In contrast to the '50s and '60s, the period of the '80s and '90s seems likely to have low growth in demand but much greater levels of technological change. In such a climate there will be pressure on costs, productivity will continue to rise and competitiveness will be closely associated with maintenance of the most effective technology. The penalties for inappropriate investments, whether short sighted or mistakenly based on a particular view of the future, will be greatly enhanced. Accordingly, there will be a need for significantly improved anticipation of technical change and thus for better planning. Study of the funding and direction of the world's R&D effort can provide a useful input to the planning processes within industries and individual firms. Such a study also suggests some insights into the characteristics of those countries which have achieved substantial growth and high standards of living over the past two decades. These characteristics may offer significant reminders for our own development. The particular implications for the Australian minerals industry include the need for direction that is sensitive to changing market requirements and customer practice. This is not simply "more of the same." In particular it appears essential for both basic and applied R&D to provide a sound basis for the purchase and ongoing development of the new technology required to achieve international Competitiveness.

The use of rock simulators in rock mechanics research greatly expands the scope of the problems that can be investigated with physical models. However, the exact reproduction of full scale conditions, or absolute simulitude, is not obtainable on a small scale model. For this to be possible, the scales of length, time, and pressure (or mass) must be changed without altering the theoretical equations that describe the behavior of materials concerned. In using rock simulants for physical modeling of structures designed in rock, the geometry of full scale structure is reduced to a size suitable for the available testing machine. This will require the strength related properties to be scaled down. Simulation should be representative of the in situ conditions. Complete simulation will require that friction parameters and the stress ratios be matched exactly between prototype and model. The procedure involved in application of physical modeling for rock mechanics research is discussed in the following pages. Background, theoretical approach, and anticipated benefits to the research community are also elaborated.

Mineralization features at the Bajo La Alumbrera porphyry copper-gold deposit are discussed as they affect gold leaching and copper flotation behavior. Alteration-mineralization geological blocks are assigned in the zoned body, and each required its own geostatistical model. They extend horizontally outward from potassic to the phyllic-propylitic boundary, vertically from surface down to 300 meters, and include oxide, secondary enriched, and hypogene mineralization. Copper and gold values are calculated geostatistically from assays and all available geologic-mineralogic information. Reserves are classified for each geologic block and for each open-pit bench into leach or float ore according to metal grades, geologic characteristics, and supergene-hypogene relations. Finally ore extraction behaviour is briefly described, grouping gold and copper reserves into metallurgical families.

There is a broad range of chemical reagents of potential use to the coal preparation industry: flotation frothers, flotation collectors (for coal, ash minerals or pyrite) and collector-assisting (conditioning) agents, flotation depressants (for coal, ash minerals or pyrite), pH regulating agents, acid mine drainage treatment chemicals, flocculants, filtration aids, dispersants, dust suppressants (wetting agents and car-top or pile binders), freeze conditioning agents, water treatment chemicals (corrosion and scale inhibitors) and suspension stabilizing reagents (dispersants, stabilizers, biocides). The application of each of these types is discussed with particular attention paid to those of greatest importance: flotation frothers and collectors, pH regulators and acid mine drainage treatment chemicals, flocculants and freeze conditioning agents.

One of the important factors affecting the determination of the minimum number of increments in a gross sample of coal is the variance component due to segregation. The segregation variance may be estimated by following the ASTM standard procedures. Since the estimate itself is a random variable, it is important to test if the value obtained is due to chance causes. This paper introduces a statistical test, based on the procedures published by ASTM, to test if the segregation variance is significantly greater than zero.

