This paper is one of a series published by the Bureau of Mines on mining methods and operation practices. It describes the open-pit mining method and operations of the Kaiser Steel Corp. Eagle Mountain iron-ore mine, which is in the extreme southeastern part of California 175 miles east of Los Angeles in Riverside County. Nearest town to the mine is Indio, which is 60 miles away by an excellent highway (fig. 1). Elevations at the deposit vary from 1,400 to 3,000 feet. Figure 2 is a plan map of the Eagle Mountain iron mine. Kaiser Steel Corp. built a model camp at the mine, with all modern conveniences (fig. 3). The camp, comprising 145 homes, dormitories, mess hall, commissary, post office, and recreational facilities for 600 people, is at 1,390-foot elevation. The area has winter-resort weather between October and May, with occasional drops of temperature to 25° at night. From June to September temperatures sometimes rise to 1200 during the day. Rainfall is scant, approximately 2 inches a year, the majority of which comes as cloudbursts during the summer months.

"In Part 1 of this paper, published in the August 1995 issue of Natural Resources Forum, a review of several mining disasters around the world established the complex nature of their causation and their catastrophic effects. The involvement of human beings, either through acts of commission or omission, was highlighted. In Part 2, a discussion of the various approaches to disaster control, mostly as practised in the USA, is presented. A systems approach to disaster prevention incorporating elements of hazard identification, mine design, emergency response and post-emergency audit is presented.In the USA the role of government in the affairs of its citizens is continually growing. This role is intended to ensure an unimpeded pursuit of happiness and prosperity by the population and to curtail actions which are restrictive or harmful to the citizenry. The passage of a legislation is an indication that it has been decided through the established process that the activities covered by the legislation should receive appropriate consideration. The enactment of the Coal Mine Health and Safety Act of 1969 (The 1969 Coal Act), the Mine Safety and Health Amendment Act of 1977 (The 1977 Mine Act) and the Surface Mining Control and Reclamation Act of 1977 (The 1977 Surface Mining Act), was specifically intended to further the role of government in the health, safety and environmental affairs of the mineral industry.Currently, the federal government's responsibilities for mine safety and health are divided among three agencies: the Mine Safety and Health Administration (MSHA) in the US Department of Labor, the Bureau of Mines (USBM) in the US Department of the Interior and the National Institute for Occupational Safety and Health (NIOSH) in the Department of Health and Human Services (National Research Council, 1981). MSHA is responsible for issuing and enforcing mine safety and health regulations, for training miners and for responding to mine emergencies. The Bureau of Mines is responsible for conducting research on mine safety and on the technological means for reducing health and safety hazards in mines. NIOSH conducts research relating to miner health, and together with MSHA, tests and certifies devices used to detect hazardous materials in mines and protective equipment used by miners. NIOSH also plays a public health role in that its activities in mining include health hazard evalua¬tions, general mining surveillance as mandated by law and medical surveillance including coal miner X-ray and autopsy programmes. MSHA shares with the Bureau of Mines the responsibility for integrating R&D results into operational practice. MSHA implements R&D results either by incorporating them into its own operations or by rule making that requires new practices or equipment to be adopted by the mining industry. In many instances, the Bureau's R&D results have been adopted by the mining industry without rule making."

Discussion held at the sessions of the Canal Zone meeting, November, 1910. [SECRETARY'S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. This report presents the results of a three-phase investigation of the feasibility of using cemented coal waste in active underground coal mines to prevent mine subsidence. Coal caste was broadly defines to include waste from both coal preparation plants and coal-fired power plants. Underground systems with potential for cemented backfill are determined through identification of current mining methods and available technologies for cemented backfilling and consideration of materials and systems constraints upon mining and backfilling integration technical concerns including operation, health and safety, materials utilization, environmental impact, applicability and techni¬cal status are assessed for six (6) systems which were identified as potentially feasible. Two (2) of these systems are conceptualized in a hypothetical case history and developed to further assess their operational and economic feasibility. Comparisons of costs among both systems and with costs of surface disposal are presented. Also presented are the conclusions reached concerning the present feasibility of using cemented backfill in active coal mines and potential avenues for further research. Appendices contain further consideration for design of cemented mixtures to be used in backfilling, the results of laboratory testing of mixtures rich varying concentrations c: waste products and cementing agents, and an annealed bibliography

Literature review and extensive field survey of line and check curtain materials and practices showed: ? Miners, in general, know how to set tight curtains, and do so when needed. ? The tradeoff is economic; tight ventilation is labor-intensive. Line and check curtain techniques found are catalogued and evaluated. A fieldworthy 10 ft extensible brattice to maintain a 10 ft setback was found in use in two mines on continuous miner faces. This technique was evaluated in the laboratory for leakage and methane control at the face. Significant results include: 1) Air leakage through a gap in the extensible curtain depends upon the ratio of the cross-sectional areas between entry and return as well as gap area; 2) Gap shape has no significant effect on methane concentrations at the face -increasing gap area diminishes ventilation effectivness; and 3) Substantial reductions of CH4 concentrations at the face were accomplished by brattice extensions with gaps of up to 5 ft2 in area. An "inby hook," inserted in the roof automatically to make possible the deployment of a longer (20 ft) brattice extension in the context of a remotely controlled miner, was tested in various roof types. Insertion of this design succeeded only in coal.

