Mining education has received almost continuous discussion since its inception and most people engaged in the mining industry and in mining education feel at some time the urge and necessity to express their views. This paper is not a comprehensive survey of past and present practices and accepted principles, but a personal opinion of the form mining education should take at university level. It is expressed because of a dissatisfaction with the existing courses offered to students. It is hoped to provoke discussionand bring forth guidance to those engaged in mining education. After all, students spend four or five years at a university and it is desirable that the graduate should be something more than just those many years older at the end of his course.POST GRADUATE EMPLOYMENTThe first problem confronting the university should, be to discover what the mining industry wants and expects or graduates. This must influence the university course and yet universities have done little to seek this information, and if suggestions have been offered by industry; universities appear to have made little use of them. University mining curricula are basically what they were 50, 100 and even 200 years ago. (See Appendix.) This paper describes mining methods and practices of the Morenci Branch, Phelps Dodge Corp., Greenlee County, Ariz. It is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in various mining districts in the United States. A similar program, conducted from 1928 to 1939, was generally conceded to have contributed substantially to improving the efficiency of mining operations. The morenci open-pit mine (see photograph, fig. 1) is in southeastern [zona] (fig. 2), on U.S. Highway 666 about 5 miles north of Clifton, county at of Greenlee County. The concentrator and smelter are near the mine at an altitude of about 4,400 feet. Figure 3 is a map of the mine and plant.

This paper presents a general re-view of the various methods of briquetting coals, with and without the aid of a binder, with special reference to the production of a suitable briquette from Nova Scotia 'fines' for re-blending with industrial coal. From the economic and technical viewpoints, either small stoker-sized briquettes made with about 4 per cent asphalt in standard low-pressure double-roll presses, or briquettes made without binder in high-pressure double-roll presses, appear to be the most reasonable solution at present.

THIS paper is concerned with the redistribution of a second phase when a 2-phase solid alloy is annealed in a temperature gradient. An examplewhich is discussed in detail is the redistribution of carbides in a low-carbon steel annealed in a temperature gradient below the A, temperature. As a result of such a treatment, the carbides at the cooler side disappear, while those at the hotter side grow in size. In a 2-phase zirconium-hydrogen alloy, the amount of hydride will tend to be increased at the cold end and decreased at the hot end. That such an effect can occur in solid metals is not generally appreciated. However, with the trend toward higher operating temperatures in several fields, this phenomenon will become more important in the future. Actually, such effects should be rather common in the core of nuclear power reactors where the op- erating temperatures are high and temperature gradients are an order of magnitude higher than in previous high-temperature applications of alloys. The purpose of this paper is to point out the existence of such an effect, to discuss the manner in which one predicts whether a redistribution of the second phase will occur in a given system, whether the second phase will go to the hot or cold face, and how rapidly the redistribution will occur. One aspect of this problem has been discussed by pfam and Wernick2who considered the migration of a small liquid region through a solid. In their case, the diffusivity in the liquid is much larger than in the solid and they have interpreted their results successfully by using Fick&apos;s first law as the flux equation in the liquid, and taking the concentration gradient from the phase diagram. For all the cases they have studied, this type of analysis predicts that the liquid region migrates from the cold end to the hot end, and this is what was found ex-

