This Bureau of Mines report describes 2nd evaluates iron ore resources in California and Nevada and analyzes the California and Japanese iron ore markets in which these resources will be used. The competitive position of California-Nevada ores, in these markets, was estimated by comparing regional iron ore prices, production costs, and transportation costs with those of foreign suppliers. Resources were determined to be sufficient to produce the equivalent of 585 million tons of 64-percent iron pellets at a price of less than $15 per ton delivered at California ports. Much higher tonnage could be produced at higher prices. Iron ore requirement of the California iron and steel industry will increase to an estimated 15.9 million tons by the year 2000. A study of the iron ore production potential of California-Nevada deposits and of out-of- State sources indicated that this ore requirement can be supplied most economically by California-Nevada ores. Iron ore import requirements of the Japanese iron and steel industry will increase to an estimated 150.0 million tons by the year 2000. A study of price trends in this market indicated that very little California-Nevada iron ore will be sold in Japan after 1973 when existing sales contracts expire. Iron ore-exports might be economically possible if ore could be transported from California to Japan at ballast rates as backhaul on existing petroleum shipping.

For the past year, MBD has been engaged in a lively discussion on a name change for the Division. To complicate things, more than one name change has been proposed! There has been much discussion on the subject, as anyone who has attended the Annual MBD Business Meeting or read [jE] knows. The position of many of our members is well known. There is, however, one group that has not been heard from. These are the future members-the present students and those even younger who are yet to elect our profession. As one who has traversed the academic-industrial interface several times, I think I am qualified to speak for this group. Before going further I think it wise to state unequivocally that our Division should adequately represent our profession. The whole profession is just too small to chop into a plethora of pieces: "I'm not a mineral processing engineer, I'm an ore dresser-well, actually, I specialize in comminution, specifically in grinding, mostly in autogeneous grinding-primary autogeneous grinding that is-and my 'thing' is really iron ores, taconites, mind you!" Enough to confuse even those that keep the faith, and certainly we can't build a profession on such narrow pieces. Either an employer can hire a professional who knows the entire profession or he can't. As more and more companies search out opportunities in the mining and metallurgical fields and as environmental considerations bring into question even our technically well proven processes and procedures, there is a greater need than ever be- fore for a well-rounded mineral processing engineer well versed in all of the process possibilities. What is needed is one who can take an ore-or municipal trash for that matter-and produce there from a valuable product by the most appropriate means. It doesn't really matter if this is done physically, chemically or thermally.

The Bureau of Mines obtained samples of oil - reservoir rock from wells in Ohio , Pennsylvania , and West Virginia as part of an investigation of the susceptibility of petroleum reservoirs to secondary - recovery techniques . Illustrations and tables showing the geographic and stratigraphic sequence of the cored reservoirs and 40 tables of detailed lithologic descriptions of the reservoirs are presented . Information relevant to geologic surroundings , oilfield history , coring and well logging operations , and reservoir core analyses are referenced throughout the report .

