This report describes the results of laboratory studies on leaching of copper ores.tlf These studies are the first step of a program for the investigation of in situ leaching of tabular, metalliferous ore bodies.(2) The basic steps required in the development of an in situ process are: 1. Leachability - the ability to dissolve the metal values from the ore under in situ conditions must be demonstrated. 2. Ore Preparation - the ore must be prepared so that sufficient contact with the solution can be attained. 3. System Design - integrated in situ systems must be designed and studied for engineering feasibility. 4. Economic Feasibility - the economics of the system must be shown to be economically feasible and competitive. 5. Environmental Feasibility - the loss of reagents into the environment must be investigated. 6. Pilot Scale Testing - the feasibility of the system must be demonstrated on a sufficiently large scale. The studies described in this report were concerned only with the first step of the program, viz., leachability. Native and sulfide copper ores from the Michigan copper district were selected as model ores for these studies. Aqueous amnonia solutions were chosen as the solvents to be investigated. In this study carbonate (CO3, HCO3, H2CO3) was used exclusively as the anion. In keeping with custom it is referred to as carbon dioxide and concentrations are ex- pressed in terms of CO2. The use of the walking dragline as a stripping tool has increased dramatically in the past two decades. The reasons for its increased popularity and some historical background on its introduction into the mines are given in a recent paper by Learmont. (l)* The history need not be recounted here except to show the trend to longer booms which has accompanied the growth in machine size. Figure 1 shows the change in maximum operating radius on Bucyrus-Erie machines which has occurred over the years and Figure 2 shows the corresponding change in maximum boom lengths. Reference 1 also presents some of the reasons for expecting this trend to longer booms to continue. There are many design parameters affected by the increase in boom lengths; swing power, hoist and drag rope lengths, and drum capacity, to list just a few. The purpose of this paper is to discuss only the structural implications of using longer booms. As in the design of any structure, the various facets of boom design are interrelated and a process of optimization between them must be worked out either by evolution or by conscious iterative effort. The decisions we have reached about such things as material selection, structural arrangement, and applicable criteria, have not come into being overnight but represent instead many years of design experience and a fair amount of recent concentrated analytical effort. In the following pages an attempt will be made to first, state those decisions, second, explain how we arrived at that particular result; and third, describe what we expect future developments to be which might influence us to change those decisions.

The day after I reached New York, on January 30th, John Ryan of Anaconda told me where they wanted me to go. Late in 1916 the Russian Czar, desperate for money and supplies with which to carry on his unhappy share In the first World War, sent emissaries to the United States to see if our great mining companies might be interested in trying to find mines and to bring them to production in the millions of acres of the Imperial Estates in Russia and Siberia. It looked like a long chance as no one knew whether or where there might be important ore bodies. Even if they found them it might be a hopeless task to equip them under wartime conditions But the American copper companies had plenty of money and they were used to taking risks. They made a supersecret agreement with the Czar's deputies to send an exploring expedition to Russia at once I never learned the names of the other companies but Anaconda was to man- age the venture. Horace Winchell, then the leading mine geologist In the United States, was to be in charge of operations. Charles Janin, an eminent placer and dredge expert, was to study chances for producing gold and platinum. Though at 33 years of age I was much younger than the others, I was chosen to hunt for copper and other valuable metals. Charles Boynton, a business man who had lived in Russia and had married an attractive Russian woman, was to join the party and carry on any necessary financial or diplomatic affairs. He had gone on ahead to arrange for our reception Finally a graduate student from Ann Arbor named Steinberg was to go along as Interpreter. We soon found out that if his Russian was no better than his English his interpretlng couldn't be trusted too much I knew nothing about the millions of square miles In Russia and Siberia, and even less about what mineral deposits might be found, but I was delighted at the prospect. Mineral policy in Canada has been in a state of transition and change over the past several years. 1976 has witnessed some settling of troubled waters and the pattern of the currents of change is becoming more clear. The provinces play a key role in this process and have provided much of the thrust for new initiatives. On the other hand, the federal government in Canada in recent years has taken a much more active interest in mineral affairs than previously and has asserted its powers on a number of key policy questions. Some of the initiatives from the two levels of government in Canada have come into conflict with each other and, thus, contributed materially to a state of affairs that includes change, uncertainty and conflict.

