As the demand for most industrial minerals on the world market continues to climb, educational institutions maintain traditional policy in emphasizing chiefly metallic ore deposits and energy resources in addition to the general disciplines. In spite of their increasing importance, few universities exhibit great depth with respect to industrial minerals courses due to the shortage of specialized faculty in a category this broad. As new ideas are formulated and technological advances are developed in the field of industrial minerals, the classroom still exists as a student's primary source of information. This opportunity to give today's students the benefit of modern developements has not been utilized to its utmost potential.

Introduction The Pueblo Viejo gold-silver mine, located in the Dominican Republic, started production in early 1974 processing ores averaging 4 g/t gold and 20 g/t silver at a rate of 7.25 kt/d. The ore milled is a silicified siltstone with average work index of about 8 that occurs as an extensive oxide capping of a primary sulfide ore body. The sulfide ores are refractory to conventional treatment process and extensive research work is now in progress to develop a treatment process for them. The ore deposit has a long history, having been mined by the indigenous Arawak Indians for some time in the early sixteenth century prior to the arrival of the Spanish, and then by the Spaniards. In the early 1950s, Italian engineers attempted to process the sulfide ores. Mining by the Indians and Spanish was abandoned because of low grade and little coarse gold in the oxide ores and by the Italians because of the refractory nature of the sulfide ore. In 1969, Rosario Resources geologists discovered that there existed sufficient reserves of oxide ore for a viable mining operation and the plant was designed, built, and brought into production.

"This paper outlines the development and inplementation of functional training at the Thompson Mine of Inco Metals Company, Manitoba Division. This training is an extension of similar methods implemented throughout the company to meet safety and health and productivity objectives. It consists of the orientation to the mine, induction in the basic mining skills, and specific training in drilling and other skills in the mine. Initial results indicated a positive effect on the safety performance and proficiency of the mine workforce.IntroductionThe primary mining method at the Thompson Mine is mechanized cut and fill, with secondary recovery of pillars by undercut and fill . These methods require a workforce of about 900 hourly operating employees to obtain capacity production of 6500 tons of ore per day.Historically, turnover of mine employees has been high and large numbers of new recruits are introduced to the mine every year. These men are recruited primarily in Manitoba, but also from distant areas of Canada; most of the se people have no previous mining experience.Training has always been an important component of mine operations. Mine supervisors and experienced miners have committed an appreciable amount of time and effort to training these new recruits. As well, training efforts have been directed toward upgrading the skills of experienced workers.Recently, a growing awareness of the significance of this training effort and its impact on accident frequency, productivity, turnover and other important parameters of the mine operation has led to a review of training methods. The training program described in this paper has resulted from this review."

A discussion of frequently asked questions may help individuals trying to interpret subsidence regulations or prepare permit applications. The subsidence permitting process involves just one part of the mass of Surface Mining Control and Reclamation Act regulations. But of the 18 main SMCRA sections, subsidence is critical to the permitting process for coal operators. It's an area in which applicants have had problems interpreting regulations and preparing permit applications. Of 22 western states, only Wyoming, Montana, Colorado, and Utah heave thus far received approval for their mining and reclamation plans. The other states are now involved in the permit application process and will be dealing with SMCRA regulations for the next year or so. Some state programs, when approved, may differ substantially from the federal SMCRA program. But, to be approved, the state programs must be deemed equal to or more stringent than the federal regulations. SMCRA regulations apply to any coal operation "that exhibits surface effects." Thus they apply to surface strip mines as well as underground coal operations. The regulations do not apply to hardrock mining operations. Since August 3, 1977, the government, industry, and the public have wrestled with SMCRA. They have struggled through an initial program with the US Geological Survey; a new agency, the Office of Surface Mining Reclamation and Enforcement (OSM); an interim program; and a "final" permanent regulatory program. Even now, OSM is reluctant to publish formal program guidelines because: •The regulations are still in the process of judicial review. • Some approvable state programs will supersede the federal regula¬tions. • The flexible regulations are open to interpretation, which is desir¬able to maintain. •Guidelines could be misleading until regulations and interpretations are revised and finalized.

"Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

Due to special job or client requirements, there will always be some variation in the philosophy of organizing and controlling construction under a project management contract. In typical cases, however, some standard procedures apply. Controls on a construction project are best described only in general terms. They should apply to the total job and can be most effective only when all pieces of the job organization fit together to support a control system for the entire project. Controls are more than a system of reports, schedules, and tabulations-they are the result of an integrated organization dedicated to getting a job done on time and within budget. One of the most important aspects of project control is the construction organization. It must include the right people, facilities, and site equipment, as well as the authority to do what's necessary to accomplish the work. This should be set up to function with as little involvement from off-site or the home office as possible. However, the jobsite construction group must work within established policies and guidelines and is subject to continuous off-site or home office monitoring. In other words, the job-site leaders need to have a clear definition of their responsibility, their authority, and the necessary people and equipment to make things happen. Introduction The gas shortage is going to be with us for some time to come. If we can set aside political and industry rhetoric (along with subjective personal opinions), we still are confronted by two serious "facts of life": (1) for almost a decade the U.S. has been consuming natural gas at a greater rate than we have been finding new reserves; and (2) there is a finite amount of natural gas present within the earth&apos;s crust. Much of the known and easily exploitable sources of gas (the so-called "conventional" sources, such as the high permeability sand reservoirs of the Tertiary sequence along the Gulf Coast) already have been developed; their production is declining rapidly. The total producible reserves from conventional gas reservoirs amount to only 216 Tcf, less than an 11-year supply. However, several large potential resources of natural gas remain to be developed. These "unconventional sources" have low permeability and/or peculiar producing characteristics. The DOE program for development of these unconventional sources of gas is called the enhanced gas recovery (EGR) program. The primary goal of this program is to provide a data base of resource characterization and production technology that will lead to commercial development. DOE will encourage and support industry participation in developing and demonstrating technologies needed to reach this goal. Unconventional Resources Four major unconventional resources of gas have a high potential for commercial development. There are other unconventional sources (such as gas hydrates) that are too poorly defined to warrant a major development thrust at this time. The four unconventional sources of gas currently included in the EGR program are: 1. The carbonaceous shales of Devonian age in the Appalachian, Illinois, and Michigan sedimentary basins are the targets of the Eastern Gas Shales Project (EGSP). 2. The low permeability, low porosity so-called "tight" gas sandstones of the Upper Cretaceous/Lower Tertiary in the Rocky Mountain areas constitute the resource target for the Western Gas Sands Project (WGSP). 3. The free methane trapped in coal beds of both the eastern and western U. S. constitute the Methane from Coal Beds Project (MCBP). 4. The abnormally high pressured, high-temperature saltwater aquifers of the Texas-Louisiana gulf coast are targets of the Geopressured Aquifer Project (GPAP). Basic implementation strategy for these EGR projects involve (1) assessing and characterizing the resource potential of the resource; (2) conducting cost-shared field testing with industry to improve, develop, and demonstrate various stimulation and production technologies; (3) coordinating EGR activities within DOE and with other federal agencies (such as the Bureau of Mines) to minimize duplication; and (4) aiming all projects toward commercial development of the gas resources. EGSP What type of "geological animal" is the EGSP dealing with? While gas undeniably is related to the occurrence of natural fracture systems within the shale, the overall producing mechanism and precise location of fractured, gas-bearing locales within each basin is still poorly understood. By developing reliable resource characterization techniques and applying effective stimulation technologies we intend to elevate the Devonian shale from the status of a potential gas resource to that of a proven gas reserve. Once we have done this the private sector can take over the large-scale commercial development of the Devonian shale gas resource. WGSP The second largest project (both in terms of complexity and level of funding) is the WGSP. The primary targets for this project are the low permeability (< 1 md) gas sandstones of the Piceance, Uintah, and Greater Green River basins and the Northern Great Plains Province. Project success in