"SINCE I received and accepted your invitation to present to this meeting a paper on A Canadian Integrated Coal and Steel Industry, I have given the subject a great deal of intensive study.Two conclusions have emerged from my considerations: first, that the subject should be dealt with by a person having a firm grasp of its technical aspects; and second, that it is a subject which requires expert analysis of the complicated problems it presents in pure economics.A third conclusion inevitably results from the two just mentioned -namely, that the mantle of the prophet which has been draped up-on my shoulders is too large for me to wear, because I am neither a practical nor a theoretical coal and steel man; and I am not an economist.With the warning that I have discovered, and am keenly conscious of, the inadequacy of my background for the task, I shall attempt to place before you those aspects of my subject which appear to high-light it from a layman's point of view.In the first place, in .order to avoid confusion as between my audience and myself, some definition of terms may be required.As I interpret it I am discussing -a coal and steel industry, using the last word in the generic and not the unit sense, self-sufficient in the provision of all its needs from within the geographical limits of Canada.Now, I start with the proposition that, in the very broadest aspects of such a concept, the Corporation of which I happen to be the executive head meets my definition as a combination of operations resulting in one fully integrated unit of a coal and steel industry."

LONG before Columbus discovered America the original inhabitants toiled in the copper workings of the Andean Cordillera. Their best diggings appear to have been at Chuquicamata, site of the huge present-day open pit owned by the Chile Exploration Co., subsidiary of Anaconda Copper Mining Co. Located in Antofagasta Province of northern Chile, Chuquicamata is in the Atacama desert, high on the western slope of the Andes at 9500-ft elevation. In the Chuquicamata area the Atacama desert merges into the Cordillera. The climate is extremely arid and precipitation, either in the form of rain or snow, is very infrequent. The temperature varies from 50° to 85°F during the day, and drops to 20° to 40° at night. The Antofagasta and Bolivia Railroad, which connects the Chilean Port of Antofagasta with La Paz, Bolivia, passes within approximately 6 miles of the plant. A branch from the main line to Chuquicamata serves the property for outgoing copper and incoming freight. The distance to Antofagasta by rail is 163 miles. Previous to the Inca conquest, this region was inhabited by the Chuco Indians, a small tribe, descendants of the Aymaras and Quechuas. The Incas, whose capital was located in Cuzco, Peru, gradually extended their empire to the south, reaching at one time to what is now central Chile. It is believed that they built crude primitive furnaces on the banks of the Rio Salado where on a small scale they smelted copper ore from Chuquicamata. At the time of the subsequent Spanish conquest, legend has it that Diego de Almagro, on his return to Cuzco in 1536 after his invasion of Chile, obtained from these furnaces metallic copper for horseshoes. During the period from 1560 to 1879 the high grade veins of the Chuquicamata deposit were worked superficially by the Spaniards and Bolivians. The treaty signed after the war of 1879 recognized the sovereignty of Chile over this territory and Chile, realizing the importance of the district, started to develop it in an orderly manner, although only high grade veins were worked. New Process Is Key Reports on the deposit were brought to the attention of Albert C. Burrage, a Boston lawyer and financier, in 1910. Chuquicamata was described as a huge deposit of ore that was not amenable to the usual treatment by concentrating and smelting since much of the copper occurred as oxides. An experimental investigation of the relative effectiveness of standard bullets and "shaped charges" in perforating dense, hard formations is reported. A method is described which simulates the conditions under which a shot is normally fired. Results are evaluated on the basis of depth of penetration, extent 01 Fracturing. extent and nature of formation damage, and other physical characteristics. INTRODUCTION A study was made of the relative merits of bullets and "shaped charges'' as applied to well completions in hard, dense formations such as those encountered in the Permian Basin. The planning of the laboratory program stipulated that core samples should be prepared and mounted in such a way that perforation shots of either kind"" could be fired into them, keeping the factors pertinent to good shooting practice similar to what they would be in a well. The shooting was done in a buried tank. with the sample and shooting equipment covered with water. The depth of water was calculated to he sufficient to simulate the inertial effects of well fluids for the duration of an explosion (a few micro-seconds). Flow measurements were attempted on the specimens after perforation. Due to the lack of uniformity of the limestone, shale breaks. etc., these measurements proved to be of little value to the study. The mounting materials were removed. so that the character of the penetration. fracturing, etc., could be observed. METHOD Laboratory samples were selected from the hard. dolomitic sand cores from Block 31 Field. Core pieces having a 3 3/4 in. diameter and a useful length of 10 to 12 in. were used. Selection was aimed at those pieces having a minimum of shale streaks and other irregularities. The ends were cut off square Manuscript received in the Petroleum Branch office June 28, 1951. Prior to lbeing mounted. the cores were soaked in water to prevent them from absorbing water out of the wet concrete, thus weakening it. A set of steel capsules was fabricated for holding the core Samples. Seven-in. casing was cut in two-ft lengths. of which one end was closed by "orange-peeling" and welding, and the other was threaded to accept a standard bull plug. The bull plugs were fitted with copper tube connections .so that pressure could be applied when the capsules were made up. The cores were mounted in the capsules by means of wire centralizers whose function was to hold the Core in proper