This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

As part of the Bureau of Mines program to reduce U.S. reliance on foreign suppliers of strategic and critical metals, research was conducted to improve technology for the recovery of critical metals from hardface alloy grinding waste, a form of superalloy scrap. This report describes a hydrometallurgical process that demonstrated on a laboratory scale that 79 pct of the chromium, 97 pct of the cobalt, 99 pct of the manganese, 99 pct of the nickel, and 90 pct of the tungsten could be recovered in chemical form from hardface alloy grinding waste. The process involved deoiling the grinding waste, followed by chloride-based dissolution of the deoiled material. A high-grade calcium tungstate (CaW04) product was recovered from the resultant leach residue by caustic leaching and precipitation. Iron, cobalt, man-ganese, and nickel chlorides were sequentially recovered from the leach liquor by solvent extraction. Amine extractants were used to extract the iron, cobalt, and manganese; decanal oxime was used to extract the nickel. Market-grade cobalt chloride (CoCI2), manganese chloride (MnC12), and nickel chloride (NiCl2) products could be produced directly from the resultant strip liquors. The final raffrnate was a relatively pure chromic chloride (CrCI3) solution that compared favorably with commercial solutions.

The Cresson Deposit is located in central Colorado within the historic Cripple Creek Mining District. The deposit has moved from its initial discovery in 1990 to full production in less than five years (current reserve nearly two million ounces). This accomplishment required a great deal of cooperative teamwork between the exploration, development, permitting and corporate groups. Nowhere was this cooperation more evident than in the construction of the geologic block model. The detailed modeling of gold and its metallurgical characteristics formed the foundation upon which critical financial and design decisions were based.

Nowadays, population growth and the interest of food industry, makes the research and applications of biodegradable polymers increase, because under favorable conditions its degradations may occur within weeks or in a few months, reducing the environmental impact. This work presents the processing and characterization of flexible films by the incorporation of 3 % (% wt) of modified bentonite light green clay in the Copolyester/PLA biodegradable blend. The clay incorporation was carried out by melt-mixing processing, using a twin screw extruder machine. The films were obtained by cast extrusion tape. The films obtained were submitted to tensile tests, SEM and XRD analysis, and the correlation between their properties was discussed. The XRD results of clay showed that the quaternary salt and sodium carbonate addition increased the interlayer distance of clay making it easier to intercalation of blend in the nanoclay. The XRD results of PBAT/PLA/Clay nanocomposite show no characteristic organoclay peaks. This result suggests intercalation between nanoclay and matrix (blend). The tensile test results showed an increase of around 30% in tensile strength at break of nanocomposite film when compared with blend film.