"The reservoirs of Mississippian Mi-dale beds and Frobisher beds found in the Weyburn field lie at the north-western termination of a broad productive belt extending 120 miles along the northeastern rim of the Williston basin. These carbonates, and inter-bedded evaporites, originated during cycles of marine transgression and regression, and were deposited as rock types characteristic of shoal, lagoon, and basinward shelf environments. The Frobisher-Alida Beds, which form a secondary reservoir to the main Midale Beds of producing zone are composed of oolit1c, fragmental-bioclastic, vugular limestone capped by an impervious dolomitic mudstone. Production is controlled by localized structural features resulting from de-positional build-up. Excellent reservoir conditions are accompanied by an active water drive. The Frobisher Evaporite, consisting of massive primary anhydrite with dolomitic veinlets, forms the floor seal for the Midale beds oil accumulation. A significant facies transition into an oolitic, bioclastic, vugular limestone characterizes this unit. Beyond the depositional margin of the evaporitic facies, marked increases in porosity and permeability of the en-tire reservoir are noted. Carbonate units overlying the areal extent of the Frobisher Evaporite exhibit a greater degree of metasomatism, dolomitization, and more abundant secondary anhydrite.Porous carbonates comprising the producing zone of the Midale beds are divided into an oolitic, fragmental bioclastic, vugular limestone, and an overlying granular marly lime-stone unit, capped, by the Midale Evaporite. Oil is accumulated in a stratigraphic trap bounded above and be-low by primary anhydrite and truncated by the post-Mississippian erosional surface. Mississippian strata dip basinward from this erosional surface in a broad homocline exhibiting only minor irregularities. Rapid lateral and vertical porosity and permeability variations are common. Localized, separated, porous lenticles contain interstitial water in areas where the Midale beds are underlain by the Frobisher Evaporite. The major portion of the field, however, is capable of water-free production. Bottom and edge waters are found in certain portions of the field. Productive limits are tentatively defined around most of the present field perimeter. A large area along foe southern edge of the field remains open to future development. Probable ultimate remaining recoverable crude oil reserves, as of September 30th, 1958, were estimated by Mc-Daniel Consultants Ltd. to be in excess of 330 million barrels."

The relationship between areas of iron powders, briquettes, and sintered compacts and tensile strength has been determined. It has been found necessary to distinguish between two types of areas which exist in such powders—a macroscopic area due to the shape and size of particles and a microscopic area due to pores and cracks in the surface. Only the macroscopic area, specifically the area due to particle irregularity, contributes to tensile strength; the microscopic area cannot be forced into contact with adjacent particles ond does not participate in bond formation. Of the two methods of area measurement employed in this study—permeability to liquids and gas-phase adsorption—only the former is useful for determining the roughness factor. A measure of this roughness, (area measured by permeability to liquid) -f- (orea of powder with the same size distribution, but made up of spherical particles), is shown to be uniquely related to tensile strength at constant density. The other important factors in determining the strength of sintered-metal compacts are the density and presence or absence of surface oxide. THE manufacture of metal parts by the process of powder metallurgy is an important and rapidly growing industry. Progress has been rapid and continuous, largely because of the excellent research in the field. Nevertheless, the process remains inherently complex and empirical. Several investigators have shown that the properties of the final compact must depend on many variables; namely, shape,&apos; size distribution,"-" nd compositiona of the original particles, the pressure necessary to compress to the desired density, the density of the compact, the time and temperature of sintering, and so on. Through the application of some new techniques to the study of powders and compacts, and the correlation of a number of observations of known variables, the present paper attempts to clarify and simplify the underlying theory of the powder-metallurgy process. Any theory must start with the obvious fact that the strength of a compact, its most useful property, is due to the formation of welded areas between adjacent particles, and attempt to deduce what effect other variables will have on (a) the area and (b) the intrinsic strength of these welds. Such welded areas can be demonstrated by electron micrographs, as in Fig. 1. It was believed that (a) could be most directly studied by means of surface-area measurements on the original powders and on the compacts made from them; the area decrease should be related closely to the welded area. A representative group of eleven iron powders from commercial sources, and made by a variety of processes, was chosen for this study. In addition to the surface-area measurements, correlations were established between the tensile strength and all the known variables which might possibly affect it. The results are quite unexpected. They indicate that the situation is much simpler than the authors had anticipated. The strength of the sintered compact is determined, indeed, by no more than three variables; viz., the irregularity of the original particles, the density of the compact and, in exceptional cases, the amount of surface oxide. All three had been recognized previously as having some effect on the tensile strength, but in the absence of the special techniques and interpretations to be developed here, there could be no suspicion that they were the only relevant variables. Materials and Methods Material—All the iron powders were commercial products obtained from the Amplex Division of Chrysler Corporation. Powders A, B, C, and J were very pure electrolytic iron. Powder D was made from oxidized scrap reduced by heating with an excess of cast iron. Powder E was a high-grade iron ore reduced by hydrogen. Powder I was prepared by atomizing molten cast iron in an air blast, quenching the droplets in cold water, and crushing the coarse powder. Mill scale (oxide) is added and the mixture heated to reduce the high carbon content. The other powders were all prepared by reduction of iron oxides, such as mill scale. They

