Electrical accidents occurring in coal mines from 1975 through 1979 were categorized and analyzed. The data was searched for common electrical hazards, common activities on the part of those injured, and common negligent or careless behavior. The most common electrical hazard was abnormal arcs or sparks, the most common injured activity was handling energized trailing cables, and the most common careless behavior was failure to de-energize circuits before working on them. The accident data was combined with mine production statistics to form a normalized electrical accident rate. It was found that some mines have consistently more lost workdays per man-hour worked than do other mines. Bureau of Mines electrical safety research contract expenditures were reviewed to judge whether the research effort was directed to those areas which are related to the most accidents. In some cases it was not. A method was devised and utilized to estimate the relative cost to the mining industry to implement certain safety measures developed through Bureau research, and also to estimate the potential safety benefits. Some safety changes are recommended, others are not. MSHA regulations were reviewed for effectiveness in preventing electrical accidents, and suggestions were made for discontinuing, clarifying, or otherwise modifying the regulations.

This report describes the results of a survey of current blast area guarding procedures at surface and underground metal/nonmetal mines. It features five case histories (two surface and three underground mines) of blast guarding methods considered to represent the best systems in use in the U.S. Mining Industry. Elements of an effective blast guarding system are presented along with recommendations for improvements in current blast guarding practices. Industrial and military surveillance and detection technology was reviewed to determine if parallel technology exists for immediate application to blasting site security. While it is concluded that immediate transfer of industrial security technology will be limited, a number of recommendations are advanced for new research to adapt some of that technology for application to the mining environment. Two research areas considered to offer the most potential for improved blast guarding are presented. They are, computerized personnel tracking and blast area intrusion detection using infrared, microwave or E-field type detection systems.

If you are contemplating starting a small coal mining operation there is a good possi¬bility that you can not afford it. If you, have already started, you may be on the road to bankruptcy. If you are a small but well established operator you may be trading dollars, or even dissipating your capital, equipment and other assets. A bleak outlook? Yes! Meant to be discouraging? No! Just a reminder that, with todays costs of doing business, high interest rates, rapidly increasing costs and decreasing sales prices, a small businessman/miner had best watch closely or he will be mired in something worse than a soft bottom - namely a cash and credit shortage, and in too many instances In recent times, bankruptcy. We will not dwell on what happens once you are that far gone, though I could cite a good example. But, let us look at what should be done to avoid such a catastrophe.

FOREWORD This paper is based on the authors' experience gained in the environmental assessment of major uranium projects in the former Department of Science and the Environment and Department of Home Affairs and Environment of the Australian Government. The views expressed in the paper are those of the authors alone and not the Australian Government or Dames & Moore. INTRODUCTION Uranium has been mined in Australia since 1954. A number of small scale mining and milling operations were active in the Northern Territory, in South Australia and in Queensland in the late fifties and early sixties. However, in the late sixties there was an increase in exploration activities in the expectation of an upsurge in world demand for uranium Substantial new resources were delineated in the Northern Territory, Queensland, South Australia and Western Australia. The most significant deposits were located in the Northern Territory, in what is called the Alligator Rivers Region located approximately 200 km east of Darwin. The Region is in the latitude of 13° South and thus lies within the Australian tropics (Figure 1). It consists of approximately 2.3 million hectares of natural wilderness containing much spectacular and attractive scenery. The area is noted for its abundant wildlife, particularly the waterbirds that gather on the flood-plains. Much of the vegetation is diverse and interesting. The Aboriginal population still maintains elements of the traditional way of life, and the spectacular Arnhem Land escarpment contains many of the best surviving examples of Aboriginal rock art. Numerous rich archaeological sites provide evidence of continuous human habitation for tens of thousands of years. Climatically, the Region is of the tropical monsoon type with a dry season from may to September and a "wet" from November to March. High intensity short period rainfall is characteristic, and the average annual precipitation is in the order of 1 350 mm. The monthly mean temperature ranges from 25° to 30°C throughout the year. The development of regulatory controls on uranium mining in the Alligator Rivers Region has been affected by the political status of the Northern Territory. While Australia is a federation, established as an independent self-governing country in 1901, it was not until 1978 that the Northern Territory became to any real extent self-governing. Prior to 1978, the Territory was administered through a special department of the Commonwealth (ie. the Federal Government). Under the Northern Territory (Self Government) Act 1978, administrative powers similar to those possessed by the Governments of the six founding Australian states were provided to the Territory Government. However, the Commonwealth government did not transfer to the Territory all such powers and functions, and in particular there has been, since 1978, a dual role for the Commonwealth and Territory Governments in the regulation of uranium development. Details of this role are provided later in this paper. RANGER URANIUM INQUIRY By 1973, major deposits had been discovered in the Alligator Rivers Region at Nabarlek, Ranger, Koongarra and Jabiluka. The estimated reserves and mine life expectancy of these deposits are given in Table I. Other radioactive anomalies have also been identified in the area but, as yet, they have not been delineated or evaluated. [ ] In 1974, an agreement was signed between the Commonwealth Government and Peko Mines Limited and the Electrolytic Zinc Company of Australia Limited for the joint development of the Ranger deposit. In July 1975, the Government announced a Commission of Inquiry under the provisions of the Commonwealth Environment Protection (Impact of Proposals) Act 1974, into the proposed Ranger development. The inquiry was known as the Ranger Uranium Environmental Inquiry or more commonly, the Fox Inquiry after the presiding Commissioner, Mr Justice Fox.

