Planning, as defined in Webster's New Collegiate Dictionary, is a detailed program of action designed to achieve an end. When developing a detailed plan to incorporate all the complex activities involved in a surface lignite mine, many elements must be carefully evaluated as to the individual and cumulative effects on the end result. The following elements are generally evaluated when planning a surface lignite mine: ? Reserve evaluation, including lignite quality characterization; ? Delineation of mining parameters, including lignite recovery factors, geotechnical factors, land control factors; ? Selection of mining blocks; ? Pit sequencing; ? Reclamation, including soil reconstruction design and land use planning; ? Overburden handling design; ? Selection of equipment; ? Sizing of equipment; ? Manpower requirements; and ? Other elements, including contract negotiations and execution, financing, investment return, operation economics, permitting and scheduling.

The results obtained for the selective flocculation or flotation of natural ores do not usually agree with the corresponding properties of the constituent minerals when present alone. This is mainly due to the presence of dissolved mineral species which can interact in many ways with other components in the system and alter their behavior. In this paper, the effect of dissolved species on the flocculation and electrokinetic properties of sulfide minerals is disscussed. Dissolved Fe, Cu and Ni species are found to affect the properties of chalcopyrite, pentlandite, millerite, pyrrhotite and covellite in certain pH range. These effects are interpreted in terms of species adsorption leading to activation or depression of reagents, surface precipitation and complexation of species, etc.

In an earlier publication, the application of exoelectron technology to the monitoring of dry grinding in a ball mill was reported. Recently, the author has investigated the ball mill problem in more detail with the system shown in [Fig.1]. Here, some of the current generated in the ore-ball-water mixture was picked up by the metal chains and served as a measure of the rate of grinding. While the mechanism of current generation has not been completely clarified, a parallel study of electrical effects associated with rock drilling indicated that the major driving force is the zeta potential*, while oxidation of the freshly fractured material provides the remainder of the current. Both of these effects are sensitive to the exposed surface area, and it might be expected that the observed currents would provide a measure of the grinding rate. This "surface area" effect allows the measurement system to be used in any type of rock or ore grinding. Some studies with sulfide copper ore indicate higher currents than those observed with silica sand, but the overall pattern of current versus grinding rate is essentially the same. Experimental Studies The experimental system was set up as shown in [Fig. 1]. The initial studies were done with silica sand because of its availability and for comparison with the data of reference 1. The sand was sized to an average of 425 /MI (40 mesh); a typical charge consisted of 2.5 kg (5.5 lb) of sand, 0.85 L (0.22 gal) of tap water and 2.5 kg (5.5 lb) of iron grinding balls 25.5 mm (1 in.) in diameter. For a typical "run," the mill was loaded with a fresh charge of ore and operated for periods ranging from 10-60 min. During this time, the current was measured with a Keithley 417 picoammeter and a chart recorder. At the end of the grinding period, the charge was removed and sieved to recover the 425, 300, and 212 µm (40, 50, and 70 mesh) fractions which were then drained and weighed. A fresh charge was used for each test and every attempt was made to keep the draining and weighing processes uniform.

Geostatistics are increasingly recognized as powerful tools for reserve evaluation and grade control. It is also generally accepted that geologic input is required for the results of a geostatistical study to be meaningful. The role of the geologist is significant at all stages, whether it be to oversee the creation of the database, to assist in the statistical and semivariogran studies, to ensure appropriate block evaluation and kriging, or to review the results obtained. However the link between geology and geostatistics is often complex and not well understood. A presentation is made of the areas where geologic input is needed, and of the tools which the geologist should have at his disposition to ensure that his role is fulfilled. Organization of a Geostatisticel Study To be acceptable as the basis for financial investment, a geostatistical reserve estimation should be composed of four phases, the last phase being optional: Phase 1 - Background discussions, Phase 2 - Computation, Phase 3 - Reserve reporting, Phase 4 - Reserve audit. During the background discussions (Phase 1) the role of the geologist is primordial, as it is then that most decisions will be made concerning the geologic factors to be included in the geostatistical model.

Remotely control led drills capable of being lowered to the sea-floor from ordinary research vessels have been developed over the past two decades. These drills are currently being used in geological survey programmes on the continental shelves (Canada, Japan, Norway, United Kingdom) and for studies of mid-ocean ridges. Generally the drills fall into two categories: 1) those which are powered from the surface and controlled by an operator, and 2) those which are battery powered and follow an automatic programme. Some drills have a television camera mounted on them sending a picture to the surface as an aid to site selection and geological interpretation. Typically the drills are capable of drilling a core 2.5 - 5 cm diameter up to 10 m long. While most of these drills are designed for <1000 m depth, some can drill in water depths of as much as 3500 m.

The semi-autogenous grinding circuit at the Utah Mines Limited, Island Copper Operation, located on Vancouver Island, British Columbia, is described. Since start-up of the operation in 1971 grinding circuit throughput has been progressively increased from the initial design rate of 30,000 to the current average 45,000 tonnes per day (t/d) of porphyry copper ore. Key developments and modifications in operating and maintenance practice that have contributed to this increase are reviewed.