The Lucky Friday mine east of Mullan, Idaho, is an outstanding example of a property in the Coeur dlAlene district where a small and insignificant-appearing silver-lead-zinc vein at the surface has changed at depth into a large vein of great importance. The Lucky Friday vein has little if any surface expression and above the 1200 level the ore shoots are small and discontinuous. Between the 1200 level and 2450 level, the lowest developed level, the main ore shoot has shown remarkable improvement on each succeeding lower level, and today the mine is one of the major lead-silver producers in the Coeur d&apos;Alene district. History: The Lucky Friday property is on the north side of the South Fork of the Coeur d&apos;Alene River in sections 25, 26 and 35, T. 48 N., R. 5 E., Hunter mining district, Shoshone County, Idaho. This is about one mile east of the town of Mullan, which serves the eastern portion of the Coeur d&apos;Alene district. The southern part of the property is crossed by a branch line of the Northern Pacific Ry. and by U. S. Highway 10. This highway is the principal road crossing the panhandle of Idaho and connects the district with Spokane, Wash., on the west and Missoula, Mont., on the east. The main portal and surface plant of the Lucky Friday mine is at an elevation of 3365 ft, only a short distance above the valley floor and a few hundred feet from U. S. Highway 10. so the mine is readily accessible for year-round operation. The property is comprised of six claims, known as the Lucky Friday group, owned outright by the Lucky Friday Silver-Lead Mines Co. There are four patented claims, Good Friday, Lucky Friday, Northern Light, and Lucky Friday Fraction No. 2 (Mineral Survey No. 3028), and two unpatented claims, Hunter and Creek. In addition, Lucky Friday owns an undivided one-half interest in the Hunter Creek property. which adjoins the Lucky Friday group on the north: a 90 pct interest in the mineral rights in the Jutila Ranch (160A), which adjoins the Lucky Friday group on the east; and a 60 pct interest in the Lucky Friday Extension claim group, which adjoins the Lucky Friday group on the west. The company also has a long-term mining lease on the Hunter Ranch, which adjoins the Lucky Friday group on the west. The claims of the Lucky Friday group were located between 1899 and 1906. The Lucky Friday Mines Co. was organized in 1906 and did considerable exploration work by surface trenching and shallow underground workings, only to see the property sold by the Shoshone county sheriff to satisfy labor claims totaling $2000 in 1912. Another firm, Lucky Friday Mining Co., bought the claims in 1914 and spent 12 years driving what is now known as the tunnel level crosscut. This tunnel intersected a vein previously exposed in a higher tunnel, but it was only a few inches wide. The vein was followed a short distance westerly but was so unpromising that the work was discontinued in favor of extending the main crosscut tunnel several hundred feet north. No ore was found and all work was discontinued. The property was held in such low esteem by the firm that it let taxes amounting to less than $15 a year go delinquent for nine years. Then the property lay idle for two more years until in 1938 John Sekulic, a Mullan service station operator, took a lease, with a $15,000 purchase option, on the advice of an old miner who had worked in the mine. Sekulic re-opened the tunnel level crosscut and explored the vein with an easterly drift for about 200 ft. The vein was too narrow to be of commercial value but was believed interesting enough to warrant further exploration at depth. Lacking funds to explore the vein at depth, Sekulic tried to get the district&apos;s larger operating companies to take over his lease and option. They were not interested because of the lean tunnel level showing and the fact that the property lay between the White Ledge fault on the north and Osburn fault on the south, an area which geologists always considered unworthy of exploration. Sekulic then organized the present company and assigned his lease and option to it for stock. This was in 1939. Enough stock was sold locally to finance sinking of a shaft 100 ft from the tunnel level east drift. The vein at this additional depth still was not commercial but showed some improvement. "Enormous deposits of gypsum of exceptionally high grade are readily accessible in southwestern Newfoundland. Coming large-scale production from one of these is resulting in renewed interest in deposits which have been known for more than a hundred and twenty years. General stratigraphy and structure of the Carboniferous rocks in which the gypsum occurs are de-scribed. The stratigraphic position of the basal gypsum-anhydrite zone is described. This massive evaporite horizon, which reaches a thickness of about 1,0001 feet, appears at Fishels-Heatherton, where it is largely undeveloped, and again on the nose of an anticline east of Flat bay, where a present production of 20,000 to 40,000 tons per annum is soon to be expanded to make it one of Canada's major producers. Detailed descriptions are given of the several types of gypsum, the relation of the gypsum and anhydrite, and the distribution of sodium chloride in the evaporite beds, and the bearing of all these on the origin of the gypsum are discussed. Brief reference is made to relation to world markets, mining and transportation, grade, and reserves."