G. H. HENDERSON INTRODUCTION It is a pleasure to have read Mr Schuman's wide ranging and highly informative paper and also to congratulate him. Before proceeding to give views on the use and preservation of coal in South Africa, it is perhaps apposite to look at the South African scene on the world canvas. Mr Schuman's figures in his Table I are highly revealing. The Table shows expected consumption, export and import demand in the year 1980 by the continents of the world. The Republic of South Africa is shown as one of only four exporting countries at that date, although in the interim, Australia has become an exporter and will continue to grow as an exporter of coal. Huge fields have been proved in recent years. There is reason to think that for some years, coal and its economical uses have been under-estimated. The importation of oil carries a constant question mark and the exciting possibilities expressed in the uses of Dranium a decade ago for power generation, appear to have met with some setback. Present indications are that breederreactors will be delayed until about 1990. The capital cost of such reactors, too, is enormous. By 1980 it has been estimated that 20 per cent of the energy required by the leading ten nations of the world will come from nuclear power, but 80 per cent would then remain for fossil fuels and hydro generation. COAL DEMAND AND USAGE It is of interest to record that coal production in all the countries of Europe has declined markedly in the last 25 years. This is due to competition from oil, gas and nuclear power and also for sociological reasons; but there are signs that efforts will be made to resuscitate, at least in some measure, the mining of coking coals for which there is a strong and growing demand. Possibly all hard coal now mined in Germany has coking properties and that country is self-sufficient in this commodity. Germany might perhaps consider selling coking coal to her neighbours and importing additional coal for power-raising purposes. It has been frequently stated in American publications that the coal reserves of the D.S.A. are sufficient for 1 000 years. What that means, I do not know, but it is at least an indication that America has huge reserves of coal. Domestic and export demand in the U.S.A. in 1968 exceeded production for the first time. In 1969, the United States' output amounted to some 556 million tons, an increase of less than 2 per cent on the previous year. The output achieved fell short of demand, domestic and export, by more than 7 000 000 tons. This has caused and is continuing to cause anxiety in the U.S.A. In many countries young men for a number of reasons, largely environmental and social, are not coming forward in sufficient numbers for mining requirements and the same pattern has revealed itself in the Republic. This is, indeed, alarming because mining men in large numbers will be required to meet the estimated tonnage requirements set out in the following Table: It is difficult to visualise the replacement of these coal requirements either by oil or by nuclear fuels. The coal must be mined and men are required for the purpose. Unless a greater section of the population is allowed to participate in the more responsible aspects of mining, there is a serious likelihood that demand will not be matched by output. In addition to local demand, a lively export trade is possible. Exports are dependent on the future capacity of the South African Railways and Harbours and on Government policy. An export figure of 10000000 tons per year during the decade can be visualised and this figure would raise total estimated sales production to a figure of over 100 000 000 tons in 1980. Discussion Dr R. E. Robinson (Fellow): The author must be congratulated on a very meticulous and self-contained piece of work. It is indeed a pleasure to read a paper that is so clearly and systematically laid out, and where the conclusions and the testwork conducted have been so clearly described. The paper is complete in itself, which makes it very difficult for someone who is not intimately involved in the whole Torco project to make any comments on its content. However, two points that, strictly speaking, fall outside the scope of the paper are of considerable interest. The first relates to the particle size of the material treated. In the paper, the testwork is confined to one standard particle size (minus 60 plus 100 mesh). The essential feature of the paper is to indicate that the rate-controlling reaction in the whole segregation process is the rate of reaction of the ore particles with the reducing agent and the hydrogen chloride. One wonders, therefore, to what extent this relatively slow rate of reaction is affected by the particle size of the ore itself. One imagines that the reaction must take place by contact of the hydrogen chloride with the surface of the mineral particles, and it is reasonable to suspect that the rate of diffusion of the copper ions to the surface is a relatively slow process and is thus the limiting factor in this particular rate of reaction. It is possible, for example, that the improvement obtained, when the ore is subjected to reducing conditions before the chlorination, is due to a breakdown in the crystal structure of the original particle. This breakdown is brought about by the reduction and by the consequent increase in surface area available for reaction with hydrogen chloride. Can the author indicate whether any work has been done along these lines, and whether it has been established that the reaction depends on the surface area available? The second point relates to the application of this kinetic study to the actual operation of a Torco reactor. It was once planned to feed the sodium chloride, together with the reducing agent, into the top of the segregation chamber. In the paper, the author mentions that it has now been established that the segregation chamber behaves, to all intents and purposes, as a fluidized bed, and that there is, therefore, a rapid evolution of gas in the lower regions of the chamber, which, it is imagined, displaces the gas phase rapidly. Since the reaction between sodium chloride, water vapour, and the aluminium silicates in the ore is extremely rapid, one wonders how much of the hydrogen chloride produced is removed from the reaction zone before it has had time to react with the copper minerals. The extremely low consumption of sodium chloride (which is a vital feature of the Torco process) must depend on an extremely rapid circulation of the hydrogen chloride gas to all the ore particles in the segregation chamber. One wonders, therefore, if a system for the introduction of the sodium chloride into the bottom regions of the chamber might not result in even greater efficiency in the utilization of sodium chloride. ProC D. D. Howat (Fellow): All of us who have been concerned with the study of chemical reactions at high temperatures are keenly interested in kinetics and are well aware that this is not an easy study experimentally. Dr. Brittan is to be congratulated on the development of neat experimental methods and for his full discussion of the results obtained. Although the segregation process for the extraction of copper from oxide and silicate ores has been known for almost fifty years, the fundamental chemical and physical changes involved have been little understood and the fundamental data are very scanty. The work now in progress at A.A.R.L., together with that sponsored by the Anglo American Corporation in other research institutions throughout the world, is bound to produce new fundamental data and a much more complete understanding of this rather fascinating process. It is already apparent that some of the old and well-worn chemical reactions that were postulated to occur, just cannot take place in the way which was formerly accepted. Dr Brittan's work, carefully conducted and thoroughly analyzed as it has been, still leaves us with one great outstanding problem. The thermodynamic data and the possible reactions set out in Table I (page 281) of his paper leave us asking, in complete despair, how can copper be converted into a volatile chloride in the presence of HCl, CO and carbon at temperatures about 800°C? The thermodynamics all combine to show that copper should be reduced to metal as the first step in the process. This brings us right up against the second problem. If copper were reduced to the metal how would HCI convert it to the volatile chloride? On top of these problems is the unknown reason for the very high speed of reaction between CO, HCI and the ground copper ore. Still further into the region of the unknown is the reaction by which gaseous hydrochloric acid is produced in the actual process. Perhaps Dr Brittan is feeling grateful that he doesn't have to try to explain this reaction-at this stage of the research programme at least. The results very clearly show that both CO and HCl gas are essential for rapid production of the volatile copper chloride. Dr Brittan states that 18 minutes were required to attain 83 per cent extraction with HCl gas alone and this was reduced to 4 minutes when CO was

