"NOT TOO LONG AGO, the CIM Education Committee saw the need for an information campaign to promote interest in mineral industry careers among young people. Today, times have changed and the Committee has now placed emphasis on the definition and function of the mining engineer. This situation, we believe, is entirely normal and the change of emphasis is not due to a change in the needs of the industry but more to a diversification of these needs. In years past, the Canadian mineral industry, although a very important part of our economy, was looked upon as a specialized craft and, because of the richness of our resources, did not suffer too much from competition. Now, times have changed and we are increasingly at the mercy of the competition and damaging inroads of price fluctuations, etc. We will therefore answer the questions raised in this discussion in the light of the role played in the past and the role to be played in the future by the Canadian mining engineer. We will begin with the following premises : (a) If mining engineers are to be involved in the massive problems of society, their traditional background is not sufficient. (b) Councils for professional development are working on criteria for the accreditation of advanced degree programs in the United States as well as in Canada, and, simultaneously, three-year technology programs are being developed along with professional engineering degree programs. (c) The difference between European and American industries regarding philosophy of life is that in Europe they appreciate wisdom more than HPs while in America the HP seems to be more important. The Engineering Digest of February 1972 reported that in the United States, during June and July of 1971, the second highest rate of unemployment was for the 55 to 64 age group ( 4.1 per cent). "The Lake St. Joseph Iron Deposit is in Northwestern Ontario. Exploration to date by Steep Rock Iron Mines Limited has indicated an ore reserve of 683 million long tons. Metallurgical investigations have proved that suitable oxide pellets and/or superconcentrates can be economically produced from this ore. Studies of the Lake St. Joseph iron ore deposits have covered the period 1956-71, and have embodied applications of the improvement in mining and processing technology over this period. Market demand in the early 1960's for high-grade oxide pellets as a replacement for natural iron ores for the blast furnace first drew attention to the potential of the Lake St. Joseph deposit. The current market trend toward utilization of sponge iron to replace steel scrap as feed to electric furnaces and cupolas now suggests that the deposit can better be exploited as a prime source of superconcentrates."

Senior staff representatives of the Bureau of Mines and the National Institute for Occupational Safety and Health (NIOSH) met in Washington on September 6, 1972, to review and evaluate their cooperative accomplishments to date and to consider the planning and conduct of future coordinated activities. The six presentations given at this joint staff seminar are published here for the benefit of those concerned with the problems of coal mine health, and especially those with responsibilities in administering the Coal Mine Health and Safety Act of 1969.

The title of this talk has brought some interesting responses - even before it was written - from different parts of the country. A geologist from the Western U. S, was deeply concerned with recent layoffs in his profession and the employment situation in general and wondered why "the AIME wasn't doing anything for the benefit of its members." A petroleum engineer in Texas said that a group in his field were studying "professionalism" and their professional status and wondered if there were any words of wisdom for him. A mining engineering professor from the East pointed out that the National Science Foundation did not include mining engineering as one of its recognized fields in one of its equipment funding programs. These are just a few examples of reactions received to date, but they serve to illustrate the broad image that the title has meant to various people. Actually the term profession is defined by Webster as "a calling requiring specialized knowledge and often long and intensive academic preparation." The word encroach means "to enter by gradual steps or by stealth into the possessions or rights of another", or "to advance beyond desirable or normal limits." The intention of this paper, as originally conceived and requested by the program chairman, was to combine those two words literally and talk about how the professional standing of mineral engineers is being eroded from people outside the profession. But the amazing preliminary response suggests that it may be timely to broaden the discussion by including some comments about professionalism in general. In the paper the terms "mineral engineer" or "mining engineering" are used frequently, but it should be clearly understood that much of what is said is valid and is intended for all fields covered by SME and perhaps for AIME in general.

