THE active mines in the Park City district at the present time are the Silver King Coalition, Daly-Judge, Daly West, and Silver King Consoli¬dated. Several other companies, such as the Daly, American Flag, Ontario, etc., are doing considerable development work. In the Silver King Coalition mines the ore is a replacement of a dark siliceous limestone bed, varying in thickness from 18 in. to several feet. In places the ore has reached a thickness of 25 ft. This limestone bed lies within 100 ft. of the underlying Weber quartzite. There are other lime beds, similar in appearance to this one, in the Park City formation, which is approximately 700 ft. thick; but not one of them has been found to contain any traces of ore. Directly under and in contact with the ore-bearing bed is another, composed of gray lime well studded with dark concretionary nodules; and this one is an unfailing indication of the proximity of the ore-bearing bed. These ore deposits make out from or have connection with some one of the ore-bearing fissures, which were undoubtedly the channels for the circulation of mineral-bearing solutions. It is therefore proper to run prospecting drifts in the fissures, although they seldom contain much ore. As a general rule, drifting in the fissures is not costly. Mining and mucking cost from $2.50 to $4 per foot, and very little timber is required. There are instances, as in the Daly fissure in the Daly-Judge mine, where the expense of keeping drifts open in the fissure is so great that it has proved economical to make the drifts in the foot-wall rock and run crosscuts into the fissure at short intervals. In the Park City mines it is not easy to determine beforehand the best method for extracting the ore from a newly discovered ore shoot in the bedded deposits. While we may get one dimension from the drift run in the fissure, that will not give us a correct idea as to the other dimensions of the orebody. The fissures here referred to have a N. 35° E.

Meeting of Dec. 18, 1914. Charles F. Rand, Karl Eilers, and William L. Saunders were appointed a Committee to audit the accounts of the Institute. The matter of the Committee to investigate the relative merits in metallurgical work of turbo-blowers and the reciprocating blowing engine was laid on the table. Benjamin B. Thayer was elected representative on the Board of Trustees of the United Engineering Society to succeed James F. Kemp. Upon the recommendation of the Committee on Membership, 32 Members, 8 Associates, 3 Juniors were elected, and the status of one Associate was changed to that of Member. Twenty-six members owing dues for from three to six years were dropped from the rolls in accordance with the provisions of the Constitution.