The past 15 years have seen rapid advances in the metallurgy of materials for drill machinery and bits, but rock drilling itself continues to be largely an art. Jet piercing, roller bit rotary drilling, and rotary percussion are all promising new techniques, but the percussion rock drill, still used for 90 pct of the blastholes in U. S. hard-rock mining, has under- gone no major modification since pneumatic machines were first used successfully in the 1860&apos;s. This singular lack of progress stems directly from ignorance of the nature of impact failure of rock and the fundamentals of rock penetration in general. For nearly three-quarters of a century, mining engineers did not know what went on at the bottom of a drillhole.

THIS INFORMATION CIRCULAR covers the calendar year 1055 and contains statistical data on employment and injuries pertinent to metal and nonmetal mining and to their mills and processing plants that are voluntarily reported annually to the Federal Bureau of Mmes. This report, unlike previous publications, lists not only production and development workers but also office employees associated with mining and milling or processing. The last publication m the series, Information Circular 7798, Injury Experience in the Metal and Nonmetal Industries, 1954, also contains unpublished injury and employment statistics for 1943 through 1953. The Bureau is authorized to request data on injuries and employment from operators in the metal- and nonmetal-mining industries. The information voluntarily submitted by these operators contributes immeasurably to the promotion of safety in the mineral mining industries as it discloses the hazards to which metal and nonmetal workers are continually exposed during mineral extractive operations.

"CASES and mixtures of them are so common and so much a part of everyday existence that they become so taken for granted that their individual characteristics and idiosyncrasies rarely become of curiosity to others than those involved in tl1eir production, processing, treatment, transportation, and for utilization. The use of the most common and universal mixture of gases -air -is begun at birth by ail living creatures and their discontinuation of its use terminates existence. Modern man rides on air in his tires, rides through it for high-speed transportation, and uses it for his comfort in the heating and air conditioning of his domicile. It is neither the aim nor the in-tent, in the next few moments, to provide a panacea for even a portion of the problems inherent in the gas industry nor to delve deeply into any particular facet of its diversities. The purpose is primarily to touch upon some of the peculiarities and generally to consider approaches to employ in the pursuit of solutions."

