This bibliography is the second in a series that covers the current technical literature relating to the metallurgy of zirconium. The rapid advance in zirconium technology makes it mandatory that abstracts be prepared and compiled as soon as possible to have maximum value; therefore, the information in this volume is not arranged chronologically. As a service to research and production groups, succeeding bibliographies will be issued as new acquisitions accumulate in the Zirconium Information Center sponsored by the Department of the Navy, Bureau of Ships and the Bureau of Mines at the Bureau's Northwest Electrodevelopment Laboratory, Albany, Oreg. The initial volume, Information Circular 7771, Bibliography of Zirconium, covering 969 abstracted reports and 645 United States and foreign patents, was published in April 1957.

MR. CHAIRMAN, Members of the C.I.M., and Friends -particularly friends, because I am not entirely a stranger in your city. I was last here some five years ago and it has given me a great deal of pleasure this evening to be able to say "Hello" again to those I had met at that time, when Bourlamaque and V al d'Or were very busy centres of intensive and successful gold exploration. My remarks this evening have to .do with Canada's Place in the Atomic Age. They will be of a general nature but I hope to tell you ?enough to whet your appetite so that you may be provoked into per-.suing the subject further. Now, atomic developments have become quite commonplace. Words like radioactivity, reactors, nuclear fission, and so on are known to everyone, even the youngsters. I re-member two or three years ago one of my office boys came to me and said "Mr. Joubin, I would like a raise." I gave the request a few seconds of serious thought and finally said "Alright, Jimmy, we'll give you a raise." However, he made no effort to leave, so after a -couple of seconds more I said, "Is there something else ?" and he said "Yes, Mr. Joubin, could you make that raise 'radioactive' to the first .of the year ?"

A larger, slow-speed, under-loaded ball mill and hydraulic classifier have almost doubled grinding efficiency at the lsabella mill. TENNESSEE Copper Co. operates two ore con-A centrators, the London and Isabella mills near Copperhill, Tenn. In 1948 and 1949 the small ball mills and rake classifiers in the London concentrator were replaced by one large ball mill and one hydraulic classifier. This new ball mill was designed oversize so that it could be operated at slower than normal speed. The proper operating conditions were established and the results published.' Later it was found that this mill operated more efficiently with a small ball charge." While this London grinding practice was being developed, the Isabella grinding circuit was not changed in any way. It remained a conventional two-stage rod mill—ball mill combination, the rod mill in open circuit and the ball mill in closed circuit with a rake classifier. Study of the data indicated that grinding cost could be lowered by converting to the London practice, but not enough would have been saved to warrant the expense of converting. No plan for improving this grinding operation could be developed. In 1953 this study was reopened when plans were made to increase the Isabella mill output from 1150 to 1500 tpd. At this time the grinding circuit consisted of a 6x12 rod mill followed by a 6x12 ball mill in closed circuit with a 6-ft rake classifier. Another 6x12 ball mill and 6-ft rake classifier would have been sufficient equipment and would have been the simplest and cheapest installation. However, this would have offered no improvement in grinding efficiency or operating cost. If, on the other hand, the grinding operation could be converted to the London practice, by installation of one large 101/2x9x9 tricone mill and a 10-ft hydroscillator,2 lower operating costs would justify the additional investment. Economics: Table I presents estimates for the two schemes for enlarging the Isabella mill. In the first scheme, column 1, one 6x12 ball mill and one 6-ft rake classifier were to be added. In the second scheme, column 2, the existing small ball mill and rake classifier were to be retired and one large mill and hydroscillator were to be installed. Estimated savings from the difference in operating costs made an attractive return on the additional investment for the large mill and hydroscillator. Actual costs of carrying out this plan are tabulated in column 3b. It will be seen that these costs follow the estimates in column 3a very Closely. The return on the additional investment is calculated from the difference in the operating cost in column 1 and the actual operating cost in column 3b. This too come very close to the estimate. Power and Steel: Power requirements and steel consumption for the rod mills and ball mills, both actual and estimated, are presented in Table 11.

Permanent support of the back is an important economic factor in maintaining a tunnel or other underground opening in condition to render the service for which it was driven. Timber has been most commonly used for support in tunneling and drifting because of its strength and ease of installation. Even when treated for decay, however, timber is subject to deterioration and, over a long period of time, should not be considered a permanent support. Concrete support or lining is permanent and has been used in tunnels of every size for many years but has been almost exclusively cast in place, a difficult, costly process. This report deals with the design and installation of precast concrete supports to combine the best features of both methods.