A method by which it is possible at an oxidation potential below 680 mV SHE to achieve quantitative conversion of sulphide sulphur to elemental sulphur instead of sulphate in a biological leach of chalcopyrite and bornite has been investigated. The process chemistry, biological phenomena and process flowsheet options are discussed. Several copper concentrates have been evaluated and have been found to be amenable to th process. Results to study the progression of chalcopyrite decomposition during the leach are presented and mineralogical factors affecting the requirement for silver addition are discussed. A chloride addition method for improving silver recovery is described. The results of a small scale continuous leach test have demonstrated that continuous operation can be carried out with high copper extraction and stoichiometric conversion of sulphide sulphur to elemental sulphur.

It seems probable that more and more minerals will be used in plastics as time goes on. This must occur because the minerals will; aid in processability, enhance the engineering properties, reduce the cost, and above all conserve large amounts of petroleum based chemicals. This paper examines the advantages and disadvantages of using the minerals and the ability of the domestic minerals industry to support this possibly very large undertaking. The application of cheap robust microprocessor based units to achieve monitoring and control in an underground mining environment is described. The functional layout of the programmable controller and the methods of multiplexing and processing information from local and remote sources are examined as are features for refrigeration plant control.High noise immunity communication to a remote micro computer uses existing telephone lines and enables display and print of essential data. The development of this system then leads to applications in monitoring compressed air, ore transport and underground fires.In conclusion, the problems of data presentation to different levels of management and the future philosophy of a central multi-reporting system are discussed.

The Kidston Gold Mine i s located in northern Queensland some 2 Ukm northwest of Townsville. I t is the largest gold mine in Australia and produces approximately 25 percent of Australia&apos;s gold and one percent of the world&apos;s gold.Initially, traditional mining industry management approaches resulted in the rejection of what appeared to be an attractive low-grade deposit as an uneconomic proposition. Critical re-examination revealed that the rejection was based upon managerial inflexibility and traditionally over-conservative methods of mine evaluation, construction, operation, projected commodity prices and contingency factors. In 1986 the city of Johannesburg celebrates its first century of existence. The fact that the city was founded to exploit the gold deposits which underlaid it, prompts this review of the gold process development in the mining industry of South Africa. Clearly a complete history of, the gold recovery process to date is not called for and it is proposed therefore to outline the most significant developments which have taken place since the middle 1930&apos;s, that is to say the last 50 years or so. Prior to this period the industry had seen the development of comminution processes employing cone crushing in closed circuit with vibrating screens followed by grinding in rotating mills and the gradual disappearance of stamp mills. The all sliming process was well established as a viable route and continuous dewatering in thickeners, continuous leaching and filtration were serious rivals for the earlier batch processes. Continuous processes for gravity concentration had also been developed and the recovery of gold from pregnant solutions employed cementation on zinc dust as opposed to shavings. Thus at the beginning of the half century under review the industry had adopted, or started to adopt, many of the processes still accepted as modern practice. However in some areas little change was evident this was especially so in the smelthouse where some thirty more years were to elapse before the hand stoked coal fired calcine and reverbatory furnaces were replaced by more environmentally acceptable electric furnaces. The most significant feature in recent history has been the mining of progressively lower grades of ore and the retreatment of tailings from earlier operations, much of the latter comprising tailings only a decade or even less in age. Notable among these operations are those on the East Rand near Springs in the Transvaal, in the Orange Free State at Welkom and more recently, massive reclamation of tailings close to the city centre itself. The carbon in pulp (CIP) process has been much publicised in recent years and all new plants erected during the 1980&apos;s have adopted this route for gold recovery. However the major proportion of tonnage milled in the industry is still subjected to the more traditional process of liquid solids separation by vacuum filtration. Twenty years of effort in developing the use of computers in the design and control of mineral treatment circuits has resulted in a sound base for future widespread application of the techniques.. The intent of this paper is to speculate to some extent about future applications of computer related techniques in the mineral extraction industries. The use of simulation methods for the analysis and design of circuits is discussed. In the area of process control, computers have been largely devoted to process monitoring and reporting tasks. The application of computers for the total control and optimization of complete plants is considered. Finally, the role of computer based modelling studies for definitions of optimum treatment flowsheets is suggested.

An experimental investigation of the hydraulic cuttability of coal from the Theiss Dampier Mitsui mine near Moura, Central Queen land illustrated the ability of established cutting equations to describe the behaviour of the coal during cutting. The experimental equipment developed for the work proved reliable. The results of the experimental programme are consistent with accumulated experience from overseas.

