Throughout October, U.S. producers priced unalloyed 99.5 percent aluminum ingot at 53¢ per pound. Dealers, in last month's domestic market, were quoting unalloyed ingot at a range of 45.5¢-46.3¢ per pound. Costa Rica recently issued a proposal to Japanese aluminum smelters to participate in an integrated aluminum-refining project which would include bauxite development. The project reportedly would include a 600,000-kilowatt hydroelectric power station, a 600,000-metric-ton-per-year alumina plant, and a 300,000-ton-per-year primary aluminum smelter. Two U.S. firms--Aluminum Co. of Amerjca (Alcoa) and Martin Marietta Co.--and several European aluminum smelters are also said to be interested in taking part in this project. Alcoa conducted a feasibility study for the Costa Rican Government in 1970 and estimated the bauxite reserves to contain 150 million metric tons.

Zinc production by Cominco Ltd. began in Trail in 1916 at a rate of 55 metric tonnes per day (t/d) and was increased ,in several increments until now electrowinning capacity approaches 750 t/d. The last increment, 40-t/d high-productivity electrowinning plant, was commissioned in 1974. In this paper, the design and operating experience with both the existing electrowinning plant and the new high-productivity plant are described.

"AbstractAttention is drawn to the ventilation problems arising from the use of diesel vehicles underground, especially in view of the fact that diesel fumes in combination with other pollutants may be more harmful than diesel fumes alone or the other pollutants alone.Means for minimizing the harmful effects of using diesels underground are listed, and the quantities of air' required in mines in which diesel-powered vehicles are used are discussed. Mines are classified in three categories on the basis of severity of ventilation problems, and statistics are given for these categories.Details of the various components contributing to total ventilation needs are given, and the ventilation needs of individual mines in the three categories are listed. A description is given of the principles according to which main ventilation coursing is planned and the selection and siting of main fans is discussed.General Considerations in the Use of Diesel-Engined Vehicles UndergroundIN ORDER to reduce physiological hazards, present and latent, to workers in mines in which extensive use is made of diesel equipment underground, it is important that mine ventilation systems reduce the concentrations of rock dust, diesel fumes and particulate matter as rapidly as possible to an acceptable level in all parts of the mine.There is some evidence that the long-term effects of a combination of the above pollutants are greater than those of anyone of them alone, which makes the problem even more pressing."

In 1972 the Kentucky State Legislature enacted House Bill 625 which was known as the Kentucky Blasting Law. This law was enacted primarily to stop problems associated with surface mining, but when it was enacted all industries using explosives were included. The bill was assigned to the Department of Mines and Minerals which created a Division of Explosives and Blasting. At that time, this division only had regulations concerning blasting. One should make a distinction between blasting regulations and other explosive regulations. Blasting is the actual use of explosives, the control of the blasting operation, how much is used, at what distances to buildings, the yardage, and other actions associated with the detonating process, explosives regulations generally including safety to the personnel and the storage of explosives.

