"The Vermilion range extends from the vicinity of Tower to and beyond the ""international boundary, crossing into Canada at the eastern end of Hunter's Island. Merchantable bodies of ore have been discovered at but two localities along this extent, at Tower and at Ely, twenty-one miles east.The iron bearing formation of this range occupies the lowest position geologically of any of the Lake Superior iron formations, being placed by Van Rise and Clements in the Archean, as shown from the following succession:Lower Huronian Intrusive granites, granite porphyries, dolerites, and lamprophyresKnife Lake slatesAgawa formation (iron-bearing) Ogishke conglomerate(Unconformity.)ArcheanIntrusive granites, granite porphyries, and some greenstonesSoudan formation (the iron-bearing formation). The strike is about east and west and the dip approximately vertical, with a westerly pitch. The underground workings at this mine are some 4,500 feet in extent east and west, and over 1,500 feet in depth. The structure here is probably the most complex in the Lake Superior iron districts. Above the iron bearing formation, geologically, comes the basal conglomerate of the Lower Huronian, carrying large boulders and Masses of the iron bearing rocks."

F. W. Matthiessen, who, with E. C. Hegeler, of La Salle, was one of the creators of the zinc industry in the-United States, was born in Altona, Schleswig-Holstein, Germany, Mar. 5, 1835. He was one of a family of remarkable brothers, two of whom were long absociated in this country with the sugar and glucose industry. Mr. Matthiessen was educated at Freiberg, and came to this country in 1857 with Mr. E. C. Hegeler, after having, in company with that gentleman, visited the mining districts of Germany, Belgium, and England. They first went to Friedensville, near Bethlehem, Lehigh County, Penn., wherc attempts had already been made to produce zinc from the ore deposits found in that place. The ore was a he silicate but all attempts to extract zinc from it had failed. Mr. Matthiessen and Mr. Hegclcr were successful, but declined to invest their money in the zinc industry at Bethlehem because 01 certain local conditions. Hearing of the discovery of zinc -ore in the West, they visited both Wisconsin and Missouri and thought of settling in the coal region of East St. Louis. Finally La Salle, as being near to the Wisconsin fields and having much coal, was selected ae the site of the new smelting company, and on Dec. 24, 1858, the first shovelful of dirt was turned for the buildings of the new industry. The Civil War at first interfered with the manufacture of zinc, but afterward a lively demand for the metal arose and the future success of the institution was established. A large rolling mill was added in 1866, and in 1881 the manufacture of sulfuric acid as a byproduct was begun. Mr. Matthiessen also developed the Western Clock hlanufacturing Co. of La Salle, which manufactures the Big Ben alarm clock, from a small plant having 25 men to the present large institution which employs some 2000 workers. Mr. Matthiessen's affiliations with other metal industriefi have been numerous. But the contributions of the great zinc manufacturer to the causes of philanthropy and education have made his name known throughout the country, beyond industrial circles. He has given to the city of La Salle probably a sum total of $500,000 in various benefactions. Among the objects of his philanthropy were the La Salle-Peru Township High School, which he has made a model institution of secondary education for the entire United States; also the Tri-City Hygienic Institute of La Salle, Peru, and Oglesby, Ill., which he endowed for $200,000 This Hygienic Institute, which is unique in the United States, has a traincd staff of health officers, bacteriological laboratory, medical library, infant welfare station, milk station, free dental clinic, school nurse, and isolation hospital. Mr. Matthiessen was elected mayor of the City of La Salle three times and gave generously to the municipality of which he was the head. He also saved for the people of Illinois one of the great scenic districts of the state, Deer Park, with its cafions and natural beauties, which he con-verted into a model scenic resort, and the proceeds of which he gave to the charities of the Tri-Cities in which he lived. He died on Feb. 11, 1918.

