At present, tunnels can be driven in rock by either of two essentially different techniques, in one of which rock-breaking is accomplished by drilling and blasting and in the other by mechanical loading. The methods based on these techniques are comparable in terms of the rates at which tunnels may be advanced, although they differ widely in their range of applicability to different types of rock and lengths of tunnel. The method based on drilling and blasting has reached a high degree of development. It is applicable to even the hardest rocks and rates of advance in excess of 50 ft per day (fpd) are attainable. The main disadvantages of this method are that it involves a sequence of operations punctuated by blasting and that it is relatively uncontrolled, resulting in overbreaking the tunnel profile and damage to the surrounding rock. However, its flexibility, mobility, and low capital cost constitute real advantages in many situations, such as those involving short lengths of tunnel or low rates of advance. Tunneling machines based on mechanical breaking of the rock are a more recent development. They offer a continuous and controlled means of tunneling capable of rates of advance in excess of 100 fpd under favorable conditions. However, these machines weigh many tens of tons and consume several hundred horsepower, so that they are costly and lack mobility. At present, their applicability is limited to long tunnels in relatively soft rock where the high rates of advance and tunnel quality can offset their onerous capital cost. Many situations exist in which the superior quality of a machined tunnel and freedom from blasting would be real advantages, but where the rock is either too hard for existing machines or the length of the tunnel does not justify their capital cost: What are the possibilities of developing cheaper, more flexible, and mobile tunneling machines? Most existing tunneling machines fragment all the rock at the tunnel face to facilitate its disposal. Probing a mineralized area with a core drill to find out what's there is fundamentally a simple task, but a costly one. Quite commonly it costs $10, and sometimes more, to extract and assay each foot of drill core obtained. Yet, it is not unusual today to drill hundreds of holes on one mineral property. The initial objective of such probing is almost always simply to determine the potential worth of the ore- body, if any exists, and the question naturally arises: How little sampling is enough for this determination? The mathematics of statistics infer accuracy of estimates largely from the sheer number of samples taken. Mineral exploration usually involves accumulation of large numbers of samples, and thus it is usually not difficult to place narrow confidence limits on either side of the estimated average grade of a sampled orebody. The determination may, or may not, be as accurate as the derivations imply. If it is not, the fault is probably one of misapplication and not with the statistical processes themselves. Un- fortunately, indications are strong that the ordinary statistics of sampling usually cannot be applied to orebody exploration samples with actual attainment of the accuracy of estimate that they express mathematically. For this reason, a more deductive, less mathematical analysis of the sampling may well be worthwhile.

The industrial minerals industry in the Atlanta, Ga., area was studied in order to better understand problems associated with exploiting mineral resources in and near metropolitan areas. A method for delineating the Atlanta urban area and its component parts was developed so that the factors affecting the location of the minerals industry could be viewed mere objectively in the urban context. Major attention is focused on the area's dominant crushed stone subindustry Demographic and socioeconomic analysis of the Atlanta, Ga., area shows that expansion of the metropolis and its environs will probably eliminate potential mineral resources from the mineral resource base in the area, and that the expanding metropolis will be the primary determinant of future mining sites. Competition for land is accentuated to varying degrees by the incompatibility of wining operations with residential and other environmental requirements. Areas of consideration are suggested to provide maximum development of land and resources for greatest economic benefits it minimum social cost. Further research is recommended to determine market locations in urban areas, optimum operating levels for industrial minerals plants, and alternatives to surface mining.

