The steel production in mini mills generates several process residues, among them there is the electric arc furnace dust (EAFD). This residue has as main elements Fe, O, and Zn, being classified as hazardous by the presence of Pb and Cd. Thermodynamic studies related to the formation of mineral species containing Fe, O and Zn elements were carried on due to the influence of these compounds in hydrometallurgical EAFD recycling processes. In recent years, a rise in the chlorine content of this residue was observed, mainly motivated by the increased use of scrap with polymeric impurities containing this element. In this work, based on computational thermodynamics tool FactSage, a general overview of gaseous and minerals species (found in EAFD) formed by Fe, Zn, O, Cl, H and C is shown – representing the organic origin of chlorine. For this study, the PVC polymer was used as the chlorine carrier substance which contaminates the EAF load.

The demands for improved mechanical properties in hot rolled long products are increasing as the expectations of global Standards and construction designer’s increase. Cost constraints limit the excessive use of expensive alloys to meet these expectations. In addition, depending on the mill, equipment can limit what can be realized to meet the increasing expectations. The most effective way to meet the increasing expectations for improved mechanical properties of optimum strength and ductility is through producing steel with as fine as possible uniform cross sectional grain size in the “as-rolled” condition. The best solution to the development of this fine and uniform cross sectional grain size is to develop a cost effective alloy design coupled with proper metallurgical process control implemented into an existing mill’s equipment capability and layout. In other words, properly bringing together alloy, metallurgy, process control and existing equipment capabilities to develop an optimum product that can meet the increasing demands of the construction designer. This paper is designed to give a solid understanding of the production and metallurgical requirements to achieve a grain size in “as-rolled” long products that is as fine as possible within the limitations of the process and production parameters of the individual plant.

Over the last decades long BOF campaign lives have successfully been established due to improved quality of the refractory material and due to intensive use of slag splashing. On the other hand, steelmakers are more and more faced with elevated phosphorous contents in the hot metal. This phenomenon is a global tendency caused by the increasing pressure to utilize cheaper iron ore sources. In India, iron ore sources have traditionally elevated phosphorous contents. The phosphorous removal challenge calls for using bottom stirring at the BOF converters, as these combined technology of top oxygen blowing and inert gas stirring through the bottom, helps significantly to improve bath mixing and thus in shifting the process towards the optimum metallurgical equilibrium conditions. All this is common knowledge and daily business in the steelmaking shops all over world. Unfortunately, focusing on a long BOF refractory campaign by means of slag splashing and maintaining optimum conditions for high efficient bottom stirring are naturally conflictive aims. Applying slag splashing causes unavoidable bottom built-up which in turn covers or even blocks the bottom tuyeres. Most of the steelmaking shops today are either operating slag splashing without bottom stirring or bottom stirring without slag splashing. Some are trying slag splashing with bottom stirring but mostly only for a certain short period of the whole campaign. Baoshan Meishan Steel is an integrated steel plant, located in Nanjing (China). The plant is operating two BOF shops (3x 150t and 2x 250t), producing various steel grades. Because of the iron ore source used, the hot metal phosphorous content is rather high with up to 2,000 ppm. In order to achieve low phosphorous contents in the molten steel below 200 ppm, Meishan uses the TBM (Thyssen Bottom Metallurgy) bottom stirring technology in both of their steel plants, successfully applying slag splashing and efficient bottom stirring for campaigns up to 10,000 heats. This paper describes the operation procedures, strategies, and the maintenance concept established at Meishan Steel which is suitable to meet both conflicting targets at the same time.

Two Arvedi ESP plants going into operation in 2015 will allow a Chinese steel producer to better serve the extremely attractive local and export markets for high-quality, thin-gauge strip products. The energy consumption and the related costs are reduced by up to 45% compared to conventional casting and rolling processes. This also means a major reduction in CO2 emissions. The new plants are designed for an annual production capacity of 2 x 2.55 million tons of high-quality, ultra-thin, hot-rolled strip products with widths of up to 1,600 mm and thicknesses down to 0.8 mm. The project scope also features a comprehensive training and assistance package for plant start-up and operations by personnel from the existing ESP plant at Acciaieria Arvedi SpA, Italy. The plant setup, the trainings and assistance program as well as latest results from the ESP plant in Italy will be presented. While this project is under execution three further ESP lines have been ordered by the same customer summing up now to five ESP lines at the same location.