"AbstractOver the past five years, tax rates in the Canadian mining industry have skyrocketed upward across Canada, as both federal and provincial governments have sought to increase their share of mining revenues.However, the past few years have not only brought high tax rates to the industry, but also a number of important new federal and provincial tax incentives.In large part, these incentives ~ special credits or reduction in tax for carrying out specific exploration, processing or other activities - have helped to moderate the adverse effects of the higher tax rates and have provided inducements for exploration and processing activities which might not otherwise have been undertaken.However, the effectiveness of certain of these incentives can be questioned: our over-all tax structure now consists in large part of punitively high marginal rates with some extraordinarily generous but capricious tax reductions for specific activities and may not be in the best long-term interest of either the industry or the nation.A rational tax structure, with moderate and stable tax rates, together with reasonable incentives confined to activities specifically requiring them, could be a more effective spur to investment than the present tax and incentive jungleIntroductionIN THE YEARS since federal tax reform, the mining industry in Canada has faced a continued escalation in its tax burdens as federal and provincial governments have leapfrogged each other in imposing new and higher taxes on the industry. A helicopter-mounted lake-sediment and lake-water survey was carried out over Grenville rooks in the Renfrew area (parts of Renfrew and Lanark counties) during four days of October, 1975. In the course of this survey. 1150 square kilometers were covered, with 246 lake-sediment and 276 lake -water samples collected from every body of water on which the helicopter could land. Sample sites, which averaged one per 4.6 square kilometers, included lakes, ponds, beaver ponds, swamps and marshes. Lake-sediment samples were taken using a G.S.C. sampler. Waters were collected directly into polyethylene bottles. At each sample site , surface and bottom-water pH, dissolved oxygen content, conductivity and temperature were measured using a Martel. Water Quality Analyzer. The lake sediments were air dried and then ball milled to pass a minus 80-mesh sieve. Lake sediments were analyzed for U by delayed neutron activation and for Mo, Cu, Zn, Pb, Fe, Mn, Ni and Co by atomic absorption techniques. The organic content of the sediments was determined by loss on ignition at 450 °C. Lake waters were acidified with nitric acid on the day of collection. The U content of the water s was determined by fluorometry; the Cu, Zn, Pb, Fe, Mn , Ni and Co contents of the waters were determined by solvent extraction - atomic absorption techniques. A close relationship was found between bodies of granitic, syenitic and pegmatitic bedrock and elevated U levels in the lake sediments. The Hurd Lake and White Lake granitic intrusive were encompassed by an annulus of higher U activity. Field inspection revealed that the U concentrations occur within a zone which may represent a contact metamorphic aureole. Within these complexes, anomalous concentrations of U appear to be associated with Mo. Information derived from the lake-water data reinforces the geochemical distributions outlined by the lake-sediment survey . This survey was carried out in order to develop optimum sampling and analytical procedures for geochemical reconnaissance of the Grenville Province that may be carried out under the auspices of the Uranium Reconnaissance Program.

Bayer-process alumina hydrate becomes in turn the source of a host of special products in addition to the calcines that feed aluminum reduction cells. Though relatively smaller in tonnage, specialty aluminas serve important industrial markets in an exciting and growing variety. Production methods and applications are discussed for: (1) trihydrate as flame retardant in organic materials; (2) high-surface-area transition aluminas as desiccants and scavengers, catalysts and substrates; (3) calcines for industrial ceramics, refractories, and abrasives; and (4) tabular alumina for refractories, bed supports and other uses.

This report describes a pilot-scale study of a hydrometallurgical process to treat high-grade nickel matte or a nickel-cobalt sulphide precipitate to produce high-purity electrolytic nickel. The first step of the process is the oxidative leaching of the nickel-bearing material by nitric acid; the nitrous gases generated during leaching are reconverted to nitric acid. The crude nickel sulphate nitrate solution is purified and is then subjected to a denitrification step. Nitrate separation is effected either by the crystallization of nickel sulphate or by precipitation of basic nickel carbonate. The electrolyte is prepared from the nitrate-free material and nickel is then recovered by electrolysis of the sulphate solution using insoluble anodes. Some technical and economic problems encountered with this processing route are discussed and the method is compared to the "all-chloride" process developed by Société Le Nickel.

