Under the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been, that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. IN submitting an additional contribution to the discussion on ore-deposits in the recent volumes of the Transactions, it is my desire to adhere closely to matters of material importance as affecting the actual processes. Judging from the discussion by Professor Van Hise, and from one or two reviews or other articles by associates of his in geological work, the impression seems to prevail that, in so far as my paper* referred to ,his masterly essay,†I was guilty of misconceptions regarding both the part attributed by him in it to the igneous rocks and the ubiquitous presence of the ground-water. I should regret extremely to be wanting in these particulars or to have misunderstood one for whose great services in this and other branches of geology no one has a higher esteem than myself. I have, however, in the most careful way, and with these points in mind, read his essay again, anti, taking it as a whole, I cannot gain any different impression of relative magnitudes than the one first received. The importance of the igneous phenomena and the restrictive influence of the processes described by " cementation " in their effect upon the ground-water, as set forth in Professor Van Hise's " Discussion " (Trans., xxxi., 292), impress me as being in very marked contrast with the same things in his first essay. If the point seems to anyone of sufficient importance, it can easily be decided by reading the originals. My paper was the result of some years of observation, reading and reflection, and was meant to be an independent contribution, controversial only in some subordinate particulars. My previous paper is entitled, The Laws of Igneous Ernanation Pressure. The present paper lays no claim to the exactitude and completeness of a law, since it is of a provisional nature and may be disregarded when experiments have established a basis for more exact reasoning. The general physical states in which aqueous emanations may occur are first considered. The possible physical couditions under which the mineral elements may occur in emanations are then discussed, and a classification of deposits, dependent on emanation, is proposed. A system of scientific experimental investigation is outlined, and it is shown that the physical and chemical properties of emanation may be exactly determined thereby. The investigation is urged as feasible and simple, and not necessarily requiring large and costly apparatus. It is the only step necessary to make possible the formulation of a complete set of laws of igneous emanation. Process of Emanation. In a rising column, magma ranges in temperature from 900° to 1,200°C. Exhalation must begin at some fairly great depth. What this depth may be we can only surmise, since no experimental evidence is available. Exhalation, however, continues as the magma flows upward, until at another level the occluded gases have all escaped. This depth is probably upward of 5,000 ft. (See Fig. 1.) All exhalations must come from between these two levels. As the whole emanation is the sum of the exhalations and residues, the residues must come from below the uppermost level. They will be most abundant when coming from those parts of the intrusion which have solidified below the lower level.

"The Great Falls of the Missouri are situated about 12 miles below the City of Great Falls and development work for the utilization of the power which they afford is now in progress. The natural fall is about 77 feet.The development will consist of a concrete dam 1,000 feet long on the crest line, and 73 feet high. The power house will be set below the present falls near the north end and the tailrace will be cut below an island which is situated just below the falls. The maximum head will be 153 feet. The power house will contain six units of 15,000 horse power each. The construction as contemplated will comprise about 180,000 cubic yards of concrete work, using 200,000 barrels of cement."

Graham Macfarlane, Louisville, Ky. (communication to the Secretary*):—In the paper by S. Whinery under the above caption mention is made of the occurrence of Clinton iron-ore in Kentucky and Tennessee. I believe that this is really a ferruginous limestone in what the Tennessee Geological Survey calls the Fernvale formation. In Davidson and Sumner counties, Tennessee, this occurs at about the horizon stated by Mr. Whinery. The maximum thickness of the deposit is from 10 to 12 ft., but it averages between 6 and 8 ft., lying practically horizontal. The Red River Furnace Co., under my direction, opened a mine in the Fernvale " red rock" near Goodlettsville, Tenn., several years ago. When it was first found we assumed it to be Clinton ore, but the absence of the characteristic Clinton fossiliferous structure and other evidence satisfied us that it is really limestone saturated with iron oxide. I think the very low ratio of SiO2 and Al2o3 to iron content as compared with the usual ratio in the Clinton ore is also evidence in favor of its being the Fernvale. The Tennessee Geological Survey states that at outcrops where this ore has been leached it carries about 44 per cent. of iron; under cover, from 20 to 25 per cent. of iron and from 3 to 6 per cent. of silica, the remainder being chiefly calcium carbonate. Its phosphorus content is irregular and generally rather high for a foundry-iron mixture. Since it is more than self-fluxing, we have at times operated with a mixture of brown hematite and red ore with no limestone.

