An account is given of investigations into the application of two neutron methods to the on-line analysis of slurries. One deals with the application of the neutron moisture gauge principle to the determination of the water content of iron oxide slurries, and the other with the application of gamma radiation from thermal-neutron-capture to the determination of the composition of aqueous slurries of iron oxide, copper oxide, zinc oxide and sulphur. Linear relationships were found between the composition of the slurry and the neutron count-rate in the first study, and between the slurry composition and the prompt-gamma-ray count-rate in the second study. A mathematical relationship has also been developed which relates changes in the prompt-gamma-ray counts from hydrogen to changes in slurry composition.

One might ask why someone like myself, involved in the determination of taxes, should be speaking at a "cost engineering" session of a national engineering society. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much, as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully yea will recognize that, within certain limits, taxes can be controlled to an economic advantage. That question may then lead to another question: What does the amount of taxes have to do with me? I'm an engineer or manager; not an accountant or a lawyer. If I may take a few minutes of your time, I might be able to present in a brief discussion some interesting facts that will provide the answers to those questions. My discussion will be directed mainly to Federal taxes. However, much of it will be applicable to state and local taxes, also.

The transportation of mine products incurs a cost which can have a significant bearing on the competitive position of the product. This statement not only holds true for the transportation of the finished product but certainly as much for the in- plant haulage of the raw materials. Extensive literature is available both in North America and Europe on all aspects 02 these questions and to cite only a few of them: Pipelining of slurries, oil and gas, shipping of minerals and oil from the Arctic by icebreaking tankers, airlifting of metals or concentrates, etc. This paper is concerned with movable crushing plants as opposed to stationary and their influence on the in-plant transportation, that is trucks vs. belts.

"LET ME FIRST OF ALL thank you for sending this invitation to me to participate in this Annual Meeting of The Mining Society of Nova Scotia. As an engineer, although I don't get an opportunity to practice very much engineering these days, I am, of course, always pleased to be able to meet with my fellow engineers to exchange views, but I must admit that today I feel a little bit out of place in the midst of all the experts that are here today. Let me make one thing clear - I'm a generalist! Your program states that I am to make a keynote address. I have always thought that a keynote speech is one that says something that has not been said before - announces some new program or policy, or says something startling. I am sure you will understand when I tell you that keynote addresses are made by politicians and that civil servants speaking publicly are usually expected to give an account of what is, or what is likely, to happen as a result of policies that have been announced in keynote speeches by politicians. I am reminded of a statement by a distinguished parliamentarian who said, ""However exalted a civil servant may be, he is not above the elected officials."" So today I will confine myself to giving you an overview with particular emphasis on the development side of oil and gas. The theme of ""Oil and Gas"" is a topical one these days. I suppose it's because of all the copy that is being generated by the media on the U.S. energy crisis, the Mid-East situation, the fact that most of the world's proven oil reserves are in Arab hands and, of course, the accelerated exploration activity that is taking place in the North Sea, in the Arctic, and off the coast of Newfoundland and Nova Scotia."

In recent years public concern over the environment has grown enormously. A very aware populace has exerted pressure on its legislators to enact enforcement laws dealing with pollution. Among the different types of pollution, sulfur dioxide in the air is a large and readily identifiable constituent. Air pollution, according to the EPA, costs the U, S. billions annually with SO2 a major portion of this cost. Fossil fuel and oil fired power plants release better than 50% of the SO2 in the country. Thus great attention is being focused on the methods power plants are utilizing to control emissions. With a time schedule of compliance by early 1975, decisions are being made and systems chosen that will have to perform - and perform - and perform. Therefore, a large majority of the power plants are presently considering lime in the planning and operational phases of their stack gas desulfurization programs. The reasons for this are: Lime scrubbing has more development and pilot work completed than most other methods; the removal potentials are relatively high; the stoichiometric ratios are not excessive and, the process has relatively low capital and operating costs. Many pilot plant studies have been completed recently using lime and the first operational full scale lime scrubbing unit is now in the start-up phase at this time at Duquesne Light Company's Phillips Station here in Pittsburgh. Also, because of completed development work, the problem of solid waste disposal will also be tackled at this power station at the same time. There are various methods for the use of lime in scrubbing for S02, but for our purposes I would like to describe the cyclic wet lime process. This method called "Scrubber Addition of Lime" involves contacting the flue gas with a slurry of milk of lime.

