s to yield the required accuracy. The method developed by Goldin, 1961 [2] involved alpha-particle measurements in thin layers of RaS04 and BaS04 separated from the water. This method is not convenient for saline water and water with high barium concentration because the amount of barium carrier in this case is too large to obtain a thin layer of precipitate with sufficient activity. The Upper Silesian carboniferous waters are often saline with high barium content, so the method described by Goldin was not convenient for this case and it was necessary to change the detection system and modify the chemical preparation. The procedure developed by the authors for the determination of radium isotopes in water was as follows: - Depending on the Ba2+ content and the required sensitivity of measurement, a water sample of 200 cm3 to 3 dm3 was taken. - 10 cm3 of 0.25 M citric acid and 5 cm3 15M ammonia was added to form complex Ba2+ ions and avoid the immediate precipitation of BaSO4. (This was repeated as long as the addition of BaC12 did not form a precipitate.) - 1 cm3 of 1N solution of Pb(N03)2 as a carrier for radioactive isotopes of lead and 10 cm3 of 0.1 N BaC12 as a carrier for radium were added. - The sample was heated to the boiling point and the precipitation of RaS04, BaSO4 and PbS04 with 50% H2SO4 was carried out. - After several hours the sample was centrifuged and the precipitate was purified by washing with nitric acid and distilled water. - The precipitate was then redisolved in 20 cm3 0.125 M Na2EDTA and 3 cm3 6M ammonia and reprecipitated from the solution by dropwise addition of acetic acid to d pH of 4.5. At this value of pH, precipitation occurs only for the barium and radium sulfates, while lead and all other radioactive elements remain in the solution. The date and time of deposit precipitation was recorded. - The final barium-radium sulfate mixture was washed with distilled water and transferred to standard measurement vials. - Each vial containing a deposit had 6 cm3 of distilled water added and was then shaken vigorously. 12 cm3 of liquid gelling scintillator (INSTA-GEL UNISOLV-1 type) was then added and the vi 1 was shaken again. After a while the scintillator turns into a milky gel in which the deposit is uniformly distributed. - The standard sample of 226Ra was prepared in the same way. - The activity of the samples was measured using a liquid scintillation spectrometer. (In this case the TRICARB 3320 produced by Packard Instruments, was used). Tests run on standard radium solutions provided by Amersham Radiochemical Centre indicated that this method of measurement enables one to achieve an efficiency of almost 100% (within measurement error). For alpha particles no quenching effect was observed for the BaS04 concentration in the range up to 80 mg of BaS04 per 1 cm3 of liquid scintillator coctail (Fig. 1). New Copper Deposit in Chile. - The recent copper discovery in Chile, made jointly by U.S.-owned Empresa Minera Utah de Chile, Inc., and Getty Mining Chile), Inc., awaits the passage of Chilean legislation which is expected to govern the terms of new foreign investment in the country's mining sector. Named La Escondida, the discovery is reported to have the potential for producing 100,000 tons of refined copper per year. This compares with Chile's total refined primary copper production in 1980 of 811,000 metric tons, and to U.S. refined primary production in 1980 of 1,122,000 metric tons derived from domestic material, and 89,000 metric tons from foreign material. U.S. Firms Buy Chilean Properties. - A bid of $18.1 million, made jointly by Chevron and St. Joe Minerals Corp., won over competing bids for the purchase of the Libra and Mena gold-silver-copper deposits in northern Chile. Chevron is the lead partner and owns 70% of the venture. The two properties purchased have not been developed to any significant extent. They are located near St. Joe's El Indio gold-silver-copper mine. The venture is also looking at the possible purchase of two other mines in the area.

