The purpose of this paper is to outline briefly some basic principles of ground-water hydrology that have application in mine hydrology and to suggest that an understanding of these principles can help to forestall problems that are internal as regards mining operations and external as regards damage or harm to surrounding areas. The development of a mine below the water table pleads for accurate values to answers of hydrologic problems. Such internal problems involve both an inflow of water without adequate drainage facilities and a deficiency of water for the required mining or milling use. Methods which give acceptable quantitative values for the solution of many ground-water problems depend on rather simple geologic structures, characterized chiefly by homogeneous rocks of considerable areal extent. Unfortunately, mining operations are likely to be centered where rocks are not homogeneous. Consequently, methods that attempt to show values of the storage and transmitting capacity of rocks in mining areas must be applied with caution. In spite of complex geology and apparent uniqueness of individual mines and quarries, adherence to some concepts of ground-water occurrence and movement should be helpful to mine operators. Mining operations that extend below the water table disturb the natural hydrologic regimen. Prior to development, the water table slopes away from the site of a mine in at least one direction, but as soon as development begins and water is removed from the mine, the mine becomes the apex of a depressed cone in the water table, causing a convergence in the flow of water toward the mine, The behavior of the cone of depression, as it tends to deepen and to increase in areal extent when the mine is deepened, is related to the rate of withdrawal of water necessary to keep the mine dry. The significance and nature of the cone of depression in the vicinity of pumped wells has been studied by ground-water hydrologists for years, but the cone caused by pumping water from mines has generally been less systematically appraised. For several generations now, the high alumina clayey sediments of Southeastern Alabama and Southwestern Georgia have supplied those regions with steady, mineral-based income although the impact of that income has been relatively minor until recently. Since World War II, mining activity has increased algebraically with over half of the total ore value in the Alabama area having been recovered since that time. The Georgia area production increases are even more dramatic. The trends are continuing and the next decade should see ore winning figures which will dwarf all previous production. It's time for the mining engineers to take note of this development as the mining methods, similar to the production, have developed rapidly and now offer challenges for the most competent professional. The development of mining techniques has followed a classic pattern. Beginning almost a hundred years or so ago, with the loading of weather-resistant surface boulders into mule-drawn wagons, mining methods have progressed to discovery of limited surface exposures in outcrop and eventually to stripping and development of non-obvious, subsurface deposits. Little by little, the overburden thickness of new pits has increased until, at present, pits with 100' -125' of overburden are being actively worked. Ground water problems in the Eufaula District are particularly challenging. At A. P. Green's J. W. Baker Pit, #l, in Barbour Co., Alabama, it is necessary to continually pump groundwater at the rate of about 400 gallons per minute from wells on the periphery of this large pit in order to keep the water table low enough to allow mining of the ore body.

The method of moving averages was found useful in assessing the nature of methane emission in coal mines. Emission rates were influenced markedly by the presence of abandoned oil and gas wells in the vicinity of the mine. Such wells appeared to increase the flow rate of methane into the mine by a factor of 2 to 30 in an active mine in the Pittsburgh coal seam.

A couple of years ago, one of the major television networks produced a series on the environment. One episode in the series dealt with the nation's solid waste problem and some of the research being done to solve it. It was interesting to listen to one researcher who was attempting to develop a glass that when broken would dissolve in water. It was said that using this glass would eliminate over 100 million tons of solid wastes each year. At first glance, it would appear that this research-effort would make a significant contribution to environmental pollution control; however, if one pauses to consider the water, he can see that this solution to the solid waste problem may well contribute to a water pollution problem. The dissolved material must either end up in our surface streams or be removed in waste treatment systems. Either alternative may have a more adverse effect on the environment than the original problem. With today's emphasis on the environment, it is important that the effects of our activities be studied in depth. Then, by properly planning the activity, the adverse effects can be minimized. The coal mining industry 100 years ago was in the same boat, as our glass maker, is today. Unfortunately, it too failed to consider all the effects of its activities and as a result, in Pennsylvania, there are over 5000 miles of streams adversely affected by coal mine drainage. The situation is improving, however, because mine operators are beginning to recognize and accept the methods for controlling coal mine drainage. The purpose of this paper is to discuss the measures for the control of coal mine drainage and to set forth the factors that affect these controls.