During the last 10 years there have been many new developments in transport and handling equipment. Important technical and economic developments that can be used to reduce costs are; new terminal and materials handling concepts large river tows - 40,000 tons and 9000 hp towboats slurry loading and unloading of ocean vessels long distance pipelining of solids development of the shuttle train (unit train) large ocean barges ? 25,000+ tons ? pushed & towed 150,000 ton self-unloading super tankers - 300,000+ tons container shipping Some of these developments have been discussed at SME meetings in papers describing the transportation of minerals from new mines. But, only a few papers described improved transportation from older operations. Since transportation is a major part of the delivered cost for minerals, the economic benefits to be gained by putting new transportation developments to work are very substantial. Frequently good transportation planning and management makes the difference between a marginal ore body and a very profitable one.

Abstract: Action of certain strains of bacteria has been implicated as a significant factor in the oxidation of ore deposits. Other bacteria are thought to be significant in the formation of syngenetic sedimentary ores and in supergene enrichment processes. A normal soil/ground-water regime provides all of the necessary pH and Eh conditions for several groups of bacteria which influence the sulfur cycle in nature. Limiting concentrations of nutrients such as sulfate ions can determine whether a particular microbial species is active at a given place. In the present study, ground water was analyzed from a mineralized area and from a presumed barren area. Trace metal content of the ground water gave no well defined clue as to the presence of a sulfide ore deposit. Sulfide producing bacteria (presumably sulfate users) were found in water from about 50% of wells sampled in the mineralized area and in about 30% of samples from the barren area. These bacteria are readily detected and may provide a useful tool for regional geochemical recon-naissance. Bacterially produced sulfide ions can remove metals such as copper and zinc from solution thus complicating the interpretation of hydrogeochemical prospecting.

"THE PRACTISING MINING ENGINEER has little time for the expression of opinion on abstract questions concerning the definition and future of mining engineering. The following comments indicate some of the thoughts and suggestions of those who have found mining engineering a very satisfying field of endeavour. The future of mining engineering has been under discussion for perhaps twenty years. It is significant that the University of Saskatchewan program was in- 88 traduced at the time that some traditional mining schools were questioning the need for mining engineers. One Canadian university, and some American schools, actually abandoned the field at this time, some ten years ago.Five years ago, Mining Magazine sponsored an international debate on training for the future, and concurrently, the CIM undertook a major survey of the mineral industry's manpower needs. The current CIM discussions should prove more fruitful, as they are directed toward mining engineering alone, rather than the broad, and confusing, spectrum of all professionals and semi-professionals of the mineral industry."

Coal resource data from published sources and company files were used by the Bureau of Mines to determine the location and extent of strippable coal reserves in Wyoming. Total strippable reserves of 23 billion tons were estimated in seven major coal areas. Seven large strip mining operations were active in 1969, and their production totaled 45 million tons of coal. Cutoffs used to define strippable reserves were (1) minimum coalbed thicknesses of 5 feet; (2) overburden-to-coal ratios of less than 10 cubic yards of over- burden per ton of coal; and (3) total overburden thicknesses of less than 120 feet, except where reserves occur in multiple beds or a single thick bed. Tertiary rocks along margins of the Powder River basin contain most of the strippable coal reserves in Wyoming. The Wyodak beds, ranging in combined thickness from 30 to 1.30 feet, crop out on the east flank of the basin and contain an estimated 19 billion tons of strippable subbituminous C-rank coals under less than 200 feet of overburden. Partings between these beds total less than 60 feet. The 100- to 200-foot-thick. Healy bed on the western flank of the basin and the 35-foot-thick School and 20-foot-thick Badger beds on the south also contain large strippable reserves. Elsewhere in Wyoming, strippable reserves. Elsewhere in Wyoming, strippable deposits are subbituminous coal of Late Cretaceous and Tertiary ages, mostly in the Hanna and Great Divide basins in the south-central portion of the State and in the Kemmerer-Hamms Fork region in the southwestern corner.

