A small group has been set up at the Dominion Observatory, Ottawa, to make a survey of terrestrial heat flow throughout Canada. Terrestrial heat flow is the heat rising from the interior of the earth and escaping at the surface, and is calculated from a knowledge of under-ground temperature distribution and the thermal conductivity of rocks. A small number of diamond drill holes are being sunk for the purpose of measuring temperatures below the surface, but the program is inadequate for a thorough survey. Mines and holes drilled for other purposes are being sought by the Dominion Observatory group to supplement their own drilling program. F ROM January, 1.962, to December, 1964, geo-physicists of many nations will be cooperating in the "International Upper Mantle Project." Unlike tl1e International Geophysical Year, which was mainly concerned with the fluid layers surrounding the earth, the Upper Mantle Project is an intensive study of the solid earth. Canada, with its large land area and extensive Precambrian Shield, is an active participant in the project.

Basic laboratory tests initiated the. Rock Mechanics program. The stress-strain curve, modulus of elasticity, Poisson's ratio, the uniaxial rock strengths, Mohr's envelope, the stress at failure, and creep were investigated. A series of underground problems were then approached using this information; and various field measuring devices, most of which were developed by the Bureau of Mines. Initially, stress concentrations near mine openings were evaluated using the stress relief technique. This required an accurate determination of the pre-mining stress field. Later, stress concentrations associated with the cave line .sere studied. After about thirty stress reliefs over an appropriate time interval the effects of one type of mining could be compared against another. The microseismic technique was used to investigate a possible application of warning devices near the cave line. A study of mane reorientation was made Problems related to the shape and size of pillars and barriers were studied. Partial extraction mining systems were evaluated. The effectiveness of roof bolting patterns were examined. Control of roof stresses was attempted. A new system of mining in heavy ground has been developed using the information secured in the Rock Mechanics program without this system, mining in more than one instance would Nave been next to impossible. Indeed; from this one discovery alone, the Rock Mechanics program has paid off in improved safety as well as in dollars.

Although the basic techniques employed in hydraulic pumping in open pit mining have been practiced throughout the better part of this century, only relatively recently have studies of' sufficient depth and scope been conducted to improve these techniques. This paper will point out the basic techniques involved and some of the more recently discovered data concerning hydraulic pumping, Inherent in all hydraulic transportation systems apart from the consideration of transportation cast, is the outstanding advantage of slurrying the matrix at the mining pit so as to provide a lengthy and thorough soaking and washing of the material while in the pipe line and thereby reduce the necessity for washing, scrubbing and other treatment in the beneficiation plant. This is quite important in view of the constant increase in demand for a cleaner product.

During past years the most difficult problem presented to the coal preparation engineer has been the cleaning of fine coal, The problem of handling fine coals is more involved than the coarser sizes, because the higher surface moisture contents complicate screening, and the larger percentages of fine near size material complicate separating problems. Low gravity high capacity specific gravity separations were not possible with equipment available at that time. Coal preparation engineers did develop machines that would effect a separation of the fines, however, to maintain a high efficiency, the point of separation had to be a relatively easy one. The more difficult separations were made in the coarse coal sections of the washeries, and the fines were generally cleaned at higher specific gravities in equipment such as tables, feldspar jigs, rheolaveurs, etc. Clean products from both processes were mixed, resulting in overall lower ash contents, During the last several years, however, we have been confronted with increasing demands ZGP more precise separations of finer coals to still further reduce ash contents. A study was begun and a program instigated to improve the cleaning of fine coal, The result of this endeavor was the development of the new cycloidal heavy medium cyclone.