No academic program of reasonable duration can provide a geologist with all the skills that may be needed for applied work in industrial minerals, but any curriculum that does not provide background in such basic subdisciplines as mineralogy-petrology, stratigraphy, sedimentology, structure, and geomorphology will leave the practitioner handicapped. Enough geochemistry to understand materials requirements, and sufficient geophysics to utilize geophysical data, are essential. In addition to purely scientific considerations, the industrial minerals geologist must be able to evaluate economic factors and may be faced with legal, social, and political problems in land use, zoning, environmental protection, and reclamation.

Vanadium is used in Canada mainly as an alloying element in the manufacture of high-strength, low-alloy (HSLA) steels.The series will examine the supply systems for various selected imported non-fuel minerals, as an aid to developing policies that might lead to reduced dependence on external sources. Bougainville Copper Limited operates a porphyry copper mine in Papua New Guinea. The waste dumps will contain 400 to 500 million tomes of rock at the end of nine life. The paper describes investigations carried out over a period of en years and highlights the problems associated with waste lump leaching in a tropical and seismic active region. Aspects discussed include mineralogy, chemical reaction, leaching rates, microbiological activity, dump stability, dump structures, effects of tropical conditions, seismic activity and topography.

Long range transport of pollutants, particularly of sulphur dioxide and the associated acidic precipitation, has received much attention in the press and in international discussion during the last few years. Studies revealing increasing acidity of lakes and the dying out of fish populations over broad regions of the eastern half of North America have created alarm. In this paper, I will not attempt a description of the acid rain phenomenon. For this r recommend the balanced treatment of the subject by Gene Likens et al (1979) in Scientific Americana For my purposes I accept that the problem is serious and direct my attention to exploring a solution. Ultimately, the key lies in the answer to the question; "What do we do with the enormous tonnages of pollution abatement byproducts, chiefly sulphur compounds, that would arise from pollution control?"' Little thought has been given to this most limiting factor to environmental clean-up. This is symptomatic of a basic flaw in the [philosphy] that under-ins environmental policy. Although this paper is to propose a solution to the abatement byproduct problem, the basic flaw - the firmly entrenched, universally adopted, 'polluter pays [philosphy] as it is currently [understood] - needs some comment.

To determine their effectiveness in different climate and soil conditions, a demonstration of dozer blades specifically designed for recontouring mine spoil was conducted at an East Texas surface coal mine. The specialized equipment included a 48-foot angle blade, a modified 24-foot "U" blade, a 13-foot deep "U" blade, and a 24-foot grading bar. Both the 4b-foot and the 24-foot "U" blades were mounted in a two-tractor, single-operator configuration. To meet flotation problems common in this mining region, a 22-foot lightweight blade was developed and demonstrated for use on a 400-430 hp tractor. The demonstration involved 1,185 acres and showed a 50% reduction in reclamation costs and a 47% reduction in fuel requirements for this mine site over conventional equipment. Improved equipment, trained operators, good supervision, and improved monitoring techniques contributed to the savings. Procedures and results of the demonstration are presented and analyzed here along with guidelines for application of findings.