"A GLANCE BACK AT what has happened in the past is often a useful guide to the future, although it should be used mainly to provide a sense of direction rather than a map that must be followed. As a preamble to discussing some of the questions posed by the organizing committee it may be appropriate to briefly review the distribution and careers of the graduates of our Department since the first degree in mining engineering was awarded in 1916. An attempt has been made to keep a record of the locations and careers of the Department's 540 graduates in mining and metallurgical engineering. Almost all of those who graduated before 1930 have now retired, but a very large proportion held positions as senior executives prior to retirement. A major proportion of those who graduated before 1950 are now in what might be considered senior management positions. Those who have 10 to 20 years of experience are generally in work of senior engineering responsibility or in supervisory or junior management ranks, while those who graduated in the last ten years appear to be generally in staff engineering or junior supervisory positions. This classification is admittedly imprecise because it is difficult to determine from a job description whether duties should be considered of an engineering or management nature - a distinction between the two terms is often over-emphasized. Nevertheless, the trend from technical engineering to management responsibilities with seniority and years of experience is clear in the careers that we have been able to follow."

"Aggregates are the low-cost mineral raw material of building construction. Large volumes of aggregate are consumed each year. The availability of aggregates in southern Ontario is discussed in the context of the geological formations in which they occur. Sand and gravel are abundant in glacial deposits and in recent sediments. A knowledge of the glacial history is important for their discovery. Bedrock formations provide a variety of aggregates in Ontario. Knowledge of the rock types involved and of the depth of overburden are important for evaluation of the aggregate potential of bedrock resources in an area. Utilization of available resources intensifies as the population increases. Urban development makes it progressively more difficult to satisfy the demands of the construction industry. The effects of urban development on the aggregate resource base of an area are illustrated by developments and consumption statistics in the Toronto- centred region. There is an obvious need for a comprehensive survey of available resources in urban areas to serve as a guide in land-use planning. To fill this need, staff members of the Industrial Minerals Section, Geological Branch, Ontario Department of Mines and Northern Affairs, are engaged in mapping projects and mineral resource studies in southern Ontario as well as in some urban areas of northern Ontario."

The intent is not to provide ""pat"" answers, but instead to raise some questions and set forth some reasonable guidelines.Specifically, the paper deals with the differences and relative merits of power shovels versus rubber-tired front-end loaders - or, carrying this further, comparing what could be called ""stationary"" loading or excavating devices to ""mobile"" types."

One of the major improvements in ore grinding economics in North America has been the introduction of autogenous grinding. The history of this has been well documented in previous AIME presentations and in the literature. Pickands Mather & Co. has been very active in the development of autogenous grinding since 1957. This early work led to the application of autogenous grinding to the Wabush Mines ore in 1965, with the installation of 6-24 ft. diameter by 8 ft. long - 1,750 HP mills. Development work recently completed in 1971 on another ore has led to the decision to install 5-36 ft. diameter by 15 ft. long - 12,000 HP mills when this project goes ahead. Between these two decisions lies a tremendous amount of research, development, and application of autogenous grinding to a variety of ores. The Pickands Mather Metallurgical and Research Laboratory in Hibbing, Minnesota has tested, in its pilot plant facility, ores from 9 different deposits. Some of these deposits have as much difference within their own ore types as there is between the various deposits. Therefore, it is safe to say that over 20 different ore types have been tested and flowsheets developed for commercial applications. Of the 9 projects, 3 are in operation. These are Wabush Mines in Labrador, Canada, (1) Savage River Mines in Tasmania, (2) and The Griffith Mine in Red Lake, Ontario, Canada. (3) Pilot plant work has encompassed over 300 individual tests. These tests were carried out in mills that were 5-1/2, 8, and 12 ft. in diameter. Grinding power requirements for the primary autogenous milling has varied from 2 to 30 KWH/Lt of crude ore.

This paper describes the future position of metallurgical coal, particularly as applied to Canadian reserves. Quality coking coal is declining in availability, but preheating practices may alleviate this situation to some extent. Two new processes are discussed in the paper - formed coke and direct reduction - and their coal specifications are outlined.