AS this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a forempst industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry! protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no -doubt creations of merit at the date of their .birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machincry by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A

That lead and zinc deposits are the result of prolonged,, slow deposition is the idea of most students of ore deposits, and in many cases, where the ore-bearing solutions have been very weak or the precipitating conditions have been very feeble, the ore accumulations have undoubtedly taken a long period of time. As these two vital conditions have been subject to great variations in the different mining camps, the following example is highly interesting in showing that deposition can be very rapid under favorable conditions, geologically speaking, and also extremely recent. In fact, the writer is inclined to regard most, if not all, of the Mississippi Valley deposits of lead and zinc as probably being very young, at least not older than Tertiary, if not Quarternary, in age. The extensive Joplin lead and zinc district, in southwestern Missouri, which is about 60 years old and has numerous mines that were abandoned from 1 to 50 years ago, shows that the lead and zinc today are in an active condition of solution and redeposition, although these two metals occur in the predominant form of sulfides. The mine waters from the older and more or less abandoned portions of the district are frequently so acid, mainly from the oxidation of associated pyrite, as to necessitate the use of wooden pipes and pumps. The first boom in the Oklahoma zinc fields, which is the southwestern extension of the Joplin district, occurred when ore was accidentally struck in drilling a water well. Among the mines then opened up was the Mission mine, at Lincolnville, Ottawa County, Okla. This mine was opened in 1903 in lean "sheet ground," or a flat blanket formation of chert carrying disseminated zinc blende, or "jack," and galena. Theore-body was very free from iron pyrites and the concentrates were very high grade, the "mineral," or lead concentrates, assayed 80 to 85 per cent. lead and the jack, or sphalerite, assayed 60 to 65 per cent. zinc. The orebody was very shallow, occurring at a depth of 76 to 95 ft. (22 to 28 m.) and very wet, requiring three or four pumps to handle the water. The mine was operated until 1914, when it was closed by litigation and immediately filled with water. The second Oklahoma boom, five years ago, opened up the large, active camps of Picher, Tar River, and Century, which are located 2 to 5 mi. west of Lincolnville. BRinsmade, Ixmiquilpan, Hgo., Mexico (written discussion").—how far ahead of the United States are the self-governing British colonies in their application of economic democracy is well illustrated by Mr. Godson's paper. To prove this, I need quote only two of his assertions, the italics being mine: "lt is a stern fundamental principle that a11 natural resources are the inalienable property of the crown.'' "The right to a claim should only exist as long as it is worked or taxed to insure work. Once depart from that sound maxim, there results improper control of the natural resources of the country, which primarily belong to the people." These assertions formed the basis of my criticism1 of Dr. Raymond's paper in 1913, and they should be inscribed in letters of gold above the entrance to the office of every county recorder in the United States. I venture to assert that the existing United States mineral land laws are essentially unfair to the nation and a hindrance to the legitimate miner, because they fail to embody the above quoted principlca; and this applies both to state laws east of the Mississippi and to federal laws in the West. That these laws favor the forestaller and the monopolist, defraud the government of its fair share of the profits of mineral production, and tend to industrial feudalism must be evident to any competent unbiassed observer. The fact that no serious political movement arose to change them, until the conservation agitation of the last decade, may be largely explained by two salient conditions. First, as stated by President Winchell, "for a long time there was such a vast surplus, or excessive amount of unwanted, undesirable land in the West that the land offices did not scrutinize the claim sought to be located;" second, that the millions of individual farm owners throughout the country could easily be aroused, by the special pleaders hired by the great land speculators and monopolists, to use their vast political power for the suppression of any statesmen striving to incorporate in our semi-feudal land laws any such principles as those quoted from Mr. Godson. While agreeing with Mr. Godson that a freehold or fee-simple title, if coupled with obligatory continuous work, may have the same practical effect as a lease, it seems to be the experience of the most active and

