This paper presents various design and construction considerations involved in developing an underwater installation of lined, large diameter shafts not known to have been previously accomplished for the diameter size, depth or ground conditions identified with the Seabrook Power Station. Outlined approach provides for driving tunnels independent of shaft sinking operation, permits the use of prefabricated shaft lining and incorporates a safe dry tap method for connecting the shafts to the tunnels. INTRODUCTION The Seabrook Power Station, located two miles inland from the Atlantic Ocean, at Seabrook, New Hampshire, is a two unit, nuclear powered, electric generating plant, each unit having a capacity of 1150 megawatts (electric). Typical to all steam driven generators is the requirement for large quantities of water. Requirements for the Seabrook Plant will be met by intaking and discharging approximately 850,000 gpm of ocean water at a considerable distance from the shore line in water depths that render the environmental impact inconsequential. Obtaining, conveying and discharging such large quantities of water represents a major undertaking, particularly under today's environmental controls. Tunnels are well suited to reducing the environmental impact at the Seabrook site by conveying the water about 250 feet deep under the salt marsh (a valuable ecological feature) and under the beach well out into the ocean without any noticeable ground surface disturbance. Probably Pittsburgh, through the advantages derived from its almost inexhaustible supply of natural gas, has made a more wide-spread success in this direction than any other city. The U.S. Bureau of Mines, Tuscaloosa Research Center, is conducting a review of the usage of different types of refractories, the current industrial practices to recycle/dispose of spent refractories, and the concerns associated with these practices. This information will serve as the technical basis for initiating a research program to recycle or find alternate uses for spent refractory materials. Approximately 1.6 million metric tons of clay based and 1.2 million metric tons of non-clay based refractory materials were manufactured in the United States in 1992 alone, representing a value of almost 2 billion dollars. Landfill has been and remains the disposal means of choice. Issues such as environmental regulations, concerns over landfill disposal, future liability, and product stewardship programs have brought about increased emphasis for recycling or alternate material use. Information on refractory consumption and the issues associated with recycling or disposing of used materials will be discussed, including current recycling practices.

This morning I would like to speak to you about an area of chemistry that is enjoying a revival-organometallic compounds. This renewed interest, principally stimulated by defense needs, has already created new markets for the products of the mineral industry. Although the consumption of metals in these new products is modest at oresent, several hold promise of importance. Because this is a new and growing market, I am sure the Council of Economics is aware of many of its facets and is interested in new developments. Of course, the chemical industry has been a significant consumer of minerals for many years. I estimate that in 1957 the chemical-industry purchased a total of $1175 million worth of minerals as raw materials (not including fuels). A mineral deposit has been discovered and explored sufficiently to establish the presence of ore in ?commercially marketable quantities," This is the point at which exploration ends and development begins, Of course, when the presence of commercially marketable quantities of ore are thought to be present the deposit had to be evaluated before this decision could be reached. If, on the other hand, it was thought that commercially marketable quantities of ore are not present, either more exploration has to be done or the project must be abandoned. It is this decision with which this paper is concerned, more particularly, the influencing factors behind this decision. The final question to be answered is: what profit can my company reasonably expect to make by developing this property and putting it into production? The answer must be expressed as a figure for final profit per ton, money which can be used to pay dividends or to build up cash reserves. Some acquisition cost has probably been paid and the exploration cost incurred at the time of decision, (abandonment or development). In addition to returning these acquisition and exploration costs, the deposit must pay development, mining, milling, capital expense of new plants and equipment, taxes, and various other related costs.