In recent years, there has been increased interest in construction problems presented by karst topography. Twenty-five years ago, karst areas were by-passed for development. Today, the high cost of land and population pressures are requiring utilization of karst areas. Areas exhibiting karst features can be satisfactorily developed so that construction can proceed in a normal manner; or the areas may be left undeveloped and the underground drainage system abused by improper use causing or contributing to structural collapse, excessive erosion, and a grave threat to the stability of land development and the environment. The term "karst" is a comprehensive term applied to areas underlain by soluble rock that possess a topography formed chiefly by the dissolving of rock and the diversion of surface waters to underground routes. There are four features which contribute to the maximum development of karst. 1. A soluble rock, preferably limestone, must be present at or near the surface of the ground. Occasionally, dolomite will suffice.

In late 1965 General Mills announced the availability of a new liquid ion exchange reagent, LIX®-64, for the recovery of copper from various solutions, such as dump leach liquors. Acceptance of this material by the copper industry has been gratifying. A number of pilot plants have been operated, and at this writing there are four commercial plants either in operation or under construction. The properties and operating characteristics of this reagent have been described in previous papers.1,2 LIX-64 is quite effective and selective for copper extractions although partially limited in pH ranges, losing extraction efficiency as the acidity of the feed solution increases to below pH 1.0. Also, the LIX-64 content in the kerosine carrier was limited to about 10 volume percent (except for special cases) because of rapidly decreasing phase disengagement rates above this content. This in turn led to large plant capital costs, as the organic flow rates had to be in- creased (rather than LIX-64 content) to extract the copper from high content liquors. This was true in all circuits where the feed copper content ran above 2.0 g/l copper. A reagent was needed which would extract copper from more acidic liquors (or higher copper content liquors) and which exhibited improved phase disengagement characteristics with reagent contents up to 30 volume percent. General Mills is pleased to announce the availability in commercial quantities of a new and improved reagent, L+-64~. This reagent broadens the pH range in which copper can be extracted, and exhibits superior phase disengagement characteristics. The improvement in the reagent has been noted in laboratory circuits, as well as pilot plant runs and commercial operations.

Many computer programs have been written which are capable of performing a least squares fit, both linear and nonlinear, to data gathered by the petroleum researcher. However, when the petroleum engineer tries to program methods of analysis he has used manually in the past, such as forecasting production by decline-curve analysis, more than a knowledge of the use of existing least squares programs becomes necessary. It is the intent of the authors to report the techniques used in the development of such a decline-curve program.

Cost control is a lot like motherhood - everyone proclaims its need and its worthiness, but is it really appreciated and used to successfully complete a project on time and within budget? Good Cost Control is a yardstick - requiring fixed definition but this does not mean rigidity for the project. It provides the means for telling: 1. Where you are going 2. When you will complete and 3. What it will finally cost. Cost Control does not fix the price of dreams nor the cost of projects loosely defined. It does not control costs in itself but provides the tools whereby engineering decisions can be made which will ultimately affect the project cost It does not even guarantee that a project will be completed within the original funds - but only, if this reflects management desires.