Geologically, as distinct from economically, "porphyry copper (molybdenum, gold, silver, etc.) deposits" might be defined as large, disseminated and/or stock-work occurrences of copper-minerals, generally averaging less than 1 per cent cop-per. They are normally associated with small plutons which range in composition from granite to diorite, although, typically, they consist of quartz monzonite or granodiorite. Circumstantial evidence indicates that these "minor" granitic intrusions may represent the intrusive phases of post-orogenic, calc-alkaline volcanism, this conclusion being suggested by: 1. Texture and grain size. 2. Prevalence of intrusive breccias. 3. Relationship to unconformities and estimated depth of emplacement. 4. Spatial distribution in relation to orogenic zones. 5. Age of mineralization and igneous episodes

The purpose of this research was to develop a computer simulator fur predicting the air quality in existing coal mines as well as a design aid for developing new mines. In addition to the air quantity flow, the other variables of tempera Lure, moisture, methane and respirable dust are necessary to determine the air quality. An additional feature of this simulator is that it allows parametric studies of these variables to explore the effect that these variables have on the air quality of an operating mine system. The research has also pointed out arias where more research is needed, and promote better and more systematic data taking techniques. Wang and Hartman (see Reference 9, on page 1-98 of Section 1) had already published a computer program to determine the ventilation of large mines, and Wang and Saperstein (see Reference 10 on page 1-98 of Section 1) later published a refinement of the work in the previous reference. These references were the starting point of the simulator developed by this present research effort, and Section 1 of this report is a slightly modified version of the original vent elation program. The impact of conversion on the coal industry can be summarized very briefly: We are going to have to mine an awful lot of coal. Fortunately, the United States has the coal reserves available, and given the right conditions, we can mine it. The coal reserves of the United States are enormous. If we consider them on the basis of proved reserves, using the standards of the petroleum industry--that is, resources mapped and explored and recoverable with present techniques at close to present costs--and compare that with the reserves of other fuels, coal constitutes 88 per cent of the proved recoverable energy resources of the nation. That includes oil, natural gas, oil shale and uranium, so long as the uranium is used in burner reactors. If we consider resources on the basis of "ultimate recoverable" reserves, that is, those resources which can be extracted with improved technology and at somewhat higher costs--and if we include those resources of all fuels not yet found but believed to be waiting discovery--coal still accounts for 74 per cent of the national total. We have built a hydrocarbon economy in which about 76 per cent of our total energy needs are supplied by petroleum and natural gas, and about 20 per cent by coal. Domestic resources of oil and gas are running dangerously low and, assuming a continued hydrocarbon economy, the 20 per cent supplied by coal may increase dramatically. We already import nearly a quarter of the petroleum we consume, and the chief source of additional imports seems to lie in the politically unstable Middle East. Natural gas is in even shorter supply, and the problems of importing it seem at least as difficult as those of oil. The fact is, the United States is already relying to an increasing extent on foreign fuel sources. There is an obvious national risk in making an important part of energy supply hostage to foreign governments of uncertain tenure and friendliness. General Statement In Montana, as in most states, the requirements for water quality control are becoming more restrictive. What was once accepted practice is now obsolete. The planning and construction of water quality control facilities has taken on new importance. Past practices and new ideas must be examined to meet the challenge. By this paper we hope to encourage the exchange of ideas for the improvement of water quality control techniques. Both the mining industry and governmental agencies should benefit from such an exchange. The following is a summary of the work done and in progress by The Anaconda Company in Butte to provide an improved water quality related to production processes. We invite your comments. Substantial priming was a considered necessity for proper initiation of ammonium nitrate-fuel oil mixes as ANFO began to carve its niche in the mining industry in the latter fifties. Heavy priming accompanied the introduction of prills and oil to many blasting operations, large charges of high explosives were commonly used at the bottom, top and frequent intervals through-out the column. As the quality of ammonium nitrate improved and operators became more experienced, primer costs began to diminish. Increased experimentation continued with reduced primer costs a main objective. Cast primers were introduced and became accepted as an excellent companion for ANFO. Although the trend toward larger diameter boreholes became increasingly popular, emphasis on lower and lower priming costs continued. A primer was simply required to produce any type of initiation within the ANFO column to be considered adequate. Suddenly ANFO priming had digressed from excessive to marginal. Early experimental data developed at "test site" and laboratory locations indicated that ANFO had a tendency to react inefficiently in the initiation region of the column unless substantially primed. This was evidenced by the presence of unstable reaction rates detected with newly developed detonation velocity measuring equipment. Crude oils from fields throughout the world are analyzed by the Bureau of Mines to determine the characteristics of the oils and their contribution to the petroleum resources of the world. Analyses are reported for 169 foreign crude oil samples from 122 oilfields in Africa, Asia, Australia, the Caribbean, Europe, North America, and South America. Tables show the geographic and geo- logic origin of the samples, names of companies that supplied the samples, annual production for the fields, general characteristics and analytical and computed data, hydrocarbon-type data, cumulative production of the larger fields, and references to sources of geological and field development information. The analyses were made by the Bureau of Mines routine method and comparisons may be made with more than 8,000 other such analyses.