The paper gives a comprehensive overview of the historical development of various metal rolling technologies and also describes the influence to industrial and socio-economic developments. The rolling of steel, in particular of rails, beams, rebar, strip and plate has enabled the large scale transport and travel, the building of bridges and buildings, the manufacturing of ships and cars. All this has changed the face of the world significantly. Further the paper approaches technological highlights in the design, manufacturing, drive and control of modern mills and the various types developed to create industrial economic units for the different markets and customers’ requirements. An outlook of future challenges is as well discussed in the paper. Various solution approaches for the rolling technologies, from continuous improvement of existing plants to more radical new concepts like endless rolling, near net-shape casting and rolling are approached. A positive conclusion is drawn that rolling technologies will remain a valuable area for engineers with scientific and economic challenges, but also a clear vision for positive contribution to further industrial and social development.

A Companhia Siderúrgica Nacional é uma empresa que possui tanto a certificação ISO 14001 quanto ISO 9001 e TS16949. Para a manutenção dessas certificações é necessário que exista uma gestão sobre a aplicabilidade dessas normas e uma exigência legal é a qualificação dos seus fornecedores críticos para o Meio Ambiente e para Qualidade. O objetivo deste trabalho consiste em apresentar o modelo de monitoramento destes fornecedores nos quesitos performance de Entrega, performance de Qualidade e arquivamento das documentações legais. A Diretoria de Suprimentos atua de forma corporativa em 12 sites, e semestralmente gera relatórios para realizar este monitoramento e essa documentação gerada era arquivada em diversas pastas (em papel) em um único site, o que dificultava a consulta de funcionários que estivessem em outro site nos momentos de auditoria. 0 novo modelo contempla a ferramenta utilizando o próprio ERP, SAP/R3 que possibilita a consulta da documentação necessária, do fomecedor que desejar, de qualquer site, a qualquer momento. Essa ferramenta tem como objetivo agilizar a chegada de informação para quem precisar, em tempo real.

To effectively plan for closure, we must have an end-point in mind. To undertake meaningful rehabilitation, a post-mine land use (or uses) must be known. However, it is becoming more apparent that the end-point or “goal-posts” are shifting - and may continue to do so throughout the life of a mine. As well as being safe, stable and not causing environmental harm, post-mine land uses should always be sustainable, achievable within the given land capability, and they should involve stakeholders in their design and development.The majority of mines in Australia, and around the World, were historically expected to return disturbed land to either native ecosystem or agriculture/forestry practices. Surface water management and drainage is a key aspect of mine rehabilitation and closure planning. In the authors’ experience, drainage related problems are amongst the most common forms of failure in mined landscapes. The appropriate design of surface water infrastructure is therefore a key focus of practitioners. While there is currently a trend towards distributed drainage networks and avoiding hard engineered structures, in many situations (especially for existing landforms) engineered drainage structures cannot be avoided. Despite an increasing focus by media, communities and activists driving an elevated regulatory focus in Australia and indeed some other mining jurisdictions, the mining industry globally has had limited successful mine lease relinquishments and transfers to support a next land use.Critique from anti-mining lobbyists frequently uses the large estimates from historically abandoned mine sites to influence risk-averse regulatory reforms to improve environmental performance. The mine rehabilitation regulatory processes in Australia, and specifically in the State of Queensland, are thus largely in place to prevent mining operators from abandoning their obligations.Regulatory responses to the lack of mine rehabilitation and closure performance in the last five to ten years have primarily focussed on compliance and enforcement of rehabilitation conditions in environmental approvals. Additionally, financial assurance measures have been tightened to protect against abandonment of rehabilitation obligations by the Industry, including the Chain of Responsibility legislation (Queensland Government, 2016b) in April 2016, to hold to account those who have benefitted from mining and processing/refining projects, and then avoid their environmental obligations.CITATION:Swart, P B and Erskine, P D, 2018. The risk and consequences of community rejection and loss of a social licence to operate is well articulated (Moffat et al 2018), however, the means for systematically managing this risk are less established. At the local scale, a mining operation is said to have a social licence to operate (SLO) when it achieves ongoing acceptance or approval from the local community and other stakeholders who can affect its profitability (Graafland, 2002). Without this social acceptance, it is very difficult for a business to operate effectively or profitably. It is well understood that social (or community) acceptance of a mine and its associated operations is a reflection of the quality of the relationship a company has with their host community (Thomson & Boutilier, 2011; Lacey & Lamont, 2014; Parsons et al., 2014; Moffat et al., 2015). Community relations are an integral part of successful mining operations and where these interactions are effective, they tend to foster mutual understanding, trust and support between a company and the host community (Kemp et al., 2006; Holley & Mitcham, 2016). Research further demonstrates that where such interactions are perceived to be procedurally fair, the increased trust created in these company-community interactions tends