position while concrete was poured and set. ALTHOUGH several geological indicators of the critical type are known, including quartz inversions and decomposition of hydrous minerals such as serpentine, there are very few of the general type. Solid solutions are excepted, but the limitations of use are very restricted and interpretations are sometimes ambiguous. General methods for determining temperature and pressure conditions during the crystallization of minerals would have considerable scientific and economic value. It is not the purpose of this paper .to, discuss the various methods of geological thermometry and barometry, but to present one general method, applicable to all minerals, and to describe what progress has been made in the methods of measurement. The general method, in. brief, is a study of the stress conditions in and around various types of foreign inclusions which are trapped in minerals during growth. The method depends upon the fact that any homogeneous gas, liquid, or solid will in general have coefficients of thermal expansion and volume compressibility different from those of any given mineral. Therefore stress must develop in and around all types of inclusions in minerals if the temperature or the pressure, or both, are changed from the conditions which prevailed during the growth of the mineral. The methods of measurement consist of determinations of the temperature-pressure conditions of fit of the inclusions in the host mineral. The types of inclusions in minerals are: 1-gas, or liquid plus vapor, when observed at room temperature, due to crystallization under pneumatolytic conditions; 2-liquid, or liquid plus vapor when observed at room temperature, due to crystallization under hydrothermal conditions; 3-glassy solid, or devitrified glass, due to crystallization under magmatic or high temperature metamorphic conditions, in a siliceous liquid; and 4-crystals, due to overgrowth of other minerals crystallizing simultaneously or of other minerals which crystallized previously. A survey of the literature shows that much valuable earlier work on inclusions, especially that carried out in England in the last century, has dropped out of current knowledge. The following is a brief summary of the significant, contributions to the problem up to the present day. Davy in 1822 asserted that fluid inclusions in minerals consist of an aqueous solution of salts and a gas bubble, the whole being either at lower or higher pressure than atmospheric.1 At intervals from 1823 to 1862, Brewster contributed information concerning other types of inclusion consisting of 1-aqueous solution, a much more expansible liquid, and a gas; 2-aqueous solution, salt crystals, and a gas; and 3-the very expansible liquid and a gas. The very expansible liquid fills the gas space between 20° and 30°C. Compression strain effects were seen around inclusions in diamond, topaz, and other minerals.2-6 Sorby in 1858 and 1869 further advanced the study begun by Davy, stating that fluid inclusions represent a sample of the mother liquor of crystallization and that the degree of filling of aqueous inclusions at room temperature defines the temperature-pressure relations during formation of the host. The degree of filling may be measured by determining the minimum temperature of filling of the inclusion by the liquid phase. The very expansible liquid in some fluid inclusions is liquid. carbon dioxide. The temperature at which salt crystals in fluid inclusions completely dissolve in the fluid is the minimum temperature of formation. Inclusions of glass or devitrified glass indicate crystallization from a melt. Inclusions of crystals in minerals are often centers of strain, which may be seen by optical effects or by radial tension cracks. Sorby realized that an analysis of stress-strain relations about inclusions could be used to provide precise data on the temperature of crystallization, but the matter was never pursued.7,8 Hartley (1876, 1877),9,10 Hawes (1881),11 Wright (1881),12 Johnsen (1920),13 and Holden (1925)14

Therefore, the E.I.C., C.I.M., .and C.I:C. recently revised and extended the activities of the Canadian Counselling Committee on Engineering and Science. This co-•operative .action is to be integrated with the educational system, nationally .and locally, and with provincial associations •of engineers and other groups interested in the provision of vocational information in engineering and science.DEFINITIONTHE scientific treatment of any subject requires consistent use of carefully defined terms. The National Vocational Guidance Association of the United States studied the problem of the definition of vocational guidance for .about 16 years, and in 1937 finally arrived at:""Vocational guidance is the pro-cess of assisting the individual to choose an occupation, prepare for it, enter upon and progress in it. IN March 1949 the Calaveras Cement Co. was sued by five landowners whose properties are located in the vicinity of the plant. These landowners—all of them cattle ranchers—sued for dust damages of $120,338 and for an injunction preventing the company from casting dust upon their properties in injurious quantities. The issue was split, the jury deciding the amount of damages and the court handling the injunction features. The action came to trial before a jury in April of that year and resulted in damages being awarded in the amount of $7,508. A month later the court issued its injunction requiring recovery of stack dust to an 87 pct minimum. The Calaveras plant, shown in Fig. 1, is located three miles from San Andreas in the heart of the Mother Lode country, about 45 miles east of Stockton, Calif. Since it is in a small town, the company's responsibilities to its employees and to the community are different from those of plants located in large centers of population. Construction of the plant was begun in 1925, and production was started the following year. Standard gray Portland cement as well as several specialty cements are produced. Production facilities have been continually enlarged so that the present capacity is more than double what it was 25 years, ago. The most important item in the company's expansion program was the purchase in 1945 of an 11 ft 3 in. x 360 ft Allis-Chalmers kiln which had been declared surplus by the Defense Plant Corp. The