(Cleveland Meeting, October, 1912.) UNDER the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been,. that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first. thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. The Domain and Burnley Tunnels, which are major features of the Melbourne City Link Project, are MelbourneÆs first road tunnels. They are 1.6 km and 3.5 km in length respectively and are being constructed through a variety of ground conditions. Deeper sections of the tunnels have been driven through the Silurian mudstone which underlies Melbourne. Other shallower sections of the tunnels pass through a variety of ground conditions including silts, sands, clay and rock and have been constructed using both top-down and bottom-up cut and cover construction techniques. The Yarra River Crossing is a 140 m length of the Domain Tunnel which crosses under the Yarra River on a relatively shallow alignment. The crossing of the river using cut and cover techniques was identified in the early stages of design development as being one of the most challenging stages of the works on the Southern Link. The prevalence of varying geological conditions combined with the need for maintained traffic and stream flow conditions provided a demanding and often conflicting set of criteria for which there appeared to be no one clear solution. A team of designers, constructors, estimators and specialist contractors were involved in a concept evaluation and risk analysis study spanning a period of approximately 12 months. During this study, four concepts were considered as likely contenders. This paper provides a brief outline of the four concepts addressing their relative merits, disadvantages and risks followed by a detailed description of the adopted solution, namely top-down construction using secant pile walling (east bank) and bottom-up in situ construction (west bank).

1. This investigation shows that the most important beds in Claiborne County, from the standpoint of present production and reserves, are the Coal Creek and Jellico. Together, they contain 69 percent of the known recoverable reserves in the county. Reserves in five other beds are tabulated in this report; in order of quantity of reserves, they are: Blue Gem, Lower Pioneer, Pewee, Big Mary, and Rex. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and on 1,800 short tons per acre-foot of coal in place, are estimated to be 60 million tons, as of January 1, 1953. Of this total, 55 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to permit making an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

"Falcon concentrators are enhanced gravity separators designed for concentrating fine and ultrafine slurries. The Falcon UF model is unique in that it is dedicated to beneficiation of ultrafines, one key feature being that it does not make use of any fluidisation water. In a former study, we investigated the physical mechanisms that govern the transport of ultrafine particles (in the range 10 to 80 µm) inside Falcon UF concentrators, and concluded that separation efficiency is governed by differential settling. Initially, we derived and published a predictive model of the partition function under dilute conditions. The present paper proposes an extension of the initial model to concentrated ultrafine suspensions for application to industrial scenarios. The paper discusses how hindered settling has been added into the initial model to account for solid concentration effects. The modified model is tested against experiments carried out with a laboratory scale UF Falcon concentrator from dilute conditions up to 30 vol%. A good agreement between measurements and model predictions is obtained, which confirms that our hypotheses about the physics of separation inside a UF Falcon separator remain valid even at high concentrations.INTRODUCTIONThe Falcon concentrator is a fast spinning bowl that is fed at its centre of rotation. It uses centrifugal force to separate particles that are transported inside a thin liquid film that flows upward along the inclined wall of the bowl (McAlister and Armstrong, 1998). Due to differential settling, dense and coarse particles are concentrated inside the bowl whereas light and fine particles are rejected with the overflow stream. The fast rotation speed of the bowl yields high centrifugal force several hundred times the attraction of Earth. Despite the thinness of the liquid film (between 100 µm and 1 mm with a Falcon L40) where separation takes place, the Falcon concentrator can treat high flowrates (up to 30 L/min). At the bottom of the bowl, an impeller transmits the bowl rotation to the feed, which drains upward by centrifugal force as soon as it hits the base of the spinning bowl (Figure 1)."

