The present report represents that part of the work that has been done by the War Minerals Investigation, Manganese Section, of the Bureau of Mines, on the use of manganese alloys in open-hearth practice. The magnitude of the work and the number of people participating in one way or another make it difficult to acknowledge adequately the services of all who have contributed to the success of the work. It would be amiss, however, to pass to the body of the report without mentioning the hearty cooperation and willingness to assist of the various manufacturing interests. With such a sympathetic attitude toward this investigation, our work was assured of success. Inasmuch as the unhappy circumstances that rendered this investigation necessary have now passed, this report is made in the hope that the results may prove of some permanent value to the peace-time operation of our open-hearth industry. Broadly speaking, the purpose of the manganese investigation was to consider the most suitable means of utilizing our domestic supply of manganese and thus relieve, to the maximum extent possible, our shipping of the burden of importing manganese ores. It was not held that any decided shortage of manganese was imminent but rather that every legitimate means should be utilized for making our ship tonnage available to European service. While we have considerable metallic manganese in this country, it occurs largely as a low-grade mixture with iron or silica or with both. The open-hearth investigations, therefore, were carried on to determine the extent to which domestic or low-grade alloys could properly be substituted for high-grade alloys without materially impairing the steel production as to either quality or quantity. Also, it was held that such an investigation would yield valuable results to the steel industry as well as contribute, in no small way, toward directing future investigations in the same field. During the early hours of Sunday morning last (the 6th inst.) there passed from our midst one of the most affable and estimable officers who, during our brief connection with the Depob, it has been our fortune to meet. Sidney A. Lang was born in Ontario in the year 1884 and lived in Toronto for a number of years. He ahtended Toronto University, where he displayed remarkable ability, and after graduating followed the profession of mining engineer. Being young and endowed with the spirit of adventure, he followed his profession in the mines of Chile and Peru; he could speak Spanish fluently. Always a reserved man, of refined tastes, it was difficult to induce him to relate some of his adventures in those countries so shrouded in mystery and romance. He joined the Canadian Engineers in Toronto as a sapper and shortly after came to this Depot.

The following correspondence relating to a paper bearing the above title, presented by J. F. Wolff, at the New York meeting in February, 1917, and published in the Transactions, Volume LVI, page 142, has passed between the author of the paper, and Mr. Anson G. Betts, and is interesting, although it was received much too late for incorporation in its proper place in Volume LVI. Anson G. Betts, Asheville, N. C.—1. I should like to ask Mr. Wolff if he finds from analysis of the iron formation and of the iron ore, and from the relative amounts of each in each unit area of the formation, unleached and after leaching, that the iron remains entirely insoluble and the total quantity still remains present; or whether he finds that some of the iron is removed, or possibly even added by deposition from the water passing through the formation. 2. The water that passed into the iron formation had to go somewhere; was it absorbed by underlying formations through hydration, or, after passing through the ore formation, did it come to the surface in springs at a lower elevation, or how did it escape from the ground? 3. I should like to ask Mr. Wolff whether he finds that the iron formation in the sedimentary series does not come next to the quartzites and generally between the quartzites and slates. J. I?. Wolff, Duluth, Minn.—1. In common with others, you appear to have some hesitancy in accepting the fact of the removal, by solution, of the enormous quantity of silica which has been leached out of portions of the Biwabik iron formation, thus forming orebodies of merchantable iron ore. I believe that even Dr. Waldemar Lindgren once hesitated to accept this fact. However, the evidence is so simple and absolutely conclusive that the fact is established beyond all question. At the contact of orebodies with their rock walls, the bands of iron ore in the orebody can be seen in contact with the corresponding bands of original iron oxide in the rock wall, and the chert layers in the rock wall can be seen to give place to fine granular material (fine silica and iron oxide) and pore space. This is especially noticeable where slumping at the rock walls has not been so great as to displace the layers in the orebody from their contact with their corresponding layers in the rock wall. "Petroleum engineering is a comparatively new branch of engineering, with which few people, even petroleum operators and mining engineers, are thoroughly familiar. Petroleum engineers are responsible for the accurate keeping of well logs and all pertinent data upon formations encountered, for the careful analysis of such information, and recommendations as to most suitable places for drilling, for detailed study of methods of drilling, casing, and so on in order to obtain maximum production for a minimum cost.The Bureau of Hines has from time to time carried on work in all branches of petroleum engineering in the various fields of the United States. Such work is also being carried on extensively by the California State Mining Bureau, which has in its employ a number of men who have had, besides their technical training, actual experience in oil field work. This is about the only state at the present time which is carrying on this work in a definite way. It has therefore been the practice of the employees of the Bureau of Mines to go to other states and give such advice and assistance as might prove of value in development work and in prolonging the production of the fields."