Using primarily quantitative single crystal X-ray techniques studies have been made of the precipitation of the metastable w phase in alloys of titanium with Mo, Mn, Fe, Cr, and Nb. It is shown that, in agreement with earlier work on the Ti-V system, the composition of the w phase during aging approaches a constant; the value varies from one system to another in a systematic manner with the electron concentmtion. Results relevant to the mechanism of w precipitation during quenching and during aging are presented and discussed. Results are presented to confirm that the w phase is coherent and the nzorphology of the Necipitates is described and discussed. PRECIPITATION of the metastable w phase in alloys of titanium is of interest because of its severe embrittling effect and also because of the enhancement of the superconducting properties which accompanies precipitation.1 The general features of w phase precipitation have been discussed by cuillan and by Bagaratskii et d3 The work described in this paper forms part of a general study of w phase precipitation which was undertaken to elucidate various unknown or controversial features of the process, namely: i) What is the mechanism of formation of the phase ii) How does its composition, morphology, volume fraction, and particle size vary with the type and content of the alloying element and with the heat treatment conditions? iii) What is the relation between the w phase and the equilibrium a phase? In a previous paper4 the results of a detailed study of w phase in Ti-V alloys were presented. It was shown that: U During aging the composition of the w phase approached a saturation value of 13.5 to 14.0 at. pct V. ii) w precipitated as cube shaped particles and once precipitation was complete, particle coarsening did not occur. iii) a phase formed initially by direct conversion of w-phase precipitates. In this paper similar measurements are reported on Ti-Mo alloys and some more limited data given on the Ti-Cr, Ti-Fe, Ti-Mn, and Ti-Nb systems. The results i.1 the six systems are then compared. It has been shown previously by electron microscopy that the w precipitates as ellipsoids in both the Ti-Nb system,&apos; and in i-o.&apos; Blackburn and williamsz3 have reported the precipitates in Ti-Fe, Ti-Cr, and Ti-Mn are cubic, i.e., similar to the Ti-V system.476 EXPERIMENTAL METHODS 1) Specimen Preparation. Samples of the compositions shown in Table I were prepared by arc melting. High purity electron beam zone refined titanium (Materials Research Corporation Grade I—total impurity content =250 ppm) was used; the other source materials are given in the table. A commercial Ti-8 wt pct Mn alloy was used for studies of this system. After homogenization the materials were rolled or cut into strip approximately 1/4 in. by 2 in.; the strip was then heated at temperatures of 1200" to 1300°C for several hours by passage of a direct current through the strip in an ultra high vacuum system (<10-torr) and then quenched by admitting high purity helium and switching off the current. This treatment resulted in crystals up to 2 in. by 2 in. by A in., almost all of which had a [100] direction nearly perpendicular to the plane of the strip. The crystals were cut from the strip by spark machining and their composition checked by lattice parameter measurements supported by chemical analysis. 2) X-Ray Diffraction Methods. Lattice parameter measurements were made using a modification of the single crystal spectrometer described by ond. In this technique the crystal angles for reflection on either side of a highly collimated primary beam are measured. Generally the 400 CuK, or the 400 CuKp reflections of the bcc lattice were used. In the as-quenched crystals a precision of 1 in 105 was obtained, but due to line broadening the parameters in aged materials could only be measured to 1 in lo4. This accuracy was, however, quite adequate for the purposes of these experiments and enabled the composition of the p phase to be obtained to 10.1 pct in all systems except Ti-Nb where the lattice parameter change with composition is very small. A method is described whereby the true financial value of each constituent of each concentrate can be calculated. Each value is then compared with what this value would be in a perfect separation. The difference in each case represents the loss incurred by each aspect of an inefficient separation. The relative magnitudes of these losses indicate those avenues of plant investigation and research that offer the highest potential reward. The metallurgical efficiency of a concentration operation is difficult to express because there are two criteria of performance, namely, grade and recovery. Neither of these alone gives any indication of the effectiveness of an operation and, if they are combined in some formula, it must be empirical and unreliable because of many external factors. Since milling is an operation performed as one step in the most profitable overall method of producing a metal or other end product, the main objective of mill operation should be to make a maximum contribution to this maximum profit. When concentrates are sold to custom smelters, the income from the operation, and the costs, may be calculated. When concentrates are further processed by another division of the same company, and there is no formal financial relationship between, say, the milling and smelting divisions of the company, the mill superintendent&apos;s job is less well defined. But even so, if the mill superintendent works as though he were selling his concentrates, and uses reasonable, if fictitious, conditions of sale, then he can get a good indication of the effectiveness of his operation by calculating his "Economic Recovery". ECONOMIC RECOVERY This is a method used as a basis of operation by several mills and has been described in the literature. Very briefly, the "standard" of operation is taken as that of a mill separating the ore into perfectly pure concentrates with 100% recovery of each mineral in its respective concentrate. For example, a 4%Pb, 4% Zn ore (galena and sphalerite), would provide a lead concentrate weighing 4.62% of the feed and assaying 86.6% Pb and a zinc concentrate weighing 5.97% of the feed and assaying 67.1 % zinc. These perfect concentrates are (hypothetically) shipped to the appropriate smelters, freight and treatment charges and payments calculated, and the net return obtained. This is the optimum financial return for the operation of the mill and is used as the standard. Now the return for the actual, real-life, mill operation is calculated in the same way, and the ratio of the two is termed the Economic Recovery. Many additions and modifications may be made in any particular case. For example, if the zinc mineral is marmatite, the optimum grade of the zinc concentrate may be set lower than 67.1%. If silver is present, it will be recovered 100% in the lead concentrate in the perfect operation. Similarly, cadmium will be recovered 100% with the sphalerite. Mr. Weiss&apos; paper&apos; mentions a case where, because of extremely fine intergrowth between the valuable mineral, chalcocite, and pyrite, the optimum grade of copper concentrate was taken as 45% Cu instead of the theoretical 80%. Each operation will present its own possibilities in this way.