As essential as the discovery of coal was to our state of advancement, the discovery and development of explosives marks one of the most important findings in the history of civilization. For this reason explosives are rightfully referred to as the forerunner of progress. Without explosives our vast economic enterprise concerning the mining of coal, copper, iron, aluminum, and various other ores could not function. Explosives are used in all kinds of construction works, in the razing of old buildings, blasting of trenches, driving of tunnels, and in many other instances common to our everyday life. An explosive may be defined as a substance (usually a mixture) that, where flame or shock is applied, yields readily to rapid combustion or oxidation, accompanied by the formation of such relatively large quantities of gases as to produce much violence and pressure which, in turn, react against their surroundings and cause what is termed an explosion. By their very nature the action of explosives is destructive and disruptive of adjacent materials. Decomposition of explosives can occur through deflagration, which is rapid burning or combustion, as in the case of black powder, or through detonation, which is an almost instantaneous disruption, as in the case of dynamites and blasting agents. HISTORY OF BLASTING WITH EXPLOSIVES At one time workmen obtained stone blocks for building by grooving the rock with crude picks, driving wooden wedges into niches in the rock, and pouring water on the wedges; the swelling of the wood forced out the blocks. As late as the 17th century, fires were placed against the face of rock to crack it, and water was sometimes dashed on the heated rock to shatter it by sudden cooling. "Low back pains account for about 13 per cent of all compensation claims made to the Quebec Workmen's Compensation Commission and cost the employers a sum exceeding ten million dollars. The frequency and cost of these health problems in Quebec metal mines are proportional to the provincial trends. An elaborate review of the literature on the causes, nature and prevention of low back pain is made in this presentation. A prevention program for low back pain has been designed in cooperation with a team of seven medical specialists and two physiotherapists for the Quebec metal mines. The program is especially designed for persons who have had low back pain, in order to prevent a recurrence, and for persons beginning to feel chronic difficulties. It is based on existing programs at the Hawthorne Plant of Western Electric Company and at Minnesota Mining and Manufacturing, but it requires a much different approach because of the nature of medical care available at the mining sites. The program is difficult because it involves a change of attitude for every employee and every supervisor. The program, so far, is beneficial because several men are now seriously engaged in an active program of reconditioning and because the problem of low back pain ie beginning to be seen from a new angle."

JAMES BOYD 29.1-STAFF-AND-LINE ORGANIZATION Industrial organizations are established primarily to coordinate the activities of many individuals working toward a specific goal. In mining, the goals can vary widely, and the skills necessary to reach them likewise will vary from operation to operation. It is essential to keep in mind the principal point that an organization embodies the necessary skills which supplement each other and achieve a given objective. Those who direct such an organization are grouped together as "management" and accept the responsibilities for the regulation, administration, supervision and guidance of the enterprise. Those who comprise the "administration" and have supervisory authority are referred to as the "executives." In the early days of mining it was common for one executive to exercise virtually complete control over the entire organization, and direct its operation from a central office. However, the science of management has advanced significantly since then. Mining organization administration now allocates increased authority and flexibility to those in direct-line responsibility, and organizes competent people in specialized fields to provide supervisors with guidance where it is needed in day-to-day operations. Few mining companies today are confined to one operation. Therefore, highly developed skills can be provided in the staff which assists management. This is known as staff-and-line organization, illustrated, in general, in Fig. 29-1. Each operation requires diverse skills for the carrying out of specific functions. The acquisition and training of those with such skills is an important operation in assembling organizations. An organization normally is modified to accommodate individuals rather than being a "hard and fast" mold into which people are fitted. The modern manager is inclined to organize to minimize central direction, with delegation to line executives, providing staff whose day-to-day operations, in cooperation with line executives, coordinate a continuing drive toward the organization's objectives. The staff officers, therefore, tend to become what could be described as parts of the president's brain, dealing with specific areas requiring certain skills. They do not necessarily direct operations, but watch them to be sure that the skills which they have themselves developed can be transmitted to line operations by persuasion rather than by direct authority. The elements of management requiring staff assignments are: 1. Planning, which, at staff level, is only a coordinating activity. Planning is done at all levels in the organization. 2. Engineering. 3. Finance. 4. Control. 5. Personnel and industrial relations, which set personnel policies, including salary plans and the means of handling relations with the unions. 6. Research, which, in a modern organization, is essential to progress and needs to be overseen at the top. 7. Legal staff to see that all operations of the company are provided with sound legal advice, and that the company's policies stay within the law.

