Globalization creates investment opportunities for enterprises around the world. Attracting foreign investment has been a key challenge for economic growth in developing countries. Corruption, political instability, armed conflict, and other internal problems affect foreign direct investment (FDI) inflows negatively. A framework of criteria provides a basis for comparing non-commercial risk (NCR) among twenty-three mineral economies. Countries competing for foreign direct investment inflows are ranked from least to most risky. This study compares Inward FDI Performance Index (IND) with NCR ratings in developing countries and shows that risk is increasingly mitigated by means of appropriately structured insurance. Given the option for countries with similar mineral potential, investors will generally invest in the country that offers lower non-commercial risk. (Read at the Wilkes-Barre Meeting, May, 1877.) THESE furnaces are of the ordinary Siemens type, and present no special peculiarities of construction. The bed of each is 8 feet by 20 feet clear inside of the walls and ports. The producers are placed at a distance of about 200 feet from the furnaces, and the gas is collected in an iron tube and led across the yard overhead. It then drops underground into the gas flue, and is distributed to the furnaces. A considerable weight of floor-plates over the valve-pits is included in account 39, but none of the general stock of floor-plates for the mill were charged to the furnaces. In Table No. 1 is shown the money cost of the furnaces as distributed to the several accounts named. In Table 2 is shown the proportion of each account due to each of the several items or classes of expenditure named.

? The economic health and national security of the U.S. depends on the continued availability of, and access to, reliable and affordable energy and mineral resources. However, America is hindered by a costly, inefficient and often redundant regulatory structure that thwarts domestic investment, expansion and job creation. The annual cost of federal regulations in the U.S. increased to more than $1.75 trillion in 2008; averaging $8000 per employee.(The Impact of Regulatory Costs on Small Finns, SBA, 2010) ? The complexity, uncertainty and delays within the current permitting system places the U.S. at a competitive disadvantage with many other countries that have both abundant mineral resources and a more welcoming business and regulatory climate. As a result, American and international mining companies often move overseas or across borders to invest capital, create local employment, and produce the critical minerals America must then import at higher cost, while sacrificing employment and economic stimulus. ? "Tests were conducted on instrumented plates cast in the Abex Experimental Foundry to compare recorded solidification histories with results computed for corresponding models simulated with the C.A.S.T. program. The first plate was cast of low alloy steel and the second of carbon steel with a graphite chill at one end. Both were cast in molds of bonded silica sand. Temperature histories were recorded in the castings, molds and chill. Exceptionally good agreement was achieved between computed and experimental data. Other investigators will find the results useful as a benchmark against which they can compare the results of their own calculations.IntroductionSince the early 1970's our foundry engineers have used both two- and three-dimensional versions of the G.A.S.T. program to gain knowledge of the solidification process [1,2,3]. Study of the computed data gave insight as to how the rigging and risering of specific castings might be changed or adjusted to improve quality and yield. New schemes based on such analyses were then recommended for implementation on the foundry floor. The degree of success of the new practice was subsequently evaluated after the part had been poured, shaken out and examined. Similar conditions were noted in the sectioned castings whenever porosity and voids had been predicted by the computations. Appropriate modifications, when found successful in the model, were applied to the process. This led to a reduction, if not complete elimination, of the defects. Such results gave credence to the use of these programs as an aid in the production of better castings.Earlier investigations on simple shapes revealed excellent correlation between output derived with the G.A.S.T. program and exact solutions. Results also compared favorably with data calculated using other codes as reported in the literature [4] and summarized in the Appendix. However, since the computer program had not been verified by direct experiment, it was decided to run instrumented tests to check the theoretical predictions with actual measurements."

This report is the 23d in a series summarizing research and technologic work by the Federal Bureau of Mines on coal and related investigations; it is the fifth report to be issued on a calendar-year basis.2/ Publications by Bureau personnel in 1958 are cited;3/ in addition work in progress during the year is briefly described. To conserve our reserves of coal the Bureau of Mines conducts a program concerned with the development of fundamental information on coal characteristics and behavior, and the improvement of technology related to its production and utilization. The ability to anticipate and meet future demands for coal depends on a number of factors: (1) Knowledge of reserves from a stand- point of both quantity and quality; (2) the development of improved mining methods, health and safety measures, and preparation techniques that will insure its most efficient exploitation; and (3) knowledge of the controlling factors in efficient use of coal in combustion, carbonization, gasification, direct and indirect hydrogenation, and other new processes. The Drainage Services Department (DSD) of the Hong Kong SAR Government commissioned the design and construction of the West Kowloon Drainage Improvement, Stage 2, Phase 2, Kai Tak Transfer Scheme (KTTS) project in 2000 to relieve potential flooding in Mong Kok caused by the insufficient capacity of the existing storm water drainage system. The KTTS involves construction of a 1.5km,4.4m drainage tunnel and a 450m long box culvert, running from Waterloo Road near Hereford Road to the existing Kai Tak Nullah in San Po Kong. This paper describes the design and construction of; the bored tunnel through both hard rock and soft ground using a slurry Tunnel Boring Machine (TBM), six associated access shafts, a connection structure at Waterloo Road and the box culvert connecting the bored tunnel to the outfall at Kai Tak nullah. Details will be provided on the contractor’s alternative designs adopted during the contract including the use of fibre reinforced shotcrete as one-pass temporary and permanent support for three of the shafts and modifications to the Engineer’s design for the box culvert structure.