Preliminary figures from the US Mine Safety and Health Administration show 801 underground metal mines and 490 surface metal mines, at the end of 1981, up from 663 and 383, respectively, in 1980. Preliminary MASH figures also show 207 underground nonmetal mines and 1070 surface nonmetal mines at the end of 1981, compared with 167 and 1092, respectively, last year. In addition, preliminary MASH figures show there were 14,676 mineral extraction operations on the surface and 3845 underground at the end of 1981, versus 14,951 and 3675, respectively, for last year. The number of mines, then, in three of four categories increased significantly, while having a lower net total of just 2% in the other category. And the number of underground extraction operations increased nearly 5% for the year, while surface operations were down less than 2%. But despite operations totals that mostly held their own or showed significant increases, it was a tough year for the nation's mining industry. The nonferrous segment of the industry had a bad year and 1982 may be no better, according to Business Week (Jan. 11, 1982), which adds that a turnaround is impossible unless the general economy recovers. Even then, with diminishing markets and overcapacity plaguing its products, the mining industry's condition "will be far from robust," the magazine says. The basic problem is that nonferrous metals-aluminum, copper, lead, molybdenum, nickel, and zinc-are tied to the most troubled sectors of the US economy. As recently as 1979, for example, more than 40% of all aluminum shipments went to the construction and transportation industries. Last year, these markets were down to 35% of aluminum shipments. And molybdenum sales to steel producers dropped by nearly 15% last year. Moreover, nonferrous products ended 1981 at disastrously low prices. Molybdenum oxide sold at $8.77/kg ($3.98/lb), half its $17.63/kg ($8/lb) price earlier in 1981 and aluminum was listed at $1.08/kg ($0.49/lb), compared with $1.54/kg ($0.70/lb) a year earlier. The Comex price of copper was $1.54/ kg ($0.70/lb), down from $3.11/kg ($1.41/lb) in early 1980, in real terms the worst copper price in 30 years. Lower prices led operators to cut their output and increase layoffs, shut down mines, and defer capital spending projects. In December, Duval Corp., a Pennzoil Co. subsidiary, shut all four of its US copper mines until March. Aluminum Co. of America had laid off 7.3% of its work force, shut nine of its 38 smelting lines, and entered 1982 operating at only 68% of capacity. Inco Ltd., the Free World's largest nickel producer, lost money in 1981, an estimated $11 million, for the first time since 1932. And, like Falconbridge Nickel Mines and other major nickel producers, had cut back on nickel production and was operating at only 63% of capacity (Forbes, Feb. 15, 1982). Amax, the country's largest molybdenum producer, had cut production by 20%. And Hanna Mining Co. sold lead for $5.07/kg ($2.30/lb), about $1.54/kg ($0.70/lb) below what it cost to produce. Another problem is that copper companies in the next few years must come to terms with problems of aging smelters. Some companies are simply closing them. In 1980, Anaconda closed its 75-year-old Butte, MT, smelter and is shipping concentrates to Japan, rather than modifying the smelter to meet environmental requirements. And oth Phelps Dodge Corp. and Asarco Inc. have antiquated smelters on which they will have to make decisions. The most troubled metal in 1982, Business Week said, will be molybdenum, with no real recovery in sight until the mid-1980s. High molybdenum prices in the late 1970s, caused in part by shortages, triggered overexpansion that will take years for the US market to soak up. On a more upbeat note, 1981 mergers might help stabilize the industry by providing funds for mining companies. Standard Oil Co. (Ohio) said it plans to spend $7 billion on Kennecott during the next 10 years for modernization and expansion. And Atlantic Richfield Co. said it will spend $500 million on Anaconda Copper Co. during the next five years. Another positive note was sounded by T. H. Adams of the United Banks of Colorado Inc. He said he expects the mining industry to experience moderate growth in 1982, led by "interest rate sensitive" demand from energy, electronics, and defense markets. And mining will be helped by "weak, but improved" construction and auto markets. The mining industry will be operating in an economy stronger than 1981, but still relatively sluggish by postwar standards, Adams predicted. Iron Ore Estimated US iron ore production in 1981 was 75.2 Mt (74 million long tons), up 6% from 70.7 Mt (69.6 million long tons) in 1980, though down from the 87.1 Mt (85.7 million long tons) produced in 1979. The mine value of usable iron produced from domestic mines was estimated at $3 billion. US iron ore was produced by 28 companies operating 35 mines, 26 concentration plants, and 16 pelletizing plants. The mines included 34 open pits and one underground mine. Ground instability is among the major causes of serious incidents and production disruptions in the mining industry and has a significant impact on safety. Mining companies may have operations in a number of jurisdictions with varied regulatory requirements for ground control management. As these companies expand into countries where mining regulations are formative or lacking clear definition, ground control practices are usually developed by local mine personnel based on their experience. In many cases, inconsistent procedures and standards are generated, which can lead to an increase in occurrence of underground incidents due to difficulties and confusion in implementation. This situation has forced some mining companies to standardize their ground control practices by geographic regions or divisions. Though this approach is an improvement, it may not lead to effective management of ground control issues across all operations of a global mining company. Barrick Gold Corporation, with operations in North and South America, Australia and Africa, decided to adopt a global approach to ground control management. This global approach requires all Barrick operations to prepare and implement an effective ground control management plan (GCMP) based on site specific conditions and company guidelines. It is also required that the GCMP be developed through application of sound geotechnical engineering practices and be consistent with local regulatory requirements and Barrick safety policies. All Barrick underground operations have GCMPs in place, and its surface operations are now involved in the initiative. This paper presents Barrick?s global approach to underground mine ground control management and outlines the content and process for the development of a GCMP.