The Negociacion Minera Santa Maria De La Paz mining operations are located at La Paz (some eight miles West of Matehuala), State of San Luis Potosi, Mexico. These operations consist of a single copper-silver property, called the Dolores mine and a number of silver-low base metal properties. The ores from these several mines are transported by rail, or truck, to the central milling unit. The milling unit has two separate sections to treat the two types of ore. The ores from the several silver-base metal mines are mixed at the mill as they arrive. Up to the present time the silver-base metal ores have been milled to produce a bulk concentrate which carries valued in gold, silver, copper, lead, zinc, cadmium and considerable arsenic. In such concentration the zinc and cadmium values are lost to the operations in their liquidations as they are shipped as lead concentrates. Since these ores have exceptional quantities of arsenic which is concentrated in the milling process, these bulk concentrates have to be sent to a smelter for pre-smelting operations to remove the arsenic.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World," (Information Circular 80 1 7, 196 1. ) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then bronze, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The Groveland deposit, in the Upper Peninsula of Michigan, consists of an E -W trending overturned syncline of Middle Precambrian Vulcan iron formation. At Groveland, the Vulcan formation can be divided into four units or facies. The total succession may be more than 550 feet thick, and consists of a basal unit composed of a lean chemical quartzite with traces of magnetite; a non-banded, partly clastic unit characterized by the preponderance of hematite over magnetite; a transition unit of well-banded magnetite-bearing iron formation interbedded with non-banded oolitic hematite; and a well-banded magnetite-quartz silicate unit at the top of the exposed sequence. The present magnetite-hematite ratios of different units within the orebody are considered to be a primary (post-diagenetic) feature of the original sediment. Subsequent regional metamorphism has increased the grain size of the original iron oxide minerals, but did not appreciably alter the oxidation state of the original sediment.

An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to the coal-mining industry's underground and open-pit mines that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.

There are two places in the world where potash, trade name for potassium chloride, is economically recovered from naturally occurring brines by solar evaporation. One is at the Dead Sea and the other at Wendover, Utah. American Potash and Chemical at Trona, Calif. recovers potash from natural brines, but uses fuel to accomplish evaporation. Solar evaporation is always desirable, because of low costs, however artificial evaporation may be economical if a group of very valuable salts are recovered. This is the case for the American Potash operations at Trona. Solar evaporation is limited by low working temperatures, which in most areas of the world is between 18 and 45°C. In many cases the average working temperature is about 25°C. However, solar evaporation will have to accommodate itself to the highs and lows of each 24 hour period, and to the different average temperatures during the months of the year. Therefore, solar evaporation, although more economical than artificial evaporation, has a tem- perature limit which greatly reduces the chances of its application. The feasibility of solar evaporation as a means of recovery of values from a particular brine, may be evaluated by the use of phase diagrams showing the several components present. This paper is restricted to the five component system: C1-, SO4=, Na+, K+, Mg++, and H2O, which correspond to brines found at Wendover, Utah, the Great Salt Lake, and sea water bitterns. THE BONNEVILLE OPERATION AT WENDOVER, UTAH For more than 25 years Bonneville, Ltd., now a division of Standard Magnesium and Chemical Co. (recently acquired by Kaiser Aluminum and Chemical Corp.), has been recovering potassium chloride from the brines found in the desert area just east of Wendover, Utah. Solar evaporation of the brines is possible as a consequence of relatively low precipitations (year average: 4.8 in.), and of dry and hot summer months. The brine, collected by a series of approximately 67 mi. of ditches crossing the desert, is fed into solar evaporation ponds. Evaporation which takes place from around the middle of May to about the end of September, permits the crystallization of approximately 90% of the originally present NaCl on what is called the "General Pond Area". The title of my talk today might lead you to two logical conclusions: The industry is faced with a problem that requires a solution and after discussing the problem I will offer a solution. The first conclusion is painfully accurate. One need only look at the accident statistics to be aware of the problem. During the eight-year period 1954 through 1962, the United States Bureau of Mines reports that falls of rock and coal accounted for 1,435 of the 2,516 fatal injuries that occurred in underground bituminous coal mines. Some improvement was made during 1962. For the first time since records have been kept, falls of rock and coal accounted for less than 50 per cent of the underground fatal injuries. The 105 deaths recorded in 1962 indicate that a great amount of work remains to be done in this area. As to the second conclusion, let me assure you at the outset that I have no panacean solution; however, I do propose to discuss some aspects of the problem and some possible methods of solution. What methods of solution are now, or have been employed in attempting to solve the problem? More specifically, what methods have you and your associates used? Has it been an orderly well thought out approach to the entire problem, or has it been a somewhat piecemeal approach which tackled the immediate problem and left the total problem for another day? Perhaps a new approach may be in order.