The selection of belt conveyor drive systems (*) is the subject of ongoing investigation. Frequently this choice has been governed by an incomplete perspective on the major considerations. A more comprehensive and objective approach is desirable. This paper presents additional factors which hopefully will broaden this perspective. BACKGROUND Conventional belt conveyors are powered by electric or electro-mechanical drives(*) mounted at the conveyor's head, tail, intermediate return span, or a combination of these (Fig. 1). A list of the drives reviewed is given in Table I. The following are main elements influencing the selection of the drive system: 1) dynamic characteristics, 2) economic factors such as capital cost, plant spares compatibility, reliability, availability, maintainability, and 3) environmental constraints. The principal dynamic characteristics of concern are the reactions of belt forces generated by the drive system during starting of the conveyor. Another attribute for consideration is the application of multiple driven pulleys used to 1) lower the conveyor's belt tension requirements, 2) increase the expected tonnage throughput, allowing for possible drive component failures, and 3) increase the plant spares flexibility related to the drive assembly.

The natural cementation strength of retorted oil shale is the focus of this investigation. The optimum retorting temperature and residence time to obtain natural cementation strength in retorted Green River oil shale from western Colorado were determined as follows: [Optimum Conditions for Natural Cementation Maximum Residence Obtained Retorting Time at Compressive Mode of Temperature Temperature Strength' Retorting °F °C hr psikg/cm-2 Direct 1,520 822 2.0 270 19.0 Indirect 1,530 832 2.9 325 22.8] 1 Scattered samples were tested at strengths as high as 463 psi (32.6 k /cm 2) (Run 8, indirect mode) and 406 psi (28.5 kg/cm2) (Run 48, direct mode), but these high strengths were not confirmed by nearby tests. Minus 0.5-inch (1.3-cm) Green River oil shale was heated in a differential retort under conditions simulating potential full-scale retorting processes. The variables investigated were retorting temperature, residence time, retorting mode, and shale grade. Samples of the retorted Green River oil shale were moistened to optimum plus 2% (25%) moisture, compacted to 95% Proctor density, sealed and cured at 100°F (38° C) for up to 40 days. Lower curing temperatures, which are likely in the field, would probably result in significantly slower development of cementation strength, and might lower the ultimate strength developed. However, these effects were not studied in this project. The cured samples were tested for compressive strength, and correlative equations were developed for the increase of compressive strength with curing time as a function of retorting temperatures and residence time. Petrographic analysis indicated that the cementing mechanisms may be the interlocking growth of acicular hydrated calcium aluminum sulfate crystals between the contacts of retorted shale fragments. Samples of the retorted shale were also tested for optimum Proctor density and moisture. Permeability and quality of the leachate of shale from typical runs were determined. The effect of use of retort rather than tap water on compressive strength and leachate after curing was determined. The retorted shale effectively filtered several mineral constituents from the retort water.

The economic viability of four depleted mines near Kennicott, Alaska, was determined by the Bureau of Mines to assess their profitability if they were developed today and thus estimate cost data for a medium-sized mine, mill, and town complex. This information should help the State and Federal Governments appraise the potential development of similar-sized mining operations in Alaska. Modern conventional mining and milling techniques were assumed, and I capital and operating costs were derived using flowsheets and standard costing methods. A total capital investment of $37.6 million was necessary to install a 1,000-ton-per-day shrinkage stope mine, flotation-type mill, and support facilities; capital requirements were divided about evenly among the three components. Operating costs, including labor, supplies, power, water, and ' indirect and fixed costs, totaled $42.79 per ton of ore; the mining accounted for nearly one-half the cost. To obtain a 12-percent discounted cash flow rate of return on investment, the analysis showed that the ore could be mined and milled, and the concentrate could be trucked via public roads to a dock facility in Valdez, Alaska, barged to Tacoma, Wash., and smelted and refined for 34.7 cents per pound for copper and 104.0 cents per ounce for silver. The average May 1972 price was 52.6 cents for copper and 158.3 cents for silver. The same set of data was used to examine the economic viability of the mine with the cost of constructing a private road from McCarthy, Alaska, To Valdez, Alaska. The 148-mile road added $53.3 million to the original capital costs and raised the required price of copper to 57.4 cents per pound and the required price of silver to 172.0 cents per ounce. The additional coat of building, maintaining, and paying taxes on a private road from McCarthy, Alaska, to Valdez, Alaska, would make this venture uneconomical.

