This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. A. G. Cockbain—The paper by Burlingame, Bitsianes and Joseph is of great interest in extending the work done on high grade sinters, particularly that of Hessle, and the development and application to them of the technique of McBriar, Johnson, Andrews and Davies on ironstone sinters. In this laboratory the work of McBriar et al. has also been continued and extended to cover high grade sinters, and a sectioning technique similar to that used by McBriar et al. was attempted on sinter cakes made in the laboratory sinter unit, using magnetite concentrates (containing 64 pct Fe). In these experiments no attempt was made to flush out the products of combustion with nitrogen before cooling. It was considered that free air penetration would occur on only a limited scale with the size of sinter cake made (14 in. sq x 12 in. deep). Chemical analyses of the zones showed generally similar features of those described by Burlingame et al. and especially the FeO rich region at and just behind the flame front, i.e. zones of ignition and combustion. This seems to indicate that the nitrogen atmosphere does not materially affect the states of oxidation in the sinter cake or at least that special care is not required unless the sinter cake is small. Burlingame et al. consider that FeO present has some significant part to play in the mechanism of sintering. This view does not find favor with the author. The reduction of iron oxides in the presence of red hot coke is a well known phenomenon, whether conducted in an atmosphere of nitrogen or in a crucible in air, and in view of the presence of some carbon in the hot sinter, especially just at the ignition zone, cessation of the progress of the flame front will in no way affect the reduction of iron oxides near hot coke. Even in a nitrogen atmosphere some CO and CO, will be generated by reduction and by continual oxidation and reduction of CO as the transfer agent, the oxidation state of the iron oxides can be lowered quite rupidly so long as free carbon exists with enough heat. Knowing the composition of the gas at the flame front (obtainable by probes), it would be possible to calculate the static oxidation state of Fe2O3/Fe3O2 in equilibrium with it and hence obtain a check on the chemical analyses to see if in fact direct reduction of the Fe2O3/Fe2O1 to FeO has taken place. Have the authors attempted this? It appears to this writer that what is required is some means of reducing rapidly the heat content of the ignition zone and immediately behind, and at the same time insuring no oxidation by the air. In ironstone sinters the difficulty of oxidation state of the iron did not arise on account of the very large slag bulk. However, in high grade sinters knowledge of this, and also the mechanism whereby high oxidation states can be obtained in the final sinter, is of great interest. R. D. Burlingame (author's reply)—The question has been raised as to whether the high FeO content found in high-fuel sinters is due to actual reduction at the advancing flame front or due to unavoidable direct reduction during the quenching period. For such direct reduction to have taken place in the freshly-formed sinter, a considerable amount of solid carbon would have had to escape combustion and be available throughout the hot sinter zone during the quenching period. A simple stoichiometric calculation with the limited data available indicates that a zone of freshly-formed sinter over 2 in. wide must have averaged roughly 2 pct C to accomplish the amount of reduction found. Furthermore, the presence of this amount of carbon would indicate that the fuel in the charge had not burned over a narrow front but over a zone at least 2 in. thick. In contrast to such a condition, the data of the present investigation indicate that the combustion of fuel is confined mainly to a narrow front in which high temperatures and reducing conditions favor. the formation of excess ferrous iron.

Industrial research may be defined as a critical and exhaustive investigation to create new and better ways of doing things. The results of industrial research are new and improved products, processes, and techniques. This broad definition, of course, covers investigation of all subjects by either individuals or groups of people, and this chapter aims to examine the purpose (what research tries to do), and methods (or how research is done) as applied in the mineral industries. Concepts and History The idea or concept of organized research probably originated in the universities of Europe. There, groups of scholars banded together for discussion and application of their particular specialty to a common problem. Publication of the conclusions drawn from such investigations gave scholars in other areas the opportunity to review and criticize the work of their colleagues, and one of the hallmarks of scientific research work is the publication and criticism of the results of the investigation. It was not until the late nineteenth century that the concept of organized research for the profit of industry was recognized. During the late nineteenth and early twentieth centuries, a large number of industrial enterprises sponsored organizations to study the application of the physical sciences with the aim of making discoveries that would result in profit to the sponsoring organization. The tangible benefits accruing from these activities were so great that they, in turn, fostered several other methods for the support of organized research activities. For the large problems involving public interest, United States Government scientific re- search laboratories were set up. As the demand of smaller enterprises for research activities increased, research institutes and consulting laboratories were organized. In Europe the idea of common industry sponsorship of research centers grew and many large research organizations there were sponsored by associations of manufacturers. Finally, in the United States