A program was written which utilizes a remote teletype input to a time- sharing computer to plot charged particle or X-ray energy spectra which are stored in the memory of multichannel analyzers. The program, written in FORTRAN V, accepts the data printed out by the pulse height analyzer on paper tape and then, after reading these data tapes into the computer, plots on the teletype the desired energy spectra on a scale automatically adjusted for the maximum number occurring in the data. The program is flexible enough so that the researcher can subsequently expand or contract the vertical (intensity) or horizontal (energy) scales. With a slight modification, the program will accept data printouts from scalers or analog to digital converters. The program also includes a feature for integrating the energy peaks obtained by pulse height analysis.

Exploration targets and results in the mining industry are commonly summarized in terms of tonnage and grade. Business appraisals require, as additional information, the expected profit or loss implied by the physical summay. The early incorporation of knowledge gained through financial analysis computations can provide a means for economically resolving many common exploration and development problems. Examples of such applications from the activities of exploration planning, reconnaissance, land acquisition, and development planning are presented. While prospecting for mineral deposits, geologists are frequently asked what they hope to find or have found. The response is usually descriptive, such as "50 million tons of 1% copper," and the economic implications are deferred until a capital investment decision is required. At that time, a financial analysis integrating the four analysis components is completed. These components are: 1) Tonnage and Average grade above cutoff grade 2) Capital and operating costs 3) Product value 4) Appropriate profit or loss accounting Close examination of these components reveals that there is no intrinsic reason for avoiding financial analyses at earlier stages in exploration, as long as the uncertainty of the estimate is realized. Tonnage and average grades are commonly estimated at early stages in exploration. For this component, the appropriate cutoff is the major uncertainty. Capital and operating costs are difficult to estimate before detailed quantitative information is available, but estimates useful for the types of applications pertinent to earlier exploration stages are possible. Product value estimates may or may not be difficult, depending on the pricing structure of the particular commodity. A simplified accounting procedure usually may be adopted without introducing any significant loss of validity. This paper describe some of the financial analysis applications which are pertinent during mineral exploration and deposit development. These applications lend additional insight during exploration planning, land acquisition, physical exploration, and development. The examples are oriented toward a hypothetical management investment policy which is based on a single criterion, a minimum 15% discounted cash flow rate of return. In reality, managements use multiple criteria. This simplification is convenient for purposes of presentation and does not invalidate the examples. Computers are useful, but not a requirement, for the applications described. The use of computers provides the results on a more timely basis at costs lower than equivalent manual computations. UNDERLYING PRINCIPLES AND ANALYSIS METHODS Data estimates are subject to uncertainty. The analyst may choose to assess this uncertainty by using one of two principles. Each principle has some advantages. The principle most commonly employed is "assumed certainty." Each financial analysis is based on one set of selected data, which may represent the average estimates, minimum expected conditions, etc. The critical data is identified by making successive calculations, varying the values used. Such studies, called sensitivity analyses, isolate the economic effect of various uncertainties, and guide the allocation of future efforts toward improving the overall accuracy of the analysis. A second principle, "assumed risk," examines the interactive effect of the current uncertainties by qualitatively assigning probability distributions to each data element. These probability distributions indicate the currently appraised chance that a given numerical value will prove to be true. The corresponding procedure, risk analysis, consists of processing many individual financial analyses, each analysis being based on randomly selected numerical values from the probabilistic distributions. The result is a numerical presentation of the uncertainty, but care must be exercised in the interpretation of results. The advantage of this procedure is the direct measurement of economic uncertainty caused by the interaction of uncertain estimates. Kennecott Copper Corp. has developed computer systems for accomplishing sensitivity and risk analyses.