company is now able to produce about 2,500,000 bbl of cement a year, and employment at the plant is approximately 300. The production of cement has always involved a dust problem, solution of which has been attempted in a number of different ways. By far the most efficient method of catching dust discharge is electric precipitation. Soon after the company went into production in the 1920's, the landowners near the plant began complaining about dust discharge. The company settled the matter by paying them a total of $27,000 for dust damages incurred during the period from 1929 to 1938. In the latter year the two-unit Cot-trell Electric Precipitator shown in Fig. 2 was installed and collected over 85 pct of the dust resulting from operation of the two 11 ft 3 in. x 10 ft x 240 in. kilns. From 1938 until 1946 the landowners registered no objection and were apparently satisfied with that dust recovery. In 1946, however, the substantially higher production resulting from operation of the new kiln immediately overtaxed the facilities of the existing two-unit precipitator. In a short time claims for dust damages were again received from the landowners. The company informed them that because of postwar shortages it would take several years to install a new precipitator. The company stated that it intended to purchase an additional precipitator and offered in the meanwhile to pay the landowners a fair amount to cover their damages. This offer was rejected and the landowners filed suit in the Superior Court of Calaveras County asking for total damages of $120,-338 and for the injunction outlined above. Case for the Ranchers The attorneys for the plaintiffs produced three different types of witnesses: first, the landowners themselves and members of their families; second, other cattle raisers who were sympathetic to the plaintiffs; and third, several types of technical experts: veterinarians, soil chemists, and an aerial photographer. The testimony of these witnesses was designed to establish that the flue dust from the plant had not only damaged the land and the forage, but had also caused fluorine poisoning to their animals. By a combination of these causes, the plaintiffs attempted to prove substantial loss of profits.

DISCUSSION, T. L. Joseph presiding L. F. Reinartz (Armco Steel Corp., Middletown, Ohio) —I would like to know, in the practical application of the Kalling process, what kind of a lining was used, how thick was the lining, and how much metal was treated at one time? S. Fornander (author's reply)—The rotary furnace is lined with a course of fireclay bricks 6 in. thick. This course is backed by 5 in. of insulation. The furnace has a capacity of about 15 tons. Mr. Reinartz—How was the ladle preheated? Mr. Fornander—As pointed out in the paper, the furnace was heated by a gas flame in the beginning of the experiments. During these first tests, however, the desulphurization was inconsistent. We think that this was due to the fact that iron droplets sticking to the furnace walls were oxidized by the gas flame. Now, the furnace is operated without preheating of any kind, and the results are much better. T. L. Joseph (University of Minnesota, Minneapolis, Minn.)—I might add one comment. This furnace was heated with a flame and for a time they had a little difficulty due to some residual metal in the rotating drum that would oxidize in between treatments and they found therefore, that it was very essential to drain the drum completely of metal so that they would not build up any ferrous oxide between treatments and they eliminated some of their erratic heats by maintaining those more reducing conditions. It was interesting to watch this operation. As soon as the drum started to rotate there was considerable flame, at least, at the time I saw it, that came out around the flanges, indicating there was quite a little pressure on the inside of the drum. W. 0. Philbrook (Carnegie Institute of Technology, Pittsburgh)—Is the reaction slag in the Kalling process liquid or solid, and how is it separated from the metal? Mr. Fornander—In the process there is no slag in the usual sense of the word. The lime powder does not melt during the treatment. After the treatment the lime is still in the form of a fine powder. It is separated from the metal by means of a piece of wood of suitable size placed within the furnace before it is emptied. D. C. Hilty (Union Carbide & Carbon Research Laboratories, Niagara Falls, N. Y.)—Dr. Chipman has given us some of his ideas in connection with a specific effect of silicon and silica on sulphur elimination and how silicon might interfere with desulphuriz- ing in the blast furnace. I wonder if he would like to elaborate on the possibility of a similar effect of silicon in the Kalling process? J. Chipman (Massachusetts Institute of Technology, Cambridge, Mass.)—Silicon does not interfere with the Kalling process. Anything that has strong reducing action is good for desulphurization. In these tests where the temperature was low compared to blast furnace temperatures, the silicon that is in the metal is a better reducing agent than the carbon. At high temperatures, carbon is the better. It is not the silicon in the metal that interferes with desulphurization, it is the silica in the slag. Mr. Joseph—I might add that the metal that was tapped from the drum after desulphurization was really at quite a low temperature. It was not measured, but I think it was well under 1300 °C, probably 1200" or a little above that. That was one of the difficulties, and I think there is no question about the fact that the Kalling process—in that it affects desulphurization between powdered lime, solid and liquid iron— is a reaction definitely between the solid lime and the liquid iron. E. Spire (Canadian Liquid Air, Montreal, Canada) — This Kalling process seems very interesting to us and after all it is only a mixing action that is taking place between the iron and the slag. We have attempted to do the same thing in another way. We have placed at the bottom of the ladle a porous plug through which we injected an inert gas. It can be nitrogen or argon. This plug is placed at the bottom of the conventional ladle and gas injected through the plug. That has appeared in our patent. To define this new type of treatment, I use the word gasometallurgy. I do not know if you like it, but it is a way of defining methods of treating metal using gases. What we do is exactly what is done in the exchange process in another way. We have a porous plug at the bottom with a high lime slag on top of the metal. Using this method, we have very good agitation of metal and slag, and with a small flow of gas, we can achieve a very strong agitation. For instance, in the 500 lb ladle, we use only 5 liters of gas a minute. We have an agitation compared to very rapidly boiling water in a pail. Moreover, the agitation can be controlled to create any amount of mixing desired. In a few minutes, with this method, the sulphur dropped from 0.58 to 0.11. These results have been improved since, and we have obtained results like 0.08