This Bureau of Mines publication provides information to assist in selecting a lixiviant (leach solution) for in situ uranium leaching. The cost, advantages, and disadvantages of lixiviants currently used and proposed are presented. Laboratory and field tests are described, and applications of geochemical models are discussed. Environmental, economic, and technical factors should all be considered. Satisfying environmental regulations on restoring groundwater quality is becoming an overriding factor, favoring sodium bicarbonate or dissolved carbon dioxide over ammonium carbonate. The cheapest lixiviant is dissolved carbon dioxide, but it is not effective in all deposits. Technical factors include clay swelling by sodium, acid consumption by calcite, and the low solubility of oxygen in shallow deposits. Laboratory leaching tests can provide useful data. However, they can be misleading if, for example, the ore is allowed to oxidize before testing or if distilled water instead of formation water is used for making solutions for permeability tests. Geochemical models presently are more useful for indicating trends in solubility than in reliably predicting concentrations.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are tables that show the principal nonfuel mineral commodities exported from and imported into the United States, and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines. Because of inadequacies in the statistics available, some series deviate from the foregoing definition. For gold, silver, copper, lead, zinc, and tin, the quantities are recorded on a mine basis (as the recoverable content of ore sold or treated). However, the values assigned to these quantities are based on the average selling price of refined metal, not the mine value. Mercury is measured as recovered metal and valued at the average New York price for the metal.

"This paper traces the introduction and use of fire-resistant (FR) fluids in hydraulic systems at underground mines in British Columbia. Reasons are given for the decision to make compulsory the use of such fluids in underground mines after January 1, 1975 by provincial government legislation. Examples are quoted of fires caused, or supported by, mineral oils which have resulted in loss of life and property.The basic principles of hydraulic systems are reviewed in order to present the effects of changing a system operating on mineral oils to one which must operate on FR fluids. Approximations of the cost of system conversions are given for certain machines and a brief survey is made of the various pieces of underground equipment which contain hydraulic systems operating on FR fluids.IntroductionIn 1948, Admiral Ben Moreel , who was then president of Jones and Laughlin Steel Corporation in the United States , wrote:""Although safe and healthful working conditions can be justified on a cold dollars-and- cents basis, I prefer to justify them on the basic principle that it is the right thing to do. ""(1)This paper will outline the introduction and use of fire resistant fluids at mine operations in the Province of British Columbia. That it was the right thing to do in enhancing the safety and well-being of every person employed at the mines was the prime consideration. That it may be justified on a cold dollars-and-cents basis is left for the reader to judge. The prime purpose of this paper is not so much to trace the efforts made by the individual mines to successfully introduce and use fire-resistant (FR) fluids in hydraulic systems, but to present an over-all picture of what occurred, in a collective sense, at the majority of mines which have ended up with a working FR fluid system. The problems attendant to the introduction of an FR fluid will be recounted in a manner which, it is hoped, will prove useful to those contemplating system conversions. Because the predominant fluid now in use is an invert, or water-in-oil. emulsion, this will be the FR fluid considered.Fluid Loss from SystemsThe quantities of various fluids required for use in hydraulic systems are extremely high. This statement in itself may appear to be redundant in that the capacities of the various systems should demand that a fixed amount of fluid is required for the initial filling of a system, with a further amount of fluid scheduled for use during subsequent fluid changes, i.e. at the recommended change intervals . If only this were the case!"

INTRODUCTION The Harrison Western Corporation, a leading Denver based mine contracting and engineering concern, is presently engaged in sinking two 1,006 m (3,300 ft) shafts for the Phillips Uranium Corporation at their Nose Rock Project, approximately 13 miles northeast of the small community of Crownpoint in McKinley County, New Mexico. The Nose Rock Project is the first attempt by the Phillips Uranium Corporation to tap the deep uranium reserves in what has become known as the Grants Mineral Belt. (See Figure 1) Project Description Phillips Uranium Corporation's plan for the large 2700 metric ton per day (2950 tons/day) mining facility calls for a series of deep access and ventilation shafts ranging from 4.27 m (14 ft) to 5.49 m (18 ft) in diameter to approximate depths of 1,006 m (3,300 ft). The initial pair of shafts consists of one production shaft and one ventilation shaft separated by a distance of 91 m (300 ft). The interbedded layers of sedimentary sandstones and shales to be penetrated by the shafts contain several major water producing aquifers, the deepest being the mineralized zone called the Westwater Canyon Member of the Morrison Formation.