A PROCESS for the electrolytic preparation of molybdenum from molten salts has been described previously. This previous work centered on electrowinning and electroplating characteristics of the process. In this paper the properties of the process as a refining medium are discussed. In producing metals from ores, it frequently has proven most economical to obtain a comparatively impure metal by smelting, and to purify the product by electro refining. Direct electrowinning from molten salts is rather difficult when a porous diaphragm is required in the process, as in the case of molybdenum, since satisfactory refractory materials for such a diaphragm in molten salts have not yet been developed. In electrorefining, however, a soluble anode is used. By suitable control of anode and cathode current densities, the lower-valent molybdenum compound used in the electrolyte is not oxidized, and a diaphragm is not needed, thus avoiding difficulties which are encountered with other electrowinning processes. Electrorefining may result from two different processes in the cell: Dissolution of the molybdenum and the less noble impurities with a separation of the more noble impurities as an anode sludge; the electrodeposition of molybdenum and the more noble metals at the cathode, leaving the less noble metals in the electrolyte. The amount of separation which occurs in each process is determined by the potential of the operating electrode and the relative concentration of the various species at (or in) that electrode. Since molybdenum has a comparatively noble position in the EMF series in molten alkali halides,2 most refining would be expected to occur at the cathode. In this work only the cathodic process was studied. The objective was to determine to what extent various metallic ions, if they dissolve from the anode or are otherwise introduced, were concentrated in the electrolyte. The necessary conditions for the separation of each and the limiting concentration which may be tolerated in the electrolyte for effective refining were studied. The deposits were chipped from the cathode and analyzed spectrochemically for metallic impurities. Besides determining the major contaminant, a general qualitative analysis was obtained to be sure that other metallic ions were kept at a very low level during each series of runs and to be sure that the baths were not being contaminated accidentally. Samples of the bath, for analysis, were taken at the temperature of operation so there was no chance of selective crystallization during cooling. In this way the ratio of molybdenum in the bath to the other metal could be determined readily. These data permitted a check on the anode efficiency and any volatilization that took place during the electrolysis. Experimental Apparatus—The apparatus as shown in Fig. 1 was used to determine the effect of the various foreign ions upon electrodeposited molybdenum. The entry chamber A allowed the cathodes to be removed without cooling the bath and without allowing oxygen or moisture to enter." The cathodes were made Prom 0.25-in. tungsten rods and were rotated during the electrolysis. The balloon in the lower arm B was inflated with helium after the cathode was drawn up into the upper section for removal. A new cathode was then placed into the entrance chamber A after which the chamber was flushed

The fruits of industry are divided between capital, labor, and governments. Capital takes its redemption and remuneration through profits or dividends; labor takes its share through wages; governments take their share through taxes. Each must have a just share, and the question of what is a just share and the question of who-shall make the allocation are vital current political and economic issues. Certain political philosophies con- tend that government should take all the fruits and that some dictator or politician should have irrevocable discretion and power to distribute the fruits. Believers in democracy and free enterprise adhere to the view that capital is entitled to redemption and fair remuneration; that labor shall have a fair wage; and that governments shall make equitable levies. But since all human beings, both individually and in groups, are inherently selfish, there are many variable views in regard to the question of what ratios shall be applied in a division of the fruits and who shall have the power to fix these ratios. Perhaps all parties should devote more energy to means of increasing the crop, and not so much time to quarreling over a division of the existing crop. Moreover, all three parties must guard against killing the goose that lays the mineral eggs. For example, if the tax burden becomes oppressive and the taxpayer refuses to carry it, then business stagnates, with consequent unemployment, reduction of profits, and curtailment of government revenue. If a producer assumes the increased tax burden, marginal operations must be closed down, and again the consequences are increased unemployment and diminished government revenue. Quite often an increase in a rate of tax results in a reduction of government revenue. Perhaps the worst detrimental feature of selfishness and greed on the part of any one of the three distributees of the fruits of industry is the retardation of expansion of the enterprise. Mine financing, or providing adequate capital for developing and bringing a mining property into production, is an essential requirement for a successful operation. Today it presents a different picture than even twenty-five years ago. The day appears to be gone when a mining property could pay its own way from grass roots to production. The country has been quite thoroughly combed for surface showings from which sufficient initial profit could be immediately garnered to pay for further development and production facilities. The four M&apos;s for success in mining-mineral, market, management, and money-are still essential; but doubled or tripled wage costs and steep advances in cost of equipment and supplies throw increased emphasis on adequate capital funds for bringing in a prospect and making it a producer. Consequently, the old picturesque, although seldom rewarding, grub- staking procedure where a single venturesome citizen might advance funds to a prospector on a fifty-fifty basis for whatever discovery he might find, has largely disappeared. Its place, to some degree, has been taken by the small syndicate of venturesome members who band together for furnishing funds to a group of prospectors for the same general purposes. Such a syndicate has a definite organization and is usually assured of sufficient initial funds, or flow of funds, to carry on work for several years. It is headed by an engineer-promoter who has had considerable field experience as well as personal knowledge of his prospecting crews. For the owner of a potential mining property who has ample capital, the problem is to determine (1) justification for the necessary investment in exploration and development, and (2) the economics of the enterprise as to size and degree of integration of the final operating entity. If the owner of such a property has little or no capital, he also faces these same basic problems but, in addition, must be able to present the findings of fact and persuade the prospective investor that the enterprise will produce