In the exploitation of porphyry-type deposits, the quality of the ore is mostly defined according to its grade. Besides the simplest distinction, ore-waste, several grade categories may exist and they correspond to the different ways in which the ore is further processed. At the time of mining the selection of the different categories is done from extensive information available from blast holes. But planning has to be done before this information is available and it is necessary for the geologist to forecast, from exploration and development data alone, the possible outcome of the selection done later on a block, a level, or the whole deposit and ultimately predict the ore reserves and value of the deposit. A good statement of this problem has been presented at the 1976 AIME annual meeting by Williamson and Hueller (1976). They have shown that, if the cut-off values are directly applied to the estimated grade of blocks, a gross overestimation of the recovered tonnage of ore (14%) will occur. This problem, now termed "the vanishing tons problem" (DaVid, 1977) seems to be common in many open-pit operations and it has been explained several times (DaVid, 1972; Huijbregts, 1975). In order to solve it l.Jilliamson and Mueller proposed a solution based on compiling masses and masses of blast hole data available from mined-out portions of the deposit. They derived empirical correction factors which provide for every block, given its estimated grade, the expected tonnage and average -grade of each category of material within that block. The purpose of our work is to repeat the same exercise but ignoring the blast holes data i.e. we want to derive the correction factors from the only DOH data. Doing this, we are more in the real conditions where the valuation of the mine and are reserve analysis has to be made before production actually starts. During the period January 1, 1977 through July 31, 1977, 5 percent (264,000 tons) of U.S. capacity was closed due to power curtailments in the Pacific Northwest because of the shortage of water. During July, one plant in Tennessee cut production by 50,000 tons annually due to a power reduction by the Tennessee Valley Authority. Full capacity production was resumed at a West Virginia smelter during September. If demand for aluminum is strong it seems likely that aluminum supply during the remainder of 1977 and in 1978 will be tight. The price was increased 3¢ per pound to 51¢ per pound effective March 28, 1977, and by an additional 2¢ per pound to 53¢ per pound, effective July 5, 1977. New projects and expansion of existing facilities are planned by Australian aluminum companies over the next 2 to 3 years. The companies listed have committed themselves to spending approximately A$801 million: Alcoa of Australia Ltd. -New alumina plant at Wagerup, south of Perth. Darling Ranges bauxite is located near the proposed project. A$650 million. Coma 1 co Industries Pty. Ltd. -Increase bauxite mining capacity and upgrade or replace other facilities at its Weipa mines on Cape York Peninsula region of Northern Queensland. A$81 million. Alcan Australia Ltd. -Expansion program that will increase capacity of the Kurri Kurri aluminum smelter north of Sydney about 50 percent, and improvement of other facilities at the plant. A$70 million.

This report describes the development of guidelines for design, inspection and maintenance of automatic couplers. In order to devise the guidelines, performance requirements for automatic couplers were carefully established. This was done through a comprehensive survey of coupler manufacturers and extensive observation of automatic couplers in service in a broad spectrum of mines. The capability of the couplers to withstand the demands of the mining environment in terms of strength characteristics, gathering range, curve negotiability, and other factors were all carefully evaluated. An analysis of coupler related accidents for the years 1972-1976 was carried out to provide information on the safety and reliability of existing automatic couplers. This formed an important input to the development of the guidelines. It is expected that these guidelines will be useful to coupler manufacturers for establishing designs for improved automatic couplers, and to mine operators for maintaining their couplers in a safe and good operating condition throughout their expected lifetime. The deformation modulus of coal mine pillars theoretically can be reduced by drilling holes in advance of the mining face. This reduction of modulus along the edge of the pillar has the effect of decreasing the stress concentration in the roof; control of roof caving is thereby predicted. Initial field work indicated that a high horizontal stress field existed at the field test site: Subsequent field work was undertaken to confirm the high horizontal stress field and to attempt to relieve the horizontal stress in the immediate roof. A method of softening pillars in conjunction with normal mining activity was developed. Instruments to measure horizontal roof strain, roof parting, roof tilt at the rib, and changes in vertical and horizontal stress in the roof and in the coal were used. These instruments were installed in both softened and unsoftened entries and in locations to indicate the effect of vertical slots in the roof. Significant stress reduction due to pillar softening was indicated, but the effect of this reduction on roof stability was not established. The vertical roof slots relieved the horizontal stress in the immediate roof very effectively, and observations of roof conditions indicated that the slots definitely improved roof stability.

Track in underground bituminous coal mines was investigated and technology was taken from other industries in order to obtain information on conditions that impair the safety and efficiency of the track and to develop guidelines and useful information on the construction, inspection and maintenance of mine track. Volume 1 contains information on the investigations, observed track conditions, useful technology from railroads and other industries, derivations of track condition descriptors and limits, conclusions, and recommendations. Volume 2, Guidelines, contains recommended standards and practices for mine track. It includes the relation of track conditions to safe speeds; descriptions and limits for measurable track features, such as gage; descriptions of conditions for track components that are normally not measurable, such as subbase soils; construction requirements and techniques; inspection requirements and methods; and methods for managing and performing track maintenance work. It does not repeat the summary or? derivations. Volume 3, Inspection Handbook, summarizes recommended standards and procedures from Volume II and provides related information for ready reference by inspectors in the mines. As a research product to be used in mines, it does not repeat the summary, derivations or references.