RIGHT NOW the Canadian oil business is suffering from growing pains brought on by developments outside our borders. I would like, therefore, to place our industry in perspective for you in two ways. I would like first to describe it briefly and let you see it in relation to the world oil industry. Then I would like to bring it back and place it into perspective against a strictly Canadian background. Naturally, in such a discussion, it is necessary to use a certain amount of statistical material. I'll endeavour, however, to keep it to a minimum. Eleven years ago, before the discovery of Leduc, Alberta could boast of having 21,000,000 barrels of crude oil reserves. Five years ago we had 1,810,000,000 barrels. At year end, 1957, our remaining recoverable reserves totalled more than 3,000,000,000 barrels. In 1957, our potential production in Alberta reached an all-time high of 756,000 barrels a day. Unfortunately, our actual average daily production dropped from 393,000 barrels per day in 1956 to 376,000 barrels per day in 1957. And in 1958, to date, it has dropped sharply to around 300,000 barrels per day.

IN the fall of 1953, The Consolidated Mining and Smelting Co. of Canada Ltd. put into operation a completely new and modern plant for sintering the rather complex assortment of materials which comprise the feed to the Lead Smelter at Trail, British Columbia. This Lead Smelter is one section of an integrated metallurgical plant producing lead, zinc, silver, gold, cadmium and other metals. Since most of the incoming lead concentrate contains appreci- able zinc values, and most of the zinc concentrate similarly contains appreciable lead values, the cross-routing of residues or tails from the respective lead and zinc plants offers obvious advantages in recovery of metals, and has been practiced for many years. A disparity has existed, however, between the output of zinc plant residue and the capacity of the Lead Smelter to treat it, with the result that over the years a stock-pile of residue had been accumulating, and by the end of World War II had reached the formidable total of half a million tons. To treat this stock-pile, in addition to all current zinc plant residues and, of course, the regular quota of lead concentrates, became a prime objective of the Lead Smelter following World War 11. Chairman Doc, distinguished guests, and fellow members of the Rocky Mountain Coal Mining Institute: It's a genuine pleasure to meet with you again at the 54th regular meeting. I might add that it is always pleasant to be at the top of the batting order. The field is wide open since there is no danger of repeating something already said. At the same time, I am aware that the lead-off speaker has a responsibility to avoid stepping on the toes of subsequent speakers. I promise to confine my remarks to areas other than those to be covered by the well qualified speakers that follow. During our meetings at this convention, many fine papers will be presented. Our thanks are due Bob Williams and his hard working program committee for the superior selling that brought so many eminent speakers to our meeting. And, of course, our special thanks go to Doc Schloss, general chairman of this meeting. Doc and his able colleague, Stan Shubart, have been the spark plugs that fired up all of the arrangements we are enjoying here in Glenwood Springs. I'm sure all of us are appreciative of the many hours Doc has devoted to seeing that our meetings will be pleasant and profitable. When we mention arrangements, we always think of that master arranger, Fred Whiteside, who, as a charter member and secretary-treasurer of the Rocky Mountain Coal Mining Institute, has had more to do with more matters around these parts than just about anyone I can think of.

The two references can be considered as supplemental to this report , since the amount of overlap in the contents is insignificant .

To establish the minimum or break-even efficiency of a preparation plant it is necessary to determine the ratio of production costs per ton of run-of-mine coal to sale price per ton of clean coal. This ratio is then divided by the percentage of plant recovery. Assume, for example, that washability data indicate that 80 pct of the run-of-mine coal may be recovered as clean coal selling for $5.50 per ton. If the same plant incurs $4.00 per ton mining costs and $0.25 per ton preparation costs, the cost to sale price ratio would be 4.25/5.50, or 77.3 pct. Since the plant is capable of recovering 80 pct of the run-of-mine coal the minimum plant efficiency would be 77.3/80, or 96.6 pct. If the plant efficiency were increased to 100 pct the limit on preparation costs would be increased to $0.40. Therefore, the washing operation must be accomplished at a cost of $0.25 to $0.40 per ton and the efficiency must be 96.6 pct or higher. By plotting a curve of efficiency vs preparation costs and taking into consideration the plant cost, feed rate, operating costs, and yields of the various flowsheets it is possible to select a financially sound process. Table I classifies preparation processes according to their nature of separation. It must be remembered that what is thought to be ideal does not always prove practical under actual operation. An outstanding example is the work done on the plunger-type jig. It was determined by the law of equivalence that this unit could treat satisfactorily only sizes differing by no more than a ratio of 2. Yet these same plunger-type jigs are successfully treating sizes considerably greater than this ratio.