Up to the middle of 19 14, when I had reached what seemed like the advanced age of 30, I had enjoyed far more than my share of success and a lot of minor adventure. But the exciting experiences in distant lands that Soldiers of Fortune had made me long for had not yet materialized. And I had not accomplished the two goals that Mrs. Hughes' geography class at Belmont had set up for me. They were to see In its tropical home the enormous yellow bill of the toucan bird and to ride on a straw "bolsa" on Lake Titicaca. These aims were gratified In the next five years that were the epitome of "romance" in its German connotation of facts seen through the rosy glasses of imagination. Dr. Louis Ricketts was to a large extent responsible for my opportunity. I had been lucky enough to do a lot of work for and with the Doctor, as he was affectionately called by the mining men of the southwest. My association was in connection with his work with John Greenway on the complex metallurgical problems at Ajo. Soon after the Ajo investigation Ricketts had been made chief consultant for the Anaconda Copper Co. When Anaconda decided to undertake a cam- paign of exploration of the west coast of South America Dr. Ricketts thought of me and arranged with Greenway to give me a leave of absence from my Calumet and Arizona job. It took three days in New York in June 1914 to arrange the expedition. Ben Thayer, executive vice president of Anaconda, did most of the planning and I was to report to him. T.H. France, a 45-year-old mining engineer who had been driven out of Mexico by the Madera Revolution, was to accompany and help me. He spoke excellent Spanish and his years of Mexican experience had taught him how to get along with Latin Americans. He went ahead to Bolivia, our first target, to get an idea of the country and the problems. This was lucky as I hardly knew where Bolivia was.

At the 1976 Annual Meeting of AIDE, Alan Merson reminded his audience that economic' success comes to those who understand things as they are, rather than as they have been or what ideology says they should be (1). He went on to say that, measured by this standard, the mining industry is in trouble. The mining firms had recognized long ago the importance of effective lobbying in Washington and the state capitals. But, he pointed out, those methods are nearly worthless anymore in coping with many land use problems because the critical decisions are likely to be made at the local level. There the tactics are far different as are the relations of the decisionmakers to the parties before then. Furthermore, in his estimation the trend is to leave land use regulation largely to the local level of government. All who are concerned for access to land for mineral development will be benefited by reading Professor Merson's paper lie is speaking effectively about the context of decisionmaking for specific cases, the shape of things in the here and now. There is, however, a longer-tern set of considerations that if pursued will be likely to foster the creation of public support for mining developments. At that sane meeting I spoke on two foundations of the long-term relationships: namely, the growth in requirements for minerals implied by projections of increasing consumption; and a rationale for fostering mineral exploration and development. I mentioned in passing the social decisionmaking process for public uses of land (2). This paper is intended as a complement. The growth of requirements for Minerals and the rationale for development based on the Entropy Law will be only mentioned. The main concern will be on the process of social decisionmaking in the context of access to land for mineral development.

In mid-1972 we determined that a fresh approach to coal mining research was needed for the industry as well as for Bethlehem. The reasons to us were obvious: Productivity was in the throes of a steady decline, and labor and maintenance costs were spiraling upward. Yet, despite this predicament, nowhere in the U.S. at that time was there a comprehensive and coordinated research and development plan in the offing. The Bureau of Mines had not yet been charged with such a responsibility, and industry was content to rely on machinery manufacturers for innovations. After studying our own mining practices, the state-of-the-art of mining research elsewhere, and development work by manufacturers, we presented a comprehensive research package to our management at the end of 1972. The ideas and experience of many operating and management personnel in our Corporation contributed to the formulation of the final plan as approved.

