PETROLEUM'S importance in World War II can perhaps be better realized by the recitation of a few facts and figures: Gasoline needs in this war are already eighty times greater than in the last war. It takes nearly three pounds of gasoline to deliver one pound of bombs, filled with petroleum explosives, on an enemy objective. Every American soldier overseas requires an average of more than fifty gallons of petroleum products per week, with the oil used by Navy and supply ships and America's Allies boosting the consumption of oil per soldier to an even higher figure. Every oil well in the United States now must produce each day an average of four barrels of oil for war and combat jobs. More than fifty million gallons of gasoline, fuel oils, lubricants, and other petroleum products are now going directly to the fighting forces every day.

DETERMINATION OF SILICA OXIDE iron ores usually are found in intimate association with silica and phosphorus compounds. Their quantitative separation and purification sometimes present difficult problems to the chemist. Silicic acids may represent various degrees of dehydration. They are exceedingly weak, but combine with metallic acids and form some of the most stable oxides in nature, the silicates. When iron ores are treated with hydrochloric acid, they yield practically all their iron. However, apart from rare exceptions, varying amounts of insoluble residues of silica, alumina, lime, magnesia and compounds of phosphorus, sulphur, titanium, chromium and others will be left. If the oxides of silicon, aluminum and titanium are present in small quantities, the insoluble residue is generally very small, but the presence of these oxides more usual in larger quantities. Therefore, only a special treatment can break the bond between these elements. Ore Residues Acids remove the soluble constituent of the ore, leaving the insoluble residue, which chemically is rock or gangue and must be treated accordingly. Alkali carbonates are used frequently to break up the residue, but other fluxes have also been recommended, such as a number of lead and boron salts. The introduction of these salts, which offers certain advantages, requires, however, their removal before the other constituents can be analyzed, and this elimination is sometimes difficult. Usually in quantitative analysis silicates are dissociated by fusing them in a platinum crucible with sodium carbonate, thereby forming sodium silicate, Na2SiO3, sodium aluminate, Na2A1204, sodium titanate, Na2TiOs, and carbonates of other elements. All the carbonates are soluble in hydrochloric acid, but also some silicic acid is formed that must be rendered insoluble. To this end the solution is evaporated several times, as the first evaporation still leaves as much as 5 per cent of the silica soluble. Even after a number of evaporations, minute quantities of silica may be found with the iron and alumina present. Perchloric Acid as an Agent for Dehydrating Silicic Acid Perchloric acid, HCI04, (60 per cent), has been used for years as a solvent, but few chemists have used it to dehydrate silica. It is derived from anhydrous perchloric C1207, which is most unstable and dangerous. Perchloric acid is a strong oxidizing agent, which boils at 203°C. It is more effective in rendering silica insoluble than any other known agent, and most rapid in action. EARLY in 1945 the laboratories of the Southern Research Institute will begin active research investigations on behalf of industrial clients. This achievement has come after four years of planning by a group of Alabama businessmen, and is in partialanswer to an urgent need in the South. Those who conceived the Institute have long realized that a marked relationship exists between scientific research and the economic well-being of the several regions of the country. Clearly, technological research, generally absent in the South, is the medium through which are created new finished goods industries, and the increase of technological research is perhaps the most important long-range project in the South.

PURSUANT to a recommendation made by the Section delegates at their conference at the Annual Meeting of the A.I.M.E. last February, the Directors, at their meeting on March 15, 1944, appointed a committee charged with the duty of investigating the present status of licensing and registration of engineers, and to make a report on the whole subject for the information of the mining fraternity. The committee consisted of E. W. Ellis, chairman, H. D. Keiser, Henry T. Mudd, J. J. Croston, and Simon Strauss. Messrs. Keiser and Strauss were unable to assist in the work of the committee, and Mr. Mudd was forced to resign in July, his place being taken by A. F. Greaves-Walker. Able assistance was given the committee by T. Keith Legare, executive secretary of the National Council of State Boards of Engineering Examiners, and by Ed. ward Larson, executive secretary of the National Society of Professional Engineers. The accompanying somewhat condensed version of the report of Mr. Ellis's committee, dated Oct. 15, 1944, is confined to facts rather than to recommendations. The "Model Law" to which reference is made was first drafted by repre¬sentatives of six national engineering societies in 1911. It has since been amended many times, the latest version dated June 1943 is recommended to the State Licensing Boards as a pattern for formulating or amending state laws. A copy of the "Model Law" in pamphlet form will be sent to any member on request from A.I.M.E. headquarters while the supply lasts. The report:

A NORTH CAROLINA miner dreamed that he found high-grade mica by excavating a certain corner of his mine. The next day he sank a hole on the exact spot and found mica of excellent quality. The dream came true. May not this be as good a method as any yet known for forecasting the valuable mineral content of pegmatites? The Federal Geological Survey has found in its recent detailed studies in New England that good sheet mica occurs most abundantly in zoned pegmatites, particularly in zones lying along the wall or contact of the pegmatite mass. Although this conclusion may be a valuable guide, pegmatite mining operations must still be classed as most uncertain and hazardous enterprises. Finding of the second largest diamond ever discovered in the United States-a stone of good gem quality weighing more than 34 carats-during the course of a horseshoe pitching contest at Peterstown, W. Va., is another example of unorthodox mining methods. These should not be considered, however, as characteristic mining methods developed in 1944.