As the program says -we'll he talking about the expectations of the Management of an Industrial Mineral enterprise relative to the activities of geologists engaged in that enterprise. Industrial Minerals is such a large industry both in tons produced and in value of product -and of such diversity and complexity of participating enterprises, minerals and products that I doubt if anyone person can speak for the entire industry as to the expectations of management with respect to the geologist. I'm sure there are major differences in emphasis between segments of management as to the relative importance of the different aspects of the geologists' role in the scheme of things. However, we will try to generalize concerning what we consider to be important factors and to be more specific perhaps of some of the factors with which we have had direct assessable experience.

The Office of Coal Research has been supporting the development of processes for producing synthetic pipeline gas from coal since 1964. .Some of this work has also been jointly supported by the American Gas Association. The work has progressed through laboratory investigation, to bench scale, to pilot plant. It was far from a crash program, generally being fund-limited.. As of one year ago, we had reached the following position: 1. The Institute of Gas Technology HYGAS. process pilot plant in Chicago, Illinois, was in the process of being finally completed. This plant is designed to produce about 1,500,000 cubic feet of pipeline-quality gas per day from 75 tons of coal. 2. The Consolidation Coal Company, CO2 Acceptor Process pilot plant in Rapid City, South Dakota, was well._ on its way to completion. This plant, designed primarily for lignite and subbituminous coals, has about one-half the design capacity of the HYGAS plant. Additionally, the initial construction did not provide for cleanup and methanation; only the preliminary synthesis gas is produced. 3. The Bituminous Coal Research, Inca, BI-GAS pilot plant was in a preliminary design stage. A site had been selected near Homer City, Pennsylvania, to build this plant, planned to consume 120 tons of coal per day. Meanwhile, as you are all well aware, a natural gas shortage was developing in this country. Much has been published about it, so I will not. bother you with further details. Suffice it to say that the reserve-to-production ratio has been steadily declining, because we have been using.-as-faster than we have been find-

The paper considers the selection of control instrumentation for a modern flotation plant, as well as the best interpretation and most effective use of the process data obtained. Process control computer availability is considered from the outset. A general philosophy of control is proposed which leads toward a system that is its own reliability monitor. The bulk of the problems are in grinding and classification. Alternative control methods are described that use particle size measuring devices. Flotation controls, based to a large extent upon on-stream X-ray analysis, are reviewed in detail. Reagent control methods are also examined. Methods to analyze the data obtained from the various measurement devices are introduced. These methods would enable an estimate of the validity of the data and require some redundant information. Another objective of these methods is the protection of operating equipment from possible control malfunctions. Although the discussion generally considers some degree of computer usage, this paper attempts to describe instrumentation and data analysis methods that enable control with or without the process control computer.

In every business today costs come under almost microscopic scrutiny. It's hard to conceive that less than 30 years ago there was no such cost consciousness apparent in overall industry. Railroads, through their almost absolute monopoly on freight handling, were one of the industries where little thought was given to overall costs. True regulation kept rates in line, but railroads did very little in the area of supplying equipment intended to help the shipper minimize his costs and at the same time result in savings to the rail carrier. During this period, except for isolated cases, railroads placed standard cars for loading. Most railroad car fleets consisted of box cars, hopper cars, flat cars and low side gondola cars certain roads having unique movements developed special cars to accommodate the particular product, but seldom did these cars move in general interchange service. Most of you are aware that several large companies built railroads of their own as an integral part of raw materials handling from remote sources to production plants located near concentrations of usage. On these railroads special cars were built with little thought to inter-change service. Examples of such railroads are the Duluth, Missabe and Iron Range, the Elgin, Joliet and Eastern, the Union Railroad, the Bessemer and Lake Erie and the Birmingham Southern.