IN the course of an investigation directed toward expanding ground-water facilities in Essex and Morris counties, New Jersey, the Board of Water Commissioners of the city of East Orange authorized a seismic-refraction survey&apos; for the purpose of de-lineating bedrock topography below unconsolidated overburden. Results of the survey were highly satisfactory and led to the preparation of a comparatively detailed bedrock contour map. Knowledge of the bedrock depth and configuration was an important aid in selection of sites for test drilling. The portion of the East Orange Water Reserve under consideration is in the flood plain of the Pas-saic River about 10 miles west of Newark, N. J. The flood plain is about 175 ft above mean sea level and is bordered by low hills rising to elevations of approximately 250 ft. The bedrock underlying the Water Reserve consists of sandstone and shale of the Triassic Brunswick formation and is covered everywhere by deposits of unconsolidated glacial outwash sand and gravel, lacustrine clay, and recent river silt as much as 150 ft thick. Yield of wells in the sandstone and shale averages 100 to 200 gpm. Since production wells constructed in the sand and gravel aquifer in the buried river valley shown on the contour map (Fig. 1) yield 300 to 1400 gpm, it was proposed to locate additional production wells in this buried valley, where the yields per well would be maximum. In 1939 and 1946 the East Orange Water Dept. had electrical-resistivity surveys made to determine depths to bedrock. From the resistivity data the exploration company prepared a bedrock contour map. A well field expansion program begun in 1955 utilized this information to locate sites for test wells along a predicted northward extension of the buried valley in which existing production wells are located. After several test wells (wells 201-205) had been drilled, it became apparent that the resistivity information was unreliable." For example, test well 201 recorded bedrock at a depth of 72 ft, whereas the resistivity depth determination was 130 ft. As a consequence, the test drilling program was temporarily suspended and a seismic survey was under- taken to determine the topography and extent of the buried valley known from well records to underlie the existing well field. In the first phase of this study, several seismic shot point locations were placed at sites where well logs had been obtained previously. This procedure is necessary in a new area to determine whether the seismic method is applicable and what degree of accuracy is to be expected. At the East Orange Water Reserve, depths obtained from the shot points near test wells 202, 203, and 204 were within 8 to 11 pct of the depths logged (Table I). With this assurance that accurate results could be obtained, additional seismic spreads were located on the Water Reserve. Using a portable refraction seismograph, in the fall of 1955 a crew of four men shot a total of 29 reversed seismic spreads in a period equivalent to six field days. Charges as heavy as 3 1b of 40 pct dynamite were necessary at a few places to overcome ground vibrations caused by traffic on nearby highways. At most other sites, a 1-1b charge was sufficient. Travel-time plots were made for all spreads, and depths and true velocities were calculated according to formulas for multiple sloping layers by Ewing, Woollard, and Vine.&apos; The plot of spread 7 (Fig. 2) is typical of the short spreads in which bedrock was shallow—about 50 ft in this case. Where there were not enough arrivals through the bedrock to define the high velocity bedrock line, the spreads were lengthened. This was done by placing shots on line several hundred feet away from each end of the line of geophones. It was then possible to construct complete reverse plots for both short and extended shot points (see spread 27, Fig. 3). Four individual depths were calculated from each extended spread. Three and in some cases four seismic layers were observed. The surficial layer had a velocity range of 900 to 1200 fps, the lowest velocity recorded. This seismic layer is above the water table and is interpreted as recent river silt. The bedrock had the highest velocities, which ranged from 10,600 to 16,400 fps. For the early conservationists before the first decade of the twentieth century, conservation meant largely the planned preservation of water, forest, soil, and wildlife resources-renewable natural resources-through efficient use. Water was primarily thought of as a resource that must be kept available for humans to enjoy in a recreational sense and as a habitat for wild animals, birds, and fish. Little thought was given to conserving water for actual human or industrial needs. If industry entered the picture it was as an actual or potential polluter of water, which was the basic necessity for drinking and bathing and for outdoor recreation. Even the forests were only held worthy of conservation largely because they were areas in which wildlife could, or should, abound and in which human beings might find relief from the cares and problems of everyday life. Finally, the soil was to be preserved in its natural fertility through proper fertilization, cultivation, and crop rotation; in this the conservation program did enter the realm of the practical. For through soil conservation, the world was to be able to raise increasingly large crops of constantly improved organic foods which the steadily growing population of the earth was to need to survive and improve. Relatively little time, however, was spent on considering what profit the farmers of the world were to make from the scientific farming on which they were to embark. In short, the appeal of the early conservationist program was much the same as that of the entire era of Theodore Roosevelt of which it was a part; it was to the heart rather than to the mind; it was to emotion rather than to reason. Because of the way in which the problem was approached, conservation took on the character of a crusade rather than that of a practical plan for the betterment of man through economically sound methods of improving his environment and the uses he makes of it. Conservation had, then, all the advantages of a stirring appeal to the emotions, but it did not have the lasting results that would have been achieved by a program with a sound economic basis.

