The title of this paper begs several questions, and three will be raised here. The answers to them will form the basis for discussion. The three questions are: What does one mean by resource independence. How is the U.S. mining industry defined. How is financial health measured.

During the design and construction of a coal preparation facility, there are many items that can cause serious problems if not properly handled in the early stages of a project. These problems can be a detriment to smooth owner/ contractor relationships, the designing of a flow sheet, the selection of equipment, the design of the facility, the maintenance of schedule and budget, and a smooth start-up. It is the purpose of this presentation to identify some of these problems and to suggest steps that can be taken to reduce or eliminate their impact.

Materials research and development has played an important role in the commercial success of the CANDU- PHW nuclear reactor and in the production of heavy water. Both capital investment and energy conservation demand very high component reliability in such systems. The interactions among reliability, plant performance and economics will be discussed in relation to materials research and development. Likely materials requirements for the nuclear industry over the next twenty five years will also be discussed.

This report is in three parts. The first part presents a review of theoretical models which have been developed to study removal operations for various types of materials. In the second part, a brief summary is given of coal cutting research. The majority of this work has been carried out in Britain using chisel type bits rather than the conical picks which are in general use in this country. However, a comparison of specific energies measured for conical picks in the laboratory and in the mine shows very encouraging correspondence. In the third part of the report, analytical models for coal cutting by picks are suggested. An extension of the British "tensile breakage" theory, developed for chisels, is given for picks. The role of crushing and cutting in coal removal is discussed as a theory which combines the two processes is shown to give reasonable predictions for specific energy requirements. Finally, directions in which the existing theory could be improved are presented and the need for further research is emphasized.

Mining activity began in colonial times with ironmaking operations scattered along the eastern seaboard. Iron furnaces and forges manufactured iron implements from bog iron ores using charcoal from the extensive forests as a fuel. Lead ores were mined in the Mississippi Valley and copper ores in the Lake Superior region. However, the real beginning of the American mining industry did not occur until the 19th century. The history of American mining is organized around three epochal events. The first was the discovery of gold in California in 1848, which marked the beginning of a period of apprenticeship in mining and metallurgical techniques. The second was the discovery of the fabulous Comstock Lode in western Nevada in 1859, which expanded mining throughout the Far West and led to large-scale underground mining and the development of smelting techniques for lead, silver, and copper ores. The third event was the building of a transcontinental rail-road system after the Civil War, which brought about the consolidation of the industry from a large number of independent mines, mills, and smelters into integrated operations run by large corporations. Thus developed the mining industry that today supplies the energy and critical materials for the great-est industrial complex the world has known.

We will first review the situation historically and then examine the problems and constraints that are now making the financing task more difficult. In surface mining for coal, common practice for the disposal of preparation plant refuse is to bury it. As with surface refuse piles, these buried wastes can ignite and can also lead to ground and surface water pollution. Steps to ameliorate these problems have been devised over the years. C and K Coal Company, of Clarion, Pa., the largest Pennsylvania surface mining company, has incorporated all of these steps and added of few, of their own in their latest disposal practice. In addition to layering and compacting, C and K practices selective placement and dilution to minimize longterm problems.

Because segments of the Canadian mineral-based economy are dependent totally or in part on foreign sources of certain minerals, their well-being may well be affected by inability to obtain these minerals. Where such dependency exists, it is therefore important that contingency plans be available to counteract possible price increases or lack of supplies by means of technology, developed well in advance of any pending crisis . Canada is vulnerable to possible future real or artificial shortages of certain foreign-produced mineral commodities, and science and technology can provide information for the development of policies for counteracting efforts by foreign exporters to control prices or limit supplies.