these four primary geologic locales will permit investigating additional low permeability sandstones in 16 other sedimentary basins. It appears that the only practical means of increasing permeability and resultant flow rates from these sandstones lies in the use of massive hydraulic fracturing techniques. Unfortunately, it is still too early to design such jobs with predictable results. MCBP The MCBP is to be involved in producing and utilizing methane derived from coal beds. Man’s search beneath the earth for minerals has always required light, and the devices used to provide illumination have been both innovative and unusual —from stone vessels holding fat and a wick of grass or fiber to a shower of sparks produced by a thin steel disc. While the date when lamps were first used in mines is unknown, Greek and Roman records from 3000 BC definitely mention their use in underground mines. Early Remans most likely used a lamp similar to the one depicted at right. Over the ages, various types of devicives and methods of illumination have been tried and used. One interesting scheme for underground light was to reflect sunlight down the shaft and along drifts using mirrors or other reflective materials. Bunches of resinous wood were also used for underground lighting in many parts of England. In the mid-18th century, the speding mill was developed in England. It worked by rapidly turning a thin steel disc against a flint, causing a shower of sparks to appear. The light produced was uncertain, highly variable, and unsafe in gaseous environments. In Europe, an open pan-type hanging oil lamp was developed and used in some operations in the 1700s. This type of lamp had one opening for a wick and a second opening for refilling the oil reservoir. The lamps were embellished with goad luck charms – a good luck rooster was used in many parts of Europe while a frog and “gluck-auf” were used in Germany. These lamps were introduced in Mexican mines, and a few have found their way into the southwest US. By 1850, a small wick lamp known as the lard-oil lamp, which resembled a tea pot, was invented in Scotland. These lamps were fueled with grease from a packing house –lard, bacon grease, or tallow. Whale oil was also used. Many improvements were made on these lamps, such as the use of windshields and the attachment of miners’ candle-holdm to support the lamp. While these lamps were handy and inexpensive to operate, they were dangerous because their large flame could ignite support timbers or other flammable materials. Miners from the United Kingdom brought this type of lamp into the US. Domestic producers of oil wick lamps were primarily located in Hazleton, PA; What Cheer, IA; Pittsburgh, PA; and Frostburg, IN. The first patent for an oil wick lamp was granted to W. Seybold of McKeesport, PA. Incidentally, these lamps were advertised in a 1903 Sears-Roebuck catalog for 10 cents apiece. Oil wick

Disposal of solid and liquid wastes from mining and milling operations has become a focus of attention in recent years. Consequently, the geotechnical engineer is more frequently associated with design of disposal facilities. Jack Wulff, a representative of one consulting firm with experience in this field, talks with ME about the geotechnical engineer&apos;s contribution. Mr. Wulff, mine and mill waste disposal today is receiving more attention-and many more dollars-than in the past. Regulatory agencies have promulgated demanding requirements concerning mill waste (especially uranium mill waste) and specialist consultants are frequently being called in to design disposal systems. What can the experienced geotechnical engineer add to the development of waste disposal facilities? It&apos;s true that geotechnical engineers have recently become more visible in the minerals sector, but we&apos;ve been around mining for a long time-as foundation engineers for mills and mine support buildings, and for geotechnical aspects of open pits, pipelines, railroads, roads, and so forth. We&apos;ve also designed water supply dams, which could be considered recursors of tailings dams and other forms of disposal systems. Let me show by example what geotechnical engineering can contribute to waste disposal facility design. I recently was asked to look at several small wastewater impoundments which had failed. The design of the earth embankments appeared, at first glance, to be rather conservative. They were only about 3.4 m high, the slopes were 3 to 1 (horizontal to vertical), with about 24 m of bottom contact with the earth foundation. But there had been three episodes of dike failure in a few months, all upon initial filling. The problem was the nature of some material in the foundation that was also used as structural fill-a dispersive clay that readily deflocculated and eroded on contact with water, especially with seeping or flowing water. The design did not include the defensive measures required to use such materials confidently in water retention structures. Apparently, the designer did not recognize the potential problem posed by the unusual soil characteristics. That&apos;s the sort of engineering information fundamental to geotechnical engineering, but not