This discussion of accounting will describe the statements and the information that the accounting system produces, from the point of view of those who use such systems rather than of those who prepare them and who do the detail and technical accounting work. In any well organized mine, quarry, or other enterprise exploiting a mineral deposit, no matter how small, some clerical and accounting work must be done. Miners and other employes must be paid, supplies must be purchased and issued, and various tax and information returns, which even the smallest enterprise must file, have to be prepared. In this chapter it is assumed that the enterprise has employes of this type and that they understand the fundamentals of record keeping and accounting. It would be impossible here to give sufficiently full explanations to enable a man with no previous clerical and accounting training to set up and operate an accounting and cost system for even the simplest extractive operation. Rather, we shall hope first, to tell the investor and the operator, from the chief engineer or president down to a subforeman, what to expect from the accounting statements and records and how to use this information in his daily work; and second, that it will enable the man with some knowledge of accounting or bookkeeping, but with little or no experience in any extractive industry, to set up and operate a satisfactory system for a mine or other extractive enterprise. For readers who wish to go further, the bibliography at the end of this chapter contains many references. The emphasis has, therefore, been placed on the statements to be produced and the purposes for which they are to be used rather than the underlying books and records. These are, with a few exceptions which will be described later, essentially what might be found in any industrial enterprise and would probably, in the extremely small enterprise, consist of handwritten journals, ledgers, analysis books, payroll books, and stores ledgers. In the larger enterprise, various types of mechanical accounting would be introduced in proportion to the complexity of the operation.

A survey of firefighting facilities and practices in coal mines conducted by the Bureau of Mines3/ showed such variations in equipment and apparent attitude toward fire protection that a comparison with other industry seemed advisable. Although other industry is confined generally to surface operations and the hazards probably are not as great, the same general methods of extinguishment are employed, so that the cost and protection at least should be comparable. An investigation of industry other than mines revealed a generally greater emphasis placed on fire-combating equipment, fire-brigade training, fire-fighting facility inspection, and fire-hazard elimination, as well as a greater average expenditure for fire protection.

Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man&apos;s dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives : 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity.