An increasing number of gold and silver mining operations are employing cyanide solutions to effectively dissolve silver and gold from finely disseminated ores. Many of these operations use small, packaged processing systems like the State of Maine filter system, which employs zinc precipitation of gold and silver. Solution-clarifying filters in these systems become blinded with calcium carbonate (CaC03) scale and require frequent (every 2 to 10 days) dismantling of the filter units for acid cleaning, This is a hazardous operation as it is not compatible with the alkaline cyanide leach solutions and may result in the evolution of toxic hydrogen cyanide (HCN) gas during cleaning and during any accidental acid spill. The Bureau of Nines has investigated an alternative, nonacidic method of cleaning blinded State of Maine filters that employs ethylene- diamine-tetraacetic-acid (EDTA) type chelating agents to dissolve the scale. In situ cleaning of a 150-st/d State of Maine filters with EDTA- type chelating agents was successfully demonstrated. Greater than 90 pct of the CaC03 scale was removed in about 10 min with circulation of 31 L of 2.5-pct-EDTA solution through the filter unit. The EDTA cleaning method not only eliminates the cyanide hazard in filter cleaning but is advantageous from the standpoint of operating costs and productivity.

"The Lone Gull discovery of Urangesellschaft Canada Limited was made in 1974 as a result of extensive exploration activities for unconformity related uranium deposits in the Baker Lake area of the Northwest Territories. The structurally controlled mineralization is hosted in Aphebian metasediments and intrusive granitic stocks located approximately 2 km south of the unconformity between the Lower Proterozoic Aphebian and the Middle Proterozoic The/on Formation.The original discovery was made with a helicopter mounted radiometric system during systematic prospection over the unconformity. Diamond drilling was first carried out in 1977 and continued, with an interruption in 1981, to the present. A total of 25,500 metres and 199 holes have been drilled and outlined three ore zones. Preliminary geological reserves are estimated at some 16 million kgs. U30 8 at an average grade of approximately 0.4%.IntroductionUrangesellschaft initially entered exploration in Canada as a participant in joint ventures in 1968, and was incorporated in Canada in 1974 as Urangesellschaft Canada Limited. Subsequently, UG was among the first companies to apply exploration criteria developed from the Athabasca Basin, namely the Middle Proterozoic unconformity over Archean/ Aphebian basement, for selection of exploration targets in the geologically similar Thelon Basin.The Baker Lake area in the Keewatin District of the Northwest Territories was selected from the extensive Thelon Basin because it had the best accessibility (Fig. 1). The hamlet of Baker Lake located close to the geographical centre of Canada, is largely an Inuit settlement with a population of approximately 1,100 inhabitants. The distance from Baker Lake to the Lone Gull property is about 80 km. Baker Lake is connected to the tidewater of Hudson's Bay via Chesterfield inlet and is serviced by scheduled domestic flights several times weekly from Churchill, Manitoba, about 650 km to the south."

The support of underground openings by water is a natural phenomenon. Surface sinkholes, such as those that occur with some frequency in Florida, are attributed to a lowering of the water table resulting in the draining of existing limestone cavities. This withdraw the natural support and causes the surface subsidence. The role of water as a ground support medium was demonstrated in a mining situation during Bureau of Mines research on borehole mining of phosphate in St. Johns County, Florida. The borehole mining tool (BHT) incorporates a water jet nozzle and slurry eduotor in a single down- hole tool. The tool is lowered through a bore- hole into the ore zone, and an underground cavity is eroded by the motion of the water jet with the slurry simultaneously pumped to the surface. In addition to phosphate, the system has been successfully used in coal, oil sands, and uranium. The Florida phosphate ore is located at a depth of approximately 250 ft in strata that produce high water inflows. These factors preclude extraction by conventional methods, either surface or underground, but they present an ideal setting for borehole mining. Previous borehole mining research had led the researchers to believe that the system would only be effective in a void cavity, that is, a cavity where the water level is maintained below the water jet nozzle, so that the water does not impede the action of the let. It was soon discovered, however, that the void cavity presented ground control problems. The overlying strata started to cave soon after the support provided by the water was removed. This was an unacceptable situation as it adulterated the ore and threatened surface subsidence. Further tests wherein the size of the cavity -as reduced by cutting only a 30° arc also resulted in caving. A new concept, air shielding, was then introduced and tested. With this system, the water jet cutter was surrounded with a shroud of compressed air, thereby gaining the advantages of cutting in air while retaining the roof support afforded by a water-filled cavity. This arrangement proved to be highly successful. The air-shrouded jet was able to cut a cavity radius of about 18 ft, and the system production was 35 tph, which compared favorably to the production previously attained in void cavities. The borehole phosphate experience proves the efficacy of remote mining in a water filled opening. This system neutralises the hazards of heavy ground, and may, as in the case of the phosphate deposits, be the only viable alternative. It opens up the possibility of application in a wide range of deposits not only those amenable to hydraulic mining. Remote mechanical System might be developed using present robotics technology and then operated in water-filled openings.