The aim of the present study was to determine the thermal oxidative behavior of materials used in coal mines, with emphasis on the type and relative concentration of the products, in particular the toxic species formed. To supplement this work and to gain understanding as to the type of products possibly formed and also to assess the limitations and advantages of the various analytical methods used a literature survey of the past investigations performed on the compositions of direct interest to the subject program was conducted. The compositions thus covered were cellulose, polyvinyl chloride, neoprene, urethanes, polyamides, polyesters, polyethylene, epoxy, phenoxy, urea-formaldehyde and melamine formaldehyde resins. The results of this review are compiled in the Appendix. The experimental work consisted of thermal oxidative degradation of 36 materials and 4 composites using a stagnation burner apparatus developed in these laboratories which affords a dynamic system approximating somewhat the conditions encountered in underground coal mines. This technique as employed during this program gave only the relative product concentration at specific periods of the decomposition process, The advantage of this approach is that in this manner screening of materials can be accomplished in conjunction with some assessment of the decomposition rate as influenced by temperature and material composition. Limited static tests were performed using a sealed tube method. The materials studied were grouped according to their compositions. The following were the main groups: (a) polyvinyl chloride-containing materials, (b) neoprene compositions, (c) rigid foams (urethanes, isocyanates), (d) miscellaneous materials (including jute, fiberglass, polyethylene and some articles of unknown composition), (e) coal and fluids (phosphate esters, organic esters, oil-water emulsions), and finally (J) composites. The latter comprised a mixture of a phosphate ester fluid with (a) coal, (b) a representative polyvinyl chloride sample, and (c) a neoprene type composition.

Use of crushed waste rock recovered by sink-float separation from normal ore production for backfill is an established procedure at Commco's Sulhvan mme, Kimberley, British Columbia. Need for a safe method of placement in voids which were difficult to reach by gravity methods led to a co-operative venture with Radmark Engineering Ltd. in the development of a workable pneumatic transportation system for rock material. This paper reviews work done to date in a current program, and includes comments on the nature of the fill so placed, options for cementing such fill, implications for other aspects of mining and references to other applications of the system by other organizations who exchanged experiences with the Sullivan mine staff during the five-year period reviewed.