This paper presents a discussion of the factors affecting copper scrap markets, including such items as price levels, freight. grades of material, sources and packaging. Reference will also be made to the effective life and turn-around of the copper content of some products. Introduction IN TERMS OF SIZE, copper scrap is second only to ferrous scrap in tonnage recycled. However, in total value, it is second to none. For example, world scrap recovery during the preceding 4 years averaged just under 2,300,000 metric tons per annum, and at an average price of 70 ¢ a pound, this works out at a turnover of about $3.5 billion, which indicates that the copper scrap industry, or recycling as it is now becoming known , is a substantial one.

Adequate planning for the development, operation, and reclamation of a surface mine requires attention to present and future uses of land, both on the mine site and in the mine vicinity. This paper outlines land use implications of surface mining, and suggests procedures that could link mine planning, mine operation, and reclamation to more general land use concerns. Mining is viewed as a temporary use of land that may irretrievably commit land resources away from some future activities, but may allow other uses, some of which may have been impossible without mining. The paper accepts the premise that surface mining should attempt to minimize environ-mental damage and to maximize future alternative uses of land by appropriate reclamation. I. In the past three years there has been a great amount of attention given to phosphates world wide, and in particular to the Florida Phosphate Industry. I would like to relate some of the most recent history of the industry and give you a personal outlook for the future. Phosphate rock has been produced in Florida since its discovery on the Peace River in the 1880's. Through 1976, approximately 720 million ST of rock had been mined from Florida reserves, and it is my opinion that there are at least 1.2 billion tons remaining which are consolidated, accessible and can reasonably be expected to be permitted for mining. Over half the 1.2 billion tons will be deeper, more scattered, leaner and will produce lower grade rock than the Bone Valley of Central Florida has tradition-ally produced. In 1973, '74, '75 and '76 the Florida Phosphate Industry produced 32.6, 34.0, 38.2 and (38.0) (P) million ST of phosphate rock respectively. This rock was produced by ten mining companies, Agrico, Borden, Brewster Phosphates, Gardinier, Grace, IMC, Mobil, Occidental, Swift, and USS Agri-Chem; mines are located -17 in Polk County, one in Hillsborough County and two in Hamilton County, Florida. Phosphate rock is used by local companies in Florida primarily to produce phosphoric acid from which DAP and TSP is manufactured. Florida acid producers use about 15 million STPY in acid plants in Florida, and another 7.5 million STPY is consumed by acid producers in plants on and near the Mississippi River. Somewhat

Coal supply analysis has since about 1973 become a major activity of many scholars and consulting firms. The present paper is an effort to explain in as nontechnical fashion as possible the state of the art and what implications, if any, the research has for those actually engaged in producing coal or regulating the industry. l The discussion stresses the coal supply side of the models and makes limited comments about other elements in the analysis. To orient the appraisal, it is desirable to recall the features of coal supply that an adequate model should capture. The first considerations are the locational aspects of the industry. Transportation costs can, in some cases, exceed the production costs of coal, and thus any adequate model must incorporate a treatment of the economics of transporting coal from one location to another. A second major issue is that of the heterogeneity of coal; models should treat as well as possible such key differences among coals as their Btu and sulfur content. Third, we recognize that, with given technology and labor, capital, and supply costs, an expansion of the supply of a given type of coal in a specific region will occur only if prices rise. This is the familiar proposition of textbook economics that supply is an increasing function of price. Finally, over time, changes in technology, input cost, and depletion interact to cause changes in the price of given amounts of coal. Economics represents the net effect of this process by a shift over time in the supply curve. During the 1950s and 1960s, the trend was to reduce the production costs of a given output; subsequently costs rose sharply.

The effect of some of the reagents, namely hydrocarbon oil, Syntex (sulfated coconut oil surfactant), pine oil, sodium silicate, and lime, used at the Climax mill on the recovery and grade of molybdenite and gangue minerals has been investigated experimentally using factorially designed test approach in the laboratory. The results of the investigation are presented in two dimensional plots. The lower additions of lime (equivalent to a pH of 8 to 8.5) were desirable for maximizing recovery subject to constraints on grade. Higher additions of pine oil improved recovery, but only at the expense of grade. A mathematical model of the objectives of an operating plant was formulated and optimum reagent conditions obtained.

