"Project development has been increasingly formalized in the past decade, with most organizations having extensive and descriptive deliverables documents and processes to govern the stage gate progress of capital projects. Although this has improved the general governance of capital project development and execution, it has perhaps not led to improved business success. This paper identifies specific challenges associated with developing complex projects with multiple stakeholder interests over the long timeframe of the project life cycle. The paper outlines these challenges and suggests management approaches and aspects of project development where increased focus is required to achieve improved business outcomes."

Toronto as a geographical area provides an exceptionally wide variety of subsoil stratiphication. Tunneling consequently required a very wide range of adaptabilities to meet its changing conditions. This discussion will provide a summary of work performed in both earth and rock formation using three of our recent works to describe a Contractor's experience. The general subsoil stratigraphy is known to consist of deposits laid down during the Illionian Glaciation followed by the Samgamon Interglacial Stage and finally the Wisconsin Glaciation. All these deposits are underlain by shale bedrock of the Dundas formation. As a whole the Dundas formation is predominantly a greyish blue, thinly bedded shale. The engineering characteristics of the shale vary considerably, however, between a blue clay (argillaceous) shale and a much lighter (in colour) silty and sometimes sandy (arenaceous) shale, and occasional limestone layers. The Illionian deposits are usually found to be layers of pebbly clay till and an overlaying layer of contorted varved-clay. These glacial deposits can be overlain by a thick layer of sandy silt to silty sand which is identified as the Samgamon Interglacial sediments. Because of the action of erosion the Wisconsin till sheets, many times separated by interstadial sands, can vary greatly in their number of layers from zero to three or more.

Conventional tailings slurry contains a significant amount of water, and water management is key to ensuring the stability of a tailings storage facility (TSF). Simply reducing the water content in the slurry before discharging it from the mill could be an effective way to improve TSF water management. This study investigated the potential for using an environmentally friendly polymer as a new drag reduction agent (DRA) to reduce frictional pressure loss and also conserve water. It entailed conducting pipe loop tests to assess the polymer’s effect on pressure loss in tailings flow and then applying the test results to validate a numerical model using computational fluid dynamics (CFD). The model was also used to determine the polymer’s optimal concentrations at given solid concentrations and flow rates, its effect on energy efficiency for tailings transportation, and its potential for saving water. A case study for a mid-sized, hard-rock mine with a throughput of 50,000 t/day found that the solid concentration could be increased from 30 to 45% with no pressure loss by applying 1996 m3 of the polymer per day. Adding the polymer also resulted in water savings of 57,552 m3/day. The results of this study demonstrated the potential for using the new DRA not only to improve TSF stability but also to save water.

FoR more than 30 years California has been one of the three leading oil-producing states. Present daily production of crude oil under curtailment, approximately 580,000 bbl., comes from three general areas: Los Angeles Basin, San Joaquin Valley, and the coastal region of Ventura and Santa Barbara Counties. This state produces approximately two-thirds of its oil from eight large fields, and obtains a daily average production of 48 bbl. of oil per producing well, whereas the average for the United States is but 8.15 barrels. During the closing stages of the first half of 1936, discovery of the Section Ten oil field was made, and credit goes solely to geophysical work. It is the first direct important discovery of oil in California that may be credited to geophysics. This discovery may furnish the cue to the means of discovering several fields in California, particularly in the San Joaquin Valley. It is a question, however, whether returns from geophysical work will play as important a part in the future supply of oil in California as have our former types of prospecting. Explobation Methods of prospecting have progressed in the oil industry through invention or improvement in scientific means of locating and defining structure and because of market improvements in drilling equipment. Present methods of prospecting include: 1. A detailed study of geology in an attempt to locate structural and stratigraphic conditions that would be favorable to the accumulation of oil. 2. Geophysical methods involving the use of the seismograph, torsion balance, magnetometer and electrical methods. (There is still much to be learned in California in the application of geophysical methods.) 3. Use of micropaleontology as an aid in correlation,. The principal improvements in drilling equipment are: 1. The Schlumberger dipmeter, which determines the direction of formation dip in an uncased hole.

To improve the pumping capacity and engineering efficiency of fresh thickened tailings slurry, a high charge density superplasticizer was developed to improve the rheological properties of tailings slurry. The effects of superplasticizer content, the concentration and fineness of tailings, the proportion and type of cementitious materials, temperature, and hydration time on the rheological properties of unclassified tailings slurry and backfill materials were studied. The variation characteristics of the slurry yield stress, plastic viscosity, and thixotropy with different factors were measured by a Brookfield R/S-SST plus rheometer. The experimental results of fresh thickened tailings illustrated that the higher the concentration of the slurry and the finer the tailings, the worse the rheological properties of the slurry. The results of cemented paste backfill materials indicated that the rheological parameters increased as binder content and time increased. The rheological parameters decreased as the temperature increased. The addition of a superplasticizer reduced the rheological parameters and improved the rheological behavior of the fresh thickened tailings and cemented paste backfill materials, which was beneficial to the slurry’s pipeline transportation. This paper can provide technical guidance for slurry transportation in the backfill system and provide a reference for designing the superplasticizer used in tailings.