Laboratory relative permeability data on reservoir rock are obtained on samples which are not subjected to overburden pressure during the permeability measurements. These data are then used for calculating the performance characteristics of reservoirs in which the rock is under the pressure of the overburden. Recent observations have shown that the permeability and porosity of reservoir sandstones are decreased by application of overburden pressure. These observations led us to a study of the effect of overburden pressure on the relative permeability characteristics of sandstones. A previous note from this laboratory1 showed that overburden pressure, simulated by applying hydraulic pressure to the outside of a plastic mounted core. caused a reduction in permeability of the core by as much as 50 per cent at 10,000 psig. In a multiphase fluid flow system, the relative permeability at a given saturation will change if the permeability or the effective permeability changes but not if both permeability and effective permeability change by the same ratio. The tests described in this note were made to determine the effect of overburden pressure on permeability and effective gas permeability in the gas-oil system. The gas-oil system was chosen because the available equipment was best suited for studying this system. The resultant data can be applied to other systems of interest because the gas permeability in the gas-oil system is the permeability of the nonwetting phase and, as such, is equivalent to the gas permeability in the gas-oil-water system and to the oil permeability in the oil-water system. EXPERIMENTAL METHOD Cylindrical test plugs, one in. in diameter and one in. long, were cut from sandstone core samples from three different reservoirs. After extraction in toluene, the plugs were mounted in Lucite by conventional core mounting methods.3 The core properties are given in the legend in Fig. 1. The mounted cores were machined to fit the apparatus shown in Fig 4. Air permeabilities as a function of overburden pressure were measured by connecting lines (1) and (2) to a conventional air permeameter. To measure porosity changes as a function of overburden pressure, the lines leading to (1) and (2) and the core were saturated with kerosene; line (1) was capped and a small bore precision calibrated pipet was connected to (2). Changes in pore volume of the core as overburden pressure was applied were noted by reading the amount of kerosene produced into the pipet. To correct for the change in volume of the lines inside the hydraulic cell as a function of pressure, a pressure-vs-volume run was made with a solid Lucite cylinder substituted for the core. The change in volume of the lines was about 10 per cent of the change in pore volume of the core. No correction was needed for the permeability measurements because there was no measurable pressure drop in the lines at the maximum overburden pressure. Relative gas permeabilities were measured by the stationary liquid method described by Osoba, et al.' "The traditional Denver flotation cell is generally suitable to process material ranging approximately from 5 µm to 300 µm. For floating over 300 µm material, its efficiency is significantly getting lower mainly due to the difficulty to suspend coarse particles uniformly, which decreases the chances of particles to attach to bubbles and increases the chances of detachment.RTFT (Rio Tinto Fer et Titane) owns one of the world’s largest hemo-ilmenite deposits. Considering the whole processing technology, the ore is only crushed to -1180 µm. The crushed ore contains about 0.32% S and most of the sulfur is removed by rotary kilns in the ore preparation plant. In order to achieve a similar S reduction, without emitting SO2 into the air, an alternative technology by flotation was pursued.Laboratory and pilot scale-up tests showed that traditional Denver flotation cell could perfectly remove the sulfur from the material sizing 0-300 µm. For the coarser particle sizes, two different models of equipment were tested to improve flotation efficiency: HF (HydroFloat Separator) from Eriez and CLF from BGRIMM (Beijing General Research Institute of Mining and Metallurgy), China. The D6” HF, which is a device that combines flotation and gravity separation, demonstrated its ability to recover those very coarse particles. As compared to the Denver flotation cell, the modified 25 L CLF coarse particle flotation cell achieved better results at higher pulp solids percentage and with a shorter flowsheet."

"Electron spin resonance measurements provide evidence for the formation of long-lived Cr(V) intermediates in the reduction of Cr(Vl) by glutathione redtuctase in the presence of NADPH and for the hydroxyl radical formation during the glutathione reductase catalyzed reduction of Cr(Vl). Hydrogen peroxide suppresses Cr(V) and enhances the formation of hydroxyl radicals. Thus Cr(V) intermediates catalyze generation of hydroxyl radicals from hydrogen peroxide through a Fenton-like reaction. Thus the mechanism of Cr(VI) toxicity might involve the interaction between macromolecules and the hydroxyl radicals.C(Vl) compounds have been found to exert serious toxic and carcinogenic effects on humans and animals (1-3). In contrast, most Cr(III) compounds are relatively nontoxic, noncarcinogenic, and nonmutagenic (1,4). Cr(VI) and Cr(III) oxidation states are different in their metabolic pathways: Cr(VI) , ions are rapidly transported across cellular membrane (1,4,5), while Cr[III) moieties do not easily penetrate cells and are not oxidized by cellular constituents (!). Since it is known that the reduction of Cr(VI) ion is required for its reaction with DNA (1), the molecular mechanisms for the intracellular Cr(Vl) reduction has been the focus of current studies but the details are still not understood.Earlier studies on the mechanism of Cr(Vl) reduction include those on the reduction of Cr(VIJ by glutathione (GSH) .0,6-8), ascorbic acid (9), glucose (10), lactose (IO), galacturonic acid (11), microsome (12), and mitochondrial electron transport chain complexes (13). These studies have shown that the Cr(VI) reduction involves the formation of Cr(V)-containing species which are often considered to be the toxic form of chromium. Thus far, however, no information is· available on the subsequent fate of those biologically formed Cr(V) species, in particular employing well defined biochemical systems. In this context, we report here our investigations of the reduction of Cr(VI) by glutathione reductase (GSSG-R). This enzyme was selected because it is ubiquitously present in cellular systems and it has been postulated to be involved in the Cr(VI) reduction (14-17) but the underlying mechanism has not been clarified. We find that the reduction proces·s involves not only Cr(V) but also ·OH radicals. We further investigate the reactivity of Cr(V) and find that it catalyzes generation of OH radical from H2O 2 through a Fenton-like reaction. The role of ·OH in Cr(VI) carcinogenicity is suggested from this study."