AN unprecedented expansion of the mineral industries began in mid-1950. There are few minerals on the strategic list for which some source of supply here at home has not been found. All types of inducements have been utilized, ranging from RFC loans to guaranteed-price purchase contracts. No one can deny that tremendous progress toward mineral self-sufficiency has been made. Despite the greatness of these accomplishments, made' in the name of national defense, one cannot help but. have a feeling of uneasiness over the price which has been paid-in indebtedness, in freedom, and in the sacrifice of private enterprise. The people of the Soviet have been enslaved by a military state which attempts complete control of the economy. A similar yoke has been imposed on the business life of this nation. Of course, there is a difference in degree of control and in purpose. We are dedicated toward defense and the resistance of aggression. And, our personal liberties have not been usurped. The realization of the extent to which this nation has been forced by Communist aggression to adopt the practices of the socialized state is appalling.

MANY studies of comminution have been made to ascertain the size distribution of the product and to evaluate the work of comminution in the light of the size distributions of the feed and product. Up to now, these studies have been essentially statistical in character, that is, a certain lot of feed was subjected to comminution in some specified way, and the aggregate product was fractionated into sizes, thereby losing all knowledge of individual relationship of feed to product pieces. Radioactive tracers offer a means to do something in this respect which could not be done before, namely, to follow the rupturing of some particular piece in its normal environment of other pieces. That is, it permits going beyond the usual statistical limitations of size distribution studies to what may be termed a personalized or individualized study. The purpose of this paper is to present some preliminary experiments conducted with this tool. The method employed was to mark radioactively some constituent of a feed. It is possible, of course, to consider the preparation of two lots of material of which one is radioactive and the other is not, and to blend the two ahead of the comminuting step; but to do so is open to the objection that the two preparations may not be identical. Therefore a technique has been chosen that removes this objection by merely taking out a size fraction of a comminution feed, rendering that fraction radioactive by exposure to a neutron flux, and then by returning it to Table I. A relatively simple procedure was developed by which albite, containing sodium, was activated in the M.I.T. cyclotron. The cyclotron makes highspeed deuterons which impinge on a beryllium target, thereby producing a concentrated neutron flux. The mineral was exposed to this flux for 2 hr. This treatment changed enough of the sodium to sodium 24 (14.8 hr half-life, 1.4 mev ß) as to make detection and measurement easy. The nuclear reactions taking place were: 11Na23 (n,?) 11Na24 (irradiation) 11Na24 ß,?,? 12Mg24 (decay) The detailed technique of the experimentation was as follows: 40 kg of hand-sorted, lump albite were crushed to pass 10 mesh. After careful mixing of the lot, a screen analysis was made. The whole lot of material was fractionated on standard Tyler screens from 14 down to 200 mesh. Samples for experiments were compounded from these fractions in accordance with the screen analysis. When it was desired to make an experiment in which, for example, the 28/35 mesh size fraction was to be studied, the blend of size fractions was made as indicated above, except that the 28/35 mesh size fraction was added only after irradiation in the cyclotron. The blended charge containing the activated albite was ground for 2 min in a laboratory ball mill with a steel ball charge of controlled size distribution. The ground product was carefully sized on a set of Tyler screens in a Ro-tap. Each size was analyzed for radioactivity by the use of an end-window Geiger-Mueller counter and standard scaling circuit. This analysis was carried out in detail as follows: a 20-g sample was placed in a Petri dish, packed carefully to obtain reproducible geometric distribution with reference to the Geiger-Mueller tube, and the activity was counted for a 2-min period. Several determinations of the activity of the active size fraction in the feed were made at various times to establish the decay in activity with time. Linear interpolation was used to evaluate the activity that the active size fraction in the feed would have had at any given instant. The ratio of the observed activity in a size fraction of the product to the activity that the active size fraction in the feed would have had at the same time gives the fraction in the product size that came from the irradiated size in the feed. FROM the time of its organization down to 1917, a period of more than eighty years, Phelps, Dodge & Co. was seldom involved in what could be called a major labor difficulty. Behind this remarkable record lay both a philosophy and its practical application. The philosophy was an attitude toward society called the Golden Rule. That philosophy had been a living principle in the lives of the founders of the company, Anson Phelps, Daniel James, and William E. Dodge. Their successors, William E. Dodge, Jr., and Daniel Willis James, accepted the same philosophy. Dr. James Douglas governed his life by it. All of these men and their families had given tangible expression to that conviction in benefactions of great magnitude and variety-churches, hospitals, educational institutions, libraries, missionary undertakings, and other organizations for human betterment, such as the Young Men's and Young Women's Christian Associations, and the development of model communities about their mills and factories. According to the best standards of their generation, they had sought to improve the condition of labor,