"Equity Silver Mines Limited, Canada&apos;s largest silver mine, has designed, built and operated a leach plant to reduce the levels of antimony and arsenic in its silver-gold-copper flotation concentrate. The orebody contained deleterious antimony and arsenic minerals in such proportions that the economic long-term sales contracts necessary to obtain project financing could not be procured. Construction of the leach plant therefore allowed development of the mine to proceed. Although the plant took some time to reach design throughput and product specifications, due to the complex and unique nature of the operation, these goals were successfully met and surpassed. This paper describes the physical plant and/or process technology modifications made to mold the main processes-concentrate leaching and filtering, autoclaving and filtration of by-products, and crystallization of salt cake-into an effective, economic operation.IntroductionEquity Silver Mines Limited, a member of the Placer Development Group, owns and operates an open-pit silver mine and related facilities located 37 kilometres southeast of Houston in north-central British Columbia. The mine occupies a 44 I-hectare (1089 acre) site at an elevation of 1300 metres (4265 feet) on the Nechako Plateau. Producing a copper concentrate containing high values of silver and gold, it is the largest silver mine in Canada and one of the largest in the western world. Equity stresses open communications, positive motivation, and production with safety, and achieved the best mine safety record in western Canada in 1984."

"In 1979 Chevron Standard Limited and Irving Oil Limited intersected a thick, high-grade sylvinite zone in the Windsor Group in the Chevron Irving Malagawatch No. I well in central Cape Breton. This well was the third and final hole of a program designed to evaluate a non-commercial oil discovery made by Chevron Standard&apos;s Mineral Staff in 1978 while carrying out base metal exploration. Nine holes were subsequently drilled to evaluate the significance of the potash discovery. The delineation drilling proved the Malagawatch structure to be complex with the potash zone showing erratic grade and thickness distribution. Based on the drill information the potash accumulation at Malagawatch is uneconomic, however, other salt ""structures"" in the Bras d&apos;Or Basin may in time prove to have better potential.History of DiscoveryIn 1972 Cuvier Mines discovered the Gays River lead-zinc deposit (MacEachern and Hannon, 1974) which prompted Chevron Standard&apos;s Minerals Staff to carry out a study of the Windsor basins in Nova Scotia (Figs. I and 2). As a result of this program several carbonate-hosted lead-zinc prospects were identified in the basal Windsor carbonate; one of these was at Malagawatch on Cape Breton Island . In 1978, after preliminary exploration surveys, a diamond drill program commenced consisting of 5 BQ holes (Fig. 3), three of which tested the basal carbonate. Instead of the reefoid bank facies of the Gays River Formation (Giles et al., 1979), the favoured host for economic base metal mineralization, this carbonate was developed as a laminated, pelletoidal, lime packstone more characteristic of the facies equivalent Macumber Formation (Schenk, 1967). While drilling one of these holes, No. 3-78, oil scum was intermittently detected on the drilling mud. The hole was abandoned at 191 m in anhydrite, without having reached the basal limestone."

The United States Cement, along with other industries, is being devastated by an unprecedented penetration of domestic markets by imported products. The overriding questions are: 1. Have foreign manufacturers improved their processes to an extent they can outperform U.S. producers in their home markets? 2. Is it gross inefficiency on the part of the U.S. producers that is allowing foreign producers to be capable of replacing a local U.S. producer in his normal home market? 3. Is there a combination of the first two questions that economically justifies this type of market overrun? The answer is a simple NO!. In a fair trade market atmosphere, U.S. producers are definitely competitive.

Abrasive grinding, leading to ultrafine product and "critical size" material build-up inside the mill, is proposed as the cause of high power consumption and low capacity in many fully autogenous grinding processes. Addition of steel balls (hence, semiautogenous grinding) or pebble removal and separate crushing have been used, with different efficiencies, to overcome the problem. Information and data for the conceptual analysis, basic design and operation of a pebble crusher at the Los Bronces semiautogenous grinding plant is presented along with data showing a production increase of 1000 mtpd and significant operating costs savings.

Mineral output and trade in the Central American countries were directly or indirectly affected by the sometimes violent civil unrest and recessionary economic developments that have pervaded the region for several years. Central American countries found their foreign exchange export earnings and traditional market areas shrinking while essential import costs were rising. Restricted spending measures were adopted by governments and private industries. Domestic investment funds for mineral development and exploration projects were among the first casualties of these austere budgetary measures, especially since weak demand and depressed mineral prices diminished the probability of a favorable cost-benefit ratio. The lack of physical security and political stability also discouraged private foreign investment. The United States Congress enacted the Caribbean Basin Economic Recovery Act of 1983 (19 U.S.C. 2702), more popularly known as the Caribbean Basin Initiative (CBI). This legislation was designed to stimulate economic recovery and promote economic development by increasing private investment and trade in the Caribbean Basin countries. The act provided for the elimination of U.S. duties on most trade items imported directly from eligible Caribbean countries, provided at least 35% of the product value originated in the region. The financial assistance components of the CBI were to be supportive of the basin&apos;s private sector as well as assist general economic stabilization programs.