THE story of the rolling of strip steel is not limited to any one plant or individual or group of individuals. It is a story with many ramifications. First of all, it should be understood that the strip mills we are considering are continuous mills, in that the steel passes directly from one mill to the other in a more or less straight line. Continuous mills are not new; in fact, they have been used for many years in the rolling of a few simple shapes. They were, however, driven by one motor through jackshafts, and as a result the speed of each roll stand had a fixed relation to that of every other stand in the series. This in turn fixed the reduction that could be made in each stand. The mill could produce simple things, but was not satisfactory for the production of the variety of strip now required. The Doe Run Company (Doe Run), a global supplier of lead (Pb), copper (Cu) and zinc (Zn) concentrates, and lead metal alloys, installed an enterprise expert control system— termed as Digital One—on the company’s Pb, Cu and Zn circuits at its Buick Mill in December 2022. Digital One was developed with Metso and deploys Metso’s product, VisioFroth™. This automated system is now running and optimizing the flotation processes for all three circuits (Pb, Zn and Cu), all plant air and methyl isobutyl carbinol (MIBC). In addition, Digital One also controls a second, newly built, modern flotation reagent system. Digital One also paves the way for automation and expert control of the entire mill, integrating grinding, thickening and filtration. Digital One is digitally immersed in a universal distributed control system (DCS); therefore, today’s mineral processing plants may be upgraded to it or designed around it. This presentation will explore the plant design and operation of this technology at the Doe Run Buick Mill.

Laminated rock can delaminate and fail under certain stress states. Delamination-caused roof fall and cutter roof failure is a common failure mechanism in roadways in Pittsburgh coal seam due to the existence of laminated shale roof. Two-dimensional numerical models were developed at laboratory scale based on the bonded particle method in order to simulate the delamination with particle flow code. In these models, an assembly of bonded particles and parallel weak planes represents the laminated rock. This model calibrated the micro-parameters of the bonded particlematerial and weak planes with laboratory data. The mechanism of fracturing and delamination in a laminated specimen was investigated using unconfined and confined compression test and unsupported roof compression test. The numerical results show that, under a constant horizontal stress, delamination occurswhen the stress is much lower than its compressive strength. The confined compressive test indicates that delamination is restrained by applying confining stress since delamination-caused failure does not occur during any stage of the confined compressive test. Unsupported roof compression tests showed propagation of cutter roof failure with initiation of cracks and delamination at the intersections of the roof and ribs. An outer failed zone and inner failed zone form separately. The separated zones connect and form an opening in the roof. The presented numerical results provide additional insight into process of delamination.

Separation of refractory rock phosphate (P2O5 = 11.5%) from the Dalir area, Iran, containing quartz, calcite and other impurities, by calcination and flotation processes has been successfully used to upgrade the phosphate values. Petrographic studies of this ore showed that collophanite was the major phosphate mineral and the main gangue minerals were calcite, dolomite and quartz. The results of characterization studies showed that the liberation degree of apatite occurred below the average grain size of 140 µm. Preliminary flotation tests were used to process the phosphate samples. Results of preliminary flotation tests showed that they don?t contain any desirable efficiency (grade or recovery) of P2O5. Calcination was the best process for preconcentration of this ore. In the desliming stage, about 14.4% of total P2O5 was removed. Encouraging concentrate grades were obtained after flotation with anionic and cationic flotation, successively. The reagent schemes that have been used in this study consisted of COCO-amine acetate and fatty acid as silicate and apatite collectors, respectively, as well as fuel oil and anionic poly acryl amid as promoter collectors. The optimum pH values for direct and reverse flotations of phosphate were 11 and 6, respectively. Experiments conducted using d80=140 µm deslimed fractions has yielded an acceptable grade of more than 30% P2O5 with a recovery of more than 62%. Finally, a laboratory flowsheet for the processing of Dalir refractory phosphate ore has been proposed.