We are living at a period of the world's history in which social phenomena are on so vast a scale, are of so profoundly soul-searching a nature, and are occurring in such rapid succession in the great world drama in which we are both actors and spectators, that, in our efforts to obtain a rational point of view in relation to them, our minds may fail to discern the simple in the complex and our understanding is liable to become confused or even overwhelmed. To the social student whose: scientific training has convinced him of the truth of the evolutionary law, Natura non facit salium, it is neither the vast scale of the events, their deeply soul-stirring nature, nor their rapid succession that matters so much, as the discovery of the underlying principle or law in accordance with which the disintegration and reintegration, which are the two aspects of social evolution, or indeed of evolution everywhere, are occurring. He is most deeply concerned in seeking an answer to the question: Have we in the present great and perplexing upheavals in human society, whether regarded in Central Europe, in Russia, in Great Britain, or in America, a really new cause at work, or, have we, though on a very large scale, merely new manifestations of the working out of an old principle? When we think of the appalling struggle in Europe, into which the world's greatest exemplar of democracy was finally drawn, no one has any hesitation in admitting that the great conflict was fundamentally a life-and-death struggle for self-preservation and self-propagation on the part of autocracy. The variations we meet with in the statement of the cause of the war arise mainly from differing distances of perspective; but in the last analysis all agree that the autocratic system of political gov ernment, which found its very soul and center in Prussian despotism, was consciously arrayed in a final "world-power-or-downf all" struggle against a love of freedom which was steadily widening and deepening throughout the world, and particularly throughout those parts of the world where this love of freedom and justice hasfound expressionin democratic institutions. It is not irrelevant to our discussion to recall in passing that this most imposing structure ever conceived by the human mind as an instrument of tyranny is lying today an irretrievable mass of ruins, completely over-

The question of natural-gas supply is receiving careful consideration in many parts of the country, as in the winter months it is quite a problem to have on hand sufficient gas to satisfy the demand. Increasing the output of wells by the application of vacuum has been tried with various results and large companies have attempted to keep up the supply with gas compressors. The possibility of storing natural gas in the sands of exhausted gas pools has been 'tried in a few instances with satisfactory results. This method may prove of practical value in solving the problem, especially in the case of towns that formerly obtained gas from their immediate vicinity but now must search for new pools. In all cases, only part of the available supply is utilized during the warm weather, so that many wells are shut-in, yet during the winter months, the supply is not sufficient even with all the wells on the line; in such cases it would be of great value if a large volume of stored gas were on hand, obtained through wells that would have been standing idle during the summer. Idle producing wells having considerable "rock pressure" will force gas into the exhausted, or storage wells, and this gas will be used only when the regular supply falls short (Fig. I). The technical and engineering problems in the manufacture of coke are today the problems of the byproduct oven. Except in a few special localitics, practically no beehive ovens have been built in the United States for the last 5 or 6 years except as renewals of old plants, and during these years the total number of beehive ovens in existence has been steadily falling. On the other hand, the number of byproduct ovens has increased from 4624 in 1911 to a total of about 7660 in operation at the end of 1917; with 2800 building, this makes a total of about 10,460 which will be in operation in 1918, or shortly thereafter. Preliminary Government estimates place the total production of coke for 1917 at 56,600,000 tons, the largest tonnage in the history of the industry. Of this 34,000,000 tons, or 60 per cent., was beehive, and 22,-600,000 tons, or 40 per cent., was byproduct coke. Some time in 1918 the production of byproduct coke should pass the beehive output, and when the byproduct ovens now building are completed the total byproduct capacity will be about 40,000,000 tons of coke per annum, which is over 70 per cent. of the record-breaking total coke production of 1917. The reasons for these changes in the coking industry are familiar to all of us, and need not be discussed here. Improvement in Oven Design Since the byproduct oven was brought to this country from Europe, in 1892, it has been radically improved, and from the point of view of American metallurgical practice it is safe to say that the American ovens arc superior to those of Europe. The points of superiority are mainly those of larger units and larger output per unit, and the greater extent to which labor-saving machinery has been introduced. The increased output is largely due to the use of silica refractory material, which permits higher heats and shorter coking time than are employed in Europe. The general system of workings at the Utah-Apex is similar to that found in many of the western metalliferous mines. There is a vertical three-compartment shaft extcnding to the surface, from which the various levels have been driven to the orebodies. The 1000-ft. (305-m.) level, about 3/4 mile long, was driven as a haulage and drain adit. Geology The formation is a flat north-dipping series of alternating limestone and quartzite beds. Extensive north-south faulting and fissuring have taken place, resulting in the formation of large replacement orebodies in the crushed zones in the limestone. The orebodies are irregular in shape and size, but follow closely the trend of the mineralizing fissures. The ore consists of galena, pyrite, sphalerite and small values in silver and gold. Large masses of non-commercial pyrite are frequently found in or adjacent to the orebodies, and more or less pyrite is found for some distance in the walls of the orebodies. Lenticular bodies of a black pyritic shale also occur in the zones where extensive faulting has taken place. Mining Methods and Condition of Workings Geological conditions, mentioned before, have made the ground extremely heavy. In mining above the 1000-ft. level, square-set and filling methods were used, but not altogether successfully. The crushing of timbers extended even into the filled portions of the stopes. The filling material itself, consisting of limestone, shale, and pyrite, possessed swelling qualities which added to the difficulty of maintaining