Drilling automation technology is well advanced and automated drill rigs are in use at a number of operating mines. This is not the case for the other drill and blast processes due to significant technical challenges to overcome. These challenges, with regard to the current “on bench” practices, include placing the initiators, loading the explosive and connecting up the initiation system. Although difficult, these challenges will be solved with engineering advances.

The Bureau of Mines has investigated the problem of radioactive contamination using nuclear explosives to fracture petroleum reservoirs in an attempt to stimulate production. It was concluded that some contamination of petroleum products will almost certainly occur. However) the degree of contamination cannot be predicted except by a full-scale experiment) since simulating the problem in the laboratory is economically impossible because of the extremely high temperatures and pressures that must be reached in extremely short time intervals if a reasonable analog is to result.

Mining faces many environmental, social and regulatory liabilities of which water management is just one. Others include site rehabilitation, carbon emissions, biodiversity offsets, strategic cropping land, subsidence, and noise and dust generation. Management of these liabilities is commonly seen as a cost of doing business and each is often independently addressed, bypassing the opportunity to reduce costs through integrated approaches. Furthermore, approaches to dealing with these liabilities tend to be constrained by a prevailing culture of engineered solutions and lack of appreciation of risk associated with alternative and hybrid alternative-engineered solutions. Suboptimal outcomes can also be reinforced by rigid regulatory constraints. While the cost of addressing operational liabilities may be a small proportion of overall mine management costs, failure to do so effectively may influence social licence to operate and, as recently demonstrated by the decision of the NSW Land and Environment Court to block expansion of the Warkworth Mine near Singleton, absolute licence to operate.Integration of environmental, social and regulatory liabilities with value-creating and risk-reduction opportunities such as beneficial water use, carbon bio-sequestration, habitat connectivity, keyline farming, improved grazing design and management systems, windbreaks and visual screens, presents opportunities to reduce risk and create value. This potential may achieve overall improved outcomes in both economic and non-economic mine performance criteria.Two case studies in beneficial use of waste water from the mining and coal seam gas (CSG) sectors (which operate under different legislation) will be used to illustrate the potential to address mine development, operational and closure liabilities by understanding opportunities to reduce risk and create value through a holistic water management framework. The technical requirements and alternative approaches to beneficial use of mine water are addressed, along with the direct economic benefits for mine operational costs and opportunities to positively engage communities and build resilience into social licence to operate. Processing of dolomitic phosphate ores remains one of the most challenging problems in phosphate ore beneficiation. The beneficiation plant at Jhamarkotra in Rajasthan, India for example is currently using a conventional double stage flotation process which involves first a fatty acids flotation to produce a combined dolomite-apatite concentrate (bulk concentrate) from associated silicate gangue. Dolomite is then separated from this bulk concentrate by flotation with fatty acids collectors and depressing apatite with phosphoric acid and sulphuric acid. This process requires addition of large dosages of reagents (H3PO4 and H2SO4) to depress apatite and to maintain highly acidic pH during flotation. Furthermore several cleaning and scavenging stages are needed to obtain the product of desired quality. We have developed and employed a molecular modelling based methodology of designing selective reagents for apatite-dolomite separation. We have been able to take into ac-count the differences in the distribution of calcium cations on these two surfaces in our design and hence develop novel phosphonic acid based depressants for apatite-dolomite separation with con-ventional fatty acids as flotation collectors. We have demonstrated the utility and power of molecular modelling based reagents design approach through this work on beneficiation of Jhamarkotra dolomitic phosphate ore using our novel phosphonic acids based depressants at pH?s close to natural pH. It was possible to reduce the MgO content of the ore from as high as 13.3 % to 1.5% in a single stage flotation. Our flotation separation results on Jhamarkotra ore with these new phosphonic acids based tailor-made depressants for apatite-dolomite flotation separation are discussed in this paper along with results of corresponding molecular modelling computations on the same system.

Molten Salt electrolytic processes offer unique opportunities to extract and refine metals where gaseous or metallothermic reduction, hydro metallurgical extraction and aqueous electrolytic methods are thermodynamically constrained. Production of aluminum and magnesium by molten salt electrolysis are well known commercial processes. Several other reactive metals, such as lanthanides and actinides, as well as beryllium and calcium, make use of molten salt processing for extraction and refining. This presentation describes the science of molten salt chemistry and electrochemistry for winning and refining of several metals. In addition, recovery of metals from waste process salts by molten salt reduction as well as oxidation have been discussed. Material issues in design of molten salt reactors have been included. Various applications have been presented through case studies. Experimental data have been included to justify the suitability as well as limitations of these specific processes.