"Over the last four years, an international initiative, championed by Vehicle Projects LLC, the Fuelcell Propulsion Institute and Natural Resources Canada, has been active in carrying out research projects to prove out the concept of applying fuel cell technology to underground mining vehicles. These have been carried out by a consortium consisting of mining companies, equipment manufacturers, technology developers, national laboratories and consultants, with the participation of Canadian and U.S. mine regulatory agencies.This clean technology, which produces only water and electricity, would allow several advantages to be obtained, in the health area (by eliminating diesel emissions and reducing noise generation), in lowering production costs (such as reducing ventilation required) and lowering greenhouse gas emissions.This paper outlines the results obtained in several key areas, such as, the operation of fuel cells in underground conditions, risk issues related to underground and surface operation of hydrogen vehicles and hydrogen production and delivery systems, and the design and mining performance of the world’s first hydrogen mining vehicle, a mine production locomotive. The work to date on the fuel cell loader, designing the power plant and power transmission systems, operational requirements, and operating cost reductions is also presented."

Fume nucleation sufficiently close to vaporizing suvfaces can augment net vaporization rates into cooler environments. Environmental conditions favoring large vaporization rate enhancements are briefly discussed and a previous theoretical treatment of this nucleation phenomenon is generalized to account for the self-regulating effect of condensalion-heat release within the boundary layer. Despite kinetic limitations on homogeneous nucleation, and latent heat release, non-diffusive condensate removal processes appear to make possible large enhancements in steady-state vaporization rates, provided surface temperatures are well below the boiling point. When condensed phases vaporize (or dissolve) into cooler media, the diffusion-limited mass loss rate can be strongly influenced by the process of nucleation/con-densation (or precipitation) within the thermal boundary layer. This condensation process (which typically leads to mists or fumes in the case of evaporation into cooler gases) has the effect of steepening the vapor pressure profiles near the evaporating surface, since the condensation zone acts as a vapor sink. However. the resulting enhancement in the diffusion-limited evaporation rate can be estimated (as first done by Turkdogan1 for the case of molten iron/nickel alloys evaporating into helium) only if one has independent knowledge of the critical supersaturation, sCrit(T), required to homogeneously nucleate the vapor.* In a recent reformulation and generalization of the theoretical model of Ref. 1 it has been shown that, when log sCrit is approximately linear in reciprocal temperature, rather simple expressions can be derived4 for the ratio of the actual rate of vaporization j" to either the minimum (no condensation) rate j"min, or the maximum (equilibrium condensation) rate j"max In the present communication we wish to briefly report on further developments and implications of the formulation of Ref. 4, with emphasis on i) environmental conditions favoring large enhancements in vaporization rate, and ii) the self-regulatory influence of condensation heat release (neglected in Refs. 1 to 4) on predicted vaporization rates. Additionally, we take this opportunity to correct several misprints appear- ing in Ref. 4, and comment on Elenbaas's recent criticism5 of Ref. 1. MAXIMUM POSSIBLE VAPORIZATION RATE IN PRESENCE OF CONDENSATION A nonequilibrium theory is of interest because of the very large difference between the minimum (no condensation) and maximum (equilibrium condensation) vaporization rate. The magnitude of this maximum possible enhancement can be shown quite clearly by combining a result of Refs. 3 and 4 with the fact that for most liquids there is a simple relationship between the molar heat of evaporation, A, and its boiling point, i.e., A/(RTBp) = C, where the constant C, often called the Trouton ratio, takes on values not very different from 11.* More generally, for any substance (including The Trouton ratio (which for water is 13, for methane, 10, and so forth) will be recognized as the ratio of the molar entropy change upon vaporization (at TBP or Ttransf) to the unlversal gas constant R. Its near constancy reflects the fact that the change in atomic order upon vaporization depends only weakly on the kinds of molecules involved. those that sublime under ordinary conditions) we can define a characteristic transformation temperature. Ttransf, by a relation of the form Ttransf =A/(CR), and then examine the maximum possible evaporation rates as a function of how far removed from Ttransf are the surface temperature, Tw, and ambient temperature, T. Subject to the assumptions: 1) equilibrium vapor pressure, pv,eq, everywhere small compared to prevailing total pressure, p, and 2) negligible effect of condensation heat on temperature profile, the maximum enhancement ratio was found (Eq. [17], Ref. 4) to be: where, for most vapors, Nu/NuD (the ratio of heat transfer coefficient to mass transfer coefficient for the same configuration) is a number near unity.