The price records of 7 representative mineral commodities for the 68-year period 1890 through 1957 have been compiled and analyzed for significant trends. When reduced to real prices in terms of dollars of constant purchasing power or to the purchasing power of industrial wages at average rates, a substantial overall fall in prices is revealed. This downtrend contradicts the widely held concept that, heavy drafts on a mineral resource must lead to scarcity, reflected in rising prices. Three metals (aluminum, copper, and pig iron), two fuels (bituminous coal and petroleum)', and two nonmetals (sulfur and cement) have been chosen because of their preeminence in their respective categories, their significance in an industrial economy, and the ready availability of their price records. It might be added that these seven commodities. were selected before any price figures were compiled, none was selected or rejected to substantiate any preconceived notions as to price trends, The overall importance of the seven is demonstrated by the fact that, taken together, they composed over three-fourths of the value of all minerals produced in the United States in 1957. The first step in the analysis was to reduce the price records to a basis for significant comparisons, Two such comparisons have been made: (1) The quantities of each of the commodities that could have been purchased for an average hour's wage in each year; and (2) the unit price of each commodity through hhe years in terms of deflated dollars. These data are set forth in the accompanying table and two charts.

Three tectonic provinces within the Cordilleran System, are analyzed in terms of tectonic framework. (1) Precambrian terrain of North-Central Colorado; (2) The Pacific Northwest; and (3) The San Andreas-Garlock fault system and associated features. In each case a close relation- ship is seen to exist between: (I) Arcuate mountain development; (2) Precambrian basement fabric; (3) Major fault patterns; and (4) Major mineral occurrences. The arcuate trends developed when the basement was still mobile. Later competent deformation rejuvenated pre-existing lines of weakness. Because of the pre-existing arcuate framework, the rejuvenated faults frequently act as conjugate shears (strike-slip faults) flanking the old arcs. The conjugate shears intersect to form wedge- shaped plates. When such plates move forward along boundary strike-slip faults in response to post basement orogenic forces, new secondary fracture systems are generated in the country rock flanking the advancing wedge. The apex regions of the wedges are particularly favorable for detailed exploration.

The title of this paper implies the presence of silver, nickel, and cobalt minerals at, the Alhambra mine. Perhaps this should be amplified to include uranium, as pitchblende also occurs, possibly in mineable quantifies. A brief history of the Alhambra mine is of interest, both from a historical angle and as pointing up the importance of geology in the-present development. The Alhambra is one of several mines in the Bullards Peak or Black Hawk dis¬trict, ass it is more familiarly known, in southwestern. New Mexico, which was mined for silver in the 1880?s and 18901s, Silver valued between $500,000 and $1,000,000 was extracted from the mine in the 10 years prior to 1893, when operations ceased. Almost all the silver mined was native silver, although a small quantity of argentite was produced. Nickel and cobalt were recognized in the ores, but they were thought to be of no consequence.