necessarily a part of the civil, structural, or mining engineer&apos;s professional training or experience. This difference in expertise is not simply a matter of factual knowledge-it also affects the design process. The structural engineer can design a structure to fit the client&apos;s functional needs and can specify the materials (grade of steel, PVC, concrete, etc.) to meet the demands of the design. The geotechnical engineer&apos;s design process is somewhat different, since we work with natural materials, not man-made materials produced according to specification. We first have to establish what kinds of materials are available (usually directly from the chosen site, since importation of materials becomes expensive). Then we determine the engineering properties and characteristics and, finally, design the structure to fulfill the client&apos;s requirements within parameters dictated by available materials. In brief, the geotechnical engineer works with naturally-evolved, not man-made, materials and uses design techniques developed to accommodate that fact. Because no two sites are exactly alike in configuration, structural (geologic) characteristics, or available materials, there will be unique design and judgmental questions to be resolved on virtually every project. You said that water retention dams could be considered the precursors of tailings dams-you probably had a specific technical relationship in mind. There&apos;s a very strong carryover of methodology from earth dam design, where the technology developed and where it has become very refined. Despite lower prices and the uncertain future of nuclear power, uranium continued to be the big attraction in 1979 exploration activity. Uranium again dominated exploration programs across the US-not only in primary producing states such as New Mexico and Wyoming, but in potential producing areas from the northern counties of Minnesota to the Grandfather Mountain region of North Carolina. The moratorium on uranium leasing was lifted in Colorado and Montana, and exploration activity intensified accordingly. In Wyoming, what may be the biggest uranium deposit in the state was discovered by Anaconda Copper Co. near Jeffrey City, but in general, there were few major discoveries and activity was concentrated on existing exploration programs. The Department of Energy expects 1979 uranium exploration expenditures to total $339 million, compared to the $314 million spent by industry in 1978. Surface exploration and development drilling in 1979 is estimated at 16.1 Mm, up slightly from 1978 figures. Gold demanded its share of the spotlight in 1979. Soaring prices lured prospectors, investors, operators, and speculators to Alaska, California, Colorado, and Washington in a small-scale gold fever. Exploration for molybdenum remained strong in Alaska, Colorado, and Washington, where mineralization at the Mt. Tolman prospect is now estimated at 816 Mt averaging 0.09% copper and 0.10% molybdenum disulfide. Again this year, one of the major deterrents to exploration was the drive to set aside huge areas of land as wilderness preserves. In Alaska, where Interior Secretary Cecil Andrus has withdrawn millions of acres under the Antiquities Act, BP Alaska decided to close its Anchorage office, reportedly due to the lack of public lands available for mineral exploration. In both geophysical and geochemical activity, the year is best characterized as one of consolidation and development of previous advances in the state of the art, without any fundamental breakthroughs. Many companies were active in the development of instrumentation. Continuing interest in spectral IP resulted in the introduction of two instruments, one by Phoenix Geophysics, the other to be announced shortly by Geotronics Corp. Radiometric and borehole logging equipment received considerable emphasis, reflecting the continued interest in uranium exploration. Throughout the 1970s, the US Bureau of Mines rode an ebb tide in Washington political circles. In rapid fire succession, the agency lost its mine health and safety enforcement responsibility (1973), a large portion of its energy research responsibility (1975), and then its fuel statistics functions plus a sizable portion of its coal R&D (1977). By 1978, johnny-come-latelies in the Energy, Labor, and Interior Departments had siphoned away from the Bureau some $125 million in program responsibilities as well as 900 of its employees. The bruising decade came to a close with a Department of Natural Resources proposal that, in its original form, would have scattered the Bureau&apos;s responsibilities to the winds. "There is no doubt in my wind," said Lindsay Norman, acting director of the Bureau of Mines (see box), "that were the Bureau to continue down the path it was on, the next step was closing the doors and going out of business." The doors are still open, but erosion of responsibilities had a devastating effect on the resources available to fulfill the Bureau&apos;s mission. Devastating, too, in terms of internal morale, considering the Bureau had six directors in a 10-year span. "When the troops are in the trenches and are being shot at," Norman said, "they