"THE OPPORTUNITY to participate in a CIM seminarconcerning the direction of mining engineer trainingis perhaps fortuitous as it comes at a time when theengineering schools which have invited inspection byCanadian Accreditation Board of the Canadian Councilof Professional Engineers are examining theirrespective curricula.Currently there exists considerable soul-searching in various engineering schools across Canada where questions such as the following are being posed.- Have we achieved the correct balance between subjects related to technical methodology and subjects devoted to conceptual planning and design?- Should we include ""applied humanities"" in our program? (Whatever ""applied humanities"" might mean!)- Should courses covering pollution control, ecology, economics, technical writing, professional conduct and ethics be offered as compulsory subjects, as electives, or not at all?- Is it a better scheme to have students complete an Arts or Science degree before entering engineering?- Do we place too much emphasis on pure mathematics and sciences with the result that insufficient time is available for instruction in the engineering applications of these subjects?- Should English expression and/ or literature be included in the engineering programs and, if so, should these subjects be presented by the English department or by English lecturers captive to the engineering school? - Is the present program directed primarily at research activities rather than preparing engineers for their future roles in industry? - Should we teach our own versions of mathematics and physics? - Do we have sufficient engineers on the faculty strength or are we overloaded with Ph.D.'s from the pure sciences? - How flexible should the program be, what should the compulsory vs elective course content be, and what freedom of choice, if any, should be given with respect to elective courses? - To what extent should students contribute to faculty decisions?- How far should we pursue computer science subjects and do we need to make our students proficient in computer programming? - How far should operations research and mathematical models be carried in the undergraduate program when the students have limited experience in the real engineering world? - Realizing that an engineer never completes his education, should the undergraduate program cover ""bare bones"" engineering and should instruction in particular disciplines be left to graduate schools and / or industry?"

Mr. Chairman, Fellow Keynoters, Ladies, and Gentlemen: It is purposed to consider the theme of this meeting, "The 1970's - Pivotal Decade for the Mineral Industries," from the particular -- some would say peculiar -- point of view of one engaged in mineral engineering education, and this coign of vantage prompts the textbookish subtitle, "Problems and Solutions (?) in Undergraduate Mineral Engineering Education." Three interrelated problems, or problem areas, will be presented and discussed, and where solutions seem to be emerging or seem worthy to be suggested, they will be identified. The three problems are: 1. The goals, and therefore the course requirements, of the undergraduate curricula are in question, 2. The unit costs of undergraduate education appear excessive to those who bear the charges, and 3. The social ambience of the day affects for the worse the work attitudes and the career motivation of both prospective and in-course students. The Need. - Any discussion of these problems must bottom upon recognized national needs for minerals and a technologically sound minerals industry staffed by competent engineers, particularly at the exploration, development, and production levels, Fortunately, these needs have been recognized and to some extent quantified, and they are even now under further intensive study by some of the most competent members of our society and profession. The latter reference is, of course, to the current work of the National Commission on Materials Policy (U.S.A.) under the executive directorship of Dr. James Boyd. The major role of financial institutions in the free world in the development of mineral resources is to provide the necessary capital in the form of loans to underwrite the development of these resources by the industry on a stable and continuous basis. This capital provided by the depositors to the bank must be invested in sound projects where the degree of risk is relatively small, the return on the investment is reasonable and the time to retire the loan is of short duration. Money is, therefore, one of the important ingredients along with technology, manpower and an exploitable resource that will provide a sound economic base in this region of development. Canadian banks are similar to banks of other western nations, although each country has some differences in their banking systems. The basic difference between the American and Canadian systems is that the former employs unit banking while the Canadian utilizes the more mobile branch system, which is prohibited or restricted in the United States and some other countries. Canadian banks are the subject of this paper, so, subsequent material will relate to Canadian banks unless indicated otherwise. It will be realized by everyone that the mineral industry is only one area of the economy in which the banks are interested and to cover the subject matter in the time allowed, the topic is restricted to mineral resource development. In Canada this is a vital sector of our economy and before we outline some of the details of financing and services involved in various aspects of mineral development, a review of the Canadian mineral industry is a necessary part of the sequence of presentation. The writer presents this material as a resource engineer advising a major bank in mineral matters, so the presentation may relate more to the financial problems of the developer