This chrysotile asbestos ore body is located near the northern tip of the Province of Quebec, Canada. It is some 1818 km (1130 miles) north of Montreal, 480 km (300 miles) north of the tree line, and is situated within the zone of continuous permafrost. The open pit ore zone is approximately 0.4 km (1% mile) in length, some 61 m (2OO ft) in width and plunges at 25o to 30 o below surface to a vertical depth of at least 610 m (2000 ft). The ore body was originally evaluated by programs of surface mapping, diamond drilling, and bulk sampling. The fiber is semicrude, possesses excellent strength, and good fiber length distribution. GEOLOGICAL SETTING, LOCATION, AND DISCOVERY The chrysotile asbestos mineralization at the Asbestos Hill mine occurs in serpentinized ultrabasic rocks of Precambrian age. These intrusive rocks are found in older volcanic sedimentary rocks known as the Cape Smith-Wakeham Bay belt and are shown in Fig. 1. The rocks comprising this belt overlie older basement rocks composed of granite and granite gneiss. This belt has a width of 32 to 64 km (20 to 40 miles), and trends in a general east- west direction, a distance of about 370 km (230 miles) from Wakeham Bay on the east coast of the Ungava Peninsula to Cape Smith, located on the east side of Hudson Bay. Two sequences of rock have been recognized in this belt. The lower (oldest) rocks are known as the Povungnituk group, and consist principally of massive lavas and sediments. The upper (younger) rocks are known as the Chukotat group, and are composed of pillowed lavas with interbedded sedimentary rocks. Sills of ultrabasic rocks exist in both younger and older rocks, but are more often found in the Povungnituk group. Concentrations of chrysotile asbestos, as well as nickel and copper minerals are found at or near the base of ultrabasic sills, and are most common where a change in dip occurs. The mine is situated about 1818 km (1130 miles) north of Montreal, approximately 1126 km (700 miles) north of the start of continuous permafrost, and about 482 km (300 miles) north of the tree line. The depth of permafrost at the mine site has been calculated to be approximately 549 m (1800 ft). This rich deposit of asbestos was discovered in 1957 during extensive exploration for nickel in the Ungava nickel belt. During that year, traverses conducted by Murray Watts spotted interesting looking ultrabasic rocks, and followup ground examination disclosed rich surface showings of asbestos mineralization near the present open pit. A computer package has been developed which is capable of evaluating alternative production schedules (long and short range) of an open pit mine once the ultimate pit limits have been defined. The model user can choose the best alternative according to cash flow considerations and the particular mining conditions. The package involves a combination of simulation for long range production scheduling and linear programming for short range scheduling. The simulation model based on an iterative technique, maximizes the profits within each long scheduling period (eg. year or sixth month period), and at the same time defers stripping as long as possible. A minimum exposed ore quantity is kept at the beginning of each mining period. The final long range schedule satisfies a set of constraints for each period, mainly ore quality and quantity constraints for ore and waste. An interactive smoothing procedure at the end of each period results in a schedule that is feasible in terms of mining practice. Finally a cash flow analysis model carries out cash flow calculations so that the user can select the best alternative. The linear programming model, based on a certain number of shovel regions, defined interactively by the model user, calculates the optimum production schedule for each short period under consideration, so that a set of constraints is satisfied.