* Ex- *An alternative derivation of the Nu = NuD special case of this equation. revealing its validity for arbitrary velocity/temperature profiles in a laminar boundary layer, is given in Ref. 3. amining this result for a "Trouton substance", one obtains the results shown in Fig. 1, constructed for C = 11. THIS paper is entitled "Some" problems, rather than "The" problems, met in selling coal, since the problems to be met in selling any commodity have to deal with an infinite number of circumstances and conditions. These are believed to be more varied in the case of coal than probably any other commodity. This is due, perhaps, to the fact that coal has been one of the basic materials in the guiding of industrial and national achievement for the past two hundred years. During this time its use has developed from a most haphazard one to uses involving all modern scientific methods, which, rather than simplifying matters as regards the marketing of coal, have added many fresh problems, and these vary according to the particular market served. Since the concern of this paper is primarily the selling of Nova Scotia coal, it is proposed to deal chiefly with some of the specific conditions met in the markets presently served by this coal. For the purpose of discussion, these markets may be considered as divided into three main groups, namely, the Maritime market, the Quebec market, and the Ontario market. THE MARITIME MARKET First of all, let us consider the Maritime market. This is a market which has been regularly served by Nova Scotia coal since coal mining became the first industry in Cape Breton, slightly over one hundred years ago. Conditions as applying to the use of coal have naturally tended to adjust themselves to the characteristics of the coal most readily available, and, therefore, marketing problems are fewer in the Maritimes than in districts where many coals of varied characteristics are offered. Up to recent years, the problems involved were chiefly those of providing satisfactory service insofar as de-liveries were concerned. However, with the speeding-up of manufacturing processes and the necessity of reducing costs to a minimum, users of coal have become interested in obtaining coal that will give the most economical service. It is, therefore, now of importance that the salesman should have full knowledge of the particular conditions applicable to each customer's use in order to deal to the best advantage.

The Jim Bridger Coal Mine’has made highwall stability a priority, concentrating on safety as well as increasing and improving production. Overburden depths are increasing dramatically; the geological environment consists of medium to sot? material, faulting, water, and current pit alignment not favorable to joint planes. Cerro Vanguardia SA (CVSA), property of AngloGold Ashanti, mines gold and silver from a system of vetiforme orebodies located in the south of the Argentine Patagonia, in the Province of Santa Cruz.Surface mining techniques are applied to develop a series of narrow pits with an average waste to ore ratio of 26:1. This quite unique constraint brings into focus the need to maximise inter-ramp and final wall angles, leading to a strong need to optimise wall control drilling and blasting in order to reduce back-break damage to an absolute minimum.The paper describes a program of applied investigation and design modification implemented during?2008?and?2009 in?two?separate pits of Cerro Vanguardia. Three distinct yet complementary damage mechanisms were identified and observed during the field components of the work; vibration induced strain fracturing, surface cratering around blasthole collars and quasi-static loading and unloading of the surrounding rock mass as a consequence of poorly controlled confinement.With these mechanisms identified, a measurement, modelling and modification campaign was conducted in order to reduce the incidence of each source of damage. Interactive design analysis and modelling, near-field vibration measurement, video capture and the application of electronic initiation technology were supported by seed wave modelling and topographic evaluation of the achieved results.Results point to the usefulness of simulation techniques for determining optimum delay timing to reduce vibration impact, while the visualisation of explosive energy distribution produced by drilling and explosive loading decisions assists in reducing the probability of over-confinement.This paper presents relevant aspects of the two fieldwork campaigns:1) describing the application of the techniques, and2) summarising the results obtained.