ORIGINALLY the Babbitt experimental plant grinding circuit consisted of one rod mill 10 ½ ft diam by 12 ft long in open circuit followed by two ball mills 10 ½ ft diam* 12 ft long in parallel circuit. Shortly after operations commenced it was apparent that the rod mill could not function satisfactorily at the required 125 gross tons of ore per hr. Attempts to operate at this rate produced: 1) excessive tramp material over rod mill trommel screen which could not be handled in this open circuit and 2) excess build-up of coarse ore in the ball mill circuits because of inadequate rod mill grinding. Since Reserve Mining Co. ore must be ground to 85 pct -325 mesh to produce a satisfactory iron concentrate, an efficient and controlled grinding circuit is highly important. The first step in trying to resolve this grinding problem was to determine which unit of the circuit was actually in trouble and to what extent. A series of tests conducted at a lower tonnage rate of rod mill feed indicated that one ball mill could grind satisfactorily at rates up to 70 gross tons of rod mill feed per hr.

FOR twelve successive years Canada's mineral production has shown a steady increase, rising from a value of $0.5 billion in 1945 to $2.06 billion in 1956, and the outlook for the future is one of continued growth. A great deal of credit for this growth must go to Canada's tax policies, which recognize that mines are difficult and costly to find, and that once found, they are a wasting asset. These tax policies take form under the Income Tax Act, which provides a tax- free period of three years on initial production for new mines and, after that period is over, allows all proper expenses of operation to be deducted from mine revenue. These allowable expenses include write-off of plant and pre-production development expenditures. From the resulting profit figure after this procedure, a further deduction of one-third is allowed for depletion before net taxable income is arrived at. Tax rates of 20 pct on the first $20,000 and 47 pct on the excess are then applicable to the net taxable income.

IN the past few years the mineral raw materials problem has risen from comparatively obscurity to great national significance. The transition has come so rapidly that the nature of the problem and what it portends have not yet been clearly defined. Consequently there are wide differences of opinion among the experts as to what can, or should be done to insure a continuing, adequate supply. On one hand, it is said that depletion of known domestic deposits and lagging discovery of new ones will bring about an imminent decline in mineral production and that in future U. S. mineral-using industries will have to depend on foreign sources for more and more of the major mineral raw materials. On the other hand, it is argued that domestic mineral resources are virtually inexhaustible if there were only legislation against competition from low-cost foreign producers. Still another school of thought contends that within the past decade the country has entered a period of unprecedented mineral discovery that is rapidly solving the problem of depletion. Only time will tell which of these widely divergent views is nearer the truth, for mineral resources are, after all, the result of research and adaptation, and resources of the future, as of the past, will depend largely on human response to circumstances. Of 18 substances now termed reactive metals, only 8 (boron, thorium, potassium, sodium, lithium, uranium, molybdenum, and tungsten) were considered of commercial significance at the turn of the century. Except for hafnium and rhenium, the other ten were well known to chemists and mineralogists before this, but none had found use commercially, whereas some, like titanium, were looked upon as nuisances in the ores of other metals. Of these ten elements, several were considered of minor commercial significance, and others were of little more than academic interest as recently as 15 years ago. Before World War II only a few of the better informed spoke of uranium or thorium as possible sources of power. Still fewer talked of converting boron into a super- fuel, and the time had not yet arrived when hafnium, rhenium and even zirconium were thought of as critical to U. S. welfare and safety.

DURING recent years thermal drying of fine coal has increased at a tremendous rate, but very little discussion of the several excellent units has found its way into print. This is particularly true for operating and maintenance costs, and the operator who is faced with his first fine coal drying installation must depend chiefly on hearsay when trying to determine what his drying costs will be. This article presents the maintenance and operating costs for the seven drying units now installed in preparation plants of Pittsburgh Consolidation Coal Co. and lists other cost information that should be obtained before any particular drying unit is selected.

After 216 years, the end of operations at the Corn- wall mine can be foreseen within the next two decades. The story starts in 1732 when three sons of Wiliam Penn-John, Thomas, and Richard-deeded 9669 acres in the Province of Pennsylvania to a Joseph Turner, who assigned it to William Allen. In 1734 Peter Grubb, who had prospected for iron in the area, paid Allen £ 135 for 300 acres of this tract in what is now Lebanon County. In 1737 he was granted a warrant for 142.5 additional acres, which included three hills of outcropping magnetite described as "rich and abundant, forty feet deep, commencing two feet under the earth's surface." This seemingly inexhaustible reserve was to become one of the most valuable deposits in the U. S. before the ore-rich Lake Superior region was developed.