to lead to higher levels of acceptance of mining operations (Moffat & Zhang, 2014; Lacey et al., 2017).The challenge, however, is how to listen systematically to communities that mining and associated operations; communities that are often located across vast geographic areas and with diverse demographics. To date, traditional methods deployed to both guide and evaluate community engagement and social investment activities have been challenged to reflect the nature of the phenomenon they seek to observe, the voice of community. For example, detailed baseline surveys of community attitudes every three years by companies, as is the requirement within the policy frameworks of most large miners, provide rich insights but do not reflect the dynamic, temporal nature of the relationships that underpins their SLO. These processes typically are largely opaque to communities and distinct from the company’s engagement activities. The CSIRO Local Voices project was developed with Rio Tinto to go some way towards meeting this challenge of how to listen to the voice of community systematically. Time and time again history shows us that mine closures are sustainability failures. Mine operators do not know how to turn the mine closure into an asset and communities around the mine do not know how to plan or what to implement to be sustainable when the mine needs to close. If we want to achieve sustainability when we close a mine, we generally need to consider what economic activity we will have to create leading up to the mine closure to ensure that the communities remaining in the area are not worse off after mining than before. There is not one silver bullet solution to mine closure, as all mines are affected by different environmental and socio-economic conditions. That is one of the reasons why mine closure is so difficult.Effective stakeholder engagement is the nucleus around which sustainability is built. Achieving sustainability as part of mine closure means not only a self-sufficient community, but also could lead to transformation of that asset.A key issue is that neighbouring communities become completely reliant on the mine. The mine has influenced the economic, environmental and social aspects of the community and with no alternative economic sources. The community and municipality will struggle with capacity to maintain infrastructure, services and jobs. This not only impacts the mine workers and their families but also other businesses and people in the town that make a living by servicing the needs of the workers and their families. Social problems associated with a mining operations and closures need to be considered. The misuse of alcohol, domestic violence, breakdown in law and order, economic and health issues all have a severe influence. Families often need to relocate from the mining town to find work. Commonwealth of Australia (2016) defines rehabilitation as comprising “the design and construction of landforms as well as the establishment of sustainable ecosystems or alternative vegetation, depending upon the desired post-operational land use”. For open cut coal mines in Queensland and New South Wales, the question of how to apply this intent to pits at mine closure is repeated for hundreds of individual pits. In EISs, closure plans and public discussion, assorted treatments are proposed to rehabilitate pits. While some aspects of final voids have been intensively studied, there is little guidance on how to choose a final void treatment option that delivers the optimal outcome against rehabilitation goals. For example, in the Bowen Basin and Hunter Valley commonly proposed rehabilitation actions include reducing the angles of pit walls; however, with few voids successfully rehabilitated to date there is limited understanding of what different wall slopes will achieve.CITATION:Henderson, S and Hocking, A, 2018. In late 2014 the Flinders Power Management Team was executing business improvement plans to ensure continued electricity generation until 2028 and beyond. Six months later, in June 2015, the Board announced the closure of the Flinders Power South Australian business, including the Leigh Creek Coal Mine, the Northern and Playford Power Stations located at Port Augusta and the 250km railway line. The announcement was preceded by a brief period of internal planning. A date was soon set for ceasing coal mining operations, being November 2015. The mine is unique in many ways. Located approximately 550km north of Adelaide the site has over 100 years of history and was formerly operated by the South Australian Government. Privatisation in 2000 saw the mine continue operation under Perpetual Leases from the South Australian Government. The leases included exemptions from multiple sections of the Mining Act 1971, obliging primary regulation under the Mines and Works Inspection Act 1920. The coal, being a low rank sub-bituminous brown coal, is prone to self-heating and spontaneous combustion. The mine and company town Leigh Creek were the economic and cultural heartbeat of the community. Facilities at the mine were shared by the community and vice versa. While many mines across Australia and the world enter periods of care and maintenance, few have been actively closed to the point of relinquishment (Bennett and Lacy, 2016). A swift decision to close, followed by a short mining operations shutdown period, presented significant technical and regulatory challenges for both the mine operator and for Regulators. The subsequent joint risk mapping process employed by Flinders Power and South Australian Mining Regulators was a unique real-world example of collaborative mine closure planning and execution. Lessons learnt are valuable for all mines, production facilities and for Regulators, even for those who may wrongly assume that closure is many years away. CITATION:Williams, B and Querzoli, A, 2018. Sustainability is one of those fuzzy words like innovation: everybody has an idea what it means, but if one starts asking for concise definitions then it becomes clear that everybody puts their own nuance on the meaning of these words. It’s not because