The U.S. Bureau of Mines is engaged in many diverse programs for improving mine safety. Of particular interest to the Bureau are new and improved means for minimizing the hazard of fire which can be initiated by prolonged low energy electrical faults on trolley line systems. When a high energy fault occurs on a trolley line, wherein the current exceeds the magnitude normally drawn by legitimate loads, such as locomotives, then the circuit breakers at close-by power rectifier sets trip. Tripping of the breakers not only protects the equipment at the rectifier sets, but also disconnects the energy source from the fault and thereby minimizes the fire risk. However, the fault current is frequently of a level substantially below that required to trip the overload breakers. When the fault is a substantial percentage of the set level of the breakers, the energy dissipated by the fault is frequently sufficient to clear the system by rapidly burning itself clear. Such a fault is often short-lived and does not present as serious a fire risk hazard as a prolonged, much lower energy fault, wherein the energy level is too low to clear the system. The breakdown of a trolley line insulator, in which there was a 20 or 30 ampere leak, would represent such a fault or illegitimate load and a substantial fire risk.

The purpose of this paper is to review and discuss some of the less evident and sometimes neglected opportunities for progressive developments in coal research. While a great deal of both promotional and technical information flows from some areas of coal research, output deficiencies in other areas of activity have reached a magnitude where important developments have been, and will increasingly be, unfavorably affected. These areas mainly involve coal mining and preparation. Some recommendations for the intensification of effort in these areas follow: Coal Mining While a huge tonnage of in-the-ground coal is assured, the location and distribution of these tonnages are becoming less favorable. The easy-to-mine coal which is located in or near population centers has been, or is being, mined. The vigor with which the less accessible reserves are recovered by the mining industry depends largely on the condition of the coal market at the time of mining. Hence, during a buyer's market, the commercially oriented mining industry is compelled to mine the easier and less costly reserves. Conversely, during a seller's market, the need to rapidly expand production results in more difficult mining and higher cost coal as few obstacles are encountered in finding markets. Hence, a seller's market tends to enhance the recovery of reserves while a buyer's market does not. One reason for today's fuel supply problems is that the Nation has recently emerged from a long-term coal buyer's market which lasted from about 1950 to 1968. During that period, national policy caused severe production cutbacks which regretably drove the industry to mining only the more accessible and better quality reserves. Often in order to remain in business, many hundreds of millions of tons of more difficult to mine reserves were abandoned and lost behind caved areas. Many of these reserves are close to population areas and would not have been lost in a more stable economic climate. It is difficult to fully account for all the impacts that were caused by the great buyer's market of the 1950s and 1960s. Besides the obvious loss of reserves that were once considered national wealth, the mining of better reserves tended to produce a generation of technically optimistic mining people. Mining people frequently became accustomed to looking at nothing less than outstanding mining conditions as a result of the declining market. Many are now and have long since received a re-education in the other half of mining. Going from many years of mining accessible, select and easy-to-win reserves, to the crash-driving of development entries in reserves that were considered unworthy of mining during 50s and 60s, frequently results in a much higher rate of encounter with in-seam and out-of-seam rock as well as with coal-deficient areas or "washouts." Intensive entry driving activity and compulsory non-selective mining in sometimes lean reserves were brought on by the need to rapidly open up new supplies of coal. Working under these requirements presents a continuing reminder that much more needs to be known about the relatively esoteric art of planning the best direction for driving entries in order to insure that a more consistent and greater supply of coal is available during early mine development. All of the preceding discussion tends to point to a need for a better estimate of those reserves of coal that are likely to be mined in the future. Such estimates should not be limited to the compilation of the amount of coal in the ground; but, where possible, should also include information concerning the capability for producing this coal. After all, a coal seam of ample thickness may have a degree of thickness variability, undulation, bad roof or floor, so as to make what would otherwise appear to be an attractive mining condition untenable. Underlying the problem involving the feasibility of producing known reserves is the need to develop better methods for the characterization of coal seams and associated lithotypes, based on drill core data, once at area is selected for mining. Reserves and their characterization involve aspects of exploration technology that are frequently considered mature. The resulting technological deficiencies may be the main reason why coal exploration frequently does not end with core drilling of a property, as it should, but extends into the mining operation during the driving of development entries. When exploration is extended to the driving of development entries, the near absence of integrated decision-making theory involving mining, geology, mathematics, and economics becomes, once again, all too painfully apparent and frequently results in very costly rationalizations. Hence, by the formal initiation of a concentrated program to combine the cyclical effects of economics with geology and mining, more relevant estimates of reserve distribution, tonnages, and production capability should be forthcoming. Moreover, a similar formal effort is needed to develop a combination of the most advanced concepts of mathematics, geology, and mining to better "see" coal seams as a means to favorably implement many long-range decisions involving mine safety and productivity. Much more applied research needs to be done on coal mining systems for mining in thin seams and/or under bad roof. Current difficulties in both of these areas at recently opened coal mines should provide a sobering glimpse into the future. Full-scale applied research, sponsored by appropriate federal agencies, is urgently needed on a scheme involving a new combination of established mining and preparation elements. The scheme may include: (1) a continuous mining machine remotely operated by a miner stationed at some distance behind the machine using a cord attached control box; (2) hydraulic transport of coal through pipes from the mining machine to a coarse refuse removal grid, crusher, and then on to portable concentrating equipment; (3) the hydraulic transport of clean coal out of the mine in pipes to the surface for thermal dewatering, if neces-