Deep-seated human instincts urge us to positively mark the passage of time. We celebrate the passage of each year. Years give way to decades, and decades to half centuries and centuries. At all these mileposts we are inclined to pause, take a look around and catch our breaths before embarking on the next leg. We are at such a point now and this meeting I am sure will give direction to the road ahead into the decade of the seventies. In looking around at this point, 1973, it is obvious to all of us that the environment in which we must mine, mill, smelt and refine lead and zinc has radically changed. These changes have, of course, occurred over a long period of time. They have, however, all been in the same general direction. They have all had the same motivation. The period of greatest contrast is probably the fifteen years just before World War II and the fifteen years following the end of that war. I thought that I might review briefly with you what seems to me to be four of the more important changes that have developed since World War II that profoundly affect our activities in the lead and zinc industry. I mentioned before that all these changes have been in the same direction; that is, they have all tended to restrict our freedom of action in pursuing our objective of producing lead and zinc on a competitive basis at a profit. Consequently, in discus- sing them you may think that I am merely viewing with alarm. This is not the intent. This is merely supposed to be an objective analysis. I think it appropriate before discussing these trends in de- tail to examine the position of lead and zinc today.

THE DEFINITION of the continental margin, as considered in this paper, is in the broad sense: " ... those provinces of the continents and of the oceans which are associated with the boundary between these two first-order features of the earth" (Heezen et aL, 1959, p. 17). The provinces in the area under con-sideration are: the Continental Shelf, the Continental Slope and the Continental Rise. The Continental Shelf extends from the shoreline to the shelf break, which lies at approximately the 200-meter isobath through-out the region (except north of the Grand Banks, where the break may be defined more properly by the 400-meter isobath). The Continental Slope and Rise occur between the shelf break and the 4,000-meter isobath. (The last figure was somewhat arbitrarily selected for the purpose of this paper.) The Atlantic Continental Margin as thus defined extends along the eastern coast of Canada from the International Boundary in the Gulf of Maine northward to approximately the 60°N latitude off the coast of Labrador. The area of study amounts to at }east 500,000 square miles -an area roughly equivalent to 13 per cent of Canada's total land surface.

An International Symposium on the Ecology and Revegetation of Drastically Disturbed Areas was held at the Pennsylvania State University in August 1969. Scientists from 13 foreign countries and 18 states in the United States attended this meeting, which focused on those areas disturbed by mining. The symposium enabled scientists from all over the world to get together for two weeks and discuss informally some of the knotty problems of reclaiming these disturbed areas. Trying to present the results of each of the 64 papers delivered at the symposium might be difficult. So, I will try to bring you up to date on the general status of research on the reclamation of surface-mined areas, particularly in revegetation and hydrology. I will also mention some research that is under way but was not presented at the symposium.

Roofbolts with expansion anchors have been used at White Pine for more than twelve years, but always with an understanding that their performance was not entirely satisfactory. Some bolts fell out, some were obviously loose, and, when roof failures did occur, very few bolts actually broke. Obviously, there was an anchorage problem. A program was started in May, 1967, to define the problem and to solve it. This paper describes briefly those parts of the program which led to the development of a roofbolt assembly which performs much better in the medium-hard rocks at White Pine. As a result of the changes, significant improvements were found in the torque:tension, tension loss, and pull tests.

