This contract final report summarizes the design, fabrication and testing of a "line brattice air curtain" device under Bureau of Mines Contract H0357097. The purpose of this program was to develop the concept of using an air curtain for coursing ventilating air parallel with the air curtain From the last open crosscut to the face in exhausting ventilation systems to replace the line brattice cloth in room and pillar coal mining operations. The final design of the air curtain device consists of a 10-foot long closed end pipe with c: slot cut along its length. Pressurized air is delivered to the open end with a hydraulically-driven blower. A sheet of air emanates from the slot and is directed toward the mine roof. An invisible sheet of air is thus created between the top of the machine and mine roof and acts a an extension of the existing conventional line brattice.

THE Caletones copper smelter of the Braden Copper Co. is in the " Teniente" mining district about SO km. (49.7 mi.) southeast of Santiago, Chile. From the seaports of San Antonio and Tralparaiso, the property is reached via the Chilean State Railway (66-in. gage) to Rancagua, whence the Braden railroad (30-in. gage) leads to the smelting plant at Caletones, 60 km. away at 5100 ft. elevation, and continues on to the mine and concentrator at Sewell, at 7000 ft. elevation, 12 km. farther into the Andes. The smelting plant was completed and put into commission in February, 1922. At the start, it smelted daily 750 tons of concentrates produced at Sewell from 10,000 tons of ore; later, its capacity was increased to 900 tons of concentrates from 12,000 tons of ore per day; and it is now being increased to 1100 tons of concentrates from 15,000 tons of ore per day. While respirable crystalline silica (RCS) dust that arises in industrial production mostly emanates from point sources and can be well mitigated, the extraction of dust is much more difficult in underground construction, since locally generated dust spreads widely. Analysis of dust measurements shows that RCS values are difficult to predict, and effective dedusting systems are required to comply with permissible exposure limits (PEL) in breathed air. Dedusting systems are effective near the tunnel face, while dedusting of working areas away from the tunnel face is difficult or even impossible. In general, there is little temporal influence on the tunnelling work—except for drill and blast excavation—which makes it necessary to remove the deduster and ductwork from the face area. Concurrent work in the tunnel is affected by the backflowing air mass of ventilation and therefore the quality of this air mass must be considered. The use of personal protective equipment (PPE), e.g., dust filter masks, is considered the least-desirable safety measure available. However, for certain individual operations in the tunnelling process, the use of PPE cannot be avoided, especially if other technical mitigation measures are not possible. In tunnels with small cross sections for example, dedusting systems often cannot be accommodated and PPE must be used instead. This raises the question of whether the use of PPE can be avoided by designing appropriate excavation cross sections and allowing for the implementation of technically engineered mitigation measures. The paper highlights problems with dedusting measures and shows possible ways to achieve OSHA compliance.

