(written discussion*).-In connection with Mr. Waring's quotation of Urbain's work, attention may be drawn to a remark found in the report of the session of the Société de Chimie Physique,1 held in December, 1909, that, while all blendes contain gallium in larger or smaller quantities, those blendes carrying indium are generally free from germanium, and vice versa. Urbain, furthermore, . expresses his conviction that this behavior, being related to the condi-tions of deposition of the ore, should be an important factor in determining the origin and mode of formation of zinc blende deposits., In. searching the literature for the naturally expected sequel to these remarks, there is found a report on the extraction of germanium from blende, after many months' work, on a commercial scale;2 then a paper3 on some Spanish blendes, all containing cadmium, examined by Urbain's 'method (this paper contains, also, very important work on the com-position and color of blendes, as well as on the occurrence of organic .matter and of inclusions in such blendes), and a second paper on Spanish blendes in general, in which this original point of Urbain's concerning the relative quantities of the three rare elements is taken up.4 Angel del Campo finds that of 68 specimens examined, four only were entirely free of germanium, gallium, and indium;. 38 had small proportions, while 19 were notably, and seven relatively rich in the three rare metals. He found the relative frequency to be: gallium in 60, germanium in, 50, and indium in 38; all three occurred in 29 cases; germanium and gallium together in 18; gallium and indium together in four; germanium and indium together without gallium, in none; four had gallium only, three had germanium only, and one had indium only; in 23 it appeared feasible to extract these elements. At the annual meeting of the American Society of Mechanical Engineers, Dec. 4 to 7, 1917, a great many matters were discussed and acted upon in which nearly all engineers are equally interested. Of the numerous sessions of the meeting, only a few of the most important can be referred too here. The Committee on Gages held an open meeting for the discussion of this important matter. Representatives from a large number of manufacturing plants and from several departments of the Federal Government were present. The question of gages and standardization of mechanical details is of course of paramount interest just now in connection with the manufacture of ordnance and ammunition. After discussion, the following recommendation was adopted by the meeting, for inclusion in all Government contracts for the manufacture of these materials. With so tremendous a subject, an attempted review of the coal situation of the world in a short talk must necessarily be of a sketchy character. It is hardly necessary to tell a body of engineers that had it not been for nature's gift of coal the material side of modern civilization would never have reached its present status. On the other side, it is regrettable that it was a byproduct of coal, T. N. T., which made possible Germany's initial success in this war, because that country had an enormous development of manufacturing plants that could be immediately utilized to make this destructive agent: One sometimes hears the casual remark that when the coal of the world is exhausted we shall use electricity; but, of course, electricity is ordinarily only a means of transforming and transmitting energy derived from fuel or water power, and chiefly from coal. It is true, we have much undeveloped water power, but it is more or less remote from 'the, centers of industry; and when all shall have been developed it will not begin to supply the power requirements of the world. It is, however, reasonable to expect that before the world's supply of coal shall be exhausted, methods will have been discovered of harnessing other forces of nature, such as the tides, or the energy emanating from the sun. Petroleum and natural gas naturally come to mind, but the days of both, as fuel, appear to be numbered, although the products of petroleum, if economically used, doubtless will be available for internal-combustion engines, automobiles, trucks, and boats for a long time, provided the reckless use of crude petroleum as an ordinary fuel is stopped. The products of petroleum are too valuable to mankind for such waste to be permitted. The civilization of the world, therefore, appears to rest, and, so far as can be seen, will indefinitely continue to rest, upon coal. G. Sherburne Rogers (written discussion*).—Mr. Kennedy's discussion1 of Mr. Matteson's paper takes the form of a criticism of my own comments2 on this paper. Mr. Kennedy is a respected authority on matters pertaining to the salt-dome oil fields, and his characterization of my "elaborate figures" as "worthless" is sufficiently candid and comprehensive to warrant a brief reply. My 'voluminous figures" consisted simply of a rough estimate of the minimum quantity of salt in the Humble dome, and a, calculation of the volume of sea water and of the volume of saturated brine which this salt would represent. Mr. Kennedy apparently interprets my remarks as opposing the idea that so,large a volume of salt could have been deposited from sea water, for he cites the area and thickness of European salt beds; but nothing was further from my intention. Given an arm of the sea, an arid climate, and evaporation under a hot sun, it is easy to conceive the formation of almost any thickness of bedded salt. I cited the figures in connection with Harris' theory of the origin of salt domes, according to which the plugs were formed by the deposition of salt from ascending brine solutions, owing to the drop in temperature as they neared the surface. I pointed out the well known fact that the solubility of salt is only slightly affected by temperature, and that a drop of 80" C. would cause the deposition of less than one-tenth of the salt in solution; hence that more than ten times the volume of salt actually forming the plug must have been involved. If ten times the salt actually in sight be computed in terms of brine and multiplied by 50 or 60 to take into account all of the known salt domes, the resulting figure is so enormous that I am not at all so sure as Mr. Kennedy seems to be that the porous stratified rocks of eastern Texas and western Louisiana could contain or furnish so great a volume of migratory brine. Mr. Kennedy, however, does not dwell on drop in temperature as the cause of the precipitation, but contents himself with ascribing the whole process to lateral secretion. As I understand it, this implies that the connate waters and brines contained in the rocks migrated to the Gulf Coast region, and there deposited their salt at various loci of crystallization. Many different shapes of drill bits are in use with hammer drills, but little definite information is available whereby to judge which one of these shapes is the best. The following investigation was undertaken in order to determine what effect, if any, the shape of the cutting edge has on the cutting speed and wearing qualities of drill bits. The bits tested were those in common use, namely, the 4-point or cross bit, the 6-point bit, the Z bit and the "Carr" bit. The rock in which the tests were made was the red granite from southeast Missouri. It is a coarse crystalline granite containing an unusually large amount of quartz and is extremely hard, and on account of its uniform texture is admirably adapted to this work. While tests in other rocks might show somewhat different results, nevertheless it is the opinion of the authors that the relative cutting quality inherent in the shape of the bits would be the same in all rocks. Other qualities, such as mudding freely, freedom from fitchering, etc., might make one bit more desirable than another in softer rocks. Description" of Bits Tested 'I'he 4-point bits were the usual shaped bits commonly made on the Leyner sharpener, with 14' taper on the wings and a 90" angle between cutting edges. Some tests were run at 85 Ib. pressure with a 4-point bit made with a 50 taper on the wings; this bit was formed with the Carr bit dies. The 6-point bits were the usual shaped bits made on the Leyner sharpener. The Carr bits were made with a 5º taper and an angle of 100" between cutting edges.