I do not think too much emphasis can be placed upon creation of favorable climate for development of foreign mineral resources to feed the hungry maw of our industrialized nation. We have become dependent, not only upon the ten raw products indicated in Mr. Bancroft's article, but upon 71 mineral substances listed by DMPA as in short supply. Forty-four of these are metals, 9 are chemical minerals and 18 are nonmetallic minerals. Of this list only 8 are produced in any large quantity in the United States, and all are vital in peace-time industry. Even more, they are absolutely essential for defense. This represents our present needs. But if our consumption and requirements are projected over the next 25 years as is done by the President's Materials Policy Commission-The Paley Report-our future outlook becomes appalling. The divergence of consumption over production, even allowing for substitution and conservation, will widen in the future. This means our dependence upon foreign raw materials, mainly minerals, will grow. What are the chief foreign sources of minerals for our future needs? They are chiefly Latin America and the dominions and colonies of the Western European nations. The British Commonwealth countries contain in abundance those minerals which the U. S. lacks. Of 32 of the most critical minerals the Commonwealth is deficient in 7 and lacks only 1; whereas the U. S. is deficient in 18. Strikingly, our deficient minerals are abundant in the Commonwealth and several of their deficiencies are in excess in the U. S. Resources of the two nations complement each other. If Europe should be overrun by an unfriendly power that could control the destinies and resources of the European dominions and colonies, our industrial life would be placed in severe jeopardy. Therefore, I heartily endorse Mr. Bancroft's statements regarding the Point IV program, provided the program is wisely administered and implemented. It is from the underdeveloped countries, as pointed out by Mr. Bancroft, that most of our future mineral supplies will have to come. Many of the underdeveloped source countries are African colonies and dominions of Western European nations. Our present aid to Europe, therefore, is not, as many infer, a purely one-sided affair; it safeguards our future industrial development and security. OLIVIA'S recent revolution, by hindsight, seems to have been inevitable. The misery of the majority of the people, coupled with the economic crisis engendered by the refusal of the United States to meet Bolivian demands for a higher tin price, gave the National Revolutionary Movement party all the excuse it needed for overthrowing the government. Most of the mines in Bolivia are owned by three families. Precisely what it will mean to the United States is still a moot question. Argentina, with a mixture of Marxism, Fascism, and few twists created by the Perons, is in a position to grab off much of the tin we need. Because of the contingencies of geographical location, language and a natural simpatico, Argentina may be able to continue its efforts to oust the United States from its South American markets. Point Four aid was supposed to be given to Bolivia, but only for agriculture. Even this was entirely too slow. Mining, Bolivia's other major source of income was forgotten by the Washington planners. Primary aim of the new power will be to diminish its dependence on the world tin market. At a time when the free world is fighting a battle for control of metal, it stands a chance of losing an important source of supply. With the accent placed on agriculture and other industries, mining in Bolivia is certain to suffer. Argentina will be in a position to get the available supply of tin, make a strong ally in the world order of things, and add to its power play against the United States in South America. Ten labor groups have formed the Bolivian Central Workers Union. The first item on their list for immediate action is the nationalization of the mining and railroad industries. They also came out for agrarian revolution and diversification of industry. President Victor Paz Estenssoro has promised to appoint a committee for the investigation of nationalization of the mines. At least, this is indicative of a feeling for the need for caution.

From evidence made available during the investigation, it was concluded that the first of a series of explosions occurred at 1:15 to 1:20 p.m. September 21, 1951, in an underground vault that housed pressure regulators on the gas-distribution lines that served Brighten. This explosion damaged the pressure regulators and permitted high-pressure gas to enter the distributing mains and individual-service lines. As a part of the gas-distribution system was not provided with means for protection against such excessive pressures, gas gained access to the interiors of many residences in this area and caused a series of disastrous explosions and fires, which took place during a period of approximately 2 hours after the initial explosion in the pressure-regulator vault. Two persons were killed in the first explosion in a residence, and a third person died of a heart attack attributed to the excitement that prevailed during the explosions and fires, Twenty-three persons were listed as injured. Forty-one residences were either destroyed or damaged - 11 by explosion and the remainder by fires, which developed as a result of gas leakage into residences. Fifteen residences were listed as "completely down" or "gutted." Unofficial estimates of property damage ranged from $1,000,000 to $1,500,000. In view of observations made and information obtained during the investigation, recommendations are presented in this report relative to the natural-gas distribution system in Brighton, which may be helpful in the prevention of similar accidents in this and other communities.