Faced with rapid growth that strained their current water supply capabilities, the Somerset Water Service in Somerset, KY decided to construct a new intake structure on the shore of Lake Cumberland. With an existing intake structure within 200', very hard limestone geology with calcite geodes, and lake level fluctuations as high as 50 ' ,this project posed many challenges. The following paper discusses how mechanical excavation techniques were used to overcome these obstacles.

"During the early summer of 1989, Ontario Hydro removed a concrete portion of the North Channel Dam at Crystal Falls Generating Station by blasting and excavating in marine conditions. Because of the severity of underwater blasting and because the site was in close proximity to the replacement dam, there was concern that hydraulic shock waves generated by the detonation could damage either the new dam or its control structures. This paper examines the data associated with the hydraulic shock waves generated by underwater blasting, and studies the effectiveness of an air curtain in reducing the peak pressures. In previous trials using the air curtain technique, a rule-of-thumb factor was used to estimate that only 10% of the original pressure pulse would propagate across the air curtain. However, this value had little basis in theory. A theoretical formulation of the problem by Karney in 1989 indicated a provisional value of 0.18 for this factor, but was heavily dependent on confirmation from in-field testing. Data provided by Ontario Hydro from an actual blasting procedure indicate that a more conservative value of 0.32 may be more appropriate. Thus.although the air curtain did provide considerable reduction of peak pressures, the data at Crystal Falls indicates its performance was below the anticipated level. However, due to problems with the instrumentation and some inconsistencies in the resulting data. it is recommended that this value be further refined as additional data become available."

Continuous miners (CM) are the most popular underground mining machinery in soft rock mining, playing a dominant role in the production of minerals ranging from coal to evaporites while finding increasing use in salt and potash mines. Along with the ongoing technological advancements in the mining industry and the underground equipment, new generation of CMs offer several new features that are designed to enhance their operational capabilities and production rate. In addition to new bits and bit holders, one of the areas of improvement is the cutterhead design through computer modeling and simulation based on the full scale cutting tests. This paper discusses the state-of the-art CM technology and development of the computer models for design analysis and performance estimation of CMs. The general approach used in the modeling, along with the results of field trials for several projects will be presented.

There are few data on the composition of discard coal in South Africa, and no overall view of the discards for the entire industry. As a result of work on coal qualities in South Africa, a database was established which enabled a good estimate to be made of the composition of the discard from every mine. The data are presented in the form of histograms of ash, volatile matter and fixed carbon content of the 43 million tons of material which were discarded in 1990. The results are discussed in terms of the closeness of the composition of much of the discard material to presently used power station coal. It is concluded that it is mainly developments in equipment, particularly fluidized bed boilers, which inhibit the wider use of discard coal. However, other factors must be noted, including the relatively high sulphur content of the discards, and the fact that even with the most careful storage the material ages and may become unusable after about 15 years.

The derivations of three methods of computing the static pressure gradients in natural gas wells have been presented to show the assumptions made. Charts were developed from which the pressure gradients may be read when the well-head pressure, the well fluid gravity, depth, and the average well temperature are given. A chart for estimating the well fluid gravity from the condensate content and separator gas gravity is included. The effect of the increased average well temperature after flow on the calculation of the static pressure gradient is discussed. Introduction Reservoir pressures have been calculated from well-head pressures for gas wells for many years. As the pressure measurements become more accurate, the need for a reliable calculation of the static pressure gradient often arises. This paper will develop the several methods for computing the pressure gradient in gas wells and make a comparison between them. The method of calculating static pressure gradients in common use is Eq. I (ref. I) or its counterpart which includes a factor for the deviation of the gas from the ideal gas law. This paper presents the use of queuing theory in truck fleet sizing in open pit mining operations. In the first part, a methodology is developed by which an optimal ratio between the size of shovels and trucks may be determined. The second part gives the fundamentals of the queuing theory and its application in analyzing shovel and trucks. The stochastic character of involved times (loading, truck cycle, etc.) is taken into consideration. Using the above theory, the optimal truck fleet size in actual conditions may be estimated. Minimal operating cost of the working system (shovels-trucks) represents the basic requirement of the analyzed process. The methodology was validated on Caterpillar front-shovel ? truck combinations.

How often does one hear that a recent feasibility study was not a success? Alternatively, when scope of the feasibility study was sent out to tender there was a large discrepancy in tendered prices. If the tendered prices were to be compared to the consumer market, for instance the purchase of a car, where the concept is transport in a controlled and safe manner, prices vary by large factors, but then so do the specifications. In the case of a feasibility study, prices should be within a tighter margin as the tenderers are all quoting against the same concept and specification. Why do these discrepancies occur? Price discrepancies will in every likelihood be attributed to two main factors; one, the perceived amount of work and two, the ability of the bidder to carry the risk associated with the feasibility study. It is, therefore, important that the scoping of the feasibility study covers the detailed requirements as clearly as possible stating what level of accuracy is required. The feasibility study is one of the first activities in the life of a project. The study, like the project it is investigating, is subject to the constraints of time, cost and quality. Its primary objectives are to demonstrate the viability of a project within the outlined scope and constraints.