There is no such thing as an industrial minerals industry. There are, however, many industries operating in the general field of industrial minerals. And although we use the phrase "industrial minerals industry" out of sheer convenience, the only common denominator among, say, the potash mining and processing industry, the sulphur-sulphuric acid industry and the granite industry is, in fact, that they each are exploiting an industrial mineral resource. May I quote the person whom I consider to be the reigning Mr. Industrial Minerals, Robert L. Bates, who in the 4th edition, 1975, of Industrial Minerals and Rocks states: "An industry is considered to belong to the industrial minerals field if its operations consist of extraction and processing, but not manufacturing. Thus the mining and beneficiation of feldspar is a mineral industry, but the manufacture of ceramic products is not. In the cement and lime industries, processing merges into manufacture, and the line is less distinct. It disappears altogether in a plant that extracts salt as artificial brines, and makes sodium and chlorine chemicals, all under the same roof."

In this paper, a computer program that has been developed for determining the capital and operating costs for coal preparation plants is described along with its applications. The logic of the computer program is based upon the results of a survey of existing preparation plants, operators, plant contractors, equipment manufacturers, and consulting firms. This survey provided information on plant performance, order-of-magnitude costs, and costing procedures. Additionally, an extensive cost data file for the major capital equipment in coal preparation plants has been developed. Using the washability data and the computer program outputs, the cleaning costs per million Btu can be calculated. Details about the program and its applications can be found in a report by the authors (Zigmond et al., 1979).

Geologic constraints on mining and recoverability include the following: coal seams too thin or thick for conventional mining methods; coal seams with insufficient stratigraphic separation; unstable roof or floor strata; discontinuous or lenticular seams; coal seams that have high dips or are intensely faulted; water problems due to proximity of aquifers; and coal quality problems such as excessive sulfur, ash, chlorine, sodium, etc. The demonstrated reserve base for western coal of 220 billion tons is considered misleading as it does not adequately incorporate the above parameters in estimating procedures. Current reserve base estimating procedures involve an abstraction of data from generalized resource estimates. The authors believe the reserve base should be determined independently beginning with well-known deposits, with all mining and recoverability constraints fully incorporated.

Scrubbing of simulated copper reverberatory furnace gases containing 1.0 percent sulfur dioxide with the minus 74 ~m fraction of the San Manuel tailings has shown sulfur dioxide removals of almost 100 percent over an effluent pH range of 3.1 to 4.6 and a wide range of liquid to gas ratios with absorptions of 11 to 17 Kg of sulfur dioxide per tonne of minus 74 um slimes. The high reactivity of the tailings slimes with S02 indicates that the reaction rate is not controlled by the slow dissolution of calcium carbonate in sulfurous acid which characterizes scrubbers using ground limestone. The interpretation of these results has been considerably enhanced by wet chemical analysis and emission spectrographic analysis which show that calcium and iron account for about 90 percent of the SO2 absorption with the rest being accounted for by aluminum, magnesium, potassium, and sodium. Mineralogic examination confirms the, chemical and spectrographic analyses showing that the major constituent removed from the slimes is calcium carbonate, with lesser amounts of chlorite and montmorillonite (silicates containing iron, magnesium, aluminum, and calcium) being removed.

Introduction A successful step towards mechanisation of the collier's work was taken in 1954 when the first Anderton shearer loader was commissioned in Lancashire, and progress was reinforced in 1956 when the first powered supports were installed in Nottinghamshire. By 1970, virtually 100% of the coalfaces in the United Kingdom were mechanised and the industry's productivity had doubled. In 1961 the National Coal Board recognised that the next move towards greater productivity and improved safety would be to automate the longwall system. What was not well enough understood, however, was that the basic prerequisites of automation - reliability and measurement - had not yet been achieved. Consequently, the schemes for automatic longwall faces and for an entirely automated colliery were abandoned at the close of the decade. A review of mining research and development policy, commissioned by the Board in 1974, confirmed that the system of longwall mining had great potential for investment and that the short-term policy of automation must once again be pursued. Since then, aided by advances in computer technology, systems for automating the transport of coal from the face to the coal preparation plant have been successfully instituted. Applications of sub-systems dealing with the conveyor, coal preparation plant, and various items of fixed plant are now at the exploitation stage. In the medium term, a number of key problems have been identified, which will arise once the productivity from the coalfaces has doubled, as it is now expected to do in the next five years. One of the most important of these problems is machine guidance, and considerable research and development work is now being carried out in this area. This paper reviews the work on machine guidance prior to 1974 and explains the programme on which the National Coal Board's Mining Research and Development Establishment is currently working.