The results from three quick methods for the determination of W03 in scheelite ore samples, mill products and concentrates were compared with gravimetric results and tested with standard samples to establish which was the most reliable. Summaries of the methods, two X-Ray fluorescence and one colorimetric, are given. The best method was X-Ray fluorescence, with samples cast as glass discs.

THE National Coal Association held its annual meeting at Cleveland on Nov. 14-16, 1928, having changed the time from the spring to the autumn to avoid conflict with the great number of meetings ordinarily held in the spring. Institute members were \\yell to the fore in its activities, the president, E. C. Mahan (who was reelected for another term!, C. E. Bockus, treasurer, and the secretary, H. L. Gancly, being A. I. M. E. members, as are many of the directors. At the first session, our past president, S. A. Taylor, presented a 1;aper which is reprinted in part herewith. At the Thurs- day session W. D. Brennan presided, Walter Barllum led the discussion on membership, and Otis Mouser led the discussion on taxation. In the afternoon, J. P. Williams, Jr., led the discussion on research. Rembrandt Peale presided at the annual dinner in the evening. At the concluding session on Friday resolutions were adopted, among them one in which the Association "reaffirms its attitude toward proposed Federal legislation affecting the bituminous coal industry by saying that it opposes legislation which would seek to single out this industry for regulatory action. This particularly applies to such bills as S4490."

Its a pleasure to be with you this afternoon and to talk briefly on one of my favorite subjects -- the U.S. sulphur industry. As our Chairman mentioned, I have been associated with the sulphur industry either directly or indirectly for the last twenty years, both on the production side and as a consumer. Sulphur, while unseen and relatively unknown to most people, is like margarine ... that ubiquitous spread ... that is yellow and nearly omnipresent in the industrial world. It is because sulphur, in some form, is required in nearly all aspects of our economy that makes its study so interesting to me as a researcher. An analysis of the sulphur outlook requires examination of such industries as fertilizer, paints and pigments, copper and zinc, uranium, petroleum, chemicals, pulp and paper and textiles - just to name a few. Of course, because its use is so widespread and ever-changing it is difficult to develop and maintain a good understanding of the sulphur industry. It is also a problem to cover the industry in a short discussion and to project its really dynamic nature. Hut, if you will bear with me, I will attempt the task. First of all, let me say that sulphur today is a world commodity and to a large extent moves freely in world trade; nearly a third of the world's sulphur or something over 15 million tons in 1974 entered international trade. However, today our interest is in the current changing sulphur picture in the U.S., with particular emphasis on the western part of the country.

Electromagnetic emissions from electrical devices may interfere with electronic safety systems or other devices in the mining environment. This electromagnetic interference (EMI) may cause unwanted changes in the performance of the affected devices and may cause safety issues for miners. To minimize the risk of EMI, the National Institute for Occupational Safety and Health (NIOSH) has conducted research quantifying the electromagnetic emissions of several types of equipment that might be used in the mining environment. Previous research has shown that welding arcs can give off ultraviolet (UV) emissions, visible light, and infrared (IR) emissions that can cause health problem on skin and eyes. In this study, the electromagnetic emissions of the shielded metal arc welding (SMAW) process were monitored and measured. Several factors including operating mode (AC, DC positive or DC+, DC negative or DC-), current setting (low, medium, high, maximum), and electrode type were investigated to compare their effect on emission level. The test shows that the emission level from the welding process can be affected by those factors. The test data also shows that, among those factors, the operating mode has more influence on emission level than do current setting and electrode type. The information in this paper can be useful for the mining industry to better understand the emission in the 9-kHz to 500-MHz frequency range from a SMAW welder.

The tungsten potentialities of the Combination mine were examined by a mining engineer of the Bureau of Mines in 1947. A report based upon his personal knowledge of the mine and the results of the examination contained recommendations for further investigation. This report presents factual data from Bureau of Mines field investigations begun in August 1947 and continued until December 1948, except for a 5-month recess during the first winter. The Combinat.ion mining property of 52 patented claims and 15 patented mill sites is in the Black Pine mining district, Granite County, Mont., 11 miles northwest of Philipsburg. The altitude in the mine vicinity is approximately 6,500 feet.