The project objective of this contract is to design, develop, and demonstrate a dust collecting system for auger head miners, used in coal seams 40 inches or less in height, which will reduce respirable dust below the limits established by the Federal Coal Mine Health and Safety Act of 1969. This system was to be incorporated into 3 Wilcox Mark 20 continuous miner. In order to accomplish this, the objective was divided in three main areas. First: To develop a dust control system which would remove by isolation, respirable dust from the face area and areas where miners work. Second: To develop a dust scrubbing system to remove and collect float dust before the air reaches the return airway. Third: To reduce the overall noise levels to which the miners are exposed.

It is indeed an honor for White Pine, as a member of the copper mining industry, to participate in this Rapid Excavation Conference. Although our presentation, as the title indicates, is not a success story, we foresee, through our experience, future application of boring machines and rapid excavation equipment in the hard rock mining industry. One might ask what a copper mining company would be doing with boring machines and why the gamble on a high-cost, capital investment for a relatively untried application. Perhaps a little background on the White Pine mine and its geology will explain our daring and speculative motives. THE WHITE PINE MINE The White Pine Copper Company, a wholly-owned subsidiary of Copper Range Company, operates a mine, mill and smelter at White Pine, Michigan in the western Upper Peninsula approximately 6 miles due south of Lake Superior. We employ approximately 3,000 people from the surrounding area and mine approximately 25,500 tons of low grade (1%) copper ore per day. The orebody is contained within several distinct sedimentary horizons that comprise the lower 20 feet of a Precambrian formation known as the Nonesuch Shale. Numerous articles and reports have described many aspects of the White Pine operation and the geology. I will brief you only on that criteria which precipitated our interest in rapid excavation equipment and techniques, specifically, boring machines. This Final Report describes a program whose objective was to design, develop, fabricate, and test an airborne mass monitor for unattended and recording measurements of the concentration of dust in mining environments. Sensing collection are performed by beta-radiation attenuation and inertial implementation respectively. The instrument is portable, battery or line operated provides a digital printout of the mass concentration during each selection sampling period, as well as the accumulated mass of dust, and the elapsed sampling time.

To finalize the three years granted for the study of miners physiological responses to emergency situations, all the data obtained, were summarized into the following relevant sections; A.. Information on elements of the Man Test required under Subpart 4, Part 2, Title 30 in the Code of Federal Regulation (see Table M-T and Ref. I., Section A). B. Investigation on possible emergency activities, its simulation in the laboratory and the physiologic data obtained on miners performing them This included some studies under cool ambient conditions, expected to prevail in coal mines. C. While in section B the steady state responses have been obtained, time was devoted to establish a unit that will allow data gathering for non-steady state, i.e., transient responses to rapidly changing activities. Section B and C contained elements that were relevant to section A; the Man Test. Therefore some of the information described under section A Man Test, were actually measured during the battery of tests in either section B or in section C.