The construction and erection of the Coleraine concentrating plant was commenced in April, 1909, and was completed (with the machinery installed) ready for use in 1910. Attached to the main building is 'a table house large enough to accommodate con¬centrating tables for five units and space for a small machine shop and supply store. For the handling of the' railroad cars in the upper portion of the mill there is provided on the north side of the main structure a trestle approach 650 feet long, and on the south or opposite side a tail track 300 feet long. The latter is so constructed as to permit its being incorporated directly in a possible future extension of the plant. The building, viaduct approach and tail, trestle, as well as the table house, are con¬structed of steel, the total amount used being 6,100 tons. The building is covered by corrugated' steel sheeting over 2 x 6-inch wood sheathing fastened directly to the structural steel. The north end of the trestle approach is connected with the main road-beds forming the track system for delivery of the crude ore to the plant over an embankment of a maximum height of 110 feet containing over 2,000,000 cubic yards of dirt.

those who are to lie in the torn fields of France. Today we read of Lieut. William Hague, whom we said good-by to hardly more than a month ago-—so clean, ao young, so strong—who, abandoning the professional career in which he had won such commendation and which held for him such promise, leaving his wife and his little boy to whom he was so dear, answered at once the call for men of his training, and is now dead "in the service of his country." There are many friends of that courtly and dignified gentleman James D. Hague who recall, both here and in Stockbridge, the parental pride in the promising lad of such a little time ago—the eager schoolboy at Milton, the rather grave youth at Harvard, his entry into new experiences in the Western mining world, and who, seeing him during his stay at Camp Upton, realized that the old Puritan stock was still sound and true—and now with him the struggle is over and the sacrifice made. Captain William Teasdale Hall Captain Hall, who was admitted to Junior Membership in the Institute in 1915, while still a student of mining at the University of Toronto, was killed in action in France on May 19, 1917. Captain Hall was born in Toronto in 1893, and received his academic training at Harbord College, from 1908 to 1911, when he entered the University of Toronto, School of Practical Science. During the three summer vacations of his university course, he was employed by the O'Brien mine at Gowganda, next by the McIntyre Mining Co., at Porcupine, and finally by the Mines Branch of the Geological Survey, which was conducting magnetic surveys to the north of Port Arthur. When war was first declared, Mr. Hall endeavored to join the artillery as an officer, and for the purpose secured a provisional lieutenancy with a Hamilton battery, but he did not receive an overseas appointment, and on being graduated as a mining engineer in 1915, he was offered a position in Chile, which he accepted. He left Toronto on May 27, 1915, and was engaged in Chile as a mining engineer for nearly a year. In the latter part of April, 1916, he decided to offer himself again for service at the front. He crossed the Andes and sailed for LiverpooI, where he landed on May 13, 1916. On May 27, 1916, Captain Hall was given a commission as a lieutenant in the Royal Flying Corps, 21st Squadron. He went to the front on Sept. 1, 1916, and remained there continuously. His

Joseph Hartshorne was born in Philadelphia in 1852. He died Aug. 23, 1918. After graduating from Haverford College, he took a special course in chemistry at the Massachusetts Institute of Technology, and later at the University of Pennsylvania. He started with The Pennsy!vania Steel Co. as an apprentice in 1873, working in the laboratory and mills for two years, and then one year as foreman in the Bessemer Department. Next, he was assistant chemist in the second Geological Survey of Pennsylvania. In 1878, he went to Prance to investigate the Pernot open-hearth furnace for the Cambria Iron Co. Upon his return, he assisted in designing and erecting the plant in Johnstown and was foreman of a turn for one year, and superintendent for the next. In 1881, he became superintendent of the Bessemer and rolling-mill departments. In 1884, he went to Pottstown and also made a trip to Europe to investigate the Bessemer basic process. Upon his return he dcsigned and erected the basic Bessemer plant for the Pottstown Iron Co., and was superintendent there until 1893, when the company failed. Since then he has been a consulting metallurgical engineer, and expert in patent cases. The !most important of the latter was that of Krupp versus Midvsle on the armor-plate patent case, in which he was leading cxpert for Midvale. He was a good linguist, having command of French and German, and a fair knowledge of Italian and Spanish. In all, he made eight professional trips to Europe.