A 2-year moratorium on accreditation of curricula bearing new designations has been declared by Engineers' Council for Professional Development at its Executive Committee meeting on July 29, 1952. Reason: a more definitive description of what the contents of a curriculum should include to be appropriately designated as "engineering" is needed. This action was brought on by the Committee of Evaluation of the American Society of Engineering Education which had become perturbed over the extension of the name "engineering" to numerous fringe curricula. The 2-year period will permit time for the Committee on Evaluation to study the question and make a recommendation for further action by ECPD. ECPD action also provided that the following curricula should only be given provisional accreditation for one year upon either inspection or reinspection; such provisional accreditation to be extended annually for not more than two successive years pending the report: Engineering Physics, Engineering Mechanics, Geological Engineering, Geophysical Engineering, and Textile Engineering. There are 22 such curricula now accredited.

AS the available remaining properties of iron ore reserves on the Mesabi Range are opened up for mining, the various properties located under lake beds are brought nearer an active status. The actual physical problems involved in stripping these properties do not act as a deterrent so much as the legal and political problems that are encountered. When it is proposed to destroy a natural lake that has been used by the public for many years, much local as well as state opposition may be encountered regarding its destruction. Public hearings must be held and some adverse publicity is likely to result. The ownership of the ore under the lake and the rights of the abutting property owners must be settled, and protection from damage caused by a disturbance in surface and subsurface drainage is likely to be demanded by property owners some distance from the proposed mine area. The Embarrass Mine, located near Biwabik, Minn., falls into this classification. A portion of the orebody lies under what was formerly Syracuse Lake, this body of water having been removed in the process of stripping the mine. An additional problem in the case of a meandered body of water is the establishment of a meander line that can be projected downward as mining progresses to form the basis for a satisfactory division between lake bed and upland ore shipments for royalty purposes. Fig. 1 illustrates the complications encountered in maintaining these divisions. A balance point was agreed upon in the center of the lake to make an equable division of lake bed ore to the abutting properties. The entire lake bed has since been adjudged the property of Minnesota. Lake Characteristics Lake bed stripping problems with which this paper is concerned necessarily are limited to a specific type of lake, namely the glacial lakes of the Lake Superior region. One characteristic common to these bodies of water is a deposit of fine black mud or silt on the bottom, frequently underlain by a layer of impervious blue clay. This is also true of the muskeg areas of the region, which present almost identical problems as lakes in stripping. The actual removal of the water and the lake bed material is a routine matter more or less standardized as to equipment, and the period of time required can be estimated easily on the basis of volume and capacity. More important than the foregoing is the execution of preliminary work, and above all, the timing involved. An account could be prepared based entirely on statistical and cost data which would give a very fair picture of the time required and cash outlay needed to effect the removal of a body of water preliminary to stripping the orebody. However, the real interest from the standpoint of the operator and the engineer who carry responsibility for completion of the job lies in the unexpected emergencies and the action of various materials involved in the stripping when the balance has been upset through diversion of water courses and the reduction of the lake level. Runoff and Drainage Lakes are located in natural basins that catch all the rain water and runoff water for a considerable area. Where a lake is involved having an inlet and outlet or a sizeable water course running through it, the drainage area may include a watershed covering many square miles. All available data then must be collected to supply a history extending over as many years for which information can be gathered on the flow of streams, annual rain and snowfall, and most important, the peak flows to be expected. Where the diversion of a stream around the stripping area is a part of the problem, this last factor is of great importance since it controls the cross-section to be selected for the diversion channel and the volume to be removed in its excavation, as well as affecting the hydraulic considerations to be met in the design of the completed channel. Characteristic material in the overburden found at the Embarrass Mine is illustrated in Fig. 2. Well Pumping Pumping from the well holes was started well in advance of the draining of the lake. Fig. 3 shows a gradual lowering of the water table with no noticeable fluctuations during the period in which the lake was being dewatered. Unfortunately, because of tight ground, a maximum flow to the wells was not maintained. This retarded the rate at which the water table was reduced so that in the course of stripping the excavation soon extended below the water table, and the great bulk of the pumping was handled from a system of sumps in the pit itself. Any dewatering program projected by prepumping from wells, a glorified well point system, would have to be started well in advance of the stripping to be of any great advantage. Preliminary drainage of the surface over the mine area is entirely apart from the actual elimination of the lake bed itself. Since the lake is what is called a perched water table because of the impervious character of the lake bottom, the adjoining surface may be dewatered below the surface of the existing lake and the flow will not be affected by the proximity of that body of water. This condition actually has been demonstrated through the establishment of a number of observation holes where a small churn drill was used to put down the holes and a 3-in. pipe was installed for taking water level