Buying centres are the first point of contact that determines whether ore will be considered as having sufficient provenance to be considered ethically sourced. The information that needs to be captured on the blockchain platform ranges from reports on in-loco inspections and audits of mining and purchase sites. This will guide passive and active monitoring of mining activities, trade-offs for identification systems, including biometrics for the registration of artisanal sellers, scrutiny on the selection of security measures and companies for buyer centres and stockpiling warehouses, evaluation of active and passive infrastructure security, and remote monitoring applications. Assistance with selection and training in geochemical testing instruments to determine the grade of ore material or concentrates and sorting, on-the-ground investigations, guidance on monitoring methods from stockpile and packing area along the transport route to the final destination are required.

The demand for iron-ore is ever increasing with the industry directly employing 60 500 people in a range of highly skilled roles in Australia. In the year 2019, the global iron-ore production was 2.85 billion tonnes. It is estimated that each tonne of beneficiated iron ore produces 400 kg of tailings. The IOTs are fine, dense and stable crystalline material mainly composed of iron oxides, alumina and silica. The current and most applied method of iron-ore tailings (IOTs) disposal is using subaqueous disposal of tailings in dams. The footprint generated by a tailings dam is massive and requires constant monitoring due to the possibility of a failure making the operation and maintenance of tailings dam extremely expensive. This review briefly discusses the known causes of tailings dam failures, their impact to the environment and day-to-day human life and potential applications of IOTs. The increase in water content enhances the pressure on dam walls. This in turn increases the liquefaction potential of the tailings and reduces the overall strength of the dam making it more vulnerable to failure. Potential applications of IOTs are in paints, aggregates in construction materials and bricks. The reuse of IOTs reduce waste and generates further revenue facilitating a path towards a sustainable future for the industry.

PART I.-GASES IN INDUSTRY INTRODUCTION THE part played by gases in industry can be considered from at least four distinct viewpoints, viz: (1) As air to support combustion and life and do various kinds of work (2) As fuel, or as essential to certain chemical processes (3) As sources of danger from explosion or fire ( 4) As hazards to man's health The present paper deals with gases only insofar as they are sources of danger, or are hazards to health. It may be noted, however, that, in point of tonnage, air is one of the most important materials handled in any industrial plant. In the operations of the Consolidated Mining and Smelting Company, for example, 138,000 tons of air are handled daily, the only material exceeding this figure being water. The United States Bureau of Mines has listed no fewer than seventy-four gases and vapours that, under certain conditions, may be considered as ex-plosive or dangerous (poisonous). The mine of the year 2020 will need to be based on a new way of mining. It will employ technology in a paradigm that assumes responsibility for sustainable development: taking account not only economic but also ecological and social issues. This will require a holistic approach to mine design and planning, considering all controlling factors and impacts (technical, economic, environmental and social). A national collaborative strategy is required to address the several options that exist for the development and application of 2020 mining technology. Key issues in implementing 2020 mining technology will also relate to human resources, in terms of employment, skills and education. A need exists to proactively prepare for 2020 through development of a comprehensive education and training strategy.

"A magnetic proximity detection system is mounted on a mobile mining machine to prevent underground workers from being pinned or struck by machine motion. The system generates magnetic fields around the machine to determine safe working distances. The minerworn component measures the magnetic field in order to approximate location. Large masses of steel, such as those from mining equipment, can alter the magnetic field distribution. This affects the locational accuracy of the system, thus adversely impacting worker safety. To examine this problem, U.S. National Institute for Occupational Safety and Health researchers developed a method and test system to study the influence of a steel mass on the magnetic field distribution. The results show that a steel plate can strengthen the magnetic field perpendicular to the generator by up to 40 percent. Furthermore, they show that the degree of the influence on the field distribution is a function of distance. The results from this study can be used to further develop and improve the performance and reliability of electromagnetic proximity detection systems used in underground mining applications.IntroductionOn average, 250 miners are injured every year, and 43 miners were reported to be killed by striking or pinning accidents involving continuous mining machines in the United States between 1984 and 2015, according to the U.S. Mine Safety and Health Administration (MSHA, 2015). Continuous mining machines are large mobile machines used to mechanically cut coal in underground mines. These machines weigh approximately 60 t (132,000 lb) each. Although modern continuous mining machines can be remotely controlled, operators still need to be close to the machine primarily because of the low visibility and wide blind spots of the underground working environment.The MSHA promulgated a final regulation in 2015 that requires the use of proximity detection systems on all continuous mining machines except fullface machines. MSHA has approved five such systems to be intrinsically safe for use in underground coal mines: (1) Strata Worldwide’s HazardAvert System, (2) Frederick Mining’s Model 200 HazardAvert Detection System, (3) Nautilus International’s Coal-Buddy System, (4) Matrix Design Group’s M3- 1000/Joy Global SmartZone Gen 1 and (5) Matrix Design Group’s IntelliZone/ Joy Global SmartZone Gen 2."