"This paper suggests that with the settlement of long-term contracts of fifteen years' duration, with prospects of extension, the coal mining industry has, for the first time, a complete commercial justification for large-scale planning.The labour costs of coal production over past years are analyzed and, with the acceptance of the premise that the basic shift rates are certain to rise in the years to come, the paper suggests that forward planning should provide &r capital investment to make a traditionally labour-dense industry into a capital-dense industry.Automated methods of manpower deployment and timekeeping and the monitoring of all equipment back to a central control point are discussed as ail-important means of obtaining maximum utilization of high-cost capital investment.Principles of payment of the work-force, and the utilization of equipment 24 hours a day, seven days a week and the maximum number of days a year, are dealt with as means of achieving maximum capital utilization. Some of the new technical underground and coal preparation problems which will undoubtedly result from the concentration of workings and maximum machine utilization are discussed, and the author makes suggestions as to how these might be solved.In short, the author predicts that if the coal mining industry is prepared to recognize the problems and invest in modern equipment backed by highly trained staff. then the outcome will justify the high capital investment involved. He stresses the importance of human communications in achieving this end."

"After having performed qualitative and quantitative tests on nearly 550 rock specimens from tunnel projects throughout the world and comparing the results with actual boring in eight distinctly different rock types which varied in compressive strength from 12,000 to over 34,000 psi, it has been concluded that any rock -andesite, granite and even taconite -can be machine-bored. The question is -can it be bored economically? The intent of this paper is to delineate the investigative needs to accurately and reliably answer this question. A piece of NX core in the hand represents less than 50 per cent of the worthwhile geologic information that could have been obtained from a given core hole. A thorough site investigation by competent personnel can gene-rally foretell to what extent, if any, varying geologic conditions will hinder machine progress.A laboratory testing technique has been developed that has been correlated well (80 to 120 per cent) with actual boring results. This technique will be discussed in detail. Rock cutter life is a function of the penetration rate and the forces required to sustain that rate. Cutters are now, and will be for .some time to come, the single, most expensive consumable item involved in continuous tunneling in hard rock. It is by strict attention to predicting these rates and forces that tunneling costs can be optimized."

Decision theory is the formal theory of the logic of decisions in view of the decision maker&apos;s objectives, preferences, I beliefs, and available information, It usually deals with weighty economic problems involving irrevocable (or costly to reverse) decisions. Capital investment planning problems constitute an instance par excellence for application of the decision theory concepts. Decision theory as it is presently conceived has evolved in recent years. At first it concentrated on decisions in the face of total lack of information and on games with intelligent adversaries. The results of these efforts proved theoretically interesting, but practically of little applicability. In the last few years, stress has shifted to the introduction of subjective probabilities and preferences, and the results have been eminently successful in applications both in government and with- in business firms in the resolution of complex problems.

A drill recorder is a permanent data collecting instrument. In open pit blast hole drilling the application of a drill recorder is that of data collection, drilling control, and drilling education. The various drilling parameters (weight, RPM, penetration, torque, and air) have a drilling correlation which can be demonstrated and documented by a recorder graph. When the correlation is physically put to use during the process of drilling, then the recorder has become a drilling tool and is no longer just a data collecting instrument, per se. By being able to maintain accurate records and drilling control, comprehensive studies of changes both operational and technological can be made. These are based on in-progress facts and not after-the-fact logs. To determine total drilling efficiency, drilling conditions must be documented and controlled. Field operations at American Smelting and Refining Company&apos;s Mission Mine have proved that by increasing drilling control, demonstration of parameter relationships, and drill monitoring, more economic efficiency can be obtained. In comparing results obtained with recorder control and conventional control a decrease of 14 percent to 36 percent of drill footage costs were obtained. The percentage of variance is dependent upon whether drilling is milled-tooth or carbide-insert bit drilling.