Edward W. Parker,* Philadelphia, Pa.—At the New York meeting of the Institute a year ago, Mr. R. V. Norris presented a paper on anthracite mining costs, in which he gave the results of an intensive study of this subject by the Engineers' Committee of the United States Fuel Administration. Within the last 30 days, the Federal Trade Commission has issued an official report on the same subject, which covers a longer period of time and comprises statistics of realization values and margins that were pot comprehended in the paper by Mr. Norris. As, however, the data utilized by Mr. Norris formed also a part of the basis for the report of the Federal Trade Commission, a brief digest of the latter may not be out of place at this meeting. The report of the Federal Trade Commission covers primarily the two calendar years 1917 and 1918, divided into five periods which furnish opportunity for the study of how the influence of certain definite factors affected either the cost of production or the price, or both, during the 24 months. The first period, January to April, 1917, which may be considered the basic period, comprised the 4 months in 1917 during which the wage agreement of May, 1916, without modification, was in effect. During this period, the labor cost on fresh-mined coal is placed by the Commission's report at $1.79 per gross ton, the total cost at $2.66, the average realization at $3.29, and the "margin" (sales realization over total f.o.b. mine cost) at $0.63. The second period covers the four months from May 1 to August 31, during which time the first of the supplemental wage agreements (supplemental to the agreement of 1916) was in effect. It was also the period during which the summer discounts were in effect and when prices were practically fixed by a voluntary agreement between the operators and the Federal Trade Commission. It was, further, the period in which the 75 cents differential on prepared sizes permitted to the individual operators by the Federal Trade Commission began; at that time, also, on account of war conditions an unusually large quantity of steam sizes were marketed at exceptionally good prices. Among the iron-bearing ores of the world, the titaniferous iron sands of New Zealand are probably the least known to American engineers. This is not surprising in view of the fact that American ironmasters look with disfavor on any, even domestic, ores containing over 1 per cent. titanium. The possibilities of smelting titanium-bearing ores in the blast furnace are still undetermined, but the problem of their efficient reduction is becoming more important each year. There seems to be little inclination on the part of American furnace operators to tackle this problem, and they will no doubt continue to utilize the non-titanium ores at their command, leaving research and experiment to those countries not so fortunately endowed. New Zealand has, however, been intensely interested in her deposits of titanium-bearing iron sand, and during the last 50 years considerable English and New Zealand capital has been expended on this problem. The extent of the New Zealand iron-sand deposits is almost beyond measure. From Patea north to Manuka Heads, along almost the entire west coast of the North Island, these deposits exist. Wherever there is beach sand along this 300 mi. of coast line, the sand is iron bearing. It varies considerably in grade; but wherever the contour of the coast affords small bays and inlets, large dunes are found that are remarkably uniform in quality. Several of these large deposits, especially those at New Plymouth and Patea, are noted for their high iron content. The dune at New Plymouth runs between 55 and 60 per cent. of metallic iron; the panning action of the prevailing westerly winds and northwesterly currents has no doubt resulted in this concentration. Whatever the origin of this material may be, there is no doubt that deposition is going on continuously. At New Plymouth, a small artificial harbor, protected from the drifting sand by a large breakwall, has been dredged. Here sailing vessels have for years been loaded with iron sand for ballast by means of a crane and grab bucket operated from the wall of the breakwater. Thousands of tons of sand have been removed from this spot yet each succeeding storm renews the supply. The sand dune shown in Fig. 1 has been tested to a depth of 50 ft. (15 m.) without losing its