The burning of coal without smoke is a problem that concerns the Government directly because of the advantages of smokeless combustion both in public buildings and on naval vessels. In addition, smoke abatement is a factor in conserving the fuel resources of the United States. Hence, as part of its general investigation of the best methods of utilizing the coals of this country, the Bureau of Mines, which is in charge of the fuel-testing work formerly carried on by the United States Geological Survey, has made extended tests to determine the conditions necessary for the smokeless combustion of bituminous coal in boiler furnaces. Bulletin 39,¢ a preliminary report, treats the smoke problem from a theoretical point of view, detailing the steps that are being taken by municipalities, manufacturers, and citizens to abate smoke, also showing the possibility of a clean city. The present bulletin not only shows that bituminous coals high in volatile matter can be burned without smoke, but also that large plants carrying loads that fluctuate widely, where boilers over banked fires must be put into service quickly and fires forced to the capacity of their units, can be operated without producing smoke that is objectionable. Proper equipment, efficient labor, and intelligent supervision are the necessary factors.

Discussion of the paper of FRANCIS S. PEABODY, presented at the St. Louis meeting, October, 1917, and printed in Bulletin No. 125, May, 1917, pp. 775 to 781. THE CHAIRMAN (CARL SCHOLZ, Chicago, I11.).-Coal wastage is undoubtedly one of the most prominent topics before the coal operators of the United States today. Even those who have been in the business only 25 years, like myself, know that the exhaustion of coal is something that should and must, be curbed. If it is not, before long we shall discover that the great coal resources of the country are not what we-thought they were; we have been so accustomed to work at the best and thickest coal alone, that it will be difficult for us to realize one of these clays-and that (lay is not far distant-that we are no longer the rich nation in coal that we thought we. were. In this connection I feel obliged to attach a little blame to the Geological Survey for misleading the people. There are several members ,here who assisted in that work, and I am going to ask them to defend themselves. The Geological Survey deals with coal seams of much less thickness than we could now expect to, mine, particularly with the present high wages, excepting at a prohibitive cost. The Geological Survey, in its estimates, does not discriminate between thick and thin seams, but simply estimates our resources at so many hundred thousand billion tons of coal. I believe they include seams from 15 to 18 in thick, but you all know that a vein below 3.5 or 4 ft. is not considered economical to mine at this time. R. V. NORRIS, Wilkes-Barre, Pa.-Mr. Peabody has evidently been thinking almost entirely of Illinois conditions, with which I regret to say I am absolutely unfamiliar. In some West Virginia mines the total recovery at present is considerably over 90 per cent. and extraction-, as high as 97 or 98 per cent. are claimed.