The first time that a geologist is confronted with the necessity of evaluating a lateritic ore deposit, he may feel that nothing could be easier. Why should there be any problems in making an economic evaluation of a relatively flat-lying, surficial ore body? After several hundred thousand dollars worth of frustrating work often culminating in a series of non-reproducible data - the evaluator may be a sadder and wiser man. This paper will try to illustrate why the evaluation of lateritic bauxite and nickel deposits is among the most difficult problems confronting an economic geologist - and, more especially, how this problem can be solved. Volumes have been published on descriptive and genetic studies of lateritic ores. Obviously, there is time today only for the briefest description of such an ore body. The laterite is a soil formed under tropical conditions and resulting in the concentration, within the soil zone, of certain tri-valent metals.- especially, aluminum and nickel. The soil zone is divided into two parts: (a) the true soil or lateritic zone and (b) the zone of, partially altered bed rock or saprolite. Dump leaching and ,in-situ solution mining have received considerable attention during the past few years due to their apparent economic viability and minimal environmental impact. Solution mining actually dates back to the 17th century when leaching of copper ore was first reported. However-, modern day leaching didn't begin on a wide scale until the mid-1900's. In-situ mining for copper, nickel, salts, and oil shale is currently looking more attractive as the technology advances. Presently, about 15 percent of the copper production in the United States is from leaching operations at approximately 14 active sites, the largest of which are the waste dumps near the Bingham Copper Mine, Utah. To establish a common background, the discussion is centered around state-of-the-art conditions. For dump leaching, complications inherent to the physical conditions and chemical reactions such as channeling, porosity and permeability, sorption, air flow, rock alteration and pH control are discussed. Emphasis is made on those conditions which render solution recovery rates and solution mineral concentrations unpredictable. By illustrating typical and actual field conditions, the generally accepted flow theories for both dump leaching and in-situ solution mining, including rubblization, are presented. For in-situ mining, hydrogeologic techniques such as geophysical well logging, aquifer testing and digital computer modeling are also discussed. The importance of artificial fracturing and well stimulating to solution injection and recovery is made with regard to project development. My presentation is from the viewpoint of the industrial mineral geologist, which is a relatively rare breed. Very few geologists become involved with industrial minerals for two reasons, I think: (1) Much of the industry utilizing non-metallic minerals has developed without the use of geologists in the begin¬ning and many of the management people, who generally derive from the processing plant supervision, tend to take raw materials for granted; and (2) non-metallic minerals are a very insignificant part of the curriculum of virtually all colleges granting a geology degree. One learns about the geology of industrial minerals by working with it. This "on-the-job-training" is probably best because it brings the geologist into close quarters with the production people and the production process. And the industrial minerals field has a distinctiveness when compared with the petroleum or metal mining field in that each deposit can yield a material differing in some aspect from that in any other or within the same deposit. The petroleum from a well in a given field will be similar to that from any other well, but a limestone on one side of a hill can differ signifi¬cantly in elemental composition, calcinability, soundness, specific gravity, or some other factor from the same ledge on the other side of the hill. This characteristic of almost certain variability creates problems sooner or later and provides for much of the employment of industrial mineral geologists. My job seen from the viewpoint of management is "Find us some rock we can extract and process at a profit." The industrial non-metallic geologist has much the same problems and approach as a detective. I do not mean the TV variety with the big mouths and the unfailing knack of spotting the wanted criminal immediately in a city of ten million people. Any real detective will tell you it takes leg-work, knowhow, and persistence to make a case. The same is true for the geologist who finds rock which can be quarried at a profit. Massive banded Fe-Zn-Cu-Pb sulfide deposits in the Bagdad are associated with metamorphosed eugeosynclinal mafic volcanic and intrusives rocks Precambrian age. The geologic environment is very similar to that of the Jerome-Prescott area which lies 70 km. east of Bagdad. Mining of massive sulfides deposits began in 1917 on the Copper King mine in spite of its early discovery and the discovery of the Old Dick mine in 1882. The first shipments of zinc ore from the Copper King were hand sorted and averaged 46.89% Zn, 5.7 oz. Ag, 3.58% Pb and 1.68% Cu. Oxidized copper was first produced from the Old Dick mine in 1943~ In all, five deposits of massive sulfide ores have been mined in the Bagdad for a total production of nearly 2 million tons with an average grade of 12.0% Zn and 3.6% Cu. The largest deposit, the Bruce mine is currently closed because reduced metal prices and has produced a total of 823,000 tons of Zn-Cu ore to date. Mining of massive sulfide ore in the Bagdad area is presently idle. However, the potential for locating yet undiscovered ore bodies is good. Exploration for new ore bodies is difficult at best due to the complex geologic history of the area, the small size of individual ore bodies and lack of understanding as to the formation of massive sulfide deposits. The purpose of this investigation was to obtain a better understanding of the host rock formations through detailed geologic mapping, petrography and chemical analysis.