The term "segregation," as here used, means the separation of certain natural resources into groups, consisting of one or more members, with the idea that when thus segregated, each group may be more easily and effectively administrated. We may, for example, consider surface rights as distinct from underground rights, and stop there; or we may go further, and deal separately with timber, water, and agricultural rights, or, going underground, we might deal separately with such groups as precious and base metals, clay, oil, gas, etc. The present paper contemplates only the separation so far as practicable, for administrative purposes, of surface from mineral rights. " Classification," in this paper, has reference to the groups into which the government has divided, is dividing, or will hereafter divide its natural resources; first, into the broad classes of mineral and agricultural lands; and, second, into coal, oil, phosphate, brine lands, etc., the central idea being the separation into natural groups for the purpose of simplifying administration and for the purpose of encouraging maximum development and minimum waste. The two subjects are in some respects quite distinct, but as my argument develops, I think it will be obvious why they are discussed in the same paper. In the pursuit of our professions as mining engineers, geologists, or operators, we are continually confronted by conditions with which our present mining laws or regulations are incompatible. It may be a conflict, hardship or injustice, a piece of favoritism, or of unnecessary red tape; or we may see lack of development in a promising locality, and wonder what is the reason. Often we can see where a modification, slight or radical, in the laws would have obviated the difficulty without doing harm to any of those immediately concerned. Such alterations as individuals could intelligently suggest would be based on a relatively small number of situations occurring in their experiences. The published replies to the queries formulated by the various committees on mining law appear generally to reflect personal experience. Graton, Cambridge, Mass.—The subject of chalcocite occur; rence and its geological significance has, of course, a very important commercial bearing, as shown by the recent remark of a hard-headed mining .man: "This secondary enrichment business is one thing you geologists have put up which we can hang on to, and come out right." Most enrichments of copper ores depend upon the formation Of chalcocite from leaner sulphides. Recently it has been shown that not only does there exist this secondary or derived chalcocite, * but that in certain ores the mineral is present as an initial or original constituent, which therefore we may call primary. The desirability of distinguishing between these two kinds of chalcocite is evident and has recently been emphasized. That constitutes the first problem in this connection. I believe many who are working upon secondary enrichment of mineral deposits are giving much attention to that particular question. It is now possible to distinguish primary from secondary chalcocite in many cases. In such cases, what do we know of the' conditions under which this secondary or derived chalcocite was formed? , This is the second main question in connection with the subject. It is now plain, at least in many instances, that the formation of this derived chalcocite represents a phase of oxidation if we have in mind the primary ore as the thing acted upon. The next important question—and it is most important—is: does such oxidation go on above the zone where the rocks are saturated with water—that is, above the water level—or below, or indiscriminately above and below? Many of you have, or have had, opportunities to study at first hand, day after day, occurrences that' enable valuable conclusions to be drawn upon these and other important questions concerning the formation and significance of chalcocite. It is greatly to be hoped that your testimony will be made available and undoubtedly it will go far toward clearing up some of these doubtful points. John D. Irving, New Haven, Conn.—A short time before this meeting was called, H. V. Winchell, who was unable to be present, requested me to exhibit and describe these two samples of pyrite. (Exhibiting specimens.) They consist of fragments of pyrite inclosed in two small bottles. Over 8,000,000 people in the United States depend on natural gas for their cooking, heating and lighting service. This service has been made possible only by the investment of large amounts of capital in transportation lines connecting the gas wells to the various communities, thus combining a hazardous mining operation with a public utility service. The effect that making these lines " common carriers" will have on the present and future service to these 8,000,000 or more people is of far reaching ethical and economic importance, and deserves careful consideration. As an introduction, it must be conceded that: 1. Natural gas, although a mineral and obtained by a mining operation—with more uncontrollable and uncertain features to cope with than exist in the mining of coal or other minerals—when served to the public becomes a public utility service. 2. The governmental power to regulate all public utilities in the interests of the public cannot be successfully disputed. 3. Mere suggestion of inconvenience to the utility is wholly irrelevant, as it cannot be considered or allowed to influence in making a defense against governmental regulation. Unfortunately it is not generally appreciated that:.. I . 1. Legislative enactments are not necessarily laws, and cannot abrogate economic laws or alter engineering facts. 2. There is a clear distinction between "common carrier7' and "public utility," although the terms are frequently confused. "A common carrier is one who undertakes for hire to transport persons or goods, or both, from place to place for all persons indifferently, the term implying indifference as to whom shall be served, and an equal readiness to serve all who apply, in the order of their application." On the other hand, property becomes a "public utility" only "when for a particular purpose the public have a right to resort to the premises and make use of them." The mines of the Arizona Copper Co. are situated in the Morenci-Metcalf copper district in southeastern Arizona. This copper-bearing district covers a triangular mountainous area of about 3 square miles, rising abruptly from the gravel plateau of the surrounding country. In this area, an immense intrusion of porphyry lias displaced, shattered, and engulfed the shales, limestones, and quartzites formerly bedded on the basal granite. Outcrops of oxide ore were discovered in 1873, and these surface ores were found to connect in depth with large bodies of high-grade oxide ores in the limestones and shales. The mining of these high-grade ores continued until about 1893, when their rapid exhaustion led to the discovery and exploitation of the low-grade sulphide ores in the adjoining porphyry. Methods of concentration were then devised and the low-grade ores finally rendered profitable. The Arizona Copper Co. and the Detroit Copper Mining Co., operating in the same district, were the pioneers in the successful development of the low-grade "porphyry" properties of to-day. The largest mines of the Arizona Copper Co. are the Humboldt and Clay at Morenci, and the Coronado, Metcalf, and King at Metcalf. These mines produce about 4,000 tons daily of concentrating ore containing from 2.5 to 2.8 per cent. copper. The topography of the country is very rugged and mining operations are conducted principally through adit levels. A few of the mines are opened by shafts, the deepest being 1,100 ft., in the Coronado mine. Ore Occurrence The low-grade sulphide ore occurs as: (1) disseminated deposits in the main stock of quartz porphyry; (2) lode deposits in fault fissures in granite. The high-grade oxide ores were found as tabular deposits in limestone and shale close to contacts with porphyry dikes. Low-grade oxide ore formed the outcrop of some of the sulphide orebodies; the majority of the outcrops, however, were barren.