The Supervisory Computer System at Cities Service copper mine and concentrator at Miami, Arizona was installed at Pinto Valley in the spring of 1975. Design and specification [l] of the digital system was initiated jointly by key plant personnel at Pinto Valley and staff of Cities Service Research and Development Company. The Pinto Valley digital system [2] may be classified as a supervisory control system of hierarchical design. There are three fully independent satellite computers which retrieve and reduce the raw plant data from each of the three main operating areas - the primary crushing plant, the fine crushing plant, and the grinding and flotation plant. While the three satellite computers are core resident systems, the master computer is a disc-based operating system which also interfaces with a computer controlled on-stream x-ray analyzer system. Figure 1 illustrates the basic system configuration [3]. The software systems required to support a large system are quite diverse and vary greatly in function. The philosophy followed in dividing the software into three categories was designed to: 1) fully utilize existing process knowledge of technical staff; 2) delegate certain software tasks to outside sources already skilled and trained in software development; and 3) maintain final control over the design and operation of each system.

The objectives of the work described in this report are to determine the communications requirements and need for communications, both for voice and control, on longwalls, and to make recommendations for longwall communications equipment and systems. These recommendations are designed to guide the future development of longwall communications. Information necessary for the accomplishment of this work has been gathered by a series of visits to longwall mines and discussions with longwall mine operators, as well as with suppliers of longwall communications and mining equipment and with Bureau of Mines personnel. In addition, it has proven possible, through personal interviews and literature evaluation, to gain an understanding of the experience and attitudes towards longwall communications in countries where longwall mining is far more widespread than in the U.S., namely the Federal Republic of Germany, the United Kingdom, France and Belgium.

On 10 August 1976, The Geosat Committee was organized in Denver to institute The Geosat Program. This program is an industry backed effort to evaluate and help select optimum space remote sensing systems for geological purposes. It is believed that the recommendations of The Geosat Committee can be supported by industry as additional exploration tools which can materially benefit industry and the Nation with respect to our energy and other natural resources needs. Appended is a general summary of The Geosat Committee Organizational Meeting and general review of The Geosat Program. The Geosat Workshop Report. The Geosat Committee, and The Geosat Program will be reviewed at a special afternoon session, Friday, 3 September.

Examination of several coalbeds in Walker County, Ala., Cambria, Greene, and Fayette Counties, Pa., and Raleigh and Wyoming Counties, W. Va., indicates that cleat orientations are similar throughout a vertical sequence of strata. Studies of cleat orientation were carried out in underground mines that are operating in separate coalbeds vertically above one another. The data show that over a vertical separation of 100 to 400 feet, the average difference in coal cleat orientation between mines is 04° for the face and 08" for the butt cleat. Variations of coal cleat direction between coalbeds examined in strip-mined areas show similar values. Cleat orientations measured at outcrops agree well with the directions measured underground, suggesting that the amount of vertical separation between coalbeds has little effect on the resulting differences in cleat directions. The largest variation of cleat directions between adjacent coalbeds occurs where a large horizontal distance separates two sample locations. Cleat orientations for deeper coalbeds are most reliable where the data are taken from directly above.

The potash industry in Saskatchewan has recently been the focus of much new legislation at the provincial level and, along with other mining industries in Canada, also subject to changes in tax legislation at the federal level. As a result, the industry presently operates under (a) provincial production controls, a prorationing scheme; (b) a new provincial reserve tax on potash only and; (c) a new federal income tax applicable to all mineral industries. The prorating scheme dates back to 1970 and emerged as public policy because of the excess supply situation faced by the international potash industry towards the end of the sixties. This caused special problems for new mines in Saskatchewan and the provincial government decided to intervene. The new tax legislation at provincial and federal levels, both introduced within the last four years, reflects a belief that insufficient revenues accrue to the public sector from natural resources. All mining industries in Canada, including the potash industry, have had their tax positions completely reversed during these four years. Traditionally the mining sector in Canada has been a recipient of substantial tax incentives and has enjoyed low tax rates. This has changed and the mining sector is now one of the most heavily taxed sectors in the economy. In addition, the mining sector has moved from a situation where its rapid development was favoured by governments to a situation where this is no longer the case.