With the depletion of easy-to-treat phosphate resources, low quality phosphate ores with high carbonates, particularly dolomite impurities have to be mined to meet the agricultural demand because of the continued growth of world population. The separation of dolomite from phosphate has been recognized as one of the most difficult subjects in mineral processing due to the similarities in their physical and chemical properties. Flotation is considered the most important approach for beneficiating both easy-to-treat and high impurity phosphate resources. There is no doubt that the development of reagents is the key for achieving satisfactory separation performance through flotation process. In order to separate dolomite from phosphate, Arr-Maz Custom Chemicals has made great efforts in developing flotation reagents for removal of carbonates from phosphate ores of different origins worldwide. This paper describes some flotation reagents and processes for the separation of dolomite or/and calcite impurities from phosphate in the ores from different locations.

MILLER, Canada. The nomination for President has attracted the attention of a large number of members, as is evidenced by the receipt of many hundreds of letters and postcards. Most of these favored either Sidney J. Jennings or Philip N. Moore, each of whom received many cordial endorsements. Such a wide interest on the part of the members is a very wholesome sign, but where there is so much activity it is natural to expect a certain amount of criticism. Some of the letters indicate that the authors feel that the nomination of President should be left entirely to the Committee on Nominations without any effort by the members at large to influence them. Others feel that the nominations are largely controlled by a small group and that the members at large can have little influence. As the result; of the experience of the last few months; a majority of the Committee on Nominations begs leave to suggest that the method of making nominations be changed so that two candidates, at least, for the various offices to be nominated, and suggests that the Directors appoint a committee to investigate this question thoroughly with. a view to making definite recommendations. In accordance with its opinion that the best interests of the Institute would be served by a change in the Constitution, allowing the nomination of two candidates, and in view of the fact that this Committee has no authority to make more than a single nomination for each office, considering the high standing of both Mr. Jennings and Mr. Moore and the large number of members favoring each of these gentlemen, this Committee respectfully suggests the desirability of ,the immediate nomination of Philip N. Resin bolt performance is dependent on the size of the resin annulus, the difference between the hole and bolt radii. The vast majority of the millions of resin roof bolts installed each year in the United States employ an annulus of 0.125 or 0.188 inches. Short encapsulation pull tests with resin annuluses of 0.125 and 0.095 inch resisted an average of 2.25tons per grouted inch, with no significant variation. Resin loses to simulated fractures increased as annulus size decreased, with a minimum loss of35% and a maximum loss of 60% associated with0.188 and 0.095 inch annuluses, respectively.

Plant nutrients are obtained by plants from both the air and the soil. Carbon dioxide, a gaseous form of carbon and oxygen, supplies the carbon which usually makes up 50% or more of plant structure. Plants are capable of absorbing carbon dioxide directly from the air. Most of this nutrient comes from the air, although some carbon dioxide is absorbed by soil water and taken into the plant as liquid. Growing plants use more water than any other substance. Plant nutrients in the soil dissolve in soil water; soil water entering the plant carries nutrients into the plant structure. Water is then given off into the air as the plant breathes or transpires. The inorganic or mineral portion of the nutrients which plants require comes from the soil. Inorganic or mineral composition of plants is usually less than 5% of their weight, and this mineral requirement, usually lacking in the soil, must be provided by fertilizers. Proper fertilization of a soil to improve its mineral level and productivity is the basis for the fertilizer industry (Thomas, 1960). There are 13 essential plant nutrients which often must be added to soils or plants and are generally considered as fertilizer minerals. These nutrients are divided into the categories: primary minerals (nitrogen, phosphorus, potassium); secondary minerals (calcium, magnesium, sulfur); and micro or trace minerals (boron, iron, manganese, copper, zinc, molybdenum, chlorine). Further, cobalt is often added to fertilizers. Although it is not considered to be an essential plant nutrient, it is essential to animal health and is often applied to forages as a fertilizer constituent. One point of major significance to the fertilizer industry is that not all nutrient carriers supply that nutrient in a chemical form which will be available to the plant. Thus, a product which may be considered a fertilizer mineral may require substantial processing or treatment before it becomes useful as a nutrient carrier. Fertilizer Industry Scope Until about 1900 demands for higher crop yields were met simply by bringing new agricultural lands into cultivation. Since that time great progress has been made in increasing yields through fertilization and improved varieties and cultural practices. The importance of the fertilizer industry to the economy and welfare of the U.S. is widely recognized. [Fig. 1] illustrates the relationship of lime and fertilizers to crop yields. In terms of tons of fertilizer products, the growth of the industry has been phenomenal, particularly between 1950 and 1970. Table 1 shows the increase in fertilizer usage. Our aim in this project was to develop a new copper refining technology utilizing pyrometallurgical treatment and a raw materials preparation technique. In the recycling process; raw material is not an idealized concentrate of copper sulfide but is composed of various types of scrap, industrial wastes such as sludge, ash and slag, and municipal wastes. Since we cannot expect oxidation heat in this process as in sulfide smelting, organic materials are viewed as an alternative energy source. Quality of the copper produced is targeted as 99.99% and an intermediate grade will also be marketable. To benefit the plant, rare metals and other nonferrous metals will also be recovered The overall system is described in this paper, specific topics outlined and preliminary research presented. Current Japanese technology for recycling copper based materials is briefly reviewed.