To accommodate the large payloads and harsh operating conditions associated with heavy vehicles in the mining industry, off-the-road (OTR) tires are typically used with heavy mining vehicles. These tires have increased abrasion and wear resistance due to their thicker tread, sidewall and bead thicknesses. Given these features, OTR tires are much stiffer than conventional passenger vehicle tires and cannot be mounted to a single-piece rim without damaging the structural integrity of the tire during the mounting process. Therefore, multi-piece wheels are used with OTR tires to facilitate mounting. While these assemblies are necessary, several instances of their failure have been reported to result in injuries or fatalities within the mining workplace. Many of these failures were specifically reported to be caused by the disengagement of the wheel lock ring - a component used to securely engage the assembly during operation. In this study, a threaded-connection locking mechanism has been proposed in place of the traditional lock ring design. The performance of this threaded-connection was numerically evaluated in a pull-out test against a conventional five-piece wheel assembly. The pull-out test was devised as a means of quantifying the engagement ability of each wheel?s locking mechanism. A high degree of modelling accuracy was maintained throughout the analysis by validating the vertical and horizontal static loaddeflection behaviour of the rim model of the five-piece wheel assembly against experimental data. Through validation, the model data were found to be within 10.5 and 4.80 %, for vertical and lateral loaddeflection behaviour, respectively. Results from the pull-out analysis found that the threaded-connection demonstrated a 113 % increase in the force required for disengagement to occur relative to the conventional five-piece design - a force of 9,550 kN in total.

This is an audience, I know, that shares my interest in a subject that is currently getting a lot of attention -the tendency of our Nation to draw increasingly on overseas supplies of certain mineral commodities, and proportionately less on domestic sources for these minerals. That we do obtain substantial quantities of some essential minerals from abroad is easy to demonstrate. That we will continue to do so in the foreseeable future is not in doubt. Uncertainty begins, however, when we try to interpret the significance of these facts. As with many phenomena, their meaning is open to a variety of interpretations.

"This paper focuses on modeling of the scanning laser epitaxy (SLE) process that is currently being investigated and developed at the Georgia Institute of Technology. SLE is a laser-based manufacturing process for the creation of equiaxed, directionally solidified and single-crystal deposits of nickel superalloys onto superalloy substrates through melting and resolidifícation of alloy powders using a scanning laser beam. The thermal modeling of the system, done in a commercial CFD software package, simulates a heat source moving over a powder bed and dynamically adjusts the property values for consolidating CMSX-4 nickel superalloy powder. The associated melting and re-solidification process is modeled using an immediate consolidation approach, and the predicted melt depth is compared with the experimental data obtained. For a given position of the beam, geometrical parameters of the melt pool are used to estimate the resulting microstructure. The influence of the processing parameters on the microstructural evolution is also discussed. Wear and damage during operation limits the lifetime of these components and necessitates the replacement of numerous airfoils within the engines. Due to the high cost of producing SX cast turbine blades, the cost of replacing each blade can be several hundred to several thousand dollars. With each engine containing several hundred blades, the cost to replace all blades can reach hundreds of thousands of dollars. Hence, it is of great interest to develop a process that can restore the single crystal microstructure at the locations of material loss and allow for the blades to be repaired and reused rather than be scrapped and replaced."

The objective of asphalt mix design is to produce a mix with optimal performance using available aggregate stockpiles. Often, this process does not take into consideration aggregate plant stockpile inventories or the cost of aggregate in the mix. This is due to the lack of tools that enable the lab technician or the engineer to optimize the mix for good performance while reducing the cost of aggregate and managing the stockpile inventory levels. The Bailey method provides useful guidance on aggregate gradation selection for optimal performance. This work presents a linear programming model of the asphalt mix design problem. The algorithm is implemented in MATLAB as an Asphalt Mix Design Optimization (AMIDO) program. The program is successfully validated with real-life data. The results show that AMIDO can be used to successfully produce any mix design with known Bailey method ratios. Also, RAP can be included in a design easily by making use of the Bailey method ratios and AMIDO. This work improves the state-of-the-art in asphalt mix design for dense graded mixes and could potentially be modified for other mixes.