need a leader-hopefully, a permanent one- that can get them advancing. This is something the Bureau did not consistently have in the 1970s." In September 1978, Roger Markle climbed aboard as director of the Bureau to rejuvenate the 70-year-old agency. He resigned only six months later* but the program Markle set in motion is being carried through by Lindsay Norman. Since Norman&apos;s appointment as acting director, he has spent considerable time on the road explaining his agency&apos;s redefined goals. At one such stop in Duluth, Norman and his two deputy directors, Charles Kenahan and Mike Kaas, answered the following questions. Lindsay, you were the principal architect in the Bureau&apos;s 1979 reorganization. How about a glimpse of what that entailed? Toward the end of the 1970s, after almost a decade of steady dismemberment, we reached what we felt was a critical point in the Bureau&apos;s history-we had the choice of redefining and strengthening our organization to meet the mineral challenges ahead, or continuing down the path toward the agency&apos;s eventual demise. We felt the Bureau&apos;s mission too important to abandon, so in 1978 with Roger Markle as director we initiated a six-month, no-holds-barred intro spection of just what the Bureau should be doing, why, and toward what ultimate national needs. And what did this self-reflection reveal? That there is, indeed, a unique federal role for the Bureau of Mines-that of a lead agency for influencing mineral decisions and pioneering tomorrow&apos;s technologic advances. Don&apos;t confuse us with policymakers, we&apos;re not. But we are policy analysts; we&apos;re scientists, engineers, and mineral professionals who can offer a sorely needed source of objective, accurate information to decision makers in both the public and private sectors. I feel there is no better brain trust in government than the Bureau when it comes to mineral expertise-of course, I&apos;m biased. Do I understand you to say the Bureau of Mines is an advocate agency for the minerals industry? We plead no parochial interests, nor ought we, but from our viewpoint a sound minerals industry is extremely important to the broader national goals of security and a healthy economy. US dependence on foreign sources for critical minerals, the increasing noncompetitiveness of some US mineral sectors, and the array of land use issues surrounding mineral-rich lands all have much more serious implications than many otherwise informed people seem to recognize. Spiraling costs in every segment of the open-pit mining cycle is a fact of life that every operator must reckon with. The introduction of various shock absorbing devices for rotary drilling is one recent innovation that may significantly reduce overall drilling cost, increase drill availability, and lower maintenance requirements. In a recent all-inclusive test in taconite ores, shock absorbers on Bucyrus-Erie BE 60R and Gardner¬Denver GD 120 rotary drills were directly responsible for overall savings of up to $41.06 per hour. What is It? A shock absorber is simply a device installed between the rotary drive head and drill steel that cushions the two. It functions in the same manner as springs and shocks on an automobile. Some benefits associated with use of the tool are readily apparent on a daily basis; other benefits are realized over longer time intervals and through continued use. A properly designed shock absorber will: •protect the drill from severe vi¬brations, improve rock bit performance, allow application of the best weight-on-bit and rotating speed under all drilling conditions, •function effectively over a wide range of applied bit weights, • have a spring rate soft enough to perform its primary function of absorbing both rotary and vertical vibrational forces generated by rough drilling, •be reliable and subject to as little maintenance as possible, •be easy to install and remove, and • be of such an economic benefit so as to offset the added expense of its application. A shock absorbing tool developed by BJ-Hughes Inc. was used in a recent test. The "Smoothdrill" is just one of the products currently available. This unit absorbs both rotary and vertical shock loads and has no mechanical parts so lubrication is unnecessary. A rebuild of the unit consists of removing the worn rubber element and inserting a new element, an operation taking less than one hour. Minimizing Vibrations Severe vibrations on a blasthole drill operating in broken and discontinuous formations have visible effects. These vibrations often cause structural damage when allowed to&apos; continue, resulting in fatigue cracks in the mast and related structural components in the drill. When rough running formations are encountered, drilling must be interrupted and possibly shut down. Usually, the drill operator resumes drilling using less down pressures and various rotational speeds until firmer drilling is encountered. An effective shock absorber can substantially reduce these vibrational forces so more down pressure can be applied in bad ground. It is generally accepted that longitudinal vibrations and cyclic forces are more effectively reduced if a tool is designed to