The endlessly changing pattern of mineral supply and demand offers opportunity to the alert and can bring disaster to the unwary. The discovery of ore bodies, the invention of extractive processes, the provision of new transport facilities, the political stabilization of underdeveloped areas, and many other changes can increase supply dramatically. Such new outpourings of mineral wealth from ore bodies bring fortunes to their developers, and consumers frequently find their competitive positions decidedly improved by new and cheap sources of supply. On the other hand, operators of marginal properties can find competition from newly opened high-grade mines intolerable. Consumers that have depended on the products of nearby, high-cost mines may find new, remote, low-cost supplies advantageous only to their competitors. The invention of new prospecting methods can have spectacular effects. Shortly after World War I the discovery rate of petroleum pools began to decline. The leading prospecting technique of that day, the projection downward of surface reflections of geologic structure, was proving less rewarding. Prophets foretold an oil shortage in the near future. But at that very moment scientists were perfecting the application of seismic waves to reveal underground oil-bearing geologic structures. As these geophysical methods were put into commercial use the whole outlook changed-the problem of the 1930's became how to cope with the surplus from discovery, not how to meet the ever rising demand. Many lead mines were being abandoned as unprofitable about this same time because the penalties charged by smelters for the zinc in the ores and concentrates more than counterbalanced the payments for lead and silver. The ideal entering freshman for the College of Mineral Industries possesses the necessary aptitude to complete successfully a difficult technical curriculum, has a highly developed intellectual curiosity and adequate preparation in basic mathematics, sciences, and English, is enthusiastic about pursuing a career in the mineral industries, and puts forth a good academic effort while attending Penn State. The present programs of the University?s Division of Counseling and the College of Mineral Industries are directed toward providing the College with students who will meet these requirements. At present, freshmen are admitted to the Pennsylvania State University without entrance examination if they are in the upper two-fifths of their high school classes. All Pennsylvania students in the lower three-fifths are required to take the University Aptitude Test and all out-of-state students the College Entrance Board Examinations. Such students are admitted only if they score sufficiently high on either test to indicate the ability to do satisfactorily the work of University students. Only to this extent, are native intelligence and areas of greatest aptitude known for the Freshman prior to admission, and they are, therefore, largely beyond the control of either the Division of Counseling or the College of Mineral Industries. Because all freshmen, with exceptions that are numerically minor, are required to select a curriculum before admission to Penn State, each student who presents himself for required counseling during the summer, prior to his first semester, has already made a choice of his course of study. In many instances, such choices have been made without a rational and serious consideration of the student?s abilities and interests. Through tests given between the date of admission and the date of the counselling interview, it is possible to measure these characteristics and for the Division of Counselling to advise the student of his chances of success in his chosen curriculum. If he is qualified for the curriculum he has selected, Counselling Service goes on to direct the student?s attention to those other curriculums which are in the same general area as the one he has chosen and which will also challenge his abilities and correspond to his interests, Through this counselling, the curriculums of the College of Mineral Industries, which are often less well known to high school students than others for which they are no more qualified by ability or interest, are brought to the attention of the incoming freshman.

Oxygen breathing apparatus for use in mines was introduced to the United States in 1907. Despite their intended purpose of safeguarding lives, the apparatus led to the deaths of many men because of inherent or developed defects in the equipment, lack of training,, physical shortcomings of wearers, and improper procedures. The Bureau of Mines pioneered in research and training to curb logs of life among users of such apparatus and promoted development of safer equipment and procedures. As a consequence, deaths have been far less frequent. In 1944 the Bureau issued Information Circular 7279, Loss of Life Among Wearers of Oxygen Breathing Apparatus. That publication listed the case histories of 26 deaths that had occurred since the introduction of such equipment to American mining. The author, the late G. W. Grove,3/ asserted that further loss of life could be avoided if good equipment were used, teams were properly trained, and the basic principles of safe procedure were followed. This publication is a sequel to I.C. 7279 and contains information on eight deaths among wearers of oxygen breathing apparatus that were overlooked in the original compilation. It also describes the single death that occurred since I.C. 7279 was published.