ACCIDENT prevention as we know and understand it today is of comparatively recent origin. As a matter of fact, the Industrial Accident Prevention Association of Ontario, which is the oldest organization of its kind in the Dominion, celebrated its thirtieth anniversary only this year. On the other hand, one could say that the history of accident prevention is almost the history of mankind itself. In a general sense, every forward step that man has made throughout the centuries has been largely due to two things: (1) a desire for increased comfort, and (2) the need for safety; and, always, the need for safety has taken precedence over the desire for comfort. While it is true that hundreds of volumes have been published, dealing with the many aspects of accident prevention work, you cannot go to a library and pick out a book that has all the answers in it. Such a book has never been published-we are still looking for some of the answers. However, a good deal of real progress has been made.

Today one of the main articles of diet for the mechanized army is oil and gasoline, and the chief and most efficient source of 'apply overland is the pipe line. It was a flexible 4-in. pipe line that supplied the voracious appetite of tanks, trucks, jeeps, and planes across the North African desert. and it is the 1800-mile pipe line from Calcutta to Kunming, Yunnan Province in China, the longest in the world, that supplied oil and 100-octane gas for the trucks, tanks, Jeeps, and planes fighting on the Assam-Burma-China front in recent months. MINING is one of the major industries of the Rocky Mountain region and since the United States became involved in the present World War, all mines have been called upon by the Government for the maximum production of the strategic metals necessary. Operating under the most adverse conditions, such as priority requirements, slow delivery of necessary material and equipment, labor shortages, and freezing of all wages, which still permitted some industries to pay higher rates than were allowable in the mines, thereby drawing labor from the mines; and the United States Employment Service continually giving mine labor certificates of availability; these and many other problems made mine operation particularly difficult. Yet, in spite of these obstacles, the mining industry, either through its own resources or through Government subsidies in the form of loans or premium prices for strategic metal, have and still are making an all-out effort to meet Government demands. They, without question, have played a major role in assisting the war effort.

BORN on Sept. 9, 1855, in the city of Spalato, Dalmatia. Austria, Antonio Francisco Luchich was the son of Francis Stephen Luchich, a prosperous shipbuilder and ship-owner of Lesina. His mother, Johanna Giovanizio, was known to the people of Trieste as a woman of unusual learning and piety. After receiving his high school training in Trieste, Antonio Luchich entered the Polytechnic Institute at Gratz in the year 1875, graduating two years later as an engineer. He then entered the Naval Academy of Fiume and Pola as a Midshipman, receiving his commission as a Lieutenant in 1878. In 1879, then 24, Antonio Luchich obtained a leave of absence from the Austrian Navy and came to Saginaw, Mich., to visit an uncle. He remained in this country and on May 4. 1885 at Norfolk, Va.. he became Anthony Francis Lucas. an American citizen.

O the American coal man, Australian coal mining most appear to have little, if any, influence on American coal-mining practice and to bear little relation to it. Actually, the relationship has been close, for Australian operators have carefully studied American practice by reading American technical publications, by consulting American engineers, and by visits to Ameriean operations. They have leaned heavily on America for their supply of mechanization equipment and many American mining-machinery manufacturers are active in that country, supplying its needs and furnishing technical assistance. Australia's influence on American coal mining has been obscure and probably negligible. However, it seems reasonable to assume that this influence will increase. The wartime development of air transportation will inevitably bring these two countries into much more intimate contact than existed in recent years. A SURVEY and critical appraisal of published information about Young's modulus was originally made by the writer because of a complete lack of information about this very important quantity in works on mechanics, physical metallurgy, physics, and other sciences. It was felt that a comprehensive summary of such information about Young's modulus might be of general interest and may suggest new problems or lines of attack on other problems that involve E. Hence this paper has been prepared even though it is only a review, with no new ideas or experimental data. The references are only those used in assembling the paper. No attempt was made to compile a complete bibliography on the subject of Young's modulus. CALCULATION OF YOUNG'S MODULUS FROM THEORETICAL OR EMPIRICAL CONSIDERATIONS Many attempts have been made to compute E from theoretical considerations. The earliest calculations were probably those of Tomlenson (1883) and Southerland (1891), but Fessenden 41,42 made extensive calculations a few years later and arrived at the relationship: [2E = 78. 101 (_L V] where V is the atomic volume. In 1923, Peczalski,43 working from the same stand-point but with more information available on atomic structure, arrived at an identical relationship, which he expressed as: [E=B(m) 2] where B is a constant of value about 8 • 10 7, p is density and m is atomic weight; the atomic volume, of course, being m/p. Portevin44 immediately pointed out that while the equations of Fessenden and Peczalski were true of the common metals, they gave low values for the refractory metals with high moduli (Fig. I). He showed (Fig. 2) that much better concordance was obtained by means of an empirical equation of the form: [E _ KT'Vb] where K is a constant; T the absolute melting point; V, atomic volume, and a and b constants of value approximately I and 2 respectively. This constant K in the Portevin equation is not necessarily the same for all elements, as shown by Thompson.45 Other equations for E based upon theoretical considerations have been derived by Honda and Yamada49 and Lasareff. 50 The most recent calculations of elastic moduli based upon quantum mechanics are probably those of Fuchs.46-48 He extended the method of Wigner and Seitz for calculating the lattice energy and compressibility of monovalent metals and computed the elastic constants of lithium,

The following account presents investigations undertaken from July 1 , 1943 , to June 30 , 1944. The work is detailed under a number of main headings corresponding to the organizational structure of the Division , the various activities being under the immediate direction of unit chiefs , who report directly to the author . Specific credit , however , is due to the individual unit leader and his assistants .

This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research ( C.F.R. ) Committee of the Coordinating Research Council ( C.R.C. ) and the Bureau of lines of the United States Department of the Interior . The first of these reports presented data on motor gasolines sold during the winter of 1935-35.4/ Further reports have been issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941.5/ No reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942 . However , starting with the winter of 1942-43 , the semi - annual reports have been resumed