What is experience worth? Representatives from the Mining, Metallurgy and Petroleum Societies discussed the question as part of the 1970 Annual AIME Meeting held in Denver, Colo. the week of February 15. Petroleum engineer-consultant, Michel T. Halbouty of Houston, Tex. offered his own clarification of present-day employer-employee relationships in engineering as a whole. "Longevity does not equal experience on the job. Further, when employees are considering salary increases and promotions, job performance is considered all the time; experience two- thirds of the time and length of employment one- half the time." He added, "worth is really what the employee can get for it and experience is essential to survival." Halbouty also noted that salary and responsibility is a function of man&apos;s value to his company and is about "as discrediting as grey hair." As far as the engineer is concerned, he reported, the company&apos;s ability to pay is, in large measure, not considered. From the company&apos;s viewpoint, however, the employee is expected to learn his first year on the job. His second year, he is expected to make his presence felt, Should he require three years to orient himself he might soon be looking for another job. The petroleum engineer pointed out that when the employee wants to know why the salary scale tends to plateau off in later years, most employers react by recognizing that employees "flatten themselves rather than the company flattening them."

Applications of three experimental design techniques to smelting operations are explained. The report describes a factorial design using three variables at two levels, a fractional factorial design which investigates seven variables, and response-surface methodology for optimization of electric- furnace smelting processes. These methods may be applied with a minimum of trials and at little expense. Further, the writer knows of no reasons why the same methods could not be applied to other operations as well, such as steelmaking.

This paper describes the design of a cell used to measure the electrical conductivity, or the reciprocal resistivity, of granular materials. It also establishes a quantitative relationship between the electrical conductivity and the electrical separation of selected mineral samples. It is estimated&apos; that the free world produces about 13 million tons of mineral concentrates a year by electrostatic or electrodynamic methods. At least 95% of these concentrates are produced by corona discharge type machines that separate minerals by exploiting the differences in their electrical conductivity. But, what is meant by the electrical conductivity of a mineral? How large a difference in the electrical conductivity of two mineral species is necessary to effect a separation? Just what is the role of conductivity in electrical separations with regard to capacity and selectivity? There is a considerable amount of information in the literature on both the mechanisms of conduction and the values of the electrical conductivity of pure single-crystal mineral specimens. In addition, some insight into the role of mineral conductivity can be obtained by referring to a Bureau of Mines publication&apos; in which 95 minerals have been grouped as conductors or insulators as a function of temperature. The classification was made on the basis of the percent of weight that reported as "conductors" in an electrical separator. But, as is often the case in the mineral industry, practical application leads theory — and there is little useful information in the literature giving any kind of quantitative relationship between electrical conductivity and electrical separations. The problem is a bit complex because electrical conductivity per se — which can be rather easily measured on large, single grains — is not sufficiently informative to permit quantitative predictions of the separability of the mineral system. Practical "high-tension"* separations are made at such feed rates that the band of minerals on the rotor is multilayered in thickness. Thus, the effective conductivities of minerals as seen by a high-tension machine include particle-to-particle contact resistance, which is often a controlling factor in making a separation. This is particularly true when the mineral grains are coated with slime or with a dielectric surface film. From a high-tension separation viewpoint, one is actually concerned with the time required for corona-charged grains to lose enough charge so that the centrifugal force acting on the particles exceeds the image force holding the grains to the rotor. This calculation requires a knowledge of the effective mineral conductivity s. (The conductivity of the metal rotor is sufficiently greater than that of the minerals so that it need not be considered in charge decay calculations.) AS defined here, u is the conductivity of an element of homogeneous grains making contact with each other and with a grounded rotor. Somewhat over ten years ago, The Inter-national Nickel Company of Canada, Limited and Falconbridge Nickel Mines Limited started experimenting with the addition of Portland cement to mill tailings to produce improved backfill and cheaper floors for scraping. Shortly after, the Canada Cement Company Limited (now Canada Cement Lafarge Ltd.), with full support of the two mining companies, started an extensive research program to provide the technologic-al data necessary to exploit what was obviously going to be a significant development in mining technology."