Industrial minerals are just other rocks, except for the unique characteristics that make them useful in an industrial process. There is not a ready market for this type mineral and one or more uses must be developed to sustain production. The name "olivine" is a generic term used to indicate a group of orthosilicate minerals in a solid solution series, with forsterite (Mg2SiO4) and fayalite (Fe2SiO4) as endpoints. Since neither is found alone in nature, the mineral is always a combination of the two. The commercial deposits are high in magnesium and on the high end of the melting scale in the series. The name comes from the olive-green color.

This report summarizes Bureau of Mines experiments in purifying sulfate leach liquors, which were prepared from low-tenor beryl concentrates by modifying the Degussa process. The leach liquor was prepared from a beryl concentrate containing 2.7 percent BeO by (1) sintering the beryl concentrate with limestone in a rotary kiln at about 1,150° C. and by (2) treating the sinter first with sulfuric acid and then with water to form and extract beryllium sulfate. About 80 percent of the beryllium was dissolved. The resulting leach liquor contained 2.4 grams of BeO, 20 grams of Al203, and 6 grams of Fe203 per liter. The laboratory solution contained much more aluminum and iron than a solution derived from treating 10 percent BeO concentrate, which is the standard raw material used by industry. Tests were made to determine the behavior of the solution toward alum purification and limestone neutralization both of which were employed industrially in conventional Degussa procedure.

Wilbur Smith Associates (WSA) has provided planning, engineering and construction oversight assistance to the Tennessee Department of Transportation (TDOT) for three construction projects intended to widen and improve segments of I-40 and associated interchanges in Knoxville, Tennessee. The projects are within the karst terrain of the Valley and Ridge Province. Subsurface conditions are characterized by an irregular rock surface coupled with differential weathering. Because of the projects? impact to local and interstate motorists, consideration was given to innovative planning, materials and construction practices that could accelerate construction. Two innovative deep foundation measures included rock-socketed pipe piles, which act as both foundations and substructure elements for a bridge?s interior bents, and the first widespread use of rock-socketed drilled shafts as bridge foundations on a TDOT project. The pipe piles were used at a site with significant cavities within the limestone bedrock. This resulted in design verification and constructability difficulties that required delays, but measures were ultimately employed to produce a sound foundation system. Over 110 drilled shafts have been constructed at sites with generally low solution activity. Relative to H-pile footings, which were included as an alternate foundation, they have apparently allowed accelerated construction at a competitive cost.

Investigation of gas explosions usually reveals that the combustible gases have come from transmission and storage facilities or from natural gas or oil wells. However, combustible gases such as methane and hydrogen can derive from biological processes. Hazardous situations have been created in the past by the use of abandoned mines for the disposal of sewage and rainwater, by the interconnection of storm and sanitary sewers, by sealing the openings in manhole covers when repaving the roadway over a sanitary sewer, and by the construction of buildings over or near garbage fill areas without adequately providing for the release of combustible gases.

Water-based epoxy sealants were examined during a 2-year period to deter-mine their effectiveness as barriers to radon release in uranium mines. Radon emanation rates from uranium ore samples were monitored for extended periods in the laboratory before and after sealant application. Reduction of radon flux due to the coating of laboratory samples was approximately 80 percent. Test chambers in a dormant uranium mine were monitored to determine both short and long-term barrier effectiveness. These field studies of the seal-ants indicated radon flux reductions exceeding 50 percent relatively soon after application and nearly 75 percent about 1 year later. An unexpected complication to early monitoring in the form of a large radon emanation increase, believed due to added moisture, is discussed.