incorporate a relatively "soft" shock absorber. The softness of any shock absorbing tool is best judged by its spring rate-the weight required to produce a given amount of deflection, commonly expressed in units of kg per mm or pounds per inch of deflection. The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country&apos;s long and sometimes turbulent history. The transition comes as a result of the government&apos;s new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China&apos;s production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country&apos;s natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China&apos;s new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China&apos;s renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China&apos;s Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People&apos;s Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party&apos;s 10-year blueprint for economic development. Specifically, the Party&apos;s plans called for completion of 120 large-scale industrial projects by 1985. Recent expansion programs have made the Yunkang underground coal mine the number one producer in Shenxi Province. The mine is the newest in the Datong Coal Administration, currently rated at around 3 Mt/a of coal. Located in the Wa Chushi mountain range about 23 km north of the city of Datong, the mine has undergone a series of expansion phases since startup in 1973. Initial design capacity was 1.5 Mt/a and ultimately, production will be brought to an estimated 7.0 Mt/a by 1985, according to mine superintendent Li Jia-zhi. How Coal Occurs The coal, Jurassic in age, occurs in three economically identifiable seams designated No. 2, 3, and 7. Seams are 100-250 m below the surface. Reserves from this economic zone were not quantified, but Superintendent Li indicated that there was enough mapped out to sustain the expanded production rate for over 20 years. Below the Jurassic coal is another possible economic zone, a Permocarboniferous coal lying 400-600 m below the surface. Little development drilling has been conducted to ascertain its potential. The Jurassic beds are relatively flat and coal quality is reportedly one of the best in China. Heat content of the coal runs around 33.5 MJ/kg and the ash content is less than 10%. In some areas, it is less than 7%. Coal preparation is simple and involves a washing and screening separation into four principal size fractions. Washed coal is stored in one of six storage silos, each with 4000-t capacity. Mining the No. 2 Seam Since startup, primary production has been derived from the No. 2 seam. The coal is relatively hard and is topped by a hard cement-like conglomerate. These factors, coupled with an average thickness between 4 to 6 m, precluded the use of conventional longwall techniques, according to mine engineers. As 1979 drew to a close, it was obvious that China would have another good year with output of most industrial products at 3-9% above levels attained in 1978. Most increases were registered on the basis of maximum utilization of existing capacities and nationalization of procedures and methods. There were also distinct improvements in the quality and variety of products. Coal output probably surpassed the 650-Mt level in 1979. Steel output was expected to reach the 35-Mt level, an increase of nearly 10% over 1978. Based on the vast amount of housing and road and project construction, cement production more than likely surpassed 70 Mt. The nonferrous base metal industries improved somewhat in 1978, but actual output levels in recent years may have been a little higher than previously estimated by the outside world. Stagnate world demand slowed growth in the "export metals" sector. Minerals like magnesite and talc were produced at tonnages much larger than previously thought, with gold also falling into this category. Sulfur and pyrite production are still short, although a big pyrite mine was being brought into production. Barite out-put was reportedly up and fluorspar output held its own. Westerners generally concede that difficulties in transportation and power supply are holding back mineral production. Throughout 1979, basic construction continued on the majority of projects started by the Chinese and those few foreign projects contracted before the adjustment of industrial priorities. Foreign Ventures Perspective The foreign connection looms large in China&apos;s plan for modernization. In effect, it is an extension of what China wants to do in terms of "walking on two legs"-that is, develop what can be done locally to the fullest extent, then rely on international technology to move into the bigger and more complicated projects. Foreign projects are designed to complement domestic projects rather than replace them. Many foreign projects were started or continued by the Chinese in 1979. Building the necessary infrastructure for the projects is usually a Chinese endeavor and requires Chinese technicians and money. In areas with a strong economic base, this activity proceeds without foreign aid. In other areas, added funds are requested. Foreign funds can come in many forms-equipment technology, low interest loans, equity