To clarify what r mean about this long title, I would like to define the term technology. A standard definition of the word "technology" is "a technical method of achieving a practical purpose". Incidently, another definition of the term is merely "technical language". The same dictionary defines the word "technology" as "having a special, usually practical, knowledge of mechanical or scientific subject." Naturally, the practical purpose of the subject with which we are concerned is solving of problems we encounter in the mining industry. I might further describe the subject of this discourse by defining the term "manager". An old definition, "one who dispenses the duties of his position with care and economy." In line with the above definition most of the technology with which we in the mining industry are confronted with deals with some form of cost reduction. This may be related to the speed of doing an operation or to saving of labor or supply costs. These can be improvements of an existing method or the result of new processes or inventions, such as new machinery.

Oxidation of coal can best be described as a process of deterioration, since most of the uses of coal, such as for fuel and by-product chemical and coke production, are adversely affected by coal oxidation, and the inclusion of oxidized coal in most coal products detracts from their value. There are probably many mechanisms of coal oxidation, and the ways oxygen molecules combine as complexes with coal macromolecules to form new substances have been dealt with and speculated upon by many workers1)* but are not dealt with in the present work. This study deals with tests and methods of detecting oxidized coal, with particular emphasis on the microscopically discernible changes that accompany the chemical and physical changes that affect the technological properties of coal during oxidation.

A method of error analysis has been applied to the location technique of non-linear least squares iterative inversion in order to evaluate the resolving power of several seismic array configurations with various assumed earth models and errors and inaccuracies in arrival times. The results obtained demonstrate that lateral accuracies of location are improved significantly when the depth of the miner is known. Lateral location to within 100 feet appears achievable in many instances. If it is possible to refine earth models significantly beyond what has normally been assumed in this work by the use of on-site data, or if the mine is shallow (300 feet or less), accuracies of-about 30 feet or so may be attainable. Inaccuracies in earth models of about 5% are found to contribute much more heavily to these location inaccuracies than errors of a few milliseconds in picking arrival times; however, arrival time errors of 15-20 ms or above will dominate these model inaccuracies. The expected accuracy of location is found to fall off very rapidly as the miner moves outside the array. The strength of this effect depends markedly upon the geometry of the array configuration and can be reduced by careful design. Also, as the size of the array is increased, expected location errors within the array are not altered much, but continue to match the error associated with the smaller array over a larger area (assuming that all stations can still pick up the miner's signals). Better location accuracy, especially with respect to depth control is achievable in an earth where the velocity is depth-dependent (increasing with depth) than in one which is homogeneous. In the fairly recent past, with a history of cheap and abundant energy, it has been possible to predict with reasonable confidence that world energy demand would continue to double about every 15 years. Those who attempted to forecast the role of nuclear energy in future electricity generation could also start with the fairly safe assumption that electricity demand would increase even faster : with a doubling in demand about every 10 years. To estimate the likely future world demand for uranium it was then necessary to introduce a number of other assumptions including the rate of penetration of nuclear energy, the timing and the specific fuel requirements. This series of assumptions naturally compounded the uncertainty, but, remarkably, usually led to future uranium demands being overestimated. Such a bias which has almost always been observed in predictions made over the past 20 years has increasingly made uranium producers sceptical when expected to match the forecast demand with increased production capacity and supporting reserves. This scepticism has, of course, been reinforced by the persistence so far of a buyers' market in uranium throughout the entire period of emergence of commercial nuclear electricity generation.

The field testing of the Seismic Mine Monitor System is described. This system consists of nine geophones buried about 40 feet deep over a ten-square-mile area, the amplifiers and electronics needed to get the signals to the mine office, and a central processor unit to detect and locate explosions and large roof falls. Since the problems associated with the original installation were solved, this system has worked for 2 1/2 months. The system has detected roof falls in the pillar areas and has located blasts as small as 114 pound of dynamite. The location accuracy has, in general, been within 250 feet. The system is now being used to gather long-term data on the seismic activity of the mine.