World demand for phosphate rock has increased significantly in the past fifteen years. Prior to the early 1960's, most of the world production was obtained from Florida, North Africa, and Kola. As the 1960's arrived, new mines in North Florida and Eastern North Carolina, as well as expanded production in the Western United States, .increased domestic production. Many new mines overseas have also become significant. This includes countries such as Senegal, Togo, Israel, Spanish Sahara, and Jordan. Limited production, often as by-products, has been noted in South Africa, Brazil, and other countries. In recent years, and even recent months, we have learned of many new areas being considered as potential sources of phosphate rock. This includes Australia, Saudi Arabia, Mexico, Colombia, and Brazil. Many other developing countries have discoveries and are considering their new deposits, often with difficult beneficiation problems, as potential sources of phosphate. These factors all relate to expanded world, population and the demand for more fertilizer products to produce food. In this paper, four areas of the world with different types of phosphate deposits are briefly reviewed to contrast the ore beneficiation problems to Florida procedures--long considered the "standard" of the industry, at least for most of the United States' domestic production. Agrico has three large operating mines in Florida with total production capacity exceeding seven million tons per year. Here, pebble phosphate (+14 mesh material) is produced without the use of flotation, whereas all of the material finer than 14 mesh is subjected to flotation beneficiation to upgrade into high grade concentrates.

The story of America's progressing standard of living is the story of machines. The automobile, the airplane and the telephone for example have made our transportation and communication systems what they are today. Even they depend in turn on another machine -- the rock drill. By making it possible to economically mine and quarry minerals in large quantities, this versatile machine supports virtually every American industry relying on the earth for its buried raw materials. And, like all machines, the rock drill's mechanical evolution was stimulated by production demands placed upon it. All percussion drills are mechanized versions of the original drilling unit -- man, Figure - illustrates a double jack team at work before the turn of the century. The man with the sledge hammer is the impact device while the man sitting is the rotation mechanism and feed motor. The first drifter drills (Figure 2) performed the same function but with increased mechanical efficiency. A piston controlled by a valve produced impact. A built-in ratcheting mechanism provided rotation and a hand-cranked screw provided feed thrust. As the industrial revolution proceeded into the twentieth century, the demand for raw materials stimulated refinements of all recovery machinery, including rock drills. As drills became heavier and more powerful, a mounting (or carrier) had to be provided to move the drill from hole to hole. This resulted in the development of the wagon drill (Figure 3). Propelled by muscle power, the wagon drill was for years the standard tool of the surface drilling industry (Figure 4). The world experience shows that the tremendous potentialities of the computers and other technical means in improving management efficiency are not fully utilized. One of the causes is the tendency to solve the problems of management automation divorced from the management methods and schemes which demand continuous improvement in view of the steady progress of the social production. It may be safely affirmed that making decisions on management improvement divorced from management schemes or on both divorced from management automation problems cannot lead to success. The grave and sometimes unsuperable difficulties encountered in management automation arise from copying traditional management methods and schemes without solving the problems which exist both in management and automation fields. The system solution of management problems has unquestionable advantages and is not proposed for discussion. What is proposed to discuss is the difficulties emerging in developing a methodology of the system approach to management improvement and automation. Though aware of the fact that the questions proposed for discussion are not new, we think it advisable to briefly review them, first because they fall in the "chronically unsolvable" category, and, secondly, as it will enable us to illustrate the method of solving them in the framework of the proposed system approach.

Energy conservation is an integral part of Canada's energy strategy. We must pursue conservation and energy management vigorously if we are to remain competitive in domestic and world markets, and minimize our reliance on external energy sources. Energy management in industry is discussed from three viewpoints: (l) as a means of directly improving profitability; (2) as a major factor in the supply picture; and (3) as a significant influence on Canada's balance of payments and over-all economic well-being. The Federal role in promoting a voluntary industrial energy conservation program is described.