Professor Ruff's most illuminating paper' describing his extremely valuable investigation of the carbon-iron equilibrium diagram assigns definite temperatures to certain very important lines in the diagram, viz.: the eutectic temperature EB (Fig. 1) and the " near-eutectic " temperature E'B', but without indicating clearly enough the reasoning which warrants these assignments. These temperatures are of such primary importance that it is well to indicate the apparent gaps in the reasoning, in the hope that they may be filled in. In his diagram, Fig. 1, the point X and the liues B'D'lII represent the experimental results reached by Ruff and Goecke;a AB, AEB, and SE represent the liquidus, the solidus, and the solubility of the carbon in solid austenite in the absence of graphite according to Gutowsky,3 AB being also in accordance with Spiecker's data; S'E' the solubility of carbon in solid austenite in the presence of graphite according to Ruer and Iljin;5 GS the line A3 after Ooerens and Meyer; 6 and EBC the true eutectic line as inferred by Prof. Ruff from Gutowsky's data. The art of crushing ores and other materials by means of rolls is a comparatively recent one. While the first record of rolls using iron crushing-surfaces dates hack to the year 1806, when they were employed in Cornwall, their principal developmcnt has taken place during the past 30 years. To Stephen R. Erom belongs the credit of the pioneer in introducing the belted high-speed roll, which has had its origin and a marked development in this country. His notable contrib'ution to the art was in the use of a single bed-plate or frame supporting the roll-shafts, and to which levers holding the mova, ble roll-bearings were pivoted. He also made use of steel tension-rods to support the crushing-strains, and of hammered-steel tires for the crushing-surfaces. These changes brought the design of crushing-rolls to a high level. Following closely thereon, about 1885, W. R. Eckart conceived the idea of the swivel or ball-and-socket support for the roll-shaft bearings. This is an excellent mechanical conception, especially for bearings held against a spring pressure, and while it may not be necessary for all types of rolls, yet it has been quite generally adopted by other roll-designers, and illustrates the refinement which roll-construction has now reached. Other engineers, as, for example, Argall, Vezin, Roger, and Sturtevant, to mention only a few among many, have also given the closest attention to the various details of rolls, such as the frame, springe, bearings, and shafts, and have developed many novel and original designs. It docs not seem to be generally known that some American pig-irons contain notable amounts of vanadium, and while the present investigation is far from covering the whole range of irons, it is hoped that, at least, it may serve to call attention to the importance of looking for this element. The majority of the pig-irons investigated were made in the Lehigh Valley and neighboring furnaces, using more or less New Jersey magnetite in their mixtures. Many of these ores, and probably all of them, contain a little vanadium as well as titanium; the ore from one of the largest of these mines contains 0.05 per cent, of vanadium and 0.60 per cent. of titanium. Dr. Thomas M. Drown was the first to detect the presence of vanadium in the incrustations1 occurring on certain pig-irons, and he also found this element in a number of magnetites, but the methods for its accurate determination had not, at that time, been well worked out. In a general way, it may be said that the Lehigh Valley pig-irons contain from 0.02 to 0.05 per cent. of vanadium and from 0.10 to 0.20 per cent. of titanium. These elements follow the silicon; that is, the furnace-conditions which produce a high-silicon, low-sulphur iron will cause the maximum reduction of vanadium and titanium, and

"Copper was first made in Butte by the use of iron for its precipitation from mine water in 1890. In consequence of a fire breaking out in the St. Lawrence mine of the Anaconda Copper Mining Company in November, 1889, a large quantity of water was poured into the workings, with the intention of flooding the mine and extinguishing the fire. This proved to be impracticable, but this water, on being pumped to the surface, was found to be high in copper sulphate,—tradition says 75/100 of 1 per cent. The Anaconda Copper Mining Company gave Wm. Ledford a lease on this water. He first (lug holes into the ground, filled them with scrap iron and allowed the water to flow through them. Later he built an open-top flume which he partially filled with iron and passed the water through the by the iron precipitation method. An assay in- the year 1890 from Gagnon mine water, showed .0016 per cent or 28 lbs. copper per day. The mine was then opened to the 1,000 level.None of the mine waters encountered in the solid rock in the mines of Butte contained copper in sufficient quantity to produce the metal profitably by the iron precipitation method. In this paper, which is a logical extension of my paper, The Laws of Intrusion,1 the various pressures of emanation and their mechanical causes and effects on the large scale of nature are determined, and a classification of emanations is deduced therefrom. • The Subterranean. Sea. The subterranean sea is here defined as the intercommnnicating water contained in the trains of pores and fissures of the rocks down to great depths. Whether the actual amount of water constituting this subterranean sea be large or small, does not enter into the present argument, since the static pressure of this water at any particular depth is not a function of the quantity : it involves only the depth and the density of the water. Densities. The total pressure at depths down to 10 or 15 miles is made up of the rock-stresses investigated in my previous papers, and the pressure of the subterranean sea. The latter component must evidently be equal to the weight of a solid column of the overlying water of unit sectional area. As mater expands with heat, it should really be necessary to sum the density at every level. A knowledge of the densities of mater under a variety of conditions is therefore needed, but does not seem ever to have been ascertained for such combined pressures and temperatures as we have to consider. In August, 1911, I read a paper before the Lake Superior Mining Institute1 on surveying and sampling diamond-drill holes. The present paper gives a more thorough descriptiou of these methods, together with a few changes and notes suggested by further experience. Since August, 1911, the methods, used constantly by the