these are difficult words per se, but rather because our understanding of them is highly dependent on the environment we work, live and play in. To remove any ambiguity and aligned with the risks that are faced by the human population today, the definition for sustainability that will apply for this paper is: generating value in the short term without destroying value in the long term.CITATION:Scholtz, P, 2018. Australia contains some of the most productive mining areas and is characterised by ancient landscapes and highly variable hydrology. Historical mining of iron ore, coal and other minerals has targeted ore deposits located above water tables, and elevated above creek lines where possible to reduce cost. The downturn in mining caused by falling ore prices over recent years has triggered a drive to reduce cost, maximise yield and delay capital expenditure associated with opening new mines. So as the ore deposits with more favorable mining conditions become depleted there is an increased focus on mining ore associated with valley floors and creek lines. This is demonstrated by a regional assessment of the extent of Channel Iron Deposits (CID) and Iron Ore (Fe) Mines and Deposits in the Pilbara Region of Western Australia (Figure 1). A large proportion of these mines are, or plan to, target high grade CID ore associated with existing creek systems. Figure 2 shows outcropping and inferred sub-cropping CID extents, which suggests there are vast quantities of CID ore deposits throughout the Pilbara Region, intersected by major creeks which could be mined at some point in the future using creek diversions (Atkinson et al., 2017). A similar picture could also be produced for coal mining in Queensland, particularly in areas such as the Bowen Basin.While creek diversions provide an opportunity to maximise the utilisation of these orebodies and extend the life of mine, creek diversions can involve substantial financial, social, environmental and regulatory risks that need to be carefully managed (Markham et al., 2017, Atkinson et al., 2017). This paper discusses the key issues and opportunities associated with diversion decision making. It highlights the importance of using a well-structured assessment methodology that allows key stakeholders to be part of the assessment process and is complementary to material presented in Atkinson et al., (2017). Design considerations for operational and closure designs are presented, as well as mine planning considerations, risks, cost saving opportunities and the benefits of an integrated approach to design. Contour banks and waterways are standard soil conservation measures to assist farmers reduce the impact of gully erosion on sloping cropping land by reducing the slope length to the interval between the banks. The Universal Soil Loss Equation (USLE) developed by the USA Department of Agriculture Soil Conservation Service in 1930s predicts the long-term average annual soil loss (A).The equation is the product of the rainfall erosivity factor (R), the soil erodibility factor (K), the topographic factors of slope length and angle (L and S) and the cropping management factors (C and P). Contour banks reduce the slope length (L) only.Contour banks are a constructed earth embankment, incorporating a channel on the upslope side, typically traversing a slope on or close to the contour to control and/or prevent the erosion of that slope. The banks are also referred to as graded banks, terraces, or bunds (DSITI 2015). Contour banks are either broad based or narrow based. Broad based banks allow the passage of the machinery over the banks whilst narrow based bank batters are too steep preventing the passage of machinery. Waterways are a stable, longitudinally sloping water disposal area of sufficient capacity used to discharge surplus runoff from the contour bank and to allow it to flow to a lower level without causing erosion (DSITI 2015).The mining industry must decide what the role for contour banks and waterways is in each operation’s rehabilitation and closure plan.CITATION:Merritt, J L, 2018. What is the meaning of the Life of a Mine (LOM) if that mine results in a requirement for water treatment in perpetuity? ‘In perpetuity’ is of course a duration with no relationship to a Life-of-Mine or what might rightly be regarded by external stakeholders as a fair and reasonable post-mine recovery period. It exceeds the life span of investors, mine managers and governments, indeed even of capital markets as we know them, and of corporate and individual memories.In mine and mine closure planning, decisions are usually based at least to a significant extent on traditional economic analysis underlain by discounted cash flows (DCF). For investments in income-producing facilities, such as mining development and equipment, and ore-processing plant and equipment, this analysis reflects commercial reality and allows for comparison of competing investments. However, for environmental and social infrastructure, the same analysis using the same input parameters, especially the discount rate applied to cash flows, can lead to a bias against the adoption of best practices for non-investor stakeholders. Mining companies and operations across the globe typically target best practice financial management, along with a focus on economically driven mine plans. Not only is this inherent in running a successful mining business, but also critical in addressing investor scrutiny. The standards for social and environmental practices is less consistent than this, with most companies adopting standards that are driven through legislative and compliance requirements of the nations in which they operate. Although there is still room for improvement, Australian is a country that stands at the forefront of social and environmental legislation, driving more sustainable planning practices for mining operations, with an ever-increasing focus on mine closure considerations. Of the many nations yet to reach such a legislative position, Kazakhstan is a place where some companies are driving towards world class standards beyond what is government mandated.