capital, advance-of-funds on the basis of future delivery in kind, and joint venture money. The Chinese are exploring all these avenues, with the strategy of minimizing foreign exchange needs for individual projects. They feel very uncomfortable with high interest rates, even though interest can be treated as operating ex¬pense rather than capital expense. Then there&apos;s the question of rights. Brace yourself-what used to be a 1 billion ton deposit is now a 1 Gt deposit. And that 1520-hp ball mill is now a 1.134-MW ball mill. Beginning with this issue, all engineering units and statistics in MINING ENGINEERING will be reported in SI units. The exception to this is the Technical Papers section, where units may still be reported by dual notation. For the past four years, ME has reported all units of measurement first in SI, followed in parentheses by the equivalent English value. This metrication policy, adopted by the SME-AIME Board of Directors in September 1975, was designed to aid magazine readers through a transitional period from English unit reporting to SI unit reporting. In October 1979, the SME-AIME Publications Board completed the English-to-SI transition by requesting the editorial staff, beginning February 1980, to report exclusively in SI. The Publications Board also requested the editors to prepare a chart of SI conversions useful to ME readers; this information follows on pages 156-157. The What and Wherefore of SI In 1960 the General Conference on Weights and Measures met in Sevres, France, and recommended that a new metric system-one that could uniformly cross all international borders-be adopted to replace all other metric systems. The outcome of this recommendation was the SI system of units, an abbreviation for le Systeme International d&apos;Unites (the International System of Units). It replaces the more familiar cgs (centimeter-gram-second) system and the m/ksA (meter-kilogram-second-Ampere) system. SI consists of seven base units, two supplementary units, and a number of derived units. Other units, called allowable units, may be used even though they are not part of SI. The seven base units are: meter (length); second (time); kilogram (mass); mole (amount of substance); kelvin (temperature); ampere (electric current); and candela (luminous intensity). The two supplementary units are radian, a measurement of plane angle, and steradian, a measurement of solid angle. Supplementary units can be used in combination with SI units, e.g., radiant intensity is expressed in W/sr, watts per steradian. Derived units are combinations of base and supplementary units. Velocity is expressed as meters per second (m/s), and acceleration as m/s&apos;. Using the relation established by Newton&apos;s second law of motion, force is expressed as kg-m/s2, more commonly known as the newton (N). Energy (work) is force times distance, expressed as kg-m/s2 and known as the joule (J). Power is work per unit time, expressed as kg, m2/s3 and known as the watt (W). Allowable units are the exception to the rule-they are not taken from base or supplementary units but, nevertheless, are used in the SI system. Volume units are normally expressed as the cubic measure of a length, such as cm 3. But a fluid volume of a cubic decimeter (dm3) is called a liter (L); the "L" is capitalized in another special SI rule to keep the lowercase "1" from being confused with a numeric "1". Other allowable units are degrees Celsius (°C) for temperature; and the minute (min), hour (h), day (d), and year (a) for time measurements. The prefixes in the table on the following page are used with SI units to express the magnitude of a measured quantity. A mill that processes 1000 tons of ore per day would be designated a 1 kt/d mill; a mine producing 10 million tons of ore per year would be called a 10 Mt/a mine. The rule here is to use prefixes that keep the value in a convenient range from 0.1 to 1000. In other words, it would be incorrect to write 25 000 kg-the prefix should be changed to indicate 25 Mt. One of the distinct advantages of SI is that it retains the decimal relation between multiples and submultiples of the base units for each physical quantity except for time. One more rule of SI syntax-numbers are separated into groups of three with a space between each group rather than a comma, e.g., 3,839,174 becomes 3 839 174. By the same token, a decimal number is also broken by spaces, e.g. 0.738153 is written as 0.738 153.

The major problems are identified the high phosphorus content and the fine dissemination or encapsulation of mineral impurities, in, ,the iron bearing minerals, A process which combined extreme fine grinding techniques with magnetizing roasting or flotation separation methods, is suggested. By these methods concentrates assaying 60-61 percent Fe exceeding the widely accepted upper limit of 56 percent Fe set for these ores, were produced with 75-90 percent iron recovery. Moreover it was shown that the phosphorus content of these concentrates could be reduced from 0.25 to 0.03 percent phosphorus by acid leaching. A brief discussion on production costs based on current and future developments in iron ore processing is given.