"Mineral endowment in northern British Columbia and the Yukon Territory was assessed on the basis of geological opinion which was gathered in a quantitative framework of subjective probabilities. The survey area encompassed 364,000 square miles and was divided into 310 cells having dimensions of one degree of longitude by one-half degree of latitude. The response solicited related to tonnage, grade and number of deposits of a particular mineral in each cell. The questionnaire sought an expression of mineral endowment down to mine-able depth as distinct from economic expectations. Details on the questionnaire and responses are presented in a series of contour maps on individual commooities, which illustrate the collective occurrence picture of the respondents. The approach is largely dependent on the cooperation of an adequate number of geologists familiar with the region being examined. This approach to an assessment of the mineral endowment of a region has a wide range of applicability, from the focusing of exploration effort to aiding government and development bodies in the formulation of regional strategies and the planning, for example, of road, rail and power facilities."

I have been asked to discuss the "Development of the Twin Buttes Mine for Production." This property, which is a large low-grade open pit copper mine about 25 miles south of Tucson, Arizona, was recently brought into production by The Anaconda Company under a long-term lease agreement with the Banner Mining Company. Since the scope of this paper is limited to the subject broadly indicated by its title I will confine discussion of historical, environmental and other general matters to a brief summary sufficient, I hope, to establish a background of those conditions which influenced our approach to the technical and economic problems that faced us at Twin Buttes. The paper deals primarily with our studies and activities related to the solution of these problems and with the resulting engineering and business decisions that were taken - decisions which culminated last September in the initial commercial operation of another major open pit copper producer unique and interesting in several respects.

As 1970 develops and industrial minerals stand at a crucial point in their progress, research and development programs appear to be the key needed to open up new uses for each mineral's future growth. Radically new processes are needed for making a host of new synthetic products from mineral raw materials which will more nearly meet the demanding specifications required for high performance in space, nuclear and defense applications. Consumer applications for high temperature environments will be needed and are important for continuing the nations economic mineral position. In addition, an acute materials problem limits the effectiveness of some of the newer concepts for controlling ail pollution. What is needed then, according to a report printed by the National Academy of Sciences, is the carefully planned development of a limited number of major centers at universities to provide for both basic research and training of personnel; the nurturing of interdisciplinary mechanisms for research and problem solving within these centers; the achieving of a better balance between physics and chemistry within research, emphasizing the chemical aspects of the material sciences; and the enhancement of a broader professional identity by unifying the various disciplines involved into a possible federation of existing societies which have an interest in the problems. "The study of the total utilization of fly ash has involved all of the known technology in the processing of this waste material into useful products. In addition, a complete knowledge of all the possible uses of fly ash and its products in the market area was probably the most important factor in evaluating the theory and practical feasibility of the total utilization of fly ash from a single large supplyLaboratory tests carried out on the separation of fly ash into different fractions were shown to improve its value and utilization. Four main fractions were studied: a fine pozzolanic low-carbon fraction; a coarse fraction for light-weight aggregate production by pelletizing and sintering; a high-iron fraction; and a carbon-rich fraction. The term ""beneficiation"" here refers to a process of separating fly ash into more useful components.Laboratory and pilot sinter strand tests were employed to optimize the sintering capability and the quality of the heat-hardened pellets through a study of the agglomeration cycle in four principal heat zones, under controlled conditions of air flow, temperature and atmosphere, and including the controlled sizing of pellets.The suitability of the heat-hardened pellets as light-weight aggregate was evaluated in test batches of concrete, which were compared with concrete containing commercial lightweight aggregate of established quality.A study of beneficiated fly ash pozzolan as a partial cementitious binder component in normal and high-temperature cured concrete was reported in a paper at the re-cent Second International Fly Ash Symposium.Samples of raw and beneficiated Lakeview ash were compared with samples of other established high-quality fly ash pozzolans. The evaluation indicated the usefulness of beneficiated Lakeview ash as a pozzolan. Economic studies indicated that to accomplish the primary objective of total utilization of any single source of fly ash (in this case. fly ash from the Lakeview Generating Station, producing approximately 400,000 tons per year), a broad knowledge of the technology of various mineral processes was essential.The design of the fly ash processing plant had to be based on the disposal of all the raw fly ash produced by the generating station. This is contrary to the normal design of a processing plant in which raw materials are supplied and produced according to product demand. The design, therefore, had to be of such flexibility as to pro-duce as wide a variety of products as possible, and the ability to market them had to be well researched and understood."