The western Mesabi range nonmagnetic taconites containing about 34 percent Fe were evaluated by the Bureau of Mines in a 900-pound-per-hour pilot plant employing a selective flocculation-desliming-cationic flotation technique. The flotation step was a reverse flotation process and involved the flotation of the gangue minerals. The objective of the research was to increase the availability of domestic raw materials for the iron and steel industry. The beneficiated ores yielded concentrates containing 62 to 64 percent Fe and less than 5.5 percent Si02 with accompanying iron recoveries that averaged about 75 percent. Comparable flotation results were obtained with either fresh or 80 to 90 percent reclaimed water. Recycled waters having turbidities as high as 5,000 ppm Si02 did not affect the flotation process. Reclaimed waters containing residual calcium contents of less than 10 ppm gave better flotation concentrates than those containing 15 ppm.

John C. Greenway was responsible for much of my success in the seven years from what I called the end of my apprenticeship in exploration until I entered the Army in World War I. I first met Green- way on my return from Promontorio and, as he was replacing Powell, he was to be my boss. Even at first glance you couldn't help liking and trusting him. He was tall, well built, and erect-an old Yale athlete. After college he became a captain in the Rough Riders and a friend of Theodore Roosevelt, distinguishing himself in the Cuban campaign. He made good friends in all ranks of the Rough Riders, some later becoming leaders of industry and others following Greenway where-ever he went. After the Spanish War Greenway worked for iron mining companies around the Great Lakes and when the directors decided that Calumet and Arizona needed a new manager the ones who were also prominent in Oliver Iron Mining Co. selected Greenway It was a lucky choice for Greenway and for me. He became the best manager among those who ran the big copper mines He was open-minded in encouraging discussion and even opposition-until he made up his mind. Then, in military fashion, everyone must follow his decision without question. I think this is an essential of good management. Unfortunately a few did not feel this way and they had to leave. It was characteristic of those times that respect for the boss was so great that in the 16 years in which he was one of my best friends I, like all under him, always called him "Mr. Greenway." Soon after he arrived Greenway asked the leading mine operators in the southwest, Dr. Louis D. Ricketts and James S. Douglas, son of the Dr. James Douglas who had made Phelps Dodge great, to do special work for Calumet and Arizona. I found later that the object of the study was to determine the terms on which the half-dozen Warren District properties of Calumet and Arizona were to be joined in one

Mine One General. The first summer field trip for the purpose of collecting data on open-pit metal mine grounding systems was marred by the fact that the group's ground test instrument was damaged in transit and proved to be inoperative. Fortunately, the mine personnel had a similar instrument which was then used for all tests. System Description. Power is purchased from the utility at either 69 or 100 kV. This is transformed to 4160 V at the pit substations and distributed around the periphery of the pit via a "ring bus." The three phase wires and the safety-ground conductor are carried on a conventional wooden pole and cross-arm support structure. At key loca¬tions, overhead feeders carry power from the ring bus down over the benches and into the pit. Each overhead feeder is terminated at a switchhouse, from which an SHD-GC trailing cable supplies power to the electric loading shovels. Each pit substation has a main or system-ground mat, installed by the utility, and a separate safety-ground mat, which is constructed by mine personnel. Three of the safety-ground mats are quite old, and personnel at the mine could not recall what type of construction was used. However, records are available on the fourth mat and construc¬tion details are shown in Figure 64. Any effectuation of a viable program of air pollution control will' require a basic understanding of the chemistry of atmospheric processes, the fate and migration of SO2, and the ultimate health effects of the sulfur oxides themselves. The migration and ultimate fate of Sop discharged into the atmosphere will be discussed with particular emphasis on the various conflicting views and how these relate to our present emission control regulations. Our present lack of knowledge is a severe detriment, and consideration will be given to those particular areas where future research may best be directed to provide the answers to a number of perplexing questions.