In many cases, substantial time may elapse between the exploration stage and a serious detailed planning stage which has the objective of putting a mineral property into production. This is always true where properties change ownership and new partners are brought in for joint venture situations. Such conditions make it imperative that the recording of complete and accurate geological data for the property is done during the active part of the exploration phase and accomplished by competent geologists and engineers. This work should not be left to helpers and technicians. Furthermore, it should not have to be redone years after the actual drilling was accomplished, when either those involved have parted company or those present have lost the touch and feel of their part of the exploration program and must rely on a memory sketchy in detail, at the best. All of this emphasizes the importance of thorough geological evaluation and reporting during the exploration program. To evaluate and comment on the application of geological data by a mine planning department, we must assume (1) that sufficient diamond drill holes have outlined the existence of a potentially economic ore deposit, and (2) that the next step is to obtain the required information to allow a detailed feasibility study. This paper will comment on: 1. what types of geological information are required, 2. how it can be obtained, and 3. comments on the application of this information by the mine planners.

Comprehensive field tests were made in the Gas Hills, Wyo., to determine whether surface geophysical techniques could be used to detect and delineate faults in marginal uranium deposits. The tests were made on property owned by Federal American Partners, Gas Hills, Wyo., and included seismic refraction, self-potential, induced polarization, magnetometer, electrical resistivity, airborne infrared thermal scanning, and airborne photography. Of the several geophysical techniques tested in the field, horizontal resistivity profiling with electrode spacings in the range of 25 to 50 feet was most diagnostic of faults. The method is quick, cheap, accurate, and one that can be easily used by personnel employed by mining companies to detect and delineate faults.

Rock surrounding mine openings frequently is an impermeable type such as shale or granite. Most rock, however, has joints, bedding planes, cleavage planes, or other potential discontinuities. Permeability to fluids (gas or liquid) may exist via natural joints or fractures in an otherwise impermeable rock. In the mining situation, tectonic and induced tensile and shear stresses may be great enough to cause joints to open or fractures to develop in previously solid rock. The rock, as a result, becomes less self-supporting and may - require artificial support such as rock bolts or timber. Simultaneously, as fractures develop, permeable paths may be created. If fluid can be injected into a previously solid and impermeable rock mass, a logical conclusion is that a fracture (crack) flow path must be transmitting that fluid. The U.S. Bureau of Mines Laramie (Wyo) Energy Research Center has been evaluating results of in-situ oil shale fracturing (hydraulic or explosive) and retorting experiments by. a fluid (air) injection , and borehole air flow profile logging technique since 1956 (1, 14, 15). In the oil shale case, it is imperative to know the location and flow capacity (permeability) of natural fractures, if they exist, and induced fractures that inter-connect vertical wellbores at depths of fifty to several hundred feet. By injecting air into one wellbore in a system of several wells and measuring input volume and pressure while simultaneously measuring the output of other wellbores, the minimum areal extent of interconnecting permeable fractures can be determined. Exact locations (depths) of fractures and individual fracture flow capacities between wellbores can be determined by air flow profile logging (14, 15). Knowledge of fracture locations and permeability is essential to rational experimental in-situ retorting design.