The Felder ore deposit is a 5,000,000-pound uranium deposit in the South Texas Coastal Plain. It occurs in the basal sand of an Oakville Formation (Miocene) alluvial system. The host sand is a carbonate-rich arkose which contains virtually no carbonaceous debris and has been reduced by the local introduction of hydrogen sulfide. The ore lies well within the reduced zone and occurs as coffinite and uraninite that fill interstices and coat and replace grains. The overall geometric configuration of the ore is that of a winged, crescentic ore roll. Weak mineralization extends the wings of the ore roll and gives greater expression to the roll character. Departures from the shape are controlled by discontinuities in bed- ding and by proximity of the ore to the surface. Associated with the uranium is a broad halo of anomalous molybdenum. Subsidiary mineralized trends suggest a pre-existing up-dip position for the main roll. Oxidation from the surface largely destroyed this previous roll by solubilization of uranium. Uranium subsequently migrated into favorably reduced sand and reprecipitated at the present roll position.

"Shutdowns and breakdowns that halt the process-flow of mine production are costly. Skilled maintenance tradesmen are scarce and expensive. The cost of maintenance or of production Joss from Jack of maintenance is significant and warrants considerable managerial attention.The most appropriate maintenance policy is dependent on an economic calculation. At one end of the spectrum is the policy of avoiding all breakdowns by replacement and preventive routines before failure, such as the airlines policy. At the other end of the spectrum is the policy of minimal routines and the acceptance of a breakdown as a prelude to a repair.The complexity and cost of maintenance warrants the appointment of a maintenance manager of senior status. Within the origination, there are a number of activities that can be specialized to improve effectiveness. Among these are the inspectors' activity, the establishment of improvement routines, the planning of repair tasks, maintenance engineering research and value analysis.The maintenance system is the mechanical aid to assist the staff in the implementation of the policy. It is designed to facilitate planning to make the best use of the resources. It provides information to identify areas where managerial action is required to make improvements. The job ticket is the basis of most systems."

This Bureau of Mines report reviews the development of the world potash industry. The trends leading to the present market situation of oversupply arid low prices, which threaten; the domestic potash industry, are presented and analyzed. Because the major threat to the domestic industry comes from Canadian imports, the report focuses on the comparative economics of United States and Canadian production. The study resulted in these major conclusions: 1. Balance of world supply and demand is foreseeable in 1975, but it could be delayed by planned expansion. 2. Balance of U.S. supply and demand could occur as early as 1974-75 or as late as 1981. 3. Nearly all U. S. production capacity vis-a-vis Canadian competition is now uneconomic. Prices cover out-of -pocket costs for only 30 percent of U.S. production. 4. U.S. producers will be undersold by Canadians in 60 to 90 percent of the U.S. market. Canadians also will have the edge over United States and European producers in export markets. 5. U.S. firms have invested in 60 percent of the planned 1971 Canadian production, and they have large holdings in Saskatchewan. 6. The decline in the U.S. potash industry probably reduced personal income in Carlsbad, Eddy County, N. Mex, the chief potash-producing area in the United States, about $21.5 million between 1966 and 1969.

The art of excavating tunnels with continuous, full-face boring machines began almost 90 years ago, in the early 1880's. At this time, Colonel Beaumont designed and manufactured a seven-foot diameter tunneler for boring under the English Channel, Despite the absence of modern materials and manufacturing techniques, Beaumont's tunneler, powered by compressed air piped in from the surface, was quite successful. During its short, but impressive existence, this machine set a record of advancing in chalk 50 feet per day for 53 days - which is impressive even by today's standards. Despite the apparent success of this early tunneler, almost 80 years passed before any further significant development was accomplished in this field. Demands from the construction and mining industry and society itself have motivated the development of the modern tunneling machine. Our rapidly growing civilization needs faster, less expensive and safer means of excavating tunnels. Space age technology and materials have played a major role in making hardrock tunneling machines possible.

This paper presents plant design and cost estimates for limestone treatment of acid mine water covering a wide range of quality and quantity conditions. The treatment process consists of limestone neutralization, aeration, solids settling, and concentration. The design criteria for the various operation functions are based on pilot plant performance, laboratory data, and established mine water treatment standards. Unit costs have been assumed and are related to general market prices and conditions. These estimates serve as preliminary indicators of what it would cost to construct and operate a mine water treatment plant.