Cleveland-Cliffs Iron Co., have been developed to a higher degree of efficiency, and have given great satisfaction. Until a few years ago but little attention was paid to the determination of the actual course of drill-holes, to the accurate sampling' and analysis of the material, or to the scientific location of the drill-holes. It has now been common practice for several years in many districts to test the inclination of drillholes by etching glass tubes with hydrofluoric acid, but the direction of deviation from the vertical has not often been determined. Methods of determining the direction by means of a compass were first developed in connection with drilling in Victoria. The latest method used on the Rand in South Africa has been recently described by John I. Hoffman.2 In the same paper Mr. Hoffman describes an ingenious method of wedging-off a drill-hole so as to start new holes at several successive points. By this means a hole can be deflected in any desired direction, and the curvature can be controlled to a considerable extent, provided the rock is soft enough to permit the hole to be wedged off. Unfortunately, in the Lake Superior district, the jasper iron-formation is so hard that it is very difficult, if not impossible, to do this. The metallurgical history of Republic has been completely reviewed in a paper presented at a previous meeting of the Spokane Local Section by Professor Thomson;' therefore, the present paper will be confined to matters directly pertaining to the San Poil mill: When I came to Republic last fall to look over the situation there was a plant in operation successfully treating the tailings from one of the earlier mills in the camp. I refer to the mill of the Rathfon Reduction Co. This mill was operating in accordance with modern cyaniding practice, and I was given to understand that the work was very satisfactory and profitable, else it would not have been continued as long as it was. At that time I obtained much metallurgical information of value from Harry W. Newton, Superintendent of the mill of the North Washington Power & Reduction Co. I took a number of samples from the San Poil mine, with the view of determining if Mr. Newton's experience with the ores from the other mines applied to the San Poil ores. I made a large number of tests under a variety of conditions, and found that it was possible to extract as high as 98 per cent, of the values from San Poil ore by the laboratory-tests when the ore was pulverized to 200-mesh and treated with a solution of a strength of 5 Ib. of KCN to the ton. PeRhaps of all the scientific economic questions which have been claiming the attention of capitalists, metallurgists, manufacturers, directors of public utilities, and the general public of America, during the last few years, none have been of more importance than the one relating to the wear and safety of steel rails. The discovery of the Bessemer process made possible modern railway development. In that growth, as has generally happened in all progressive movemeuts, all its departments have not remained equally balanced. Iron rails permitted the construction of roadways for the passage of power-driven vehicles. In time the speed and weight of such carriages proved too much for the wearing-qualities of the rails, and the limit of railway capacity seemed to have been reached. Bessemer made his invention, which was soon perfected and developed, especially as related to steel rails, and thereby increased the limit of capacity, and vastly greater railway progress was made pgssible. The Siemens-Martin open-hearth process followed, and was later supplemented by the Thomas-Q-ilchrist basic improvement. For a time the Bessemer steel rails of commerce were more than equal to all that was asked of them, but this did not long continue, as evidenced by the records in our Tansactions. Revolutionary changes occurred in the industrial world, and in no part of it more than in steel-rail manufacture. Great and powerful commercial combinations were made, whose financial resources made possible the supplanting of the then most efficient blast-furnaces, steel-works, and mills, by others of theretofore unimagined capacity. Old traditions and practices of steel-making were wiped away, and, in too many cases, output was apparently the chief aim, with the result that much dissatisfaction with the wear and safety of rails was felt by railway officials, and the general public was concerned as to its safety when traveling. In the metallurgical treatment of most metallic sulphides it is usually necessary to carry on a roasting-operation. In some cases the raw ore will have to be roasted; in others the intermediary product, matte, produced in smelting the ore; again, both ore and matte may have to be subjected to oxidation at elevated temperatures. Most metallic sulphides, when given an oxidizing-roast, pass through the state of sulphate before they are converted into oxides. All metallic sulphates are completely decomposed by heat, with the exception of those of lead and bismuth, but the temperatures at which decompositions take place vary with the metals. Some metallic sulphates are converted directly into oxides, others first form basic salts. Alkali-earth sulphates show a behavior similar to that of metallic sulphates, while alkali sulphates do not part with their sulphur trioxide even at elevated roasting-temperatures. The older data on the decomposition of metallic sulphates by heat are only approximations. Thus Kerl' gives the order in which metallic sulphates are decomposed with increasing temperatures as (Ag2, Fe, Cu, Zn, Ni, Co, Mn, Pb) SO,. More recent statenlents give definite temperatures and modify the formerly accepted order of decomposition. But the temperatures given by various observers do not agree. The reasons for this are to be found mainly in the method and manner of carrying out experiments. Four methods have been used: 1. The proposed amendments follow: Article I1 (regarding who may become members and how) to be amended to read as follows: "Membership in this Institute shall be of three classes-corporate, individual, and honorary. Any company, firm, or individual operator actually engaged in the mining of coal within the territory of this Institute may become a corporate member on application, and by consent of a majority of the members present at any stated meeting. Any person, who is directly engaged or interested: in some branch of coal-mining may become an individual member upon application, and by consent of a majority of the members present at any stated meeting. Honorary members may be elected at the discretion of the Institute."