F. W. SPERR, Houghton, Mich.-Why does 10 to 20 per cent. of the ore formation have to he lost? It is not clear to me why it should not all be taken out, from the conditions as I saw them underground this afternoon. H. I. YOUNG.-The grade of our ore is so low that we cannot stand the expense of timbering to support the roof, which, in a sheet-ground mine, would be from 25 to 50 per cent. of our total mining cost at present. After the orebody is mined out, we can often recover 10 to 20 per cent. of the material that is left. F. W. SPERR.-I think it should be a very simple mining engineering problem to mine all of that mineral without the use of a stick of timber. Similar work has been done in the mines of Grand Rapids Plaster Co. The usual operation in deposits of this kind is to open up and excavate as far as the roof will stand; when it caves, start in and dig somewhere else. But in the case I referred to they learned that by working the ground more systematically and leaving in a sufficient amount of pillar, they could later draw those pillars and get them all, and avoid uncon¬trolled breakages which would be likely to occur if they tried to hold up the overburden permanently. From the point of view of safety and also from the financial point of view, I contend that it is better to keep the caving under control and make it do what you want it to do, rather than to take out what you can conveniently for the time being and after a while be compelled to let the overburden do what it pleases.

BOWIE, San Francisco, Cal.-In my work with the U.S. Bureau of Mines, I have been detailed to report on oil storage containers, and in going around the country I have, been much interested in, the possibilities in the use of concrete for such containers. In talking with a good many people, I have discovered that concrete is being used A good deal for a wide variety of oils ranging from 14° to as high as 40° Bé., especially, by some of the western railroads:, If any member has had experience, in storing gasoline in concrete, I should like to learn of it. DORSEY HAGER, Tulsa, Okla.-Mr. M J. Munn, formerly .with the U. S. Geological Survey, acid connected with the Gypsy Oil Co., until a short time ago, has invented a invented a method for the application of concrete to the storage not only of crude oil but of refined products:. The Cosden Oil Co., of Tulsa, is now working on that plan, and, expects to store refined products in concrete tanks. THE CHAIRMAN (I.N. KNAPP, Ardmore Pa.).-I have had considerable experience in building masonry tanks for gas Holders. I do not believe it is possible to build a concrete or masonry tank of any kind. With hydraulic cement, mortar, which will be absolutely water-tight, unless the bottom and inner wall, after completion are waterproofed with some impervious material. The same will be true of oil tanks, the bottom and inner face of which must be made impervious to oil. Masonry tanks are intended to be sunk in the ground. All that the wall of the tank then amounts to is a retaining wall to keep the excavation in shape and to receive an impervious coating. The bottom of, a; tank, when empty, must be protected by a relief valve from any hydraulic: pressure acting from below. At ordinary prices, for sheets, a tank 100 ft. diam by 20 ft. deep can be built of steel much quicker and cheaper than of masonry. Several years, ago I saw very large oil storage tank under construction in California the bottom and sides being concrete. The sides were, sloped at about the single of repose for the material excavated: If you build a steel oil tank, you can get. .men for the work who do nothing else, and you, are likely to get a satisfactory job; but if you wish to build a concrete or masonry tank it is almost: impossible to find men skilled in building absolutely water-tight masonry Work. Regular meetings are held on the first and third .Tuesdays of each month, for informal lectures and reports on technical subjects. The Mining Club of the University of Wisconsin has held four recent meetings On Oct. 17, sixteen new members were inducted, and a committee was appointed to buy a Liberty Bond. The second meeting, Oct. 31, was devoted to general entertainment, at the home of Professor McCaffery.