Without having asked for it, the writer has apparently been drawn into the discussion regarding relative hoisting capacities which was started by Woodward Iron, egged on by Joe Haller of Cleveland-Cliffs [Mining Engineering, August p. 642] and Axel Kjelgaard [November p. 919], who took exception to Mr. Haller's remarks of tonnage hoisted and avers that they do better in Sweden. It does not appear to the writer that Mr. Haller was inclined to refer to the tonnage hoisted at Cleveland-Cliffs in a manner to imply that they claimed any hoisting record, but rather as a statement that they had hoisted a certain amount of ore during the year 1950. Mr. Haller has been in the mining game long enough to appreciate what Mr. Kjelgaard did not apparently take into consideration, that length of haul, shifts hoisted, nature of ore, method of loading and the many other factors which influence the hoisting cycle make a comparison of tonnages hoisted of two given mines almost an impossibility. Mr. Cheyette sent you .a copy of his letter to Bob Manegold relative to the capacities of the Orient #2 mine. There are several mines around the Country which constantly set up records about which little or nothing at all is ever heard. We cite the Snow Hill Coal Co. mine at Terre Haute, Ind., which has an automatic Nordberg hoist and which hoists 12 tons per trip or 700 tons per hr from 700 ft. This is a counter-weighted installation and a complete cycle is made every 62 seconds or 58 trips per hr. Another mine, The Potash Company of America mine at Carlsbad, N. Mex., has a Nordberg automatic hoist, hoisting eight tons per trip from 1150 ft on a one minute cycle. The materials hoisted in these two mines are ideal for automatic hoisting-they are free flowing so that no hang up is anticipated and hoisting is continuous. Multiplying out the above figures you will find that it is possible to hoist 11,000 tons in two shifts at Snow Hill or over 3 million tons in 300 days per year and over 2 million tons at Potash. Other mines have records which can be pointed to with pride. When a record for one year is established, it doesn't stand too long as here in America the ambition of all the men connected with the operation forces them on to larger tonnages. T. C. J. Chipman (Massachusetts Institute of Technology, Cambridge, Mass.)—The fact that the experimental work has been applied to copper rather than iron and that the paper is presented to the Iron and Steel Division, I regard as rather significant. It shows the unity of metallurgy and the fallacy of trying to cut it up by metals. This result for the solubility of sulphur in molten copper correlates with Professor Schuhmann's finding that the published data on the other side of the copper-sulphur miscibility gap are also in error. I should like to ask the author to say a little bit more about the sulphur capacity of the slag. T. Rosenqvist (author's reply)-—I hope that Dr. Chipman will find the derivation of the expression for sulphur capacity more clearly explained in the printed version of the paper than in the oral discussion at the meeting. I feel that this quantity, which actually is the ratio of two activities, can be measured more easily than the individual activities. Even if the ratio CaO/CaS is chosen as the standard state, the expression can be used for any slag, even for slags completely free of lime, and it represents a way to put the desulphurizing power of all slag constituents into one bag. Some doubt has been expressed as to whether oxygen ions really exist in calcium oxide and in molten slags. From a thermodynamic view point that question is of minor importance. The term oxygen ion activity, or any activity for that matter, is defined rigorously by the equation: activity = exp u/RT, where u is the change in free energy connected with the transfer of one mol of ions from the standard state into the slag. Whatever happens to the ion in the slag is of no concern to the thermodynamicist. Regardless of whether the ion is "free" in the slag or not, or whether it is present in a very small amount, its activity can always be expressed, and for a thermo- dynamic calculation that is all we need. However, ionic activities will only be of some real value if they are simple functions of the slag composition, or can be measured easily. Concerning the real nature of the oxygen in the slag, my feeling is that the oxygen atom has a rather multiplex nature depending on how strongly it is tied by covalent forces or polarized by the other atoms or ions present. The oxides of iron, cobalt, and nickel differ from calcium oxide and blast furnace slags as to the amount of free electrons that can give rise to electronic conductivity. In slags we know that the conductivity is mostly ionic. The fact that reversible emf's can be obtained with oxygen electrodes in certain salt melts, indicates a significant amount of oxygen ions in these melts. But extended work, e.g. polaragraphic studies and measurements of transference number; are needed to obtain quantitative information about the real structure of the slags. D. E. Babcock (Republic Steel Corp., Youngstown, Ohio)—-With reference to the ion, it might be well to remember Dr. Moses Gomberg. All of his life he had no use for the ionization theory and he contributed greatly to the field of chemistry on the assumption there was no such thing as ions. I do not think we have to worry about whether the oxygen is ionic or not. I think one thing specifically should be brought to your attention and this I think is one of the important contributions of Dr. Rosenqvist. He pointed out what we know as oxygen potentials or what is described as oxygen potentials. I have used this concept for a long period of time and I want to state that if this concept is properly applied, it vitiates much of what we have in the literature, or makes our usual ideas regarding oxidation seem primitive. THE writer's first experience with a nonferrous reduction plant of great magnitude was at the Washoe reduction works of