Samples of the naturally occurring zeolites phillipsite, clinoptilolite, erionite, and chabazite have been surveyed for their gas adsorption, ion exchange, and other characteristics. Chabazite and erionite, which are generally more stable, also have higher methane adsorption capacities than do the other natural zeolites. Both natural erionite and natural chabazite are classified as small-port zeolites on the basis of their inability to adsorb chlorotrifluoromethane. In the range of 8 to 100 mesh, the adsorptive capac-ity of natural zeolites is improved only slightly by a decrease in particle size. The capacity of natural clinoptilolite to adsorb methane is increased by cation replacement by the hydrogen ion and decreased by exchange with calcium ion. Natural phillipsite, which is easily decomposed by heat, adsorbed methane to a limited extent.

"The Ingerbelle and Copper Mountain deposits are located near Princeton in southern British Columbia. They are owned by Newmont Mining Corporation's wholly owned subsidiary, Similkameen Mining Company Ltd. The property includes the Copper Mountain mine, a former producer. Ore reserves recoverable by open-pit mining are estimated to be 76 million tons containing 0.53% copper. Production commenced during 1972 at a rate in excess of designed capacity (15,000 tpd). All of the known major copper deposits in this area lie in a 14,000- by 3,500-foot belt of Triassic volcanics (Nicola Group) that is situated between a well-defined syenitemonzonite- diorite stock on the south and a variable intrusive complex on the north. The Nicola rocks consist of andesitic tuffs and agglomerates with lesser amounts of flows and some lensy siltstone layers. The orebodies are essentially disseminated sulphide deposits, although fracture-fillings are also important in many areas. Total sulphide content is usually less than 5%. At lngerbelle, and at Pit 2 and most of Pit 1 at Copper Mountain, the sulphides are chalcopyrite-pyrite. In part of Pit 1 and most of the former underground mine they are chalcopyrite-bornite. At lngerbelle the predominant alteration associated with mineralization is a pale greenish-gray bleaching of the dark andesitic rocks. This has been identified as albitization, with lesser amounts of epidote, chlorite, biotite, scapolite and calcite. This bleaching is plentiful at Pit 2, but K-feldspathization is also evident here. These orebodies can better be classified with pyrometasomatic deposits than with typical porphyry coppers. Their relationship to intrusives, the probably extensive metasomatic replacements, the evidence of pneumatolytic activity, the formation and redistribution of magnetite, and the irregular distribution of mineralization are all characteristic of this class. Deep-seated faults probably acted as channelways for mineralization; fracturing, faulting and rock contacts influenced ore localization in detail."

This study traces the development of the bucket-wheel excavator, points out the differences in the German- and American-type wheels, and gives the major design criteria and the advantages and disadvantages of bucket-wheel operations. A computer program, written in FORTRAN IV for use with an IBM 360 computer, simulates the operation of the digging components of a bucket-wheel excavator. By supplying certain mining dimensions, soil characteristics, and machine design specifications, this program will print out a time study of the various components of an operation, power calculations for the operation, and production data. This program, when combined with a truck, belt, or rail program, should be helpful in planning a complete mining system In material suitable for a bucket-wheel excavator operation.

The purpose of this paper is to investigate trends in exploration expenditures of a selected group of mining companies for the interval 1968 through 1971. The paper also compares these trends with other financial factors that are associated with various groups of companies and comments on the implications of these trends. Although a four-year interval is hardly enough time to establish a long-range set of trends from which operating rules can be derived, the fact that the four years selected are in the immediate past gives some sense of relevance to the matter of exploration expenditures at the present time and in the near future. The sample under study here consists of 21 mining companies. Of these, 19 are listed on the New York Stock Exchange and 2 are listed on the American Exchange. Twenty are American, one is Canadian. All are fundamentally "mining companies" in that they derive the bulk of their income from the extraction, sale, and at times, fabrication of metals from their own mines. This is in contrast to companies which have mineral exploration departments but derive the bulk of their revenues from sources other than mining; for example, from oil and gas sates, Also, no companies which can be considered strictly as exploration companies are included in this study. Although this definition held up fairly well when studying this list in 1968, the strict application of this definition became more difficult through the years up to the present time. In 1971, three or four of the companies were changing their character in that they were phasing out of the mining business, and either deriving their income or planning to derive a substantial part of their income from activities other than mining. "The delivered price of any mineral is the determining factor in converting untapped resources into economic resources. Transporting the minerals from the mine to the market plays a significant part in the total package. The expansion of the Western minerals industry in the last ten years has been paralleled by improved transportation systems to reduce cost, increase accessibility of resources and get the minerals to market in the shortest time possible. A review is made of developments, such as unit trains, complex multi-modal systems and containerized transport, over the last ten years, with specific movement outlined. The total transportation package of land transport, port and terminal facilities, and water transport, where needed, is stressed. As the volume of minerals movement expands, increasingly sophisticated and integrated transportation systems will have to be utilized. The development of solids pipelines and other possibilities is outlined."