As we look back through the Proceedings of our Institute, we find few papers dealing directly with education and recruitment. Apart from papers prepared in the earlier decades of this century, there was little written discussion on the subject until the 1950s, and mostly this was by the professionals, the professors and lecturers who staff the various mining schools of Australia and New Zealand.I use the term "mining school" in its fullest and widest meaning, to cover all aspects from ore to metal, and not in the narrow meaning that the word might imply. At the same time, in restricting the parameters of this address to "ore to metal" I recognize that I am excluding the very important fields of physical metallurgy and materials science; this I do because there is a limit to the quantum of any paper, and in fact these subjects are more closely allied to the use rather than the production of metals.However, the lack of education papers does not mean that education has been regarded lightly by The Institute. Sir Maurice Mawby in his presidential address in 1968, reminded us of the original objectives of The Institute, one 'of which was, "To promote the arts and sciences connected with the economical production of the useful minerals and metals ...". Our present Royal Charter is more specific when it says that one of the objects of The Institute is, ". . . to encourage the study of engineering with special reference to mining and metallurgy ...". If we recognize that in itself membership of our Institute is one means of continuing our education, it is true that education has been a concern of The Institute since it was first founded.Occasionally in recent years, an intrepid president has ventured to tell the academics what the industry needs, and he generally does this in a "no-question" situation! However it is encouraging that those entrusted with mineral education have always accepted this; they keep coming back for more and ask us to tell them what we want, and they will provide it.In 1948 a considerable dialogue on education was initiated when a standing committee was established by the Council of The Institute. The Bureau of Mines has sought clarification of the Ti-TiN system by studying the phases formed by diffusion reactions between titanium and titanium nitride. Reaction couples were prepared by embedding pockets of TiN powder in arc-melted buttons of titanium. Specimens were vacuum annealed at nominal temperatures of 800°, 950°, 1,200°, and 1,500° C. Metallographically mounted cross sections from reacted specimens and from some that were not annealed were examined optically, with an electron microprobe, with an election microscope, and by X-ray diffraction. Each annealed specimen contained a segregated core primarily of d-phase material, an ?-phase diffusion layer, an a-phase diffusion layer, and host metal. On the basis of corresponding microprobe analyses, and considering results of certain other research, a new phase diagram is proposed. It contains no qualitative innovations, only quantitative adjustments. Results were also analyzed from the viewpoint of diffusion behavior. Diffusion coefficients calculated for the ? phase were sufficiently scattered that the parameters are very tentative. Nevertheless, the diffusion behavior reported is in reasonable agreement with one of two prior studies if it is assumed that the earlier investigators were mistaken in their identification of the nitride phase in which the diffusion occurred.

Since the report of the 1972 Rapid Excavation Conference in the city of Chicago, speculation has continued concerning the estimates of tunneling demand. Little has been published that would persuade me to modify substantially the rather tentative estimates that originated with the National Academy of Sciences-National Academy of Engineering (NAS-NAE) study of 1968 which were recomputed by the United States in the survey of the Organization for Economic Cooperation and Development (OECD) in 1970. The OECD estimates, of course, hedged the really difficult question of forecasting civil construction tunneling demands. In the United States contribution, this was done by predicting both an upper and lower bound for important categories of demand. A discounting procedure was then applied to each of the major sectors of expenditures, permitting a forecast that reflected the current subjective assessment of how extensively and how likely cities were to adopt plans that required tunneling. This was done for water, utilities, transportation and other novel underground facilities. The purpose of this paper is a modest one. In it I wish to describe the efforts made since 1972 to generate more thoughtful and more robust estimates of urban sector demands, and to apply what has been learned to the most difficult category of predictions: those for urban mass transit systems. [First of all I want to thank the Society of Mining Engineers of AIME for the opportunity to present what Industrias Penoles, S.A. is doing in Mexico to reach the basic objetive of the enterprise without compromising, in short or long term, the living conditions of the community or attempting in an irreversible form against Nature. Industrias Penoles, S.A. is one of the largest mining and metallurgical companies in Mexico. It was founded in 1887 and at the turn of the century installed a lead smelting operation close to the village of Torreon, which became city five years after the start up of the Penoles smelter. Now Torreon has a population close to 300,000 inhabitants. In 1974 Penoles is still the largest industry in Torreon and the dynamic growth of the city is close related to this factor. Today Penoles in Torreon has a lead smelter with a capacity of 130,000 metric tons/year of bullion, an electrolitic zinc plant of 105,000 metric ton/year, and it is modernizing its lead smelter to control pollution and expand it to 190,000 metric ton/year of bullion including all the services and refinery. The Penoles complex in Torreon is the biggest in the non-ferrous metals field in Latinoamérica.]