Money is one of the most pervasive elements in human life. The compensation for a workman's daily efforts is expressed as a wage and is measured in money. What an individual may consume depends largely on his income which also is expressed in terms of money. If he would start an enterprise its size would be determined in large part by the amount of money available for capitalization and its success would be measured in net income expressed in money. In short, the most widely used common de- nominator for comparing merchandise, real property, jobs, enterprises, gross national product, or personal success is money. Despite this use of money by almost everyone past infancy to express his appraisal of the innumerable values he sees around himself, the complexity of the device called money makes its nature and workings a mystery to most users. Some of the difficulty in understanding money results from the fact that it has three distinct but interrelated functions: (1) a medium of exchange, (2) a unit of account, and (3) a store of value. In many statements about money the discussion moves from one function of money to another without the speaker or the listener recognizing the changes. For example, the housewife says "We took the money we had saved up to make the down payment and after twelve monthly payments the television will be ours." When this housewife spoke of "saving up the down payment" she referred to money in its function as a store of value; when she spoke of "the down payment" she was using money as a medium of exchange; and when she referred to the "monthly payments" she spoke of money as a unit of account. Another cause of confusion in understanding money is its paradoxical nature in that it represents both the power to produce and the power to consume. For example, when the rich uncle dies one nephew may regard his inheritance as an opportunity to buy a farm and leave the ranks of the wage earners to become an independent producer, whereas the other nephew may regard his portion as the means of living in complete leisure as a pure consumer.

In recent years, a new concept in the control of electrically powered excavators has come into existence. The new type of control system has come to be known as "static" control. The use of the name "static" to describe this system is somewhat misleading since this term refers only to one of the many advantages of this very important advance in excavator control systems. In 1959, the first truly "static" control for Ward-Leonard equipped electric excavators was designed, developed and placed in service. The control system, originally intended only as a more modern electronic type of alternate to the tried and proven rotating amplifier control system then in use, has since proven to be much more.

One potential peaceful application of nuclear explosives is stimulating the production of liquid or gaseous hydrocarbons from essentially nonproductive deposits of petroleum, natural gas, oil shale, and tar sands. Within the United States the appreciable difference between producible proved reserves and ultimate reserves and resources of hydrocarbon deposits is of such magnitude that much petroleum, natural gas, shale oil, and bitumen will not be produced unless significant technological progress is made in production techniques. The shattering effect of contained nuclear explosives and, to a lesser extent, the heat produced, have been considered as stimulative forces when the thickness, depth, and nature of such deposits permit considering the use of nuclear devices. Mechanical production problems would be less in an oil or gas reservoir than in an oil-shale or tar-sands deposit. Also, tar-sands resources in the United States may not be adequate to warrant serious consideration of applying nuclear-explosives stimulation. Gas reservoirs should present the least- radioactive-contamination problem. The technical feasibility of using nuclear explosives cannot be evaluated fully at present. Additional information is needed on the effects of pressure, heat, and radioactivity on the solids and fluids of hydrocarbon deposits, the nature and extent of induced fractures in different rock media, and the possibility of isolating and confining or removing radioactive contaminants. Final technical feasibility can only be determined by a field test. If technical feasibility is established, economic feasibility will depend upon the comparative cost of producing hydrocarbons by nuclear explosives and by conventional means. It is probable that an economic comparison would favor nuclear stimulation only where devices of relatively high yield could be used practicably and safely.