Abstract-Narrow veins are an important world-wide source of silver, tin, uranium and particularly gold. To potential financiers, this style of mineralization is viewed as high risk because of the often relatively small resource involved and high cost of estimation. In many cases diamond core drilling will not enable resource estimation beyond the inferred and indicated categories. Exploratory underground development is required to define measured resources. The definition of geological and grade continuity are major factors in narrow vein assessment. A measured resource must be based on strong geological and grade continuities. Narrow veins, generally less than 3 m wide, are complex geological phenomena, which commonly display unpredictable geometry and grade distribution. Variations in structural continuity, dip, strike, width, mineralogy and specific gravity are common. Veins may be composite, with ore-grade mineralization restricted to a specific structural domain. Branches, intersections and braided zones are common features. Potentially high-grade zones are often localized within ore shoots, which are surrounded by barren/low-grade regions. Resources must be determined as closely as possible to reality and reflect the distribution of the commodity in the rock. Estimation has three main requirements: (1) geological study to determine orebody nature; (2) estimation of tonnage and grade, and (3) the presentation of this information using a classification that is clear, unambiguous and bankable. Estimation methods employed are either classical or geostatistical; however, classical methods are often used because of the difficulties in applying geostatistics. Grades generally show a strong positively skewed distribution testifying the presence of high-grade values. Problems exist in the applicability of cutting outlier values risking over- or underestimation of grade. It is generally believed that where resource estimates are in error, poor geological control is usually the cause. Overestimation can lead to the closure of a mine through lost revenue and capital. An understated estimate can result in an opportunity missed for profit and/or greater economies of scale. Definition of reserves involves the consideration of economic and engineering data, to decide which part of the resource is economically mineable. Geology plays a similarly important role at this stage in the assessment of likely mining method, dilution, recovery etc. Throughout resource/reserve estimation, it is crucial that the amount and quality of the data and the geologist’s experience are relevant. The impact of geological understanding on estimation is often undervalued or assumed to be of lesser importance than finding grades and tonnages. This paper discusses the geology of narrow vein deposits and the importance of geology in their evaluation.

THE second blast furnace of the Azov steel mill was blown in on Feb. 17, says the Economic Review of the Soviet Union. This furnace, the 111th in the U. S. S. R., has a volume of 930 cubic meters, and a daily output of 775 tons of pig iron. The 1934 program at the Azov plant includes three 250-ton-open-hearth furnaces, two coke-oven batteries, a repair shop, mine and agglomeration plant at Gamysh-Burum, and two ports, one at the latter town and one at Mariupol. On Feb. 21 the sixth open-hearth furnace of the Stalinsk (Kuznetsk) mill started operations; on Feb. 12 the fourth open-hearth furnace at the Liebknecht mill at Dniepropetrovsk, produced its, first steel, 47 tons of high-grade boring steel. The conventional short-time tensile test provides a reliable means of predicting the sustained load-carrying capacity of steels only when the temperature is such that continuous plastic flow does not occur. At elevated temperatures, stresses considerably less than the short-time rupture value may produce continuous flow, with fracture occurring only after long periods of time. The amount of flow or creep accompanying failure varies for different steels, and depends, to a large extent, on the temperature and the duration of the test. Service records of cracking stills, steam superheaters and high-temperature boilers have shown that brittle fractures sometimes occur with little or no warning. In installations of this type, localized stresses are often encountered, and steels must be capable of withstanding a certain amount of deformation without fracture. The sustained-load rupture test determines the expected life and corresponding ductility of steels at various stresses and temperatures. It also yields additional information regarding the effect of micro-structure and metallurgical stability on the high-temperature properties. Present Status of Sustained-load Rupture Test The sustained-load rupture test conducted at elevated temperatures is not entirely new. Dr. Zay Jeffriesl presented in 1919 the results of a large number of rupture tests made on copper, iron and tungsten. These tests were made with various strain rates and at temperatures ranging from the boiling point of liquid air to 1000° C. At that time he observed the interesting phenomenon characteristic of metals, that a temperature exists below which a metal is ductile and breaks with a transcrystalline fracture (through the grain) and above which the metal is brittle and breaks with an intergranular fracture (through the grain boundaries). He observed that this temperature varied with the testing speed, and that a minimum temperature, slightly above the recrystallization temperature, existed at which the cohesion of the grains themselves was

Field load tests on deep slurry stabilized bored piles have shown that end bearing resistance was unreliable due to soft toe conditions caused by debris accumulation at the bottom of the hole during pile installation. This is true whether bentonite or polymer slurry was used. Skin friction resistance was less affected by the slurry and is more reliable. A design strategy is proposed which ensures that an adequate factor of safety against the ultimate shaft resistance is maintained for any chosen design working load, such that a pile settlement of 12mm would not be exceeded.