IN the investigation of the magnetic properties of iron-nickel alloys,1 it was found necessary in order to make the alloys forgeable, or malleable, to add small quantities of some other element. Iron-nickel alloys have been known for nearly a century, but have been made in commercial quantities only since 1885. Their remarkable mechanical properties were disclosed by Riley in 1889 and from that time on a large amount of research work has been done both to discover new properties and to correlate the results obtained.2 Lately the Bureau of Standards has collected the published data in a special circular3 giving in compact form an account of the properties of the iron-nickel alloys. It also contains a clear historical sketch of the development as well as a selected bibliography. The chief difficulty with the development of iron-nickel alloys was that the "pure" alloys do not forge readily. The addition of small amounts of manganese, however, made the alloys forgeable, and manganese has therefore come to be regarded as a necessary constituent of nickel steels. The present paper shows to what extent manganese is needed for various nickel contents and also what is the effect of other alloying elements on the forgeability. It also touches upon the cause of forgeability but refers to other sources for more exhaustive treatises, on the subject. The alloys were prepared by melting electrolytic iron and electrolytic nickel with of without other alloying elements in the desired proportions in a magnesia crucible in a vacuum furnace under a. pressure of 1 mm. mercury. The Bureau of Mines, in connection with the investigations of war minerals it conducted, examined the graphite deposits of this country, studied the methods of mining and preparation used, and sought to devise more efficient methods for the preparation of domestic graphite, and to standardize the quality of the product. The graphite investigations covered three general phases, as follows: 1. An examination of the deposits in Alabama and other States, and a survey of the methods of mining and preparation used. In this connection methods of sampling and analysis were noted and experiments made to determine a standard method of sampling and a, rapid but accurate method of analysis. 2. Experimental work on the concentration and refining of domestic crucible graphite to improve the quality of the product and to lessen waste. 3. Experimental work in crucible manufacture to determine the properties of domestic flake and the maximum proportions that might be used without impairing the quality of the crucibles. This work was accompanied by photomicrographic study of crucible structure.

Some months ago one of the authors was asked to write a paper on the heat treatment of steel castings that would be more comprehensive than other matter he had published; this is an attempt to present in condensed form the results of experimental work and actual practice carried out for the most part in 1907, 1908, and 1909. It is not a laboratory research and the work done was carried out for the express purpose of putting in practice the processes discovered as fast as possible. Most of the tests are the result of commercial practice and not of bars annealed in our laboratory; most of the micrographs were made for our own records and not for publication. Certain of the micrographs, therefore, are not as clear as we may wish but they were good enough for our purpose at the time they were made. The tests and micrographs are selected from several thousands in our files. All of these micrographs are magnified 60 diameters. These experiments were conducted almost entirely on steel made in a 3-ton bottom-blown converter, and most of the steel illustrated analyzes about 0.05 in phosphorus and sulfur. Unfortunately, a certain number of specimens are shown of which we do not have the complete analysis, but in most cases in which the phosphorus and sulfur vary much from the figure just given that fact is noted. For purposes of comparison, we have included a certain number of micrographs and tests of steel made in the electric furnace, some of which were from specimens made in other shops and some in our own shop, and some tests of acid open-hearth and tropenas steel. A brief examination of the tests in Table 1 shows that certain treatments of, for instance, 0.30 per cent, carbon steel are not represented by any test data. Had this been a laboratory research, this information would undoubtedly have been furnished, but as this work was done for commercial purposes the omissions are due to the fact that, at the time the work was done, we saw no advantage in trying every composition of steel with each treatment discussed in the paper.