The southern portion of the Swan Coastal Plain, a geomorphological element formed since late Tertiary times, contains commercially exploitable accumulations of ilmenite, zircon, rutile and monazite associated with a series of raised shorelines. The location of the deposits is controlled by a locally outcropping Archaen granite/ granulite complex and a sea current pattern determined by local geography and a prevailing wind direction. A progression from medium to high titanium ilmenite is evident parallelled by progressive leucoxenisation as the age of the deposits increases. Variations in trace element content accompany this process. Circulating groundwater has caused vertical mineralogical variations within individual deposits and by precipitation of iron has formed layers of hardpan.The Geographe Bay deposits are of important economic significance.INTRODUCTIONObservations made during the course of a brief survey of the southern portion of the Swan Coastal Plain provide an outline of the geology and mineralogy of the mineral sand deposits of the area. This preliminary study will require considerable modification in the light of more detailed work in the future.REGIONAL GEOLOGYThe Geographe Bay area is situated in the south-west corner of Western Australia between longitudes 115° O'W. and 116° O'W. and latitudes 33° 15'S. and 33° 45'S.The general geology of the area is shown in Fig. 1 where the control of the physiography exercised by the Cape Leeuwin-Cape Naturaliste basement ridge is readily apparent. Between this ridge and the Precambrian east of the Darling fault lies the southern part of the Perth basin which contains outcropping Jurassic to Recent sediments and lavas (McWhae, et al., 1958).The Leeuwin-Naturaliste ridge is the exposed portion of L Assistant Production Managcr. In an industrialized nation, as the process of industrialization continues, the ratio of the value of production of non-metallic to metallic minerals normally increases gradually over a period of years. For example, in the United States, the ratio of the value of production of non-metals to metals now is approximately two-to-one. Those of us who come from California like to think that we inherit the mantle of the old hard-rock miner, but the truth of the matter is that, in California, of the total value of mineral production exclusive of fuels, 97% comes from non-metallic - industrial - minerals. Since the industrial minerals furnish a principal source of raw materials for the construction and chemical processing industries and since these two industries, in industrialized nations, generally increase directly with increasing population, the future of industrial mineral production both in the United States and throughout the world is indeed bright. Because of the importance of industrial mineral production, it often surprises those of us in the industrial mineral industry to find that industrial minerals are poorly understood by many of our colleagues in the mining industry. I think that one reason for this comprehension of the industrial mineral industry is that the education of both geologists and mining engineers still markedly emphasizes exploitation of the metals.

The New England States form the most northeastern portion of the continental United States and include Connecticut, Rhode island, Massachusetts, Vermont, New Hampshire, and Maine. These states have an aggregate population of over 10.5 million people, and an average annual population rate increase of about 1.3%. A great deal of new construction is required each year to meet the increasing demand for new homes, roads, offices, factories, and warehouses. Yet, prices of construction materials such as blocks and concrete are generally higher in New England than in other well populated areas of the United States. This is an indication of local demand being somewhat greater than supply, an atmosphere conducive to new developments in the production of construction materials. One such field of development is the rapidly growing Lightweight Aggregate Industry. Recent construction in Boston has used a great deal of lightweight aggregate. New structures using lightweight aggregate in lightweight concrete include the following: M.I.T.'s 20-story Earth Science Center and 17-story Married Students Housing Project Prudential Life Insurance Center, West End Redevelopment Project at Charles River Park, Hotel Americana, and the British-owned 33-story office building at 50 Pearl Street.

A study is made of the creep that can be induced in armco iron at room temperature by superposing small amplitudes of alternating torsion on a tensile creep load. It is shown that the creep differs from that in comparable tests on copper in being trmsient only. At the same time, though transient, the creep can produce extensions of some 10 pct under creep loads less than the tensile yield stress of the material. The creep can be largely suppressed b$ applying cyclic strain of suitable amplitude before applying the creep load and the metal thereby stabilized. At room temperature, plastic flow in a metal under steady load is normally limited by strain-hardening processes. However, if a small cyclic stress is superposed on the steady load these processes may be more or less neutralized and, as shown in recent investigations,'-4 plastic flow may continue. In this way annealed copper, for example, can be induced to creep continuously to fracture under loads as small as 1 tsi. Dislocation mechanisms possibly responsible for this room-temperature creep have been usefully reviewed by Feltner.But discussion so far has been based mainly on creep as it is found in close-packed metals initially in the annealed state, and their behavior may not be general. In fact, recent work shows that the form of creep in annealed copper is different from that even in cold-worked copper;7 the creep thus depends on the dislocation pattern already in a metal as well as on the metal itself. This paper describes the creep in annealed armco iron, tested in the same way as the above-mentioned copper. One object was to see how creep in a typical bcc metal compared with that in the annealed close-packed metals. Another object was to utilize the fact that a bcc metal like iron has a more pronounced elastic range than close-packed metals like copper and to find to what extent the creep load or superposed cyclic stress had to exceed their re-