The subject of haulage and heisting hazards is one that merits the attention of everyone engaged in mining. The purpose of this circular is to the importance of such hazards as are shown by Bureau of Mines accident figures, to give some examples of recent accidents and briefly analyze the immediate contributing causes, and to discuss some general means found by metal- and coal-mining companies to minimize those hazards. Haulage and hoisting accidents collectively constitute the second most common cause of accidents in and about coal mines and the third most common cause in and about metal mines. In both these types of mines falls of ground cause more accidents than haulage, and in metal mines falls of persons in raises and similar openings also exceed haulage accidents in number.

Rocks show a variety of engineering and physical properties that affect typical quarry operation such as diamond wire cutting in the marble quarry. The physical and mechanical properties of rocks depend on their mineralogical and petrographical characteristics. The purpose of this study is to investigate the effects of mineralogical and petrographical properties of a rock, such as grain size and mineral content, and how these affect the wearing of diamond bead and cutting rate in a diamond wire cutting operation in a marble quarry. Statistical analysis is used to carry out the study. Three different rock types were examined, namely, hard rock (andesite) and softer rocks like limestone and marble. The study revealed that the mineralogical and petrographical properties of the rocks, such as percentage of quartz, biotite, plagioclase, matrix minerals, and opaque minerals, are important. In addition, the grain size of quartz and plagioclase in andesitic rocks and calcite grain size for carbonate rocks significantly influenced the wear rate and cutting rate in diamond wire cutting operations.

The Department of Interior, U.S. Bureau of Mines performs the task of estimating the quantity of coal reserves existing in each state on a county by county basis. As a part of Information Circular 8655, the Bureau of Mines established the criteria for the uniform estimations of coal reserves and listed the most recent estimates of coal reserves by county and by seam. At the same time however, the Bureau recognized that these figures represented the upper bound with regard to the estimated actually usable or obtainable reserves. Recovery of these reserves are subject to the mining methods used and to the resolution of such problems as the use of poor quality coal and competition provided by conflicting land use. These problems, in practice restrict the recovery of the estimated quantities of coal reserves listed in IC 8655. Another impact, the subject of this manual, is the impact resulting from previous mining activities. In particular, many of the reserve seams included in the reserve estimates overlie or underlie mined-out coal beds. Portions of these reserve seams may therefore be unmineable or at best may have a reduced quantity of extractable coal. In order to improve the accuracy of the coal reserve base estimates, the Bureau of Mines funded an effort1 to develop a systematic methodology for estimating the coal loss associated with the impact of previous mining activity. The coal loss calculation model (CLCM) described in this manual is a result of that effort and addresses the percentage of coal loss in reserve seams due to previous overmining or undermining.

"Abstract — Systematic characterization of the mineralogy of massive sulfide ore deposits can provide valuable insights into ore genesis and metallurgical processing that would not be apparent otherwise. We describe a method wherein (1) normative mineral abundances are calculated from whole-rock chemical assays using an algorithm, (2) the results are cast in block models, (3) the results are then verified with automated image analysis of a subset of samples prepared as grain mounts by backscattered electron imaging and X-ray mapping on a scanning electron microscope, and (4) those verified results are integrated with textural data determined by optical microscopy.The technique is applied to the magmatic Ni-Cu-Co sulfides of the Ovoid orebody, based on geochemical assays of 3175 whole-rock samples. Three principal ore zones are defined in the Ovoid. Type I ore occurs in the center of the deposit; it is magnetite-rich and pyrrhotite-poor with intermediate contents of pentlandite and chalcopyrite. Type II ore surrounds Type I ore and is pentlanditechalcopyrite- rich with intermediate contents of pyrrhotite and magnetite. Type III ore occurs at the base and along the outer periphery of the northern part of the orebody; it is pyrrhotite-rich and chalcopyrite- poor with an intermediate content of pentlandite, and a low-to-intermediate content of magnetite."

[Available statistics show that the demands of the American chemical industry for sodium sulphate have been increasing slightly in recent years. The supply from domestic sources, particularly in the form of byproduct salt cake from the acid manufacturers, has been tending to decease due to the growing manufacture of synthetic acid. Both hydrochloric and nitric acids are being synthesized from their elements. The natural result has been that a smaller amount of salt cake is available. Simultaneously, the expansion of the Kraft-paper industry, especially in Lie South, has brought about greater demand for sodium sulphate in that section. This demand is being met by domestic byproduct salt cake, by imported German sodium sulphate made from potash waste liquors, and by favorably situated domestic deposits of Glauber salts and tile anhydrous salt, thenardite.