Andre Hubaux: In the writer's opinion, more stress should be put on field and microscope observations, as J. L. Gillson does. His discovery of relics of big labra-dorite feldspars from the Marcy anorthosite in all the other rocks is proof enough that previous field observations have been inadequate. The writer's field experience with anorthositie massifs is limited to the Egersund-Sogndal district in southern Norway; however, this is a very large and well exposed area. It seems to have so many points in common with the Adirondack region that a detailed comparison should be beneficial. This comparison was not possible 20 years ago, owing to the scarcity of geological data, at least for Norway. Both regions are now far better known—the Norway district because of the work of Professors Bugge and Barth 33-35 and especially because of the extensive field and microscopic research of P. Michot,30-35 who introduced me in the field to the problems of that region. In a particular unit of the Egersund district, a sodi-fication of the plagioclase, very similar to what Gillson calls "andesinization," has taken place. 12' The percentage of anorthite in the plagioclase has dropped from 42 to 43 pct in the original norite down to 27 pct, but never below that level. This metasomatical transformation is a part of a whole series of processes of mig-matitization which have produced, above the level of granitization, concentrations of Mg, Fe, and Ti and among them, patches and parallel bands of ilmenite and magnetite. Thus both regions present somewhat comparable features and the theories to explain them have several points in common. However, as there seem to be differences between some American conceptions and the views commonly accepted at the University of Liege, I would like to make some comments about J. L. Gill-son's article. The author speaks of the garnet as being an anti-stress mineral. SEVERAL categories of storage are used depending on capacity. Operational storage, which is small in comparison with the market, facilitates handling surges of a few hours' or a few days' duration. Seasonal storage, usually larger, permits accumulation of product during sea- sons when demand is low, for delivery when demand is high. In producing areas, large storage may permit production at a uniform rate, without waste or distress sale. Near large markets such storage increases the efficiency of transportation, allows a more extensive or higher grade market to be served, and affords protection against interruption in delivery.

A fluid mining process has been developed by the writer whereby phosphate deposits are leached in place through the injection of a weak and recoverable acid solution much in the same manner as in the recovery of oil by water-flooding. The phosphate mineralization is dissolved In place, selectively treated in a surface plant and a high grade diacalcium phosphate substatially free of fluorine (hence of feed grade quality) is recovered. Because of its finely divided and powdery state, the plant product is highly desirable as stock material for the manufacture of triple-superphosphate and of high grade phosphatic chemicals. Details of well completion, fluid injection, areal sweep and solution efficiency, plant design and economics are presented The rate of return on investment is particularly attractive under conditions of shallow occurrence of the phosphate mineralization such as in the Bone Valley formation of Florida. The process may also be applied economically to the Phosphoria formation of wide- spread occurrence in the Northwest United States through the application of selective formation fracturing (or Hydrofrac) previous to fluid mining operations.

The final session of the meeting was preceded by a movie, "Contact That Kills," which was a color film clearly pointing out various causes of electrical accidents in mines and how such accidents could he prevented. This film was made underground and produced by the U. S. Bureau of Mines for use in teaching accident classes. President R. R. Williams, Jr., called the meeting to order and introduced Mr. Leif Arentzen of the Lee-Norse Company, Charleroi, Pennsylvania, who spoke on "Coal Mining in Australia." The text of his address is as follows: "I arrived in Australia in February of this year-my father sent me over there for an installation. He preceded me as he does in most things, and set up a showing of our machine in Australia. We had 200 of the top level coal mining men visit this showing. They were interested in what the Americans are doing and what the American manufacturer had to offer them. Conditions in Australia are very similar to our mining conditions in the United States and they have looked to us, the coal industry in general, because we have the know-how in answering some of their problems. They feel that European methods and their type of machines are too inadequate to cope with their conditions. My visit was to South Wales, 60 miles south of Sidney. Their mining operation resembled mining coal in Florida. The work is on about a 500-ft. elevation about three miles from the ocean and when you turn around and see about 30 miles of beach, it is quite a picture - the Pacific Ocean is so blue. The coal seam is about ten feet of relatively clean coal. Labor relations are very, very taught right now. They are agitated by a strong Communistic influence and their weekly publication is known as the ?Common Cause,? which is against mechanization of coal mines." Mr. Arentzen enlarged on the fact that America was the example they held before them and described the Australian coal men and their character.