THE high standards of living and improved national security that industrialization can bring are so evident that no country can be named that does not cherish the hope of industrializing. With such a universal aim, why do many countries unable to develop their own industries accomplish so little toward attracting the foreign private investor, who alone can provide them with the necessary capital and skill? Obviously, because they fail to under- stand what constitutes a favorable climate for investment, because they have false notions about being exploited or dominated by the foreign investor, or because they are so nationalistic they refuse to permit outside assistance. The purpose of this paper is to aid the citizens and policy makers of developing countries in achieving their aims, by defining the conditions which en- courage investment and portraying the results of a policy of encouragement. IN the operation of any ore processing plant, no matter what beneficiation process or combination of processes may be used, certain fundamental figures are regularly needed for essential records and accounting. These include amounts of ore treated and products made, with their assays, as well as quantities of labor and supplies used, with their cost. Usually labor and supplies are broken down and allocated to certain operations by the accounting department, and resulting tabulations are available for study by the milling plant management. However, to avoid too many minor details that would make these reports cumbersome and involved, much information that could be useful to the plant operator is often consolidated in such a manner as to have lost a considerable part of its value. To clarify this point, it may be stated that top management is most concerned with production figures and cost of production, while the plant operator is also interested in quantities of labor in man- hours and amounts of supplies used. Due to varying unit prices of labor and supplies, comparisons on a dollar basis alone are often misleading. With rising unit costs of the past few years now about twice as high as they were a few years ago, constant study of quantities involved is required to improve efficiency and productivity.

WE must begin by defining what we mean by the Copperbelt. This term is generally used to denote that region of Northern Rhodesia in which the copper mines of that territory are situated. The first published use of the term Copperbelt we have been able to trace dates back to 1905. The African World of December of that year contained an article entitled "The Great Northern Copper Belts of Rhodesia." The next reference we have traced is in 1909 in an article in the Transactions of the Geo- logical Society of South Africa. It began to be used generally in the late twenties and by 1929 was in common use to denote the region which today contains the existing large copper mines of Northern Rhodesia. The first of three accompanying maps is a very simple outline map of Africa showing where Rhodesia is within Africa, and where the Copperbelt is within Rhodesia. The second is a larger scale map of the Copperbelt itself. It will be seen that within the present Copperbelt there are six producing mines. Two of these are new and four are relatively established, having started operations between the two world wars. The Copperbelt also includes a town- ship called Ndola, which is not a mining town, but a railhead on the main line. This town has developed primarily as a result of the mining industry in the neighborhood. It describes itself as the Gateway to the Copperbelt and is shortly to become a refining center.

YOUR speaker has long sought an opportunity to review the many differences between the subject matter called economic geology and the duties of a practicing economic geologist. As the subject was taught in my student days, professors teaching courses in economic geology paid little attention to what we now call industrial minerals. Certainly they were not concerned with problems involving production and marketing, but only with the origin of such mineral deposits as the Stassfurt potash deposits; with other evaporites, such as salt, gypsum, and Chilean nitrate; with the possible modes of formation of sulfur in salt domes; and the causes of asbestiform mineralization. Of course, much time and thought was given to the mineral identification and sequence of deposition of the minerals in pegmatites. The fact that such deposits actually produced commercial feldspar, mica, beryl, and lithium minerals for sale in industry was of minor importance. These observations lead us to pause to inquire, perhaps facetiously, what is and what is not to be included in the science of economic geology?

AMONG the main interesting developments in the coal market have been the changes that have taken place between the consumer groups. Important signs of these changes began to appear many years ago, but in a modest way, and were apparent only to the few fuel experts making broad statistical determinations. It is doubtful, however, that any of these experts appreciated the significance of their early findings, and perhaps none had the imagination to consider how extensive these changes might be eventually with respect to solid fuels sales and distribution. (Reference here will be principally to bituminous coal.) Railroad Fuel Major changes in coal use did become pronounced after World War II, and it did not take an expert to see what was taking place and how serious the impact was likely to be. First, was the case of the steam and diesel locomotives. The railroads had been considered the best coal customers; they were steady and large purchasers and usually paid a better price than most others. Railroad fuel provided the basic mine realization and it often was the source for operating cash during general market slumps. It was the outlet for 20 pct of the bituminous coal production, as much as 110 million tons in 1946.

This information circular is one of a series the Bureau of Mines plans to publish describing the methods and costs of mining uranium on the Colorado Plateau. The Temple Mountain mining district is unique among the uranium-producing areas on the plateau. This relatively isolated mining district is in Emery County, Utah, on the eastern flank of the San Rafael Swell, about 35 miles southwest of the town of Green River. The district lies just within the eastern escarpment of the San Rafel Reef - a rampart of rugged and tilted sandstone cliffs that encircles the highly eroded core known as the Sinbad Country. The presence of petroleum matter found associated with the ore deposits, the occurrence of uranium in various formations, and the structural deformation caused by collapsed features have aroused a great deal of geologic interest. Mine development on Calyx Flat is distinctive, in that the ore deposits are worked through 36-inch calyx-drill holes.