The definition of high sulfur coal varies from plant to plant and is subject to changes over time as the environmental regulations change. In plants constructed after September 1978 hardly any domestic coal can currently be burned without the use of Flue Gas Desulfurization (FGD) because a 70 percent reduction in potential S02 emission is mandatory even when the potential emission is less than 0.6 lbs. S02/106 Btu heat input. On the other hand older power plants may in many cases be legally emitting up to 6 lbs. S02/106 Btu or more under some State Implementation Plans (SIP). The Clean Air Act requires, however, that in the long run all stationary sources of S02 pollution must abide by the ceiling of 1.2 lbs S02/10 Btu heat input.. Coals with a potential to exceed this limit must, therefore, be considered as high sulfur coals. Such a definition would be unrealistic because many SIP's aim at an emission level of 1.8 to 2.0 lbs. SO2/106 Btu for existing plants and a stricter limit does not appear to be enforceable in the next 5 to 10 years. As a result, coals with an emission potential of greater than 2.0 lbs of S02 per 10 Btu heat input are considered high sulfur coals for the purpose of this investigation. Based on this definition and the 1984 actual consumption of coals by U.S. electric utilities (table 1) only 7 out of the 24 coal producing states could be categorized as low sulfur states. The actual S02 pollution, however, depends on total tonnage of a type of coal as well as the sulfur content of the coal. Table 1 also indicates that only 6 states--Kentucky, Illinois, West Virginia, Ohio, Pennsylvania and Indiana-account for nearly 77 percent of S02 pollution potential in the United States. These 6 states have therefore been chosen for this investigation.

The goal of the U.S. Department of Energy (DOE) coal preparation R&D program is to develop technology to reduce the ash and sulfur contents of United States coals to levels such that the resultant product can be formulated into a high- quality solid or slurry fuel that could replace oil or natural gas in both new and retrofit applications. The Coal Preparation program is implemented by the Pittsburgh Energy Technology Center (PETC) and is conducted both in-house and by a cross section of industrial organizations, universities, and national laboratories.

Design a model health and safety program which, when implemented, can improve mine safety by reducing occupational injuries and accidents. Approach The Bureau of Mines developed a model program which identifies the elements essential to the effectiveness of health and safety programs designed for mining operations, and is readily adaptable to all types of sizes of mines. The model program primarily provides training on loss control and accident investigation and technical assistance with health and safety problems. In order to assess the effectiveness of the program, it was tested at both a coal and gold mining operation. Monthly statistics were generated to reflect the number of occupational injuries and accidents, and the severity of injuries (as measured by the number of work days lost during recovery). Observations were made of employees performing a large number of randomly selected jobs in order to estimate. the proportion of the workforce that was working in the presence of one or more of three types of safety deficiencies: Type A-individual job performance deficiencies which could be corrected by the employee alone I e.g., an employee is seen not wearing a seatbelt.

Strategic Data Planning (SDP) is an emerging technique for the analysis and design of information systems. This paper describes the use of strategic data planning in the formulation of a complete integrated set of mining technical systems for the Koolan Island iron ore mine. Applications covered include hydrogeology, geology, mine planning, surveying, quality control, laboratory and mine production recording. Koolan Island is 13 kilometres long and 5.5 kilometres wide at its widest point. Its sole industry is an open pit iron ore mine of 3 million tonnes annual capacity, owned and operated by BHP Minerals. Some of the production is used by BHP Steel International, but most is exported. The orebody is steeply dipping and is mined bench by bench. Outturn grades for run-of-mine product are iron 66.5%, silica 3.0%, alumina 1.0%. Computer systems are run on Data General equipment, currently an MV10000. Computer applications, which are shared across mine sites, are developed and maintained by BHP Information Systems in BHP's Melbourne Office.