The application of secondary producing methods for recovering additional oil from known fields has been recognized for many years as important to the economy of the nation. One of the most successful secondary methods is waterflooding, which conserves our natural resources by preventing premature abandoment of stripper leases and revitalizing previously abandoned areas. Waterflooding as a secondary-recovery method was introduced into the Midcontinent region in 1931, and its use as such has become widespread. As with most new methods, the most favorable fields and leases received primary attention, whereas those with viscous oil or less favorable sand characteristics were bypassed. This paper, which describes mining methods and practices at the Piokee mining unit and the Piokee expertmental mining project of The Eagle-Picher Co. in northeast Oklahoma, is one of a series being prepared by the Federal Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States. The Piokee unit, comprising the Piokee, Rowe, Lucky Syndicate, and parts of the Netta White and Otis White leases, is in the SW1/4, W1/2NW1/4SE1/4, and W1/2SW1/4SE1/4 sec. 17, T. 29 N., R. 23 E., Ottawa County, Okla. (figs. 1 and 2), The 200-acre tract is adjacent to the town of Picher and near the heart of the Picher field of the Tri-State zinc-lead mining district.

"THIS IS THE THIRD of the consecutive Annual Forums on Grinding that were instituted by Mr. L. E. Djingheuzian in 1957. The first was on the subject of Ball Milling (Transactions, Volume LX, 1957) and the second on The N on-Cataracting Ball Mill (Trans-actions, Volume LXI, 1958). From the discussions at these forums it was evident that one of the most important factors affecting the efficiency of grinding is the shape of the liners. In order to make a study of liners in use, it was •decided to seek the co-operation of operators across the country by sending out questionnaires requesting basic information. Additionally, these operators were urged to set down briefly any pertinent information on the subject acquired through experience and experiments at their own particular plants. A compilation and analysis of these data were to form a basis for discussion at the Forum on Liners at the Annual Meeting in Montreal, April, 1959. The response of the milling fraternity to this solicitation was most gratifying, and clearly indicated the importance attached by the operators to the effect of liner design upon overall grinding performance."

Spark ignition of combustible-gas mixtures is a relatively old subject of investigation and has been treated both experimentally and analytically by many people. Elements of static and current electricity are almost always present in mining and industrial operations, and the spark can be an extremely efficient source of ignition. Thus the practical interest of such problems as the "intrinsic safety" of electrical apparatus is obvious. Ignition and quenching phenomena are the primary laboratory representatives of combustion phenomena that are dynamically nonsteady, and such nonsteady phenomena playa considerable part both in industrial processes and in safety matters, although they are of less immediate practical interest. Considerable effort has been expended by the Federal Bureau of Mines in investigations of spark ignition.5 6 7 8/ Primarily, this work has established the significance of several of the parameters involved. METALLURGICAL thermochemistry of titanium is a broad subject and (if data were available) could include a wide variety of topics. The present report is restricted to extractive metallurgy and to substances and reactions that bear upon the magnesium, sodium, and hydrogen-reduction processes employing titanium tetrachloride. The aim has been to present enough data so that the reader not only can check: the calculations for the reactions discussed but also can conduct related calculations if he so desires, without recourse to other compilations of data. The subject matter divides naturally into two parts-the selection of the data to be adopted and the application of these data to pertinent metallurgical reactions.

The propagation of explosions through short cylindrical channels has been investigated by the Bureau of Mines. In the experimental apparatus set up by the Bureau, a single such channel formed a connection between a small explosion vessel in which a gaseous explosion was initiated and a larger, partly enclosing, explosion vessel filled with suitable gaseous mixtures; the larger vessel permitted observation to determine if an explosion was induced therein by mass, energy, and species transfer through the channel, as a result of tie initial explosion, It has been found that transmission of flame through to channel is not an essential to induce the second explosion, for hot gases from an extinguished explosion are able to ignite cold combustible mixtures in the larger vessel. The schlieren patterns of flames or hot burned gases emerging from a channel into the explosion chamber were photographed. These show, in most instances, that vortexes of hot gas ejected from the jet into the cold explosive mixture are responsible for ignition. The study has practical significance in problems of rendering electrical equipment safe for use in potentially flammable atmospheres, INTRODUCTION The propagation of flames through cylindrical or annular channels has practical importance in flameproofing electrical equipment and for flame traps. Much practical work has been done to determine the minimum safe breadth of flanges and the maximum safe gap between the flanges that will permit venting an electric motor without allowing flames to pass.