On the one hand, we lift the whole subject of energy out from its present-day involvement with short-term issues and take an important longer-term look at the solutions which lie before us. On the other hand, we recognize that short-term issues are important and, as we are reading and hearing, many of the right short-term solutions continue to elude our politicians, our policy makers, and even some of those with knowledge and authority in the energy field.A year ago, if you asked people how they would go about conserving energy, they would probably have said turn out the lights. They would probably say the same thing today, but they might also include other things such as driving the automobile more slowly or putting more insulation in the attic. However, their first impulse is still to use less electricity."

Eleven workshops were held in various locations throughout the country in an attempt to reach the many diverse groups working in various mineral commodity areas and special ties. These meetings were held between March 1, 1974 and June 25, 1975. They were held under the auspices of the Bureau of Mines Contract to the University of Missouri-Rolla which was designed to help define Bureau research and development priorities. At each workshop a summary of current Bureau research and development was presented and the attendees were asked to present their ideas on what Research and Development programs should be undertaken to meet their needs locally. Participants included representatives of federal and state agencies, educational institutions, mining companies, equipment companies and other interested parties. The workshops covered under this report include lead mining in Missouri, limestone mining, coal mining both surface and underground in the midwest and in the Rocky Mountain area, iron mining in Minnesota, two top management meetings on institutional problems and, finally, a special two-day meeting on roof control.

No method of roof control yet devised has proven to be universally acceptable for the wide range of strata conditions experienced in U.S. coal mines. However, a relatively new innovation, the roof truss, has proven itself capable of preventing roof failures which both conventional and resin bolting could not. Presently, the economics of roof trusses are not favorable when compared to bolting due primarily to drilling and installation procedures, but this is expected to change with improved truss and equipment designs. To realize the full potential of this new method of roof control, design criteria are needed which can optimize the effect of the truss for varying strata conditions. A review of the literature reveals that some work has been conducted on the roof truss. 1 Gambrell and Haynes (1970) showed that the roof truss is superior to angled roofbolts installed through a header. Sheorey, Verma, and singh2 (1973) used statics to prove that the optimum angle of inclination should be greater than 450? However, to date, no systematic attempt has been made to establish design criteria. In this report, the problem was approached in three ways. First, model studies were performed to determine general trends of truss support as a function of a number of variables. This provided a better understanding of the support mechanism involved. Secondly, beam theory was employed to calculate the actual support capacity of a truss, realizing the many simplifications, assumptions, and shortcomings of this approach to such a complicated problem. Last, field testing will be utilized to test the hypotheses previously developed and provide hard data to further synthesize roof truss design criteria. Field testing has recently commenced and should be complete before mid 1977.