THE millng methods employed in the Mount Lyell Mining and Railway Company's mines are, perhaps, less known to the milling world than those of other important districts, due to the geographical remoteness and isolation of the Mount Lyell field,but they present many features which are unusual, and should be of interest to the mining engineer. Typical mining is carried out on an open-stope system, details of which are the result of local experience and evolution, and of which the outstanding feature is that the ground is so worked as to be largely self-supporting by virtue of domical form given to the stope roofs. It is locally termed "rill" stoping,' but differs widely from what is generally understood by that designation, chiefly in that the "rill" or slope is developed in every direction from a central focus, and not merely in directions followllig the strike of a lode or ore-body whose longitudinal dimensions are very much greater than its width. Such terms as "donie stoping" or "arched-back stoping" would be more appropriate and descriptive.The company's active operations' at the present time extend to the Mount Lyell and North Lyell mines, and, though the fundamental principles of stoping methods are the same in each, the dissimilarity of the ore-bodies, both in nature and mode ofoccurrence, necessitates considerable variation as to details to meet the respective conditions. The Mount Lyell pyritic body lends itself to the adoption of the .system in its simplest and almost ideal form, and a description of stoping in this mine willserve best to illustrate it, while later reference to details of practice in the North Lyell mine will indicate how it may be varied to meet more difficult circumstances.

Discovery is the first step in the location of the claim. The provision of the Revised Statutes (2320) is, " No location of a mining claim shall be made until the discovery of the vein or lode within the limits of the claim located." Strictly speaking, discovery may be defined as the finding of ore or metalliferous rock in place in a well-defined vein. This definition was too strict, so discovery extended later to cover such indications of the pregence of ore, within rock in place, as would justify an experienced miner in spending his time and money with a reasonable expectation of finding ore in paying quantities. According to Colorado statutes a discovery must show a well-defined crevice; in Arizona, a lode, deposit, or mineral in place; in Montana, a well-defined crevice or valuable depositi; in Nevada, a lode or deposit of mineral in place. It is wrong to require a discovery. An honest prospector, wishing to obey the law, finds himself compelled, in most cases, to evade this point. In Clear Creek district, Colorado, a quartz seam will constitute a discovery; in Butte, a red capping; in Leadville or Ely, it is any place where a man can find a piece of vacant ground big enough upon which to sink a . 10-ft. hole. If the vein or deposit outcrops a man can show a discovery, but if it does not outcrop it is foolish to compel him to show one; and this point has been gently side-stepped. Any hole 10 ft. deep now constitutes a discovery. It is no use having laws that the people cannot consistently ob_ey. No sane man will dig unless he expects to find mineral, and he should be protected while digging. He should be required to show that he has mineral ground only when he comes to patent.

1. Introduction.—The methods of production of sound steel ingots have been described in several papers read recently before this Institute. It was thought by Director Stratton, of the U. S. Bureau of Standards, and ourselves to be of sufficient interest and importance, as a further contribution to this subject, to compare the properties of rails rolled in one mill according to American practice, from several types of ingot of substantially the same chemical composition but cast by several processes; and to compare in considerable detail the properties of an ingot manufactured by the Hadfield special-feeding process and one of the usual type for rolling into rails. We are greatly indebted to F. W. Wood, President of the Maryland Steel CO., who made this investigation possible by kindly placing his rail mill at our disposal; and he and his associates at Sparrows Point did everything possible to make the experiment a success, including the execution of several of the tests and analyses. 2. Classification and Manufacture of Ingots.—Of the ingots used in this investigation, eight were made in Sheffield and furnished by Sir Robert Hadfield, and one was made and furnished by an American steel company,l as a comparison ingot, and was supposed to represent the usual type of ingot from which rails are made. The characteristics of the ingots are given in Table I. Ingots 1, 2, 3, and 4 were cast large end up and fed by the Hadfield method in the usual manner with charcoal and blast continued until the molten steel has set on the top of the head, say varying from 20 to 40 min. To ingots 1, 2, and 4 was added 0.1 per cent. aluminum, and to the nickel-chrome ingot, No. 3, 0.125 per cent. Henry Louis, Newcastle-upon-Tyne, England (communication to the Secretary*).—In this paper Mr. Simons derives the various forms of revolving slime tables, of which the Harz and the Linkenbach tables are typical examples, from the old rectangular or box buddle. This I believe to be an error, at any rate if Mr. Simons attaches the same meaning as I do to the ((evolution" of a dressing appliance. By the '(evolution" of such an appliance I understand the progressive development and improvement of an appliance acting on a definite principle, such improvements having usually for their object the economy of labor in working the same, or the increase of its capacity; when an entirely new principle is introduced, I no longer look upon this as evolution from the old type, but as the origination of an independent type of appliance. The box buddle was no doubt the predecessor of the old Cornish round buddle, which was evolved from it with the object of saving the labor required to work the box buddle; both machines are horizontal-current separators, in which the separation of sands of different densities is effected by their differential rates of fall in a horizontal current of water of considerable depth. These appliances, though well suited to sands, are for obvious reasons not adapted to the treatment of slimes. The revolving tables of the Harz and similar types, on the other hand, act on the principle which I have called separation in thin films of water, and which Mr. Simons calls the film sizing principle, in which the resistance of the surface over which the pulp flows plays an essential part in determining the separation of the particles, and which is well suited to the treatment of slimes. Unlike the last principle, it will not work in deep bodies of water and cannot be used where considerable depth of material accumulates in the appliance, as in the box buddle and round buddle. As I have shown in my book, The Dressing of Minerals, p. 326, these revolving tables are a development of the appliance known variously as the flat buddle, flat table, or frame, the last name, which is the old Cornish one, being the one that I personally prefer. These primitive appliances, as well as the continuous-acting round tables described by Mr. Simons (his Figs. 10 et seq.) all work on the principle of separation in thin films, and are all adapted for the treatment of slimes; his buddles and round tables (Figs. 1 to 9) do not work upon this principle, and should therefore be sharply differentiated from the former. The evolution in each case of the continuous acting, more or less automatic, circular appliance from the primitive, intermittent, hand-worked, rectangular appliance has proceeded upon strictly parallel lines. The question of the evolution of the respective types involves a point of some importance as regards the principles of ore dressing.