Ltd. currently has its headquarters and base for operations located in Townsville, Queensland. The Company's main current activities are the exploration and evaluation of the Pajingo Gold Property situated some 50 kilometres south-east of Charters Towers and in the northern Drummond Basin.The discovery of the Pajingo gold mineralisation by the Company was the indirect result of a regional program established to evaluate Carboniferous age volcanic plugs in north Queensland for gold mineralisation.

In 1980, the Bureau of Mines investigated the northern Darby Mountains on the Seward Peninsula, AK, for radioactive mineral deposits. Uranium is concentrated in silicified shear zones in biotite quartz monzonite of the Darby pluton. The shear zones are best exposed in steep, narrow, avalanche gullies; they are characterized by radiometric anomalies and by uranium and thorium geochemical anomalies. Radiometric and geochemical anomalies are also found over altered biotite quartz monzonite where there are no visible shear zones. The radiometric and uranium anomalies are often spatially, but apparently not genetically, associated with alkaline mafic and felsic dikes. Similar geochemical and radiometric anomalies over discolored altered zones and geochemical anomalies in sediments downstream from the altered zones indicate that additional areas may also be favorable targets for uranium deposits. Analyses of panned, heavy mineral concentrates show no significant concentrations of uranium or thorium in resistant heavy minerals. This indicates that radioactive elements in the Darby pluton are concentrated in soluble, nonresistant minerals that may constitute a recoverable uranium resource.

Mineral exploration decision problems involve the economic evaluation of upgraded geological information and the costs of obtaining it. This paper presents a valuation theory of risky projects applicable to the analysis of exploration investments. The valuation model is predicated on the Capital Asset Pricing Model (CAPM) from financial economics; its parameters can be objectively measured from publicly available information. Geostatistics is used to derive simplified random cash flow models which incorporate the impact of improved deposit knowledge in terms of reduced estimation variance. The application of the theory is illustrated by means of hypothetical exploration optimization examples.

"A number of high wall failures have occurred in some of the Alberta coal strip mines of a type called by the authors ""Multiple block plane shear slope failure "". They cause rapid deterioration of the dragline bench, reduced productivity and maintenance costs.The failures are invariably associated with the presence of almost horizontal (± 5 degrees) bentonitic clay bands in the overburden, often immediately above the coal seam, and regress behind the slope as a series of tension cracks which isolate detached blocks. As many as 17 sets of cracks have been observed, at lateral distances in excess of five times the slope height from the toe.The theory of this mode of failure is presented and a limiting equilibrium computer program which will produce deterministic or probabilistic (Monte Carlo) solutions is briefly described. A case history of one such failure is documented. It is shown that the extent of the regressive failure is exceedingly sensitive to the water table elevation, leading to the conclusion that drainage, if practical, represents the best control strategy. The U.S. Bureau of Mines investigated 21 mines, prospects, and mineralized sites in and adjacent to a 38,713-acre portion of the 255,058-acre Kingston Range Wilderness Study Area in 1983. The study area is 35 miles north of Baker, CA in the Mojave Desert. Mineral deposits in and adjacent to the study area are in altered carbonate rocks intruded by diabase sills near monzonite porphyry contacts. Monzonite porphyry forms the core of the Kingston Range and underlies about 70 percent of the study area. Sedimentary carbonate rocks are exposed in bands on the north and east boundaries and as isolated roof pendants in the southeastern portion of the study area.

A performance study of oxygen self-rescuers of varying durations from the United States and other countries was undertaken as an assessment of present worldwide technology. The apparatus were tested on a Breathing and Metabolic Simulator in the Life Support laboratories of the Bureau's Pitts- burgh Research Center. Parameters monitored during the testing were inhaled levels of C02, 02, inhaled gas temperature, and breathing resistance. The metabolic demand placed on the apparatus represented the average demand of the 50th percentile miner performing a 60-min man-test 4, as described in 30 CFR 11H. Results presented include apparatus service life and subjective comments as well as averages and peaks of monitored parameters.