ORE CONCENTRATION PROCESS-PATENT OIL FLOTATION PROCESS. The invention of the patent issued to Sullman, Picard & Ballot November 6, 1906 (United States Letters Patent No. 835120), is based upon the discovery of an wholly unexplained phenomenon arising from the agitation of ore pulp containing oil and air in certain proportions. This was a discovery in an art in which it was well known that the elements of oil, air, and agitation possessed certain characteristics and produced certain results. As early as 1860 a British patent first suggested the use of oil in water concentration of ores by pointing out the affinity which oils have for metallic sub- stances in preference to gangue. Subsequently many patentees employed the known affinity of oil for metal in ore concentration proc- esses by using oil in proportions varying from 2 per cent to 300 per cent of the ore and recovering the oil-coated metal particles by causing them to rise to the top or sink to the bottom of the pulp. In these processes the agitation was either gentle or thorough but never great, and though always employed to produce thorough oiling of the metal it was used in different degrees for the sole pur- pose of causing the metal particles to rise or sink. In the prior art the oil was used for its known selective affinity for metal, agitation was em- ployed to mix the oil with the metal, and air was introduced to supple- ment the buoyancy of oil in raising oil-coated metal particles to the surface. To this extent had the art of oil flotation advanced when the patentee entered it, having reached the commercial stage in only two processes, representing respectively metal-flotation and metal-sinking processes, and having reached the stage of success in none. In the line of experiments by the patentee when the proportion of oil to ore was reduced to 1.5 per cent a "float" appeared; at 1.04 per cent still more "float" appeared; at 0.32 per cent the "float" again vastly in- creased; at 0.1 per cent the "float" again vastly increased. It thus developed that in using oil at 0.1 per cent or even at 0.05 per cent of the ore and after violently agitating the pulp from 24 to 10 minutes, there arose to the surface when the pulp was brought to rest, a thick froth or foam of oil-coated air bubbles carrying oil-coated metal particles to the extent of about 90 per cent of the metal con- tent, the foam being sufficiently stable to permit removal and metal recoveries. This was a new result based upon phenomenon then unknown and still unexplained and constituted discovery and promised a change in the art of oil flotation from laboratory experi- ments and mill failures to commercial success. The patent referred to covering the points mentioned has been sustained by the District and the Circuit Courts of Appeals and by the Supreme Court. Miami Copper Co. v. Mineral Separation, 244 Federal, 752, pp. 754-757. ORE CONCENTRATION PROCESS-OIL FLOTATION-INFRINGEMENT. The Miami Copper Co. in its process of concentrating ores by the oil flotation process used three distinct processes that were either the processes included and covered by the Sullman, Picard & Ballot patent or their fair equivalent and which were clearly an infringe- ment of the patent, and the company can not escape liability for such infringement by taking an additional step, although such additional step if taken alone would not constitute an infringement of the Sullman, Picard & Ballot patent. Miami Copper Co. v. Mineral Separation, 244 Federal, 752, p. 768. ORE CONCENTRATION PROCESS-VALIDITY OF GREENWAY PATENT. The patent issued to H. Greenway, June 9, 1914 (Letters Patent No. 1999699), is valid. The process disclosed in this patent was a substantial departure from processes of the prior art. The heating of water is a matter of large moment and the use of acids is a matter of constant and considerable expense. By wholly dispensing with both by the use of a minute quantity of hydroxy compounds, the patentee has disclosed an original and novel plan which has broad- ened and made more simple the agitation process of air flotation. The novelty and inventive character of Greenway's discovery is patentable.

This book is one of a series of publications being issued by the Bureau of Mines for the purpose of disseminating information in regard to the methods by which the fuels in this' country may be used most efficiently. A knowledge of the temperature of the gases in boiler settings and in other commercial apparatus using heat tends to develop improved designs of apparatus and better methods of operation, thus reducing waste of fuel. The following pages present, for the benefit of those designing, operating, and testing such apparatus, information as to the accuracy of temperature measurements made under certain conditions and the corrections that can be safely applied.

As the preface states, this bulletin is the fourth of a series of re- ports by the Bureau of Mines on different phases of quarrying in the United States. The first part of the bulletin describes the chief types of cements, the growth of the cement industry in this country, and the character of the raw materials used. The bulk of the report deals with quarrying methods and equipment, and gives especial attention to drilling and blasting; a chapter on rock mining and one on pros- pecting are included. Methods of manufacture are mentioned briefly, as that subject, except as related to quarrying, lies outside the scope of this report; but transportation methods and the effects of the man- ner of mixing the materials at the quarry or crushing plant on quarrying methods are discussed.

AN ACT prescribing the mode of maintaining and defending possessory actions on lands belonging to the United States. The People, etc. SEC. 1. Any person now occupying and settled upon, or who may hereafter occupy and settle upon any of the public lands belonging to the United States, unoccupied, except upon lands containing mines of any of the precious metals, may commence and maintain any action for interference with, or injuries done to his possession of said land, against any person or persons so interfering with or injuring such land or such possession. SEC. 2. On the trial of any such cause, the possession or possessory right of the plaintiff shall be considered as extending to the boundaries embraced by the claim of such plaintiff, so as to enable him to have and maintain any action as aforesaid, without being compelled to prove an actual inclosure; provided, that such "claim" shall not exceed in any case one hundred and sixty acres of land. SEC. 3. Every such claim, to entitle the holder to maintain any action as aforesaid, shall be marked out, so that the boundaries thereof may be readily traced, and the extent of such "claim" easily known, and no person shall be entitled to maintain any such action for possession of, or injury to, any claim, unless he occupy the same, or shall have made improvements thereon to the value of $100. SEC. 4. A neglect to occupy or cultivate such "claim," for the period of three months, shall be considered such an abandonment as to preclude the claimant from maintaining any action as hereinbefore mentioned. Sec. 5. Any person or persons claiming the right of possession to land under this act shall have the right to defend said possession and the claim thereto, and all the rights and privileges given them by this act.