THE convention which met in Washington at the call of the Joint Conference Committee was called to order at ten o'clock on Thursday morning; June 3, by Richard L. Humphrey, temporary chairman, member of the American Society of Civil Engineers, who made a brief statement of the reason for the meeting. Lieut. Col. Charles W. Kutz, Corps of Engineers, U. S. A., and Engineer Commissioner of the District of Columbia, then welcomed .the engineers composing the convention on behalf of the District of Columbia and, the Washington engineers. Although an elaborate program had been prepared on which were many well-known speakers on interesting and important topics, , it was voted to intersperse this to fill in the usual and unavoidable hiatuses in the business program of such a convention[ Calvert Townley, president of the American Institute of Electrical Engineers, was elected permanent chairman, and J. C. Hoyt, of Washington, was elected secretary of the convention. The following committees were appointed: Consti¬tution and by-laws, Richard L. Humphrey, chairman; resolutions, Philip N. Moore, chairman; and program, F. H. Newell, chairman. Then, Gardner S. Williams, member of the, A. S. C. E. and the Grand Rapids Engineering Society of. In 1901, the Crow's Nest Pass Coal Company, Limited, began producing industrial coke in 212 beehive ovens at Michel colliery. By 1908, 486 ovens had been installed and in that year 147,623 tons of coke were produced. Coke manufacture has been continuous from 1901 until the present time (1946), with total production of 2,795,402 tons. At present writing, only 100 beehive ovens are operating and production is reduced to 1,800 tons per month, due to the shortage of suitable labour. These ovens are drawn by hand, on contract, and the workmen are exposed to considerable heat. A man draws three ovens in eight hours, thereby producing approximately 1072 tons of coke per day. In addition to the inefficient and costly method of drawing coke in beehive ovens, tremendous losses are experienced in the wastage of gas and tar, which are driven off into the atmosphere. Also, the yield of coke per ton of coal fed to the ovens is low as part 9f the carbon is utilized in producing heat to carbonize the remainder of the coal. A recovery of only 55 per cent of the carbon, as coke, is obtained. The coking process takes place from the top of the charge, which is 21/2 feet deep, downward to the floor. Six and a half tons of coal are charged and 3.6 tons of coke are drawn from the oven after 72 hours' carbonization. The beehive ovens using Michel coal produce a very hard and tough coke, large in size and of silvery appearance, which has served the requirements of both foundry and smelter for many years. In 1938, the Company made a careful study of coking processes with a view to introducing a more economical method than beehive ovens and one that would be less dependent on skilled labour, the supply of which was rapidly diminishing at that time. Various methods of by-product coking were investigated, and it was decided that the Curran-Knowles process offered the greatest possibilities because of the low capital investment in relation to output and also because the horizontal oven design was suitable for an expanding coal. Consequently, a test on Michel B seam coal, supervised by Mr. E. Burrough, of the Fuel Research Department, Ottawa, was run in the Curran-Knowles plant at West Frankfurt, III. The results of this test led to the construction of a ten-oven battery of 32 ft. 6 in. by 8 ft. 3 in. Curran-Knowles ovens at Michel, which were completed in November, 1939. This battery was built as an experimental unit, with provision for an additional ten ovens if the coke proved satisfactory for the market. In 1942, an expanding coke market led to the construction of a second battery of ten ovens, which were completed in April, 1943.

This examination of Pacific Northwest (Idaho, Montana, Ore on, and Washington) ferrous scrap-industry opera ions, principally those in Oregon and Washington, points out factors influencing the supply and consumption of scrap materials, such as the complete dependence of steel ingot producers in these States on scrap as a metal raw material and the sizable quantity of scrap exported from Seattle and Portland to Japan. The pattern of the industry is presented as a movement of materials from their diverse sources to the consuming market. The geographic locations of the consuming industries in relation to the area generating scrap materials and the movement pattern of the supply from source to destination strongly influences the cost of the commodity. The best measure of the scrap supply available in an area is experience in terms of how much scrap was withdrawn at a given price. Scrap availability is not finite, because the return of materials as scrap is secular and influenced by constantly varying market conditions. Steel ingot producers use 75 percent of the approximate 500,000 tons of scrap consumed in Oregon and Washington; steel foundries take 15 percent of the total; and iron foundries, ferroalloy plants, and other miscellaneous consumers utilize the remainder. Also, from 1955 to 1960 an average of about 200,000 tons has been exported annually from Oregon and Washington. The foreign exports are supplemented by lesser .shipments to other steel producing States, principally in the western United States. From 1955 to 1960 the preferred and higher value heavy melting scrap grades accounted for about 60 percent of total withdrawals which varied between 600,000 and 950,000 tons annually. Total scrap withdrawals from Oregon and Washington are projected to 1.8 million tons by 1985, 60 percent (1.1 million tons) of which will be heavy melting grades. No. 1 heavy melting scrap is most attractive to scrap consumers at $35 per ton or less. Price-supply relationships compared with projected scrap requirements indicate future prices possibly over $35 per ton. High prices over a long period could motivate the Pacific Northwest scrap consumers to produce steel from iron ore. However, technologic changes taking place at integrated steel plants could reduce scrap withdrawals from the Pacific Northwest, which might keep the scrap price sufficiently attractive to obviate production of competitive iron products by the Pacific Northwest scrap consumers.

With fuel costs unstable but escalating, solid fuels are playing an increasingly larger part in industrial concerns. Coal, petroleum coke and wood are examined from a burner system design viewpoint and from operational experience in kilns, hot gas generators, etc. The burner of today must also handle multi-fuel tasks and allow immediate, painless switching from one fuel to the next as well as the simultaneous burning of two or mope fuels. The paper discusses the principle of burning alternate pulverized fuels as well as the practice both in the United States and around the world.