Petroleum has been found in Russia in various localities from north to south, as may be seen from the list given below: (a) In the basin of the Petchora river, Northern Russia. (b) In the basin of the Volga river, in the governments of Samara and Saratoff. (c) In the government of Astrakhan and in the Uralsk territory, close to the northern and eastern coast of the Caspian sea. (d) At Grozny in Northeastern Caucasus. (e) In the Daghestan territory, Eastern Caucasus, on the Caspian sea. (f) On the Apsheron peninsula (Baku and other districts) close to the Caspian sea shore. (g) On the island of Tcheleken in the caspiah sea, also on the island of Sviatoi. (h) In the Transcaspian territory on the Neftianaia Gora (Oil hill) and on the surrounding hills. (i) In the Ferghana valley in Russian Central Asia. (j) On the Kertch-and Taman peninsulas on the Black sea. (k) In Siberia it has been discovered in the Transbaikal territory and on the island of Sakhalin.. ' ' In the above-mentioned districts petroleum has been found to exist under different geological conditions and to vary in its chemical and physical properties. At the present time petroleum is produced in Russia at Baku, Grozny, on the island of Tcheleken, in the Ferghana district, and in the Uralsk territory. The yearly production in 1912 throughout the Russian Empire amounted to 69,400,000 barrels, of which the Baku fields were responsible for 52,000,000 barrels. This shows that the Balm fields on the Apsheron peninsula are the chief oil-producing centers in Russia, being at the same time the oldest of all our oil fields. In this paper I shall discuss the Baku fields only, leaving all the others until a later date. The Apsheron peninsula in the Eastern Caucasus protrudes into the Caspian sea in the shape of a triangle some 47 miles long covering a total area of some 750 square miles. The eastern part of the peninsula is a flat, slightly rolling plain, rising in its highest parts to 140 to 170 ft. above