Agenda 21 calls on the countries on national level as well as governmental and non-governmental organisations on international level to develop a concept of sustainability indicators to measure the progress towards sustainability. This paper deals with the development of an evaluation system for sustainability in the minerals extraction. By their application, aspects of sustainable development in the raw minerals industry are to be systematically conceived and assessed. This project has been carried out on behalf of the German Federal Ministry of Economics and Labour."

The pocessing of gold bearing sulphide minerals wr ich contain arsenopyrite and other complex arsenic sulphide minerals results in arsenic containing emissions and effluents which must be given careful consideration in relation to clean air and clean water standards. The sources of arsenic and the various process options for treating arsenical gold ores and concentrates are briefly reviewed. The problem relating to the removal of arsenic from gaseous emissions from roasting processes is considered. Residues from aqueous processing contain a variety of arsenical materials which have not been characterised, and the long-term stability of these is suspect. 'rhe use of lime to stabilise aqueous residues as either calcium arsenate or calcium arsenite has been shown to be inadequate for long term disposal since both compounds are converted into calcium carbonate due to the influence of carbon dioxide in the atmosphere. Ferric ion solutions have been used to precipitate ferric arsenate or to form ferric hydroxide which binds the arsenic for short term disposal, The long term stability of these ferric materials is poor, but could lead to the acceptance of a slow release option rather than complete containment of residues.

An important class of mining problems involves excavations in planar seam or vein-type deposits. In many instances it can be assumed that the seam is at 'infinite' depth in a homogeneous, isotropic or transversely isotropic, linearly elastic rock mss, and that the normal to the plane of the seam is a principal stress direction. Rational planning of excavations in such deposits requires a knowledge; of the stresses and displacements induced by complicated, irregular excavation geometries in the plane of the seam. This problem previously has been solved either numerically or by means of an electrical resistance network analog. Both of these methods effectively simulate the mined portions of the seam as a dislocation in an otherwise continuous mass, and determine the complete solution in terms of the stresses and displacements at the seam. In both cases, the plane of the seam is divided into a number - say, M x N - of squares, and the solution to the problem is determined in terms of the solution to an M x N system of equations. The numerical approach requires that these equations be solved explicitly, while the analog; solves them instantaneously with current analogous to stress and voltage to displacement. A purely numerical solution of practical problems can require a substantial amount of computer time, particularly in situations that demand some sort of sequential analysis, either due to successive mining or to nonlinear behavior of the seam material. This report describes a combined analog-digital computer system for solving problems that are impractical when either device is used separately. The digital computer and the analog are interfaced so that the digital computer can receive information from the analog via a switching matrix and an analog to digital converter, and can activate points of the analog via another switching matrix and a set of digital to analog converters. The resulting hybrid system can be used to simulate arbitrary "stress-strain" characteristics for any portion of the seam by an iterative procedure similar to the initial strain method used in nonlinear finite element analysis. Thus, the hybrid system combines the speed of analog computation with the decision-making capability of the digital computer: the analog instantaneously solves the set of equations, and the digital computer decides how the initial strains must be altered for the solution to be compatible with the prescribed "stress-strain" characteristics for the seam material. The hybrid computer system has many implications for rational planning of underground excavations, since it allows practically any type of inelastic seam behavior or artificial support characteristics to be simulated. Inelastic seam behavior, for example, might be due to either rock failure or to time-dependent deformation.