Teck Cominco Metals Ltd. operates an integrated zinc-lead complex at Trail, British Columbia, Canada. The year 2007 marks ten years of operation of KIVCETTM flash smelting technology for the treatment of zinc plant residues and lead concentrates. Since start-up in 1997, the furnace throughput has been increased to exceed its design rate and other metallurgical performance targets while continuing to meet its environmental objectives. This was achieved through resolution of key mechanical issues, improved understanding to stabilize the reaction shaft operation and control furnace accretions, significantly reduced boiler corrosion by molten chloride salts through the extensive application of weld overlay, a suite of projects to improve furnace integrity, and some debottlenecking of the surrounding unit operations in the lead smelter. The combination of increased feed rate and improved on-line time allowed the KIVCETTM furnace to set a new quarterly feed throughput record of 129,300 tonnes in the first quarter of 2008.

AT Josephtown, Pa., on the south hank of the Ohio River about thirty miles northwest of Pittsburgh, is the Josephtown electrothermic zinc smelter, which operates as a custom smelter receiving both domestic and foreign concentrates. Constructed in 1930, the plant was designed to produce zinc oxide and to process 124 tons per day of zinc concentrate obtained mainly from the Company's New York State mines. Zinc condensing equipment was developed in conjunction with the St. Joe electrothermic. furnace and commercial production of zinc metal started in 1936. Expansion of the plant and equipment during 1939 and 1940 brought the processing. capacity to upwards of 300 tons of concentrate per day; and the plant operated at peak capacity during the war years, earning the Army-Navy "E" award and three subsequent stars. A postwar plant expansion is now under way, designed to increase the capacity to 500 tons per day of concentrate, with an estimated daily production of 160 tons of zinc metal of various grades, about 100 tons of zinc oxide, and 425 tons of sulphuric acid as major products.

Engineered-in material handling problems are responsible for significant unrealized value in mineral processing plants. At the root, is a lack of awareness and understanding of bulk material handling science and how important it is, especially in early design stages. Mineral processes add value to mined raw feedstock through physical and chemical transformations in unit operations, but only if the material can flow through them. Essentially, each unit operation receives a unique feedstock and produces a unique product to be collected, transported, and fed into the next unit operation. Such material-handling systems can only be expected to achieve design throughput if the system equipment is designed to the materials’ characteristics, over their full range of conditions. This requires quantification of flow properties to support the necessary customized equipment designs. Too often, assumptions or “library values” of a material’s properties are used as the basis for flow modelling and conceptual, and sometimes even detailed, design. This is especially true for hazardous materials like uranium ore, for which the additional precautions, costs, and time necessary for safe handling are often used to rationalize postponing or even bypassing testing. The surprises that often transpire in the wake of insufficient material handling consideration can have acute and costly effects. Fortunately, there is a better way.

The basic mining law of Netherland India is contained in N. I. Statute 1899 , No. 214 , as amended by N. I. Statute 1910 , No. 588 , and 1919 , No. 4 , which is quoted as the " Indian Mining Law, " the effective date of which was fixed as May 8 , 1907 , by proclamation dated October 12 , 1906. The Indian Mining Law was supplemented by Ordinance No. 38 , of 1930 , which was passed by the Volksraad on March 18 , 1930 , to become effective on October 1 , 1930 ( superseding an earlier ordinance entitled " Government Gazette , " 1906 , No. 434) . An important law with respect to American petroleum rights , Statute No. 23 , passed February 9 , 1928 , approving contracts between the Indian Government and the Netherland subsidiary of a large American oil company , is in the nature of a private law or of an enabling act ( see section of this paper entitled " Rights of Foreigners" ) . Statute 1930 , No. 348 , effective October 1 , 1930 , sets forth in minute detail conditions under which prospecting and mining permits may be granted. Statute 1930 , No. 341 , effective October 1 , 1930 , embodies the police regulations of the mining industry.