The end of an era is here. The pony-express era of industrial relations in the coal industry is ending. Those professionals who know it must end to insure the industry's future are happy, relieved, but somewhat saddened. They are sad because it did have its elements of suspense, thrills, frustrations, and at times, plain fun. The days of the Company town are ended; the wildcats are declining; violence (while a big part of today's industrial relations) is beginning-to decline. The spirit of sound industrial relations is beginning to take hold. This has to happen for the industry to compete in today's economy and it is causing major changes for those who have grown accustomed to the pony-express type industrial relations.

Coal mine drainage, which occurs predominantly as acid mine drainage in the East, is a serious contaminant of surface and groundwater systems (Appalachian Regional Commission, 1969). Treatment of this pollutant can be very costly and is often difficult to achieve (Appalachian Regional Commission, 1969). A major source of coal mine drainage in surface waters is polluted ground- water discharge, therefore treatment of surface water does little to combat groundwater contamination. Prevention of the formation of coal mine drainage and restricting its entrance into the groundwater protects both surface and groundwater systems. The formation of acid mine drainage may be inhibited by preventing contact between toxic spoil, air, and water (Grim and Hill, 1974). This may be accomplished by surrounding toxic spoil with a relatively impermeable barrier, thus restricting groundwater and oxygen flow through the toxic zone. Toxic spoil packages constructed in this manner would minimize the entrance of acid mine drainage into the groundwater system, allowing dilution by uncontaminated water to occur. If successful, concentrations of coal mine drainage would be reduced below toxic levels.

The economics of the producer-consumer interface - the route from mine to market - impact much more severely on specialty industrial minerals, extender/fillers that have to be sold, than on commodity industrial minerals that are basically supplied. Working capital costs for inventories and accounts receivable, fixed capital costs for storage/ warehousing/distribution, and sales and marketing costs all make the extender/filler producer much more of a marketer than a miner. The future survival of an extender/filler producer will primarily depend on the skill he has in the economics of the interface.

Stockpiles have always been a necessary part of coal mining except, perhaps, when a person was mining only for the needs of his family from a seam on his home place or coal mined for the use of a small hamlet and carried to each man's house as it was mined. Then it may have been stockpiled at each man's place for several days or on the village common. Mining with this limited production required waste stockpiling. Stockpiling of the products of coal mining, both coal and waste material, has always been a necessity. Very little coal has ever been moved directly or immediately from the working face to the point of consumption and burned. It has always been expedient to stockpile the coal some- where and store the waste.

The Ortiz Mine is operated by Gold Fields Mining Corporation, a subsidiary of Consolidated Gold Fields Ltd., one of the world's major gold producers. The Ortiz Mine is Gold Fields only heap leaching facility as well as being their first operating mine in the U.S.A. The hydrometallurgical processes utilized for recovery of gold and silver at Ortiz are discussed along with the several practical changes in operation adopted since start-up. Included are heap leaching by cyanidation, concentration of values on activated carbon, desorption, and the final electrowinning steps prior to shipment. Construction costs and pertinent technical data are shown.

A detailed study of carrier flotation of kaolin clay using calcite showed the major beneficiation mechanism to be enhanced aggregation between anatase and calcite under intense agitation conditions. In order to develop an understanding of this selective aggregation, surface charge characteristics of kaolinite, anatase and calcite were studied under simulated flotation conditions. Zeta potential of all these minerals tended towards a constant negative value in ole- ate solutions under certain conditions possibly due to adsorption or precipitation of oleate on them. However, whereas the zeta potential of anatase in the oleate solutions was not influenced by the agitation level, that of kaolinite was found to be strongly dependent on the agitation intensity. The effect of oleate on zeta potential of kaolinite was reduced by an increase in agitation intensity. It is suggested that oleate is much more firmly bound to the surface of the anatase and that this preferential attachment is responsible for the enhanced selective aggregation of the anatase with calcite. Agitation level plays a major role in carrier flotation since intense agitation is considered to en- hance both the chemisorption of oleate on anatase and preferential detachment of calcium oleate precipitate from the kaolinite surface, all of this producing a large difference in the surface properties of anatase and kaolinite, and hence in their tendency to aggregate with calcite.