This discussion is concerned with those com-J- paratively infrequent bumps that eject material from the failed mass with enough energy to wreck heavy machinery and seriously injure or kill people. In such cases there is a loud report, and the pressure waves set up in the mine atmosphere wreck ventilation controls several hundred feet from the site of the failure. Vibrations are induced in the earth's crust which may be detected several miles from the point of origin, and explosive gases may be released in large quantities." Usually a dense suspension of dust is produced from the failed mass, together with dust placed in suspension by the resulting air blast. These rock bursts or bumps have also been called mountain shots, bounces, pillar bursts, and crumps. Such occurrences, when extensive, are serious catastrophes, and may force abandonment of the mine.' CAUSES OF ROCK BURSTS Rock bursts in coal mines have occurred in sev-eral places under diverse geological conditions, mining methods, and/or practices. A study of many such occurrences indicates that they depend on the following conditions: 1) cover thickness of 500 ft or more, 2) cover composed of strong members and having a strong member lying close to or on the coal bed, and 3) a floor that does not readily heave. The minimum thickness of cover under which coal mine rock bursts occur is based on observation. Under unusual circumstances involving very strong roof members and/or mining systems, and/or practices especially likely to induce bursts, a burst conceivably could occur under less roof. Under special circumstances rock bursts have occurred in marble quarries almost at the surface.' Furthermore, under very heavy cover it is likely that controlling roof members need not be as strong and as close to the coal bed to cause bumps. Just what constitutes a strong roof or roof member is open to question. Obviously the strength of a roof member is determined by its thickness, the distance between bedding planes across which little or no bond exists, the spacing and development of joints, and the inherent strength of the rock material. Strata sections showing roofs under which rock bursts in coal mines have developed are illustrated in Fig. 2. In several instances the strength of rocks composing the roof of mines developing bumps has been tested. The tests (Table I) show that these rocks develop considerable strength in compression, bending, and shear and that in some cases the strengths are very high. No quantitative data are available concerning joints in roof members over coal beds where rock bursts have occurred, but the author has examined many mines subject to bursts and has received the impression that joints in the shales immediately over the coal beds are always present and well developed. In the main sandstone or conglomerate members themselves, however, where observed, he has yet to see a fracture system indicating well developed joints. Undoubtedly joints are present, but the evidence indicates that they are few, poorly developed, and widely spaced. In a mine subject to bumps, moreover, actual measurements of roof spans up to 225 ft between supports under a cover of about 800 ft have been made before roof failure occurred. Such spans signify strong roof. In coal beds subject to rock bursts, the bottom rock is usually a sandy shale. A few tests (Table I) have been made on the floor rock of coal beds. Observations in mines indicate that they are usually weaker than roof rocks and that under load they show more plastic effects. Observation in ground subject to bursts invariably indicates a relatively strong floor highly resistant to heaving, although some heaving may occur. Other factors listed as favorable to rock bursts are: 1) mountainous surface; 2) steeply dipping beds; 3) proximity of faults, folds, and other similar geologic structures. Many bursts have occurred in mines under mountainous country, although many bursts in mines under a surface with little relief indicate that thickness of cover, not relief, is the essential factor. In steeply dipping beds, many bursts occur in mines that are essentially flat, and rock bursts have been recorded in beds dipping as much as 35o Most rock bursts in the U. S. occur in beds that dip less than 10 pct. It is also true that most U. S. coal is produced from beds dipping less than 10 pct. Geologically, faults are regarded as providing stress relief, but in the vicinity of faults, as well as sharp folds, it would seem that residual stresses could be present. The fact that rock bursts occur in areas remote from faults and sharp folds suggests that their presence is not necessary for this phenomenon to take place. There have been many bursts close to faults and folds, and it may be assumed that occasionally such structures accentuate their occurrence3 The conditions and circumstances under which they occur, coupled with the effects produced, leave In the Crowsnest Pass coalfield, British Columbia, a rock burst is estimated to have released 1.8 million cu ft of methane.