A revolutionary development in blasting materials has occurred in recent years. Ammonium nitrate, sensitized by the addition of a small percentage of No. (class) 2 diesel fuel or other suitable petroleum product, has been adopted as a low-cost, efficient blasting agent2 in a wide variety of mining, quarrying, and heavy construction operations. Moreover, the ready availability of the component supplies throughout the Nation, together with the ease of formulating them into effective blasting agents, has made it possible for the blaster himself to prepare the mixes at the site of use. Recently, most established explosives manufacturers have begun supplying premixed AN-FO (ammonium nitrate-fuel oil) or a comparable product to various mining operations. However, many individuals and small business establishments are marketing premixed products prepared in facilities that are often poorly constructed and poorly located. Although these blasting agents have partly or wholly displaced explosives such as dynamites in many applications, there are some blasting operations in which the fuel-sensitized ammonium nitrate agents do not appear to be well adapted. As long as the hazards they present are clearly understood and respected, ammonium nitrate-based blasting agents have important safety characteristics when prepared under competent factory control or field-mixed under equivalent close control. This publication attempts to summarize the knowledge of those hazards and to incorporate practical ways to cope with them.

This report summarizes all work performed under U.S. Bureau of Mines Contract J0377014, "Development and Evaluation of Noise Control Techniques for Taconite Processing Equipment." Three areas of taconite processing equipment, grinding mills, fine screens, and crusher screens have been investigated. Extensive noise and vibration measurements have been made on grinding mills in which the process parameters that affect mill noise have been identified, and the level of shell impact noise around the mill defined. A multiplexing telemetry system was used to obtain shell vibration measurements from a rotating mill. Mill noise control methods were investigated and a partial mill barrier was built and tested on a semi-autogeneous mill. A noise reduction of approximately 3 to 6 dBA was achieved on the falling side of the mill. The use of rubber mill liners on autogenous mills has been evaluated. The noise sources on fine screens have been quantified, and noise control treatments developed. Noise reductions of 11 to 13 dBA were achieved at positions around the fine screen and some in-service testing has been done. Noise measurents of crusher screens were obtained and noise control through resilient screen decks appears to hold the most promise. Additional benefits might be lower life-cycle cost, since the service life of resilient decks is claimed to be longer than steel.

Due to the current lack of sufficient occupational hazards supervisory staff in China, an occupational hazards supervision regulatory framework is proposed, based on the cloud. Data on respirable dust, noise, heat, toxic and hazardous substances and protection facilities are uploaded to private cloud computing data and service centers to build an occupational hazards supervision system. This system promotes occupational hazards governance. Complex reports are generated. Through the establishment of an occupational hazard supervision data threshold, the dynamic regulation of occupational hazards is accomplished. The main characteristics of this approach are low cost, ease of expansion and maintenance, and strong performance.

"An investigation carried out to determine the tendency of coals to heat spontaneously in terms of time-temperature curves coupled with the resulting oxidation products in an adiabatically controlled laboratory setup is described. Tests were made at differing moisture conditions, including oxidation and also oxidation with either adsorption or desorption of water vapour on coal.From the experimental evidence, there is reason to believe that the oxidation of coal, although an important factor, is not the predominant one in the development of spontaneous heating. In addition to the temperature increase in coal and the gaseous products evolved due to auto-oxidation, the process is accelerated by adsorption and retarded by desorption of water vapour on coal."

It is the purpose of this paper to examine a number of the recent developments in powder metallurgy, being most concerned with those which are yet to prove themselves rather than those which have achieved commercial maturity. Such developments include the production of very much coarser and very much finer powders, down to the near-micron size range. Also considered are activated sintering, direct powder rolling and extrusion (both hot and cold), brazing and welding, hydrides of reactive metals, oxide dispersion strengthened alloys and theoretical evaluations. Introduction T HERE surely can't be very much argument with the fact that powder metallurgy has made large advances on many fronts during the past ten or more years (1). These advances have taken place in raw materials, in processing, in product development and in a better understanding of many of the phenomena which occur in the various steps involved in powder metallurgy. Underground coal mining is the most hazardous industrial occupation in the United States.. Haulage accidents in underground coal mines contribute substantially to the occupational hazards of this type of work. In an effort to improve mine safety, a completely hydraulic transport system has been designed to move coal from the mine face to the preparation plant. The capital investment for the hydraulic haulage system is great, and the size of the mine developed for this study is large. Mine production for the conventional haulage mine is 1. 1 million tons of clean coal per year, while the hydraulic haulage mine will produce over 1.6 million tons of clean coal per year. Safety statistics for a number of mines of this size are shown.