(written discussion*) .—The fact that, after a change in the hours of labor, as much work is found to be done in 8 hr. as was accomplished in 10, probably results from the more rigid examination of operating methods that is made when the management faces new and more difficult conditions. Although A better working pace will prevail, most of the gain will result from economies of plan and only a part of it from the improved effciency of labor. The Iabor of shoveling is so severe that it may be easily believed that a working period of less than 7 hr. will give maximum results, but there arc many other occupations about a mine in which this is not true, and in which the rate of accomplishment is in proportion to the time employed, up to 9 or 10 hours. Mr. Harley's study of shoveling has becn thorough, and demonstrates the benefit of investigation and education even in such simple work, but his reference to methods of payment opens a subject even more important in mine management. The efficiency of labor may be excellent, but unless a method of equitable payment accompanies it, the result will be only temporary. With strict but sympathetic supervision, a good average day's work can be obtained; but with the exception of those unusual men who cannot be restrained from working to their limit, an average daily wage does not bring out the remarkable performance of which many men are capable. There is also a considerable variation in the average amount accomplished, dependent on the supply of Iabor. This can readily be shown by any labor record that covers several periods of shortage or superabundance of labor. An increase in the daily wage in the time of labor shortage does not necessarily bring out an increased day's work; there is usuaIly a decrease in labor efficiency at such times regardless of the wage, whenever a daily rate is used. Rewards to individuals for exceptional performance appearing as an increased rate of pay cannot be made in a large organization without bad feeling. In a small organization, an individual's ability may be so well recognized that different rates of pay can be applied. "Waste Granite in the Barre, Vermont, District: Waste in the great granite center at Barre, Vermont, consists of three types of material, the rough blocks rejected at the quarries on account of imperfections, the chips or spalls resulting from trimming and dressing at the cutting plants, and the granular and pulverized material from the dust collectors. The waste piles at the quarries of are immense proportions and constitute a serious handicap to quarrying in that they cover up good rock deposits, and are also so large that waste disposal becomes more and more expensive. The problem of utilization of such waste material is a topic of keen interest to all granite producers.Barre is not situated on a water route, and thus transportation costs prohibit the shipment of waste blocks for rip rap or ballast. Crushing plants use a small amount of this material for road construction, but aside from this, the waste is practically valueless.Investigators of waste utilization problems are awaiting with interest further information concerning an enterprise undertaken at Montpelier, Vermont, to utilize crushed granite for the production of brick similar to sand-lime brick. Granules of granite are mixed with lime, moulded, and hardened under steam Pressure, The brick produced are said to be of excellent quality for structural Purposes.There seems to be no logical reason why waste granite could not be utilized for the manufacture of building stone, and paving blocks, for many of the defects which condemn a stone for monumental purposes are not at all detrimental for building or street paving. F or the most part, monumental stone workers are not particularly interested in other branches of the granite in-dustry, and a combination of industries such as that suggested"

It was stated in a former paper1 that an intensive study of anthracite costs was being made by the engineers of the United States Fuel Administration. The results of this study are now available and are offered as a supplement to the former paper. Anthracite costs as reported for the 6-months period, December, 1917, to May, 1918, inclusive, as compiled by the Federal Trade Commission, were used as a base, and charts similar to those described in the former paper were made for the standard white ash anthracite and for red ash and Lykens valley coals. Adjustments The adjustments of cost from a reported to a price-fixing basis, as described for the bituminous methods, were applied but showed only minor adjustments as necessary. The great spread in anthracite prices on the varyingsizes, which for the 6-mo. period under review ranged in average from $5.244 for nut to $2.074 for barley coal, makes the question of the percentage of sizes produced at the different collieries a vital one. The realization with the same prices for each size must be within very wide limits, when it is considered that the percentage of prepared coal reported from different collieries varied from over 80 per cent. to below 30 per cent. for fresh-mined coal. Hence, as the spread in prices for the various sizes must be predicated on some percentage, it is essential to find some method of adjustment to allow for this variation. The logical method of adjustment is to calculate actual costs to costs as of the standard percentage of sizes, so that the margin between the adjusted costs and the average realization shall be the actual margin for each colliery between its actual costs and actual realization due to its particular percentage of sizes. As a base for realization the actual percentage of sizes for fresh-mined coal for the 6-mo. period was adopted. This percentage is given in Table 1.