The shaft of the Raven mine, at Butte, Mont., is an incline 1,700 ft. in length and dipping at various angles. At the top the dip is 70" from the horizontal, but this is gradually flattened until at the 300-ft. level the inclination is only 47. This angle continues to the 1,100-ft. level, below which it curves with a 125-ft. radius to 78". In addition to these variations in dip, the shaft does not lie in the same vertical plane, with the result that the hoisting rope not only rubs at intervals on both the hanging and foot walls, but presses strongly against the west dividers near the collar, while 300 ft. below it runs close to the east end plates. The early operators used no idlers, aid wall plates cut 6 in. deep by the rope resulted. Later operators first attempted to overcome the excessive friction, and the wear of rope and wall plates, by introducing solid cast-iron idlers, 3 in. in diameter. To allow for the travel of the rope from side to side some of these had to be 3 ft. long and were very heavy. Judging from the appearance of the old idlers of this type found at the mine, they often failed to turn in the bearings, which is not surprising when it is considered that they would have to make 1,000 rev. a minute under ordinary hoisting conditions. The next rolls were made of wood, 6 in. in diameter, with an iron band about each end, and a pintle of 1-in. round steel driven in at the ends to serve as a shaft. These wore rapidly, and were soon replaced by rolls made from water pipe, 5 or 6 in. in diameter, cut to the desired length and fitted with a wooden cylinder into which the pintle was driven. Where the idlers were used on the hanging wall of the shaft the original bearing was simply a piece of + by 1 3/2 in. strap iron, 10 in. long, turned up at the end in a circle 11/8 in. in diameter to receive the shaft. A small hole served for oiling, and common black oil was generally used, although filtered oil from engine bearings and compressor bearings was also used. When the rolls were to be placed on the foot wall the bearings were made from two pieces of 1 by 3 in. steel, 6 in. long. A half circle was cut on the flat side of each piece and the two half circles together formed a bearing. Oil holes were provided, and in some cases holes were bored through the two pieces so that they could be screwed or spiked to the wall plates.

The technological study of the treatment of gold and silver ores has been largely responsible for the phenomenal strides which have marked the progress in this branch of metallurgy during recent years. In no other application of science to industry is system more imperative at every stage; correct formulation of result is only second in importance to efficiency of operation. Progress in method, on the other hand, is mainly due to individua1 initiative aided by the work of technical journals and metallurgical societies. There still remains a field for profitable discussion, and it is my intention to deal with some inconsistencies of expression common to a number of writers on the subject; and also to draw attention to the false impressions created by a statement which may, possibly, be only unintentionally misleading. I also take the opportunity of tracing the source of both metallurgical and economic result; and would question the desirability of the methods usually employed in arriving at a final statement. In the first place, I wish to deal with the question of extraction. This term may mean anything or nothing, and it is often used to mislead. In a report of a mining engineer as to the result of operations subsequent to the remodeling of a treatment plant prominence was given to the statement that the extraction had amounted to 91 per cent. On examination it was found that only a small percentage of the so-called extraction was calculated on actual bullion return, a proportion being figured from the gold left in the zinc boxes, and not recovered. In addition to this, a proportion of the extraction was said to be due to gold in concentrate. As there was no conrcentrating apparatus on the property and as concentration did not form a part of the scheme of treatment the matter was investigated, with the result that the concentrate, of lower gold content that the original ore, was found to be the result of an inegcient pumping system which failed to provide for the whole of the battery product delivered to it. The balance was stacked and, although itself of no marketable value, the gold content was allowed to form a basis of extraction figures. The illustration may be extreme, but it will serve to show to what lengths an engineer may go in the mutilation of the most vital term in metallurgical technology.

This paper was prepared at the request of Capt. A. F. Lucas, Chair man of the Institute's Committee on Petroleum and Gas; as a pre1iminary.discussion of the fuel oils which are used in the Southwest, giving their composition, uses, prices, etc. Should it afterward be found desirable, these observations may be extended over a larger area. In this connection, I suggest that samples of all kinds of fuel oils, including various tars, from all over the country, be collected and sent to some testing laboratory for examination. We would be glad to extend the facilities of the laboratory of the Bureau of Economic Geology and Technology, at the University of Texas, for this purpose, and to do the work free of all expenses. After such examinations are made and the results classified and studied, it would be possible to suggest specifications under which fuel oils should be purchased, and to arrive at some conclusions respecting the uniformity of such specifications, with due allowance for climatic and other more or less local conditions. While such specifications do not now depart from a common standard anything like as much as specifications for illuminating oils do, yet there are discrepancies which should not exist. Some of these discrepancies are of lessening importance, due to the pronounced tendency to distill every crude oil that can be distilled with profit, and to send residues into the market for fuel oil. Residues from the refineries are of a more uniform chemical composition and physical nature than many of the crude oils that go direct into the fuel market. The lower flash-point oils are disappearing from the fuel trade and in place of them we are getting oils that do not flash below 220" F., nor burn under 320" F. In the Southwest, it has not been long since we had fuel oils that flashed as low as 110" F., and the average flash point over a considerable period was 151" F. Now we are using oil that flashes at about 30" lower than the former burning point, which was 258" F. In other words, the flash point has risen, on the average, 100"; and the burning point about 75".