"The Conservative Government &apos;s budget proposals brought forward on December 11, 1979 have been withdrawn, but they are far from dead. On the contrary, a number of those budget proposals, especially the ones which would close loopholes and result in other technical changes being made to the Income Tax Act, should be considered to be alive and well.It is not unreasonable to expect the next government, of whatever political persuasion, to reintroduce many of these technical changes in the next federal budget. For that reason, last December&apos;s budget may have offered an interesting preview of what the mining industry and other taxpayers can expect in 1980. It is quite possible that some of these changes may be effective as of the original dates announced in the withdrawn budget proposals.This month, ""Tax Notes"" reviews the main pro visions of Mr. Crosbie&apos;s December, 1979 budget, with a primary focus on the changes that would have affected the resource sector.It must be emphasized that all of the budget proposals discussed herein have been withdrawn, that none of them are law and that any actual changes in our tax rules will have to be dealt with by the new Parliament that will be assembled following the February 18 election. December 1979budget withdrawnThe federal budget proposals brought forward by Finance Minister John Crosbie on December II, 1979 were withdrawn as a result of the defeat of the Conservative Government on a motion of non-confidence in the House of Commons on December 13. However, it appears quite possible that at least some of the proposals may be introduced into Parliament at a future date, possibly with retroactive effect.In a press release issued by the Department of Finance, Finance Minister John Crosbie stated that if the Conservative Government is returned to power, it will reintroduce all of the measures contained in his December II budget.Mr. Crosbie stated that all of the income tax measures contained in the budget would be reintroduced, effective on the dates indicated in the Notice of Ways and Means Motion tabled on December II. Some of the more important measures in December II budget, and their effective dates as indicated in the Notice of Ways and Means Motion, are discussed below.The December budget had also introduced or increased excise taxes or duties on gasoline, wines, cosmetics and photofinishing. If the Conservative party is re-elected, these measures will be reintroduced with prospective effect (i.e . effective as of new dates to be announced in the new budget)."

Since 1882, world zinc production has increased. In contrast, United States zinc production rose until about 1915, but since then has remained nearly constant, with a slight tendency to decrease. Production from the Tri-State district, the largest early source of zinc in the United States, has gone down steadily; this decline has been balanced by a growth in the rate of other districts. These changes in United States production are due to economic, not geological, factors. Recent exploration has located large mineable ore bodies; additional deposits will undoubtedly be found in the strata-bound carbonate rock and volcanogenic environments. A statistical analysis of the exploration effort in the Middle Tennessee district indicates that new discoveries can be expected there. Thus, the United States is in an early stage of the production cycle for zinc. Of major mining districts in the United States, only the Tri-State is exhausted under current economic conditions; large zinc resources of low-grade material, which would repay mining at higher prices or improved technology, are known to exist in that district.

The concept of limit burning velocities, formulated in an earlier Bureau of Mines report (RI 8127), is applied to the problem of flame propagation through tubes of finite size. The limit burning velocity for conductive-convective wall-loss quenching (process b) is (Su)b = [aPe,] where the proper choice of critical Peclet constant, Pe, is determined mainly by the ratio of contact-perimeter loss area to flame-zone cross sectional area. This ratio of loss area to propagation area relates to the shape of the flame front and its control by buoyancy and by boundary conditions. The comparison of (Su)b with previously defined limit velocities for systems mixed by natural convection allows one to assess the influence of tube dimensions and boundary constraints on the "true" or earthly limits for the three directions of propagation. The flame quenching caused by inert powders is shown to be similarly described in terms of a limit burning velocity, (Su)?b. The tube&apos;s surface-to-volume ratio (~1/ro) is simply replaced by the powder&apos;s surface area per unit volume of the flammable mixture. Thermal loss quenching by these "internal walls" occurs at a critical Peclet constant somewhat higher than that observed for tubes, and the problem is complicated by the finite heat capacities of the powders and particle lag effects in the flame front.