The success of smooth blasting essentially depends on geological condition of rock. Also, in the perimeter hole, borehole pressures with light, well-distributed explosive loads are important to minimise overbreak. In order to simulate perimeter holes with scaled model test, the borehole pressure was considered as a factor of scale. Hydraulic oil pressure is applied as borehole pressure instead of using explosives and detonators in order to remove the undesirable effects of detonators in an experimental set-up of just two perimeter holes in a tunnel blast. The borehole pressure on a perimeter hole is nearly reproduced with hydraulic pressure which is generated by non-electric detonators in the hermetical cylinder.

Formulas relating economic optimum busbar cross sectional areas to busbar cost, electric price and financial parameters are reviewed and revised. Application of the formulas is illustrated with discussion of the appropriate choice of parameter values and the sensitivity of the optimum to the parameters. The extension of the single busbar concept to optimization of more complicated arrangements of bus for smelting pots is complicated by the constraint of obtaining a specified current distribution. An example problem illustrates the optimization of a section of a bus network containing a fork, with the imposed limitation of achieving a specified uniformity in the current. In cases where the current in the individual conductors may vary, Kelvin's law does not apply. Further extension of the technique to a full pot set of conductors poses additional problems which are discussed, but whose solution has not yet been accomplished. Knowledge of true block grades is obtained from a mathematical model of an orebody, simulated with sample grades normally distributed and spatially correlated according io a spherical semi-variogram model.The superiority of kriging to the polygonal method of estimation is demonstrated on this modelled deposit by comparing the true values with the kriged and polygonal estimates obtained from sampling the deposit. Finally, selection of blocks of the deposit on the basis of the estimated values, shows that if kriging is used, what is predicted is largely mined, whilst if the polygonal method is used large biases can occur depending on the position of the cut-off grade.

On Sunday morning 7th November, 1976, at approximately 2-25 a.m., smoke was discovered issuing from the 1912 m long belt drift at Appin Colliery. A Clouth steel cord rubber belt approximately 940 mm in width had been installed in the drift in 1963 on the basis that no fire resistant steel cord belt was then available to operate on a single lift at the load and on the 160 gradient of the drift. Investigation showed that the belt drift was on fire and the usually downcasting drift was upcasting. Immediate fire fighting and rescue operations were instituted and the drift was sealed off. High expansion foam was pushed into the drift from the surface and the fire was brought under control. Recovery work resulted in the fire being put out and the drift open for walking traffic by, S-P0 am., on Wednesday 10th November, 1976. lie experience gained during the fire fighting and recovery operations led to recommendations in regard to future use of high expansion foam.

A discussion of fillers would not be complete without allotting adequate time to that unique and different mineral material, diatomaceous silica. Historical references to its use challenge the aesthetic aspect of man's curiosity; whereas modern scientific tools have provided a dimension of measurement that has motivated many of its more recent applications. A brief review of what is already known is in order. The diatom is a unicellular, plant-like, microscopic organism, related to the algae1. Its natural function appears to be that of a food for other marine or lacustrine organisms, The diatom's "claim to fame" from an industrial viewpoint is dependent on the fact that it secretes an opaline siliceous skeleton that must survive, chemically and structurally, the geologic processes that caused its formation in the first place; its subsequent demise, burial, consolidation, and alteration; and finally, its ultimate exploitation by man--in somewhat that order. In addition to its siliceous nature, the skeletal structure of the diatom possesses a variety of shapes, patterns, and sizes that have not only been the intrigue of microscopists for decades, but have served to set diatomite apart as an industrial mineral; and have reserved for it applications that cannot be satisfied by any other material. Its chemical inertness, its intricate structure, and its intrinsic hardness-coupled with fineness and friability-- are generally known and have accounted for its application in a wide range of filtration and filler uses. The increasing use of the electron microscope has considerably expanded our knowledge of heretofore unseen secondary and tertiary structure of submicron dimension in the diatom valve. The development of electro-sensing methods of particle size measurement which seem to supersede sedimentation and microscopic techniques has portrayed size distribution in a more realistic light. Interest in the surface chemistry of these silica structures has further strengthened our understanding for certain uses. Thus, new tools and ideas have made possible the introduction of diatomite into such sophisticated technologies as that of chromatographic supports, its improved utility in paint applications for the control of gloss and sheen, and its usefulness in the entirely new concept of "Dry Acid Concentrates." Each of these applications has been discussed elsewhere before people particularly interested in analytical chemistry, in paint, and in liquid handling, respectively, where the diatom has been a means to an end. The emphasis here, before the mining fraternity, however is on diatomite as a raw material with reference to the uses mentioned above. It is therefore toward an awareness and understanding of diatomite properties pertinent to these newer filler applications that this paper is directed.