An improved mine environment is the single most critical factor affecting the health and safety of workers engaged in underground coal winning. A very important subclassification of this wide field is mine ventilation, which essentially deals with 'mine atmospheric environmental control.' To ensure proper mine atmospheric environmental control, adequate quantities of air must flow through working sections in the mine. In recent years much attention has been paid to the fan and its prime movers, but the efficient use of the fan output in the workings has not received an equal amount of investigation. In mechanically ventilated mines friction losses in main airways often account for 70 to 90 percent of the total pressure loss sustained in the system. Also the leakage losses are a serious detriment to the efficiency of mine ventilation systems. It is not uncommon to loose 60 to 70 percent of the air between the fan and the last open cross-cuts due to leakage directly into the return Proper assessment of these losses in simulating and projecting complex ventilation systems is vital. Network analysis of ventilation systems is not new. Scott and Hinsly (1951) presented the detailed mathematical framework. Since then work has been done in adopting this technique to analog, and within the past few years, to digital computers. Development of computer programs to solve ventilation network problems has been reported in United Kingdom, Japan, U.S.S.R., South Africa, Germany, and the United States. The purpose of these programs is to serve as an experimental mine wherein analysis of proposed alternatives or ventilation planning can be tested. The great power of the computer as a planning tool lies in the ability to input empirical or Projected data into programs with predicting ability. But, however good a computer program is, unless fairly accurate input information is available accurately assessing the engineering factors of the ventilation system, the output will be suspect. Thus, to simulate and project mine ventilation systems, good estimates of leakage and friction factors are important. Yet, relatively little work has been done in the past three decades to determine these more realistically.

The present status of the National Bureau of Standards program is that many magnetic tapes of analog data have been recorded in four major mines. Each mine uses different types of equipment. In addition, some surface measurements of noise have been made at two additional mines. Two types of recordings have been made: (1) broadband measurements for spectral plots and (2) narrowband measurements for amplitude probability density (APD) plots. Only data from one mine (Robena #4) has been processed and was, presented at this workshop. The short-term goals are: (1) finish processing data from the other mines, (2) establish or reduce measurement system uncertainties, (3) put Robella report into final form for distribution, and (4) hold a review to determine what has been done, to distribute and to interpret the preliminary data, and to determine what still needs to be done. Long-term goals are: (1) complete final reports on each of the mine trips, (2) establish techniques for predicting noise in mines already visited and establish uncertainty bounds for these predictions, and (3) establish techniques for predicting noise in mines that have not been visited (but that use similar equipment to those visited) and also establish uncertainty bounds for these predictions. Specific factors or formats to be presented include: (A) For underground broadband measurements: 1. 300 Hz to 100 kHz spectral plots 2. 300 Hz to 384 kHz spectral plots 3. 300 Hz to 192 kHz spectral plots 4. 300 Hz to 6kHz (subject to change to 3 or 12 kHz) spectral plots (B) For surface broadband measurements: 1. 300 Hz to 6 kHz (or 12 kHz) spectral plots 2. 300 Hz to 3 kHz spectral plots (C) For underground narrowband measurements : 1. APD plots at 12 frequencies from 10 kHz to 32 mHz of magnetic field strength 2. R. M.S. and average values will be calculated based on time averaging for these plots (D) Sample spectral measurements of: 1. Roof-bolt voltages 2. Trolley wire-to-rail voltages 3. Phone line currents