A study is made of the microstructural changes produced in armco and pure iron subjected to alternating torsion at amplitudes above and below the knee of the S/N curve. The aim was to identify the basic mechanisms of fatigue and to find why they should give rise to a sharp S/N knee in contrast to the type of S/N curve shown by fcc metals. It is found that the basic structural change above the knee in the iron is a pronounced cell formation in the grains, which determines irregular micro-cracks, and below the knee a dispersion of fine slip that determines a dispersed pore formation in the grains. Comparison of these changes with those in fcc metals similarly tested shows that they do not include an intermediate structural change, a concentrating of slip in narrow bands with associated slip-band cracking, that characterizes the fcc metals and accounts for their different type of S/N curve. RECENT conferences on basic mechanisms of fatigue emphasize that fatigue damage takes many forms: for example, cracking in slip bands (Thompson1), at grain boundaries and inclusions (Hempel'), at precipitation zones in alloys (Han-stock, Forsythe), or at surface notch-peak effects, both hypothetical (Mott, cottrel16) and observed (Wood). Evidently it is not easy to see in this diversity a basic mechanism. At the same time the contributions suggest that some reconciliation may be possible if distinctions are drawn between three phases of the fatigue process: initiation of damage at nuclei, distribution of these nuclei, and the final macroscopic crack system. In initiation, the relevant features appear to be that nuclei may appear early, at least by 1/100th to 1/1000th of the life of a test specimen; that they may do so at many independent centers, appearing according to some observationsa as pores or voids; and that they are not necessarily self-propagating, damage spreading rather by their multiplication. In distribution, the relevant feature appears to be that they form preferentially in zones where the microstructure becomes abnormally strained (as defined more closely below). Now in these two phases the basic fatigue process should be systematic. But, at the same time, the "abnormal strains" in particular set the stage for considerable diversity in the final phase of macroscopic cracking, for where zones of abnormal strain develop will depend on what kind of fatigue deformation is applied and what kind of prior processing the test material has had. The level of steel consumption per capita is one of the principal indicators of a country's standard of living. It is no coincidence that the materially advanced nations possess viable iron and steel industries to provide a reliable and economic source of steal for the manufacturing industries. No other metal is as dominantly important in manufacturing as steel. The blast furnace - steel furnace complex based on coking coal, ferrous scrap and iron ore - continues to be the principal steel-producing method. Less important is the electric furnace method based on scrap, In recent years, there has been considerable interest in the many direct reduction processes that are not dependent on coking coal but usually produce a product for further refining in steel furnaces. No matter which series of processes are used, iron ore is essentially the only source of virgin iron units. Thus, to such a vital and capital-intense industry as steel, access to a relatively inexpensive, long- term supply of iron ore is essential.

Huge banks of preparation plant refuse and other non¬saleable materials have accumulated over the years in all major United States coal producing areas. These banks, esthetically and commercially undesirable, can cause air and water pollution and land reclamation and mineral conservation problems for the industry and nearby communities Although some refuse banks have been reworked to recover saleable coal, all remain and accumulation continues. Even those previously processed continue as potential hazards. Among the several problems created by refuse banks, in situ combustion is most treacherous. Of the millions of tons of major accumulations, there are at least 450 refuse banks on, fire at this time Attempts to extinguish such fires are costly, impractical and generally unfruitful. Studies are in progress to evaluate the potential of processing such materials to eliminate the combustion capability and to yield usable fuel and nonfuel products. Aspects of the study now in. development for coal refuse include: (a) evaluation of characteristics (size, sink-float, ash, sulfur and calorific value) of the coal refuse materials which are known to be highly variable, (b) development of an ignition test having significance for in situ conditions, (c) study of processing capabilities (comminution for liberation, pilot plant washing tests), and (d) investigation of potentially significant properties of fuel and nonfuel products which could be altered to enhance their market potential.. Among the latter products are lightweight aggregate, fill for mine slushing operations, construction, etc: Plans are to extend the studies to include the design, erection, and test processing of refuse with a transportable plant,; which could provide basic economic and product utilization data from several locations