Efficient recovery of titanium from titaniferous magnetite ores continues to be a promising, yet unrealised opportunity, despite significant occurrences of titaniferous magnetite deposits worldwide and the existence of established industrial-scale practices. Current smelting processes only recover iron and vanadium, while the titanium is discarded in the waste slag. These slags are stockpiled and present massive environmental challenges, while still containing value as residual iron, vanadium and titanium. The complex mineralisation of these deposits does not allow for a significant opportunity to separate the titanium and magnetite minerals through normal physical upgrading processes. An upgrading process is therefore required to derive economic value. An efficient process technology could create an opportunity to unlock all three valuable commodities. South Africa’s Bushveld Complex, the largest known deposit of its kind in the world, is known for the high vanadium content but is also associated with relatively high concentrations of titaniferous magnetite. The quality of the Bushveld Complex was one of the drivers for the establishment of the Highveld Steel and Vanadium Company in the mid-1960s. The unfortunate demise of Highveld Steel and Vanadium created an opportunity to review current practices and evaluate the best available process for this complex ore in the context of the three elements of interest. Past and current processes, the nature of these deposits and the potential to recover titanium are assessed to highlight the potential of fluxless smelting of titaniferous magnetite to produce a titania-rich slag as feedstock to the pigment, titanium metal industry in conjunction with recovery of iron and vanadium. Ilmenite smelting practices are proposed as a suitable alternative to achieve the goal, namely sustainable processing. SOVIET RUSSIA reserves must be stupendous. In 1937 I. M. Goubkin placed the reserves of all categories it approximately 48 billion barren which was about twenty billion horn Is in excel:, of all the oil produced in the world since 1857. It is not unlikely in fact it is probable, that these huge stores of petroleum may ultimately be proven to exist within the present boundaries of the U.S.S.R. The size of the country is almost beyond imagination it is 2.7 times as big as the United States. Great sedimentary basins exist in all its different geological provinces, much of which are entirely untested and barely prospected. Oil in commercial quantities is actually produced from formations in every period from the Devonian to the Pleistocene. In the Emba region alone, 300 salt domes are known with an estimate of 700 still to be found. Only 22 of the 300 have been drilled and all showed oil. Of the 22 domes drilled six are now producing. Real2 gross national product (GNP) grew at a seasonally adjusted annual rate of 1.3% in the fourth quarter and at 2.5% for all of 1986, according to the most recent Department of Commerce estimates table 1). The 1986 GNP growth was the lowest since the recession in 1982, and was slightly below the estimate published in the last issue of Minerals and Materials. Barriers to greater economic growth in 1986 included the Federal budget deficit, the trade deficit, reduced energy-sector investment because of low oil prices, and uncertainty over changes in the Federal tax code.3 Major sectors of the economy responsible for the fourth-quarter growth included real Government purchases of goods and services, up $19.9 billion from the third-quarter level; real net exports, up $12.2 billion; real residential investment, up $3.0 billion; and nonresidential fixed investment, up $1.5 billion. The increase in Government purchases of goods and services was attributed to the S25.1 billion rise in net purchases of farm products by the Commodity Credit Corp-oration. Real personal consumption expenditures and inventory investment declined, however. Personal consumption expenditures declined primarily because of reduced motor vehicle purchases. Despite only modest growth during the fourth quarter, the economy improved significantly because of the narrowing of the trade deficit and growing employment (table 2) while maintaining low unemployment and inflation rates. Business sounded an optimistic note, with planned increases in current-dollar capital spending of 0.9% for 1987 compared with a 1.7% decrease in 1986. While it is primarily the nonmanufacturing industries that expect to increase investment from 1986 levels, some manufacturing industries are increasing investment by significant percentages as well, notably the steelmaking and nonferrous metals industries (table 3).

The U.S. economy and, consequently, the demand for minerals grew at more moderate rates in 1995 compared with stronger performances the previous year. Demand for metals such as steel and copper was relatively stable. For example, the decline in steel consumed in motor vehicle manufacturing (reflecting lower vehicle sales) for the first half of 1995 was offset by an increase in steel consumed in construction during the same period. More detailed information on events, trends, and issues in the mineral and material sector Is presented below and in the commodity sections that follow. Overall Performance The value of processed materials of mineral origin produced in the United States during 1995 was estimated to be $395 billion, an increase of almost 10% compared with 1994. The estimated value of U.S. raw nonfuel minerals production in 1995 was $38 billion, about 7% more than in 1994. The value of U.S. minerals production has increased in 30 of the last 35 years.