ONE of the fundamental principles of efficiency is the use of adequate and permanent records. The rapid increase in the manufacture and use of recording pryometers is a proof of the appreciation of efficiency principles on the part of the manufacturers engaged in the various technical industries. Where recording pyrometers are not employed in an industry in which temperature measurements are necessary, one will generally find that a printed form is used upon which is written, periodically, the temperatures measured by an indicating instrument. It is no serious condemnation of the workman to state that such records are often "doctored," but it is rather a reflection upon the executive who puts such temptation in the way of a workman. One of the well-known "tricks of the trade" is to "force." a furnace so that it will be at the proper temperature during the periodic trips of the foreman or other official. Indicating instruments and recorders may be used together to great advantage. The recorder furnishes .a printed record and a check upon the operator of the furnace, and a record of value in correlating properties of the finished product with the heat treatment. The indicator should be of assistance to the operator in controlling the furnace or oven. Modern practice requires a temperature-recording instrument that is as simple as possible, rugged, reliable, and sufficiently accurate. Of these qualifications reliability is paramount, particularly in cases where the recorder is used for controlling the temperature automatically. By a reliable instrument is meant one that will run continuously with little attention and with a consistent degree of accuracy. That is, if it is in error by 5 per cent. one day, it must be in error by a like amount on any other clay, and not by 2 per cent. or 10 per cent. The earlier forms of recorders were complex and delicate, or mechanically unsatisfactory and inaccurate, and required considerable attention to keep them in operation. Within the past few years, however, the development in the manufacture of temperature recording devices has been highly satisfactory and many excellent instruments are now available. .

The primary objective of the structural geology portion of the Kennecott Copper Corporation-U. S. Bureau of Mines Pit Slope Stability Study was to determine the attitude, geometry, and spatial distribution of geologic structures of the west wall of the Kimbley Pit for use in designing a maximum stable slope for the pit. A corollary objective was to develop and refine techniques for collecting and analyzing geologic structural data with emphasis on numerical methods that could be integrated with other aspects of pit design. Surface mapping techniques used were a modification of conventional joint set mapping and a detailed linear sampling method. For subsurface investigations both oriented core and a borehole camera were used. It was determined that the major faults in the area were favorably oriented for mining a steep stable slope. The jointing or natural fracturing, although complex, was not random in attitude and consisted of several persistent fracture sets and a number of secondary sets. The attitude of the persistent fracture sets was favorable for steeper slope angles, and these attitudes were used in the design considerations. There was no significant difference between the attitude of the fracture sets determined from the former and new slope face.

COMMENCEMENT exercises this year have a peculiar significance because the graduating students are entering upon their life's work at the most critical time in the history of the United States. We are engaged in a great struggle the outcome of which is none too clear even to the best informed students of international affairs. We are starting late in a vicious world conflict where it is generally recognized that our adversaries have distinct superiority over us in armament on the land, on the sea, and in the air. We have the gigantic task of building up our armed forces and armament and at the same time supplying our allies with equipment which they must have. We can do this job if we are given sufficient time, but there is a possibility that the war will be over before we are ready. Few realize the seriousness of this situation. If this fight is to be won-and we dare not try to visualize the future of this country if it is lost-all dissension and bickering between Congress, capital, labor, and agriculture must cease. When and where voluntary co-operation proves inadequate for the successful conduct of the war effort, laws must be enacted or strengthened to achieve our purpose.

Less than 100 years ago the first major federal regulatory agency, the Interstate Commerce Commission was established (in 1887), and since that time literally hundreds of other federal agencies have been created. The regulations set by these agencies tremendously affect the individual citizens of this country as well as U.S. institutions. A few examples of the myriad agencies established include the Food and Drug Administration. (1907), the Bureau of Mines (1910), the Federal Reserve System (1913), the Federal Trade Commission (1914), the Tennessee Valley Authority (1933), the Securities and Exchange Commission (1934), the National Labor Relations Board (1935), the Small Business Administration (1953), the Federal Maritime Commission (1961), the Equal Employment Opportunity Commission (1965), the Farm Credit Administration (1971), etc., etc. Eight years ago, on December 2, 1970, still another federal agency was established by the reorganization plan of President Nixon -- the Environmental Protection Agency (EPA). The Administrator of EPA was given authority to regulate certain activities affecting the environ-ment, which were formerly within the jurisdiction of the Department of Interior, the Department of Health, Education and Welfare, the Federal Radiation Council, the Atomic Energy Commission, the Department of Agriculture, etc. Within weeks after the formation of this Agency, Congress began to enact legislation which would be administered by EPA. Over the last eight years a considerable number of such laws have been passed, a few of which include: the Clean Air Act (1970), the Noise Control Act (1972), the Federal Water Pollution Control Act (1972), the Marine Protection, Research, and Sanctuaries Act (1972), the Federal Insecticide, Fungicide and Rodenticide Act (1973), the Safe Drinking Water Act (1974), the Toxic Substances Control Act (1976), the Resource Conservation and Recovery Act (1976), the Clean Air Act Amendments of 1977, etc. It may be helpful to review, in a summary fashion, the major provisions in some of these statutes, and accompanying regulations, as they relate to water quality control in the mining industry. The Safe Drinking Water Act and the Federal Water Pollution Control Act contain provisions to be examined, as well as the Resource Conservation and Recovery Act and the Toxic Substances Control Act. One other law, the Surface Mining Control and Reclamation Act (1977), is not administered by EPA although it does contain many provisions related to environmental control, and it will also be dis-cussed because of its importance to the mining community.