Anaconda some 35 years ago. Here was a plant which had been planned with remarkable skill and foresight considering the time and the state of development of copper-plant practice in the year 1902. The designer utilized topography to fullest extent to provide proper sequence of operations and, what is most remarkable, to leave adequate space for future developments, most of which at that time were unknown. However, the practice then was to locate the various units of the reduction works at the most advantageous points of the existing terrain with little regard for tramming or other auxiliaries and then connect these various units by the essential trackage, conveyor systems, piping, etc., as the need developed. This occasionally led to undesirable track arrangements, sharp curves, and steep grades, especially when it became necessary to extend various portions of the plant. Conveyor systems also became rather complicated, running as they did at various angles, and such items as piping and electrical distribution were often found to be in the wrong place, entirely inadequate in size, or awkwardly arranged for any kind of extension. This condition was not peculiar to Anaconda, for all copper plants at that time were built in the same manner and it was the constant association with these difficulties which, in the year 1925, influenced the layout of the Andes Copper Mining Co. plant. In that plant all trackage was laid out straight and level, all conveyors at right angles to each other with minimum length and number of transfers. All buildings were placed parallel and the main structures were complete for all purposes so that auxiliary buildings and dog houses would not be added later. Piping and electrical work was provided for in the original layout and carefully designed to avoid additions and alterations, and careful study given to every movement of material throughout the entire plant so that it would be accomplished with the least possible effort. Naturally it was hardly expected to attain all these objectives perfectly but our efforts did succeed in creating a plant which was unique and outstanding for its time-1927. It was also most gratifying to find that these design principles contributed to considerable savings starting right in the drafting room, carrying through the construction and ultimately yielding savings in operations and manpower. Not only that, but such a plant gives the observer an impression of symmetry and order, is more attractive to the workmen, and unquestionably eliminates many accident hazards. However, the Andes plant buildings were fitted to the existing terrain instead of having terrain created to fit the buildings-an item which we found advantageous to correct on the next large plant. At Morenci in 1939, all of the desirable features of the Andes plant such as parallel buildings, etc., were incorporated; but we went one step further-power shovels were brought in to make the terrain fit the reduction works. The result at Morenci is well-known and needs no elaboration here, but the success achieved by the design methods used for this and previous plants naturally influenced and guided the layout of the Chuquicamata sulphide plant which is the largest yet conceived. Chuquicamata Plant Design At Chuquicamata several factors not encountered previously complicated the problem to a great extent. The most desirable location for the smelter would allow smelter gases to blow directly into the open-pit mine already producing 60,000 tons of oxide ore per day and employing 1550 men. This, of course, would be a serious condition and, therefore, we were forced to move the smelter to a less desirable location but followed our previous experience at Morenci and made the terrain fit the job. The most difficult problem, however, was the provision for receiving various types of ore both by rail and conveyor. These consisted of: 1-Sulphide-bearing residue from the stockpile from which oxide copper had previously been leached. 2-Sulphide-bearing residue coming direct from the leaching vats. 3-Sulphide ore crushed at the existing crushing plants and hauled to the concentrator in cars. 4-Sulphide ore from the new crushing plant adjacent to the concentrator. 5-Sulphide ore obtained

Also, if you used calcium carbide on carbon-saturated iron, would some effect hold back the reaction? P. M. Hulme (authors' reply)—As far as I know we have not worked on carbon-saturated iron. About 3½ pct C is the highest we have worked on. As far as cost goes, it depends on how much sulphur You have to take out. It will run anywhere from $0.75 to $2.00 a ton overall cost including the cost of carbide per ton of metal treated. That is, using the efficiencies that we show in this paper. We are getting better efficiencies now. T. L. Joseph (University of Minnesota, Minneapolis, Minn.)—Did you say 2 lb of calcium compound? Mr. Hulme—That is based on 10 lb of calcium carbide per lb of sulphur removed. D. E. Babcock (Republic Steel Corp., Youngstown, Ohio)—We have run this type of desulphurization process at the blast furnace. We have desulphurized between 100 and 200 at the blast furnace and taken the iron right out of the furnace with an injector system. The process gave us quite varied results; stratified iron, high sulphur on the top and low sulphur on the bottom, and we decided it was impractical. Mr. Hulme Just what was the type of injection equipment? Dr. Babcock—Nitrogen gas for one injection method and we used fairly large gun equipment. We followed the same general type of pattern you show only on a larger scale. Mr. Hulme—It sounds very much like what we call the gale of wind method. We have very erratic results with that. Dr. Babcock—We have tried several types, and particle sizes. The operation was not satisfactory. Mr. Hulme—Of course, we have never tried it on that scale except on a continuous basis. That is the reason we abandoned the idea of working on 35 ton ladles on a batch principle and took it as it came out of the cupola and treated it on the fly on a continuous basis. Dr. Babcock—When you compare the relative effectiveness of the process as carried out, it does not give a very favorable comparison of that process which is already developed.