Back injuries arising from such activities as lifting and handling objects have been and continue to be constant and undiminishing hazards of the occupational environment. Back pain in one form or another is experienced by almost a1 1 individuals. During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, it has not produced any great change in the incidence of the injury. The human spine remains the most vulnerable area of the muscul o-skeleta1 system. Back injuries account for about 400,000, or 18 percent, of all disabling work related injuries each year according to the National Safety Council estimates. These serious back injuries are estimated to have cost more than 1.9 billion dollars in 1976 in medical and lost time pay. 1

To date, large-scale solution mining has received little attention in Australia, although the potential of this technique has not gone unnoticed. The possibility of long-term damage to the local environment has also been recognized. Because no two orebodies are the same, it is clear that the application of solution mining techniques and the assessment of environ- mental damage will be somewhat different for different orebodies, even though the general principles will be the same. At present the most significant copper solution mining operation in Australia is at the Mammoth (Gun- powder) Mine in northern Queensland. This mine currently produces more than 3 000 t of cement copper a year.1

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. In gold exploration and metallurgical testing, the role of the mineralogist is to assist in solving problems with regard to (a) sampling, (b) gold occurrences, and (c) petrologic classifications of host rocks. The presence of "coarse" gold as a sampling problem can be overcome by various methods, including "screen fire assays," screened analyses and special gravity techniques which may be used to determine distributions of "coarse" versus fine gold. Determinations of mineralogic associations of gold usually require special separation techniques, accompanied by fire-AA-mineralogic assays of the products. After accurate mineralogic analyses are obtained for various products, quantitative distributions of refractory gold associations can be calculated by the use of simultaneous equations. Petrologic classifications are required by the geologist for mapping and interpretation of the various rocks. After the petrology and mineralogic differences of the rock units are determined, x-ray diffraction analyses of analytical pulps can be used for lithologic logging of drill cores. XRD logging is an efficient method for correlating lithologic units and alteration trends throughout a gold prospect.

This report describes development and demonstration of an upgraded stench fire warning system for underground wines. Current systems, which have been used since before 1920, release an ethyl mercaptan mixture into the mines' compressed and/or ventilation air during emergencies. Miners, when smelling ethyl mercaptan, evacuate the mine according to predetermined plans. These systems, while simple, have problems with safety and reliability. The upgraded system overcomes these problems. The system uses a different stench agent, is less toxic, less nauseating, and less corrosive than ethyl mercaptan. These combined with the feature of thiophane not reacting with iron oxides, makes the upgraded system safer and more reliable. The system also uses a combination of two simple principles: a standpipe with pressure balancing to provide a constant head, and a sized orifice to control the rate of release of the stench agent. This system enables the mine to release the agent for a longer period which provides better coverage and to ensure that miners will not be exposed to potentially toxic concentrations of the stench agent. The system is easy to operate, requiring only the turning of two 1/4-turn ball valves. The upgraded system has been successfully tested during two evacuation drills at an underground uranium mine. Using three injectors (one on the compressed air line and one on each of two intake air shafts), the system exhibited significant improvements in warning times over the mine's existing system. This report provides a detailed description of the system design and its demonstrated performance in two mine demonstrations.

This report presents a description of the Prototype Demonstration Vehicle developed under U.S. Bureau of Mines Contract No. JO 366003, "Improving Man Transit Safety". This vehicle was constructed to assess the feasibility of a set of equipment related guidelines which were drafted in Phase I of the same contract. State-of-the-Art improvements were embodied in such areas as collision survivability, occupant comfort, and multiple mode (on and off rail) operation. The electric battery-powered vehicle carries a twelve man section crew at speeds up to 12 mph. The description of the demonstration vehicle is presented in Volume I. Safety Guidelines are presented in Volume II.