"This paper describes the revisions to the heating and ventilating system at the Frood-Stobie mill, which resulted in substantial savings in energy costs.IntroductionInco Metals Company, a unit of Inco Limited, is involved in the mining and processing of nickel-copper ores. The Ontario Division of Inco Metals consists of 10 operating mines, with 5 mines and open pits on a standby basis, and 10 pro- cessing facilities, located in Sudbury, Port Colborne and Shebandowan. In 1980, the Ontario Division's energy expenditures amounted to $87,000,000.Due to the accelerating cost of energy, the Division established an Energy Management Program in 1975 to define, evaluate and implement measures to reduce energy cost and consumption per unit of output by 10% by 1980. This falls in line with the goals set by the mining and metallurgical task force on voluntary energy conservation.To effectively implement the program, Plant Committees were established at each plant and mine area, with an energy management coordinator appointed to coordinate the activities. The Plant Committee's responsibilities include identifying the major areas of energy consumption, isolating areas with large potential losses and determining what action should be taken to improve energy efficiency.Within a five-year period from 1975 to 1980, the Ontario Division has been able to cut its energy consumption by 8.9 trillion BTUs, the equivalent of 1.5 million barrels of oil."

Autogenous grinding, broadly defined as the self-comminution of ore in a cylindrical tumbling mill without using auxiliary grinding media, was first applied in the early 1930s in the so-called Hadsel mills (Hardinge, 1955) as seen in [Fig. 1], mainly used in gold mines on the US West Coast. A number of these mills were built in sizes of 6.1 to 7.3 m (20 to 24 ft) in diameter and 1.5 to 1.8 m (5 to 6 ft) in length but were later abandoned because of operating and maintenance problems. Further development of autogenous grinding led to the Hardinge wet grinding mill, the Aerofall dry grinding mill, and others. A tabulation of all known autogenous and semiautogenous installations around the world was sent recently to the authors by G. J. Kushner of Koppers Metal Processing Division. In the size range of 7.3 to 9.8 m (24 to 32 ft) in diameter, it lists a total of thirty mills used in the processing of copper ores. An additional 120 units are listed in the same size range for the processing of iron ores and other minerals. The largest mills in existence are 11.1-m-diam X 4.6-m-long (36-ft-diam X 15-ft-long) mills in Minnesota, powered by 8950 kW (12,000 hp) motors and used in taconite beneficiation. It is indicative of the phenomenal growth of this technology that none of the above 150 mills was in operation prior to 1964. Grinding rates in autogenous mills are very sensitive to variations in ore breakage characteristics and even with fairly constant ore type can exhibit large fluctuations in throughput. Autogenous grinding also depends on availability of a fraction of the ore to be ground in the form of "competent" rock which can withstand to a certain degree the tumbling and impact action within the mill. If the ore is uniformly "soft", it will soon be crushed into small size particles and further grinding, which depends on the existence of large size rocks in the mill, becomes impossible. This apparently is the case with most copper ores, as discussed by Bachman, Last and Nabbs (1970) who described pilot testing of a large number of ore samples from Kennecott 's Chino Mines. Under circumstances where autogenous grinding is impractical, it is possible to realize most of its benefits by utilizing large grinding balls in place of the "competent" rock and practice what has become known in the mining industry as semiautogenous grinding. In semiautogenous grinding (SAG), a grate discharge tumbling mill is fed the product of a primary crusher or run-of-mine rock. Forged steel or alloy grinding balls, in proportions ranging from 3.10% of the total volume in the mill, are used to complement the self-grinding ability of the ore. Semiautogenous circuits can be either designed for single-stage closed-circuit grinding which produces a final product for recovery processes, or for two-stage operation in which the SAG mill product is fed to a second stage of grinding in a conventional ball mill.

The in situ mining of uranium is the process whereby chemical lixiviant is injected by means of wells into, and flowed through, an ore body. The lixiviant reacts with uranium which has been previously oxidized making the uranium soluble. The solution is then brought to the surface by means of producing wells. In situ mining disturbs the ground-water quality in the immediate area. Since ground water is a natural resource used by man, care must be taken not to allow the lixiviant to escape the local mining area. Also, when the ore body is mined out, the area should be restored to as near its original state as is reasonably achievable. The return of ground-water quality to its original state can occur naturally over a long period of time or be enhanced using appropriate technological means.