but, returning to South Africa, for the next two years he was assistant general manager of the Simmer Deep Gold Mining Co., at Johannesburg. In June, 1911, he returned to New Zealand as general manager and consulting engineer for the Consolidated Goldfields of New Zealand, at Reefton, which position he held at the time of his admission to the Institute in 1914. Early in September, 1915, he left New Zealand for active service in France. Corporal Sheppard B. Gordy Sheppard B. Gordy, born in Ansonia, Conn., in 1889, graduated from the Sheffield Scientific School in 1910 and with the degree of E. M. in 1912. He entered the employ of the Braden Copper Co. immediately on his graduation and remained with this company four years, working up through the various grades to assistant foreman and foreman to one of the individual mines. The last year he was in its employ, he acted as general mine foreman. He was for a short time with the Chile Exploration Co. and then went with the Andes Exploration Co. (Anaconda) and remained with the latter, doing mine exploration and development work, until he sailed for home in June, 1918, to give a more personal and active service to his country in her need. He declined a tender of induction into an officers' training camp, at the urgent request of Professor McClelland supplemented by Mr. Potter, because they demonstrated to his satisfaction that he could give more valuable service to his country in helping out with the aircraft production. Being within the draft age, in order to carry out this plan, it was necessary for him to be called by his Local Board and sent to camp. This call came Aug. 26. Two weeks before that time he had gone to Dayton, Ohio, to begin the study of aircraft production, and was sent by the Dayton Board to Camp Sherman, Chillicothe, Ohio, where he died of pneumonia on Oct. 9. Lieutenant Thomas Clarence Gorman Thomas C. Gorman, a lieutenant in the Second Tunnelling Company of the Canadian Engineers, was killed in France on Mar. 18, 1918. He was resting in his sleeping hut and was in the act of writing a letter when a bursting shell killed him.

not weaken. I saw him shortly before he was killed; his conduct under fire was splendid and an inspiration to his men. His loss is felt deeply by all ranks. Thanks to him and to others, who like him, paid the full measure of devotion to their country, our line was held until the critical situation in that vicinity was at an end. He died the true death of a soldier, with his face to the enemy. As we now look back, it is easy to believe that this holding of the line of defense intact by General Carey and his men was a determining factor in the outcome of the war. To have played so important and noble a part in this vital effort as that taken by Perry is assuredly the privilege of few. Our lives, it seems, are like capital entrusted to us to be expended as wisely and effectively as we may. With them we purchase whatever of accomplishment the stuff that is in us permits. It is impossible to escape profound regret that a career so full of the highest promise, and a personality so overflowing with all that is fine and lovable, should have been cut short at the age of thirty-one. Yet who can doubt that in a few months Perry bought with his life the fullest achievement of a life-time—a glorious part in the salvation of Liberty and Justice and Decency, indeed of Civilization itself! The cities of St. Paul and Minneapolis are located side by side on a double loop in the Mississippi River near the eastern boundary of Minnesota. Both cities lie on both sides 'of the Mississippi River, which in this region describes an S-shaped curve. The two cities together have a population of over 600,000 people, gathered in an area which has grown to be a single urban district inasmuch as the two cities have expanded until they occupy all the territory formerly between them, though the business centers are ten miles apart. St. Paul is located at the head of navigation on the Mississippi River and Minneapolis, farther upstream, at the Falls of St. Anthony. A recent water¬power development below the Falls of St. Anthony, constructed by the Federal Government, has at the same time made possible navigation to the foot of St. Anthony Falls through a lock around the dam which replaces the former rapids. Minneapolis, in 1920, had a population of 380,000 people, and St. Paul, 235,000. The two cities occupy land at an elevation of 700 to 900 feet above sea level. The average elevation is slightly less at St. Paul. Minneapolis has nearly 4,000 acres of parks and park¬ways, while St. Paul has nearly 2,000.

"Location: The Menominee district has been described geologically in several units, because the known iron-bearing formations of the larger region are not a really connected. From the commercial and mining standpoint, however, the district em¬braces, all that territory extending from a point about five miles east of Vulcan to a point a few miles west of Iron River, an east-west distance of about fifty miles, and from a line about two miles south of Vulcan to one ten miles north of Crystal Falls, a north-south distance of about thirty-five miles. This area is largely in the State of Michigan, but includes more than two hundred square miles in Florence County, Wisconsin. The chief towns of the district are Vulcan, Iron Mountain, Iron River, and Crystal Falls, in Michigan, and . Florence in Wisconsin. The Wisconsin portion of the district has not produced a large portion of the output of the area.History: The earliest reports of iron ore in the Menominee district were made by J. W. Foster and S. W. Hill, who conducted a geological exploration from Lake Superior to Green Bay in the fall of 1848. It is a remarkable fact that in spite of their plain statements regarding their discoveries, these state¬ments were apparently forgotten for a period of nearly twenty years. Foster states that ""about two miles southeast of the lower falls (of the Twin Falls on the Menominee River) near Sec. 30, T. 40 N., R. 30 W. there is a large bed of specular iron ore associated with the talcose and argillaceous slates. It makes its appearance on the north side of the Lake and can be traced a mile and a half in length and in places is exposed one hundred feet in width."""