The increased emphasis on environmental protection, together with the exorbitant costs, or in many urban areas the complete unavailability of surface space, has resulted in a burgeoning demand for greater use of underground space. More and more, those considering new or expanded facilities are looking toward the possibility of utilizing underground space for communications installations, for transportation of people, industrial products, water, sewage and energy, and for industrial installations. Happily, this growing demand for use of underground space is accompanied by fast forward strides looking toward more efficient underground excavation techniques. The tunnel boring machine is already here and where ground conditions are suitable for its use it can greatly reduce the cost of underground excavations, savings of one-third or more often being realized. Research is underway involving excavation by use of laser beams, jetting, vibrations, improvement of tunnel boring machines to make possible the excavation of harder rock, and other advanced techniques. The Engineering Foundation estimated in 1973 that tunneling costs can be reduced as much as 30 percent by rapid excavation methods which are expected to be developed through ongoing research programs in the next few years. Your American Society of Civil Engineers reported in 1973 that $60 billion per year, or 15 percent of the gross national product, could be saved if facilities required to support life were located in the subsurface. Studies looking toward improved contracting practices are going on under the sponsorship of the National Academy of Sciences, and Mr. Al Mathews who is heading this program will address you during this session on the status of this project. This Bureau of Mines study was initiated to determine whether or not a large-scale investigation of 400-Hz applications in coal mines was justified as a means of increasing safety in operations due to size and weight reductions in portable and other mining machinery. Potential uses for 400-Hz power in mining operations are explored, and cost and size comparisons with 60-Hz systems are made. The use of variable-frequency motor drive is suggested for conveyors. The conclusion was reached that there is no significant potential safety increase due to a general size and weight reduction, as the fact of such general reduction cannot be demonstrated.

In this paper, a subtle, but important, difference has been drawn between responsibility and mandate. Responsibility has a connotation of financial involvement assigned to an organ- isation as a result of some action it takes, the ramifications of which can be ascribed directly to the organisation. In contrast mandate relates to the power and authority to act. The paper outlines the role of poli- ticians as community decision-makers and the need for Government policy to be flexible in an advanced industrial society so that decision- making options are kept open for as long as necessary. Further, broad community objectives need to be understood and defined so that plans and policies can be consistent. Co-ordination through communication at all levels, especially at the public administration interfaces and with the private sector,is essential for effective resource allocation and efficient implementation. The paper discusses several aspects of the infrastructure responsibility question and some considerations which might be viewed as important by the community decision-makers in considering what responsibility the "community" should accept in providing infrastructure.

In situ chemical mining of primary sulfide ore requires distribution of injected oxygen in a large underground flooded region of broken ore. Although the maximum oxygen content of the leach solution will be dictated by the operating temperature and hydrostatic pressure, the actual oxygen content will be limited by the geometric dispersion of the injected oxygen, the rate of dissolution of oxygen, and the rate of convective circulation of oxygenated solution within the flooded bed of ore fragments. These factors are examined by a detailed theoretical analysis supported by laboratory experimental data. Typical results of the study illustrate that adequate dissolution of oxygen and circulation of oxygenated solution can be obtained in a column of 4 million metric tons of broken ore by using three gas injection lines and an oxygen injection to consumption ratio of 1.84.

The United States is the world's most productive nation and its citizens enjoy one of the highest material standards of living of any people in the world. Materials and energy are the lifeblood of any industrialized economy. Annually the United States uses over 4 billion tons of mineral materials and fuels, or 40,000 pounds per person as detailed in Figure 1. Domestic processed materials of mineral origin and energy are valued at more than $150 billion annually, and they are derived largely from domestic sources, supplemented by imports, as detailed in Figure 2. In recent years the superior productivity of the United States has also enabled it to give food and manufactured articles to many other less fortunate nations and peoples of the earth. What then is our concern with materials at this time? Seeing the burgeoning increases in our mineral demand: from 2 billion tons in 1950, to over 4 billion tons today, and projected to 11 billion tons by 2000 - we are getting questions concerning our ability to continue to increase production sufficiently for the future.