"MR. CHAIRMAN AND GENTLEMEN :I begin this talk by making a couple of comments which are of the nature of disclaimers.Firstly, and as the Chairman has otherwise indicated, I was neither ""born into"" nor have I spent more than a few years of my professional life in the mining industry. I mention this because many might, and perhaps rightly, consider that an added qualification in presenting a report of what the industry has accomplished. Indeed, I am not here to blindly defend all of its actions and inactions in respect to environmental control over the years. Nor am I here to seek absolution of the industry's past transgressions - if indeed that is the word. Mistakes might be a better one. I concluded some time ago that the effects of those mistakes are too difficult to assess against the sea of errors of our total society. I should mention too that I am not an environmental engineer or specialist - only a portion of my interest is involved with this field. Perhaps this permits a perspective which allows a more accurate and objective view.One further comment here. My job today, as I understand it, is to generally report upon the nature and extent of the response of the metals mining industry to control of the environment. In the case of an industry operating at more than a hundred locations and for various reasons at various stages of progress, it is not an easy job. On the other hand, I wanted to avoid the use of generalities because, especially within the context of environmental or ecological opinion and of the practice of condemnation of industrial segments, I think we've had about enough of generalities until we know far more than we do.Finally, I am quite aware that a statement of future plans to achieve environmental control does not impress or satisfy as many people as it may have done some years ago. Public opinion demands to know what is currently underway, today."

Several years ago I wrote a comprehensive paper 'entitled, "Future Trend of Bulk Carriers" dealing with the principle dimensions of vessels and how they can be predicted; then with loading and unloading of large carriers, especially considering various designs of "Self Unloaders". Since writing the paper, many large bulk carriers were basically built along the, predictions made. Maximum size today is in the 150,000 DWT class, with few exceptions, which are combination carriers (ore-oil) or OBO's (oil-bulk-ore) in the 200-250,000 DWT class in the same paper, many references were made cautioning engineers not to design ports which could be "obsolete tomorrow", however, these were not always followed. Nevertheless, during the past few years many modern ports were built signaling the beginning of a new area of "Super Ports". Super Ports can be built for various reasons, most important to provide transfer stations where bulk material is received from large carriers then transferred to smaller vessels or barges for distribution. Obviously, opposite movement of bulk commodities can justify the building of "Super Ports", however, these are not as difficult to build for many reasons. The Material Handling Industry has developed efficient means of unloading smaller vessels or barges with continuous-type unloaders and has mastered the art of storing, reclaiming, and moving large quantities of bulk material to high-capacity shiploaders. Nevertheless, the industry has failed to design and market efficient ship unloaders which in any way could match the presently attainable shiploading rates. For these reasons, it is considerably more difficult to build "Super Ports" for incoming rather than outgoing bulk materials with large bulk carriers. The purpose of this paper is to elaborate on problems affecting high-capacity, continuous ship unloaders, especially involving large bulk carriers. For better understanding, some references will be made to the smaller, continuous barge or ship unloaders, but only as the principles affect the larger units. Intermittent coal mining has been conducted in Alaska for over a century. The first report of coal in Alaska was by the Veechy expedition of 1826 and 1827. Whaling ships used coal from Corwin Bluff near Cape Beaufort during the early and latter parts of the 19th century. The first coal mine in Alaska -- and probably the oldest in the Pacific coast of North America -- was opened by the Russians at Port Graham on the southwest tip of the Kenai Peninsula. The mine was operated from 1855 until 1867 when the United States took possession of Alaska. From 1880 to 1915 coal mining was carried on intermittently at several localities including Unga Island, Herendeen Bay, Chignik Bay, Kachemak Bay, and several points along the Yukon River. Small coal mines along the Yukon River provided fuel for the river steamers traveling from St. Michaels to Whitehorse. The area of sustained coal production began with the completion of the Alaskan Railroad from Anchorage to the Matanuska coal field in 1916 and to the Nenana field in 1918. Coal production continued to increase until 1953, at which time the oil and gas fields in Cook Inlet were developed. Oil and gas eventually replaced- the Matanuska coal as a means of providing heat and power. The military in the Anchorage area shifted from coal to oil in 1967 causing a decrease in production. The increased demand for electric power in the Fairbanks area offset the decline and coal production started to increase. In 1969-1970 the Golden Valley Electric Association constructed a mine-mouth power plant 70 miles southwest of Fairbanks near Healy and a power line to Fairbanks. LOCATION OF COALS IN ALASKA Coals are found in all geographical subdivisions of Alaska. Coal in Alaska ranges in age from Carboniferous to Tertiary, and grade from lignite through anthracite. Figure 1 shows the locations of Alaskan coal fields. The only fields that have been developed extensively are the Matanuska and Nenana. Figure 2