It is a great honour and privilege to be here in this distinguished company of the outstanding men in the mining industry and the political life of Canada. I fully recognize that I am so honoured as a symbol of the combination of American and Canadian leaders in industry who are partners in the sponsor-ship of the Quebec-Labrador iron-ore mining development which we are undertaking, and as such I want to express our great appreciation of the co-operation and assistance we have met on every hand in Canada, and the genuine friendliness and never-failing courtesy which we are always accorded. We are quite aware that it springs primarily from the very high regard in which our partner and sponsor, Jules Timmins, and our other Canadian associates are held. Their high standing among you is well known and we quite naturally fall heir to the benefits of the great esteem in which you hold them. Jules Timmins and his long-time associate, John Knox, were the original inspiration for our participation in this venture. It was their enthusiasm and vision which caught our interest and led to our joining with them in the years of exploration and search which have brought us to the threshold of this great development where we stand today. So much has been written of the details of our exploration and plans for future development that it would bore you for me to review them further here, but there is a phase of this development, and an extremely important phase of it, which I think has passed almost unnoticed and which it may be well worth while for me to bring to your attention this evening.

This summary of international mineral exploration activities for 2012 draws upon information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities performed by the mineral industry. Three sources of information are reported and analyzed in this annual review of international exploration for 2012: 1) budgetary statistics expressed in U.S. nominal dollars provided by SNL Metals Economics Group (MEG) of Halifax, Nova Scotia; 2) regional and site-specific exploration activities that took place in 2012 as compiled by the USGS and 3) regional events including economic, social and political conditions that affected exploration activities, which were derived from published sources and unpublished discussions with USGS and industry specialists.

Background: A cross-sectional study was conducted in November2001 to establish the prevalence rates of Human Immunodeficiency Virus (HIV) and sexually transmitted infections (STIs) (Chlamydia trachomatis and Neisseria gonorrhoea) in a coalmining town in Mpumalanga. Methods: 155 adults were recruited (79 males and 76 females), by holding community meetings, and by door-to-door recruitment. Saliva and urine specimens were collected for the analysis of HIV and STI prevalence, respectively. Results: The mean age for males was 31.35 years (min = 19 yrs and max = 50 yrs) and the mean age of the female participants was31.90 years (min = 17 yrs, max = 49 yrs). The prevalence of HIV was found to be 22.78% [95% CI (14.09?33.59)] in the males vs. 47.37%[95% CI (35.79?55.16)] in the females, [p = 0.001, OR = 3.05, 95%CI(1.49?6.26)]. The prevalence of C. trachomatis was 7.90% [95% CI(2.95?16.39)] in the males vs. 12.86% [95% CI (6.05?23.00)] in the females, p = 0.324. The prevalence of N. gonorrhoea was 3.79%[95% CI (0.79?1.08)] in the males vs. 9.86% [95% CI (4.06?19.26)]in the females, p = 0.137. HIV was significantly associated with C. trachomatis, [p = 0.032, OR = 3.18, 95% CI (1.04?9.72)], but was not significant when stratified by gender. HIV was not significantly associated with N. gonorrhoea (p = 0.072) but it was significantly associated when stratified by gender, p = 0.001 for females. There were no significant associations between HIV and age (p = 0.408), even upon stratification by gender. Conclusions: HIV prevalence in this community is high, and corresponds to national figures. However, the prevalence of STIs is surprisingly low as it would be expected to be high in a migrant population. Although communities are exposed to expanding peer-education activities that encourage behaviour change, the prevalence of HIV in this group. Mintek has developed a non-destructive Resin-in-Leach method for the recovery of Rare Earth Elements (REE) from phosphogypsum (PG) waste dumps. However, PG from different sources was found to be highly variable in terms of REE recovery and physical properties. Development of a pre-treatment process was initiated to improve the robustness of the current REE recovery process in order to render it effective for any type of PG. Extensive research into the mineralogy of REE associations with PG revealed that the majority of REE are trapped inside phosphogypsum clusters which inhibits their recovery. Hydrothermal treatment of PG-containing slurry was found to result in re-crystallisation of gypsum with the release of REE phases encapsulated in it. This process was tested on various PG samples and subsequent REE recoveries improved from 5 to 80%. This approach carries a large potential for unlocking value associated with gypsum dumps worldwide.