Under the Town and Country Planning Act 1977 the Ministry of Works and Development has a responsibility for providing information to local and regional planning authorities on public works and matters of national development and importance, for the exercise of their responsibilities under this Act. One such matter which has recently become a source of concern is the development of South Island lignite. In 1979 the Ministry of' Energy produced a position statement outlining a programme of' research leading to the possible extraction of lignite in Southland or Central Otago for conversion into about 50 per cent of New Zealand's liquid fuel requirements by 1995. Understandably this possibility has caused considerable concern at the local level, expressed particularly by bodies such as Federated Farmers and the local authorities. In the absence of any factual knowledge short of mere conjecture been able to recommend to local authorities is that they limit their planning period to ten years. After this time more information regarding the size, nature, location and certainty of the proposal will permit a more accurate assessment of the implications of the York. While on holiday earlier this year I took the opportunity to visit opencast mining areas in Germany and England to gain an appreciation of the scale of impacts involved and discuss with those concerned the procedures used in planning for such operations. What follows is a brief description of these operations, a comparison with the likely development in this country and the extraction of what may be some relevant principles of' operation for the planning of an environmentally acceptable project. INTRODUCTION The most serious occupational radiation episode in U.S. history was the exposure of uranium miners to radon daughters in the 1945-1968 time period. Although the maximum permissible dose at that time was 12 WLM (working level months) per year, average exposures were several times that figure, and ten times higher exposures were not uncommon. Starting in the early 1960s, mounting epidemiological evidence appeared for an excess incidence of lung cancer among these miners; up to 1974, there was an excess of 134 cases (159 observed vs 25 expected) among the 4000 in the group under study (NAS-1980). When this excess became apparent, the Federal Government took jurisdiction, greatly tightened enforcement, and in 1969 lowered the maximum permissible exposure to 4 WLM per year. These standards were met largely by a great improvement in ventilation. As a result of these measures, average miner exposures were reduced 5-fold from 1965 to 1968 and by another factor of 3 by 1970. In 1978, the 4 WLM/year maximum permissible exposure was exceeded by only 37 of 7500 underground miners, for only 16 wars it exceeded by more than 25%, and for only 8 was it exceeded by 502 (AIF-1980). The average exposures to the various groups are listed in Table 1. We see that the average exposure for all miners was 1.03 WLM, and for those who worked essentially full time underground it was 1.45 WLM. For purpose of later discussion, it will be convenient to choose a single value for average exposures. In view of the fact that employment situations and job categories are bound to vary over a lifetime of work, we take this to be 1.3 WLM/year. The purpose of this paper is not to dwell on history, but rather to address the question of whether or not this present situation is satisfactory. This question was considered recently by a study group under the auspices of National Institue of Occupational Safety and Health (NIOSH-1980) and it answered the question in the negative, concluding that the maximum permissible exposure should be substantially reduced. However, their arguments were incomplete and were lacking in perspective. The principal thrust of this paper is to provide some of the material overlooked. RISK TO URANIUM MINERS FROM RADON EXPOSURE In order to quantify the risk to uranium miners under present working conditions, it is first necessary to estimate the risk of lung cancer per WLM of exposure. The most straightforward way of doing this is to use the data on the group of uranium miners under study. These are listed in Table 2 for 8 exposure ranges and for the total group (NAS-1980). If all data are given equal weight, the risk is seen to be 3.5 x 10-6 per year per WLM. Much can be said in favor of using this value for the risk as dose independent; it is within one standard deviation (SD) of the observations in 5 of the 8 dose categories (as expected from the definition of SD), and within 2 SD for all 8, and for the three cases differing from the mean by more than one SD, two are above and one is below. However, the uranium miner exposures in the present situation will be far below those covered in Table 2, so it is worth considering the possibility that the risk differs from this at low doses. From the last column of Table 2 we see that the experience from all exposures below 600 WLM indicates a risk higher than the mean for the entire group by more than two standard deviations (the value 600 WLM in this comparison was deliberately chosen to maximize this deviation; for exposures below 360 WLM and 840 WLM, the excess is only 1.0 and 1.6 standard deviations respectively). In view of this tendency for the risk to be higher at lower dose, we will take the risk to be 5.0 x 10-6 per year per WLM in what we will refer to as model A. This risk estimate is based entirely on exposures much [higher] than those that will be experienced by

Robert C. Horton was sworn in as the new Director of the Bureau of Mines on October 13 in Washington. Horton, 54, was director of the Geology Division of the Bendix Field Engineering Corporation's operations in Grand Junction, Colorado, before being nominated by - it Reagan for this position. A geological engineer, he has been associated with the mining industry in the West for over 35 years. Legislation to expand the Defense Production Act for 1 year until September 30, 1982, was signed by the President on September 30. The Administration had requested, steel a 5-year extension, but the Congress chose to spend another year considering proposed revisions. The Act, among other things, authorizes the allocation of strategic materials for defense purposes and allows incentives including floor prices and Government financing to encourage domestic mineral projects.

This Bureau of Mines publication examines the potential impact on minerals of the tariff and nontariff agreements that resulted from the Tokyo Round of the Multilateral Trade Negotiations, which were conducted under the auspices of the General Agreement on Tariffs and Trade. These agreements will affect minerals by reducing tariff levels and by changing rules by which they are traded internationally.