A Reconnaissance of the manganese- and chrome-ore deposits of Cuba was made by the writer, as a representative of the U. S. Geological Survey, in company with Mr. Albert Burch of the Bureau of Mines, under instructions of the Secretary of the Interior, in the spring of 1918. The Cuban Government courteously detailed Sr. E. I. Montoulieu, a mining engineer connected with the Treasury Department, to act as escort and associate throughout the work on the island. The object of the study was to obtain authentic information for use of the United States Government as to the location, character, quantity, and availability of the manganese- and chrome-ore deposits in Cuba. Accordingly, the work comprised examination of such deposits as seemed to be of promise, without regard to stage of development, with a view to a determination of the quantity and quality of ore likely to become available for shipment during 1918 and 1919, and of the tonnage of ore in reserve. Wile it was possible to visit most of the deposits that seemed to be of promise, there was not sufficient time to visit all that were brought to our attention, some of which may have merit. Moreover, the necessity for paying particular attention to the ore deposits and the mines precluded the possibility of making more general studies of the geology of the region, and of making satisfactory collections of country rock and of fossils, and so for other details as to the geography and geology of Cuba the reader is referred to the report by Hayes, Vaughan, and Spencer.l Mr. Burch returned to the United States about 10 days in advance of the writer, who continued, in company with Sr. Montoulieu, investigations of reported deposits in Pinar del Rio, Matanzas, and Santa Clara Provinces. On his arrival in Washington, Mr. Burch submitted to the Director of the Bureau of Mines a summary of the results of the work to date. Later the writer published, as Press Bulietin 190. 380 of the U. The problem of the curtailment of forces in large numbers does not often come to employment departments and is, therefore, a problem that many departments are not prepared to handle intelligently. Those companies that are able to measure the individual efficiency of each man would probably lay off men according to their individual ability, irrespective of dependents, citizenship, or other considerations. During the war when labor was scarce, the business of the employment manager in industry was hiring men and carefully placing them where they were best fitted to work. The careful selection of employees had developed to a considerable extent before the war, and was becoming a recognized science. In the last few months, however, the cancelation of copper contracts, the accumulation of large stocks, the necessary curtailment of production because the copper could not be sold, and the lack of any immediate prospects of' the copper market opening, have led to a universal reduction of forces, and the problem that industry now confronts is that of discharging rather than employing. The problem has been aggravated by the cancellation of contracts in many war industries with the consequent turning loose of hundreds of thousands of men, a great amount of unemployment, and the return of the soldiers and sailors. The problem has now become one of reduction of working force with the least hardship and the least injustice, and yet caring for the soldiers, sailors, and marines who have been in the service of the government for nearly 2 years, and are now returning to their pre-war positions. The Copper Queen Branch of the Phelps Dodge Corpn., operating at Bisbee, Arb., found it necessary, like all of the other copper companies of the country, to reduce its force materially. In making this reduction it was, after due consideration, decided to classify employees with respect to dependents, length of service, and citizenship. The question of individual efficiency or workmanship was not considered. Copper produced to sell at 26 c. a lb. has been selling at under 15 c., and very little copper is being sold at all. "Present Situation:At the beginning of 1920 a general feeling of optimism was noted in many talc-producing districts. The industry seems to have recovered from the temporary depression of the first half of 1919 and many mills are running at capacity production with their entire output for 1920 contracted for. The imports of talc for 1919 were only slightly larger than in 1918 by weight and probably no more by value. Thus foreign competition has not begun to be seriously felt. Several new companies in this country have been organized, some to operate new deposits and others to continue the work done by others.An interesting phase of the present situation is the possibility of increased use of talc in paint. There is a shortage of barium sulfate used as a paint filler. Since, for some uses, talc is considered second only to BaSo4 as a filler for paint, it is possible that part of the shortage could be relieved by an increased use of talc.A series of physical tests upon all pigment materials used in the manufacture of paints is being conducted for the Paint Manufacturers Association of the United States. It is important that all types of talc be represented in these tests. Producers of finely ground talc, 200 mesh and finer, are urged to submit samples of at least two pounds each of these grades that are available to paint makers with trade name and quality data, to the Institute of Industrial Research, 19th & B Streets, N. W., Washington, D. C., where the tests are being conducted."

"For a period of several years, beginning with 1915, there has been a continuous change in the quality of motor gasoline. The average volatility has decreased, this to the fact that higher boiling fractions of the crude oil have been included in the gasoline. This change in quality was made necessary by the tremendous increase in the demand for motor fuel, caused by the development of the motor car, and during the war was an absolute necessity to avoid gasoline shortages. The Bureau of Mines has kept in close touch with this situation by making surveys from time to time of the gasolines sold throughout the country, as this information is of value to manufacturers and users of motor cars and also indicates when any changes are required in the Government specifications. The Bureau has just completed a gasoline survey and is in a position to make public the fact that there has been very little change in the quality of motor gasoline in recent months.During the period from January 17 to February 3, 1920, 81 samples of actor gasoline were collected by representatives of the Bureau of Mines in seven districts of the United States. The cities selected for this survey were New York, N. Y., including Brooklyn; Washington, D. C.; Pittsburgh, Pa.; Chicago, Ill.; New Orleans, La.; Salt Lake City, Utah; and San Francisco, Cal., including Berkeley. In every case the samples collected were taken in such a manner as to represent material actually being sold as motor fuel, and to include samples from each refinery marketing in the district."

The object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed be called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. • It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the fist mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniencea of civilization the cost of which in regions better suited for agriculture, and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining company, it is argued, having made these outlays, should receive credit for them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security depeind on the prevalence of law and order, which is a result of good government.