WithIn the past few years, considerable development has been made in the coal-mining industry in Illinois and Indiana and it is the purpose of the authors to record its most important phases. Perhaps the two most striking features are the entry into the producing fields of certain large consumers of coal and the magnitude of some of the new operations. Mines are now being equipped by the Chicago & Northwestern R. R., the Chicago, Burlington & Quincy R. R., the Standard Oil Co., of Indiana, and the Union Electric Light & Power Co. of St. Louis. Besides, the U. S. Steel Corpn. has increased its coal-mining activities by commencing operations on its large holdings northeast of Benton, Franklin CO., Ill. Until recent years, the supply of coal has commonly been adequate and prices have generally been favorable, especially to large consumers, as the magnitude of their purchases enabled them to obtain satisfactory quotations from producers. In fact, most consumers of coal have believed that they could buy their fuel more satisfactorily in the open market than they could produce it themselves. The entry of the United States into the war was accompanied by various disarrangements of industrial conditions, and a demand for coal in excess of the supply seemed likely to be experienced for an indefinite period. Under these circumstances it seemed that the greatest assurance of a supply of fuel was its production by the operation of mines. In the case of the Chicago & Northwestern R. R. and the U. S. Steel Corpn. the production of coal has been carried on for many years with satisfactory results, but the C. B. & Q. R. R., the Union Electric Light & Power Co. and the Standard Oil Co. of Indiana had not been producers of coal, at least in this district. Apparently the most impressive feature of the newest mines is their capacity, for in some cases it is planned that production shall be in the neighborhood of 1000 tons per hr. There are mines now in this field having nearly that output, but these were not planned for such output; in fact, when the shafts were sunk and the machinery installed it was generally supposed that the daily outputs would be only in the neighborhood of 4000 to 5000 tons. It seems to me that uniformity of mining law in North America must of necessity start with uniformity in each country. I understand that the Provinces of Canada have the right to make their own individual laws and conditions, to prescribe the terms under which the prospector or the applicant for mineral titles may secure the same. That is not true of the states in the United States. In this country, the Federal Mining Law was made applicable to the public domain, which, at the time of the adoption of this Act in 1872, was chiefly west of the Missouri River; it is impossible to locate a mining claim in most of our eastern states. It is true, however, that there are certain holdover rights, mostly obsolete, arising from the fact that at the time of the formation of the Confederation of States, the land that belonged to each state became the property of the Federal Government. I am not quite correc-t in that, it was sometime after the adoption of our Constitution, I think it was 1778, but those rights were largely, by agreement, surrendered to the Federal Government; but it is a fact that the great acquisitions of territory in the West, with the single exception of Texas, were of domain that came into the possession of the Federal Government and our Federal Mining Law applies to that territory. No state has the right to (by legislative enactment) enlarge upon the rights given by the Federal Mining Law, governing the acquisition of mining claims in its territory, within its boundaries. Each state, however, may, and some of them do, limit somewhat the rights given to the prospector. For instance, the Federal Mining Law provides that a claim may be taken, staked upon the public domain, of 600 ft. in width and 1500 ft. in length. Some of the states, like South Dakota and Colorado, have at times said "that is an excessive amount of land for a single mining claim; we will therefore limit it to 300 ft. or 200 ft. in width." There is, therefore, not any direct and immediate need for uniformity of mining laws in the United States, such as there might possibly be if it were considered at all desirable upon the whole in Canada. The initiation of mining rights under the Federal Mining Act is the act of discovery of valuable mineral in place, referring now to the lode mining claims, but the same is true of the placer claim. It is true that the emphasis has never been laid upon the word valuable and that
